washington with the story. >> reporter: good afternoon. trump was fired up today on the campaign trail. it was a complete 180 from his events yesterday. hillary clinton was not campaigning. but she did release those tax returns as well as tim kaine's, clearly sending a message to trump that he should do the same. pennsylvania shaping up to be a must-win state for trump. >> we win pennsylvania and we'll win it. >> reporter: but polls show he is trailing hillary clinton by about ten points and endueterred trump keeping up his attacks. >> because i know what to do. hillary doesn't know what to do. did you see her yesterday. she has no clue about what we're talking about. >> reporter: and amid reports of tensions between trump and the republican party, today a strong show of support from rnc chair reince priebus. >> and don't believe the garbage you read, let me tell something, trump, the republican party, all of you, we're going to put him in the white house and save this country together. >> reporter: last night on fox news, trump brushing off questions about his campaign strategy. >> but i think people that really want to vote, they are going to get up and get out and they are going to vote for trump. >> reporter: hillary clinton today releasing her 2015 tax returns. running mate tim kaine did the same. ten years worth. the democratic ticket putting public pressure on trump to do the same. so far he has refused. >> i'm release them when the audit is completed. >> reporter: at justed gross income was $10.6 million and gave over a million to charity and almost all to their own foundation. the federal state and local tax rate was 43.2% and they paid $3.6 million in federal taxes alone. and what a difference a year makes. the clinton's combined income dropped by $17 million in 2015 compared to 2014. that is because when hillary clinton started campaigning, she stopped giving paid speeches. larry and kristen. >> karen, let's talk about the move about clinton and kaine, do you think it might force trump to release his tax returns? >> reporter: it certainly doesn't seem like it. he has insisted because he is being audited he will not release anything. until that is completed. and asked whether that would happen before the election, he wouldn't say. just saying when the audit is done, then we'll talk. but larry, it is also important to note that when george stephanopoulos asked him to say what his tax rate has been, his quote right back to him was, that's none of your business. >> that is a big hint. thanks, karen. new polls out show clinton leading in four key swing states. the nbc wall street journal and mar is surveys have her leading in colorado by four points and built up to 13 points in state of virginia and nine points in north carolina. clinton holding a five point lead in florida that is down two points since last month. former president bill clinton will be in napa tonight raising money and in oakland tomorrow. and according to the washington post, trump will be in napa and san francisco at the end of the month for two fundraisers. >> with the latest on the campaign stops here in the bay area and across the means people could not stay inside of their homes on chestnut streets blocks from the courthouse square area. one car hit two parked cars which then pushed the parked cars into the building. >> it it did major structural damage to the front part of the building and we are worried about the wiring and gas lines damaged and then it will be unable to occupy until thor and -- the owner and the contract yo repair it. >> 27 people live in the five-apartment units and are all off limits. paramedics took the driver to the hospital after the wreck. sky 7 hd was above fremont after a pickup truck slammed into a denny's restaurant and police told us this could have been much, much worse. a driver backed out of a parking space and just kept on going. the man backed across part of the avenue before hitting the building. now the truck stopped near the front desk at denny's. this is all around 10:15 this morning. an employee went to the hospital and they want the driver tested before they could drive again. and this man wearing a suit on the right offyer screen looks like a legitimate customer but quite a few restaurants want police to stop the man they are calling the serial refund scammer. abc 7 news reporter melissa hairington is live with the story. >> reporter: he's hit cafes and up and down clement street and business owners are sick of it and he is a scammer and trying to take advantage of a hard-working employees. he looks like a customer but inner richmond knows him as the serial refund scammer. the man who calls himself ali in nourish cafe on tuesday demanding a refund for an order workers say he never bought. >> he said he was in the day before when we were closed that day zblrvegs t day. >> reporter: the co-owner said he could not produce a receipt and his story kept changing and he got aggressive and she filed a police report and alerted the clement street association to find out that ali has been at this for years and tried to pull the same trick at 13 other businesses. >> he is just a bully. it made me angry that he treated his staff that way and that he felt he could go around the city and do this to other businesses. >> he calls first, usually said there was a hair in his food and then shows up in person but could never provide proof of purchase. his plan did not work at this bake shop. >> the way that technology is, even small mom and pops like us have tracking systems to pull up transactions about. >> but he did get a few fee pizzas before employees caught on. >> that is a medium pepperoni pizza and it is always named ali and it is always the same problem, it is a burnt pizza. >> reporter: they hope getting the word out prevents other business from getting scammed and they want ali to leave them alone. the clement street merchant association said employees should ask for a receipt before giving a refund and when in doubt, contact a manager. live in san francisco, abc 7 news. >> before you go, even though he's only hit san francisco, so far that we know of, there are lots of restaurant rows here in the bay area, so in other cities, are they thinking about contacting the other police departments? >> reporter: well police are just focusing on san francisco. they are actually out along clement street and geary street right now interviewing some of the business owners, trying to track this guy down. larry and kristen. >> for now. alyssa, thank you so much. and we do have breaking news in san francisco. sky 7 is live over columbus avenue in the north beach where the fire department said a 36-year-old woman was just hit by a falling tree limb. so we are over that scene. could you see the yellow tape they have put up over where that limb fell. we're told this limb weighed 100 pounds and fell from 50 feet and crews transported the woman to the hospital. no word yet on her name or condition but you could get the latest by getting the abc 7 news app. family and friends attended a funeral in san mateo today for a college baseball player who was gunned down while playing pokemon go. calvin reilly graduated from sarah high school before going on to play at san joaquin delta college in stockton. he died at the san francisco aquatic park on saturday evening and police have not made any abc 7 news was at save city hall today as the assemblymen and others urged the legislature to pass a bill for tour bus safety. they will fund safety inspections of tour buses. after last year's tour bus crash in san francisco that injured 20 people. >> without inspections, there is no regulation. some of the companies are operating faulty buses without the proper licenses. >> currently the chp handles tour bus safety infectiospectio due to funding only 30% of those have had an inspection. and let's talk sfo and the station with delays systemwide. >> after a equipment problem triggered major problems during the morning commute. matt keller with the story from the sfo station. >> reporter: it was a waiting game for b.a.r.t. passengers after a track component failed at 4:45 a.m. and sparking fires between the stations. >> first thing was, let me tell my boss i'm going to be late. well, i can't do nothing right now but wait. >> reporter: and wait he did, along with other passengers at the end of the line at the millbrae station. at about 7:00 a.m. a train finally arrived but people were disappointed once again. >> i don't think much of it at all right now. i'm very unhappy with it. >> reporter: at one point during the delay, b.a.r.t. officials recommended people trying to get to sfo for a flight to find alternate transportation to the airport. eventually trains were arriving and stress levels were high. >> i've been here about 20 or 30 minutes. it is just stressful because you are trying to time everything and then the next thing you know, there is a b.a.r.t. delay. out of all days, the b.a.r.t. has to be delays on the days i'm going on vacation. it is stressful. >> reporter: b.a.r.t. will single track between daly city until the end of service and plan on doing repairs overnight. at sfo, matt keller, abc 7 news. this has never been done before. a silicon valley corporation will build a high school on its own campus to help train the future generation of techies and engineers. the school is called design tech high school. and the company is oracle. this was an idea proposed 17 years ago by the ceo larry ellison. lyanne melendez shows us how this school is so different from the rest. >> reporter: the land was donated and the building for the design tech high school will be paid for by oracle. the company knows they will come. it was an idea oracle's ceo larry ellison shared with his staff more than 17 years ago. >> to better prepare students for the workplace of today and tomorrow and again to be the designers of solutions to people's needs and the world's problems. >> reporter: before oracle gets all of the credit, we should clarify that the concept and model of the school already existed. the school had been operating in burlingame since 2013 when it got the attention of the oracle education fund. they knew it had to be part of the new way of teaching, models after stanford's school of design. >> it is not necessarily a product design or a fashion design or interior didesign -- interior design, it is a way to solve a problem. >> reporter: problems like global warming. >> our projects in how we learn, it is done through projects. it is not you are sitting in a classroom and getting a lecture, you doing a hands-on activity to reinforce when you are looking in the classroom. >> the school wants to attract more students of color and girls. while it is open to anyone, families living in the san mateo and secoy union high school districts would have pry order. >> if there are more reg strabts, there then there is a blind lottery. >> they will open in september of 2017, the first lesson will be to design a future where everything is possible. in redwood city, lyanne melendez, abc 7 news. >> speaking of school, san francisco public schools start on monday and today interim police chief toney chaplin unveiled a back to school safety operation. >> our goal is to mo moat the -- promote safety and that traffic violations will be enforced through this critical week and throughout the school year. >> the chief joined chp and health and traffic and crossing guards in announcing the new safety operation. through the next week, officers will crack down in neighborhoods with the highest injury rates and target these actions that threaten kids' safety, speeding, failure to yield to pedestrians, bike lane violations, passing a school bus with flashing red lights on, health officials remind us children are more prone to serious injuries. >> if there is one thing you take home for today, we are asking you to please slow down. pay extra attention as you drive around the city when our children and your children go back to school. >> this operation is part of the city's vision zero initiative to have zero trax related bike fatalities by the year 2024. tesla's showroom is open for business in san francisco. abc 7 news got an in side look at the tesla store at the corner of van ness and oferal. it will give customers to sit in the video seat while they run video and they have a service center and a section to educate customers about electric vehicles. it is hard to be moved by luggage but this one might do the trick. we are getting an up close look today at moto bag. it is part suitcase, part scooter. the southern california man who invented it brought it to sfo to show it off. we actually first showed it to you here on abc 7 news a couple of weeks back. >> i would like to see it. i would doppler 7 hd under sunny skies. low clouds at the coast as usual. this time of the day. and right now looking at a temperature range of upper 50s at t at the coast to 70 at the bay and 90s inland. and tonight's projected low temperatures as the fog reaches across the bay, not very expansive tonight. lows in the upper 50s, pretty mild to about 60 in palo alto and 60 in antioch. cooler in the north bay valleys but lows drop into the low 50s. here is our forecast animation at 11:00 tonight and 6:00 tomorrow morning and fog along the coastline and patch of it will pushed locally across the bay. so 6:00 in the morning over in oakland, down into hayward, might see patches of fog but it will pull back to the coastline quickly and we'll have a sunny day with hot conditions in our inland areas. let's move along and take a look o -- look at highs in the south bay. in the 88 and upper 90s in gilroy and highs in the peninsula in the low to mid-80s so 81 at redwood city and 82 at mountain view. on the coast, low 60s. downtown san francisco high of 67 tomorrow. in the north bay, highs of 89 at santa rosa. 84 napa. 82 at san rafael. east bay shoreline. 76 at oakland. 78 at san leandro. 80 at union city and the east bay will see highs in the mid to upper 90s, 98 at antioch. our air quality is czech lini-- declining. the poorest air quality in the inland east bay and the high temperature trend looks like this. sunday cool at the coast and hot inland with highs in the mid-90s and warmer on monday. actually pretty much the same inland. mid-90s but warmer around the bay. and then tuesday quite hot with the heat increasing to upper 90s and near 100 in the warmer inland spots. so here is the accuweather seven. highs inland over the weekend, mid to upper 90s, upper 70s to low 80s around the bay. low 60 the in the coast. just a slight dropoff in the inland temperatures on sunday but look at how they bounce back on mond and tuesday and then uber 90s once again and low 80s around the bay and mid 60 the in the coast and the temperatures moderate and settle back into a more seasonal range by the end of next week. larry and kristen. >> thank you, spencer. up next, dramatic rescues as the governor declaring a state of emergency. >> it is amazing to me. i didn't even know the weather was supposed to get this bad out here. >> and from florida to wisconsin to minnesota, roads and homes under water. >> i'm devastated. >> reporter: back along the gulf with as much as three inches of rain falling an hour, experts warn the risk isn't over yet. >> this is a life-threatening situation but there will be gradual improvements into the weekend. >> reporter: and this weekend potentially life-threatening conditions in other parts of the country because of excessive heat between the temperatures and the high humidity, it is expected to feel hotter than 100 degrees in much of the northeast. marcy gonzalez, abc 7 news, new york. well the olympics and some flooding seem to have inspired this fan in louisiana doing his best michael phelps impression. he swam the length of a flooded out drainage ditch. >> go! he's going to do it. finally -- lochte -- >> that is the call from the cdc lab mistaken. but the water was a couple of feet deep here. authorities advice people to stay out of floodwaters. you have all kinds of diseases in there and chemical hazards and the potential violations probation. >> certainly more than the tower of terror. >> passengers aboard that here are the headlines at 4:30. the republican nominee trump twice today said he was being sarcastic when he called obama the founder of crisis. first he tweeted this and then said it to a rally. >> to be sarcastic. >> a san jose city council member is finding out who cut down 46 new trees in the willow glenn neighborhood. david louie said it is the second time this has happened in three weeks. you'll have a live report on the search for who did this coming up at 5:00. and also at 5:00, the family of a budding chef found dead at the san francisco mall. the mall has arrived in the city. melanie woodrow shows how they are retracing his last steps. and a millionaire tech mogul convicted of domestic is facing a year in jail. today a san francisco judge sentenced the man for violating his probation. abc 7 newser vic lee was in court and joins us live from the hall of justice. vic? >> reporter: well the question here is, is justice served. the prosecutor wanted more jail time -- and the other side wanted none. and domestic violence activists, wanted the judge to send a strong message to abusers and of course to victims. no one walked away from the hall of justice satisfied. shawhal, the wildly successful tech mogul, when he sold click agent for $43 million and at 23 he sold his second start-up, blue lithium, for $300 million. the hits just kept coming. tv extra shows declared him america's most eligible bachelor. he appeared on oprah's show and now he is going to jail. the judge today sentenced the 31-year-old tikon to -- tycoon for violating his probation on a domestic violence conviction. he was on probation and in rehab after pleading guilty to the misdemeanor in the alleged beating of his girlfriend three years ago and then just fine months into his probation, prosecutors charged that he attacked another woman in his bedroom. he came back to court again earlier this year. the first time surrounded by aggressive bodyguards who tried to shield him from reporters and photographers. in july the judge found that he violated his probation. prosecutors wanted 18 months in jail, his attorney asked for electronic monitoring. >> we are going to file a notice of appeal. we have extremely excellent constitutional issues. >> reporter: attorney james lassar did win something. he left the courtroom today still a free man. the judge stayed the sentence while he appeals. domestic violence advocates were disappointed. >> we would have preferred to see him have a wakeup call today but i do think we saw the court and the district attorney try to hold him accountable. do we believe he is still a public safety threat? yes we do. >> reporter: well during his argument to the court for a more lenient sentence, attorney james glass ert said that his client shaw hal suffered from a neurological order caused by stress. and he declined to speak on his own behalf at today's sentencing. vic lee. >> in your interview we heard his attorney refer to constitutional issues in his appeal. what specifically might they be? >> reporter: well, during court, he argued that they did not make a real effort -- [ inaudible ]. >> all right. we may be losing vic's signal, we'll lost his signal so we'll come back to that at 5:00 and 6:00. victims of a devastating fire in san francisco began applying for federal loans to rebuild lives and businesses. abc 7 news was there when fire victims met with the small business administration with the mission economic development agency this morning. more than 50 residents lost their homes when a fire quickly spread through several buildings near mission and 29th street in june. the flames wiped out several businesses as well. >> once they apply, the qualifications is straightforward. if you pay your bills on time, most of the time, you get qualified. there is a cash flow loan, no collater collateral. >> the center will remain open until august 25th. if you miss that dead line apply online or by phone through october 11th. >> a warning is going out to parents in the los angeles suburb and here is one caught on surveillance camera. a woman and can is walking down a street and a woman pulls up in a car and gets out and tried to kidnap the 14-month-old from the stroller. the mom fights off the suspect and who gets back in the car and takes off. police responded to another incident less than a mile away. a mom told police a woman in a similar car tried to grab her 3-year-old daughter and once again the mom successfully fought off the woman. patients though are on edge. >> it is scary. we're staying close and we're holding hands and making sure that we're just doing everything that we can to be safe and keep the kids safe. >> both attempted kidnappings happened next to a school so officials are stepping up security during dropoff and pick up times. >> a jet blue passenger said it felt like a tower of terror when the plane that she was on headed for northern forred to land in south dakota. jessica castro has reaction. >> there were no major injuries but it was a scare for passengers on board. those on the plane to northern california described seconds of chaos. >> i thought we were going down, i felt like i was on the tower of terror. we just dropped like that without a warning. >> i was using my computer and i and my computer went flying. >> for seconds it was like a movie, that it wasn't really happening but it was like -- and it just -- we just went zoom. >> reporter: weary passengers described the frightening moments. it was quick but the turbulence did plenty of damage. >> the guys over us hit the overhead compartment and it cracked. >> and it was enough to dislodge the toilet seat in one of the bathrooms. the flight hit bad weather through the central plains. >> you could tell there was storm clouds outside. and so it was just normal -- if you fly a lot, it kind of shakes and then it was okay and then all of a sudden there was quite a big shake and we said whoa and right after that, there was a drop. >> 22 passengers and two crew members were rushed to the hospital to get checked out. a flight attendant had to be taken off the plane in a neck brace. >> they handled that really well. i w i was scared but i knew we would land and everything after that would be fine. >> the jet blue crew is being praised for how they handled the situation. passengers say crew members, despite their own injuries, kept working with calm and professionalism. in the newsroom, jessica castro, abc 7 news. you are look at horrifying moments captured by a dash cam near los angeles. a driver pulled out a handgun and fired at an suv in santa clarita on monday. they missed a mother and her teenage son but it punctured a tire. the man was mad at her because -- you won't believe this, she used her windshield wipers and water landed on his new car. >> you have to be kidding me. >> l.a. county sheriff's deputies are still looking for the shooter. a former colorado college student is making headlines for a rape conviction that advocacy groups say is too lenient. this is on the heels after a stanford student got six months for a sexual assault conviction. we have thetory. >> reporter: this boulder student convicted of rape and his sentence this week drawing some criticism for what it does not include -- prison time. >> it is a big deal. and it matters. and it matters to survivors. >> reporter: that former cu student also a rape survivor giving the judge in the case a searing indictment in a huffington post column, writing your sentence tells young man as long as they are white and show an inkling remorse for their crime and behave during trial, they could rape without impunity and without fear of repercussion. sentencing him to two years jail time where he could leave for work and school and 20 years probation. prosecutors asked for prison time. >> you can't just throw people in prison and throw away the key. there has to be a rehabilitation component. >> reporter: the 22-year-old found guilty of raping a student after a 2014 st. patrick's day party and said she was passed out and later claimed it was consensual and then apologized to his victim in court. >> and he definitely, in our opinion, and as we argued to the court throughout the process, has given his version that will best serve him. >> coming on the heels of brock turner's six month sentence for sexual assault and that the punishment was too light. the victim in wilkerson's case calling the sentence light but the ability to tell her story has been therapeutic. lauren lifter, abc news, los angeles. the career of major league baseball
