they were seen wearing put it tops and driving a dark colored suv. thankfully, the resident was not hit. meanwhile, in oakland on tuesday or toro, coronado was shot and killed in his doorway when he realized that his catalytic converter was being stolen. and tonight a berkeley city council member is asking people to stay out of harm's way. >> if people hear the noise of in front of their homes are close to their homes, they need to call 9-1-1, immediately not go outside, put themselves in a safe place and that they're out of harm's way. >> shouldn't come to that. but governor newsom signed a bill limiting used catalytic converter sales requiring stricter record keeping to make it easier to track down stolen parts. the new law goes into effect january. 1st. >> and we're hearing tonight from the family of miguel vasquez. he's the oakland man identified as one of the victims of a suspected serial killer from stockton. yeah. big development kron four's dan thorn talked with. that's daughter and sister who are still seeking justice. stand. >> well, grant, vicki, obviously the family heartbroken by this development. vasquez is believed to be the first victim of this suspected serial killer who is still on the loose tonight. >> the family of miguel vasquez holding back tears. investigators say the 39 year-old father of 3 was killed in east oakland in april 2021, he is one of 6 men believed to be connected to a suspected serial killer. why did he do this? the right data without you knowing kuz use lake? think he's started that height. >> in as boss, kaz is miguel oldest victims rose by more than 1000 in 2020 in 2021. up from 561 in the previous 2 years. and so far this year, an average of 44 people have been treated per month compared to 24 in 2019. >> san francisco has installed physical barriers on the sidewalk where rampant drug use have been taking place after a man shot. this now viral video of the mess risi when is using social media to help close the open released its latest data on substance use trends in san francisco through 2021. it shows the first decline in overdose deaths in 3 years. but the annual count of people dying of overdoses last year that stayed at a crisis level in 2021. 625 people died from drug overdoses involving opioids, cocaine or methamphetamine. and an 11% decrease compared to 2020. but that was still a 41% above pre-pandemic levels. fentanyl remains the primary driver of overdose deaths in the city with 75% of overdoses involving some kind of opioid. the report also highlighted the inequities that persist as african-americans in san francisco experience an overdose death rate. that is 5 times higher than the citywide total. >> we'll stay in the city where police are investigating a carjacking in the city's port. hola districts happened in the area of woolsey and holyoke streets early this morning around one, 30 police say a man and woman used force to steal the vehicle from a 42 year-old guy. the victim was not injured in the carjacking, but his vehicle and the 2 suspects have not been caught or recovered. anyone with information is asked to call police. >> happening now, california sending out inflation relief payments in the form of tax rebates to qualified residents. those who've establish direct deposits with the state could see money in their bank accounts as early as today. the payments can range anywhere from $200 to more than $1000, depending on marital status and income. governor newsom who worked out the payments with state lawmakers back in june says that it will help give many californians a boost to help cope with bills or buy gas or groceries. gas prices just slightly slightly cheaper around california. today, the state average is down $0.3 since yesterday to 2, 6, 39 a gallon, most bay area counties also saw a slight dip in prices. but all bay area counties are still more than the state average. that is every county except solano, which is actually below the state average with gas going for about 6.35. a gallon. >> people should like this in an effort to get more money back in the pockets of drivers struggling with these high gas prices. governor newsom, he's going after oil companies. he announced he is calling a special legislative session in december so lawmakers can consider passing a tax on excessive oil profits. newsom says oil companies are price gouging drivers, the high price of gasoline over the summer helped exxonmobil and chevron see record income in the 2nd quarter. >> the san francisco-marin food bank opened a newly expanded warehouse and welcome center. officials say the expanded facility ads. 32,000 square feet for food and storage distribution officials also added thanks to the expansion. the food bank is now able to distribute 75 million pounds of food annually and then serve up to 200,000 people each and every week. >> that time of year again, the fleet week air show weekend is upon us. and there you see the sights and sounds taking over the san francisco bay skies, the blue angels putting on a big show this afternoon. people out there, the marina green area got front row seats for the first official air show of the week. the planes took to the skies even with the bit of fog as always. there were some ridiculously impressive maneuvers. the pandemic put sharing experiences together on hold. so having best places to view the air shows over the weekend. marina green, as we said, that's near fort mason. certainly probably your best spot. but if you can't get there, it's going to be crowded. the san francisco maritime national historic park. that's a good one. francisco park, georgia sterling park and telegraph hill even spots in sausalito, great vantage points. they're all provide really it's still going to be a late night early morning hours of seeing some of that fog moving in. patchy stuff out there. the temperatures go in the low 70's, though, in most spots, marina green, you're probably in the 60's there. so grab a light jacket. if you're headed out or sweatshirt, you can see that breeze kicking up late today, some northwest winds about 10 to 20 miles per hour. all right. there's that fog that we're talking about. look at the sneaking on shore right now. and it is a very low deck that is motion moving into. this is true fog. it's touching the ground. that we've got some dense fog showing up along the coastal areas in the san francisco. watch out for that tonight and early tomorrow morning crossing the golden gate bridge. you've got some dense fog out there as well. and we'll see that continue as we head through the morning hours and then it's going start to pull back as we head through about the middle the morning. lots of sunshine in the afternoon. temperatures got cool. fog cau side keeping the 50's there. but it is warm in london. so you can see we're really where the marine air has moved into the bay stretching across into berkeley, keeping them in the 50's. but you get over the hill. you're 71 in concord. still 70 degrees in dublin, 76 in pittsburgh's warm temperatures away from the coast. today's highs will be at 64 degrees in san francisco. 73 in oakland, 82 and san jose. 95 degrees in hot livermore. 90 in concord and 88 degrees in santa rosa. that fog kind of the big story today. all along the coastline is going to be there again tomorrow morning. we're some of that sea breeze kicking him once again. and that will carry some of that fall on shore. but again, it's only just a little over 700 feet thick. so that means not be able to press its way well inland. that means we're going to see a lot of sunshine into the afternoon. all courtesy of that big h that is building in for tomorrow. again, lots of sunshine coming franciscans are invited to get together to support their city. a weeklong civic celebration called all out sf is coming up. the idea. >> had a little bit of fun while helping out kron four's. also the motive that with the man behind this event, he has the plan and it was in the newsroom to let us know how it all works. well, it sounds pretty cool. >> yeah, i think so, too. will this is a new way to get involved with the city while having a good time. as you said, it's called all out sf and it's the brainchild of lead organizer manny, who owns a small business by his same name and he's capping the mission district. so he approached existing organizations like refuse refuse and city departments to get as many of them involved in this volunteer effort. the result will be 7 days of both service and fun between october 16th through the 23rd. each day is dedicated to one specific activity that both bring san franciscans together like a trash pickup in every district and a small business stay when 6 small flash mobs across the city descend on shops too. help them recover from post pandemic woes. and again, it's all in good fun. >> i wanted to come up with a way to get folks involved in san francisco and making it better but also make it celebratory and joyous because the last years have been so hard and dark. and so the purpose of all as staff is to get folks to fall back in love with san francisco to celebrate san francisco and also to get involved in making it better. >> they're also be a civic stay where board supervisors will be at their favorite coffee shops or bars to meet their neighbors and just have a chat. mayor london breed will have a town hall at manny's cafe. and there will also be another day dedicated to free music at golden gate park's attack happened up in the north part of the state. a 31 year-old jared trainer. he was out riding the waves last sunday when a shark suddenly bit into his right leg. chairs says that the shark's jaws lockdown, he instinctively be can kicking the animal's head and tell it let him go. he sustained multiple bites nearly, you know, 19 inches across. this was up in humble locally. luckily he was able to make it back to shore where friend called paramedics, who staple his leg shot. >> santa rosa police broke up a big party wednesday night. police say as many as 400 people were coming in and out of this house that was being used as a short-term rental that breaks several local laws. kron four's rob nesbitt spoke to the santa rosa police chief to learn more. this area of santa rosa is all about luxury fountaingrove has luxury home swimming pools, golf courses. >> and on wednesday night, the 3900 block of flint ridge drive had what? it's not supposed to a large gathering. it's a stunning property to look at around 10:00pm wednesday. this luxury home became a headache for santa rosa police. neighbors calling and complaining over the amount of people showing up. our officers responded to the area and seeing that there were up to 75 to 100 vehicles parked in this area. >> they observed over 3 to 400 people there. the residents, santa rosa police chief john cregan says the property was being used by renters to the web site. vrbo violating the city short-term rental ordinance that passed last year. >> a number of rules including 2 short term renters per bedroom. one off-street parking space per bedroom and no large gatherings. it took 6 officers over an hour to to clear out this party. so that's so the police department that were >> dedicating resources to short-term rentals which are being properly manage. chief cregan says the people gathered were in town from southern california for a cannabis event this weekend. they had deejays and food vendors and a large bar set up. the property owner was contacted by police responded to the scene the same night. >> cregan says both the owner and the people gathered at the rental property cooperated with police with dozens of short term renting violations. and santa rosa every year, the chief of police wants more people paying attention to the rules. we want people in our community better have short-term rentals and have places for people to say. >> but at the same time, it's the responsibility of those homeowners to ensure that they're following the rules and regulations and these are turning in the mega party events, which is unfortunate that we're seeing more a%d more of across our city. >> the city's code enforcement team is investigating the event. but chief craig and says it appears that there's a violation. and santa rosa, the property owner gets a $500 fine for the first violation $1000 fine for the second and $1500 for the 3rd and a possible relocation of their short-term rental permit.
