would say just call it between 280 and 101. just between there and 101 you can't get through in both directions. that means more people will be on 280 and a lot of people from the south on 85. northbound 101. we have a lot of closures on city streets here in san jose in this general area. if you are driving through this be prepared to have a lot of closures. some are using highway 87 this morning. it'll be slow. this whole south bay drive is going to be an adventure. a challenge. you knead it be patient and perhaps think about alternate routes. 280 doesn't look bad. can go to the camera with have. it's okay. people on the road early are actually doing fine so far. let's go to the bay bridge toll plaza. the east bay drive is busy. some of the freeways getting busy as usual. we will touch on that. thank you. we begin back in san jose where we have been talking about this. hundreds of homes under evacuation orders because of the flooding. >> and there was new flooding oaf night. some businesses are affected. you are in downtown san jose now. what's it like? >> we can show you the pictures here behind us this is 26th street and east santa clara street in san jose close to the downtown area. this intersection behind us is -- covered several inches of water. you can see motor issts. i have to say it appears that the southbound direction of 26th street at this intersection has more water than the opposite direction where you see all the trucks and cars coming through right now. flooding has been a problem. throughout san jose. mostly in residential areas but this morning several businesses in this area found out they were also impacted by the flooding. based on where we are and taking a look around it appears there is a lumber company on this intersection. a liquor store. also a used car the lot. par of it appeared to be under water. theseus. we haven't had a chance to talk about -- traffic is moving through this area. santa clara and 26th street. you can see -- several inches of water. it's not stopping people. i'm not sure it's such a great idea. we get the warnings about that. higher profail cars may be but low cars could flood certainly. >> it's early. >> we have seen prius and civics. very low profile cars going through. they create a big splash but get through it. >> you are down there keeping an eye on that. about a hundred of the people force from their homes waking up at a local high school this morning. the vallation army set up cots inside james lick high school. churches and community members who heard some of the people had only the clothes on their back when they were dropped off, blanketed. they dropped off blankets, clothing, toys for the kids and food to try to help the people who had to evacuate. trying to make them feel more comfortable until they can return home. >> yeah. san jose fire crews have a lot to do before many people can go back home. floodwaters from coyote creek are badly polluted. firefighter say people who haven't gone through the flooded areas should stay away. they say that several factors make that water very dangerous. >> it could be sewaqe from the pipe that are now under water. it could be gasoline and motrr oil and transmission fluid. battery acid in the car and any other chemical that could be in any of these homes. >> the experts say if you come in direct contact with the water check with medical people about being decontaminated and possibly getting a tetnus shot. evacuation orders have now been lifted near that breached levee in san joaquin. monday night's breach forced 500 people outed of their homes -- people who are still under evacuation orders are able to return to check on their homes but only with the entry permit from firefighters. you do need to check ahead. that breach happened in a very rural area. many are crediting local farmers for finding the problem before it got bigger. >> they are all right there. if it wasn't for them to spot the levee they have patrols going on. all throughout the night. in case if there is another leak or boil or something happens. >> county officials say to temporarily repair the breach they had to take material from a stable portion of the levee. now they are focused on repair that stronger section. and snow is falling in the sierra yesterday more than 3 feet of snow. tryingered an avalanche that buried a major highway. that avalanche dumped more than 20 feet snow on the mount rose highway. that's toward the reno area shut down the road in both directions from douglas fir to fairview. crews worked all way to clear that road but progress was slow with more snow coming up down. >> places where the berm is ten feet over the of roof of my truck. dot is having a hard time getting the snow off the highway out of the way to make the roadway passible. >> the highway remains closed. avalanche warnings continue into today for much of the sierra and chains are mandatory on any highways that are even open over the mountain passes. happening today we are going to hear details avenue i whistle blower lawsuit filed by two former employees for the bay area air quality management district. the former employees ceus the district of improperly destroying documents that included records of air pollution. they say that when they pointed out to managers they were told that it would be better if the documents didn't exist and they were fired. the two former district workers and their lawyers will hold a news conference at ten this morning. oakland city council will get the a vote on people in industrial or commercial spaces. it was canned for after 36 people died in a warehouse fire in december. this report is expected to include information about health and safety risks. it's also supposed to explain the options the city has in helping tenants who are right now living in those kinds of spaces if they are forced out. the principal of a special education school in the east bay is recovering this morning after she was stabbed by one of the students at the school. berkeley police say that at 1:45 yesterday afternoon angel jaurez stabbed the principal of the via center and took off. the school was put on lockdown and the principal was taken to the hospital where she was treated for nonlife threatening injuries. then the chp spotted jaurez two mile away and cameras were rolling. you can see as police took him into custody. mental health worker was there on the scene of the arrest and the case is up investigation. still ahead something is being added to san franciscoe tell us how this is a effecting the drive. >> reporter: good morning. this will cause a lot problem for people here in the south bay. especially as more people start to hit the road this morning. lack at what 101 look like right now. all the lanes of the freeway are under water. we are standing in the middle the freeway here just north of mckee road. that's where you see the flooding that has shut down the freeway in both directions. we will put a map up to get a sense of where this closure is and how it'll impact you as you head out the door. is '201 is closed entirely. both the southbound and northbound lanes shut down between the 810 junction on the north side and between the -- the 210, 180 junction on the south side. that isself miamis of 101 shut down because of flooding. the water started to rush on to the fleeway about 8:00 last night. it's about a foot deep in some spots and we talked a short time ago with the chp. they aren't sure how long it'll take to get the freeway back open. >> reporter: it's going to depend on the floodwaters receding. so at this point we are -- hoping people get the information and are able to plan an alternate route if they need to get through that area. >> reporter: now further south from here there is actually some better news in morgan hill. the northbound lanes of 101 did just open back up a short time ago after they were shut down overnight because of flooding as well. now this remains the big issue for people here in the south bay. all the lanes, both northbound and southbound, all the lanes of 101 shut down entirely here in san jose between the 880 junction and the 281 junction this will cause major problems here. folk also have to find another way around until the waters go down. >> wow. all right. along highway 101. thank you. time is now 6:14. new this morning the city of san leandro declaring itself a sanctua, are y, city. the resolution was passed last night. it'll keep the police from cooperating with federal immigration agents. san francisco and san jose are long time sanctuary cities. you know trump has signed an order that would deny federal funding to these safe haven cities. that could amount to manies of dollars lost for bay area cities. the san francisco public defender's office will hold a meeting today on the new immigration rules. among the topics expected to be address is the how immigrants can get level help to fight deportation. the meeting as the results at five tonight at the san francisco public library on lark instreet. the trump administration and house republicans may have toecap obama care a bit longer. both are calling for at least three months to make a decision about continuing to fund subsides for the affordable health care act. the payments reduced deductibles and co papers for more than half of them on the health care exchanges including covered california. the president promises he will repeal and replace obama care. starting neck month san francisco water official its will start blending in ground water to the city's tap water. the san francisco public utilities commission said that the water will not taste different. the first year they will mechanic in 3% of ground water to the tap water. by the hath year they will add in the maximum 15% of ground water. though the reservoir is not at risk of rubbing low on water the city said take away a major freeway and have it not affect other roads. a lot of the side roads are flooded in the local area. let's move along and look at highway 24. the east bay drive is starting off normal after what was part of -- arrest in part -- rescue. look at that. police say the man ran away during a drug sting into a wooded area and then he climbed down this cliff. this is in fort lee new jersey. the suspect couldn't move and they couldn't reach him once he got stuck in a tree. he was out there more than two hours. i special unit went down the cliff and rescued him and then arrested him. he was not hurt. the charges against him include conspiracy to give out cocaine and also resisting arrest. no oakland police are reportedly using new surveillance technology from the alameda da. the website report that the city signed off on a five-year agreement for an ungrade on what's known as a stingray device. the technology uses mobile phones. it fools the mobile phones in into connecting through it allowing officers to pinpoint a phone's location and track done criminals. california law does require police to get a warrant eve time they want to use it. authorities are night because they are displaced. we can take a look at video. dinner was served in the cal's parking lot. a lot of families have young children. families deal with the sudden disruption some say that the water level rose fast and some were take way on rescue rafts but it's times like that this the communities come together. some stopped by to make donations offer seeing hear what happened and san jose mayor said that the neighborhoods will be -- not be forgotten while they are up displace. >> we have police department deploying officers and reserve officers in those neighborhoods to make sure there. >> coyote creek. the creek over flowed the los lagos golf course. firefighters rescued fine people and authorities searched by boat and by air. reportedly there were as many as 40 people at this homeless camp. >> highway 101 in morgan hill reopened early this morning after flooding there. the northbound side of 101 near cochran road was shut down because the creek over flowed. cal tran crews reportedly cut a new canal to help divert the water. a main road is closed to traffic because of a mudslide. alexander avenue connects it to the golden gate bridge. that closure between east road and edwards n is a mudslide that happened on monday. it has since been cleared but the engineers still need to check out the hillside. if that road is expected to be closed for at least a week. most of the flooding problems in the area are because of water being release from the anderson reservoir and then right into coyote creek. santa clara water managers told the news that release is actually started january 9th from an outlet at the bottom of the dam and then on saturday started sending water over the pill spillway which hasn't happened in more than ten years. they say they were trying to make room for the rain while at the same time preserving as much drinking water as possible. niles canyon road remains closed between fremont because of the risk of flooding there. people who live near alameda creak say it's running as full as they have seen it. there is another problem as well nearby. a mudslide is keeping the road closed. rocks continue it fall on the road. there is good news. northbound lanes of highway 17 will open in the santa cruz mountains near vine hill road. that's been a problem area but crews have been able to clear a mudslide that had shut the road partly down for more than a week. one southbound lane remains closed because of cracks in the asphalt. and then newspaper marin a portion of sir francis drake near fairfax is back open after a mudslide blocked lanes of traffic. that road was closed at white hill. that's approaching the valley near the bay wood canyon center. voluntary evacuations were issued for parts of sacramento county. president entire community of will ton was threatened by a nearby river south eat of the state capitol. part of northbound highway 99 was closed because of severe flooding. residents were amazed how murder case. yesterday attorneys heard from the ex-girlfriend of the ceus killer. they say that she couldn't seem to keep her story straight. in court she claimed on the day lamar disappeared she went to do laundry at her mother's and torres dropped her off. prosecutors say that during the investigation she never told deputies she was with torres that morning. torres is charged with kidnapping killing lamar though her body hasn't been found. he is also charged with attempting to kidnap three other women in 2009. all out search continues for two men accused of a sexual assault in the north lead to lower rates of suicide attempts among high school students. especially among teenagers who identity as gay. that study was done by a researcher at the johns hopkins university school of public health. she said that there may be something about the teenager's having equal rights even if they have no plans to take advantage of them that makes them feel more hopeful about their future. a group driving through it at all. it's on the other roads in san jose. give yourself plenty of extra time. northbound 101 set down between 280 -- northbound is take all the traffic right now because of the drive direction. 280 and 85 are giving more and the volume seems to be done. i think people have heard about that and are staying off the roads, doesn't seem to be too bad but some of the side roads
