that's sort of crazy. he'll move it up closer as he sees more poll showing our way. it's all moving in our direction right now. >> laura: congressman your opponent sherry beasley was on mess nbc tonight anden claims she's going to protect voters wallets and what she calls fundamental freedoms. she's also talking about something else. >> i will fight when our freedoms are on the line and i will fight to make sure that roe vs. wade becomes the law have the land, whether whether it's protecting our walent or fundamental freedoms i'm the only candidate in this race who has solutions for both. >> laura: the baby has no fundamental freedom in that equation obviously but congressman is that what north carolinians are really clamoring for? >> not at all they're talking about three things, thanks for having us. they're talking about inflation, not in in an academic sense in very real terms, this is a grocery cart they could afford two years ago this is all they can afford now. how can they afford back to school clothes a few weeks or a month ago. and then crime, they don't feel safe worried about the border, 2,000 miles away is affecting us in north carolina, 72 hours from crossing the border, the human traffic is right here, the drug traffic is right here in north carolina. and parents, moms, dads are coming up to me and say they want a say in their kids' education so education is the other thing folks are talking about. the democrats are way out of step. we know sherry beasley is a complete rubber stamp for joe biden's policies and i think north carolina has figured that out and they don't want anything to do with her or joe biden's policies. >> laura: well, senator scott, staying on beasley for a moment, she's cribbed the party line on the gop. >> congressman has been in service for six years and he votes against the interest of folks here in this state and he's far more intwined with corporate special interests than his own interests. he is aligned with the most extreme faction of his party. >> laura: well, isn't it true that corporate america is still pouring millions and millions of dollars into the democrat coffers? isn't that a fact, unfortunately? >> absolutely. but if you look, here's what ted bud's going to do? he's going to represent north carolina. every one of our senators, if they just represent their states, we wouldn't have the inflation we have today. we wouldn't have the crime we have today. we would have parental involvement in schools so ted bud its going to do the right thing. sherry beasley, her and fetterman are the worst on crime in the country. think about the crime going on all across the country as a result of the democrats policies. >> laura: well, congressman budd, i think this is going to be exciting to watch. i think you're going to win this. and you've got a good man campaigning for there you in rick scott doing a great job for the country out there. thank you both >> now senator mitch mcconnell and the man who will likely be the next speaker kevin mccarthy are heading for a collision sending more money to ukraine in the new congress, a huge debate. mcconnell has support ped generous seemingly unending financial aid to ukraine while earlier this week mccarthy was more realistic about how long we can do this. >> i think ukraine is very important. i support making sure that we move forward to defeat russia in that program. but there should be no blank check on anything. we are $31 trillion in debt. >> laura: of course mccarthy's right. pretty mild comment if you ask me and the sooner the gop wakes up to the fact and starts focusing on the needs of american families, given everything that's happening here, the better off republicans and the country will be politically. joining me now house republican study committee chair jim banks and mollie hemingway editor in chief at the federalist and fox news contributor. congressman banks, which argument do you favor that we shouldn't have a blank check going over there to ukraine or apparently no end to the spending. >> leader mccarthy is exactly right. he's stating the obvious. no more blank checks around the world to solve problems overseas when america is on its knees at home. we can't be the leader around the world when we have such big issues to solve in america. we need to secure the border, address inflation, address crime, deal with gas prices first before we can help other countries. and leader mccarthy, he said it, all of washington, the main stream left wing media, the liberals in congress, they all went bananas when he said it after we already sent $65 billion to ukraine. >> laura: do we know where that money's really gone. >> very little accountability for it. democrats are screaming saying if mccarthy says that we know he's going to be speaker of the house, we're going to pass another $50 billion in the lame ducks is just absurd, it's insanity. >> laura: mollie this is where the republicans always screw it up. they didn't understand this after 2006 when we lost the house and senate the werner act, then we lost the presidency in 2008 again in 2012 and apparently they want to go back to that, the old establishment dinosaur are still there. >> you are area seeing the defined in the republican party where some people are still trying to go back to an approach to foreign policy that has been politically toxic as you note. everybody supports ukraine and wants them to do well. everyone also understands that this can't be another situation like we've had in the past where you have an endless war without a good strategy for victory, without even a defined strategy for victory. and so you're seeing this interesting difference. i think speaker, likely to be speaker mccarthy understands where the party is and understands about all the other things that are very important for the republicans to accomplish. >> laura: we had jeb bush over on cnn tonight, he popped up. we had mike pence was asked about this issue yesterday. watch. >> kevin mccarthy, who wants to become the next speaker of the house has said if republicans take the gavel, that america will no longer be a blank check for the war on ukraine. do you take issue with that? >> you know, the united states throughout our history has understood that we need to be the leader of the free world. that includes being the arsenal of democracy. we need to continue to support the people of ukraine as they fight for their defense. >> laura: congressman, i feel like i'm in a time warp. the arsenal of democracy. first of all our munitions are horribly depleted, we can't recruit enough people for an army. we're in big trouble militarily, woke, funding woke programs for dei. >> that's right, a report released this week showed the weaknesses in our military is the greatest in my lifetime. so to lead through peace through strength to rebuild the military and have a strong military that deters our adversaries is the opposite what we're getting from joe biden and those who want to deplete our javelin missile reserves and other reserves we keep in stock piles that we've given up to ukraine instead. that's the reality of this moment we're in today. we can't put america first by giving blank checks to those around the world. >> laura: they're not a member of nato. not a nato member. >> it's also true our military should not be viewing itself primarily sporting democracy. it is very important. we do want countries to do well but we should be laser focused on the national interest. what is in our interest. we have many problems in the world. we have to really focus on. >> laura: china. >> the growing threat of china, for instance. and americans do not mind supporting ukraine but they have also shown statistically that they would like europe to do more. this is a european war and we haven't seen a lot coming from europe. and so it is important, going forward, to really understand where the people are, and -- >> laura:. >> laura: well, where the threat is. window he have a been told by our national security agencies, by the cia and by the pentagon that china is our biggest threat. and we are completely focused on eastern europe. >> and takes a lot of money and resources >> laura: speaking of the woke and military, the pentagon is going to provide travel funds and support for troops and their dependents who zika boringses but are based in states where it's illegal according to a new department policy released thursday. witty are republicans going to turn the spigot off? what can they do? what is the legal row course here? the government tries to say, oh, this is just a recommendation, it is he not binding. oh, really? wait until we get to the blue states. we are a lucky tonight to be joined by attorney harmeet dhillon to walk us through this. harmeet, tell us what the posture of this is tonight and what this means. >> well, thank you laura. so the advisory committee for immunization practices is a hand-picked group of experts that include ph.d.s, doctors and public health professionals who make these recommendations on an annual basis and since they're hand picked you aren't going to see a lot of sunlight between cdc leadership and these recommendations so naturally i don't think anyone was too surprised to see them rubber stamp this vaccine which has gotten so much of a boost from our federal government. now, what's interesting is, in the human cry about this anticipated decision, you've actually seen the cdc and the health and human services really try to walk back the impact of this recommendation. they're saying it's just a recommendation, it's not big deal and this actually belongs in the hands of the states. we've also seen the cdc try to force vaccine mandates on employers so they're sort of talking out of both sides their mouths. the problem is a recommendation in cdc level causes an automatic mandate in certain states that have a lock step of what whatever the cdc requires. however states have discretion in every case, this can he depart from that law, like in tennessee they announced they'll work with the legislature that while they're normally in lock step they're not going to adopt this particular recommendation. even california state law provides that, they're going to make their assessment of what vaccines are required in consideration of the cdc but it doesn't mean it's an automatic mandate. >> laura: harmeet let me jump in here because what we found during covid, right, is that there's an always an incrementalism. >> sure. >> laura: so if the democrats get full power, do you have any doubt in your mind that they will try to mandate this, at the very least -- it applies to all schools in places like new york, but mandate this coast to coast. if they could, they would. >> well, if they could, they would have -- you know, if they hadn't been slapped back by the supreme court in the case of the employer mandate yes we would all be doing it at that level but they failed at that level and so yes i think they're going to pressure blue states to do this. there are successful examples of parents fighting back. the human papillomavirus recommended by the cdc in 2006 on this very same schedule, states have not adopted that. california doesn't require it. that's because parents looked at the data and said i don't want to give me teen-age daughter this vaccine. and so it is imperative on parents to do it throughout the country to say no, we don't want this and there should be a political price to pay for politicians who do not protect taxpayers and students against this vaccine, which, as you say, us dangerous for children and is unproven. there's also potential litigation angle that could be taken. i have researched this and found that there aren't examples of prior legal challenges to the recommendations to put on this vaccine list and there's also a gray area in the law as to whether this is something committed to the agency discretion or no. so i think the best way to go is politically to fight it politically and we have a lot of power as taxpayers and parents laura. >> laura: tonight, everyone needs to hear this, if this is important to you what you put in your children children's bodies you have to get out and vote for the candidates who will protect your child and your families rights to make these decisions. harmeet thank you. >> laura: san francisco has descended into total chaos, a popular clothing brand, i don't know how to say it, who just announced the company is leaving the city. davis smith, a hard core republican says the closure is due to the location facing regular attacks by thieves who virtually -- with virtually no response from law enforcement. of course he's right about that. a new fox news report notes san francisco residents are arming themselves with bats because the city's drug initiatives are making crime worse. and it isn't just crime. the failure of san francisco everywhere, get this, a new toilet that's planned for the city's valley in the town square there is going to cost $1.7 million. and it won't be completed until 2025. meanwhile, the causeway to sanibel florida destroyed by hurricane ian earlier this month, has already been fixed. joining us now victor davis hanson senior fellow at the hoover institution long time california resident. victor, the reality of two americas here is becoming, you know, more obvious by the day. are some of these cities lost for our lifetime at least? >> at least for a generation. i mean, here in california we have a post modern and a pre modern society all at once. so we have people fornicating, defecating, urinating on the streets, carjackings, smash and grab, nobody can do anything about it. we have these biblical fires ever summer. we have brownouts. we're in our third year of drought, it's going to be really bad if we don't get snow very quickly. and then when we look for answers, we get, you know, hyper regulation, hyper taxation. talk about late-term abortion, transgender. anything but the elemental problems. there's no solutions. high speed rail, it's the boondoggle. and the people are the middle class and they're playing these exorbitant taxes and getting lousy infrastructure, no law enforcement, and they either have to carry bats or they have to leave the state, florida, texas or nevada and i think they're doing both. but, boy, you can be in one place in california and you can be in lord of the flies and the next moment you drive over to menlo park and you see silicone valley in la la land and they're right next to each other. it's really strange. >> laura: there's just a disnance right? there's no diagram where they connect as far as understanding or recognition. >> no. >> that these policies are failing the people victor. i mean, all these big high tech guys, they have no sense that the policies aren't working? really? >> i think that the only connection is that the elite are so wealthy given silicon valley, that they're never subject to the consequences of their own ideology so they have all these theories that they project on us and then they're immune from it and they're protected from all the chaos on the street or the chaos on the state govern answer or the infrastructure and that's why the middle class has no protection and no help from, you know, the government or the elite and they have to deal with the real problems on the street. that's why they carry a bat. or they're increasingly armed and they can't -- they're schizophrenic and they don't know what to make of it. it's really scary. it's like the 19th and 21st century right next to each other. >> laura: yeah, well, they have their protection and nancy can head to napa valley anytime she wants. victor great to see you >> we're back at the laura ingraham big board with a host of races they never thought they could compete in details of a growing red wave. plus a major announcement coming up, you do not want to miss it so do not go anywhere. >> laura: it's time once again for the laura ingraham's top race toss watch as we're just 19 days away from the midterm elections if you can believe it. we're back at the big board with chris bedford the executive editor for the common sense society. chris, let's things off in one of my favorite states i spent a lot of time as everyone knows in minnesota. an attorney general where incumbent keith ellison is tied with republican challenger jim schultz at 47. what is going on. >> that's wild. minnesota is a lib central state to say the least. minnesota is the only state that voted against ronald reagan in his reelection for example, them and washington, dc and keith ellison is a liberal icon a former national figure, about you someone who also at the same time attacked the police over the violence after george floyd. when i was there bar owners regular people were upset with crime and he's not prosecuting. and he's aware of this. his first campaign ad were how tough he is on crime but the people that live there don't believe it. >> laura: chris let's look at minneapolis proper. compared to 2019, homicides up 166%, carjackings up 519%, gunshot victims 101%. this is the biggest issue i saw it firsthand whiffs there in the summer and the summer before that. it's big. >> it's sad i have seen it firsthand too. walk into a great dinner place felt like i was walking through a marilyn man son music video. it was creepy the streets were dark, the waiters were afraid they said business was dried up and people responded by rioting all the time. the police couldn't get anything done. even if there was a murder or someone needed to be taken in by police there was a riot and they lost control of the city. >> laura: let's go to new york's 17th district where republican mike lawler is trying to upset congressman sean patrick maloney who's the d triple c chair. now, mccarthy aligned super pack is dumping $4 million of broadcast tv ads there to help lawler, who is fantastic by the way. what can you tell us about that race. >> this is another race in trouble. new york, which you see is another liberal state, the republican govern candidate is only a few points behind the democrat. that means republican democrats in districts much closer that democrat's got to run, they've got to be in trouble. so republicans are gaining, they're ahead. they're probably going to take that it looks like, probably going to take all of long island. very different map for new yorkers and again a response to the crime, the inflation and all the issues the democrats don't want to talk about. >> laura: and new york deserves better than maloney. now, i want to turn to virginia's 10th district where democrat jennifer decks ton is neck and neck with republican chao even in internal polling. >> this used to be a republican district, barbara comstock's district and it switched and when wexton won in 2018 she was one of those wave blue candidates. then this guy's a special forces lifetime veteran a big family who's extremely proud, a great sense of humor. he's answered all the questions correctly.
