bring the country -- together. i'm going to bring it together. >> we all know donald trump sees a different america. an america story of resentment, advantage and retribution. that's not me. that's not you. >> everything that joe biden touches turns to [ bleep ]. >> celebrating the constitution, our country, our economy and our communities. donald trump is vermin, poison, poison in the blood of america. >> it sounds a lot lik 2020 you could say it sounds like 2016 as well. while the contours of the campaign feel like deja vu, they already do. what's happening behind the rallies is noticeably and notably different. president biden is outraising former president trump which could be especially significant when donald trump is in a personally precarious financial position, which he is. we'll explain what that means in a moment. it could also have bearing on what trump expects or demands of the rnc which he now functionally controls through his daughter-in-law and hand-picked successor. on the other side of the things, president biden shattered expectations at the state of the union. and still has work to do to prove why he's running and a claimmaker. from ezra kline in "the new york times," biden is practiced at talking about the threat that trump poses to democracy. it's clearly what motivates him. but he, not trump, is the incumbent and biden has lacked a simple time to tell the story. that might have just changed. joining is aaron gilchrist, and vaughn hillyard is here. and lisa rubin. let's start with trump's finances. he owes $500 million and more and counts on legal judgments. how is that putting a strain on his ability to run a campaign? >> let's just look sat 2020, katy. for the biden compangs and their allies they spent more than $1.6 billion, compare that to donald trump and his allies, just over $1 billion. 600 trillion less. joe biden was barely able to win that election in several key states. pass post to 2024, not only do they look at a deficit in finances compared to biden but $80 billion has already gone to legal-related expenses over the last two years for trump-affiliated super pacs. so they're starting with a deficit. add on to the reality, that the rnc is having to best also to senate endowed races. there are serious questions for the trump team and how they're even able to compete. >> you mentioned the rnc. let's talk about the rnc. who is now in charge? and what might donald trump expect of the rnc in the coming months? >> well, i was at the rnc in houston when lauren trump was officially named co-chair. >> his daughter-in-law. >> his daughter-in-law. already they're viewing her as instrumental to their fundraising ability, right? that trump name, they're going to ride or die off that trump name. in 2024, that calculation has been made. they've put that on the senate candidates in these key states as well. when you're looking at the operation, literally day one of the rnc merging with the campaign. one of the two co-campaign co-managers for donald trump is coming in as the chief operating role. and i've confirm they had brought in a number two to him as well, who previously served, to help with the financing of the rnc. because there's a lot of entanglement for that operation. we're talks months now. >> do you think they need a lot of money going into the campaign? or are they banking on donald trump just getting out there to his various stops, we'll get to that in a moment, and campaigning on the courthouse steps? and getting earned social media, do they believe that's enough? >> they absolutely think that earned media is going to offer them a lot but here's a reality at play. it takes manpower. this is my big schtick here, money can help towards actually putting folks on the grounds in these states. in real parts of wisconsin, real parts of georgia, real parts of michigan and arizona. the places where you don't normally vote, you need to tell them to go ahead and vote. in arrowhead, if you don't have the money to have people vote, it makes it harder. you can have rallies, but those rallies cost $400,000. don't expect to see donald trump to be parading around the country because those events cost hundreds of thousands of dollars to put on. they're a predicament. >> do you like rural on television. >> the rural jurors. >> while trump is campaigning he's campaigning in court a lot. tell me what's going on with e. jean carroll. because he's posted the bond for her judgment, $93.1 million -- am i correct. >> $96.3 million. >> i had some of this right. he's also going out and talking about ageing carroll. >> defamation is a conclusion. based on the comments made over the weekend, the ones he made to cnbc this morning and the comments that were held to be defamatory by a jury last may, and again, damages found this fall, yes. >> do they keep bringing cases? >> i think that's an open question. one of the things that e. jean carroll's lawyers would have to do to bring a new claim for damages is actually show she's been damaged. you'll remember, katy, in the last trial, $65 million of that $83.3 million judgment was in punitive damages. we still have to find that the person has been injured. and there is a justification for an award of compensatory damages. in order to show those, you might have to wait a while for the ugly things to happen. you might have to show, for example, that e. jean carroll is a subject of death threats. that the comments on her social media page start all anew. it's perverse. >> it would cost money for donald trump to fight this. he presumably has millions of dollars in legal fees already. there's millions of dollars he's got to put up in his defense in the alvin bragg case. that case is probably the first to go to trial, unless something crazy happens. and he's filing a motion today to argue what to try to stop it? >> he's arguing that he's presidentially immune. we've heard this song before. what's really interesting here is he argued this previously last year when he tried to remove the hush money case to federal court. a federal judge found it wasn't even a reasonable or colorful defense. trump initially with drew that. but he with drew that at a later time. he never raised in motions in limine. we're headed to the march 25th trial with donald trump never raising the argument before, but at the last minute saying, wait a second, the supreme court has to act before you have the trial. >> using in georgia, if fani willis gets to go forward, remember, judge mcafee is deciding that this week. aaron gilchrist, let's talk about the biden campaign. what is now their message to try to define this campaign for the next eight months? >> well, we've heard a message thus far.president has held two campaign recently since the state of the union speech, one in atlanta, one in the philadelphia area. today was actually an official speech. still the topics discussed discussed here, he did bring up former president trump over the weekend. in each case, he talks about what will he sees as a threat to democracy that donald trump is a threat. he'll go through what he believes donald trump will try to undo if re-elected. in particular, today, he talked about the work that he's done to lower health care costs across the country. noting if donald trump were to win office today, he actually did use his name, instead of referring to him as my predecessor, as in the past, saying donald trump into office would mean a reversal of some of those things. that's the messaging that the campaign is trying to use, sending out surrogates all over the country that, indeed, the president would pose a threat to all of the work, the good the president says he's done for the country, as well as democracy in general. even one point over the weekend, katy, he made a reference to other democracies around the world feeling threatened by the donald trump administration. >> the greatest comeback story never told. frying to remind voters a lot has been done in the past four years. doing a sharm contrast between the past four years and what ended the pandemic. aaron gilchrist, losen reuben. thank you very much. and is congress trying to take away tiktok? (vo) it's your vision, it's your verizon. i know what it's like to perform through pain. if you're like me, one of the millions suffering from pain caused by migraine, nurtec odt may help. it's the only medication that can treat a migraine when it strikes and prevent migraine attacks. treat and prevent, all in one. don't take if allergic to nurtec. allergic reactions can occur, even days after using. most common side effects were nausea, indigestion, and stomach pain. relief is possible. talk to a doctor about nurtec odt. joining us now to keep on this conversation, former chief strategist for the bush/cheney campaign, matthew dod. matthew, it's great to have you. talking about the general election, moving forward, eight months away from election day. we have two candidates that have vulnerabilities, to put it diplomatically. ful ural advising these campaigns, which campaign, first of all, would you rather be taking on? >> i mean, if i had a choice in the matter, probably the only one i would choose anyway would be joe biden's campaign in the course of this. i think the odds that his status improves going forward is higher -- is as high as of what donald trump is deteriorating because of what he's about to be faced with in the course of all of these court races. so i think if the biden campaign runs it right, i think actually similar to what we did in 2004 with bush, i think he has a chance to put donald trump on the defensive. that's the kind of chain he needs to run. >> explain that. what do you mean by what you did in 2004 with bush? >> well, you know, people forget in 2004, the number one issue was the economy. and we were at ate disadvantage to the democrats in it. we decided to run the campaign as a contrast with john kerry on national security. and we ran almost exclusively contrast ads on an issue that wasn't the number one issue, and ultimately, we won that campaign. of course, it was close. but we won that campaign, in the course of this. we didn't think it was the best idea to run on a record, a record on the economy, a record on other issues, because as i said, we were vulnerable on those. so we ran a contrasting campaign on an issue that wasn't the economy and won. >> do you think there's an analog, though, for this campaign, is it fair, because donald trump, even though he's facing so many controversies, 91 indictments is exceptional. frankly, just exceptional. but i'm reminded of what happened in 2016. and maybe i'm wrong about this, but trump was facing a ton of controversy back then as well from his own words, allegations, from things that he said on tape, grabbing women by the you know what. and it seems like every time something came out, it didn't serve to clarify in many voters' minds that they didn't want donald trump, instead, everything got muddy. there was so much out there against him, that people couldn't single out one thing or another. it just seemed like there was a morass of things out there. and there was certainly an element of what happened in 2016? >> yeah, i agree. and you obviously were very familiar with that having been on the campaign trail throughout the whole case. that's why i don't think you can run this on donald trump's personal chaeshlt flaws. as many democrats thing. that would be a mistake. actually what it would be like with the biden effort, and what it would be like with a donald trump second term, about all of the things he said about leaning into autocracy, and what would happen to most in the country, the working class and all of that. so, we lean away from personal character flaws. let whatever happens in the court system bake itself in. you don't necessarily have to comment on it. and move more into what does it mean if we have a diminished or democracy in a donald trump second term. i think that's what we have to do. the other thing, katy, as you recognize in this, donald trump was very disciplined in his campaign are in 2016. he was very disciplined. and actually had a campaign of make america great. almost every statement feels like it looks backward. looks back at the 2020 election, looks back at all of the grievances, what he's had and what's been done to him. at least in some respects in 2016, he had a looking forward campaign. >> and all the cuts entitlements like social security, democrats trying to hit him on that social security and medicare. and the hungarian president said donald trump told him he wouldn't give a penny more to ukraineful he's re-elected. matthew dowd, thank you very much. coming up what president biden has said what would be a red line in gaza. what does a red line mean for president biden? there's murkiness there. and what are the top officials the most worried about, we're watching the worldwide threats before the senate intelligence committee. and we'll bring you any news that comes out of it. network. >> if it does, the question is who is going to buy it. the algorithm is at the heart of things. if you don't have the algorithm, you can use the chinese algorithm. the vibration is getting louder. its tiktok. >> any case, it's a difficult thing. so what do you buy except the users, right? >> yeah. >> you're not buying the algorithm. it's a problem. >> so, talking about algorithm and talking about tech, even if it does change hands into a u.s. company, do you worry about the algorithms in general, one that tiktok might have, facebook, instagram, facebook and instagram the same. snapchat. all of these companies, mega companies, with all of this information about all of justice. >> right. so years ago, algorithms were leading the world. and now artificial intelligence. now this new trend, which is a big trend in terms of what's going on with investing. as it gets more powerful, it makes more decisions for us and it's run by an ever-smaller group of people, the wealthiest people on the planet. >> it started out thinking they were going to change the world. >> i didn't believe it. >> what it came down to is capitalism. >> yes, that's the first line of the book, it's capitalism after all. you don't have wall street people and insurance people going, what i'd really like, kara is world peace. these people do that, wear hoodies and seem benign, but are not benign at all. >> i asked this, and you wrote about the clear and present danger, of the all of the parties, the information they have, the unchecked ability because congress doesn't regulate them. how do we, as americans, try to help fix that? >> we force our regulators to do something about it. >> do we just get off the apps? >> no, it's impossible. they're addictive, they're necessary. you have to have them for work. education. the technology itself is not bad, except for the addictive elements of it. you have to use it as a tool, not a weapon or let it not be used as a weapon. the key in the book, if you invent the ship, you invent the ship wreck. we have a lot of ships, we have a lot of ship wrecks, where's the lighthouse? and we can demand that. >> the next version is artificial intelligence. >> a.i., yeah. >> and i was talking with one of the bigwigs on a.i. a little while ago -- >> which wig was it? >> i'm not going to say. >> okay. >> and they were asked how much are you afraid of what a.i. can do? and how much are you optimistic and excited about what a.i. can do? >> the person said 10 out of 10 optimistic. 10 out of 10 scared. >> that is correct. it's tool/weapon. that's the situation. people afraid of using it. the element is not going to be like terminator and decide to kill us. that's not what's happening. >> why are there no checks on this? >> i don't know, legislators, regulators. this is a global issue. >> do you think they don't understand it? >> do you think they understand how airplanes work, and they regulate it? >> he just had a big meeting with a big tiktok investor. >> donald trump just goes wherever he has to go. >> he really was genuinely worried about china. the one thing i agreed with the trump administration is we need to do something about an app -- we talk about that air balloon, that chinese air balloon. there's 500 million air balloons over our entire world. and tiktok -- look, it's run by a lot of great people. and deny chinese government manipulation or intervention. at the same time, why would they? why not make a situation, if we're allowed to go there equally, why are they allowed to come here? it makes sense to be able to regulate them. >> who is the most interesting person that you've met on your path? >> on my path? >> on your tiktok -- >> steve jobs. >> why? >> because he's the most consequential figure. he really was someone who is thoughtful, understood, art and design. he understood impact. very early to privacy and tiktok. a lot what we do today, because of steve jobs and his team. >> you wrote about the difference between star trek people and star wars people. and mr. jobs was a star trek -- >> he said he was. star trek is a very happy version of the future of technology which is you run around, you discover things. you change villains' minds, everyone ends up together. spock and kirk, whatever, everybody hugs at every single episode of that. "star wars" is a dark future. where evil can prevail. that's a worrisome one. this is a movie where evil wins sometimes. and hero, so flawed and villains are heroes. it's very confusing. it's not the future i want. >> mark zuckerberg, villain? >> no, it's too easy to do that. that's what we do in this country, reduce people. someone inept at the task he has. >> still inept after all this time? >> look what happened in congress, when those parents had pictures of themselves. visually. the regulators demanding it, it's ridiculous, what are you going to do about it? i'm like, turn around. when the parents put those pictures up. they said they had died or had problems on social media, and that's why their kids weren't there. the pictures are sitting there, thinking these people can't sue mark zuckerberg, instead of apologizing, he said, i'm sorry for what's happened to you. that's not an apology, right? >> i'm sorry for what might have happened to you. i'm sorry if i offended you. >> he should have said i'm sorry for everything i've done and created that this happened to your kids. >> kara swisher. >> reporter: you know, i'm sorry, i just dropped out on audio. but i heard initial what you were asking, but i didn't get the full question. but maybe it's best that you just move on, i'm not exactly sure i heard you. >> benjamin netanyahu, hopefully, you're going hear me now. >> reporter: -- now, you're back. >> netanyahu is dismissing president biden. what does that mean for the war going forward? >> reporter: well, i think it means a great deal for not just the war in gaza, it means a lot to the world, israel is a very close historic u.s. ally. and when your allies, it's a great line of disrespect. if your allies don't take you seriously, how are the rest, the world is watching this in many quarters, certainly, in the middle east, where i spend a great deal of time, i don't want to say losing respect for the united states, but losing respect for this administration. they think why should they be taken seriously, when the united states' closest allies, defending including not sending weapons is not being respected. and this dual role that the united states is playing with israel has a lot of people, at least in the eastern mediterranean where i am right now, confused, frustrated, because they see the u.s., the biden administration promising supported. delivering support, delivering money, delivering political support with vetoes. but then also trying to deliver aid, but that is generally not been very successful. the aid still isn't flowing in a significant way into gaza. i'm here in cyprus because there's an aid ship in the port behind me that is loaded and ready to go. but it's yet again delayed and israel is posing, according to the u.n., aid agencies and numerous ngos increasingly strict restrictions making it very difficult to get food, humanitarian supplies into gaza. and now there is a condition, even though it's ramadan, the muslim holy month which is about fasting and feasting prayer, families are now facing hunger and serious deprivation. >> richard engel, thank you very much. joining us former prime minister of israel and former chief of staff naftali bennett. it's good to have you. is israel making the right decisions right now? >> well, you know, the israeli public stands behind the need to eradicate hamas. everyone in israel, left and right, agrees we have to defeat hamas, we have to bring home the hostages. if we don't not defeat hamas, if our hands are tied from defeating hamas, it's going to reconstitute itself and they're going to create more massacres than in the past. so this is total evil that has to be eradicated. we have to do it. >> is this the best way to do it? >> i don't see another option, going into rafah, cleaning up the last stronghold of hamas and winning, once we finish that, we can start forming gaza 2.0 and a future. >> richard engel was commenting he's heard comments the way they're seeing israel and the united states. tom freeman of the "the new york times" said the same, americans are losing standing alongside israel and that's a problem going forward. and same with richard haass, who is the emeritus president of council of foreign relations, all saying that this war is degrading the respect for both countries. obviously, israel's in a different position in the middle east because there's a lot going on there. but are you worried about going forward what this war might mean for normalizing relations with saudi arabia, with the relationship that israel has with the united states? is it a given that the u.s. is always going to stand so stridently by israel? >> what we're seeing is signs of moral vagueness and clarity. if you look at things and they are clear, hamas want to destroy israel. they started this massacre out of nowhere. if we don't defeat them, our future relationships won't matter because we're going to be entangled in an ongoing war, destruction of israel, for the next hundred years. we have to do away with it, it's like if well eradicate the nazis in world war ii in the west. sometimes, you have to follow through. we knew it's not going to be easy, we knew it's going to be tough, but you know, especially in tough moments when we expect decent people to stand behind israel. we're fights everyone's war. make no mistake, if we don't defeat hamas, we're going to meet radical islam in streets of new york, paris and london. they're coming here. the only way to stop this wave is to beat them. >> is hamas going to walk away from this hostage deal? that over? >> i don't know, the only way to get a deal to happen is to apply more pressure. the fact that there's no deal means they don't feel the sword close enough on their neck. and the reason for that is they sense that the world is going to stop israel, anyway, from completing the job. and that's why we have to be very clear about getting the job done. and eradicating hamas. >> why not open more aid into gaza? i mean, i understand that this war could be over if hamas surrendered. there could be a cease-fire if they agree to a deal. there should be more pressure on hamas given what they're saying among the palestinian people that they supposed are the champion, that's not happening. but there's also horrible hunger and israel can mitigate that by opening another passage for more aid. they can mitigate that by opening up a port to get into gaza, not have americans build a port for an aid ship to go through. why is not israel doing more to help the innocent people of gaza currently caught in this and suffering. 30,000 dead, more potentially, from starvation. >> first of all, israel is allowing aid into gaza. >> enough? >> yes. there's no lack of food in gaza. the problem is, where in gaza is it, because hamas, when they try -- when they try and get the food in to the people, hamas then hijacks that food. resells it into the black market. and the food doesn't reach the right people. so, you know, you have people eating very well in gaza. and others who are hungry because hamas is actually causing the starvation. that's a crazy thing, but that's the reality right now. that's why there's no way around it. we have to destroy hamas. >> zhou think that you can destroy hamas in rafah and it will be over? that this war is coming to a conclusion soon? >> i don't want to put a time line on it, because it takes time. you know, it took the world years to destroy germany, nazi germany. it took america 20 years in afghanistan. we're now five months in. this was a horrible massacre that we all felt on october 7th. i don't have a precise time line. we're on it. the best way to make it go away, or finish it, is to not stop us. >> prime minister naftali bennett, thank you very much. we appreciate you coming on. >> thank you. up next, president biden's armageddon moment. what a new report is telling us about a cuban missile crisis, something like that in ukraine. it all played out behind closed doors. ll played out behind closed doors. . and the royal photos were to put ends to rumors about princess kate just made things so much worse. what's going on? >> well, depends on how and how many nuclear weapons putin decided to use. but if you can imagine the most likely scenario is a low yield, that is something about the size of the bomb we dropped on hiroshima being used on ukrainian forces. in ukraine, the u.s. has plans how to respond. we game these things out. most likely it would have been a conventional response. and we see that confirmed by david sanger's reporting in "the new york times". we don't need to use nuclear weapons in response to one or two nuclear weapons. there are multiple, conventional options we have, precision-guided long-range munitions that could have hit the units, for example that launched the attack. that could have knocked out communications in russia. we could have used siesh warfare against this. and of course, you would have a global evolution about this. no one's even seen a nuclear explosion aboveground since 1980. so this would have brought the world to a halt. it would have isolated russia and would have resulted in immediate sanctions, diplomatic isolation and then, of course, military consequences. the risk is what does putin do next. >> yeah. >> and that's the part where it gets dicey. >> that's what i was going to ask, the unpredictability, not what we would do in response, but what they might do in response, if they're willing to start with a tactical nuclear weapon, what might they do next. i think it's important to look at this in light of the presidential election as well. and if vladimir putin came close at that point, there's no saying he might not come close again. if donald trump wins the election, does the u.s. response change? remember, this is a man who has said he'd tell putin to do whatever he wants with a nato country who donald trump thinks didn't pay their fair share. and a man who victor orgone has said not to give a penny. we've asked the trump team. this is coming from victor arbahn, the leader, how to seize power and never leave. this is the first conversation that we've had from this conversation, that trump has said he will not aid ukraine. he will cease helping ukraine. well, if that happens, ukraine is going to collapse, without outside assistance, particularly from the united states, but also, nato, they will fall. and then there's the question of nuclear weapons which we're getting to. this is a whole different world when you have an individual as unstable as donald trump with his finger on the nuclear button. with his ability to launch a weapon whenever he wants for whatever reason he wants. we don't want to live in that kind of world. >> well, there are people who will say, there are folks around him who will hold him back. who will be leveler heads, who will keep him cool, do you subscribe to that? >> i think there are people who acted as guard rails in the first administration. you saw general milley, he asserted himself in the nuclear command, he said in january 2021, that if trump gives an sorted, come to me first. well, that the case in trump 2 or will he appoint more sycophants and more yes, sir men to it?
