was by himself. there was no indication they knew each other at alrich and -- at all. >> reporter: and today they are looking into whether the attacker might be the same person who randomly killed a homeless man early monday morning a few blocks away. in that case the man was stabbed 50 times as he slept in this doorway. his friends and family are still trying to make sense of his killing. >> he grown up with me. he is very nice guy. >> reporter: santa rosa police say they are concerned about two random stabbings within a matter of days and they are working now to figure out if the man they have in custody is responsible for both crimes. investigators have not yet identified the young man who was stabbed without warning as he watched a movie here at this theater yesterday. at last check he remained hospitalized with critical injuries while the man suspected of attacking him was booked into jail on a charge of attempted murder. in santa rosa, alex savidge, ktvu fox 2 news. as we have been reporting, there has been a lot of scrutiny over the judge in the brock turner rape case. so ktvu is now taking a closer look at his cases. the judge was set to approve a plea agreement today that would send man to prison for three years for the sexual assault of his roommate. critics argue it's a harsher penalty than brock turner received. persky sentenced turner to six months in jail. several recent stanford law school graduates have said that the two cases are not similar and recalling the judge taints the judicial process. >> we believe this campaign to recall judge persky is righteous and wrong because the evidence shows us that when we subject judges to elections, it leads to unfair sentences for people involved in the criminal justice system. >> a stanford law professor is spearheading the effort to have the judge recalled. raul ramirez was a no-show this morning. we have more information about a man who was arrested last week in san francisco on suspicion of trying to have sex with an underage girl he met online. 45-year-old emmanuel ellisoon worked as a teacher and librarian in several east bay school districts, including oakland and alameda. one of his former colleagues said she reported him to her bosses two years ago after ellisoon told her he was a sex addict. fire crews have been able to increase the containment of the trailhead fire burning in placer and el dorado counties. >> now crews estimate they will have the fire fully contained by july 4th. >> reporter: we are at the georgetown airport. this is a good geographic point to point out where the fire is. it's on the far side of this airport down the canyon away from georgetown where this fire is burning right now. yesterday we did see some aggressive fire in those canyons. however, the growth was not explosive. in fact, the latest numbers are just under 1,300 acres have burned. about 12% containment. so the good news here is not a whole lot of explosive growth, but there is some concern. daniel, we understand the fire is burning away from both forrest hill and georgetown right now. what are you seeing fire behavior-wise as far as the season so far? >> extremely dry conditions despite the rainfall we saw in the winter and spring. in this elevation we have pockets of dead trees. that's allowing for a very aggressive fire. with triple-digit temperatures, humidity in the teens, and gusty winds, that's allowing this fire to continue to be very active and very difficult to fight this specific one, especially because where it's burning is very remote. access is challenging. >> reporter: to give you a quick reference point, if forrest hill is here and georgetown is here, this is where the fire is burning. it's burning in a northeasterly direction. so it's currently burning away from the major populated areas, but there are still homes out this way. that is one of the concerns as they move forward into day three of this fight against the fire. there is a community meeting that we're expecting tonight around 7:00. more information on that will be coming up later today. in georgetown on day 3 of the trailhead fire. back to you. a large wildfire near san diego has quilled two people. their bodies were located yesterday afternoon in a rural area burned by the fire. this fire kicked up a week and a half ago hans burned 7600 acres. it is 97% contained. volunteers had been looking for the couple. in the south bay officials are stepping up enforcement ahead of the fourth of july. >> as ktvu's janine de la vega reports it comes as witnesses say someone threw fireworks at a woman and her family while they were walking home. >> reporter: this was just an awful situation. the woman is suffering from burns. this is exactly what police and firefighters are trying to prevent. they are actually going to be targeting neighborhoods where there has been problems before. this happened on tuesday night. the woman was walking home from the park with her young son and his on remington way near quinby when a loud explosion went off. witnesses say someone inside a passing car lit what was believed to be an m80 firework and threw it at the family. the car sped away. paramedics rushed to the scene. >> i feel like fourth of july is not gonna be fun because i don't know if they are doing this on purpose. >> we developed teams out of the patrol division that are specifically targeting fireworks violation. they are going out into the community. any time a call comes out regarding any type of fireworks violation, they are the ones that are deployed and making contact with the citizens. >> reporter: starting on friday, police will step up patrols, especially in parks, schools, and neighborhoods where people like to put on illegal fireworks shows. this year the fines have increased to $500 all the way up to $1,000. more city officials such as code endorsement officers and park rangers are able to cite violators as well. they are going to be overwhelmed with calls, but they hope by getting the word out it will help deter people from using them. now to oakland where investigators are looking for a four-door sedan involved in an early morning police chase that ended with a chp cruiser slamming into three parked cars. it began 2:30 this morning on 580 near dublin but it ended up on city streets in oakland. this is video taken from the crash scene near macarthur avenue and 100th avenue. >> the passenger in the suspect vehicle began spraying what was believed to be a fire extinguisher at them. possibly a distraction. the chp patrol car hit a fire hydrant, light pole, and three parked vehicles before coming to rest on the sidewalk right there next to a building. no one was hurt in the incident. meanwhile, chp officers are trying to determine what caused this fiery crash near petaluma yesterday that killed a big rig driver. the driver was heading south when he veered off lakeville highway. it slammed into a row of eucalyptus trees and burst into flames. reports of an active shooter forced a lockdown at [ technical difficulty ]. there were reports of a possible real- life active shooter situation at the malcolm medical grove facility. all personnel were told to shelter in place. one base employee says he was flooded with texts, messages from co-workers warning him of the possible active shooter investigation. >> the people sheltering in place, the original message i was getting was it's just a drill. don't worry about it. just wait it out. come in. and then i got a new flood of texts and they all said this is not a drill. this is an active shooter. this is very real. someone's in the hospital. malcolm grove. they said this is very, very real. if you're not on base yet, turn around and leave. if you're on base, shelter in place. get away from the windows. lock the doors. stay low. it was what appeared to be a very real and dire situation. >> the facility has since been given the all-clear. officials say there was no threat at the base. the pentagon announced the end of a ban on transgender individuals in the armed forces. it was the defense secretary ash carter who announced the change saying it's the right thing to do. he says only a person's quality occasions should matter, that there should be no other unrelated barriers to service. it comes despite concerns from some senior military leaders who say the department is moving too fast and that more time is needed to work through the changes. still ahead, getting a look at the suicide bomber in the deadly istanbul buses filled with police cadets. the first suicide bomber blew up the buses. the second bomber then detonated his bombs when people rushed to the scene to help the victims. four civilians are among those killed. the u.s. embassy called the attack a cruel and complete disregard for human life. turkish police raided the homes of suspected isis militants in istanbul, and in a coastal city along the aegean sea. 13 people were taken into custody. the death toll, meantime, climbed to 43 today after a palestinian woman in her 20s succumbed to her injuries. the turkish government has identified the nationalities of the three suicide bombers. they were from russia, uzbekistan and kyrgzstan. turkish officials say the power of the bombs suggest they used weapon-grade explosives. turkey's prime minister says one suicide attacker triggered the bomb outside. two others took advantage of the panic to run inside with the guns and more bombs. american thomas kemper says he was inside the terminal when the chaos unfolded. >> what went through my head was the images you have from paris and from orlando that they come around and shoot you now. and so it's a scare you have that they are coming for you. >> funerals are now being held for some of the victims. one of the first funerals was for a 25-year-old airport worker who had only been on the job a month and a half. of the 239 people injured in the attack, 41 remain in intensive care. that terror attack is creating a ripple effect of concern globally. >> today the tseng tear of homeland security detailed the extra measures to help keep everyone safe ahead of the busy july 4th weekend. >> reporter: while no americans were among the dead in the airport attacks in turkey, there is increased concern isis may try to strike the united states over the fourth of july weekend. homeland security secretary jeh johnson outlining measures his agency is taking to help prevent such an attack here. >> the american public should expect to see this july 4th weekend an enhanced security presence at airports, train stations and other transit centers across the country. we are concerned and focused generally on public events and public places. >> reporter: cia director john brennan addressing the frightening prospect of a terror attack at home just hours after the turkish suicide bombing. >> it would be surprising to me that isil is not trying to hit us both in the region as well as in our homeland. >> reporter: brennan crediting effective homeland security measures and intelligence for preventing isis from directly attacking america. recently, however, isis inspired terrorists have hit in orlando and san bernardino. >> this is not going to go away. these are people intent on killing americans and we need to be prepared for that. >> reporter: americans are jittery about the prospect of another terror attack. 84% of americans do not think one can be prevented. in washington, joel waldman, fox news. attorney general loretta lynch says the current gun control debate between members of congress is encouraging. >> certainly i am delighted that members of congress on both sides of the aisle are having these discussions. we do need to focus on keeping guns out of the hands of those who are not authorized to have them who should not have them. >> she spoke yesterday in los angeles in the final stop of her national tour focusing on community policing. members of the house and senate have offered bipartisan proposals to boost gun control following the mass shooting at an orlando nightclub. and the race for the white house. a new fox news national poll shows hillary clinton the presumptive democratic nominee is in the lead over her republican rival donald trump. the poll shows clinton leading trump 44 to 38%. back in may trump led by 3%. the poll finds that just over half of republicans polled say they would rather have someone other than trump as their presidential nominee. meanwhile, trump has been focusing on fundraising and recently sent an e-mail to supporters asking them to help raise $10 million by today. >> they said, donald trump's numbers -- first of all, i don't know why i need so much money. i go around. you make speeches. i talk to reporters. i don't need commercials. why do i need these commercials? >> on the democratic side, president obama is expected to start campaigning for hillary clinton next week. the clinton campaign says they will talk about their vision for an america that is stronger together. mark tamayo joins us with the weather. we can look out the windows. the backyard is sunny again after a couple days of gray. >> yeah. you can tell walking outside today it's starting to feel different out there, and it's based on the wind direction. that's all it is. you get a wind shift and things go away. the fog right now is on the coast. a great day to be outside. if you like the warm temperatures, it's not excessively hot. we started out the week with temperatures around 100 degrees across parts of the bay area. not today. here is the bigger picture. thunderstorms there in the southwest. fog on the bay area coastline. outside right now a closer look at the fog hugging the shoreline, but the brighter colors indicate the warmer temperatures. the inland neighborhoods a pretty warm day today. the warmest locations in the lower 90s. ocean beach, we will move the maps closer to the san mateo county coastline, closer to half moon bay, and santa cruz. the fog yesterday was widespread over a good portion of the bay. right now basically confined to right near the immediate coastline. that is having a big impact on temperatures. half moon bay right now only in the mid 50s, but inland pretty nice towards walnut creek 84 degrees. concord 81. fairfield 84. santa rosa is 78. san francisco that's 60. already warmer than -- san francisco yesterday only in the mid 50s for afternoon highs. here is our live camera. can you see looking towards the oakland estuary mostly clear skies here as we get a nice camera pan. way out in the distance we have some fog towards part of the golden gate bridge and the immediate shoreline. you can see the nice sweep across a good portion of the bay area over the oakland estuary. temperatures what you would expect this time of year. low 60s for the beaches. warmest locations inland in the low-to-mid 90s towards antioch, livermore and san jose 83. morgan hill 89 degrees. of course, it's thursday, but we are thinking about the weekend, mike and gasia. you can see temperatures cool off. so tomorrow not a time. there is a new proposal to make city college of san francisco free for students for the first time in 33 years. last night the board of supervisors voted to send the proposal to the full board, which means the decision could come as early as next month. if it approves the plan a property tax measure would go before voters in november. more jobs are leaving silicon valley as cupertino based seagate announced plans to cut 1600 jobs by the end of the third quarter. they say the move will save it $100 million a year. let's check stocks. once again green across the board. the dow jones industrial is up almost 200 points, close to what appears to be a session high. s&p and nasdaq rose steadily through the morning. we are a half an hour ahead of the close of the markets. we will check them one more time before we go. amazon a nounsing the next -- announcing the next prime day. they created the shopping holiday for prime customers last year as a type of halfway point before christmas. last year prime day broke black friday records with customers ordering 34.4 million items worldwide. amazon prime day deals are only open to prime members. the membership to join is $99 per year. meantime, walmart is ramping up its push to compete with amazon. yesterday walmart began offering two-day shipping to people who sign up for the shipping pass. anyone can arrange a free 30- day trial. an annual subscription cost $49. people who sign up now get an extra month for free. the shipping pass costs half the price of amazon prime. steph curry's wife ayesha is expanding her cooking empire. yesterday she announced her new food delivery service called gather. it will deliver ingredients and recipes to your door every week. recipes are expected to be similar to her blog and her upcoming cookbook. in richmond, california, there might be good news for a 94-year-old woman robbed of a number of electronics and a priceless commemoration given to her by the president. we will have that coming up in a moment. an investigation into what led to an adoptable dog being mistakenly euthanized. >> what shelter officials are saying about the incident. >> reporter: the shelter's director says she is heartbroken over what happened. an official investigation has been launched. they are conducting interviews with workers and reexamining their procedures. the video you will see may show some dogs in the shelter. they were not involved into what happened. contra costa animal officials say it was a communications mishap that led to a four-year- old pit bull named barbie to be mistakenly euthanized. some type of communication mishap led to her being euthanized. contra costa animal service officials have launched an official investigation. they say they are reexamining processes and procedures to make sure this doesn't happen again. >> need its to say, everybody -- needless to say, everybody is heartbroken about the loss of barbie. most of us come from animal backgrounds. some of us grew up on farms. some of us operate rescue organizations in our free time. everybody here loves animals. when something like this happens, we take it very, very seriously. >> reporter: in an e-mail by ktvu, the animal services director says they are also investigating the circumstances about another pit bull named tommy euthanized at about the same time. some animal activists including no kill contra costa are expressing concern. they advocate for a no kill policy for the contra costa animal services shelter. shelter officials say close to 80% of animals brought to the county shelter made it out alive. that's up from 45% back in 2011. now, contra costa animal services say they should have the investigators completed by the end. week. once they do, those findings will be made public. in campbell, a pet owner is searching for answers after her dog died while being groomed at a petsmart store. she dropped off her chihuahua tuesday afternoon for a nail grooming appointment. she noticed something was wrong when she returned five minutes later. rhodes doesn't know the cause of death but says she has her suspicions. >> i feel like they just were holding her a little harder just to keep her calm because usually that's what dogs like. they like to be held when they are frightened. i feel like she was squeezed where she couldn't breathe. >> petsmart says we are saddened by the loss of terri lynn. our associates followed all safety policies and procedures while immediately recognizing signs of stress during nail trim. this is the second death of an animal here in the bay area. a groomer at a san mateo petsmart pled guilty last week. police in richmond are investigating a home invasion robbery that happened earlier this week where an intruder beat a 94-year-old woman. >> not just beat her. ktvu's paul chambers reports the woman says the robber stole a number of electronics and one very special item that was given to her by president obama. >> reporter: her face badly bruised. >> i don't even like this look at myself in the mirror at this point because i suffered a couple of black eyes. my lip was split in a couple of places. >> reporter: for that reason 94- year-old betty soskin asked we not show her face. she doesn't mind showing these pictures of the days before she was attacked and brutally beaten. >> i fully expected he was going to kill me. he doubled up his fists and hit me a couple of times on the sides of my face with all his might. >> reporter: richmond police say around 1:45 monday morning a man broke into her apartment through a sliding glass door before make higgs way into her room where she was asleep. >> something woke me. i looked over and he was standing there. >> reporter: she grabbed her cell phone, but the suspect took it from her. the two struggled and he dragged her from her bed through the hall bay. >> i was terrified. nothing i could think of was to scream and scream and scream. >> reporter: she managed to get away, locking herself in the bathroom for the next 45 minutes while the suspect took her items. but soskin wasn't giving up. she prepared to defend herself with an iron. >> i plugged it in and set it to the hottest. i figured if he came in i was gonna brand him and that that would mark him for the police. >> reporter: the suspect got away with an ipad, laptop and cell phone. he also took commemorative coins, including this one given to her by president obama for being the oldest park ranger in the u.s. >> he had the coin, presidential coin, in his palm and he transferred it to mine and it was done secretly, which made it even more important. >> reporter: she says most of the items she can live without, but the coin she received from the president in december is dear to her. >> if i got that coin back, i think i could forgive anything. >> reporter: she says she is not a victim because ultimately she took care of herself. she says she is not going anywhere. this is my space and it was invaded and i need to reclaim it. so i am going to stay here. >> reporter: the suspect is a white male in his early to mid 20s, 5'8", and he has a slim build. police say if you see that commemorative coin which has the presidential seal on it give them a call. in richmond, paul chambers, ktvu fox 2 news. and we are now hearing that after president obama learned about that stolen medal, he is now working to send a replacement coin bearing the presidential seal. paul chambers is working on the story. >> hopefully, it will include an arrest as well. fremont police are searching for a hit-and-run driver who killed a 65-year-old woman. it happened near the fremont bart station on walnut avenue at 9:30 tuesday night. the woman was transported to a hospital but later died. now investigators are looking for a silver or gray suv or van with front end and passenger side damage. anyone who may have information about this case is asked to call police. hundreds of people in one san jose apartment complex are told they have to find a new place to live. the reserve apartments are set to be demolished next year and replaced with a new development. there are 200 units at that complex. this eviction could be one of the largest ever in silicon valley. we have been reporting on the state of homelessness around the bay area. as part of a coordinated effort with 70 other media organizations, today's story focuses on a recent survey that found that homelessness is the number one concern among san francisco residents. >> but as ktvu's monte francis reports, one of the biggest challenges is how to help mentally ill people living on the streets. >> reporter: michael has lived with mental illness all his life diagnosed with anxiety. he spent two years homeless on the streets of san francisco. >> i was suicidal and that actually really kind of scared me because for the first time in my life it wasn't just a thought. it was more like i am going to do this. >> reporter: he checked in a psychiatric hospital. after five days doctors released him. he knew he would be back on the streets. >> the medication i was on made me sleepy. i said i am not going to take it. i am going to be in the same position all over again. >> reporter: for many who are both homeless and mentally ill, it's a revolving door. the city's homeless survey estimates that more than one- third of the city's 6700 homeless people suffer from psychiatric conditions. many of those patients visit the clinic in the city's tenderloin district. >> mental illness is different from any other kind of illness. it's the illness itself that prevents people or can prevent people from knowing that they have something that could benefit from help and treatment and then doing something about it. >> reporter: she says many times the most she can do is make a connection with a mentally ill patient hoping they decide on their own to receive treatment. >> people don't want to take medication. then it's a matter of time and working with someone trying to convince them that it's really worth a try. >> reporter: ann fisher says a sea change happened in california in the late 1960s when the state closed more than half of its psychiatric hospitals and governor ronald reagan signed a law preventing the mentally ill from being forced into treatment except in the most extreme circumstances. [ technical difficulty ] >> long term care, maybe a hospital bed. those beds were no longer available. >> reporter: there are some new attempts to get people with the most severe cases of mental illness into treatment. last late year laura's law went into effect in san francisco named for laura wilcox. a 19-year-old from novato county killed by a mentally ill man. >> what it does is allows family members, loved ones, people in the community so that they know someone with a mental illness to petition the court to bring that person in front of a judge to compel treatment. >> reporter: but even with laura's law, ultimately a patient can refuse treatment. that's part of the problem. >> the standard now is they must either be a danger to themselves or a danger to other people. otherwise, you can't do anything about it. we need to change that law and make it more appropriate for the circumstances of individuals who will thank you for having been of assistance. >> reporter: michael says his break through came when he realized he needed help and a case manager helped him get into a program. >> pain, misery, loneliness, not having anything. that's what broke through, is my mind opened up. >> reporter: once off the streets and into treatment and back on medication, his life changed dramatically. >> today i don't live in an institution. i have an apartment in millbrae with my fiancee. >> reporter: he now mentors psychiatric patients at san francisco general hospital. >> we feel like we are being judged left and right, and there is so much stigma around mental illness, right? so, you know, when we feel -- when we can open a space for someone and there is no judgment there, it's something that i thought i wish i had because, you know, i didn't have that. >> reporter: speaking from experience, he hopes his story will help others follow in his footsteps. >> and that was monte francis program. the mentoring program just got started in san francisco. it's based on a team. it wills depend whether the warriors sign this top all-star free agent kevin durant. in baseball the giants hope that madison bumgarner keeps them from being swept by the a's today. the giants opt to have him bat rather than use a designated hitter. this will be the first time a team intentionally uses a pitcher as a heat ace as the chicago white sox did it 40 years ago. the a's have beaten olympics secs pressing regret -- is expressing regret. >> there is minimum chance for an athlete to get zika here. we are preparing for that. we are taking care, especially for the athletes. they are whitmore and stacey are set to begin tomorrow. justine siegal will be stepping in as the team skipper for a few games. she says it's important that women are included. >> it's hard to show what you quite a bit. yeah, you will notice the change over the next few days. today though the change is this. just a change in the wind direction. more of a northerly wind. with that trying to push the fog down the coast. it's hugging the shoreline, but over the bay and for the inland neighborhoods with the lack of the marine layer, temperatures have been trending warmer than yesterday. we still have that onshore breeze. we have some of that fog hugging a good portion of the shoreline, especially south of the golden gate bridge. there is some of e coverage out there. pushing the maps to the south to half moon bay. still some stubborn over cast out there. san francisco 61 degrees. livermore 82. walnut creek 89. so 80s inland for livermore and walnut creek. concord 81. as far as wind speeds, not too bad right now. you can see winds around five to seven to ten miles an hour on these panels here. winds will pick up through the afternoon hours. could be 20 miles per hour by 3:00 especially like is sfo. winds at 13 miles per hour. outside right now this is the oakland estuary. yesterday at this time we had lots of overcast out there. today sunshine across the bay area with the fog mainly impacting the coastal neighborhoods. do it again tonight with the giants visiting the a's. partly cloudy skies. temperatures will be in the lower 60s and a bit of a breeze at the ballpark. temperatures in at least the winds 20 miles per hour. the temperatures will drop to the upper 50s by the fourth or fifth inning. high pressure has been heating up parts of the bay area over the past few days, but this will win out as we head into the weekend. at least for today a cool coast. hot numbers inland. a typical weather pattern you except for june, late june and early july. then this weekend you can see this weather system from the north. this will reinforce that onshore breeze and temperatures, we're not talking about major heat. 80s inland. maybe flirting with 90 degrees around the bay. 70s on the coast. fog will return friday morning. here is some of the fog expected 8 a.m. friday and still some patchy overcast for the shoreline. if you are thinking of heading to the coast, plan on the cooler temperatures there and some patchy fog. inland a completely different story. that's the case for this afternoon out towards antioch and brentwood. mid 90s. san francisco 66. santa rosa 88 degrees. san jose 83. half moon bay checks in 63. here is a look ahead. your five-day forecast. temperatures about the same for tomorrow, but there is a cooldown i was talking about by saturday. then there is monday, fourth of july, partly cloudy skies, temperatures 60s for the coast, inland not that extreme heat. mid-to-upper 80s out there. and the fog, i don't see a strong onshore
