police are advising people to shelter in place or stay away from the area all together. the search area is focused around durant and college avenues. good evening. i'm dan ashley. >> i'm ama daetz. today's top story is international women's day. millions of women around the world are taking part. >> today officially commemorates the achievements of women and the progress of women's rights and includes a political element, as well. >> we have live team coverage to see what is happening in the bay area's biggest cities. start with leeayanne melendez w the message women wanted to get out with today's demonstrations. >> reporter: the message was if you want change, you have to organize and show up. for some of the people who attended, it was their first time going to a rally and some of the more experienced protesters said they are not ready to give up. it was a gathering of seasoned women marchers and newcomers willing to follow their lead. >> you know what i find very encouraging is the number of young men and women that are coming out, and that's why i say it's incumbent on me, the people with silver hair to get them organized. >> reporter: while some wore pink hats, some chose the collar red. >> a day without women would be a very unproductive and unsatisfying day. >> reporter: she helped organize today's rally outside san francisco's city hall following the success of the january women's march. >> i am one of millions and millions of women who have been showing up and doing this work and if you want to get through to anyone else, you have to go through all of us first. >> reporter: women were asked to stay home to highlight their role in the workplace. >> there is a lot of women that can't afford to take the day off. employers don't allow them to take the day off and i stand for them and for everybody. >> reporter: ally rivera and kathy bush work for youtube. after therally, they were headed to support women and minority-owned businesses. the chef and owner is gabriella. >> it only shows we still need it. we still need to bring attention to these inequality issues, unfortunately. >> reporter: those who attended the rally showed support. leeann yanne melendez, abc 7 ne let's continue coverage with keith larson where the women's march is is happening now. kate. >> reporter: this oakland event just got started about an hour ago but already there are hundreds of people here and more are on the way showing up as we speak. take a look, this all got started about 5:00. of course, everyone in red mostly women but some men here, as well, who showed up in front of the oakland city hall for international women's day. the women i spoke to are here for very different causes but everyone said they want the trump administration to know the women's movement only picked up momentum since the marches across the u.s. on january 21st. >> we believe in women's rights. we believe in black lives matter, immigrants' rights, health care, the environment and the fact that our president doesn't believe in most of those things. we just want to make sure our voices are being heard. >> those who don't think that this has staying power haven't really talked to the people getting out into the streets. i, the rest of the moms here, i mean, we voted. we pay attention to politics, but we're not, you know, activists and we have become f rights. so many of our basic issues are up for grabs right now and it's up to us and everyone here to keep coming out and showing this is not okay, this is not the country we want to live in. >> reporter: one berkeley woman i spoke to organized this flash mob for bay area events. she's a dancer and choreographed the dance and posted it on social media and says thousands of women across the country learned the routine and are performing it today. this event started about an hour ago and expected to go until 9:00 or 10:00. hundreds of people here and certainly picking up steam and getting louder behind me. there are oakland police officers here, but everything that we've observed so far has been peaceful. we'll be here throughout the night and bringing you the latest at 11:00. live in oakland, kate larson, abc 7 news. >> thanks very much. today is an international day aftof recognition for women the country of georgia women gathered with a mock glass ceiling. in our nation's capital, women marched through the streets of washington d.c. baring signs and chanting slogans. in the most populace city, san jose, thousands of women turned out for vents, not just about going to rallies. we want to see women's day from your perspective. share photos and video with the hashtag abc 7 now. let's move on for the moment. tomorrow a public hearing will put san jose's response to the recent massive flooding under a magnifying glass. today we're learning if a glaring time gap between the flooding and order to evacuate. abc news reporter david louie is live with the inside story you'll see on abc 7, david? >> dan, an evacuation order is meaningful when it comes early enough to allow people to get out of danger. san jose's order came hours after firefighters had gone into rescue people from the rock springs area of san jose. and the flood waters damaged their homes, their cars, and left them fuming. an earthquake is difficult to n anticipa anticipate, however officials in san jose and santa clara were aware the dam was spilling over and creeks were rising and various agencies were collaborating six days before three san jose neighborhoods were submerged in flood water. san jose didn't issue an evacuation order for coyote creek until 1:44 p.m. four hours of rock springs was submerged. that was verified by the office of emergency services, which pushes out alerts for san jose and other cities. >> it shouldn't be on first responders to bear the burden of evacuating somebody when they could evacuate themselves. >> reporter: that's what happened. firefighters recognized people were wading through contaminated water. >> it was unsafe for anyone to be in that environment and so we told everyone they need to leave immediately. >> was an evacuation order issued that the point? >> we had not been told to issue any type of mandatory evacuation but as firefighters, if you find an unsafe environment to keep them safe, it's proactive action we take. >> reporter: accountability for putting lives in jeopardy is expected to come up at a much anticipated public hearing thursday. >> we've got a lot of problems to fix when it comes to warning and notification of our residents, when it comes to flood control, and when it comes to ensuring we have clear communication between agencies. >> reporter: the cities reliance on the internet and social media to push alerts may come under review. >> would have been easy for a strike team of ten or 12 people to take the blocks. you're basically talking about walking a precinct and that precinct walk never it's okay to cry, right? man arrested after police say he blujed to death his own daughter-in-law at the home they live. laura anthony is live at the police headquarters with details on this case, laura? >> reporter: dan, police told us here today when they arrived today crime scene yesterday morning, the suspect was extremely calm, even as they watched investigators collect evidence at his home. it was only here yesterday at police -- last night at police head quarters that he began to talk. >> the suspect became angry and armed himself with a hammer. >> reporter: an argument over something as simple as a bike may have lead to the murder at the hands of her flat near law, 63-year-old singh. >> the bike was pushed over or thrown down, something happened to the bike and words exchanged which the suspect felt disrespected through that exchange. >> reporter: it happened early tuesday morning in the this quiet city nieighbor hood. police say her husband and his brother came home and found her dead in the garage. the elder saying his wife and 2-year-old grandson were in the house. >> it's really sad. it's really sad. there is a small child, you know, family, just torn apart like that. >> reporter: it was only much later at the police station where investigators say singh confessed. >> we were talking to different members of the family throughout the evening. it wasn't until the very last interview we did with him that he did finally admit to this and describe how it happened. >> reporter: si ngh represents in fairfield where a committee member told abc 7 news he's known as friendly, volunteers often and attends wednesday and sunday prayers. >> very, very nice guy. i don't know. >> reporter: today at the family home, friends stopped by to pay their respects. singh is expected to be arrai arraigned for murder by the end of the week. laura anthony, a be, c 7 news. and we are learning more tonight about the murder of a popular san jose little league coach. six members of a family are charged with the murder of frank navarro. the suspect at the top left of your screen, santos trevino is identified as the person who stabbed him. it happened early sunday february 26th. prosecutors say one of the suspects tried to get into the bar using his brother's driver's licen license. they were turned away and called family members and there was an altercation. navarro tried to intervene. >> justice needs to be served. this is a senseless tragedy that did not need to occur. >> according to the criminal complaint, if convicted two suspects could face life in prison under the three strikes law. the first of three hearings on implicit bias and the effect on women like wage gap took place today and biases are judgments people make on others. the chairwoman of the state senate budget committee will be examining budget requests this year through the lens of implicit bias looking at whether those policies will disproportion anytimely impact women or people of color. >> this is a lens that i will use as we look at all of the policies in the budget. it's a lens we need to use to inform all of our policy work, not just one piece of legislation. >> outside the state capital building today, hundreds gathered to celebrate women o's progress. it's a social movement to promote women's rights and interest but taking on a political tone. christian zee is here with a look at the different messages. >> president trump's first tweet of the morning is this, i have tremendous respect for women and the many roles they serve that are vital to the fabric of society and our economy. it got more than 80,000 likes but plenty of ridicule. look at that face. would anyone vote for that. can you imagine that, the face of our next president. first lady melania trump hosted a lunch honoring international women's day and spoke about equality and her experience as an immigrant. in the meantime, the head of the international monetary fund offered advice. >> be mindful of other women and make sure you're not only a role model but make way to others after you. >> reporter: senator diane feinstein said wear it with red and didnsaid to goat stand witqe women of california and our country. >> thanks, kristen. well, our warmup continues to be well underway. we've got sunny skies right now, clear skies, the sun officially set but take a look. here is live doppler 7 and we can see clear skies and almost no cloudiness showing up on the radar and high temperatures today were certainly in the spring like range and up to above 70 degrees in places like clover dale and santa rosa and napa and san rafael and numerous upper 60s and more on the way. check out this view from the camera. here you can see a little bit of fog off in the distance along the coastline but skies were clear over the bay and inland. 57 in san francisco, 60 to low 60s at oakland, mountain view, san jose, gilroy and 55 half moon bay. this is the view of the post sunset sky. it's 63 right now santa rosa and low to mid 60s in every location here except that vnavato and al checking in at 63 to 65. here is a view you can see the fog trying to work its way through the golden gate. we may see a little bit of it pushing locally out over the bay tonight. so fog along the coast overnight and patches beyond the coastline. mild sunny days lie ahead into next week and there is no rain in sight for the next seven days, but once again, we have that fog, it will be along the coast and may spill locally out over the bay tonight, maybe central valley fog will spill through the straight, as well. generally the rest of the area will be under clear conditions with low temperatures overnight, mainly in the upper 40s and then as we at the pattern for another day or two. high pressure to the east, southeast clockwise circulation around the high is bringing warm air from the west and as it continues to spill into the bay area, storm track will remain to the north, so it will be wet in the northwestern corner as you watch the timeline tomorrow. sunny and mild conditions will continue to prevail here in the bay area. we'll see wide spread high temperatures in the 60s and 70s and if you think about going to the beach, might be a good place to go if you don't mind low cloudiness and light breeze but skies will be mainly sunny as you get closer to the coast and high temperatures will be in the low to mid 60s, except the bay which will have a high of 58 and santa cruz milder with a high of 71. generally highs tomorrow in the low to mid 70s and our inland areas upper 60s to about 70 near the bay. rainfall potential next seven days, absolutely zero. not to be confused with absolute zero, which is minus 273 celsius and minus 459.7 fahrenheit. >> fyi. >> not that i'm trying to be -- children. a life this san jose father faces after a southern california plane crash claims one more victim. sadly a fourth person died as a result of the small plane crash in riverside last week, all of them were from san jose. >> today stacy pierce was taken off life support and passed away. her mother, stepfather and a family friend also died only one person survived and still hospitalized in critickricritic condition. rob mcmillan looks at how the family of the latest victim is coping. >> they said we could keep her life support, or we can keep her comfortable until the family made a decision just to keep her comfortable. >> richard pierce and two of his four children along with other family members stopped by the crash site one last time to place candles and flowers to remember 46-year-old stacy pierce before heading home to san jose. >> she was the love of my life, and i can't even wrap may head around going forward without her. she was just a beautiful person inside and out. >> reporter: pierce says his wife, her mother dana, and stepfather nori along with two family friends were on the small plane when it crashed into two riverside homes on february 27th. >> all day the weather was bad so they kept waiting, waiting, waiting, and i asked her to go get on a commercial flight and i just put all my faith in nori being the pilot that he is and the experience that he had. >> reporter: he says he first saw reports of the crash on the news. >> and i just thought that can't be them. that's just not them. >> reporter: but it was. they were on the way home from a cheerleading competition his daughter brooke's team got first place. >> they got a trophy this tall. >> reporter: but brooke was not on the doomed flight because there was so much luggage she took a bus home with the team. pierce says he's thankful for all the support even from complete strangers. >> it's just -- call after call, text after text, e-mail after e-mail of love and support. >> reporter: after spending about half an hour here at the crash site this morning, the family went to thank some of the local firefighters from there, it was home to san jose. in riverside, rob mcmillan, abc 7 news. tonight a house panel is refusing to delay debate on the new gop health care bill barely 48 hours old. republican lawmakers controlling the house weighs and means committee blocked a democratic attempt to delay the panel's work for a week. democrats say there has been little time to understand what is in this legislation. they also want to wait for the congressional budget offices analysis of financial ramifications of the bill. white house press secretary sean spicer said today the cbo numbers are not to be trusted. >> let's be honest. the irony of the score is the cbo is way off the last time. i don't think that we're waiting -- that that's a big issue to us right now. >> spicer appears to have changed his tune on the cbo. in 2014 he tweeted how the cbo numbers were proof obamacare was bad for the economy. tonight, california's insurance commissioner is weighing in on congressional republicans proposal to replace the affordable care act saying it's a big problem. >> one of the things that health insurers are concerned about is the elimination of the requirement that everyone get health insurance. that makes it possible for them to keep their cost down by spreading those costs across everyone. >> experts worry millions of californians could lose coverage under this new bill. and tonight, the fbi and cia are launching a criminal prep ration into and the investigation to the first place. this morning at a speech at boston college, fbi director james comey talked about the lack of privacy in america today. >> there is no such thing as absolute privacy in america. there is no place in america outside of judicial reach. >> reporter: che did not directy direct it. they paused protest to support women's small business. lonnie rivera has more. in berkeley for another women's day event. hundreds filled the plaza to call for pay equity, denounce deportations and fight against cuts to planned parenthood. >> this is one of the things that ensures women's access to medical care and reproductive imaginaries for both men and women and enable them to get tested for any sexually trans t transmitted diseases. >> republicans are threatening to cut funds unless it stops providing abortions. federal funds are used only for health services. oakland's city counsel voted unanimously last night to move ahead with a plan to help those hurt by the war on drugs to get into the legal pot business. abc 7 news reporter jonathan bloom has more on the decision and who could benefit from it. >> the war on drugs is a war on black and brown people. down that? >> reporter: hundreds turned out in support. >> it's personal for me. i'm here on behalf of some dear friends of mine that have been marginalized. >> reporter: in 2015 more than three quarters arrested for marijuana in oakland were african american and 15% hispanic. >> people have gone to jail for the exact same thing people are making millions and billions of dollars on. >> reporter: in the new legal pot business, there are entrepreneu entrepreneurs. >> i started an edibles company. i work for myself. >> reporter: brooks says most of the industry is white. >> less than 5%, i believe, of all cannabis operations are owned by people of color. >> reporter: she wants oakland to be the first to change that requiring half of new cannabis permits be issued to people of neighborhoods hardest hit by the war on drugs including those with a pot conviction. the counsel backed her unanimously. the new permits will bring more competition tooakland's booming industry. >> we have a long history of working together in the industry, helping each other. it's highly collaborative. as a posed to hyper competitive. >> oakland's harbor side says the laws encourage that letting established players offer space and resources to the businesses in exchange for permits of their own in what's becoming a multi billion industry, they agree diversity is lacking. >> if you go to news out of the south bay. the sheriff's department arrested a man for stocking four under ages girls but worry there could be 20 victims. the 30-year-old rajeev sanhi is convicted of stocking girls. a 14-year-old girl said he followed her home more than a dozen homes and offered gifts. he's been connected to several south bay churches and applied to be a teacher and nanny. they recovered photo a new ipad. it was $500 worth of an apple gift card so judy could pick the one she wanted but there was one little problem. >> i said this won't work. he said why? >> reporter: mike purchased apple itunes gift cards, good for songs and movies but not ipads. >> $500 worth of itunes. >> reporter: judy never downloaded a tune in her life and stuck with $500 worth of them. >> why would i want to spend $500 on movies and music? >> reporter: judy figured itunes, ipad all apple so she went to the apple store, picked out an ipad and presented the gift cards. >> then she comes back and says we can't use it. >> reporter: so judy called apple saying she needed to switch these cards for apple store cards. >> they says oh, no problem, we can switch your card. you'll hear from us. >> reporter: hours later, an e-mail from apple. >> your cards are not eligible for exchange. i couldn't believe it. >> reporter: mike had purchased the cards off a rack at safe way. they seemed right since the apple logo is right on the front. >> i gave her an apple card. i don't know what itunes means. >> reporter: judy figured she was out of luck until a friend heard her story. >> she said call channel 7 on your side. >> reporter: she did. we contacted apple and the company agreed to exchange the gift cards after all. saying if a customer reaches out to let us know they mistakenly purchased the wrong card, we work with them to do our best to resolve the issue as we did in this customer's case. now judy is singing a different tune. >> i would have given up if it wasn't for 7 on your side, and i ordered my ipad. i'm so excited. >> apple did not respond to the complaint its gift cards are confusing but says it will swap them out if someone buys the wrong card by mistake. itunes cards are only
