congress. and former u.s. attorney general alberto gonzales is here. he'llw weigh in on holder. president obama's health care law, the supreme court could keep parts of it or strike it altogether. is the individual mandate constitutional? if it is found unconstitutional, does the whole law have to go? or can the mandate be instruct down? and is medicaid expansion constitutional? and will the tax law prevent the court from addressing the mandate issue right now? a chief correspondent, dr. sanjay gupta, also a practicing neurosurgeon, joining me here in new york. s sanjay, what happens if those benefits from the health care, could the insurance companies drop them? >> they could. that's why it's such a big deal, kyra. we've been doing investigating on this, we talked to several big insurance companies around the country. some say, listen, in spite of what may happen with the ruling tomorrow, we still will keep things the way they are. some insurance providers may choose to not change much. so if they've taken on patients who have chronic medical conditions and not charge them exorbitant premiums, they may not change that. it's possible some things could stay in effect as they are. to your point, kyra, if it's overturned, there's no law that sort of mandates that they do that. >> and the supreme court could throw out the mandate and ban the preexisting conditions. let's talk about -- we've got a list put together here of the provisions that would be left. >> yeah. it's an important part. because there's some 450 provisions in this bill, kyra, as you know. and so there's a lot of other things in there. and, again, talking to our sources, trying to piece it together, there are some key ones that i think may remain even if what you just described happens. even if the mandate goes wah. to take a look at some of the big ones. if someone has health care insurance and they become sick in the past, they could be dropped by the insurance company. it seems hard to believe but that could happen. they say that might not happen in this case. no lifetime limits is another one. i can tell you, as a doctor, kyra, people who have chronic ailments, i take care of patients, you can get to your lifetime limits quickly. no co-pays trying to encourage people to go to their doctors. also that last one, kyra, you and i talked about this, letting young people stay on their parents plan until age 26. it's a pretty big deal. and small business owners who are hiring people in that age range they also like this because they don't have to provide health care insurance then. so it makes those young people more attractive potential employees. >> and you and i have also talked about how a lot of people blame insurance companies. the government. hospitals, right? for this health care crisis. but, look, we drink. we're overweight. we smoke. >> you know, there's no country in the world or system in the world that does a great job of controlling health care costs. i'll preface by saying that. but i feel strongly about this issue of personal responsibility, like you do. you're right, in the united states, we're particularly bad at this. as you point out, you take a look at the numbers, almost three quarters of adults are either over weight or obese. about 68% i think is the exact number. 1 in 5 still smoke. both of these things right there are a big cause of health care costs. but, you know, there'sing there else, kyra, if you give me one second, just to make this point, health care insurance alone does ensure good health. keep that in mind. only half of americans were getting preventive services prior to 2010. you and i both know people who have terrifically good health care insurance and are terrifically unhealthy. there's a second beat to this story, kyra, hopefully, we'll keep reporting how to get america healthy. >> we sure will. sanjay, thanks. don't forget to join us tomorrow morning at 9:00 a.m. eastern for live coverage of the health care ruling. another case we're watching closely, speaker john boehner now says the house will vote tomorrow in holding attorney general eric holder in contempt of congress. in relation to the borned fast and furious. joe johns once again on capitol hill for us. so what do you think? sis actually going to happen. or is there still a chance for compromise, joe? >> well, kyra, what you would expect in a less politically charged atmosphere, frankly, there may still be time for that but no indication so far that it's going to happen the speaker of the house, as you indicated just a little while ago said he does plan to proceed with the vote. listen. >> we are going to proceed. we've given them ample opportunity to comply, even as late as yesterday. the white house sat down with some of our staff that outlined what they they'd been willing to do. up fortuna unfortunately, they're not willing to show the american people about what happened. it's an unfortunate place where we are. but our members raised their right hand and swear to uphold the constitution of the united states. and the loss of the united states. we're going to do our job. >> of course, the backstory here is about the national rifle association. they are counting this vote, they tell me. so that means there could be some democrats and n.ra-leaning districts to he district who feel pressured to vote against attorney general holder. they have heard from some democrats who say they're going to go with them. on the other side of the coin, the democratic leadership says there's no way to stop it. >> before i let you go, joe, you and i talked a little bit about this in the gith of tbeginning week. it's a political year which really weighs in to how much attention this is getting. because the last time a situation like this came this close was decades ago with janet reno. >> right. absolutely. i think no one can deny the political nature of this story, especially now with the national rifle association involved. they're very concerned about the issue of gun control. and in this case, they say, they suspect that this "fast and furious" operation was sort to promote a larger gun control plan. and some of that evidence, or at least inference coming from the chairman of the reform committee over in the house side darrell issa. so it's a -- there are a lot of larger things at play here. and a lot of them have to do with election year politics. >> all right. joe johns there on the hill for us. joe, thanks so much. of course, we'll have more on this contentious issue when former attorney general alberto gonzales joins me in just about 30 minutes. of all the time i've been live in iraq what went through your mind. this is the geographic south pole. ♪ the radical new macbook pro with retina display. ♪ innovation...in every dimension. ♪ [ music plays, record skips ] hi, i'm new ensure clear. clear, huh? by debby, the storm has payroralyzed residents and stunned residents. >> nerve-racking is the right word. we've had about 25 inches of rain. i've had a rain gauge. from the first of the month to saturday night, we ran a little over 14 inches. so just watching water come up. you just don't know how high it's going to go. >> well across the state, thousands of people were evacuated. dozens more rescued but debby proved early on to be deadly killing a 32-year-old mom who was found still cradling her 3-year-old daughter. here's what we're dealing with now, debby has weakened after making landfall. the tropical storm is now a tropical depression. as george howell will tell you, it's not over yet. he's joining us now from florida. george, the florida panhandle pretty much got the brunt of the fury. what kind of damage are you looking at now? >> kyra, we are here in wacala county. this area saw at least 30 inches of rain. that is a lot of rain. as a result, you see the homes under water in the low-lying areas. what happened here, you see the story playing out throughout the state. we learned right now in hamilton county, they are dealing with the same thing, from the fast-rising rivers, again, the convergence of all the floodwaters and all the rivers coming together, flowing out into the gulf. just another day, in another county, we saw several rescues taking place. in pasco county, we know 7,000 people have been evacuated, trying to get out of the fast-rising waters, kyra. >> federal and state resources, what's being deployed? is it enough? >> at this point, we do know that fema officials, they are on the ground. they're talking to people. helping them to at least start that process of managing, figuring out what the situation is, and then starting the process to rebuild. and you also see police officials in place, in some cases, blocking roads and bridges. also making sure the drivers pay attention. because these low-lying spots on the roads, you can find water. standing water, six inches, a foot of water still there. it could take some time, kyra, for the waters to recede. >> i understand that the water rose so fast there were a lot of people that couldn't get out, yes? >> we did spend some time -- most of the residents that we spoke with, that did have time to leave. there are those who chose to stay. but i did speak to a couple just the other day, in their neighborhood, i say neighborhood very loosely because really it was a big lake. we were on a boat going down the street. and they had 15 feet. imagine that. 15 meet of water covering their homes. all we could see of their home, kyra, is just the roof. >> george howell there from florida. we appreciate it so much. we are keeping track of debby as she moves throughout the area. our chad weather -- chad weather -- that would make sense, wouldn't it -- our meteorologist chad, where is it now? >> there's all kinds. >> there's one -- >> dallas rains. >> there you go. >> things are looking up for florida. this is always the case. we always get the pictures two days after the flooding occurs. this has been a disaster now for 48 hours. maybe you're just finding out about it. let me tell you the floodwaters have been there with 30, 36, 20 inches of rainfall in any one area. finally, though, the rain has moved away. so has the storm. but there's another issue. it moved over florida, it died, obviously, because that's what happens over land. but now it's over the gulf stream, a very warm body of water that runs right up along the east coast. 45-mile-an-hour gusts. still a depression but forecasted to get bigger. it's forecast to become a tropical storm again. now, it still would be debby because it never really lost its center of low pressure. as it runs up the east coast, that's halifax, newfoundland. 45-mile-an-hour winds not going to make too much on the east coast but for the surfers, maybe surf will be up, kyra. >> chad myers, thank you so much. you can see the satellite image and the latest projected track for debby. cnn.com/hurricane. an update in the beating death of kelly thomas. we're learning you there new video between thomas. and the judge is delaying arraignment, these two cops were both charged with thomas' beating and death. the court says the recording will shed new light and bolster the case to dismiss the charges. course, it comes after prosecutors show this video of fullerton police officer beating thomas at a preliminary hearing in may. according to reports, the new report shows the conversation between ramos and thomas just before this escalated. a firestorm of epic proportions. those are the words of the colorado springs fire chief, speaking about the inferno that has already chased 32,000 people from their homes. it's now burned 6,200 acres and it's only 65% contained. jim spellman is there. >> kyra, this all changed since yesterday evening. fire crews have been fighting the fires largely in the canyons and foothills of the rocky mountains. yesterday, it changed direction. 65-mile-an-hour gusts drove the fire over the first fire line and the second fire line and into the communities. and began burning homes. immediately fire crews here called for backup. they now have 1,000 firefighters from all across the country and all over the region here battling the fire. but with these conditions, high temperatures, high winds, low humidity is making it very difficult to get ahead of it. their main focus is structure protection. trying to keep these hopes safe out in these communities here as the fire goes through it. 32,000 people at least are evacuated, including people at the u.s. air force academy. they're sleeping in hotels, floors and gymnasiums and friends and neighbors are taking them in. dire circumstances here today. could be crucial day for fire crews here as they try to get some kind of containment. still only 5% contained, this fire is. and it's going to be a long day of now that's personal pricing. well, it's starting to feel like olympic season in london. the five iconic rings were lowered from the top of the tower bridge today giving spectators a view from along the thames river. the rings mark the official one-month countdown to the london 2012 games and will come alive starting july 22nd. speeding of the olympics, mcdonald's is out to set its own record at this summer's games by opening its biggest ever restaurant. the 32,000 square foot building is expected to serve 1.7 million customers in its olympic park location. not everyone is loving it, though. groups like the academy of royal colleges in london said the fast food restaurant sends the wrong message at a sporting event. but mcdonald's reminds customers it offers healthier choices. mcdonald's have been an olympic sponsor for 36 years. so when james durbin rocked the stage on "american idol" there were no signs of the hurdles he had yet to overcome. growing up the season 10 finalist lost a parent, was diagnosed with tourettes and asperger's syndrome and dr. sanjay gupta tells what helped him pull out of the darkness. >> you lost your father at a pretty young age? >> yeah, i was 9 years old. >> you were diagnosed with tourettes and asperger's syndrome? >> yeah. i've had different facial tics and different sounds growing up. it sounds like a really awful childhood, frankly. losing a parent, being bullied, being diagnosed, what does a 10-year-old do? >> there were things i thought about doing. >> you thought about taking your life? >> yeah, definitely crossed my mind. >> you did find another way out, so to speak of that darknessy. >> uh-huh. >> and what was it that caused that? >> it was music. it was music and theater. >> so let's say you're in a very stressful situation, what happens to you? >> a lot of violent head shaking and sometimes like squeaking and barking and coughing. ♪ ♪ don't know where i'm going >> you're on stage, obviously, lots of cameras, there's nowhere to hide so to speak at that point. what do you do then? >> i feel like in control, like something's going on i'm on stage, you are down there and i'm here, it's okay. nothing's wrong. >> just the physical act of being in that, you're on stage, performing? >> having to be social on stage with someone, even though you're just playing the role, you have to have chemistry. so that opened up a whole new world to me. >> you recently got married to mother of your child, tell me about heidi? >> she had dreams and goals and aspirations, and i just looked at myself and said, i've got to change. [ female announcer ] head & shoulders. live flake free. well, if you're leaving the house right now, just a reminder, you can continue watching cnn from your mobile phone. you can also watch from your desk top. how the law of the land is being redefined as we speak. laws that will impact you and me and dhucommunities operate. ultimately, these supreme court justices had the last day. on monday, their vos voices wer split. now in less than 24 hours the justices will weigh in on a law that has already made history and stirred up quite a bit of controversy. president obama's signature health care reform. it's a lot to digest. there's a lot going on and our next guest has been there on the inside. we're talking about former u.s. attorney general alberto gonzales. mr. gonzalez, good to see you. >> good to see you. >> let's start with the justices' decision on immigration. the supreme court struck down most of the immigration law but uphold the "show me your papers" part. if you were on that bench, what would you say now? >> how would i have voted? >> yes. >> well, i think i'm not surprised that the court said that preemption prevents arizona from regulating in this area. immigration for policy is what i've generally found deference to the federal government. in that sense, i'm not surprised. with respect to the decision that was upheld, basically what the court is saying, it's still too early to tell. without knowing how the law is going to be implemented, we really can't say one way or another, whether or not this state law is preempted by federal law. >> but let me ask you, if this goes into play, how do police avoid racial profiling? >> well, the issue of avoiding racial profiling exists with respect to a myriad of state laws that are already on the book and have been on the books for decades. we do have federal laws in place. that protect against racial discrimination. and to the extent that police officers, they go into training, the presumption that law enforcement is going to engage intentionally in racial profiling to me i think is a disservice to a public law enforcement officials. 99.9% of whom simply go out and do their jobs to the best of their ability without any racial profiling. so what's going to be required, states like arizona to the extent they want to continue to enforce this provision to provide training. and training has already been provided, as i understand it, with respect to arizona and other states, that law enforcement, not just in the exercise of thus law, but the exercise of other laws on the books as indicated. but they do so without racial profiling. >> all right. you know, we're gearing up for the big day tomorrow and health care reform. stakes are high. how do you think this is going to go? >> well, if i knew that, i'd be in las vegas betting on the ponies, kyra, quite frankly. >> but follow this closely. look, you've got the background here. you know, you follow it very closely. what's your sense and how are you -- how are you looking at this. >> well, here's some guide points that i'm looking at. i think like most court watchers, i think this is going to be a very close decision. i think it's going to depend on justice kennedy and on chief justice roberts. justice kennedy is probably less predictable than some of the other justices on the court. he's sort of the wildcard from that perspective. with respect to justice robert, i spent a great deal of time vetting justice roberts. one of the traits i most admired about him and very consistent in his judicial decision making, to get the constitutional issues you don't have to in order to dispose of a dispute between the court. so in that respect, i expect justice roberts to follow that approach in deciding this case. now, that may mean, that he's going to be pushing the court to perhaps not make a decision on this case. wait until 2015, when the penalties on individual mandate come into play. now, there are many court experts to high well, that's not likely because the court did that, in three three days of argument to resolve this case. is it a case of national significance and importance. so in that respect, perhaps the chief justice is is not going to go that way, but i wouldn't be surprised if he did. >> what kind of political fallout do you see, for republicans for president obama? >> well, first, it depends on which wait court goes. if the law is struck down -- i mean, if i'm in the white house and this is an important an issue for my president and the court says it's unconstitutional, that's not where you want to be. that's not where you want to have your president be. so if you're in the white house, you hope the law -- the law is upheld. now, that's going to energize republic republicans, no question about it. republicans are going to say, li listen, this say law that's wildly unpopular. in toward to get this change, we need to get control of the white house. it will present political challenges to the president but if i'm in the white house, i want to win this case. >> you're a former u.s. other than general, same role as eric holder. we've been talking a lot about this this morning. and john boehner just came out about an hour or so ago, mr. gonzalez, and said, definitely they will vote tomorrow on this contempt vote, related to "fast and furious," the botched gun-running program. i know you followed this. i guess first i want to ask you, do you think it could have been handled differently, first of all, that mission? >> well, listen, i understand why congress is inquiring into this. a federal agent died and they want to know what happened. and quite frankly, i'm sure, at least i hope, that the white house and the department of justice want to know what happened. i think the american people deserve to know what happened. as to whether or not it could have been handled differently. you know, i don't know all the negotiations. i wasn't privy to the discussions. i'm not privy to what's in the documents that have been provided. i'm not privy to the documents withheld. i'm not privy to all the reasons that the president has exerted executive privilege. normally, accommodation can be reached. >> why do you think it got this far? >> again, kyra, without knowing what's in the documents, it's hard for me and i would hesitate to even speculate why it got this far. the assertion of privilege is an extraordinary act. so obviously, the department tried to reach an accommodation with congress. when that failed, the president asserted executive privilege. but as to specific reasons why, again, without knowing more of the facts, it's hard for me to speculate. >> all right. let me ask you this, you are a former u.s. attorney general, and the accusations have been that there may be some type of cover-up going on, and that's why they don't want to release all the paperwork. you know this position. you know how things go. do you think that that's likely, that there could be some type of cover-up surrounding this bo botched raid? >> listen. you're asking me to speculate. virtually, everything is possible. although i would caution your viewers to understand that to think you could keep anything that's criminal or embarrassing quiet or silent, hope that it will never become public i think is naive in today's world with today's technology. but again, i'd hesitate to speculate about the reasons for what's going on here without knowing more of the facts. >> point well know. alberto gonzales, appreciate your time today. >> thanks for having me. >> supreme court will review it's report on the obama care tomorrow morning. we'll definitely bring you that decision the moment it comes down. but i knew i was gonna get that opportunity one day, and that's what happened with university of phoenix. nothing can stop me now. i feel like the sky's the limit with what i can do and what i can accomplish. my name is naphtali bryant and i am a phoenix. visit phoenix.edu to find the program that's right for you. enroll now. legal immigration is a hot topic across the country. and drama unfolding right now in a new jersey port immigration agents got a call from port newark this morning. it appears that someone heard sounds coming from inside one cargo container that arrived there and suspected stowaways were inside. mary snow is in newark. mary, have they actually opened the container yet? >> kyra, this is what we have confirmed, some of the containers have been opened. so far, they haven't found anything yet. what we've been told by the coast guard this morning here at port newark. they're doing a routine inspection when they heard knocking on the containers. one of the teams said that they heard knocking back. so i asked the coast guard, what does this mean? one person, multiple? they said it could be multiple people, one person, they simply just don't know. the latest we have heard from the coast guard is that so far they haven't heard anything. and we could tell you where the ship came from. the coast guard is saying the cargo list the last 30 days the ship was in pakistan, india, egypt, and then here in newark. and the coast guard spokeswoman said it was routine. the container in question is believed to have originated in india, but that's again -- the coast guard is saying that it's not 100% clear. what we might be seeing, there's multiple agencies on sight here, and there are a number of emergency vehicles. fire department trucks and ambulances that are just standing by waiting. and in case there are possible stowaways found on this container. >> all right. thanks to our affiliate wabc there. you can see you've got kind of a bird's-eye view of what's taking place there at the port. on the ground. you see exactly what mary snow was talking about. we are going to follow what wabc is able to get a connection to there. and check in with mary on developments on the possible stowaways there coming possibly from pakistan, india. we will let you know. well, imagine the outcry here in this country as some 50,000 people have been killed in just five years. well, that's the reality of mexico's drug war. and there's no end in sight, as the country is preparing to vote in next month's presidential election. we've got the latest now from our rafael romo. >> reporter: it wasn't just the fact that there was another shooting. what made headlines was that it happened at mexico's largest airport, during the busiest time of the morning. >> translator: we were really very coused. we didn't know whether the attackers were people dressed as police officers or if it was a fight among real police officers. >> reporter: officials say the attackers were federal police who opened fire on fellow officers, investigating them for drug trafficking. president felipe calderone says a corrupt police force is one of his greatest challenges. >> translator: are the fragility and vulnerability of police and prosecutors in a good portion of the country made mexico incapable of defending itself and it also allowed corruption and the power of criminals to grow exponentially. >> reporter: since december, a crackdown in organized crime, a crusade that has had mixed results. on weren't the one hand, the captured criminals. on the other hand, drug violence has left more than 50,000 people dead since he took office. >> some people think president calderon was right in being atypical and declaring a war that no one had declared before. and some people like myself feel that he made an enormous mistake, a costly mistake in human lives, in jobs, in security for people. >> reporter: in the last five years, mexicans have seen catapults tossing drugs across the border. hitmen shooting from armed trucks with tourists. plenty of gun fights between security forces and criminals. and gruesome murders including hanging bodies and beheadings. president calderon suggests criminals are lashing out like a beast. >> translator: we're leaving behind a fundamental legacy for mexicans. a mexico where criminals act wi. they will face prosecution and justice and pay for their crimes. mexican goes to the polls july 1st to choose a new president. the four candidates battling for the job have not specified how and if they will pursue the war on drugs that calderon started. >> interesting that you mentioned that the elections are july 1st, but why won't they talk about specifics with security? >> well, the answers have been long, but the specifics very, very short. one thing they have said is that it is time to change the strategy. it is time to take the army out of the streets and put it back in barracks and use the federal police to do law enforcement work against the drug cartels, whether they will actually apply that or not once the new government takes over on december 1st, is an entirely different matter. >> for decades we have talked about the corruption within politics, withwithin the police force and within the military, and it is interesting, because this is where you grew up and although there is a long way to go, you have witnessed over the year years a difference. >> there is a difference. the ruling party over 71 years in that regime i would like the call it that, it was difficult to do anything, because it was not truly a democracy. the fight against organized crime was not really there. many analysts say that the government was just looking the other way, but president calderon decided to change course. and face this battle head-on. that is what he did, but the critics say it is not working the way he intended. >> well, it is a tremendous problem, and it will be interesting come july. you will be following it for us? >> good. >> who is pitching? >> hiroki cukuroda. >> and they got autographs by derek jeter. >> oh, nice job, owen. >> reporter: richard roth, cnn, new york. we have an update on karen kline the grandmotherly bus monitor who was tormented by a group of middle schoolers. >> you are a troll. you are a troll. you are a troll. >> how about i bring my -- >> those kids are evil. after that video went viral, you can imagine that the donations went pouring in, and now klein has met the man who helped raise more than a half million for her to take a vacation. max came all of the way from toronto to greece, new york, last night. he started the website after seeing that video of klein and he said he never expected to raise so much money. the initial goal was $5,000. about 30,000 people from all over the world donated and so far the total is more than $660,000. klein has said that she may invest some of the money, and then donate some of it as well. she was the queen of the romantic comedy and women championed in the male-dominated fi films. the mind behind "when harry met sally" and the film writer norah ephron died yesterday where she was undergoing treatment for acute lieu team ya. -- leukemia. thank you, everyone, for watching. you can continue the you can continue the conversation with me on cnn.com. -- captions by vitac -- www.vitac.com good afternoon, everyone. i'm don lemon. suzanne is off today, and we will take you around the world in 60 minutes. here is what we have going on. resident residents in the syrian capital are seeing the worst violence ever. they say fierce clashes erupted between rebel forces in damascus and the capital. and the president is saying that his country is in a state of war. government officials are blaming terrorist terrorists. a dramatic sea rescue is happening in the ind yand ocean where a ship has capsized near christmas island with asyl asylum-seeking people on it. one person is confirmed dead though. it is unclear where the asylum seekers are from. it is the second time in a week that a ship of asylum-seekers has capsized in the area. it is a countdown to the olympic games in london. as a sign of the symbol, giant rings were placed on the lower edge of the bridge. the olympics unite people around the world. we will go live to london in a few moments. sgloot wi with a handshake they made history in belfast. what you are seeing here is the second handshake done for the public. the first happened behind closed doors. our nic robertson tells us why the past events made today's meet sog incredible. >> reporter: a decade ago few in northern ireland would have dared imagine it. britain's queen to shake the hand of a once feared paramilitary commander who for more than half of her reign was committed to overthrowing her rule in northern ireland. martin mcginnes today a leading politician was once a commander of the irish republican army, the i.r.a. and under his leadership catholic nationalists forged to all island, and their fighters were known as loyalist s along with the police and the british army all loile yal to the queen. for 30 years more than 3,500 people killed. over half of them the policemen and the royal family and the queen's government and the queen, herself, was targets of the i.r.a., too. most painful for the queen, her cousin, a world war ii hero murdered by mcginnes' i.r.a. as he was fishing off of the irish coast. almost a decade and half since mcginnes convinced the i.r.a. to dump the arms and no event speaks more loudly of burying the hatchet. the former i.r.a. commander apparently putting behind him decades of hostility to the crown, and allegations that the queen's forces illegally killed i.r.a. members. >> nic robertson is in belfast with us. and nic, martin mcginnes said he had shaken the hands of many unionists over the years, but in shaking the hand of queen elizabeth, i am symbolically shaking the hands of hundreds of thousands of unionists, and that is what he said, nic. how are the people you have met there reacting to this? >> very interesting, because there is a gathering at the parliament building today and a garden party for the queen and more than 20,000 people, have come to see the queen from the protestant community and the people who would have been in the past hated, and marching, and today, they said they were very happy to see the handshake, and they hope it means that the country can move forward. this is important. they recognize it was a big step for martin mcginn ess to take this step, but the there are others who say he has too much blood on his hands and he should not be forgiven and others who say he has given up on a united island and all of the justice of the victims of the i.r.a., but a majority want the step forward an they are happy about it today. >> let's talk about the prolems ahead, even though his ttoric occasion, there were scuffles between the pro and the anti-british groups. what is the meeting mean in terms of heading forward here? >> well, the meeting today is really very heavy on symbolism. it is a symbolism of the two arch enemies and mcginness and there is few who coum bold embo the army, and those who tried to throw out ireland. it is the substance now to building and delivering on the people's expectations of, and the inquiries of the people who have lost loved ones through the building bridges of the two communities. what happened last night is quite incredible and on the heels of belfast, a huge flag from the republican community, and the catholic community who wants to unite with ireland that was unfurled on the island and the hardliners in this community went on the hill and got into a fight, and nine policemen were injured trying to calm the situation. but it is the substance of trying to join the community and isolate those who want the violence. and the way to do that is steps like the handshake and cross commu community efforts to build the bridges. the handshake is an example and the community has to do more of this thing, getting together more. >> and nic, if we can talk more about the queen and the royal family, and what does this say about the queen and the royal family and the change of attitude? >> well, this is the 20th time that the queen's visited northern ireland, but on the trip, this is the first time she has met somebody from sinn fein and shaken their hand and first time she has shaken the hand of somebody who is a commander of the i.r.a. and the first time gone into the cath riolic churc and warmly welcomed by the leading catholics in ireland, and so for her, she has taken steps that she has not taken before. her cousin, a favorite of hers, introduced her to her husband, and he was killed by the i.r.a. and so a need for forgiveness, but what the queen does here is embodies more than a politician can of what i.r.a. still wants to do and the will of the i.r.a. today throughout the british government, and she embodies the britain more than anything else. so she is that sort of symbol that the republicans would like to remove. so, for her this shows that this sort of puts her in the position that no prime minister can occupy. they come and go, but the queen has been around for 60 years, so it shows that the queen has a role within perhaps in a global context, but certainly within the national context, a role that no prime minister can fill. so there is a feeling among those around the royal family that this also shows that the queen is still a very useful and important member of british society in a way that no politician can be leading a process here. >> yes, very good point, nic. the queen has been around and leaders come and go from other nations. thank you, nic robertson. in four days voter head to the polls to elect a new president. lit impact both sides of the border from drug wars to trade with mexico to immigration. for the candidates today is the last day of campaigning, and cnn miguel marquis will join us to tell us where the front-runner is running a rally. and the v.i.p. candidate is ahead, but would he have a total mandate to govern here? >> it is not clear. he is very close to it everile poll seems to suggest. if he hits around 42% or 43% of the vote on the first, he will probably control both houses, and that is hugely important here, because the prd, the central right that has been in power here, and even though some progress, and in some areas especially economically, they are frustrated not more and regular mexicans are not feeling the sort of change they want. they are hoping that if they give a band-aid to the new guy, the new old guy, since this party was in power for 71 years until 2000, that things will change, don. >> what is at stake in this election, miguel? [ male announcer ] glucerna hunger smart. a smart way to help manage hunger and diabetes. i tell mike what i can spend. i do my best to make that work. we're driving safely. and sue saved money on brakes. now that's personal pricing. i want to give you an update now, and this is just into cnn, and that mall collapse that happened in canada where they were searching through the rubble for people, and they heard tapping this weekend, we are getting confirmation that one person has been found. a body has been found, but it is not identified. recovered this morning and police are now saying that they are going to work with the coroner to i.d. that and of course robots and canines are being used to find people, p possibly still buried and some of them may be alive in the rubble, but they are checking. one person has died and still trying to confirm the identity of the person in the mall collapse in canada this weekend. we will continue to update as we get new information here. and more firsts are expected in egyptme mentegypt. the country's first democratically elected president mohamed morsi is expected to appoint a woman as a vice president, and this is historic as considering the islamist brotherhood, and once known for banning women, and now this. >> it shows the reality of the political landscape in egypt. morsi won with only 50% of the vote in the run off. now a lot of the people, the moderates didn't have a candidate in the race. they didn't even vote. so this is a guy who realizes and he is a pragmatist, and he realizes that he only has the support of only 25% of the electorate and he knows he has to try to dissociate himself from the more extreme elements of the muslim brotherhood, and there are other realities as well, and international ral ilys and he is fervently anti-u.s. and they are getting $1.3 billion from the u.s. so he has to be nice. and the israel treaty also ties into that. you disregard the treaty, you disregard the money. >> he said he would work for equal rights for women and keep all of the international agreements which he talked about, but the advisers say that egypt will not be an islamic republic, and can this former member of the brotherhood be able to heal this? >> well, it goes back to the hill being a pragmatist, and can he heal it? i'm not sure. in terms of the religion and cla class, he has more pressing issues actually as the president, economic issues, because this is a country where the economy, tourism are in tatters. this is a country where 40% of the egyptians live below the poverty line. money is going out, and half of the foreign reserves have been eroded and enormous crime rising since the revolution, and raps s and killings and abductions and he has to focus on the domestic issues, and na wi nnd that will to get the support of the street. >> and there was a defactor coupe, and there was another unexpect unexpected development when the egypt court overturned the army decree and does that say what the military does have rule? >> well, this is when the military knew that morsi would win, the military have for decades tried to kill the muslim brotherhood, and they have never gotten along and they are not bedfellows. they took sweeping powers and resolved the parliament and supervising the writing of the constitution and control the military defense, and ministry of the interior, and that leaves the president without much power, and the military, because they have always disregard ed te muslim brotherhood, they don't have a incentive to help him do his job. so that could be a problem. it is going to be interesting to see how it unfolds. he is walking a fine line between the domestic issues he is facing and the religious part of his party that wants him to be more hardlined than he is indicating. he seems pragmatic and he is giving the signals he will try the walk that line. but the military role is problematic for him. if they decide they want to keep the powers the military will. and then watch the street come alive again, because this is what the revolution was about, getting rid of that awe thouth r authoritarian regime. >> and i repeat, it is fwe gthi the beginning. >> it is, don. >> thank you. and the government wants to sell pot. we will tell you where. and brazil's prisons are oud crowded so they have a novel way, and remember that word, novel, way to cut time for inmates. reading books? welcome to "newsroom international" everyone. we are taking you around the world in 60 minutes. prisoners are now reading their way out of prison. yep, you heard me right. it is happening in brazil. the government there has announced that inmates can reduce their sentences by reading books. each book is worth four days off with a maximum sentence reduck shup of 48 days a year. this is all worth it? any time off is good. and inmates have to finish the books within four weeks and write an essay. the program is a way to reduce prison overcrowding while educating the inmates before their release. brazil's neighbor uruguay backing a radical new plan to crackdown on the drug crime and make money in the process. the country's president wants the government to be the sole legal seller of marijuana. rafael romo explains why now. >> reporter: a certain green leafy plant brought to you for your pleasure by your very own government. it may sound like a farfetched idea in the united states, but in the small south american nation of uruguay, that is exactly what the government is proposing. three of the four most consumed drugs are already legal. alcohol the most popular and toe back coe the second, and medications and the fourth one, marijuana which is consumed by approximately 300,000 people. >> reporter: marijuana possession is legal, but production and distribution is not. the president is wanting the government the control the production and sell. he says that the money that drug dealers get, would go to public coffers. >> it is nationally recognized that receiving money from marijuana has substantially positive effects from the welfare of the population. >> reporter: legalizing drugs is not a new concept in south america. guatemalan president has suggested that they legalize some drugs to control some areas that are running rampant from drug crime. and he believes it is a way to reduce the violence. >> when the violence was thick in chicago years ago with the alcohol prohibition, the only solution came from the rising again of the consumption of alcohol. >> reporter: but others say that legalization by other countries may have implications for the other regions of the country. >> i agree that we have to discuss where we are and where to go, but talking about the league lieization at -- legalization at this moment is counter productive unless it is a world approach. >> rafael romo joins me now. and this bill as to be approved by uruguay's congress and before i ask you if this is likely to happen, and this is interestingk because it is the government controlling and not just decriminalization and opening it to free trade, but a government controlling it. is that likely to happen? >> well, this is not by any means any open market for drugs, and any person can start growing marijuana, but it is the government coming in and telling people, i am going to be in control and produce it and sell it and control this distribution. that is what is interesting about this proposal in uruguay, and to answer the second question, it is very likely it will pass this summer. the president, and his party control controls the uruguay and congress, and the broad front, and so he has the means to pass it through congress. >> if this works and the drug crime goes down, can we expect uruguay look at legalizing or sell selling other drugs besides marijuana? >> well, a number of countries and not very likely, because they are equating marijuana with alcohol. you have a number of countries in the region who have a very hard stance against illegal drugs and talking about colombia, and further north, and mexico, and also today, the head of the u.n. nations on drug policy control says that, uruguay, if they approve this, they would be in violation of international agreements. so it remains to be seen if this actually becomes law, what's the international community going to do about it. >> it is interesting, because a number of municipalities and states looking at not government regulation of it and sell it, but to decriminalize it and have a free market. interesting. we will see. rafael romo, thank you very much for that. the countdown for the olympic olympics hits the one-month mark, and london unturl fu-- unfurls a big welcome sign. i've never slept better. >>, so the venue has to be ready and everything ready for the athletes, but talk about this, what about the security for the games? is london ready? >> yes. that's right. we had the head of the intelligence service in the last 24 hours saying that i cannot guarantee the security of the games, but of course, they will do absolutely everything to ensure that people who are here coming to the imgas and indeed the athletes safe. the agency, itself, says they have cancelled all leave and 3,000 people of the agency, and altogether, so as far as security is concerned, there is going to be about 20,000 feet on the ground, and that is the police, security forces and indeed the intelligence services here. the american intelligence services we are told are also on the ground here helping out. this is as big of an operation as the uk has seen since the world war ii here. and they are concerned about a lone wolf, but they cannot secure complete security, but they are going to do their very best. and not everyone is happy since the nuke lee -- welcome to "newsroom international" everyone. we are taking you around the world in 60 minutes. japan is ready to power up the first reactor since the nuclear disaster at the fukushima power plant, and activists are not happy about it. protesters rallied outside of the electric company board meeting today and they are calling for the closure of all nuclear plants. the nuclear reactor is set to be restarted sunday. and across the country, violence is intensifying in and around damascus, and officials are blaming terrorists for a bombing at a television station. ivan watson is joining us from turkey. what can you tell us about the attack at the of the station? >> well, the syrian government says it is a rebel raid at dawn. they attacked a pro government tv station outside of the capital and killed three journalists there, and four security guards and then set explosives to blow the offices and the facilities up. the information inminister of syria is calling it an attack on freedom of expression in syria, and he is blaming it on arab groups on international organizations, the u.s., the european union as well, and claiming this is an act of terrorism. it definitely shows the increasing audacity with which the armed opposition in syria is operating right now. >> yes, and listen at how the leaders are describing the situation, terrorism, war, serious, and president bashar al assad told the new cabinet, ivan, that the country is in a state of war and he is determined to win. this is as u.n. and arab league diplomats are prepared to meet in switzerland. is this all more talk from both sides? graduation. when i look up into my students faces, i see pride. you know, i have done something worthwhile. when i earned my doctorate through university of phoenix, that pride, that was on my face. i am jocelyn taylor. i'm committed to making a difference in people's lives, and i am a phoenix. visit phoenix.edu to find the program that's right for you. enroll now. afghanistan ranks as one of the most dangerous places for expectant mothers. a woman dies from pregnancy complications every two hours. it is an alarming statistic, but as cn's mohammed jamjoon reports, experts are working to make birthing experiences safer. >> reporter: learning to handle a difficult birth. young women in this kabul medical institute will soon join the growing number of mid wives where being a mother is ranked among being one of the worst. these mothers are trying to change that grim statistic. she says she wants women in far flung provinces to have good access to doctors and mid wives. the remoteness of this clinic means that many women cannot reach it in time. and two-thirds of the women in afghanistan have access to a nearby facility. >> many, many mothers and children will never see a medically trained physician or midwife in their lifetime, and that needs to be turned around. >> so save the world and other ngos are joining forces to try to improve the chances of childbirth and children welfare. many of these women lost mothers and sisters and cousins this day, and buried their babies. they decided to change things and now they are volunteering as community health projects. they are illiterate so they are learning from pictograms. noorseia says her village is successful. most women give birth in the presence of qualified health workers. often trying find a positive story in afghanistan is like searching for a needle in a haystack. and ngos are hoping that the reduction has been seen here, but according to save the children, women are seven more times likely to die in childbirth than a bullet or a bomb. just one reason why the midwifery programs like this one are so important. ten years ago, there were 500 mid wives in country, and today, there are some 3,000. but many more are needed. their main goal should be serving mothers, says this woman, and lowering the maternal mortality. a noble goal, but one that is in serious jeopardy if foreign funding falls off once the coalition troops withdraw. >> interesting. let's bring in mohammed jamjoon who is in abu dhabi, and what else did you hear from the young women learning to be mid wives and how important is their mission to them? >> don, it is extremely important. they say it almost as a higher calling or noble goal that they have. the young woman we spoke to in the piece, she is 22 and grew up in kabul, but her family comes from a remote province in afghanistan, and once she graduates, she plans to go back there, because she says in her district n the district that her family came from, there are no mid wives there to help the pregnant women. she says that she wants to do it for them. but beyond that, most of the girls that we spoke with also said they had very personal reasons for doing this. many of them had grandmothers, mothers, cousins, relatives, aunts, sisters who experienced difficulty with the childbirth and some of them died in childbirth. they want to do something to help afghanistan. we must add that even though the women who are doing this, that it is tough for them to get into the program, they are very proud of this, this can be dangerous as well. you are talking about a country where the taliban is still very much frowns upon women studying and working, so to go to the provinces to help the women, it can be dangerous for the mid wives as well. they are willing to do this and see it as something to help afghanistan and proud of the fact that they are in this program and they will be helping the women of afghanistan soon. don? >> they are prouder of doing that than worried about helping in this situation, and they are worried. how worried are the women that came across, that you came across that the situation might start getting worse again for mothers to be? >> there's a lot of concern. when we went to this province, this volunteer health cling, ic and the women know that the pilot programs is helping the country in whiches that i have not seen. and afghanistan two years ago was ranked as the worst place to be a mother, and now it is second worst, and that is a improvement for afghanistan, but a dire situation. so the ngo workers that we spoke with and the women we spoke with said, look, they are happy that the situation is improving, but still a lot of work to be done, a and they are worried as the troops withdraws if the funding dries up what it means for the mothers and the babies there. if they want the numbers to reduce when it comes to ma tetel and child mortality, they will have to have that funding to continue. and now some palestinians are leaving home. >> as a human being, i feel sorry for them, but they have done something wrong. we talk about democracy, right. the right for ownership is principle in democracy. >> reporter: they are preparing to leave peacefully, but they don't believe that moving will solve anything. >> i think that if we can reach peace through this process, well, then i'm happy that my house is the sacrifice for that. but unfortunately, i don't think that my house being destroy ed will lead to peace. >> reporter: some previous evictions have been far from peaceful. six years ago, the hilltop settlement of amona resulted in outbreak. >> that is elise la bbott who i joining us from jerusalem. the people are wanting to revisit this, but how is the first phase of this going? >> well, don, the residents are going quietly, but it is a group of settler activists who are trying to wreak havoc yesterday and tonight and as the residents werer leaving the settler activists tried to entrench themselves around the buildings and they were forced out by the residents and also today, some youth came around trying to make trouble. the akvisctivists have made an agreement with the. go to leave quietly, and they will be resettled in a neighborhood nearby, but it is the activists who may wreak havoc before the deadline. >> what is expected july 1? will everybody be out? if so that is good, but if not, what is expected? >> well, i think that the rest of the residents, they have agreed to go, and i think they will be out, but the question is what are these activists going to do?
