and they will continue thought the day. that is where we have the red highlighted area, a high wind warning in affect. we're talking 60 miles per hour- wind gusts where you see the blue. that is an advise or in affect all the way through tuesday. pretty blurry toward the bay bridge right now and that is because it's running in san francisco. the disability is limited. the temperatures into the plaza from car queenez bridge -- carquinez bridge to the maze. you see the sheets of rain coming down on the bridge. drive safely and alert. come and this is southbound 8y to 980. the two left lanes, early morning slowdowns at 44 miles per hour. and then southbound 13, highway 13, that connector that eastbound 580, this is reduced to one lane whole they do storm damage repair. this should be opening up by tomorrow. just keep that in mind. back to you guys. >> thank you. and all of the rain is causing concern in the santa cruz mountains. this is what it looked like near highway 17 last night. the area is still trying to clean up from the crecent storm damage -- recent storm damage and that is bracing for more mud slides and flooding. in pacifica, the big story is the strong winds. as joe vasquez his more. >> how would you describe the wind here? >> crazy. >> blustering. >> reporter: as the rainbow started fading, rough conditions started whipping up in the town that has been battered a bit this rainy season. so far the last few months, they have had a large sinkhole open up, a mud slide closed a highway. large waves crash through a restaurant: all of this on top of the cliff erosion the last few years that has seen entire apartment buildings get demolished. it's starting to waveway on the folks living here. >> -- weigh on folks living here. >> stress and worry. it's not an easy economy even with a stead employment, but to logistically have to pack up because it's red tagged or yellow tag side not good. >> reporter: officials are bracing for the possibility of down trees and even more mud slides. stay tuned. in pacifica, joe vasquez, kpix 5. >> the latest storm will be the next big step for the ovoville dam and the -- oroville damage and the spellways. water is slamming into the hole on the main spillway and flowing sideways. the concrete spillway needs to be repaired. for now, officials are still using it and slightly increase the amount of water pouring down yesterday to prepare for the approaching storm. meanwhile, the lake levels dropped nearly 50 feet compared to what it was a week ago. officials are confident that the lake can am more rain. last weekend, the emergency spillway was in danger of collapsing as water nod over it. crews are working on repairs around the clock. in the south bay, the spillway is gushing. it could be another month or two before water levels are safe at the damage. kate has more. >> reporter: it was rushing -- cate cauguiran reports. >> it was rushing out and it would splash hot. >> and this is the levels rise -- . >> never seen it that high. >> reporter: so does concern -- judge it's a good wake-up call for everyone to be more prepared. >> reporter: and curiousity, with hundreds looking for themselves. santa clara county's water district said it's trying to release water from the anderson dam as quickly as possible to bring the water levels back down to normal. the recent round of storms and more rain on the way -- >> we're never had this much rain this many days in a row. >> reporter: the district said it's hard to keep up. another concern, engineering studies reveal the dam may not be strong enough to withstand a major earthquake at 7 want 2 or greater. if it fails, the flooding downstream would be catastrophic. san martin's foothills, homeowners are hoping for a break. >> they're not seeing the stain in the cull verts and it's still spilling off of the foothills. the ground is so saturated. i don't think it's been this saturated in years. >> reporter: cate cauguiran, kpix 5. and residents in san inel is mo are gearing up for -- san anselmo are gearing up for flooding. the ross valley fire department warned people to move their cars to higher ground. in tracy, the san joaquin river could breakthrough levees. a group of volunteers is near the river to see if the water gets close to the homes, most residents are staying put for now, but a fire chief said that everyone should be ready to evacuate if necessary. caltrans crews are working on emergency road repairs. some roads across the bay area are crumbling and full of potholes, others are shut down. the stretch of highway 37 in novato has been so drenched, the road is sinking there. the crews are planning ahead for a possibility of more damage and mudslides. >> and we put in place some rails and some traffic controls. so, we're looking at that area. we're looking with the residents in the area we have been trying to contact them to get a dialogue going. >> depending on how much rain the storm system brings, it's possible that crews will have to stop repair work altogether. the storm is already causing problems at the airport as we look live at sfo. 16 flights are delayed and 37 cancelled. if you're heading to the airport today, make sure to check your flight status. >> yeah. today is the rain and wind. >> yeah. >> and the flying conditions. right? >> there will be downed trees and power lines, power outages and there will be flooding. there will be standing water and there is a certainty. there is nowhere else for the water to go. we don't need the rain at this time and we're going to see up to six inches of rain around many locations in the urban areas, two to three inches easily. again, you toss in the wind with that and that is not a good recipe. this is our live doppler radar. when you see the yellow on the screen, moderate downpours and that is what flew through the bay area the past 60 to 90 minutes and traversing toward the sacramento valley. glen allen, sonoma, you have moderate to heavy rainfall. we have the pocket of yellow over the vallejo into the concordiary. richmond and san leandro. you heard the big flat raindrops on your top. in the san jose area, park moore, you have rain. minnesota avenue to kurtner avenue. and if there is one, we know it's a holiday. the pink area is the flood warning in affect for the burned out areas from our recent fires. otherwise, lots of rain showers across the santa cruz mountains and up to six inches of rain will accumulate in 24 hours. redwood city all along the san mateo bridge. some moderate to heavy rain. san francisco, you have a break around the bay view district but more rain is coming. this is atmospheric river conditions, taking a direct aim on the central coast. lifting into our bay area. the flood watch in affect for the sacramento valley area and this does include the oroville area. we do have the yellow highlighted areas, we're expecting flooding as well. meanwhile, your wind speeds right now are from 14 to 21, 22 miles an hour. we'll continue to gust up to 60 today. we do have that wind warning in affect. for just the entire bay area and advisory closer to the bay of water; meanwhile, this is the scene into the bay bridge. it's raining in san francisco in the 50s. later today in the 60s. and we are on storm watch today. we'll talk about when the rain and when we do closed between atherton avenue and highway 101. and this has been an ongoing problem, due to heavy flooding in the area. the crews are trying to work, and it's raining so this will be prolonged. cmp oakland, southbound 8y -- 880, a two-car crash with early morning slowdowns. and then, of course, in oakland again, westbound 580 and this is a new car. a four-car crash blocking the right lane and then in oakland as well. southbound 13. this is reduced to the one lane until tomorrow because of storm repair, storm damage repairs. not causing delays, though. drive safely if you're driving through oakland. >> this presidents' day, activists in san francisco are announcing -- announcing their plans to send trump a message about the value of immigrant labor. demonstrators are gathering this morning to call for a day without immigrants on may 1st. they're urging immigrants to skip work, class, and shopping trips. the event serves as a protest over the border wall plans, i.c.e. raids and the travel ban. time now is 4:41. it's another stormy day in california. can the state handle anymore rain? still ahead, what officials say needs to happen to prevent future disasters. ,,,,,,,,,,,,,, handle any more rain . a huge scare at oroville dam has a lot of people concerned about whether california can handle anymore rain. >> kpix 5s wilson walker reports on the lesson's learned and what to do to prevent future disasters. >> this is not normal. a big -- just blue off. >> getting worse. >> it's getting worse. >> reporter: an incredible story. >> the inspector might have missed a patch. >> reporter: on one hand, a textbook lesson and the power of small problems. >> andy with still have room to absorb the water coming in. >> reporter: small problems that can turn into catastrophes. >> what we saw is a series of cascading failures. >> reporter: in that respect, the crisis here can teach us a larger lesson about the state of california's water infrastructure, an aging system that has to work perfectly and the smallest crack, the smallest mistake can lead to tremendous problems. >> we're thinking about infrastructure, we have old infrastructure that needs to be inspected and maintained. >> reporter: that is the first problem. a lot of this stuff is old. it was flooded in the 1920s, shasta dam in the '30s, oroville is young at 1968. >> and that is the highest dam in the united states. >> and to some degree, we have a problem of the success of the previous generations infrastructure building. >> reporter: jay is a professor of civil engineering at uc davis. >> they did such a good job, that we haven't had to put as many of our best people or best money into that as the previous generation. >> we built a lot of infrastructure. >> reporter: dr. peter glick studies the water for the institute institute. >> it's not going to change. that assumption is no longer true. >> reporter: not even a year ago, i was standing at lake oroville reporting on the disappointing performance of el nino and after the brutally dry years, everyone was understandably in conservation mode. >> it's a drought. you try to catch it and not lose it. >> reporter: then we have to turn on a dime and record amounts of rainfall. these dams were not built for that kind of agility. >> part of our challenge in the 21st century is redesigning our flood system to accept more flood risk and reduce the populations at exposure from the extreme events. >> reporter: we know how to do this. we're doing it at folsom dam where they're about to finish work on a second spillway. because the new gauge is 50 feet below, the lake level can be brought lower sooner, meaning they can make room for big storms before the water starts climbing towards the top of the dam. >> that was a new way of thinking of infrastructure. deal is with more extreme weather. >> reporter: it was extremely difficult, updating folsom dam in 10 years and may not have happened without another american flood disaster. >> what did more good for california flood control than any other storm we have had in a long time. >> reporter: hurricane katrina prompted an extensive repair of the levees protecting sacramento, but our levee danger hardly ends at the american river. >> this is probably one bigger cracks we have seen. >> we have levee risks and flood risks. but delta is a problem. >> reporter: most of california's water problems do eventually run through the delta where an earthquake or a flood could leave 2/3 of the state with no water. now, if you're thinking that fixing it is unimaginable, try for a moment what happened in oroville. >> and you hope not to have too much. you hope for failure. >> and the more we step back, the more they think of things. >> ness with we think the whole system. >> in a long run, concrete fails. much better off. in the sacramento, san joaquin delta, wilson walker, kpix 5. and time now, 4:47. >> there is a lot of armed checking going on. and we're talking about geologists and hydrologists and the scientists all because, boy, you have to go back many years before you have seen anything like this. we may not see anything like this again for another 15, 20 years. let's hope. good morning, everybody. we're lit up with light to moderate and heavy downpours. we had a batch of heavy stuff roll through the bay area off of the coast and making track toward discovery bay. santa rosa, you have hit-and- miss scattered showers as far as the intensity is concerned. and light to moderate rainfall. look at the line of heavier rain as it makes trucks to 680 and futured in yellow. you have some light to moderate rainfall. santa clara, the same. there you have the hi-def doppler radar, suggesting we have the high wind warning in affect for the mountains with heavy moderate to rainfall and six inches expected there over 24 hours. all with rain showers and the sunset district, the rain moved in there. daly city with light rain showers. all of this again atmospheric river. capping some tropical moisture that fielded back into the hawaiian islands. we have gusty winds and this is nothing. they're going to ramp up this afternoon. we're picking up winds to 21 in san francisco. you combine that with saturated sole soil and there will be more downed trees today and power outages. winter up to 21 and vallejo into ven eastern -- venician and means the entire bay area. the advisory for this area around the lip of the bay. otherwise, we are anticipating the wind gusts up to 60 miles per hour, especially in the higher elevations. temperatures are holding in the 50s and feels balmy. i want you to walk away with three things. first off, rain. sometimes heavy throughout the evening. we have a long day ahead. powerful winds throughout the day. the threat of flooding into tuesday. there will be mud slides and a potential of land slides as well. this is fueling off of the pacific ocean. the direct aim is the central coast, but it's lifting up in a northerly direction. so, when you get the rain and the wind together, we will have the flooding. here's your future cast and lunchtime. we're getting saturated at this time. around the pen ingla -- peninsula into the santa clara valley and east bay. and again, the santa cruz mountain area is a targeted area. we're going to be in and out of the showers on tuesday before it begins to tape or tuesday evening. setting the stage for maybe just a stray shower on wednesday. and then we're in the clear. sunshine through the weekend. between now and then, three inches of rain. approaching four inches santa clara valley. five inches in the santa cruz area and him three inches in san francisco. this is a lot of water and a very short amount of time. you have to be careful today as you head on out. there is a lot of hydroplaning and ponding and standing water this morning. the temperatures, today, if it makes a difference into the 60s, rain and windstormy today. shower -- wind stormy today. showers on tuesday and a bit of a break on wednesday before we're in the clear on thursday through sunday. i have to admit this was the worst drive for me so far this year. >>
