uncovered a los gatos couple facing charges for sexually abusing their adopted son. >> tonight, the victim is speaking publicly for the first time. here's the story from san josement. >> reporter: in 2000, a little boy from russia named denis was given what he said he thought was a second chance. >> i lost everything. especially being an orphan. and this was my way of living again. >> reporter: abc 7 news profiled the story of russian orphans and the couple who soon became denis' parents. now they are facing 44 federal charges, including unlawful skou sexual intercourse. >> they are still living in denial. >> reporter: according to court records, he says that ralph began abusing him when he was 9. >> there was a lot of fear because i had just gained something that -- what i believed was a gift. >> reporter: he says carolyn joined in when he was 15. after 10 years, denis says he attempted to report the abuse. he says he called 911. denis says because he was older than 18, his report was brushed aside. >> just bury it and go on with my life. >> reporter: a psychologist who was a mandated reporter also called the sheriff's office. in january, sheriff maurice smith told the abc 7 news iteam we will examine how this initial report was handled. ralph and carolyn's attorneys declined to comment due to court orders. both said they may not be representing their clients in the civil litigation. >> now is the time to make it right. >> reporter: at 23 years old, denis says he's finding his voice. >> as i told my truth, i realized i've got more strength and integrity. >> reporter: he says he's sharing his story now to be a voice for other sexual abuse survivors. carolyn flynn bonded out. ralph flynn is still in jail. i reached on tout the sheriff's office about how the initial complaint was handled several years before the flynns were arrested. a spokesperson for the sheriff's office said, we looked into how the 2012 case was handled, and we have addressed that internally. in san jose, melanie woodrow, abc 7 news. mountainview's police chief is finding himself on the wrong side of the law, named in a sexual harassment lawsuit. a female dispatcher claims that he encouraged lewd jokes and simulated sex acts. he was promoted to chief in 2014. he has no comment tonight. the city manager wrote an open letter saying a recent investigation, quote, learned of past behavior by some police department employees that was inconsistent with the standards we expect. three people face charges tonight in connection with a human trafficking case involving a los angeles woman. investigators say she was taken to oakland and advertised online for sex. >> reporter: these three sentence are behind bars today accused of running a sex trafficking operation stretching from orange and l.a. county up to the bay area. detectives say their victim, a young woman, was recruited by her friend, monique butler. >> monique butler convinced her that they would be celebratie monique's birthday. she was picked up and joined by suspect chad miller and suspect rico clayton, who are pictured here as well. she is 20 years old. worked in a mall. went to school. like so many young people, enjoyed making new friends. >> reporter: today, sheriff jim mcdonald detailed the investigation tracking the victim from a location in paramount to oakland where she was given a nickname and posted on a website for sexual exploitation. after four days, the victim's frantic phone call to her mom. >> she said that she was being held against her will, was scared, and needed help. >> reporter: just hours later, the victim no longer in the bay area, was found in a motel room uninjured. >> upon being discovered, the victim came in tears and was very, very thankful that her rescuers had finally found her. >> reporter: the investigation leading to miller and clayton, sheriff jim mcdonald says the suspects arrested are only a small fraction of those involved in human trafficking in l.a. county. since last november, a special task force has conducted five operations netting 15 arrests and 60 victims rescued, ages ranging from 14 to 17 years old. >> these are predators, pedophiles, and somebody who's out there looking to do potentially any one of our kids harm. >> reporter: reporting from downtown los angeles, abc 7 news. tonight, bart is hoping newly surveillance video will help them find a gunman wanted for a deadly shooting on a bart train. bart is offering a $10,000 reward for information leading to the arrest of this man. officials hope the better what he's wearing exactly. >> two months ago today, 19-year-old carlos romero died after being shot a number of times on a bart train at the west oakland station. today, a magnitude 2.3 the next 48 hours means potential for flooding problems. let's check out the live doppler. we're tracking clouds at this moment here in the pay area, but the rain is not far away. we are also tracking the next storm, which is just off the coastline dumping heavy rain along the northern california coast. we're tracking it for you. all winter we've been doing it. five is severe. one is light. thursday's system is a two, a moderate strength storm, an inch to 2 1/2 inches of snow. for the north bay, flash flooding is possible. when you add rain on top of the already saturated ground, you can see why friday's system is a strong three on the impact scale. wind gusts up to 30 to 40 miles per hour. mudslides and flash flooding is possible. it covers the north bay, east bay. 4:00 a.m. thursday to sunday 5:00 p.m. you may see flash flooding there. urban and small stream flooding not out of the question, which is why a flash flood watch is up for the delta. i'll be back with you hour-by-hour timeline of when to expect the rain coming up. >> thank you so much. water is flowing out of lake sonoma right now. the russian river is expected to near flood stage. wayne friedman has the story with a closer look at the crittal timing of this water release. >> reporter: let's begin beneath lake sonoma this morning. you're looking at 1,400 cubic feet of water per second flowing through the warm springs dam. this is what happens when the lake fills past requirements for drinking water and the army corps of enginee begins making room for flood control. it was all timed and calculated to not impact communities downstream. >> when there is a threat of flooding downstream, we're basically shut -- we pretty much shut this down. >> reporter: if the storms dump rain as predicted, high water at flood stage should reach gurnville by friday night or saturday morning. at 42 morning, there are eight more feet of wiggle room between flood stage and flood problems here. if you automatically assume that the residents of gurnville are worried, let's check in with the staff at this pizza place right along the river. what if it gets to the top of the bridge? >> the top of the bridge? that would mudslide. we captured video of damaged train this evening moving from the crash scene. nine people were hurt. all are expected to recover. as abc 7 news reporter laura anthony explains, ace and union pacific are looking at ways to prevent another accident. >> reporter: it looks like business as usual onboard the ace commuter train this morning, but certainly there was an awareness of what happened on this same line just two days ago. >> a little nervous. scary. just, you know, i am just trying to imagine how those people felt. because it's dark out there. >> pretty overwhelming. it must have been scary. it's quite a drop. you wouldn't think it was that far down but we saw it on the news. >> reporter: in the meantime, this photo shows what it looked like inside the ace car that lay on its side after plunging into alameda creek. with its trains back in session, ace is cooperating with federal and state investigators, and they're looking at ways to try to head off a similar incident in new details now on a story abc 7 news first brought to you on monday. residents in millbrae are experiencing new sewage problems. jason chen returned to his home this morning and found raw sewage seeping into his garage, kitchen, and bathroom. he called in crews to clean up the mess for the second time this week. >> it's been a nightmare after nightmare. i thought i was having deja vu. like, god, it's happening again. >> reporter: problems began saturday when officials say a contractor apparently left a cap off a line connected to the sewer main and rain was also a problem. residents say they have no idea when they'll be allowed to go home. a gas explosion sent nine firefighters to the hospital in seattle. take a look at the damage. this is the scene from the air. a massive debris field. several businesses completely leveled. neighbors described what felt like an earthquake. abc news reporter neal karlinsky is there. >> reporter: the blast was so powerful, a nearby business's surveillance camera captured the shock wave. firefighters were here checking on reports of a gas leak were down. >> i need a full response. i have firefighters messing. >> reporter: nine firefighters were caught in the blast at this local market. >> two buildings heavily damaged. >> reporter: the buildings decimated by the powerful explosion, and surrounding businesses heavily damaged. >> at that moment, i was thrown on the ground. there was broken glass. >> reporter: again and again, we've seen the result of a gas leak followed by a powerful explosion like this house in new jersey. and firefighters often the first ones on scene even before gas lines can be safely secured risking their lives. >> the firefighters had all of their personal protective equipment on. otherwise, the injuries would have been more significant. >> reporter: the blast zone is massive. you can still see parts of the building scattered up in the trees there. and tonight, those nine firefighters are out take lightly. a two tomorrow and a three on friday on our storm impact scale. so moderate and strong storms one after another. we'll talk about why this could be problematic. right now, we're seeing all the cloud cover and some fog. the rain is still off to the north. 24 hour rainfall totals, anywhere between a third of an inch to 3/100. not a stronger storm today, but stronger storms are coming. this is a live look across the bay. it is dry right now, but not for long. stormy pattern the next two days. heavy rain in the north bay and weaker systems follow this weekend. the one tomorrow, moderate strength. 1 1/2 to 2 1/2 inches of rain, particularly in the north bay. could raise the flash flooding possibility. friday is a three. a strong storm. you add heavy rain on top of the already saturated ground, and you get a little wind going, trees could topple. you could see more flash flooding and mudslides. here is what you need to know, the hour-by-hour timeline to keep you prepared. 4:00 a.m. tomorrow, pockets of moderate to heavy rain around cloverdale. by 5:00 a.m., santa rosa getting the heavier rain moving through. 6:00 a.m., it's not moving much. it stays here in the north bay. the rest of you are just seeing cloud cover at 8:00 a.m. it's stalled right over the north bay, which is why the focus of the rain will be there. at noon, it starts to shift into the east bay, san francisco. if you have errands to run, that's your window, unless you're in the north bay, obviously. 3:00 p.m., looking at still light to moderate rain moving across the bay area. 5:00 for the evening commute. 8:00 p.m., still looking at that moisture stream feeding into the north bay, what we call the pineapple connection. that's why we're expecting the heavy rain. 4:00 a.m. friday, not only wet but windy for the morning commute. continues at 5:00 a.m., and there will be pockets of heavier rain in the latter part of the morning. by 1:00 p.m., it's scattered showers across the bay area, but the showers will continue right on through the afternoon. rainfall totals spanning the next two days, not much in the south bay. we're talking about the storm impact in the north bay, where they could see up to four inches of rain. most of the central bay looking at some of the impact as well with a couple of inches of rain expected over the next few days. the russian river at gurnville, flood stage is 32 feet. this one will get close. by saturday evening, 31 1/2 feet. we'll keep an eye on that for you. and first thing tomorrow morning, temperatures in the 50s. north bay, you'll need the rain gear. the rest of you, not until later but you'll want to put your rain coat by the door. tomorrow afternoon, looking at rain and dry in the south bay until later in the day. temperatures mid 50s to the upper 60s. seven-day day is a two. friday is a three. saturday into sunday is a one, and sunday night into monday is a one. those are weaker systems for the weekend. by then, obviously, we'll be able to breathe a little bit as we get that short break saturday, which is going to be crucial. sunday morning, 2:00 a.m. becomes 3:00 a.m. don't forget daylight saving time begins then. the florida and ohio primaries are both tuesday. among the earlier primaries, the winner in both states will claim all the delegates. three days of formal mourning and solemn ceremonies for nancy reagan began today. she passed away sunday of congestive heart failure at the age of 94. lauren lister has this report. >> reporter: bringing nancy reagan to her final resting place. but before she's buried, days of mourning beginning at this l.a. funeral home where family arrived for a short service. the casket, carried out by members of mrs. reagan's secret service. a motorcade transporting the both the honor for this country that gave me refuge as a jewish refugee from nazi germany during world war ii, my american infantry unit was attached to the first french army. >> reporter: it's a proud day for this veteran, despite how japanese americans were forced into internment camps in world war ii. most of his unit came from those camps. >> 2/3 of the outfit were volunteers from those
