reporter: can i say that this is not easy to watch. now these guys were up there for about an hour and one of them told me that they had initially thought about staying there to watch the sun rise, but then thought that if they did, they would get caught. these teens from milwaukee never planned on climbing the golden gate bridge, they were just coming to visit friends during spring break. 18-year-old peter teatime is a senior in high school, i face timed him taking me through step by step the daring is stunt that began early in the morning they climbed the main cable that took them to the north tower. even though they paced themselves, they managed to get to the top in about 10 minutes. they had no safety equipment. and peter had a hand held camera. >> i actually had to do it with president trump asked former fbi director james comey to end an investigation into michael flynn. the "new york times" first broke the story this afternoon. the information comes from a comey memo dated shortly after a meeting with president trump. white house officials dispute the report. flynn is the national security advisor who resigned in february after misleading the trump administration about hiss contact with russian firms. house minority leader nancy pelosi says that if reports are true, trump's attempt to shut down the fbi's flynn investigation is an assault on the rule of law. the white house is also defending president trump over a claim that he released highly classified information to top russian officials. that's fromwashington post" report. president trump says he was simply sharing facts related to terrorism and airline safety that were already known. >> it's wholly appropriate for the president to share whatever information he thinks is necessary to advance the didn't jeopardize national security. that sensitive intelligence the president reportedly shared came from israel. new developments in the ghost ship fire tragedy in oakland. pg&e has been named as a defendant in the fire that killed 36 people last december. abc7 news reporter laura anthony is live at the ghost ship in oak land tonight with the story. >> reporter: there's been a lot of discussion about who, which agencies were inside this warehouse before the fire, city inspectors, police, the fire department, but now a new lawsuit claims pg and e should also carry some of the blame. >> pg and e failed to follow its own rules that requires them to provide electricity to any facility like this in a safe manner. >> pg & e is named in the new lite. pg&e crews installed smart meters in the building in the past two years and should have noticed the dangerous conditions, including a maze of extension cords that investigators believer caused the fire. a pg&e spokesperson said that we have reviewed our records and over the last ten years we have no reports of electric theft or any other anomalies at this location or any others. we're fully cooperating in the investigation of these events. >> kids want to be able to express themselves and play their music and learn and grow and we need those spaces. but people shouldn't have to die for them. >> the city says it protects and serves its citizens. in this case it turned a blind area to the death trap that existed. >> the city of oakland and alameda county are not named in the lawsuit, but the county attorneys plan to add dealers with ties to the cartel. this is one of dozens of locations that were searched just across the street from woodrow wilson elementary school. according to the criminal complaint unsealed today, the dea has been investigating the lopez brothers, who go by the street flames fanta and zoro. they were involved in a drug trafficking operation distributing cocaine and meth am f fete mean -- target under investigation for a deadly dui crash. kate? >> reporter: and the length of time the contra costa county d.c. a has spent investigating that deadly crash has actually raised a lot of questions and now the alameda county da has another arrest to investigate. it all started at this intersection on friday at noon when police arrived here, a woman was lying in the road. they found a woman who appeared to be intoxicated. this is her third alcohol and drug related arrest in a year. frustrated that this woman was arrested again, this time for public intoxication. >> granted, she wasn't driving, but what if she did get behind a wheel again? who knows what could have happened. another life could have been taken away. >> this man's 3-year-old grand son was killed last september when the woman hit this car after running out of gas. elijah was in the car with his mother, brother and sister who survived. it's been nine months since the deadly crash without any charges being filed. >> she needs to be in jail, period. >> reporter: and there is a perception among the family and in the community that malihan is receiving special treatment. >> anybody else would be in the lockup and whatnot and i don't know if it has something to do with her husband being a police officer. >> reporter: today contra costa county deputy da says the fact that herr husband is law enforcement has no bearing on what action we take with regards to the case. he says his office only got the case from chp investigators in january. he says he expects to file charges soon, possibly by the end of the month. in addition to considering hulahan's final arrest, she was pull over in pleasantton with her 10-year-old child in the car. she's been on probation since december for charges in that case. happening now, walnut creek city councilmembers are debating expanding the smoking ordinance to include marijuana. california vote california. tonight the contra costa county public transportation will deal with people coming to the u-2 concert. you can see the stage all laid out for tomorrow night's performance. >> reporter: you know, 50,000 people are expected here at levi's stadium tomorrow for this concert, u-2's 2017. that means heavy traffic at the height of afternoon rush hour, so that means public transit is going to play a very crucial role. public transit is going to be put to the test. one reason is that it's a regular workday with commuters tying to get home. another is that vta and cal train don't normally have late night service. the concert won't wrap up until 10:00 p.m. or so, but no one will be left stranded. >> we're asking for more personnel to work later hours because we don't usually have 5,000 people waiting for our service. >> reporter: super bowl 50 certainly the most high profile. so santa clara police will have plenty of traffic control officers on duty for the u2 fans. there will be eight trains to get people home. that will cost about $65,000. cal train will keep an extra train ready to transport people back to san francisco. it's usual to have 5,000 to 6,000 passengers at night. >> at that time of night, there's only like one train an hour and there's one car, so it's not like a weekend concert or for a 49er game where vta is able to schedule, have many trains waiting. >> reporter: previous u2 concerts in 2011 and 2015 created large traffic jams that caused some fans to arrive late or miss the show entirely. you can see that the stage is being set up for u2's joshua tree concert. the counsel has been told to expect the concert to run live doppler 7, and see again what we have at this moment, which is cloudy conditions. it's much cooler than average out there, and a bit breezy as well. wind gusts range from 28-mile-per-hour to 30 at fairfield. but it's still breezy all around the bay area. it will be for a while. most of our inland locations are quite a few degrees below the readings from this hour yesterday. in oakland, it's one degree warmer than it was this time yesterday. we're looking out at cloudy sky over the bay, it's 55 degrees in san francisco, 61 at oak land and mountain view. this is the dramatic view of clouds in the western sky and looking westward from emeryville. it is 64 degrees in santa rosa and napa and novato. and this is how it looks at the golden gate. clouds are hanging low, but the traffic is moving swiftly. here are our forecast features, we'll see cloudy skies overnight. it will be sunny and breezy tomorrow afternoon. and a big-time warmup is coming our way by the afternoon. skies are beginning to clear up in the north bay, but clouds will linger in other parts of the north bay. low temperatures will range from upper 40s to low 50s, and as we look at conditions tomorrow, this is our day planner, in the early morning hours, we'll see some lingering clouds, but by midday it will be bright and sunny. going into the afternoon hours, although it will be breezy at the coast, nice and mild near the bay and inland where temperature also reach into the upper 70s. and it will get even milder later in the week. tomorrow's high 61 san francisco, 66 across the bay in oakland. 73 at concord. notice some mid 70s showing up in our inland areas tomorrow. and then as thursday approach, it gets even warmer, we'll see low to mid 80s on thursday. midup toer 70s around the bay, warmer still on friday. heating up into the low 90s. and by saturday, we'll see mid 90s in our inland areas. and that pattern will hold through the entire weekend. here's the accuweather 7-day forecast. bright sunny skies for the next seven days and it's going to be down right hot in our inland areas over the weekend. we'll see mid 90s both days, low to mid bayside communities. 70 or above on the liable for huge penalties. >> the fines could cost oakland thousands of dollars per day, but the solution cost millions. life or death. today marked the start of a sentencing phase of the sierra lamar murder trial, and it was a heart wrenching day i ever since she went missing, i have had nightmares. just the things that could have been done to her. and feeling like the helplessness she must have felt. >> you can hear the emotion in her voice. remembering what it was like when her friend sierra lamar went missing more than five years ago. and even though sierra has never been found, a jury last week convicted a man for her mushed. >> today marked the start of the sentencing face for antonin garcia torres and a deputy testified about an unusual item he saw torres holding. >> reporter: these three women are sierra lamar's friends and each of them took the stand today, breaking down in tears while speaking about her. >> it wasn't easy talking about it. i hope the jury saw some of sierra through all of us and how good of a friend she was. >> i think that it kind of just took away our childhood at a very -- we were too young to have to go through something like this. >> reporter: they spoke in court by how sierra's murder affected them. the prosecution is trying to convince jurors that antonin garcia torres deserves the death sentence. the defense is trying to paint a different picture in an attempt to convince the jurors to have mercy. >> what the prosecution is going to stress in the next several days is the impact of sierra's kidnapping and murder and the uncertainty of what happened to her and how that weighs on her family and friends. >> reporter: a deputy also testified that last month he saw garcia torres throw a suspicious item into a trash can at the courthouse, he says it was a plastic bag twisted and knotted and appeared to look like a strangulation device. many more character witnesses are expected to take the stand this week as each side downloading our abcnews app. a rare form of botulism is being investigated in sacramento. health officials are trying to determine the source of this bacteria. they think it's likely nacho cheese. county health officials say five botulism patients are in the hospital and in serious condition. >> at least four of them have indicated eating prepared food at the gas station. >> anyone who ate food at the gas station between april 23 and may 5 should contact their doctor if they have any symptomings at all. they include nausea slurred speech and blurred vision. accused of stealing public sand and causing serious beach erosion. as we reported last week, the sumex corporation is using a dredge operation to suck up sand and sell it. the sand really comes from the public beech a few yards away. they're taking the equivalent of one dump truck of sand every 40 minutes. they were ordersed to shut down or apply for a lease which could trigger environmental regulations. the company is reviewing the state order and has full rights to operate. meantime environmental groups are pressuring oakland with what they call a threat to san francisco bay. they're demanding a plan to clean it up by next week. here's the story. >> we have got a lot of plastic, we have got cigarette butts, we have got fast foot, ketchup packets. >> he runs the environmental group save the bay, and what he's trying to save it from is trash. >> the bay is actually choked with trash and it's coming from the land, from all of us. >> reporter: he said the problem often starts with storm drains in cities like oakland. this year's near record rains accelerated the bigger flush, sending tons of trash into the drains and then through creeks and estuaries and eventually into the bay. >> it's a visual blight but it's also poisoning the bay and the area around the bay. >> reporter: it isn't just an environmental hazard, it's now a state violation. five years ago, the regional water quality control board man dated that cities with storm systems feeding into the bay reduce their trash by 5%. >> there are drains everywhere. >> oakland city councilmember dan cobb has helped lead the trash fight and says the city has taken serious steps, like installing trash catching fil r filters at several drain sites. >> when are we going to get 99% compliance and done. all i know is that we're trying to up our game. >> that includes expanding a new county ordinance that bans most stores and businesses from using plastic bags. still critics have concerns. david lewis says a recent budget proposal estimated that it will take 20 to $25 million annually to get oakland's storm water system up to environmental standards, but it did not include a plan or funding. >> if the city doesn't make these targets, not only is the bay suffering, but they're liable for huge penalties and enforcement. >> reporter: according to the law, those penaltyings could potentially rise to thousands of dollars a day and then some. gravity and future rain also continue to push a steady flow of trash towards san francisco bay. now dan kalb and other councilmembers have asked city agencies for a specific plan and a budget
