suffer burns. the explosion happened near times square this morning. at least three other people were injured. >> reporter: we are outside of the port authority bus terminal in manhattan, about a block west of times square. this is where this terrorist incident took place this morning, about 7:20 a.m. according to the nypd police commissioner james o'neill, the device exploded inside a tunnel connecting two of the major subway lines where passengers connect and the suspect can be seen on surveillance video walking eastbound in that tunnel and then the explosion. the suspect himself suffered serious burns in that explosion. the only other known injuries at this time considered minor described by the fire commissioner as a ringing in the ears. >> to me it wasn't that loud. like i said, it sounded more like a gun shot or something going off. and then you see the smoke. >> reporter: mayor bill de blasio and governor andrew cuomo both spoke about the most effective way for new yorkers to defeat this kind of terrorism, and that is simple resilience. >> we're not going to allow them to disrupt us. that's exactly what they want. the terrorists will not win. we're going to keep being new yorkers. let's get back to work. >> reporter: and mayor ended his remarks by saying there are no other specific threats to new york city at this time. that's the very latest. reporting from outside the port authority bus terminal. i'm andrew schiff sending it back to you. >> pete suratos is at the b.a.r.t. station in oakland. pete, how are local law enforcement responding? >> reporter: yeah, good morning to you, scott. we're here at the 12th street b.a.r.t. station here in oakland. we reached out to a number of transit agencies, as well as law enforcement agencies, including b.a.r.t. right now you're not seeing that increased security presence they told us, but earlier we saw two officers. we can show you guys some of that new video. you see two b.a.r.t. police officers on the second level right above those b.a.r.t. trains. agency is asking its officers to maintain what they call high visibility, that's typical following situations like the one we saw in new york. we did speaker to a few passenger who's said the event in new york had a minimal impact on their ride this morning. >> honestly win didn't think about it at all this morning. >> i honestly have become so immunized to just these mass attempts at killing people in this country and abroad that it's like i can't -- i can't react to it. i can't react to it every time. >> reporter: we did hear from a number of law enforcement agencies, including san francisco police, who said the following events in new york city, they are following them. there are no known threats to san francisco and officers will be making extra passing calls of transit. and then there is also san jose police who said they are monitoring the event, but no changes at this time. now across the bridge in san francisco, sfmta says right now there are five major fires. all new at 11:00, cal fire says the largest blaze, the thomas fire, is 15% contained. in total, over 250,000 acres have burned. at least 9,000 firefighters are working those flames. more firefighters from the bay area are also headed south. the san francisco fire department is sending a crew and resources. three san mateo county teams already in southern california will be redeployed now to the thomas fire. >> turning to your microclimate weather forecast. going to be another dry week across the bay area. no rain in sight. >> in fact, let's take a live look outside. it's simply beautiful. look at the skies by the golden gate bridge this morning. meteorologist kari hall tracking the conditions, although we are in winter. would be nice to have some rain. >> right. we know this is own only time to get some of the rain that we are much needing right now across the bay area. and our temperatures have been cool to start but warming up. here is a live look outside in san jose. another clear day. it's all because of this stubborn area of high pressure that's kept us from getting any storm systems from moving into the bay area. they just kind of bump up against it and stay parked. this is what we'll be in for as we go throughout the week. some very chilly mornings. look at where we are now, our temperature is in the mid to upper 50s and heading into the mid-60s, even some low 70s today. this is the beginning of december. we should not be this warm. we will talk about our deficit in rainfall and when we could possibly see some rain moving into the bay area coming up a little bit later. >> thank you, kari. the search is underway for the person who set a series of fires in the south bay. they popped up near montague expressway and hostetter road. it appears homeless people live in that area. now we do know police did take one man into custody. it's not clear if he is the arson suspect. over the weekend, firefighters worked on at least 13 fires. one of the fires did come close themes. firefighters are also trying to figure out why this garage went up in flames in sunnyvale. there was concern the fire was going to spread to nearby houses but fire crews were able to contain the fire within ten minutes of arriving on scene. fire crews also say they saved a dog. no reports of any injuries and fire crews say a gas line helped fuel that fire. city workers in oakland striking for a second week. right now formal mediation set to begin with a neediater chosen by one of the unions. many parts of oakland are being hit by the strike. some areas starting to see trash build-up. this is footage from 27th street where we're seeing a lot of trash in the homeless encampments. the city and workers are fighting over wage increases. part-time and temporary workers want more consistent hours and there are health and safety concerns as well. residents are noticing some city services being impacted by the strike. >> of course because the city does, you know, clean up around here. and if they're not working doing the job, you know, it just gets worse and worse. >> the public library, city buildings, street sweeping, just to name a few, were some of the services impacted by all of this. we'll, of course, continue to follow the story and bring you updates as soon as they come into us. the pentagon says they'll allow transgender to enlist in the military beginning next year. this despite president trump's opposition. president earlier this year banned transgender individuals from serving in the military. two federal courts have already ruled against the ban. new at 11:00, more than a dozen women accuse donald trump of sexual misconduct. three of them are calling on congress to investigate. they call denials from the white house laughable and crazy, in their words. in an exclusive interview this morning with nbc's megyn kelly, three talk about the backlash they faced last year after coming forward with their claims. >> you know, it's heartbreaking last year when we all, you know, we're private citizens and for us to put ourselves out there to try to show america who this man is and especially website eater reports that four women have accusedry tally of touching them inappropriately. some of the incidents happened at least two decades ago. ry tally put out this statement saying, quote, i apologize to the people i have mistreated and hurt. although most of the identities of the individuals mentioned in these stories have not been revealed to me, much of the behavior described does, in fact, match up with ways i have acted. he goes on to say that behavior was wrong and there are no excuses. i take full responsibility and i am deeply sorry for any pain, humiliation or discomfort i've this morning. dow up 40, s&p 500 up 6, nasdaq up 33 after that explosion in times square this morning. the markets did not move very much at all. >> happening today, might be a good day to get some of that holiday shopping done online. today is considered green monday. ebay came up with the name back in 2007 because it tended to be one of the company's biggest sales days. a lot of big retailers like target, wall mar and kohl's are expected to have pretty good teals today. new at 11:00, soon when you charge something on your american express card, you may not have to sign the receipt. american express announcing today it will be dropping the signature requirement for all purchase transactions at the point of sale beginning in april of 2018. the move applies to all merchants that accept american express. but merchants will still have the option to collect card members' signatures at the point of sale. the value of a bitcoin is now well over $16,000. just last week, it was about $12,000. up 44% in a week. in fact, up 7% overnight. you can buy a bitcoin or a portion of a bitcoin easily enough online, and obviously people are doing just that. on sunday, the chicago board options exchange allowed trading in bitcoin futures. that is a more complex financial instrument that allows people to bet on the value of a bitcoin without actually buying a bitcoin. most financial experts say the bitcoin fan has every sign of a bubble. of course it is possible to make a lot of money in a bubble. the world of technology is bracing for big changes to internet access rules. the fcc is supposed to vote thursday on a plan to repeal net neutrality. that's a plan that prevents internet providers from controlling what users see and do online. when fcc commissioner voting against the rollback believes you could see a lot of changes soon. >> we know they have the technical and business incentive to do so. now the fcc is giving them the legal green light to go ahead and explore those kinds of relationships. >> the five fcc commissioners are expected to vote along party lines. president trump's fcc commissioner put forth the proposal, arguing the fcc is micromanaging the internet. in some senate races closely watched across the country with just one day until the controversial election in alabama, senate candidate roy moore is speaking out. in an exclusive interview, so is one of the women who claim this dated when she was a teenager. nbc's gabe gutierrez reports. >> reporter: this morning, a race to the finish. the wild alabama special election is down to the wire. >> he is unfit for public service at the senate level in this nation. >> reporter: in her first broadcast interview since revealing to the "washington post" she and senate candidate roy moore dated when she was a teenager, debbie wesson gibson tells nbc news exclusively she thinks president trump's recent endorsement is misguided. >> there is a man who is willing to sell his soul for political gain. >> reporter: gibson says she met moore when he spoke at her high school in 1981 when she was 17, which is over the age of consent in alabama. she says the then 34-year-old moore dated her for 2 1/2 months, but in hindsight -- >> it's not appropriate. it's just creepy. i did not have that sense at the time is in she does not allege he assaulted her and says any kissing between the two was consensual, but she says moore lied when he said this. >> -- specifically, i do not know any of these women. >> reporter: she claims this his s. his signature in her memory book and that he absolutely knows her. >> i would encourage people, however, to ask themselves, do you want a man who lies now? >> reporter: moore's campaign later clarified that he meant he didn't know the women who accused him of sexual assault, including then 14-year-old leigh corfman and 16-year-old beverly young nelson. >> i did not date underage women. i did not molest anyone. >> reporter: today, president trump is stepping up his support of the former judge with this robocall. >> hi, this is president donald trump, and i need alabama to go vote for roy moore. it is so important. >> reporter: but even members of his own party are breaking ranks. >> i didn't vote for roy moore. i wouldn't vote for roy moore. i think the republican party can do better. >> reporter: moore's opponent, democrat doug jones, making a last-minute push for the critical african-american vote, campaigning with new jersey senator cory booker. >> there's only one candidate in this race who has the opportunity of reaching across the aisle and trying to be effective. that is not roy moore. >> gabe gutierrez reporting there. roy moore plans fold a public event tonight, a rally with former white house chief strategist steve bannon. looking live at highway 101 in palo alto. happening today, the next step in a plan to ease congestion. we've been telling you about this, the idea to add an express lane from redwood city to sfo. right now there are only car pool lanes and only on certain stretches of freeway. car poolers and drivers would be able to use the new express lanes if they paid. tonight, government and transportation leader as long with caltrans will meet to discuss that idea. that happens at 6:00 this evening. governor jerry brown heads to france tomorrow on the second anniversary of the paris climate agreement. president trump pulled the u.s. out of that agreement, you'll recall. the governor will represent at the united states at the one planet summit. world leers will meet to discuss how to finance and advance global efforts to cut pollution and carbon emissions. brown is expected to speak about the devastating impacts of the wildfires in california as well and how manmade conditions are contributing to these natural disasters. >> from the long-term climate to the short-term forecast, looks like it's going to be dry for some time to come yet. >> yeah, and we're also getting some of the poor air quality coming up from the southern california wildfires here in the bay area. so as we get a live look outside from mt. hamilton, actually this picture much improved from what we've seen over the weekend, with a layer of smoke just kind of hovering over the south bay. and that smoke from that smoke pollution is really raising a spare the air day. we've had it over the weekend. it continues today. and what's happening here is we have high pressure, which causes the air to sink, and as it sinks it warms and it's kind of compressing all of that smoke near the surface here. so a lot of the bay area really starting to feel the effects of that smoke that's kind of hovering and settling into our valleys. as we take a live look outside now, the most unhealthy air quality will be in the north bay today. it's mostly moderate for the east bay peninsula and the south bay and we are advising people with breathing problems do limit outdoor time. it's also a good idea to car pool or catch public transportation to kind of reduce the amount of pollutants that we're getting in the air. by tomorrow, we'll start to see a shift in the wind. that will carry a lot more of the smoke offshore and not directly into the bay area. right now we have more of a southerly wind. it's going to turn off towards the west as we go into the day tomorrow. and our high temperatures today reaching into the low 70s. now we know our temperatures are well above normal for this time of year, up to 65 degrees in oakland and 74 degrees in half moon bay. san francisco, some mid-60s there and the north bay in the mid to upper 60s. as we get a look at what to expect today with our high temperatures and where we're headed, near record highs for santa rosa. think we may tie the record there, but other areas will be really close as you look at these numbers. maybe just a few degrees below a record high temperature. so we're actually talking about beach days here right on the beach in santa cruz. it's going to be in the low 70s for this afternoon. san francisco, expect a high of 66 degrees and mostly sunny skies all throughout the week. inland areas, we've had some really cold mornings, and another thing that really dry air does, it just creates a wide range in temperatures from very chilly mornings to very warm afternoons. and we see those temperatures warming up and cooling off relatively quickly. we're going to see more upper 60s and low 70s through the week and we have to go beyond the seven-day forecast before we find any rain in here. coming up a little bit later, we'll talk about that deficit and which day we may see some rain coming up in the next microclimate forecast. >> thank you, kari. coming up, the u.s. and south korea performing military drills right now. the u.s. territory finally has some power restored. there are still people without running water, however, less than 10%. over 80 days after hurricane maria hit. in washington, republicans in congress say they are confident they'll be able to finalize a tax reform bill. while lawmakers are busy, they have to reach a budget deal to avert a holiday shutdown right before christmas. also looking for agreements on hurricane relief and extending a program that provides low-cost health care to more than 8 million children. we'll be welcome baback here in minutes with more news. south bay. the danger will holo welcome back, everyone. united states, japan and south korea will hold two days of missile tracking drills. >> this as tensions rise in the region over north korea's fast-developing weapons program. nbc's janis mckay friar reports from beijing. >> the drills are slated for two days involving three countries, japan, the u.s. and south korea. they're using computer simulation to track missiles that are hard to detect. namely those launched from north korean sub-marines. the drills involve destroyers from all three countries. they're operating in waters between japan and the korean peninsula and they were triggered by this growing concern that north korea is also trying to make advances in its submarine missile program. these, of course, are hard to detect than missiles launched from land. north korea successfully tested an slbm in august of last year. these drills follow those massive aerial drills last week and come at a time when diplomacy is intensifying. the united nations had its highest level envoy in six years in pyongyang last week. he returned saying that the situation is the most dangerous security issue in the world and that the greatest risk right now is for miscalculation. that there need to be off ramps created or channels open for dialogue in order to reduce the overall risk for conflict. the u.n. chief antonio gutierrez is in japan this week, another sign that the u.n. is intensifying its involvement in the region. and south korea has announced more sanctions against the regime. they're largely symbolic, but still another step in trying to sergio quintana has more on why this juror is standing by their not guilty verdict. >> reporter: because the verdict has become so controversial, the juror agreed to talk with me on the condition that we hide his identity. he says he and his fellow jurors simply made a decision based on the evidence they saw. >> are you comfortable with your decision? >> i am comfortable with my decision. whatever they showed us, they presented to us, yes, i can put my head on the pillow and sleep well and think that i made the right decision. >> reporter: he says the prosecutors were not able to convince him and the other jurors that jose ines garcia zarate. set out to kill kate steinle. when the jury went into deliberations, he quickly came to a decision against conviction for first degree or second-degree murder. his biggest question about manslaughter was about the word brandishing. did garcia zarate wave the gun in a threatening manner or in anger? he says the prosecution did not present any credible proof that he was threatening anyone with the gun. he has only recently talked to his friends about the case and even they were shocked about the verdict. >> if i was not a juror on this trial, i'd probably be thinking the same way, why did you let him go free? but, again, the reason was they could not prove it to us that he intentionally killed her. and through all of the evidence, i really think that it was just a freak accident. >> reporter: during his weekly sunday address, president donald trump brought up the trial and jose ines garcia zarate. >> he was free to harm an innocent american because our leaders refused to protect our border and because san francisco is a sanctuary city. >> reporter: the juror says they were not allowed to consider the defendant's need to. >> we could get the autopsy results this week on a young google engineer found dead in a south bay canal. the body of 23-year-old chu chu ma was discovered thursday off the bay trail in sunnyvale. family and friends devastated by the mysterious death and investigators are scrambling for clues in the case. ma graduated from the university of texas in austin and worked as a software engineer intern at yahoo! before landing a job at google last year. autopsy results could come in as early as today. hopefully shedding light on what happened to her. a break in a decades old bay area kidnapping case. the hillsborough police department says a 64-year-old southern california man is in custody with a $5 million bond. kevin lind has been contrasted in connection with a 1995 kidnapping. lynn is accused of working with another man to kidnap a 9-year-old girl for ransom. the girl was let go after being held captive for nine hours. the arrest was made given from information from the u.s. state department. bullets hit a car on interstate 80 over the weekend. the chp says a woman was driving down 80 in san pablo yesterday afternoon. she heard gunshots and a boom. bullet holes in the trunk left-side door. chp officers shut down all lanes near el portal drive to investigate. a police shooting of an unarmed man in san francisco. the shooting happened ten days ago in the bay view district and has sparked outrage. police say an unidentified officer shot,000 his patrol car window killing 42-year-old keonte o'neill. graphic body cam footage shows that shooting. the officer just started on the 4th. the investigation is ongoing. tonight's meeting takes place at 5:00 p.m. at san francisco police department's bay view station. florida police have released footage from a deadly officer-involved shooting in ft. lauderdale. the man is seen hitting and kick a sheriff's deputy moments before he was fatally shot. now the man's family is resting -- raising questions about the police use of deadly force. nbc's kerry sanders has the story. we should warn you, the videos you're about to see are disturbing. >> reporter: a man assaulting a florida sheriff's deputy just moments before being fatally shot. recorded by police body cameras, surveillance video and eyewitness cell phones. the confrontation happening at this florida apartment complex after sheriff's deputy shawn young ward responded to a disturbance call. as he enters one of the apartments, suspect, jean pedro pierre comes to the door and exchanges words with the deputy. >> what did you say? say it again. >> reporter: and things quickly become heated. pierre, who is unarmed, chases the officer down the hallway, taking swipes as deputy youngward calls for backup and then fires his taser. >> back down, man! what is wrong with you? >> reporter: but it has little impact on pierre once again charges the officer. youngward draws a baton but the suspect punching him and the deputy falls to the ground. now on his back, he is kicked multiple times. >> turn his legs loose. >> reporter: neighbors recording the clash tried desperately to convince the 42-year-old suspect to back off. >> let him go, bruh. >> reporter: moment later, another deputy, stephen briggs, arrives on the scene. >> get your hands off him now. >> reporter: pierre staggers towards the second officer then three shots ring out. pierre later died at a nearby hospital. now detectives say an investigation is underway. a grand jury will determine whether the shooting was justified. >> deputy briggs exited his vehicle and he gave several clear, concise lawful and legal orders to mr. pierre. mr. pierre chose a path of noncompliance. >> reporter: but some members of pierre's family wish the officer who fired the fatal shots tried other methods instead of resorting to deadly force. >> he wasn't supposed to die this way. there are so many ways they can do it without shooting him. there are so many ways. >> that was kerry sanders reporting. after pierre was shot, officers were seen administering cpr. shooting remains under investigation by the florida department of law enforcement. a preliminarily hearing continues right now for two men facing serious charges in the deadly goat ship fire. derrick almena and max harris face decades in prison if found guilty of involuntary manslaughter. today is the third day of the preliminarily hearing. more witnesses are expected to take the stand. it's been an emotional hearing so far with several people describing unsafe conditions and talking about the victims trapped inside the warehouse when it caught fire last year. 36 people died in that fire. a developing story now. a surprise visit to syria leads to a surprise announcement from russian president vladimir putin. we have video just into our newsroom showing vladimir putin's arrival at a russian air base in syria this morning. after a meeting with syrian president bashar al assad, putin announced russian forces will start withdrawing from syria. putin says assad's forces have regained control over most of syria and that the russian military will still maintain some presence there. palestinian protesters gathered outside american government buildings in jerusalem and in the west bank city of ramallah today to oppose president trump's decision last week to recognize jerusalem as the capital of israel. meanwhile, israeli prime minister benjamin netanyahu has urged the european union to back a new u.s. peace initiative in the middle east. nbc's bill neely reports from jerusalem. >> reporter: well, there is a demonstration outside the u.s. consulate in jerusalem, palestinians again protesting at donald trump's recognition of jerusalem as israel's capital. they're angry. they're furious. they're also in despair because they really can't see any way that this decision is going to be reversed. but basically there's been no street protests in jerusalem, apart from this one, for the last 48 hours. and some of the skirmishes on the west bank seem to have fizzled out as well. diplomatically, both sigh sides, israelis and palestinians are trying to rally world opinion. so the israeli prime minister benjamin netanyahu is in brussels calling on europe leaders to follow president trump's lead. they've made quite clear that they will not do this, that they find recognizing jerusalem unhelpful to the peace process, indeed damaging. yesterday, benjamin netanyahu met the french president emanuel macron and tried to persuade him similarly. macron kicked back. france, of course, trying to position itself as the honest broker, as the mediator in the middle east to replace the united states. but for the palestinians, including their president mahmoud abbas, a real dilemma. he wants to try to isolate the united states. he says he won't meet vice president mike pence when he visits here next week, but the real problem is, you know, what is the endgame? what do the palestinians hope to achieve? because quite clearly, president trump is not going to reverse this decision. back to you. >> new at 11:00. could opioid use run in families? it might if the drugs used dhl to ship it. well, that box later was lost in transit. melanie got a $75 refund. that's the amount she insured the box for, but, of course, she also wanted a refund for the $450 she paid to ship it, the shipping costs. dhl told her it refunded the u.p.s. store for the shipping and she had to get the money from the u.p.s. store. melanie tried that but no luck. so she reached out to us for help. this u.p.s. store is independently operated so we contacted it directly. the result, sort refunded melanie her $450. a spokesman told us it apologized for the delay in refunding the shipping 70s here and it's all sunny. we really do need some rain. let's talk about how drive of a month it's been so far. yes, we're only 11 days in but our rain versus average. well, we should question getting at least 1 1/2 inches in santa rosa. we've only had 0.04 of an inch. our percentages of average of 0 to only 3%. one thing working in our favor, we did have a fairly wet november and the end of october, we did get a little bit of rain so hopefully we'll be able to make this up after the seven-day forecast is done. let's look at the high temperatures today. we could be very close to some record highs this afternoon. 71 degrees in san jose will be our high. the record is 74 degrees. we'll also be watching some numbers in the east bay. danville, 68 degrees for the high this afternoon. 70 in redwood city. san francisco, the embarcadero at 65 degrees. also 65 today in novato. in santa rosa, the record high today, 67 degrees. it looks like we may at least tie that record. as we take a live look outside at christmas in the park, it doesn't at all feel like it's christmas, especially with our temperatures reaching into the upper 60s. wouldn't be surprised if parts of san jose got up to 70 degrees. then as we go into this evening, it will just start to cool off fairly quickly into the upper 60s. so if you're starting to go out for the afternoon commute, it's going to be in the mid-60s there. windows down. we're enjoying the sunshine and also the warmer temperatures. as we go through the rest of the forecast, high pressure stays with us for a long time. by next week, we'll start to see that high pressure kind of fading, weakening and then here is the swirl of the clouds, the area of low pressure and some rain may get here by next wednesday into thursday. but there is still a long time away, and things could change by then. we'll continue to monitor that. so december 21st right now looks like our chance to get some rain in here. as we go through the next seven days, we'll see those temperatures only into the mid-60s. morning temperatures, really chilly. we've had some upper 30s and even freezing temperatures in some of the valleys. 70 degrees as we head through the day today for the inland areas. by the end of the week, we're still seeing some of those very warm temperatures into the weekend. maybe not until next thursday or wednesday, laura and
