[ no audio ] >> reporter: across belgium, a moment of silence for the 31 people killed and 300 others injured in tuesday's terror attacks. >> i remember seeing an explosion. the whole time i was just in shock. i told myself, i'm going to make it, i'm going to make it. >> reporter: the manhunt for those responsible now expanding. police looking for the airport bomber and now a suspect shown in surveillance images along with one of the suicide bombers inside the subway station just before the attack. and new questions about an apparent failure of intelligence involving ibrahim, the terrorist to carry out the airport attack. he was detained last year in turkey, then deported by to europe. police now saying he left a suicide note, saying he was in a rush, no longer knowing what to do, and if he did not act immediately, he would be in a prison cell. investigators believe it is a reference to salah abdeslam, one of the suspects of the paris attacks captured just last week. while his attorney denies any connection, police believe salah abdeslam may have caused an acceleration of this attack. investigators say that two of the suspects involved in the belgium attacks were using hidden cameras to secretly record one of belgium's top nuclear scientists. reporting live, marci gonzalez, "abc7 news." >> marci, what do you know about the raids that are under way in paris right now? we've heard a frenchman has been arrested. >> reporter: right. at least one arrest made in these ongoing raids. and police there say they have stopped what they say was another terror plot in the works. they say it was in the advanced stages of planning but say that plot that they just foiled was not connected. they don't believe it was connected to the attacks in belgium. larry and ama? >> marci, thank you very much. marci gonzalez live in new york. bay area authorities are still on heightened security in the wake of the attack. four canines and a u.s. coast guard officer were on a ferry as commuters made their way into the city this morning. we saw similar security measures leading up to super bowl 50. >> and a reminder to stay with "abc7 news" for continuing coverage of the brussels terror attacks. you can also get the latest updates by downloading our free news app. sky 7 hd was over san jose international airport shortly after a small plane had to make an emergency landing this afternoon. the plane landed with collapsed landing gear. the four people on board weren't injured. firefighters sprayed foam on the runway as a precaution against a potential fire. an autopsy will be performed on a body found in bay point earlier today. the sheriff's office says that body is that of a male. the remains were found in a canal. the sheriff's office says they don't know how the man died and they're still working on identification. b.a.r.t. engineers still can't figure out what's causing problems on the pittsburgh bay point line and directors got an earful this morning. >> laura anthony joins us live from the pittsburgh bay point station. laura? >> reporter: there were plenty of apologies this morning at the board meeting but no clear answers about a mysterious electrical problem that has put dozens of b.a.r.t. cars out of service and it's also tested the patience of riders who rely on the heavily traveled pittsburgh-bay point line. and also the patience of the b.a.r.t. board of directions. b.a.r.t.'s operations manager says a special team of six employees called a tiger team, has been assembled to determine what caused the power surge that damaged certain cars and not others. b.a.r.t. continues to run shuttle trains between pittsburgh bay point north concord every ten minutes. it's working but not ideal. the b.a.r.t. director said he wants more help from outside experts. >> quite honestly, the group that's been working on it has done -- has followed every lead, every clue, every possibility that we could think of and we just thought it was time given that we haven't gotten to the bottom of it, that maybe a fresh set of eyes would get us across the finish line. >> we passed the ability to continue to wait for solutions that folks have had available to them for 20 years. i think this has gone on too long already. >> reporter: the director also proposed the next meet being held out here in the pittsburgh bay point area in the eving so board members could hear directly from frustrated riders. b.a.r.t. has put some of the damaged cars back in service. but as of today, they are still about three dozen short of what's considered minimum to run the system efficiently. laura anthony, "abc7 news." >> laura, thank you. >> >> we've been asking b.a.r.t. ride toers share their thoughts on social media using the #dearbart. >> kristen sze is here with what people are saying. kristen? [ no audio ] obviously, a little problem with the audio there. she was saying it was the road that she and michael would go on and they would ride bikes on that road on mom and son time. the san jose police department says the highway sign also forever show the community's gratitude for officer johnson's service and his sacrifice. still ahead on "abc7 news" at 4:00, a snap chat video is tarnishing the image of a popular warrior. what the team is saying today. also, the bearded bandit, wanted for a series of bank robberies, taken into custody. >> and michael finney is taking your questions. >> i'm taking your questions, you're darn right. call 415-954-7621. that's the most important phone number you'll he this video is whipping up some unneeded controversy for the squeaky clean golden state warriors. it appears to show draymond green driving 118 miles per hour in his new bmw. eric thomas has reaction now from the warriors. >> reporter: this is the snap chat video posted, then deleted from draymond green's account. it's 13 seconds of a bmw, quote possibly this one, rolling down what appears to be an east bay freeway, going 118 miles per hour. draymond wasn't at the team shoot around today. he apologized after last night's game. but steve kerr says he'll be talking to his star forward about it. >> i know he addressed it last night. i just found out about it. he said he used poor judgment, which obviously is the case, and i'm very confident that he won't do it again. >> reporter: the warriors managed to keep a squeaky clean image throughout the last few seasons, including last year's championship. but this is not the example the team wants to set, especially to young people like these teens taking part in the every 15 minutes driver safety program. >> it definitely hurts his reputation, for sure. >> they're actions he took that are mistakes. >> reporter: the chp says speeding and photographing it is about as dangerous as it gets. >> it's a bad idea for anybody to be driving as fast, over 100 miles per hour on any of our freeways. you can't predict what other people are going to do around you. it's possible that you don't know what sort of debris or other things are on the roadway. >> reporter: the team wants draymond to know if he feels the need for speed in the future, he should keep it on the basketball court. eric thomas, "abc7 news." >> okay. so what impact, if any, is this going to have? we have the warriors and we talk about them being great guys. >> that's the thing that is frustrating about this situation. as you mentioned, the warriors, they have a bunch of really good citizens on the roster. nobody gets arrested. nobody is putting themselves in embarrassing situations generally. so this is very unusual. as a parent, we call these teachable moments. and this is one. look, it's fun to be young and rich and drive a fast car. but he could have gotten killed, he could have killed somebody else. this is a bad idea on just about every single level. beyond that, professional athletes have to understand that the scrutiny that they're under, especially this team, because they're so popular, social media can cause all kinds of unnecessary woes. why would you share anything like that? you shouldn't do it in the first place, and why would you post it and then not expect there to be some sort of controversy? herman edwards from espn has a saying, don't hit send. in this case, don't drive 118, don't send. i'm sure he's gotten the message. certainly not what you need or want. >> very lucky. >> it could have been a disaster if something went wrong. also making news today, union plumbers and pipe fitters with local 393 picketed today at apple. temperature trend. the average high this time of the year in san jose is 68. tomorrow a high of 71 or higher on saturday. starting a cooling trend on sunday, continuing into next week and that will be the pattern across the bay area. tonight, mostly cheer skies with maybe a couple patches of fog and low clouds. tomorrow's highs, low 60s across the coast. and low 70s inland. check out what happens on saturday. we've got a bit of an offshore flow. a warmup across the bay area with some mid to upper 70s inland on saturday. but on easter sunday, as i mentioned, it will cool down, looks like a dry day. so a lovely day, just a bit cooler than saturday. the cooling continues on sunday -- monday i should say. sharply cooler with highs reaching only into the mid 60s inland. and there's a slight, slight chance of a shower on monday. if you are going to easter sun rise services on sunday, this is the kind of weather that will greet you. there may be patches of fog and low clouds around at that tuesday. a manhunt for two of the suspected bombers who got away is intensifying. each was spotted at the airport and the subway station before the bombings. two of the bombers were in u.s. databases. the two brothers suspected in the airport bombings used a hidden camera to record one of belgium's top nuclear scientists. wayne freedman tweeting about how san francisco plans to address a growing problem. that is increased coyote sightings in neighborhoods. that's live at 5:00. also, a vigilant citizen is being credited with this arrest of a man believed to be responsible for a series of eight bank robberies. the robber is known as the bearded bandit. alyssa harrington is live with police dash cam video you'll see only on "abc7 news." >> reporter: we now know that suspect is from stockton. his crime spree ended right in front of this house in a brentwood neighborhood. a citizen noticed the bearded bandit, recognized him in a safeway and called police. dash cam video captures the moment when he was caught. he gets out, puts his hands up and surrenders. >> he seemed nervous. i think he knew the gig was up at that point. >> reporter: a neighbor shot this out her window. others watched as police swarmed their quiet street. >> we were excited, because we didn't know what was going on. >> i saw the guy in the car. >> reporter: the fbi says the bandit hit 11 banks since february. he was spotted yesterday afternoon by a shopper at this safeway on ballford road. the dead give away, the beard. >> he was actually casing the bank inside the store. >> reporter: police found the suspect's car when he finally returned, he looked different. the so-called bearded bandit now only had a goatee and shaved his head. he gave himself a makeover inside the cvs. the fbi has identified him as kenneth ellis. alyssa harrington, "abc7 news." another bizarre arrest was made last night in oakland. check this out. police arrested a man covered head to toe in gold paint. he's accused of hitting three cars on 80 in berkeley. here's a look at his steering wheel covered in gold. he was apparently coming from a photo shoot. the vice president is turning up the pressure on republicans to at least consider president obama's supreme court nominee. senate republicans have insisted they will not confirm judge merrick garland and most will not meet with him. >> reporter: vice president biden speaking at georgetown university with a message for senate republicans. >> deciding in advance simply to turn your back before the president even names a nominee is a plain abdication of the senate's solemn constitutional duty. >> reporter: president obama nominated 63-year-old chief judge merrick garland to the supreme court last week. >> this is the greatest honor of my life. >> reporter: republicans have vowed not to take action. >> we're following the biden rule. >> reporter: mitch mcconnell justifying it as based on historical precedent on fox news. >> so all we're doing, chris, is following a long standing tradition of not filling vacancies of the supreme court in the middle of a presidential election year. >> there iso biden rule. it doesn't exist. >> reporter: but just once in the past century has the senate chosen not to fill a supreme court seat that opened up during an election year. and they're finding the senate has rarely faced this decision. voters approve the nomination 48-27%. overall, more than 60% believe the senate should consider the nomination. though among republicans, over 60% do not. in the wake of justice scalia's death in february, the high court has been left with eight justices. scalia's seat will remain open until the senate confirms a nominee. without a ninth justice to break a tie, the lower court ruling stands, though it would not become national precedent. we're learning the san francisco fbi office was involved in an investigation that captured a handful of cyber criminals. in addition to hacking 46 financial institutions, back in 2017, seven hackers associated with iran's government accessed control of a dam north of new york city and attempted to open the gate. senator chuck schumer says an attack like this needs to be used as a wakeup call. >> frankly, our critical infrastructure, our dams, our power plants are not as well protected against this kind of hacking as they should be. this should be a lesson for us and a warning for us we need much better protection. >> this is the first time the government has charged anyone linked to a national government with attempting to disrupt critical u.s. infrastructure. flight attendants who ran from an airport security leaving behind cocaine was in court today. experts say this case highlights the need to screen all airline employees. >> reporter: the jetblue flight attendant attempting to smuggle nearly 70 pounds of cocaine in two suitcases is now facing federal charges. marsha gay reynolds' smile on facebook turned upside down in court. >> she's a good person and done everything right in her life until now. >> the fact that she had security clearance makes this crime especially egregious. >> reporter: on friday, she went to the security line and flashed her badge. when agents selected her for a secondary screening, she became nervous and began looking around, then made a phone call, speaking in a foreign language. moments later, the track star, wearing heels, dropped her luggage, removed her shoe and began to run away, escaping the airport. after five days on the run, she turned herself in, in new york. >> insider threat is real. it should be a wakeup call to everybody involved. >> reporter: following the recent terror attack in brussels, legal experts don't believe prosecutor also give her any leniency. >> we want to send the an ankle monitoring bracelet. if found guilty, faces ten years to life in prison. actor and comedian garry shandling has tied. the los angeles police department says the acclaimed comic was found dead continued his rule breaking papacy and washed the feet of not only men but women, as well. ♪ in san francisco, clergy played out a similar ritual on the steps of city hall. religious leaders washed the feet of immigrants and denounced deportations. avalos is sponsoring legislation to change san francisco's sanctuary law. his proposal would only allow police to call authority it is a person is convicted of a felony. some san francisco students are on a plane to start a trip that will take them halfway across the world. "abc7 news" at 4:00 continues. a seal is being taken care of after he was found on a busy roadway. coming up next, sexual harassment at uc berkeley. a chancellor criticized for his handling, comes out with a new plan of attack. plus, why gerber says you need to check your pantry. and you'll see what steph curry looks like as a wax statue. here's a look at what's ahead tonight at primetime -- a wayward seal somehow made its way to fremont. it was rescued this morning after police and the animal services were called. >> so cute. it's not the first time this seal has been rescued. janet o is live in fremont to explain. >> reporter: hi, larry. the seal was found right next to me this morning. but just a few months ago it was found at a beach. so i looked up how long it takes to get between the two up tos. if you're driving, it's about 49 miles, if you're walking, about 17 hours. so you can only imagine how long it took for the sale to get here. it even crossed interstate 880 to get here safely. austin road in fremont is perhaps the last place you would expect to find a seal. >> we found the seal, he was right here between the tree. >> reporter: turns out someone initially spotted the seal trying to cross a very busy road and called police for help. >> she was very calm. we don't know how long it's been since she has eaten. >> reporter: the 9-month-old pup, nicknamed ozzie, was corralled into a cage and taken by animal officers. >> it is tagged. we have the marine mammal center on their way. >> reporter: the marine mammal center sent us the video of ozzie who seems to be at home playing in the water. her tag reveals she has a past. she was first rescued at a beach four months ago. earlier this month, she was released into bodega bay with another seal. experts blame warmer ocean waters and a lack of food. you remember chippy? this sea lion seen on top of a patrol car made national headlines for traveling an astounding 60 miles up the river. chippy was found to have a bullet behind his skull but survived. the journey is nothing short of a miracle, as she was found far from any body of water. >> it was just adorable. just a baby seal, just looking up at you with these big brown eyes. >> reporter: so far rescuers say she appears unharmed but she'll get a checkup before being released. >> she was supposed to make her way up towards alaska. >> reporter: janet o, "abc7 news." a nursery dog is comforting five cheetah cubs. look at that. that's at the cincinnati zoo. the cub's mother died after giving birth earlier this month. you can see the cubs have grown attached to blakely the australian shepherd. >> cute. that's kind of the size i want my cheetahs. >> thank you for joining us for "abc7 news" at 4:00. i'm ama daetz. >> and i'm larry beil. "abc7 news" at 5:00 begins right now with kristen and dan. one of the landing gear did collapse. >> emergency on the south bay. the rescue after a plane belly lands on a san jose runway. b.a.r.t.'s new team, the new look at an old problem. is there an end in night the coyote conflict in san francisco. why some say we better get used to increasing encounters like this. getting rid of traffic tay live from the kgo broadcast teach center, this is "abc7 news." a sea of foam surrounds a plane after the pilot makes an emergency landing. >> the four people on board are very lucky. it could have ended so much worse had it not been for the pilot's skillful handling of a collapsed landing gear. vic lee is live at the airport. vic? >> reporter: kristen, the plane had just taken off from here on a flight that would have taken it to boeing's headquarters in washington state. but the pilot noticed something was wrong. so he called. on the ground, some 20 to 30 first responders and firefighters began staging. at the ready, three crash rigs, three engines, two trucks. the plane is an italian made twin turboprop. here it is on the tarmac after it landed. the pilot called the tower around noon shortly after he took off. san jose fire captain christian salsedo. >> the call came in as an aircraft with difficulty with landing gear. >> reporter: the pilot said a part of the landing gear may have collapsed. >> they did fly over a few times to burn off some fuel, as well as have the tower do a visual inspection to see if the landing gear was down. >> reporter: about ten minutes later, the pilot landed safely, on its belly. >> once the aircraft stopped moving, we were able to put a foam blanket down to ensure there were no sparks. >> reporter: once they cooled the fuselage, the four people on board disembarked. no one was injured. the pilot stayed behind, but the passengers were taken off the tarmac in a black suv. the plane is registered to this company, monolithic power systems in south san jose. they declined to comment. vic lee, "abc7 news." a violent sexual predator is liing in concord as a transient.
