highest water has past, we're getting a better look at how all that water more on flood 2016 in just a m. moment...now we turn to a tragic story developing in cedar rapids, where a 13-year old girl died after being shot. shot.cbs 2 news anchor jenee ryan -- --is looking into this morning's shooting.she joins us live with what neighbors have to say about all this, jenee? scott - of course everyone devastated by this tragedy. right now- neighbors and others alike are gathering for a candle lit vigil honoring the 13 year old girl who lost her life to a gun shot wound right here this morning. lousie murray: 12:24:28 "i think it's horrible. i think it's horrible.""this morning i told everybody to stay in the house because i had to go to a doctors appointment. i come back and and crying and i'm like what's going on? grandma our friend got shot! got shot where? got shot on the corner over here. i say oh my goodness, right around the corner? right around the corner, this don't the corner. this does not make any sense. >> a 13-year-old girl suffered a gunshot wound to the head before 8 am and was pronounced two boys and a man. >> i bet you any money they were with chicago kids that got set up with cedar rapids boyds that want to be back. >> the victim and two girls told him his girlfriend they were locked out of their house and cold. his girlfriend let them sleep in the car. he heard a gunshot while eating breakfast and a girl yelled a shot my sister. he then saw three males get out of the car looking scared and called the cops as they ran. with t h within 10 minutes. >> samantha lives across the street and she saw the young girl around the neighborhood before. >> now we feel trapped. we can't allow our children to come allowed in play. >> i'm scared to walk around the corner. >> another neighbor says he's neighborhood. it's not the first time someone has been killed and it's probably not the last. he does hope since it was a little girl that maybe people will start listening and make a change to what's happening around here. there was a memorial earlier and a huge group of people including some of the victims family. i spoke with her cousins and her older sister. >> she didn't get to see anything or graduate. sad to have my younger sister shot. i'll never get to see her again. >> as it is police release any new information on this incident, we will make sure to let you know on her social media , website and on our shows. covering the corridor live in cedar rapids jenne' ryan cbs leaders in cedar rapids are close to claiming a major victory in fighting back the second-biggest flood in the city's history. >> not everyone is in the mood to celebrate. that drone flew over the new bohemia district today. as you can see some buildings were left high and dry. that's because the city says the barriers were not have worked in any other location. >> dora miller is live in new bohemia with an unfortunate situation. >> reporter: i'm with photojournalist jason meyer. as you can see tornadoes looks different than the other side of the flood protection. there's a 3 foot water difference. the owner of tornadoes says he's not going to move. he's going to stay in the area until the water recede and he can open backup for business. why? because the city left here to fend for himself. the city said the bears would not been effective around tornadoes. they have taken their safety >> we are shocked. my wife, me and my sons we told you this was family. we all work here. we do not hire out. this is what we do. 16 years we've been here. >> we are told there are 2 inches of water that has basement of tornadoes. they said they will stick it out. the community says they will stick it out with them. in a few weeks when everything starts to dry out they will hold a celebration for them to say we support you and tornadoes and your business that you've been here for 16 years. that will happen october 7. for now we're in cedar rapids dora miller cbs 2 news. >> on the other side of the river look at that. people in czech village are breathing a sigh relief. the area sustained little flood happy. ace that days working around the clock to protect the area and evacuate the storefronts. >> flood defenses are holding up well and keeping the cedar river at bay. pumps are working to clean up water and machinery is plugging manhole covers and that new bohemia district. there's good planning between local and city engineers. that's because we are still at major flood stage. city workers completely relax until the rivers back to normal. >> still many are wondering when the downtown bridges will reopen and went evacuations can return back to their homes. i spoke with city manager jeff pomeranz. >> the problem is not what you see above ground what's underground. we think that will subside and as the levels go down which they are slowly, we will have residents back into their homes. we are thinking of the weekend everything should be cleared up and we will be able to allow business as usual and life as usual in cedar rapids. >> tomorrow governor branstad will tour the flood damage areas. people in parallel are beginning the cleanup process. the southeast side of town was evacuated before the waters rise . several homeowners reported water in their basements and a near c the cedar river crested in palo over 18 feet early this morning. >> that might be the last thing on your mind if your family impacted by the flood but saving your receipts can help you qualify for assistance. having your receipts will be easier down the road. they will work with eligible households and provide vouchers for certain purchases to costs. a maximum of $5000 can be handed out for assistance. to see if you qualify dial 211 or call this number. you will be provided with more information about the application process. >> with ongoing work closures and evacuation areas all cedar rapids public schools will remain closed for the rest of the week. district offices will reopen on thursday. because the flood for school officials to call off an entire week day to next week's schedule. students were tonight. >> some strategic decisions made by the city and its engineers and it appears that for most people it has paid off. that is great news. we also have better news in the sense that the river has crested in cedar rapids. it came in at 21.97 feet and that was at 10:30 this morning. stage but the river has gone down a little bit. currently we are at 21.65 feet. it's not down too much but it is inching in the right direction. you can see the dramatic of our hydrograph. we started on sunday and took off and today we reached our crest. when you get a crest it does take a little while to pass. it's not an immediate drop. by the time we get to 2 am wednesday morning we've only been above that level one time and that was in 2008. eventually we go down to 16 feet by 2:00 on friday afternoon. that's when we see major drop and later in the weekend into early next week we are back to the 10 foot level which is where we were on early sunday. we are moving in the right direction. today's crest in cedar rapids makes this the second highest 21.9 feet only the second time the river has been above 20 feet in 165 year of records in cedar rapids. this is a nice piece of information. this is the ellis harbor and you can see where the boats are lined up along that and you've got this water pushing downstream toward cedar rapids. you can see the photography and the layout before the flood. then we will top of it and see the boat houses that are underwater. in the last flood of 2008 the water was so powerful that these broke free and moved downstream and crashed into the bridge. that was something i remembered from 2008. now i will take you to palo. down here you can see a cemetery. this is some of the residential of the area did experience some flooding and now we take you to the imagery and you can see the ground was higher than it was over here. naturally the water will go into the lostine areas first. there were a lot of homes that experience some minor flooding in the palo area. it's one of the harder hit area . the water is going down in palo things will get better in the next few days. getting to the weather, cooling down. the temperature into core is 50 degrees. there's been a few light showers and with gusty winds it feels like fall. 60 in cedar rapids and waterloo at 58. you can see some smoke of energy dropping into the southeast. this is important because it is changing the alignment of the jet stream and instead of coming in from the southwest like it has over the past several weeks, now it will be chances of rain are low at least for the next week. at the radar you can see the showers are late. there may be a few sprinkles around eastern iowa as we speak. you can see some of the return. there will be a few sprinkles and brief showers but it will not last long. it spends southeast and moves out of the area by early tomorrow morning. we will then be dominated by that upper air. it's cut off from the main jet stream flow. then it has nothing to push it along so it will drift along and it comes to the west by the time of the weekend. once this disturbance moves on by this will lock its place to the weekend and bring us fall like whether conditions. we will have limited moisture. established. tomorrow around 5:00 they should be 61. fall like 50s are expected to be found. our forecast for tonight does have clouds around the area. and maybe a shower or sprinkle. our low temperatures will be in the upper 40s and 50 degrees. tomorrow we will have clouds in the morning. they will break up in the afternoon. it will here is the extended forecast. we are back to 69 on thursday and 70 on friday. the upcoming weekend will be pleasant. it will warm up for next week as we get to 77 on tuesday and that's when will see reptiles. are staying at the shelter and the other half in foster homes. the shelter is still open but they are separating their guest from those that are up for adoption. >> the community response
