this morning, des moines police are investigating a double homicide. they responded to a call for assistance in the 2400 block of hull avenue around 7 o'clock last night. kcci-tv in des moines reports neighbors say they didn't hear anything. and they said they didn't know something was going on until police got there. but police confirmed there was a shooting and detectives are now investigating. coal-burning power plants are noted targets in the push for cleaner air. but those plants also carry risk for ground water. in the last 5 years, one set of testing in eastern iowa found arsenic in the ground water much higher than the e-p-a standard. kcrg-tv9's chris earl did his own testing in eastern iowa. is newer. homes on moose drive nw are less than 10 years old. but this area wasn't empty before. the remnants of the stoney creek landfill is the backyard neighbor for many. decades ago, the coal ash from the alliant energy-owned prairie creek generating station on c street sw would be delivered here... long before these newer homes went up. a 2011 report from the environmental integrity project showed that arsenic results from the groundwater came back at nearly 2 times the epa standard for arsenic in a public water supply in 2008... and nearly 3 times in 2009. alliant says that report used bad testing methods to show the high levels and that alliant has a third party conduct regular tests that are reviewed by the iowa department of natural resources at its coal ash sites. " 26:34 arsenic is toxic and can cause serious health problems." pam mackey taylor is based in cedar rapids and also the conservation chair of the iowa chapter of the sierra club. she calls for frequent testing for coal ash sites. we wanted to test water at certain points as well. the state hygenic lab in coralville provides home and farm water testing kits. kcrg-tv 9 purchased kits to conduct our own tests -- first on september 24th near the stoney point landfill in two locations -- moose drive as well as a nearby creek on wolf avenue. here is the threshold to watch for: " dr. wichman: 24:45 the epa established drinking water standard for arsenic in public water supply is 10 parts per billion. " in both cases, the arsenic levels near stoney point were well below that standard. just a trace back here... and less than 1/3 of the standard here. we took the muddy, wet process of collecting water samples near prairie creek -- with two sets of samples from the creek. first behind tait cummins and under the c street bridge as the creek leads into the cedar river. these samples...also well below the epa threshold for arsenic. we took a fall trip to lansing - in allamakee county for more collection sites. earl scooping off a dock a half-mile north of the alliant energy power plant on highway 76 also turned up a trace amount. right next to the plant is this county-run fishing access point. our collection, while not pristine from the outside, also checked out -- 6 parts per billion, " 24:50 for all of these intents and purposes, these are safe to drink, people can, based on the epa regulations, people can drink 2 liters of this water everyday for the rest of their life without adverse health effects. " " 21:30 foss. we're in full compliance with everything the d-n-r requires. part of that is because we've done a good job testing. " alliant spokesperson justin foss pointed to the energy company's coal ash recycling rate of about 80%, which he called nearly double the industry standard. what becomes of most of the coal cash... in 2015? "22:40 it goes into ready-mix for concrete roads, goes into asphalt and sub-base that goes into cattle lots." the landfill back at stoney point in cedar rapids has been topped off for decades but mackey taylor said the concerns should remain for chronic testing -- just to make certain. " 28:30 water can migrate in different directions and tests can be raised, depending on weather conditions and how much ground water is available. it's the state hygenic lab in coralville conducted about 645 thousand tests for iowans in 2014 -- with about 20 percent of that environmental testing. republican presidential candidate carly fiorina is heading to des moines and then western iowa today to appeal to voters. she and doctor ben carson spoke at an event in wilton yesterday. more than 100 people showed up to the wilton community center for a chance to hear what two have planned for the presidency. neither has held political office. both candidates spoke about their personal paths and the reason they decided to run for the republican nomination. they touched on faith, took questions regarding energy, and both spoke about the need to stop isis. " "isis is an evil that must be defeated and the only way to defeat them is to deny their territory." "we need to ask our department of defense, the pentagon, our military experts what do you need from every department in the government in order to completely wipe them out." " fiorina is scheduled to speak at a nationwide cap iowa caucus presidential briefing at nationwide insurance in des moines this morning. also, hoping for the republican nomination? senator marco rubio. he will be at a town hall in carroll and another in council bluffs today. this is a part of a 5 day campaign throughout iowa. rubio spent part of this saturday in cedar rapids for an appearance at the hotel at kirkwood. there rubio talked about rebuilding higher education, with more of an emphasis on the technical skills for the emerging economy. the latest abc news - washington post national poll released shows donald trump with a double-digit lead over carson. he has 32 percent support, while carson is second at 22 percent. marco rubio holds onto 3rd at 11 percent. on the democratic side, former state hillary clinton is expected to introduce a series of tax proposals in the coming weeks. in clinton, she proposed a tax credit - up to 6 thousand dollars - for families that provide care for "aging or disabled family members". "we should be cutting taxes for hardworking families, not raising them and giving more tax breaks to middle class families not rich individuals and corporations " clinton told the crowd she'll make this tax credit a priority, if elected. clinton continues to hold a majority of support in the democratic polls. the latest abc news washington post national poll shows she has 60 percent support among democratic voters. vermont senator bernie sanders is 2nd with 34 percent support. and martin o'malley is in a distant third at 3 percent. cedar rapids schools officials want to know what you think of the school district. so, they are asking everyone in the community to complete a survey, even if they don't have children. kcrg-tv9's forrest saunders is live at the district headquarters, the educational leadership and support center. forrest, is there any sort of focus for this survey? the big focus is on communication. the district wants to know if the community feels connected and whether it's getting the info it's looking for. this is the survey, which can be found online on the district's website. it's estimated to take 10 to 15 minutes to complete. the survey asks participants questions like, what are your preferred ways to communicate. what kinds of district info are you looking for and how often do you receive info from the district. the superintenden t said thsurvey is beingnducteiconjunction interviews with feedback groups. he said the goal of all this effort is to identify the district's communication strengths and weaknesses and go from there. " based on all of that information, we'll talk about what that means for our communication plan. we really hope to see improvements in our existing communication the survey is available through december 1st. if you don't have access to a computer, you can grab a paper copy from the district. just call the community relations office. the number: 319-558-2124. otherwise, as we said before, you can find the survey on the district's website cr dot k-12 dot i-a dot u-s. back to you guys in the studio. tv-9's forrest saunders. thanks a lot. the cedar falls board of education is holding a public hearing today about renovating southdale elementary school. according to the waterloo cedar falls courier, plans call for remodeling on two classrooms and restrooms , some hallways, and work on mechanical and electrical issues. the total cost for this renovation would be about 435 thousand dollars. project funding will come through the district's physical plant and equipment levy. today, the waterloo board of education will consider submitting several applications to increase spending authority and the use of special education funds. waterloo community schools is hoping for a modified allowable growth increase for students who open enrolled out of the district. according to the waterloo cedar falls courier, the boost would be for 400 thousand dollars for the nearly 63 students who left. that's because when students leave the district, waterloo schools has to pay the students' new district. most of those students who enrolled out are in their first year of doing so. that means their spending authority is based on last year's numbers. the terror level threat is the highest its been in some places in europe. even here in the u-s people are on high alert, diverting planes and closing events worried about an attack. but right now, here's a look at today's opening farm markets. good morning!
