we take you back out live to san francisco this morning. vanness still a scene where unfortunately we have to report another pedestrian fatality. they are actually hosing off an area where a car was. they have removed that car but again another pedestrian hit and killed in san francisco. ktvu tara moriarty is out there on the scene where certainly it could cause some problems for the commute this morning. she will talk about when that road will reopen. it's wednesday, february 12th i'm pam cook. >> and good morning i'm dave clark. let's talk about your weather as well as traffic. steve has your forecast. i do. mostly cloudy skies. very thick fog south. a lot of high clouds. areas of fog not as bad as yesterday. the recent rain we had on the weekend especially north bay and a little bit to the south bay if you get clearing and calm conditions we get what we call a radiational fog. by 9:00 most of it burns off. a lot of cloud cover to the north. it will still be mostly sunny to the south. 40s on the temps or 50s. probably not going to cool off anymore than what we see right now. mostly cloudy skies continue. there is plenty of moisture still streaming up visiting another hawaiian islands. storm track has lifted north. there are signs next week it could dip farther south and be a colder pattern. we'll see if that develops. today clouds to the north. mostly sunny to the south. highs anywhere from 50s to mid to upper 60s santa clara valley. here is sal. steve, good morning. we are looking at a pretty good commute on the freeways as we take a look at the traffic getting into san francisco. the metering lights are on but there is a little delay. about a five minute wait at the toll plaza. about a ten minute drive on the bridge get into san francisco. about a 15 minute drive. nothing out of the ordinary. also looking at interstate 880 in oakland the traffic looks good in both directions. i should mention vanness avenue is at broadway. we are just about to go to a live report. also 580 westbound as you drive up to livermore a little bit of slow traffic coming up on into the dublin area. it is 6:02 let's go back to the desk. back to that developing new in san francisco where sal just mentioned another pedestrian has been hit and killed. effecting vanness. so far this is the fourth deadly crash involving a pedestrian this year. this map shows all the accidents including three on vanness avenue. tara moriarty is out there this morning with what investigators are telling us so far about the crash and hopefully when the road will reopen. tara. >> reporter: yeah i think that might be momentarily. we are told by one officer that it would be safe to say that this driver was going at least 55 miles an hour. so very fast along this stretch. you can see on the right here fire crews just arrived and hosed downth area. it should be a couple minutes before we have everything open. officers were taking a lot of measurements. they were trying to figure out exactly where the pedestrian was struck and killed by the silver car. this is the fourth deadly crash involving a pedestrian since the new year and third one on vanness. police say at 1:00 this morning the driver of a silver compact hit a man. not sure if he was in a crosswalk. you can see the force of the impact. it must be pretty great. the roof of the car sustained heavy damage. it is possible the driver carried the victim on his hood for a block before stopping. it would appear the driver was speeding. we know he was transported to sf general within a half hour of arriving. those units have not returned to the station yet. as far as getting arrested, we are trying to confirm that right now. we are told he will face a misdemeanor. a month ago just down the street from here a 38-year-old man was struck and killed by a driver after he ran into the street crossing several lanes of traffic following an argument. and then last week an elderly man was struck and killed on sunset boulevard by an elderly woman. and the next morning another person hit and killed. we spoke to the police chief about it last week. he said his officers have been cracking down on issuing traffic citations for both pedestrians and drivers and the numbers of tickets were up 43% for the month of january. and we also heard overnight there was a very serious car accident involving a pedestrian. that victim is now in the hospital and we will keep you posted on his condition. there will be a special service planned for tomorrow morning by families of people who have been hit by cars in san francisco. survivors will be there as well. they will gather at vanness and grove where tara mentioned there was two recent crashes not far from this morning's crash. organizers will hold valentines for their loved ones as they support the city's vision zero program which set the goal of zero pedestrian deaths in ten years. now to our continuing coverage of a statewide amber alert. it is still in effect this morning. police are investigating a possible carjacking in oakland. alex savidge is live with some of the questions about this investigation. good morning, alex. >> reporter: good morning, to you. i just heard from oakland police there is no new information in this case. th search continues for those two potential kidnapping victims. this morning around the bay area the cal trans freeway signs they will be it will up and you will see information about this amber alert and the car authorities are still searching for. late last night police released this new surveillance video of the suspected kidnapper at the center of this case. this video was taken inside the safeway store on redwood road near highway 13 where this all took place yesterday. police say the man was shoplifting and was armed with a knife. witnesses say he ran out of the store, jumped into a parked car with an elderly man and teenage girl inside and that car sped off from the parking lot. witnesses say the two victims made it clear they didn't know who that suspected carjacker was. >> we are working with the federal agencies as well as local agencies. one of our federal partners is the fbi. they have assisted us. >> reporter: police say the suspected kidnapper in this case the man they are searching for is a black man in his 40s. he is about 5'7" tall and about 165 pounds. investigators believe that man and his two potential victims will be in a red sedan. it has california plates on it 6jfm648. california plates 6jfm648. we're live this morning in oakland alex savidge ktvu channel 2 news. welcome back. our time is 6:07. new this morning police in san jose arrested a man in connection with a deadly incident over night. thanks to the help of a bystander. it happened around 1:30 this morning. police say one man was stabbed after a fight at a bar spilled out intoth streets. the customers who saw it flag down a police officer in the area who took that suspect into custody. >> witnesses pointed out the suspect a possible suspect and the officers went directly over there and made contact with them. >> was he trying to get away? >> it appears he was walking away in an opposite direction. it appears he was walking away from the crime scene. >> police haven't said what the argument was about or if the two men knew each other. ktvu janine de la vega is there at the scene. she will have a live update in the next hour. new developments in the disappearance of teenager sierra lamar. a grand jury has indicted antolin garcia torres for the murder of sierra lamar and for attempting to kidnap three other women in 2009. that indictment comes two years after torres was first charged with kidnapping and murdering sierra lamar. her body has never been found but prosecutors say her dna was found in garcia torres' car. >> any kind of progress would be welcomed. we've been waiting for almost two years now and it's been really frustrating for the family. >> prosecutors say the indictment eliminates the need for a preliminary hear sog the case can proceed to trial. torres is expected to be arraigned on the new charges from the indictment tomorrow. happening today students at san jose state will hold a summit to discuss the recent hate crime on campus. the black student union and african american fraternity will focus on the student which claims four white roommates tormented him, put a bike lock around his neck, and hung a confederate flag from their dorm room window. a church known for helping the homeless was targeted by thieves. vandals stole a stain glass window. church officials say the window is 106 years old. there are few like it in the world. >> i don't know who would take it and what they would do with it. it would be very difficult to sell it or you know pawn it. >> they are well known in the tenderloin area for letting the homeless sleep in its spews during the night. they don't believe the thief was among the homeless belief. police say there are no suspects yet. bay area start-up company is hoping to bring art to bart. wonder art has created a kick starter campaign to put works of art in six bart cars southern states with snow. president obama has already declared a state of emergency in georgia where an inch of ice is expected to blanket the roads. sarah is live in atlanta where many drivers are choosing to stay home this morning. >> reporter: good morning. you know just in an hour we found people who are willing to come out and take a look. it's been freezing and raining on and off. there are parts of georgia that will expected to see up to an inch of ice. the first round brought ice and snow to the southern states from texas to north carolina. the major problem so far and the major concern looking into the future is ice. >> there is no way you can deal with ice. i don't care what yankees say you can't drive in ice. >> the icy conditions have been blamed for a number of crashes. weather related incidents killed at least five people including three in texas who died when an ambulance lost control, overturned and caught fire. and two in mississippi died in two different crashes. more than 2400 flights have been kansased because of the storm. in the south the mid atlantic and northeast. georgia's governor warned wednesday's weather could be much worse. >> i would caution everyone the second round will be much more serious than what we have seen today. >> reporter: in a tuesday teleconference the national weather service briefed emergency officials in the atlanta area on what was to come. warning ice storms could have a catastrophic effect leaving some people without electricity for as much as a week. >> this is not going to be the same kind of event we had a couple weeks ago where we had more traffic tieups. >> we are not kidding. we are not just crying wolf. it is serious business. >> the main concern that they have here with all of this ice falling is power outages. they do expect a lot of people to be without power by the end of the day. right now that number is around 60,000 customers. not that high but with so much ice falling they do expect it to rise and they are bringing in resources to help with that issue proactively. reporting live in georgia i'm sarah ganam. >> more than 2700 flights have been canceled ahead of this big storm. sfo's website shows 41 cancellations for departing plights. no cancellations reported at oakland's airport. one flight has been canceled at san jose's airport. time is 6:17. happening today president obama will sign his promised executive order to raise the federal minimum wage for federal contractors. the president first announced the measure during his state of the union address. it raises the minimum wage for federal contractors from $7.25 an hour to $10.10 an hour. the president is also calling on congress to pass legislation to raise minimum wages for all workers to the same level. it will soon be easier to stay connected among you professionals when you fly virgin america. they will have a dedicated linked in app so professionals can connect with others on their flights or with other virgin flights. the service starts on one flight a day from san francisco next week. it's supposed to be available on all virgin america flights by the end of the month. 6:18 is the time. it's a time to check back in with sal. it does get busy around now. >> it sure does. we are looking at some traffic that is getting busier at the toll plaza getting into san francisco. the delay time has been upped a little bit. there are no major problems there. the traffic continues to move along okay. i do want to mention that traffic will be a little busy on the bridge. it is about a ten minute drive time into san francisco. also looking at the commute on interstate 880 north and southbound the traffic here looks okay. heading south to 238 and beyond that. it's getting a little bit more crowded but there are no major problems there. in san jose we don't see a lot of red on the road sensor which is good so we are off to a good start in the valley. let's go to steve. thank you, sal. a lot of cloud cover. fog is starting to thicken up in some spots. no fog advisory but be careful. between 6:00 and 8:00 it seems to thicken up a little bit. a lot of high clouds to the north. maybe some rain. the recent rain again we used to get it with the valley fog we would get that footprint. and they wouldn't move for weeks at a time. we do have dense fog out there called radiation fog. and it burns off about 9:00. higher clouds to the north. the rain line will stay to the north. it looks like it will dip around mendocino county and lake county. a lot of high clouds will stream over us to tonight. farther north better opportunity. 40s on the temps or 50s. a lot of these. santa rosa came up on that. 50 in san jose. very thick fog around there. also in livermore. so be careful by that. it does get pretty thick until the next hour or two. it just came i cross. the great lakes ice extent is now 87%. 87% ice on the great lakes. approaching an all-time record. it has been so cold for so long it is actually seven degrees which is down right balmy in chicago and milwaukee. the big news continues to be in the deep south. this is a very bad system. ice storm, freezing rain. pictures coming across. it is a ghost town in atlanta. the ice they just cannot handle this. i'm hearing it's really bad around there. so i mean it's a rain line. freezing rain the worse. ice storm or snow and that is heading to the northeast. 40s for many including up in tahoe. a lot of cloud cover. comes all the way up from the hawaiian islands. that same source of moisture which was over the north bay has lifted north. a little of that will dip south later on tonight. santa rosa shows .09 by friday into saturday. i think that is the extent of it. i really don't think there will be much south of santa rosa expect for drizzle. mostly cloudy to the north. some sun to the south. temperatures are all over the map. in fact we will go 50s to low 60s. mid 60s brentwood out to oakley. 66 livermore. walnut creek 64. 68 gilroy. 68 morgan hill. san jose at 65. mid 60s on the peninsula. mostly cloudy tomorrow with light rain to the north and mostly sunny and warm on friday. increasing old bridge with a new name. the western span of the bay bridge is officially the willie l. brown junior bridge. 500 invited guests were at yesterday's ceremony. they celebrated renaming the bridge that is getting thicker as well. the fog kind of late to the party here. it really wasn't that much. yesterday we had more but it's showing up now. and you get the temperature and the dew point. you come together and you get the fog. there will not be a quiz. there will be a lot of high clouds to the north. late tonight, tomorrow. 40s mainly on the temps or very low 50s. we'll have mostly sunny conditions to the south. mostly cloudy to the north. closer to the source of the cloud cover which continues to move north. but it will dip a little south late tonight tomorrow. so fog, sun. a lot of high clouds though. mostly cloudy north by. temperatures upper 50s to upper 60s for a few. especially in the santa clara valley. here is sal. all right. we are looking at the commute now and trying to get into san francisco. it does look pretty good coming into the city. now we are looking at the toll plaza. it is about a 20 minute delay at the toll plaza which is typical a ten minute drive on the bridge but there are no more problems. we had a stalled vehicle up on that span. they are pretty quick about those kinds of things. the traffic is moving well for this time of the morning. if this were a weekend we could be seeing what is going on. right now it looks pretty normal. this is a look at the san mateo bridge. i do want to mention that vanness avenue has reopened but tara moriarty has new information that she will share with us about that fatal crash. westbound 580 as you come through on the altamont pass a lot of slow traffic. unfortunately this is becoming the norm. anyone who drives this says what else is new? at 6:32 let's go back to the desk. new information on the developing news we've been following since 4:30 this morning. san francisco police just announced they have arrested the driver involved in a deadly pedestrian crash. now it's the latest in the alarming number of pedestrian deaths in san francisco. ktvu tara moriarty is there now. you just talked to police. >> reporter: that is right. we want to mention that vanness is now open. it was closed earlier between pacific as well as jackson but it has opened now just in time for the morning commute. i spoke to the inspector on the phone just a couple minutes ago and she did inform us that indeed the driver of the car has been arrested for vehicle manslaughter and felony hit and run as well. investigators are trying to figure out exactly where the driver struck the pedestrian. witness says he was driving as fast on vanness as he would on a freeway. this is the fourth deadly crash involving a pedestrian since the new year and the third one on vanness alone. police say at 1:00 this morning the driver of a silver compact hit the man. we're not sure if he was in the crosswalk but the force of the impact was pretty great because the windshield and the roof of the car sustained heavy damage. it's possible he carried the victim on the hood of his car for a block before stopping. a month ago a 38-year-old man was struck and killed after he ran into the street crossing several lanes of traffic. last week an elderlily man was killed on sunset boulevard by an elderly woman preponderate next morning another person killed on vanness in a hit and run. last year there was 21 deadly pedestrian car crashes. we spoke to the police chief about it last week. he says his officers have been really cracking down on issuing traffic citations for both pedestrians and drivers. the number of tickets up 43% for the month of january. there is also very serious crash at the corner of octavian market streets overnight. that person is in the hospital. pedestrian crash. so we all keep an eye on that and let you know how the condition of that person is. live in san francisco i'm tara moriarty ktvu channel 2 news. a night of fun turned deadly for one man in san jose. he was killed outside of a bar. janine de la vega is joining us from san jose to tell us about the arrest that was made this morning and how it's now effecting commuters. janine. >> reporter: this homicide investigation has been going on for five hours. so it has been blocked off but they are about to open up traffic in the eastbound lanes. also for awhile it was effecting the santa clara light rail station. it was closed for awhile but we have just learned it is now open. because you can see crime scene investigators are still here gathering some evidence. now in the last 30 minutes these two men who say their friends with a man who died outside of a bar approached the crime tape and very emotional. they were at johnny v's earlier in the light before the stabbing happened. police say some sort of argument started inside the bar just before 1:30 this morning. it got heated and spilled out into the street and that is when a man was stabbed. there were many pay trents that witnessedth commotion and they flagged down an officer in the area. >> as far as we can tell there was at least one one stab wound and we could not make out if there were any other stab wounds. like we said at the scene fire and paramedics attempted cpr until they got to the hospital and eventually he passed away there. >> reporter: police say witnesses pointed out the suspect who was walking away from the scene and he was immediately arrested. officers were able to find the knife that was used in the stabbing. at this point there is no word on what the argument was about or if the two men knew each other. the suspect and victim both appeared to be in their 20s but their identities are not being revealed yet. as i mentioned this did effect some vta service the santa clara north end st. james platforms were closed earlier today. but again they have opened back up. i am told by vta that it is still effecting bus service on santa clara. if you do need to catch a bus, they are saying to go to san fernando and first street. police expect to have the road complete -- expect to have the road completely open within the next hour. part of the westbound lanes of east santa claire real here around first street will remain closed. reporting live from san jose janine de la vega ktvu channel 2 news. defense lawyers in solano county questioning the work of a pathologist who recently retired from the cronies office. she performed several autopsies including one on janell allen. she was found raped and killed in a fairfield park a year ago. the newspaper is reporting that hogan e-mailed the prosecutor suggesting that the sex between janell and her alleged attacker might have been consensual and the death was accidental. defense lawyers are now reviewing cases where hogan investigated. >> my office as well as the private defense bar are investigating whether or not dr. hogan was competent or incompetent, honest or dishonest. >> the next hearing in janell allen's case is scheduled in two weeks. it marks ten years sinceth city of san francisco pioneered the first marriage license to same sex couples. as we have seen a lot has changed since they were first issued. brian flores is joining us now from the castro district with reaction to this historic anniversary. >> good morning. certainly a lot has changed since the first same sex marriage ceremonies were performed. the first licenses were issued. by then mayor gavin newsom. today city leaders will commemorate this special anniversary. at 5:00 p.m. this afternoon at san francisco city hall a ceremony will take place. guest speakers do include ed lee and then mayor gavin newsom. at his time to issue same sex marriage was met with scorn and pushed back ten years ago. we fast forward to today with same sex marriage legal here in california and other states. some see him as a pioneer. many gay couples remember the struggle where a battle over popperings 8 was brewing -- proposition 8 was brewing. >> i think it was ahead of its time. i think mayor newsom was on to something that we knew needed to happen and he was strong enough and smart enough to push it over the edge. and now look at us. >> there is always a long haul. so with that in mind you take the set backs along with the victories and just hang in there until you get what you need. or want. >> now according to the county clerk's office, the amount of marriage appointments have increased on a per week basis. the county says the average more than 300 appointments for marriage licenses and that number continues to grow. to go along with the ceremony tonight grace cathedral church off california street will also hold a ceremony and reception that begins tomorrow francisco city hall and meet with silicon valley high-tech leaders. this follows the french president's two-day visit in washington where he was honored with the state dinner last night. among others florists are charging twice as much. but there are some women who say they would rather have anything else. they don't want the same flowers their mothers and grandmothers are getting. 6:41 is the this morning after an apparent kidnapping of an elderly man and 13-year-old girl. oakland police believe they were carjacked outside of a grocery store. alex savidge is joining us now with many questions surrounding this investigation. >> reporter: oakland police have told me this morning there are no updates on their search. they are still looking for those two potential kidnapping victims. investigators do believe this was a stranger abduction even though no one has come forward to report this pair missing. this morning this is what you will see as you head off to work. the cal trans freeway signs are it will up with information on this amber alert. and information on the car you should be on the lookout for. last night let me show you video police released. it's surveillance information from oakland police later on this morning. live this morning in oakland alex savidge ktvu channel 2 news. a southern california news camera man captured an unusual attack on the hollywood walk of fame. >> next thing i hear is i love jesus christ and i hear a smash. >> it happened yesterday afternoon while he was working on another story. victor virginia guess says after he saw the man smashing the windows of the police car he backed away and called 911 but he kept the camera rolling as the man reached inside and stole items from the car. time is 6:47. a channel 2 investigation is now prompting a state assemblyman to take some action. our story exposed a loophole. it lets drivers get around paying bridge tolls by using dealer plaquers. the state loses out on millions of dollars on uncollected tolls. but now kevin mullen plans to introduce a bill to require that all vehicles sold leave dealer parking lots with a temporary paper license plate. that temporary plate would have a unique identification number and also an expiration date. >> we believe it will be minimal given the fact we are not creating a new system. it's simply dove tailing with the existing system. >> the fee for the temporary plates could be as much as $80 which he admits the car dealers will probably pass on to their customers. that is bill is expected to be introduced next week. 6:48 is the time. the general south bay commute is not all that bad. i do want to show you the freeway is a little bit slow. 85 after 87 and 101. we do have a crash a roll over vehicle carroll avenue at fremont boulevard. someone apparently trapped inside. fremont fire department is on the way along with the police department. this is fremont boulevard at carroll avenue in that area. i want to mention that east santa clara street in san jose is still closed because of a deadly stabbing that happened over night. ktvu janine de la vega has been there since early this morning. we still have at least one area that is closed as you do a little cleanup here. let's move along and take a look at the bay bridge. about a 25 minute total time into san francisco right now before you get into the city. highway 4 westbound slows out of pittsburg. that is where most of the slow traffic is. it's 6:50 let's go to steve. thank you, sal. good morning, everybody a foggy morning. it wasn't so bad a couple hours ago but that fog is forming rapidly right now. temperatures on the cool to cold side. a lot of high clouds to the north. this is the same moisture source that has been coming up we had in the north bay for awhile. the north bay really got slammed. that has lifted north. at least the rain line. was it tuesday of about a foot of rain near crescent city? the beat goes on but farther north. the fog is forming. again we used to get this all the time. it used to be out in the valley. you get that fog you couldn't see your hand in front of your face. it burns off around 9:00. a lot of high and mid level clouds would stream in. mostly cloudy to the north. possibility of rain late tonight and tomorrow. i still think it would be around ukiah or clearlake. there will be drizzle tonight and tomorrow morning as well. 40s on the temps or very low, low 50s. cloud cover will favor areas to the authority. ly tell you it's warm. seven in chicago. that is warm. but just came across 87% of the great lakes now has ice cover. almost a record 87% it has been that cold for that long. everything is freezing up and it's a worst case scenario in parts of georgia and south carolina. some of the pictures coming in from atlanta to augusta is nothing but ice. it's freezing rain. south of that is rain and north of that is snow. it is all heading to the northeast by tonight into tomorrow morning. we would rather see the snow than the ice. that is snapping power lines and atlanta is a ghost line. there is nobody on the roads. 40s on the temps even up in tahoe and reno. a lot of high and mid level clouds zooming up. they say we're on the way to astoria and portland more than anywhere else. mostly cloudy north. temperatures 50s or very low 60s. especially with that cloud cover. that will hold things in check. a little cooler alameda and berkeley but still low 60s. warmer morgan hill and gilroy. 50s on the coast in the city. low to mid 60s on the peninsula. woodside 62. mostly cloudy tomorrow there
