(catherine) a toddler in the east bay is expected to make a full recovery after nearly drowning. it happened last night at a home in concord. police say a 20-month-old boy fell into a hot tub. family members quickly rescued him and performed c-p-r until an ambulance arrived. the little boy was taken to the hospital where he s in stable condition.
