standing water, that's the problem as you head out there. we're going to look at the commutes and see that traffic is okay on the dublin grade but you're going to see slowing and standing water. that's the biggest thing. if you can give yourself extra time for a lot of the small things that will pop up on your commute, you should. this is a look at interstate 880 in oakland. no major problems here in front of oracle arena. we do have traffic that is going to be moderate. it's raining pretty hard at the bay bridge toll plaza. it's going to be an adventure getting into san francisco. >> thank you, sal. in the small community of rancho tehama, many emotions fill the people who live there after that shooting that killed so many people. >> 1500 people live in rancho tehama. last night, we went to a vigil where grief, anger, even pride were shared. >> we went down, he was throwing bullets everywhere. one hit the house. reporter: residents shared a mic and their feelings, still fresh. >> i'm angry, and i'm frustrated, and i'm confused. reporter: questions about gunman kevin neal who killed his wife, then went on a rampage. >> i had been warning them every night when i hear gunshots. reporter: residents point out there were warnings unheeded. >> there's no safe place on this earth. there's no safe place on this earth. reporter: their pastor insisted this gathering be about gratitude and called tuesday a day of miracles. >> bullets started flying through the window. reporter: this dad was in the class room next to the boy shot through the wall. >> he didn't [inaudible] he just stayed in the position he was told to stay in by the teachers and when it was over, i went and grabbed him up. reporter: that child is hospitalized with a bullet under his arm and one in his foot in fair condition but his aunt asked for prayers as he's about to have his first surgery. >> i'm so sorry for everybody who's hurt. reporter: a few teachers spoke, applauded for the swift lockdown that averted a massacre. >> i want to say thank you to our children for being brave and doing what they were supposed to be doing. >> i want the ones that are hurt to get better soon, and i want to give a thanks to the staff and the police and whoever helped. reporter: in a community room filled to overflowing, people spoke for more than an hour lifting each other up. >> so this has put rancho tehama on the map, and a revival is going to happen. reporter: promising to better know their neighbors and get involved. >> the only way we're going to build a stronger community is if we build a bond of friendship together. >> and i have so much love to give, and i want to give it to you. the tehama county sheriff's office is defending itself against claims it didn't take seriously the gunman's violent acts in the past. >> on at least two occasions, officers put the house under surveillance hoping he would come back out. that didn't happen. you have to understand, we can't anticipate what people are going to do. we don't have a crystal ball. reporter: authorities searched the gunman's home. they found the body of his wife buried under the floor of his home. investigators believe he shot and killed her on monday, and then continued the killing rampage on tuesday. neighbors called the sheriff's office several times in the past reporting the sounds of gun fire inside his home. the tehama county district attorney says the gunman was not legally permitted to possess guns because of a restraining order against him after an arrest earlier this year. >> what has occurred within our northern california rural county is simply the mass murder shooting rampage of a deranged, paranoid killer. reporter: now, investigators say the gunman killed his wife, two neighbors, then went looking for more victims at random, including near an elementary school. he shot and killed five people, wounded nine others before he was shot and killed by deputies. they latest developments from tehama county as we get them. lawsuits are piling up after the mass shooting in las vegas. fourteen people are seeking damages from the shooting that killed 58 people and injured more than 500 others. authorities say the gunman fired from his hotel suite. the new filings named the concert organizer, the hotel, and the makers and sellers of a bump stock gun accessory that allowed him to fire rapidly. the filings argue that all of those entities share the blame. a man who escaped from a mental hospital in hawaii is back in custody. he caught a flight from maui to san jose. randall samto was arrested in stockton yesterday at a gas station. investigators received a tip that samto was headed for his brother's house in stockton. he escaped from a hospital in hawaii on sunday and was caught on camera taking a flight. ten hours went by before the hospital realized he was gone. >> there was a breakdown in communications in our safety protocols and our communication protocols. we don't know whether that was purposeful or not, we're investigating that. reporter: samto was found not guilty of murdering a woman by reasons of mental insanity. a man who prosecutors call a cold blooded killer has been found guilty of first degree murder of a popular ice cream vendor. jurors deliberated for less than a day before delivering their verdict yesterday. the exconvict faces 45 years to life and is expected to be sentenced in january . charges were also filed against a second suspect who will be prosecuted separately at a later date. there are reports of mass murderer charles manson is in the hospital and near death. the sheriff's office says the 83 year old cult leader was taken to a bakersfield hospital but they wouldn't give updates on his condition. tmz is reporting he is in grave condition. manson is serving seven life sentences. he was convicted of orchestrating the murders of actress sharon tate and six others. police want you to look at surveillance video of six young men trying to rob a jewelry store. this happened monday night at diamond ring company inside the stone ridge mall. the group ran into the store. one man pepper sprayed an employee. another man tried to break a display case with a hammer but he was unsuccessful because the cases are made with a special glass. >> the glass is a double layer tempered glass so this is the type even if they hammer it, they're not going to get through. reporter: the men left empty handed. this is just the latest incident targeting jewelry displays over the last few months. analysts say an overhaul of the tax code will add $1.5 trillion to the federal deficit. there are new doubts about whether republicans can find enough votes to pass their tax plan after some senators spoke out about that bill. wisconsin senator ron johnson says he's against the bill because it benefits corporations and maine senator susan collins is worried about republicans changing the bill to include repealing the obamacare mandate. she calls that a mistake. some house democrats have introduced articles of impeachment against president trump. tennessee congressman steve cohen is leading dangerous to open up the lanes until they get the vehicles out of the way. you can't come around because, you know, if you come around here, and all of a sudden, these lanes are open, there could be another wreck in the slippery conditions, so if you're driving to san francisco, please give yourself extra time on 101. there have been a lot of fender benders, just a lot of people slipping out and ending on the side of the road facing the wrong way. westbound 205 is already slow. a little slowing on 580. there have been no major issues driving through the altamonte pass but it might be windy so be careful out there. we're also looking at the gilroy commute. this commute still looks okay, although we haven't seen anything major, it's going to be wet. there will be a lot of standing water. i've seen a list of places where there are standing water. i cannot read all of it because we would be here too long. this is 280 northbound. let's bring steve in. reporter: i would say this is the first of the season where i had both hands on the steering wheel. >> there you go. >> me too. >> you too? >> yeah, me too. >> pam too. reporter: this system tapped more moisture which is why -- every system we've had left very little rain south of the golden gate because it was too far away from the energy source. this one though tapped into moisture, came up northeast of hawaii. rain will move south during the morning and then we'll get off and on rain and the breezes picked up out of the west-northwest for some and the temperatures are dropping. it was pretty blustery last night for some and our system continues to paint a lot of rain over some locations. to the north, looking at an inch and a half to 3 inches of rain. it is moving south, so it's more now favoring areas towards marin county, also napa county, and by far, down towards the peninsula, fremont, san jose, highway 9. that's where the heaviest precip is now. the winter storm warning kicked in yesterday and goes until tomorrow morning, so be advised. some of this is rain, higher elevations snow, but it will turn over more to snow now that the colder air is in. this could be tough up there, but it might be rain almost up to lake level but it will start to come down, that snow level. we're still getting some bands moving in. the low will kick in but that doesn't mean we're done yet. 50s and 60s on the temps but to the north, temps are starting to drop a little built as that cool air -- bit as that cool air builds in. winds are starting to pick up as well. look for morning rain, then tapering off to more hit and miss rain and then temperatures will struggle to get out of the low 60s. tomorrow looks better but i think we'll deal with a lot of fog unless the breeze kicks in. mostly dry conditions
