[ screaming ] >> reporter: police and the crowds clashed at city hall. >> they said you couldn't come in. they started pushing the crowd and as they started pushing these guys, i snuck around the side and the cop stomped on my foot as i was getting past him. >> reporter: ending in one arrest. [ screaming and beeping ] >> reporter: from there, the protest went through the streets of santa rosa ending up at the sonoma county detention center the crowd insisting they had the bail money to free arrested protestor ramon only to be told by cops that the protest turned into an unlawful gathering. they then moved to the sonoma county sheriff's hq with riot officers hot on their tail. >> stay back! >> reporter: the protest ended peacefully but the message is not forgotten that this protest was for andy and just for his family. >> we can't have the police investigating the police and the sheriff investigating the sheriff. we need an outside professional investigation team to get to the root of the matter. >> reporter: andria borba, kpix 5. >> and we have breaking news to tell you about in concord. a four-alarm fire at a warehouse. first we are going to talk about this story. it was a happy ending a big sense of relief in northern nevada as a man, a woman and four children are found alive and well in the snowy wilderness. now, yesterday, a search crew spotted their overturned jeep wrangler in trinity canyon about 15 miles from lovelock. kpix 5's betty yu has more. >> reporter: cheers broke out as four young children and two adults it arrived at the hospital after two frigid nights in the wilderness. more than 200 people searched the remote mountain range by air and on foot for two days ultimately the family friend who spotted the family's overturned jeep with binoculars. >> it was a huge relief. i was expecting the worst. and when i came around the corner and i county all six of them stand there is nice and warm. >> reporter: on sunday a man and his girlfriend took their two children, niece and nephew to play in the snow. the car swerved and flipped. overnight temperatures dropped to 16 degrees below zero. their decision to stay together and with the jeep probably saved their lives. >> they had built some sort of fire and were heating rocks to hold for the children to stay warm. that was very inventive. >> the father did a very good job keeping everybody safe. >> they had food and water the whole time so it was the cold more than anything else. >> reporter: all six were found in good condition with no frostbite. the safe return was especially emotional for the sheriff. >> it was the work of a lot of people in the community. [ crying ] >> this community came together and helped us come to a successful conclusion. >> reporter: betty yu, kpix 5. in idaho backcountry there is still no sign of a missing plane piloted by a san jose tech executive. it's been 10 days since dale smith reported engine problems. smith was flying with two of his grown children and their significant others. the valley county search crews have scaled back their efforts but family and friends are continuing the evident. happening today the ntsb will hold a marathon hearing into the crash land, of the asiana jet at sfo last july. the two-day hearing was postponed due to bad weather in d.c. the two-day hearing will be squeezed into one day now. they want to examine whether the korean airplane pilots were too reliant on the plane's computer system. the pilots are not testify. three chinese teams were killed when that plane crashed on july 6. a budget deal has been reached on capitol hill just days before lawmakers go home for christmas. the agreement set spending levels for two years and it reduces the deficit and replaces across-the-board spending cuts known as sequestration with targeted cuts particularly to defense. paul ryan hammered out the deal with the senate counterpart patty murray. >> i see this as agreement as a step in the right direction. in divided government you don't always get what you want. >> for far too long here in washington, d.c. compromise has been considered a dirty word especially when it comes to the federal budget. >> the deal is expected to win approval from the house and senate over the next several days. if that happens, there will be no government shutdown in january. some live pictures now from the south african capital of pretoria where the body of nelson mandela is lightning in state in an amphitheater there. this will go on for three days leading up to the civil rights legend's burial this weekend. that amphitheater is where he was inaugurated in 1994 as south africa's first black president. alfonso van marsh reports. reporter: police escorted nelson mandela's bodyto pretoria where he will lie in state for three days. his grandson received the casket. the family, the dignitaries and public viewed the public. >> i feel bad because my heart is so -- because my papa is gone. >> reporter: the somber mood at the government building is in stark contrast to the streets. [ singing ] >> reporter: there, south africans sang and danced as they waited for their first glimpse of the body since nelson mandela died also week. a motorcade will bring the body from the military hospital to the union buildings and back every day through friday giving south africans more opportunities to line the streets to say good-bye. >> we are here to celebrate nelson mandela's life, the man that he was. >> reporter: now the amphitheater will carry his state. >> a fitting tribute to a man who transformed it from a symbol of racism and oppression to one of peace, unity, democracy and more interesting scenes at the memorial yesterday was the handshake between president obama, cuban leader raoul castro. the united states of course and cuba have not had diplomatic relations for 50 years. a handshake has inspired critical words from some capitol hill republicans. >> when the leader of the free world shakes the bloody hand of a ruthless dictator like raoul castro, it becomes a propaganda coup for the tyrant. >> secretary of state john kerry defended the president saying yesterday's ceremony was about honoring mr. mandela. president obama urged world leaders to honor mandela's legacy by upholding basic human rights. we're following breaking news now in concord. a four-alarm fire at a warehouse sent flames shooting into the night sky around 1 a.m. it took 70 firefighters about 2 hours to get control of the blaze on stanwell drive. no one was this is building when it flames broke out. investigators are determining the cause of the fire. it is 4:38 on a chilly wednesday but things are starting to warm up a teeny bit. we can see the change now as high pressure begins to build in seeing the dew points coming up so not as cold around the bay area this morning. still chilly in spots. freeze warnings up for some of the valleys, frost advisories elsewhere but looks like as we head throughout the day we'll notice warmer weather outside. still cold though in spots. 28 in concord. 27 degrees in santa rosa. but remember, last few days we have seen a lot of these temperatures down in the low 20s and even some teens. 44 in san francisco. 32 still freezing into livermore. we have freeze warnings up in the valleys today. frost advisories elsewhere. otherwise, it looks like things moderate toward the afternoon. highs today moving well into the 50s. maybe we even see a low 60 by this afternoon. and even warmer weather ahead, maybe above-normal temperatures toward the weekend. let's check the traffic now with elizabeth. >> i mentioned that traffic alert at the top of the half hour and all lanes are now back open. six minutes ago they were able to clear this traffic alert. it was in the northbound lanes of highway 85 approaching blossom hill. for a while the left lanes were blocked. overturn crash a number of emergency vehicles were out there but as of right now everything looks good coming off 101. in fact, your drive times to the south bay still all in the clear this morning. never saw any huge backups because of that accident but fortunately it cleared up before the bulk of the commuters hit the roads. here's a live look near the dublin interchange. westbound 580 there is some roadwork still in lanes for the next 20 minutes or so. westbound from hacienda towards san ramon road. also if you are heading towards the bay bridge more roadwork this time on the incline section of the bridge toward the island. no metering lights at the bay bridge toll plaza. extra light for some reason at the san mateo bridge barely any traffic in the westbound 92 lanes. they are leaving hayward towards the high-rise and towards the east bay here's a live look at the nimitz where you're cruising along past the coliseum. that's your "kcbs traffic report." back to you guys. 4:40 now. the fbi has a new website focused in on the most wanted criminals with ties here to northern california. northern california's most wanted.org profiles fugitives wanted in 15 counties from oregon to monterey bay designed for citizens to leave anonymous tips and view profiles. spending money on police officers is better than prisons according to a new study by the public institute of california. it finds an additional dollar for policing prevents crimes up to 7 times more. but for oakland, getting more officers has been a challenge. kpix 5's christin ayers with more on the city's officer shortage. reporter: police department police help us. >> they don't always respond where you need them. >> reporter: more cops, that is what a federal grant and series of police academies were supposed to bring but so far it appears that cops just don't want to work here. >> as the city continues to hire officers and put academies through and recruit people, veteran officers are leaving in large numbers. >> reporter: going to san francisco or other jurisdictions where there's more money and less crime. just look at the numbers. the oakland police department has enough money to pay 675 officers but only has 635 on the force. of those, 45 are still in training not on the streets. to make matters worse, a recent academy designed to attract up to 15 veteran cops brought in only 4. >> it has been a failure. >> reporter: a failure that libby schaaf now running for mayor has promised to fix with the resolution that will force the -- >> that will force the administration to have backup plans in place and make them implement them quickly whenever we fall behind our recruitment goals. >> not quite sure what it accomplishes apart from creating further reports about our staffing shortage. >> reporter: at a time when donelan says something drastic needs to change before more officers start seeing oakland as a viable workplace. >> this is the most difficult place to be a police officer certainly in the state if not the nation. >> reporter: christin ayers, kpix 5. >> san jose has a new police chief. interim chief larry esquivel was sworn in as the permanent chief yesterday. he has been doing the job since january when previous chief chris moore retired. the city council just approved pay raises nearly worth 11% for police officers. it's an effort to prevent more of them from leaving the department. investigators are looking into what caused an underground gas leak that forced flames to shoot through the pavement. this is in an oakland neighborhood yesterday. the bizarre incident began yesterday morning at golf links road at fontaine street. the fire burned for more than three hours there. six homes had to be evacuated. other people and some other nearby homes were ordered to "shelter in place." santa clara county sheriff's deputies shot and killed a man after he attacked them in saratoga. it happened yesterday near an office park at saratoga and mcfarland avenues. investigators say the deputies went to the scene after reports of a man behaving erratically. the man struck two deputies with a blond object. they believe he was -- blunt object. they believe he was suicidal. 4:44. rent in the bay area skyrockets with no signs of slowing down. why it may be worse than you think. >> christmas tree lots battling for your business, new incentives to draw you in. ,,,,,,,,,,,,,, stop... or h and as kpix rents in san francisco are up 12% over the past year. nobody seems to know when it will stop or just how high it will go, either. as kpix 5's brian webb shows us, more than half of the state's renters are being stretched to the limit. reporter: think you pay a lot? >> i live in 150 square feet of space for $700. >> reporter: a harvard study shows 35% of americans are now renters, the highest in a decade. jack gonzalez moved to san francisco last year and is still suffering rent sticker shock. >> it's san francisco and you have to be here. >> reporter: what's worse, the study shows 31% are paying at least half their income in rent considered a heavy financial burden and california is the third worst state. benny visiting from new york thinks the rent situation here may be worse than the big apple. >> manhattan is now dropping in prices in brooklyn and hoboken, the ones that are really expensive. >> reporter: rents across the country are up 6% since 2000 while income is down 13%. it's driving away diversity in the city according to spur, an urban planning and research think tank. >> we need to have places for a lot of different kinds of people here and i think we can if we put our minds to it. >> reporter: on the flip side, people like mike quinn say the let market work its magic. he is a landlord. >> my hard work in buying the property should come with the rewards of being able to rent it for whatever the market bears. >> reporter: and that brings us back to raymond wang who started our story not sure how much longer he can hold on but still dreaming of the day he moves out of his high-cost glorified closet. >> it's just a shame that a beautiful city like san francisco has to squeeze people out and price people out that way. >> reporter: brian webb, kpix 5. >> median rent across the state is less than $1,200. in san francisco, it's more than $3,000 a month. >> ouch. that's a lot of money. >> it's a whole lot of money. guys, we have changes coming up. >> good, i'm ready. >> i think you'll like it. we have more weather on the way. looks like high pressure building not bay area. and the temperatures going to start to heat up outside. still a chilly start to the day. we have mostly clear skies couple of clouds moving through overnight but otherwise things staying clear now. freeze warnings up but only for the valleys today. frost advisories elsewhere. inside the bay you're still looking at chilly temperatures but not as cold as it's been. out the door we go, we have mostly clear skies still down to the 20s into concord 27 in santa rosa, 35 though in san jose, yesterday they were 29. 32 freezing in livermore. as we head toward the afternoon, mostly sunny skies, warmer temperatures, slow warming on the weekend. by the end of the weekend i think these above-normal temperatures will pop up and stick around for some time to come. that cold air sliding a little further east now as high pressure builds in. so we have some drier days ahead. and well, looks like some warmer ones too. 50s in the central valley. 60 in ukiah, 62 into monterey bay. around our bay we'll see those temperatures soaring to 60 degrees in morgan hill, 59 in san jose, about 56 in san mateo, east bay temperatures up in the 50s. 58 in oakland today and 56 in san francisco. next couple of days more sunshine on the way but look at the weekend. those temperatures well above the average hitting near 70 as we head in toward monday. all right let's check the roads with elizabeth. >> thank you, lawrence. outside we go. we have one accident that we're watching now of course that traffic alert in san jose is canceled but then this just came rolling in. this is northbound 101 right around the cesar chavez exit and you can see coming into san francisco there is a little slowdown now as you gets closer towards the skyway but right there past hospital curve. a live look at the bay bridge toll plaza, everything is quiet this morning coming into san francisco. about 10 minutes they are supposed to be picking up cones, re-opening lanes on the westbound span of the bay bridge. and other bridges. here's a live look at the san mateo bridge a few more cars heading westbound in the commute direction heading out of hayward. but obviously not a bad drive all the way towards the peninsula. this was a traffic alert at 4:30 but at 4:33 they reopened all lanes of northbound 85 at blossom hill. so it was a bad accident. it did some damage to the concrete barriers. the crews may have to go out later to repair that but all lanes are now back open and livermore commute also moving at the speed limit. that's traffic. back to you guys. >> reporter: money doesn't agree on trees but for tree lot owner johnny morse with morse christmas trees. >> i pride myself on quality. >> and competition down the street matt with pleasanton christmas tree lot. >> we have smurf blue trees for little boys and the princess pink trees for little girls. >> reporter: money comes from growing and selling quality trees and both say they have the best trees in town. >> all our big trees are personally tagged by me i go to oregon in september. >> reporter: both are located at the alameda county fairgrounds. moore's used to be here until the competitor got the spot. the only reason he has signs outside the competition tree lot is to let his repeat customers know he moved down the street. >> we still have a good flow of customers. people love our trees. >> reporter: for most kids a tree is a tree is a tree. what lures them to a lot? moore has a big yellow slide, snowman and rides. >> i know when the families come out every year they girl.
