resolution in sight. one leading republican says the shutdown alone may not bring democrats and republicans together. most budget agreements in the past have always involved debted limit increases. that s will be the forcing action to bring the two parties together. reporter: last night the house tried proposing three bills to fund parts of the government. democrats stood firm saying it s all or nothing. focusing on trying to cherry pick some of the few parts of government that they like. reporter: as lawmakers debate, americans across the country are feeling the impact of the shutdown from closed museums and parks to federal workers furloughed. this is not how you run a country. that s what they re in there for, then they should remove themselves and then they will understand how it feels to go without money, a paycheck. reporter: joe brought his family to the air force museum in dayton, ohio. the plane he flew during world war ii is displayed inside behind the l

delay or defund obamacare. meanwhile hundreds of thousands of americans are feeling the pinch. right now, it s day 2 of the federal government s partial shutdown. and there s no sign of any progress towards ending it. some republican and democratic lawmakers suggest it could go on for weeks. the house republicans majority won t support sending a bill unless it delays or defunds obamacare. president obama insists the affordable care act will go on. they ve shut down a whole bunch of parts of the government but the affordable care act is still open for business. earlier house bills contained amendments diluting the affordable care act. reporter: yesterday was the first day people could register for health insurance under the affordable care act and it was a bit bumpy. the volume of internet users was apparently too much with many people experiencing error messages and other glitches on the program s website. now, going back to the government shutdown, economists estimate

offer last night but aren t saying what the offer is. we re closer than we were when the than the cooling- off period started. yes. we are waiting for their response to our new proposal. we expect the response today. kpix 5 reporter anne makovec tells us just how far apart both sides are. they need to get it together together. it s going to be stressful. reporter: passengers are bracing for the possibility of another bart strike as bart and its unions prepare to discuss a new proposal. today, riders resnacks. i m disappointed. i want to go to work. get it together. reporter: here s where negotiations have gotten the two sides so far. on august 10, the union was requesting a 21.5% raise. then 17% by mid-september. they won t say where their latest proposal stands right now but the last proposal bart put forward gives a 10% raise. they should be able to reach an agreement that nobody is satisfied with but everyone could live with. reporter: if an agreement
