macarthur maze is a good time. at 6:00 or a bit after that, it is still a good time. if you're driving to the bay bridge toll plaza you will see that traffic is backed up for about a 15 minute delay. just taking the edge off some of these times, little off the type -- a little off the top, still a little bit of a wait though. at highway 4 in contra costa county, it is going to be slow. the middle of the south bay commute -- let's get away from this -- traffic is moving along relatively okay on northbound 101 to i-80. we see some slow traffic on northbound 101 however as you approach the [ background noise ] interchange. new from overnight, a big fire damaged a san mateo condo complex and a dog was killed. several people are now homeless. ktvu's janine de la vega is on the scene where firefighters are still working even though the fire is out. >> reporter: yes they are. they are definitely keeping an eye on it. all of the people that live in this building behind me are gone now. they are staying with friends or they are being helped by the red cross. as you can see there are firefighters on the scene inspecting all the damage even though the building is still standing, some heavy damage inside. this is devastating for the young woman -- the one woman who lost her dog and her home. this was burning in one of the units of this three-story condo complex. by the time firefighters arrived it was completely engulfed in flames. people in the adjoining unit had already escaped so firefighters concentrated on trying to put out the fire and prevent it from spreading. it was trapped in the attic and quickly grew. it grew enough for firefighters to call for a fourth alarm. >> is always a challenge because we have six units under one roof and also on the back side of the room and -- building we have wildlands. we wanted to make sure that the fire wouldn't cause a fire in the hills as well. >> reporter: the whole building is uninhabitable because of the smoke and water damage. no one was inside the unit where the higher start of a dog was ended did not survive. the woman came home to find her condo destroyed and fire officials say police arrested her for interfering with cruise. she was apparently trying to get back into the building to see her dog. she was cited and released when she had come down. firefighters don't know the cause of the fire but investigators plan on talking to that pet owner to find out some more information and try to figure out again, what started all of this in the first place. >> everyone is always anxious to find that an activist. they were found guilty of first- degree murder in the killing of duty salomon yesterday. the 66-year-old woman had taken -- duty salomon -- judy salamon . the 66-year-old woman had taken video on her cell phone of these two men when they were involved in gang activity. she followed them in her car. >> it is clear that she was focused on can -- protecting the community. in this case, that is why these two men took her life. whatever they were doing, i don't know, in their minds, it was worth murdering her. >> judy salamon was a popular dog walker known for her efforts to fight crime in her oakland neighborhood. the santa clara county sheriff's office has released the name of the armed man killed earlier this week in an officer involved shooting. the mercury news reports deputies shot and killed 86- year-old eugene craig during a tense encounter at his saratoga home monday night. the sheriff's office says officers were forced to open fire after craig pointed his gun at deputies after ignoring repeated orders to drop it. this was the first officer involved shooting in saratoga in 3 years. the time is now 6:09. the city of san francisco is now beginning to distribute money to build affordable housing as part of a measure approved by voters last november. the chronicle reports four projects have received the share of the $310 million in housing funds. this mapping you see on your screen shows they are scattered throughout the city, mission district, excelsior district, forest hills and the western addition. these projects are converting a former car repair shop, a bakery and even an old funeral home into hundreds of affordable residential units. also in san francisco the dogpatch neighborhood association is overwhelmingly approved plans for a homeless navigation center in their area. the san francisco port commission also unanimously approved plans for the center, citing the need to help the homeless. the navigation center is a temporary shelters designed to help people find permanent housing. the center in the dogpatch neighborhood is due to open next year. it is now 6:10. a man is in critical condition after being shot by new york city police. the reason that investigators attacked an off-duty officer with a meat cleaver before they opened fire is coming up. coming up at 6: 30, police arrest a man accused of robbing and beating shooting. tyreek ain't -- tyre king was killed after being chased by police along with another suspect that ran into an alley. king pulled out a bb gun and pointed it at an officer and that is when they shot him. officers say they didn't know what was a bb gun until after the shooting. >> we found a gun at the scene near the suspect that we were trying to apprehend. this is what back and looked like. >> there is inherent bias in the police investigating themselves. >> we have an issue with this 13-year-old child in the call nationally for a transparent investigation into the shooting. >> tyre king's family says he didn't have a criminal history. they all held a candlelight vigil in his memory. the police officer that shot him is a nine-year veteran. he is on paid leave as the investigation goes on. in new york city police were forced to shoot a suspect who attacked an off-duty police officer with a meat cleaver. >> [ sound of gunfire ] >> that was cell phone video capturing the violent and chaotic scene in midtown manhattan yesterday evening. police confronted the suspect to they say was irate after finding his car locks with a parking boot. the suspect then attacked the off-duty officer with an 11 inch meat cleaver. the new york police commissioner says 18 shots were fired critically wounding the suspect. the off-duty officer is in serious condition with a cut to his face. two other police officer suffered minor injuries during that confrontation. san francisco police are asking for the public's help in the attack of an off-duty officer. they are hoping that someone has cell phone video of robert kaplan who was chasing people on 25th st. who was chasing people on 25th st., west friday morning. police say he bit the officer's face and galusha one of his eyes. he also caught his arm. there's a new effort to bring the raiders to las vegas. there is a plan to finance a two -- $1.9 billion dome for a rater stadium. the raiders and a billionaire casino mogul would pay most of it including cost overruns and there would be a vote on taxes for the rest. they would like to bring a super bowl to las vegas. >> the economic impacts besides the raiders and all of the other events we are going to have, it's going to raise room rates and increase participation in the great financially. >> the governor of nevada will now decide whether to call a special session of the legislature to vote on this project. they are hoping that a vote could occur in november so that nfl owners could consider this idea in january. in the meantime oakland mayor is offering hope for those who want the raiders to stay in oakland. she says there was a long inculcated history between this team in the city. we have learned from the mistakes have been no major problems getting into the city. looking at the south commute, on northbound 101, 280 and 85, all of the freeways in the south they are looking good over to the west valley. let's inland temps will be warming up today and more so on saturday for the coast and bay as well. it will be near 90 degrees in some inland areas. it's tough to buy into this but there is some warmer air aloft even though we have a much bigger fog bank. tomorrow ace -- a warm up will begin on the coast. we will have cool weather early next week after a warmer weekend. the san francisco district for saving the life of a man who was trapped underwater in a kayak. brian moore was awarded a medal of bravery for going into a senior care facility that was burning in rescuing people that could not move without assistance. eight other members received accommodations for their efforts in saving lives. it is now 6:25. the symphysis the police officers association is opposing the creation of a new unit in the das office to investigate -- da's office to investigate officer involved shooting's. right now the da office investigates its own shootings. independent investigation is supported but the state attorney general's office is a better choice according to some. >> sis george gascon -- since george gascon took over as district attorney, he's had a poisonous relationship with the police department. i don't think he can remain fair and impartial -- impartial. >>this team would be made up of 14 people that would tackle 10 deadly officer shootings that date back to 2014. two bay area killings have prompted congress to consider a bill requiring agents to safely store their weapons. these two victims were killed by guns that were stolen out of federal agents' unlocked cars. agents who violate this rule could face criminal charges. the california legislature is considering a similar bill. the fire in oakland left 18 people without a home last night. firefighters received first emergency call just before 6:30 in the evening. they were able to bring that fire under control and just about 30 minutes. the now gutted building was separated into four residential units and so now people are out of their homes in each of those units. no injuries were reported because it is still under investigation. a battle over the pledge of allegiance in lake county, we will tell you the they usually are. interstate 80 north and southbound hasn't been too bad. traffic is moving along -- interstate 880 northbound and southbound hasn't been too bad. traffic is moving along nicely. when looking at the silicon valley commute, we are getting a little bit of slowing on 101 but that's about all. things are beginning to get more crowded on 85 but to 80 still looks clear from downtown to the west valley. now it's time to go back to the desk. it is 6:32. we are learning more about a man accused of robbing and severely beating and 88-year-old woman in san jose. court documents show he was in the very same neighborhood as the victim. ktvu brian florez is back with us now with more on the condition of the woman and last night's emergency safety meeting. >> reporter: many people are concerned. about 100 neighbors showed up for an emergency safety meeting last night to talk about their concerns following the arrest of 19-year-old zachary cuen. investigators say he broke into the home of a woman and she is known as miss flo. he robbed her of her jewelry. she was wearing -- he robbed her of her jewelry that she was wearing. he then ransacked her home. she was found bleeding inside of the house. family members say she had been living in the house since 1964. according to the court documents, the suspect lives about two blocks away. this flow remains in critical condition this morning. neighbors are happy about the arrest but still worried about crime in their community. >> i am really upset about what has been happening. i am really upset about the poor woman who was attacked. i am concerned about our safety in the neighborhood. >> ktvu has learned through court documents that zachary cuen was on probation for auto set -- auto theft as well as hit-and-run. when he was a juvenile he was arrested for an attempted house burglary where the victim was also an elderly female. investigators say it is unclear if zachary cuen acted alone or had an accomplice in this latest robbery. his arraignment is set for monday and he is being held without bail. as for ms. -- miss flo, she is in great condition according to authorities and there will be a prayer vigil held at her house tonight. in the meantime san francisco police are searching for three suspects in a home invasion in the mr. and issued -- mission district. this happened in the 3000 block of mission. to men and women -- and a woman threatened a person inside with a gun. they then escaped with an undisclosed amount of cash. the victim was not hurt. the tenet that -- the teenager that is at the center of a sex scandal is back in the bay area. celeste guap who we now know as jasmine abuslin's -- jasmine abuslin is back in the bay area . she claimed to have sex with at least 30 officers in the law enforcement agencies across the bay area. her attorney weston yesterday whether the richmond police department may have wanted the teenager in florida as an attempt to obstruct estes -- obstruct justice. >> she did not voluntarily go to florida. she was told she needed to go to florida because she had drugs and she needed to go urgently for a vacation. >> police in the contra costa police agency help secure the funds to center to florida but would not say why she was sent out of state. she is expected to testify in the prosecution of at least six officers caught up in the scoundrel -- in the scandal. other areas are too investigating police officers that may have had sexual contact with jasmine abuslin. additional cases were made reference to. >> we are prosecuting individuals for running her through the police -- computer system that it shows they had in person sexual contact with her in contra costa county. that's as much as i am going to say. >> the contra costa county prosecutor says they are reviewing evidence but have not completed their investigation. there was an amazing shark sighting at san francisco ocean beach. look at this great white shark hermetically leaping out of water. -- dramatically leaping out of water. that was caught by camera. there were many eyewitnesses. >> there were several surfers in the water who were looking in the same direction and with install of this. they say they have never seen anything quite like this all of us are stunned by what we are seeing as well. this happen wednesday morning your ocean beach in san francisco. there were about 30 or so surfers in the water at the time when suddenly that 7 to 8 foot shark just leaps clear out of the water. researchers say it's not unclear for -- uncommon for sharks to jump out of the water like that. it may have been trying to feed on a school of fish in the area. this happened on wednesday and this surfaces after he saw that shark jump out of the water he headed right back to shore and was in awe once he saw the video afterwards. >>the shark launched a straight up out of the water into the air. i could see his full white belly and pectoral fins. i now have all 10 toes and fingers and that's a really good thing. >> he's a lucky guy. >> he considers himself lucky to see that and to be okay. that shark was caught on camera that was caught by a web camera that was set up to show people the surf conditions in case they wanted to head out. researchers say there are often sharks cruising the surf breaks off the coast of the bay area. usually they say that's under the surface of the water. according to researchers, it doesn't look like that particular great white shark was all that interested in the surfers nearby. that would not be any consolation to me personally. i don't know about you. >> i love that video. the temperature alone keeps me off the beach. but the video of the surfers lined up and they all looked up. that's great. >> they probably did for many but not for all. a few have clear skies. the coast in the bay and the city is really socked in. it's very foggy, high pressure is moving in. the fog should lift and be mostly sunny later on. it month -- it might be rather stubborn by the coast. it will be cool tonight but then warmer for the weekend series on saturday and also one sunday. speaking of san francisco, a high degree of 65, averages 70 degrees for a high. the 1913 record high was 101 and the low was 50. you will probably have to have your heater on at 52 degrees in these areas. that is chilly. some areas inland don't have this fall but there is plenty of fog to go around. the higher pressure is building and there is still an onshore bridge north to northeast and hence about developing tonight and into the weekend. upper 40s, san rafael is in there and of otto was in there. mill valley -- novi otto as well as mill valley. 30 up in truckee and 47 in reno. that's a pretty big fog bank for this time of year in this grass fire in sacramento burned 175 acres and forced the evacuation of the cal expo. this one started yesterday afternoon just after 1:00 along the american river parkway. about 1000 people attending a conference in an rv show the cal expo work evacuated as the flames moved closer. one firefighter was treated for smoke inhalation. no one was hurt. a problem with airbags and seatbelts has been connected to at least three deaths. recalled vehicles include the chrysler [ name indiscernible ] and the dodge avenger and calabar, the compass suvs as well. fiat chrysler says the problem involves hardware that can fail to activate the airbags and seatbelts and some accidents. also happening today, a weekend long hack-athon starts this weekend. coders will be working together to come up with ideas of how to stop violence and promote social involvement. there will be coding workshops and the 3 day boot camp is being held on folsom street at the dev bootcamp office. people will soon have the option to sleep with a roof over the head on angel island. the state department -- will have cabins which can accommodate eight people each as well as some that will house a for people. -- four
