don't pay any gas tax and all of this would generate $5 billion annually for road repair. >> this is like fixing the roof on your house. if you don't fix the leak, your furniture will be ruined; your rug will be destroyed; the wood will rot. that's what it's all about. so step up and pay. that's what this bill is all about. >> reporter: but republicans in the legislature are not so quick to agree on higher taxes and they are preparing for a fight. >> what they propose is one of the largest gas tax increases in california history if not the largest and it impacts low and middle income families especially. >> reporter: republicans arguing that california already spends enough money on gas taxes but -- or rather collect enough money on gas taxes but spends it on the wrong projects. one of the things that they are railing against there is high- speed rail. the governor needs a two-thirds majority to pass this. and he set a deadline for a vote in one week, april 6. live in concord, anne makevoc, kpix 5. >> does it look like this will pass? >> reporter: well, he would need almost every, single democrat right now to go for this. and maybe a couple of republicans. because there is the chance that some more moderate democrats don't want to agree to this. they are afraid that they will be chastised in their home districts especially some in the valley where people have very long commutes to work. people don't want to see their taxes raised but everyone wants the roads to be fixed. so it's going to be a very fine line. this is the third time the governor has tried to raise money to fix infrastructure. so we'll see if he is successful this time. >> thank you. time now 6:02. a lot of drivers out there dealing with potholes and the traffic. let's check in with roqui. >> reporter: that's right. anything to help this crazy bay area traffic. and anne's jacket was q did you see this? i really do pity the transamerica pyramid because since it was constructed in 1969, it's always been the focus of our skyline and now the "salesforce" tower surpasses that at 970 feet 50s across the board this morning. winds gusty up to 29 now in oakland. 16 san francisco. also 16 in the tri-valley. 15 in santa rosa. we have a wind advisory in place for today through tomorrow at noon for some gusty winds 20 to 30 miles per hour. weak disturbance is now passing through exiting through the high sierra leaving in its wake partly sunny skies so no need for the umbrella but it will be brisk. temperatures coming down almost 10 degrees, 64 beaches to 70 away from the bay. kenny, coming up, we have the tahoe report. >> sounds good, roberta. thank you. today the senate intelligence committee will hold its first public hearing as it investigates russian interference in the 2016 u.s. election. the top republican and democrat on the senate intelligence committee are promising to put politics aside. >> foreign adversary effectively sought to hijack our most critical democratic process. the election of a president. >> today's hearing comes as democrats continue their calls for republican chairman devin nunes to step down accusing him of protecting the white house. that includes california representative eric swalwell. he took to twitter writing: he has avoided questions on the subject but nunes says his committee will conduct interviews next week. >> not going to get into that at this point. >> the committee is expected to interview 20 people, one of them senior white house adviser and son-in-law of president trump jared kushner. san francisco was the first city to sue over the trump administration's sanctuary city policy. but now seattle is filing a lawsuit of its own against the president. >> they cannot punish the cities and they cannot force our local police officials to be involved in federal immigration activities. that's what we're seeking from the courts. >> this comes as president trump is ordering a ramp hundred of immigration raids and telling cities that refuse to help federal agents that they risk the loss of millions in federal dollars. seattle stands to lose $10.5 million of federal money for public safety programs under the executive order. a new pot enforcement bill is making waves here in california. it would prohibit state and local agencies from using their resources to help federal drug agents from cracking down against marijuana licenseholders. the author of the bill will discuss it in a teleconference today. the first committee hearing is scheduled for april 18. more bay area headlines now. a community group is calling on san jose city council members to prevent no cause evictions. this evening, people acting in communities together, will host a discussion among faith leaders community members and city council members on the issue at the most holy trinity church. advocates say low income people of color are facing high rent and overcrowding and need protection. today crews will start setting what it will cost to convert an old marin county railroad tunnel into a bike and pedestrian route. the alto tunnel stretches between corte madera and mill valley. it hasn't been unsealed in more than 30 years. public works crews will drill holes into the tunnel to get a look inside. one initial estimate puts the conversion cost at between 40 to $50 million. but advocates say it could be less if the old structure is still in good shape. novato's hill recreation area redesign project is moving forward. this after the city council gave the green light to the $7 million proposal. it includes four pickle-ball courts expanded parking lot and synthetic turf field. it also calls for a half mile lighted path. the project will now move into the environmental review process which is expected to last through the fall. in the meantime, city staff members are expected to come back to the council with funding options for the project. well, if you are ready to pack your bags and leave the bay area for good, join the growing crowd. kpix 5's maria medina is live in campbell with some of the eye-opening numbers from a survey. >> reporter: good morning, guys. i know it's early but i'm going to be throwing some numbers at you. so 1,000 people out of the nine bay area counties were polled and it's right here in santa clara county home of silicon valley where the most people in this survey wanted to move from the bay area. so why are they wanting to leave? the top reasons include, no surprise, cost of living, traffic, homelessness, and housing problems. those are the top reasons why people want out. here's some of the numbers from the survey. the people polled, 40% want to leave the bay area in the next few years and of those people, 46% are millennials. >> our real concern is that the economy of the bay area could be at stake and then the quality of life that goes along with it. >> reporter: so this is pretty sad, too, but the survey also found that overall optimism in the bay area is down compared to three years ago when half the people surveyed felt that the bay area was moving in the right direction. live in campbell, maria medina, kpix 5. ♪[ music ] time now 6:09. tesla releasing its latest software update. next in our tech report the hidden feature many drivers might not know about. >> i look forward to hearing that. 6:09 from the weather center. good morning, everyone. we fired it up, it's our live hi-def doppler radar. we'll share with you where it has been raining and the effect it will have on your forecast. >> here's a live look at the richmond/san rafael bridge toll plaza. high winds are the big story today but we have a crash to tell you about affecting the roads. we'll tell you where coming up. >> plus, plumbing, hammering and sawing. the bay area high school that's teaching students how to build a house. ,,,,,,,,,,,,,,,,,,,,,, ♪ it to most of us have taken workshop -- most of us have taken woodshop in high school but this next school has taken it to a whole new level. these students built a home. it's amazing. that's what makes kennedy high school in fremont this week's "cool school." ♪[ music ] reporter: hammering, sawing, measuring every angle perfectly, this is no ordinary classroom. >> i know all of these skills will be useful in the future in life. >> reporter: kennedy high students are enrolled in the construction class at the mission valley regional occupational program, or mvrop. it's right next door to the school. the class combines math and construction. students learning math like geometry use their knowledge to build the miniature and go on to bigger things. the bigger project is a two- bedroom one bath 850-square- foot house, all of it built by students over the last two years. everything you see from the framing, plumbing, electrical, floors and drywall all done by students. >> if it's off by an inch there would be a, like, a huge gap and if there's that gap then cold air can seep in through. >> reporter: the cost to build a house was about $55,000. it came from grants and now the school is hoping to sell it. >> now it's, you know, looking for somebody who is in the market for something small, something that was built by hand and something built with a lot of heart by kids. >> reporter: there's no real price tag yet but they hope to get at least enough to cover the cost for the next project. >> i'm really proud of myself and proud of my classmates, too, to think that a bunch of high schoolers can major a project like this. >> reporter: the students are learning math in a whole new way and lifelong skills. >> students really give us a lot of energy when they do -- when they take on big projects and they finish, um, you know, they get a real sense of accomplishment. it's really fun. >> my dad had me working on a lot of stuff around the house after that. >> he is going to be doing some drywall at the house and other things. >> i think a lot of families are happy because they will have handiworkers doing it. >> that's just amazing. i never heard of a school of a class actually building a house. it took two years. it's been inspect as required. it's up to code and now they just want to sell it. >> now they need to find a buyer. which i'm sure won't be that hard. so -- nice house. >> michelle griego you're looking for a house, right? the governor's proposal basically has everybody on the hook if drive a vehicle. governor's proposal would raise the current gas tax of 18 cents by 12 cents more per gallon. vehicle fees would go up an average of $48 based on the value of your car. electric cars would pay $100 extra every year because they don't pay any gas taxes. all of this would generate about $5 billion annually for road repairs. >> for decades, transportation in california has been getting worse. and the funds to fix it has been drying it up. let's be clear, our roads are bad. >> reporter: but republicans in the legislature say the state has plenty of money that could be redirected to transportation funding without raising more money for people who already pay some of the nation's highest state level taxes. the howard jarvis taxpayers association agrees saying it is unnecessary and insulting to the taxpayers of the state of california. there's so much money sloshing around in california that could pay for this, we don't need another tax. the governor needs a two-thirds majority in both the house and senate to pass it. he needs every democrat on board. this is going to move quickly. a vote is coming up within a week from today, that is the day before legislature goes on the spring break. live in concord, anne makevoc, kpix 5. happening today in moraga a stretch of road that's been closed for over 8 months because of a sinkhole is expected to re-open. rheam boulevard between fernwood and via barcelona has been off limits since july of last year. at 6 p.m., officials will hold a ribbon-cutting ceremony to reintroduce the road. the repairs cost moraga $2.6 million to fix. the landslide was fixed by the installation of a underground retaining wall. let's check the forecast at 6:32. >> i have a surprise for you again. i know you remember yesterday i shared a surprise with you? you down so the maze to downtown will take you about 25 minutes and again a high wind advisory across the span. another high wind advisory across the san mateo bridge, here's a live look at that slow traffic on westbound 92 between hayward and foster city. give yourself plenty of time for the drive. it's getting worse over time. here's a look at contra costa county at slow traffic along westbound 4 between pittsburg and concord. you're moving at just 16 miles per hour. and, of course, the altamont pass still slow. new video of a hiker rescue in the shell beach area of sonoma county. the man had been jumping from rock to rock above the water when he got stranded yesterday afternoon. the sheriff's department helicopter landed on the bluff above and a paramedic was lowered down to get him. the hiker was not injured. the helicopter was back at the hangar in under half-hour. right now, the manhunt continues for the gunman who shot several people in oceanview neighborhood of san francisco at broad street and plymouth avenue just before 11 a.m. yesterday. when police arrived on scene, they found the three victims lying on the street. one of them a woman died at the scene. the two injured, one turned out to be a contractor who was working for muni on the job when he was shot. police haven't released any information on the suspects. this santa clara man is due in court today on human trafficking charges. he is accused of working with a bay area woman to pimp a 17- year-old girl. the teenaged victim was reported missing last year in san diego. police say that they found the girl late last month in a car occupied by butcher and the other suspect. an expert witness is raising questions about the cell phone of morgan hill teenager sierra lamar before her death. a cell phone forensics expert took the stand for defendant antolin garcia-torres yesterday. because garcia-torres was at home the evening lamar's cell phone turns on the expert suggests someone else could have abducted her that day in 2012 or that she turned it on herself. the prosecution suggests moisture from the rain could have caused the phone to power on and off. witness testimony continues later this morning. a federal judge in hawaii has grand the state's request for a longer term halt of the revised travel ban executive order. the president's order would temporarily ban travel to the u.s. from six predominantly muslim countries. >> when the president makes remarks even on the campaign trail if it ends up leading to policies, um, that are, um, discriminating against people and here the focus is discrimination based on their religion, um, then that's a violation of the constitution. >> the next step for the trump administration would be to appeal to the ninth u.s. circuit court of appeals here in san francisco. that's the same court that previously ruled against the original travel ban. the federal government has extended its deadline for companies to bid on the first contract for president donald trump's proposed border wall with mexico. more than 600 companies have put in bids to help build the 2,000-mile wall before tuesday's deadline. a handful of companies that have put in bids include some in northern california. >> if the country is going to go ahead with this, then i want us to do it as a smart way. >> assembly member phil ting has new legislation on the table to discourage companies from bidding. if passed, the state would require the country's top two pension funds to liquidate any investments in the companies involved. a new poll find lieutenant governor gavin newsom has the early edge in the 2018 governor's race in california. the poll by uc-berkeley's institute of governmental studies 28% of registered voters favored newsom. 18% would choose john cox. a republican venture capitalist from san diego county. and former l.a. mayor antonio villa goes sa got 11%. state treasurer john chiang 8%. the poll's director says name recognition may be contributing to newsom's lead in the early stage. the newsom campaign says it has received an endorsement from san francisco mayor ed lee. state lawmakers have approved an audit of the registrar of voters office in santa clara county. assemblyman evan low from campbell requested the probe saying there had been a lot of problems with election results since 2010. he particularly is concerned about the ballot counting process. he says it's not uncommon for administrative mistakes to be made but the frequency of these mistakes is of concern. the audit should take about 5 months. to more bay area headlines now. palo alto's city council is supporting a property owner who intends to raze tree homes in order to build one with a basement. council voted to approve the proposal which involves knocking down three homes on california avenue. several neighbors appealed to the council saying too much water would have to be removed from the soil as the basements in those homes were excavated. bay area travelers can now get to copenhagen, denmark, nonstop from oakland starting earlier this week on norwegian air with two outbound and two inbound flights weekly. oakland is the only bay area airport with nonstop service to all three scandinavian capitals. they will begin service to barcelona in june. if you live in the bay area chances are you may not stay. a new survey shows our high april of 2016. today's attempt is highly you. today, spacex will try to relaunch and reland a used falcon 9 rocket booster for the first time. it was first fired in april 2016. today's attempt is highly unusual since usually rocket parts crash into the ocean following a launch and then sink to the bottom. a booster can cost tens of millions of dollars. if today is a success, experts say it could radically lower the cost of launching things into space. spacex tweeted a photos early interventionier this week showing the static fire test was completed and today is the launch date. amazon's ceo has just been ranked the second richest man in the world. jeff bezos has taken warren buffett's spot on bloomberg's billionaires index. it comes after he added $1.5 billion to his net worth [ laughter ] good news on the job front as the latest unemployment report is released and a rough day for "lululemon." >> for that and more, here's kcbs radio's financial reporter jason brooks. >> reporter: good morning. some economic news flowing in today. good news on the job front of the the labor department says first time unemployment claims down 3,000 to 255,000. this after a big surge the prior week. we see very strong job gains so far in 2017 and the unemployment rate is down to 4.7%. also the commerce department revised economic growth for the 4th quarter a little higher. initially it came in at 1.9%, pegged now at 2.1% thanks to stronger consumer spending. still a fairly weak number and overall for 2016, economic growth was that was the weakest performance in five years. yoga apparel maker "lululemon" is getting hammered today. the company reported earnings that disappointed investors and they are down 15%. the number of wall street analysts have cut their stock ratings for the company on weaker sales ahead. the dow up by 4. nasdaq up 5. s&p flat. back to you. >> thank you jason brooks from kcbs radio. time now 6:46. let's get a check of traffic and weather with roqui and roberta. >> let's check 880 we have a problem there for you but first, a live look at 880 northbound towards the maze. looking good, right? but southbound is where the problem is. let's check the accident southbound 880 before 92. it's a solo car crash blocking a couple of lanes out there so you're at 22 miles per hour and most of the slowing is between "a" street and tennyson. so highway 92 from southbound southbound, give yourself extra time to get through there. and, of course, heading into the peninsula give yourself extra time to get through there. from hayward to foster city, there's going to be 25 minutes. high winds across the span. so make sure you're prepared to drive safely throughout the bay today. here's a look at contra costa county 16 miles per hour from pittsburg to concord very slow there and then down in pleasanton we have a crash southbound 680 after highway 84 that's niles canyon road a three-car crash blocking a lane and causing speeds to 40 miles per hour so not too bad in the area. but just keep in mind there are crews on scene. all right. how's the south bay looking? good unless you're on northbound 101 heading into san jose. you're moving at 22 miles per hour. and then up to 40 past that 280/680 split. then mass transit, bart, ace train, muni and caltrain all on time. >> no need for the umbrella. morning, everybody! 6:48. we had some light showers scattered across the bay area while you were asleep this morning now just a smattering of precipitation near mount umunum. otherwise precipitation is drying up. it's heading out of here and that's what we're revealing now. we have the clear skies looking out towards the bay bridge. temperature-wise we are into the 50s from santa rosa at 51 to oakland at 58 degrees. the winds have been very problem matt thick morning all associated with this -- problematic this morning all associated with this cold front passing through the bay area 29- mile-per-hour winds in oakland 16 in san francisco. sfo at 25. 15 napa and santa rosa flatter winds at the delta but we have a high wind advisory in place for today and tomorrow until high noon for most of the bay area with some of these winds up to 30 miles per hour. winds are ushering around the pollen, alder ash juniper the main culprit for the allergies. rough day today even worse over the weekend. satellite-radar disturbance is passing out due east high pressure quickly filling back in. end result is we'll have sunshine in monterey breezy at 60. mid-60s ukiah. high sierra 41 degrees. right now rain at lake level. but snow at the crest up to 3 to 4." meanwhile, lots of sunshine at 43 on friday. sugar bowl no new snow there as of yet. kirkwood has some high snow at the crest. but that's about it. and then squaw valley perfect conditions all weekend long. if you are heading to the high sierra, no need for the chains this weekend. 64 degrees in pacifica down from nearly 70 yesterday from but again, blustery winds to 30. 70 in san rafael for one of the outside numbers. warmer weather on your friday. epic on saturday. slightly cooler on sunday. mild weather each day through wednesday. it is the battle of the bay. it is menaea on the mound for the good guys, we have cueto on the mound for the other good guys. lots of sunshine and breezy conditions at 60 degrees. either one of you guys going to the series?
