news in the east bay. >> grant:there's a major back up right now on highway four. near pittsburg. police say a suspect driving a stolen car. crashed after driving the wrong way on the freeway. >> grant:a traffic alert has been issued for the eastbound lanes of highway 4 at san marcos. traffic is backed up to s-r 242. this all began around 3 this afternoon. when c-h-p officers received a report of a stolen car driving along highway 4. when officers tried to pull the vehicle over. it took off reaching speeds up to 90-miles per hour. c-h-p says the vehilce hit the center divider near the san carlos exit. the female suspect then got out of the vehicle and tried to carjack another vehicle. but officers were able to detain her. she was then transported to a local hospital. and no other injuries were reported. in the east bay. a major development in the bay area police sex scandal. the livermore police officer who allegedly had a sexual relationship with celeste guap. the woman at the center of the scandal. has now resigned from the force. the department had concluded its investigation. and we are told the officer then sumitted his resignation. the police department did not reveal the officer's name. >> grant: concluded the oakland police department. the police, department did not reveal officers named. >> vicki:the fate of 12-opd officers receiving disciplinary action for their involvement with celeste guap is now the focus of alameda county district atorney's office. now that the city of oakland has reached its conclusion on the administrative case.i asked mayor libby schaaf if she thinks the officers should face criminal charges >>:"i am waiting to review the entire criminal investigation charges. that investigative file has been developed separately from the administrative file, in analyzing that i will reach my own conclusion about the charges the district attorney decides to bring and the public will have an opportunity to review much of the evidence that was the basis for any charges that were not brought" at the conclusion the city's administrative investigation. 4 opd officers were fired, 7 officers were suspended and 1 will receive some sort of counseling. for those questioning whether the opd's command staff were exempt from the sex scandal investigation the mayor said no. >>:"part of why this investigation took as long as it did, is we, not only reviewed allegations of misconduct, but we looked at who the supervisors were, we looked at who could have possibly known about misconduct and failed to report it, that was very scandal.but the mayor schaaf says chief whent was not under investigation. last night i spoke to celeste guap's father. he was at the airport heading to floriday to see his daughter who went there to drug and sex rehab. and wound up in jail on assault charges. his reaction to the 12 cops being disciplined? he told me this is just step one of what he anticipates will be a very lenghty process. he found blue paint in two places on their home. along with a swastika and the "n-word" written across their house. molotov cocktails had also been thrown at the home. which started a fire in front of the garage. police released this surveillance video today. you can see the suspect throwing the molotov cocktails at the home. the homeowner hopes by releasing these images. someone will come forward buchanan, who felt threatened says his attorney, richard alexander. sot richard alexander/plaintiff's attorney the incident happened on december 5th of last year outside a monroe street parking garage at westfield mall. according to the complaint, buchanan says the guard pulled his gun and ordered him to stop after he drove around a stalled car and ran over a plastic traffic cone. a second security guard arrived and ordered buchanan out of his car. afraid for his life, says his attorney, buchanan refused and kept on filming sot cop and victim on video san jose police arrived and their investigation, according to the lawsuit, is proof that westfield mall and the two guards, identified as francis fielding and robert genereaux, who work for security risk management, are negligent. sot richard alexander/plaintiff's attorney alexander says his client, a software engineer for apple compueter, is seeking compensation for pain and suffering and only recently returned to work after a the son told miller he was at the wrong room. miller allegedly punched the father. miller was reportedly very drunk at the time. the 49ers released miller on monday. he is scheduled to be in court "we always offered local resources" oakland mayor libby schaaf says guap being on the other side of the country is not an ideal situation for opd's sexual misconduct criminal investigation "it is going to complicate things that she is not here locally" a few days after arriving to the rehab facility in florida guap was involved in some sort of altercation where she allegedly bit a security guard on the arm. she has since been jailed in martin county. today her new legal team met with law enforcement officials about her case, her father is in florida as well. her bond has been set at 300-thousand-dollars haaziq madyun kron4news >> steve:a quarter-million- dollars.that's s-f-p-d's reward for information into the murders of four people back in 20-15. 27-year-old lee farley from san francisco was arrested and charged in the murders a few months ago, but police are still looking for more details and additional suspects. on january 9th 20-15 police found manuel o'neal, david saucier ii, harith atchan, and yalani chinyamurindi all shot dead inside a car at laguna and page streets in the hayes valley neighborhood. now with a hefty reward, s-f-p- d is hoping with the public's help.healing and justice will be brought to the victims' families. we have lots of video of the scene. covered the arrest of farley. should have his picture. but 250k is a lot of money. high-profile case. sfpd announces $250,000.00 reward in 2015 quadruple homicide on january 9, 2015 san francisco police officers responded to a shooting at laguna and page streets in the hayes valley neighborhood in san francisco. at the scene, officers located manuel o'neal, david saucier ii, harith atchan, and yalani chinyamurindi inside a vehicle; each was shot multiple times. all four victims succumbed to their injuries. after more than a year of investigation, sfpd homicide investigators with the assistance of additional interagency departments and other local and federal partner agencies developed probable cause to arrest lee farley, 27, of san francisco. on july 29, 2016, lee farley was taken into custody without incident at the u.s. prison at atwater, california where he was in custody on an unrelated charge. farley was charged with numerous felony counts including four counts of murder. with sfpd. officially charged today with 7 felonies. >> reporter:this comes after he taken into custody. district attorney's say a decision on the susepct charges in the case will be made tomorrow. corona is remembered as a kind and loving man.he leaves behind three children. >> pam:the streets of san jose a bit safer tonight. as police believe they have arrested the 30- year- old man. wanted in connection with at least four of 10- shootings that took place over the past four
