governor gavin newsom to withhold the utilities safety certification. we have the details and will this go anywhere? >> reporter: it is really too early to tell but this move hopes to in the long run replace pg&e with another utility company but it still has a long way to go. that being said supervisors are proposing a resolution to the san francisco board of supervisors which would withhold the pg&e safety certificate. that authorization allows pg&e to use ratepayer funds to pay for the recent role of wildfires that have killed dozens of people causing billions of dollars of damage. the proposed resolution will ask the governor to revoke what they call the pg&e license to burn. if approved that would replace pg&e. we spoke with the environmental group that supports the move. >> it's important to more wildfires caused by pg&e, we are on the hook to pay for it. so what we really need is to hold pg&e accountable and also to address that we need a better energy system that is safer, more reliable, clean and also that is more affordable. >> reporter: pg&e released a statement saying in part that it welcomes feedback from the community while reiterating its commitment to public safety. the utility added, "pg&e as a valid safety certificate that was issued by the office of energy infrastructure safety, and our 2022 wildlife wildfire mitigation plan outlines the bold set of actions that we are taking. steps to continue providing safe and reliable energy amid a changing climate and evolving wildfire that was a threat. we have reached out for comment and still waiting to hear back. the oversight process is scheduled at 9:30 this morning audit and oversight committee hearing also scheduled at city hack to you guys. a follow-up and a possible extension in the works. that will keep the california last nuclear power plant running longer than planned. pg&e operates the diablo nuclear plant. the current plans call for to close in 2025 the utility is considering extending the operation. lawmakers have come out in support of the idea and utility reportedly expects to apply for some of the $6 billion recently approved by the white house meant to keep nuclear with the mayor about where all of the money is going. >> so much of the national discussions are in defunding the police but berkeley funded the please. we funded 181 officers and fully staffing our police department though we know it will take time to fill the vacancies and make sure we can reach the fully authorized level. we need and adequately trained and appropriately staffed police department to serve our community to deter crime and to engage in community policing and to protect the safety of our community. that while we are increasing police staffing we are also investing in several new programs to look at expanding the mental health crisis response, launching a team of community safety officers unarmed personnel that will respond to noise complaints and other low-level calls. that is so the please do not have to respond to calls for service. we continued what we started two years ago in the wake of george floyd to reimagine public safety. to truly reimagine public safety we not only need to make sure we have well-trained and staffed lease department but need to look at new approaches on how to create a safer and healthier community. >> the city is also investing in infrastructure. when you talk about that? >> in an effort to reimagine public safety as part of the budget we are also making the historic investment in infrastructure with 30 main dollars toward street repaving and of their other infrastructure projects. you know in berkeley we have a lot of pothole ridden streets. this is decades in the making but very critical we make a significant investment now to improve the safety of our streets. we have a very large number of people that walk and bike. increasingly we see collisions, motorcycles, bicycles and pedestrian collisions. so safer streets means advancing public safety. we think this investment will be critical. not only to make sure that we have good, long lasting infrastructure but to make our streets safer so that everyone, motorists, bicyclists and pedestrians can safely use the streets and advance equitable mobility in the city. >> to the ongoing crisis to help house the house, a report from the city homeless response team shows the number of unhoused people increased amid the pandemic. that is not really a surprise but what are you putting in the budget to help that? >> several things. first, we are focusing on preventing homelessness. we are facing the living addiction cliff and the state will declare an emergency that will expire sometime this year and local and state emergencies will expire. there is a significant amount of money of back rent they accumulated in the pandemic. we set aside $1.2 million in emergency rental assistance so that people that are facing housing insecurity, that we can provide emergency grants so that they can be able to start paying back the rent. that helps small property owners and tenants too to make sure they don't become homeless. as well, our small businesses. we sadly have seen so many businesses shudder during the pandemic and we know that businesses are still struggling as we are sort of moving onto the next phase of the covid pandemic. we also set aside over $1 million in money for grants and legal counseling for small businesses that they can be able to pay the back rent that they owe. >> i did speak with the mayor about fires during the fourth of july weekend. 68 were suspected from fireworks or related. those numbers while very high just for three day period definitely lower than they were last year. we are moving topping out at 95 on monday but we see some milder weather for much of next week. i think today is pretty much going to be the coolest day we will see in quite some time with low 80s for the highs. upper 80s for tomorrow and saturday. 90s will hit us on sunday into early next week. we are going to see some warmer weather coming in. we will see some changes in the tri-valley. >> we have changes and amador county and calaveras county. the electra fire has burned more than 4100 acres so far. containment now at 40% for the last update. the amador county share said the fire started along the legislation to protect abortion rights and access. san francisco voters may reportedly end up deciding not one but two affordable housing measures this fall in the chronicle reports at the supervisors committee yesterday were they advanced the housing measures the full board. the act would require more than one third affordable housing units on mixed-income developments. that sets the cap for portable units at 120%, 120% of median income. face amount supervisors will decide whether or not to put the measure on the ballot. mayor london breed it's already backing a separate housing measure which calls for fewer affordable housing units per development and a higher median income for applicants. the mayor's office tells the chronicle that the new measure will raise the bar too high for not only look and smell disgusting but can make you or your pets sick if you come in contact with it. toxins can become airborne and cause respiratory problems. artificial fertilizers and animal waste can cause an excess of nutrients in the water, causing the algae to grow. hotter temperatures make a more favorable environment for the blooms to become more toxic. climate change may make it worse
