we'll have much more on the heartbreaking deadly attack in just a moment. also ahead, the mugshot that's worth millions of dollars. we'll have the latest from the trump fund-raising campaign. and the latest out of the suspected death of a meshsnary group leader who was once a close ally to vladimir putin. good morning and welcome to "way too early" on this monday, august 28th. i'm jonathan lemire. nice to be back. thanks to you for starting your day and week with us. we begin this morning with a shooting in jacksonville, florida, where three people were killed and what police are calling a racially motivated attack. on saturday, a shoppers and an employee were shot at a dollar general store near a historically black college. all victims were black. authorities say the 21-year-old gunman who was white died of a self-inflicted gun schott wound there at the scene. they described him as a, quote, maniac who wanted to kill black people. they say they found more than 20 pages of racist rioting in a manifesto on his laptop. the police say he legally purchased the two guns used in the attack, a gridlock and an ar-15 stile rifle. the rifle had swas city kas drawn on it. the gunman had no criminal record, but was sent for a 20-hour psychiatric evaluation in 2017. under florida law those do not show up in background checks unless the person has been committed for treatment. yesterday hundreds of people gad -- gathered for a vigil for the victims. also governor ron desantis showed up and was immediately booed by community members. take a listen. [ booing ] >> thank you for doing this. i would just say to the councilwoman -- councilwoman, i've got you. don't worry about it. we've already been looking to identify -- >> he stepped off. he condemned the attack and called the gunman a, quote, major league scumbag. we'll have more on that shooting throughout the morning. turning now to the legal problems for former president donald trump where a judge is expected to set a trial date today in the federal election interference case against him. at 10:00 this morning lawyers for both trump and the justice department are scheduled to appear before a district court judge tanya chutkan for a status hearing. special counsel jack smith's team has proposed the trial begin in early january of next year. in response, trump's lawyers requested that the trial not begin until 2 1/2 years after that, all the way to april of 2026. the former president has pleaded not guilty to four charges related to his alleged efforts to stay in power following his 2020 election loss to now president joe biden. and now that all 19 codefendants in the fulton county election interference case have been processed at the county jail, activity at the courthouse is beginning to heat up. the first major court battle will begin today as former white house chief of staff mark meadows pushes to move his case from fulton county to federal court. four other defendants have made similar moves, using a 1789 law, enacted to protect federal officials from being harassed and prosecuted by state officials. they're all hoping for a friendlier jury pool and judge that if the case remains in the overwhelmingly democratic fulton county that, of course, encompasses atlanta. there are four who will testify today including former secretary of state brad rat lis berger. donald trump was on the infamous call where he asked brad raffensperger to find the votes he needed for that state. >> i only need 11,000 votes. i need 11,000 votes. give me a break. all i want to do is this. i just want to find 11,780 votes, which is one more than we have, because we want to say there's -- there's nothing wrong with saying, you know, that you've recalculated. >> meadows plans to argue that he was simply acting in his capacity as the top aide to the former president. fulton county district attorney fani willis's office says meadows violated the hatch act, a law that bars him from working on a political campaign while working in a government job. there will be a push for a speedy trial for many of the defendants. the case would be slated to start no later than this november. meanwhile donald trump has turned his georgia mugshot into a record-breaking fund-raising hall. according to "politico," trump's campaign claims to have had its best day of fund-raising yet, pulling nearly 4.2 million dollars on friday, making it the single highest 24-hour period campaign to date. fund-raising has totaled $7.1 million in the 24 hours since his mugshot was released. much of the merchandise comes from t-shirts, posters, bumper stickers, and beverage coolers, ranging in price from $12 to $40. the campaign has been prodding online donors with emails and text messages. trump's campaign has said it's raised nearly $20 million in the last three weeks. that figure is more than half of what trump raised during his first seven months in the 204 race. the mugshot also was the subject of trump's return to twitter or x or whatever we're calling it now. joining us now is politics reporter. let's get the numbers reported by the campaign, but big ones. what does it say about how the trump campaign is trying to use this to energize its supporters, and how much money do they need, considering they've also got a lot of legal bills to pay? >> yes, that's a good point. a lot of this is going back into legal defenses for the four cases the former president is facing. this is a pattern too. after each one of these charges starting with bragg's in the spring, it's not dissipated. it's also gotten other candidates to lie down and defend him. it happened again in this case with mike pence and asa hutchinson. afterward they did roy they wanted to do, get out of the headlines. they're going to issue cease and desist because this is so lucrative and this is his image, they're going to make money off of it. no one disputes it. no one who could attack him and win the nomination is using this to attack him except mike pence and asa hutchinson who are polling at combined 6%. >> let's talk about the aftermath of the debate which is colored in part by georgia against trump. is there any candidate since then in your estimation who has seen a burst of momentum coming out of the proceedings in milwaukee? [voice vibrating] some of the other headlines. an osprey aircraft crashed near australia. at least three marines were killed and others taken to the hospital with serious injuries. the incident happened yesterday at 9:30 local time during routine training exercises. the marine corps did not immediately release the names of those who were killed. the exercises were scheduled to end next week. the cause of the crash is under investigation. the ospreys do have a bit of a checkered history. today marks the 60th anniversary of the march on washington as well as the reverend dr. martin luther king jr.'s "i have a dream" speech. people gathered at the national mall as the civil rights march pushed. it remains considered one of the great speeches in american history. in honor of the march, thousands of people gathered on the national mall on saturday to commemorate the demonstration including dr. king's family and a slew of civil rights leaders. dr. king's speech as well as the march itself is still considered to be one of the most consequential racial justice demonstrations in history. we'll have more on this coming up on "morning joe." meanwhile vivek ramaswamy had interviewed on nbc and "meet the press." he says donald trump could have pushed through voting reforms on january 6th. >> he's running. why are you running against him? why do you think his second term won't be as good as his first? >> well, look. i did say he's the best president of the 21st century from george bush to barack obama to donald trump to joe biden, it 'not even close. who was the best, i judge by results. that being said, i believe i can take the america first agenda even further than donald trump did. >> again, from your book, no one likes a sore loser. that's one of the worst heard complexes of them all. are you referring to donald trump? >> i refer in that chapter both to stacey abrams and to donald trump. i think the answer is we need leaders who ultimately stand for victory instead of victimhood. >> most of the candidates on stage wednesday night said mike pence did the right thing on january 6th. do you agree? >> i would have done it very differently. i think that there was a historic opportunity that he missed to reunite this country in that window. here's what i would have said. we need single-day voting on election day, we need pauper ballots and government i. dchlt matching the voter file, and if we achieve that, then we have achieved victory, and we should not have any further complaint about election integrity. i would have driven it through the senate. >> what would you have done rather than mike pence? you would not have -- >> i would have served it up to the president, president trump to sign it into law, and on january 7th declared the re-election campaign pursuant to a free and fair election. i think that was a missed opportunity. then on cnn ramaswamy doubled down on comments he made on friday about democratic congresswoman ayanna pressley, calling her part of the quote modern kkk. he told the host this. i stand by what i said to provoke an open and honest discussion. still ahead, we'll turn to sports, and we've got a walk-off in williamsport. we'll show you an inkreable finish to theer little league world series. and a spectacular world gymnast. she's back. that's all straight ahead. gymna. she's back that's all straight ahead. >> first of all, i think you're right. it's hard to imagine that prigozhin is not dead. hard to imagine if he is dead it wasn't done one way or the other by putin's direction. let's assume that for the time being. i think it suggests putin's grip on power is pretty strong. the idea that he was fatally or seriously weakened by the coup, not so much. he still controls the narrative. he's dehumanized the country. it's still thiefdom. he's still the leader who's probably in charge until he's not. there might not be a lot in between. i think for u.s. policy purposes, we have to assume that putin is president for life and he's going to continue running russia the way he's running it. >> let's have you put this into context, this moment set against the backdrop of a ukrainian counteroffensive that has been pretty slow-going. also there's the sense that putin is trying to wade out both the 2024 u.s. election. we know that donald trump has been pretty pro-moscow. now vivek ramaswamy is the same. we've hard prigozhin talking points in previous days. give us the big picture as to where things stand on this war. >> this war began, jonathan, in part because putin had contempt for the west. he never expected united states, nato to resist. it hasn't gone as anticipated, but that contempt for the west hasn't faded on his part, so i think he is going to play for time. what this means is here we are halfway through the second fighting season. my guess is we're looking at not just the completion of this fighting season but probably a third fighting season next year. putin believes that time is his friend. the united states or west will weaken. he selectively hears things in american and european politics, and i don't think ukraine is prepared to give up. i understand they want their territory back and go back to their 1991 borders. this is a long war. to use the henry kissinger argument, peace is not at hand. i think this is going to go on for some time. one more, richard. let's turn to china. you've mentioned astutely that beijing has been pretty much reluctant to engage too much diplomatically with the u.s. but very interested to try to lure in some american economic investments, and the commerce secretary gina raimondo is over in beijing right now. isn't that sort of continuing the chinese playbook? do you see it changing any time soon? >> yes or no. they want to kav out an economic roup, but the united states does not. janet yellen, the treasury secretary, used the phrase, jonathan, they want to build a high fence in a small yard to protect certain technologies. the contradiction, though, is the yard's pretty big. the same technology that feeds russian defense -- i mean feeds china's defense feeds china's economy. the question is where do we put limits on the limits? >> good morning, jon. the dow ended the session up 0.7% higher than nasdaq, almost 1%. today all futures are seen opening up in positive territory, this as the markets digest the commentary we got from fed chair jerome powell at the sidelines of the jackson hole symposium. he's saying the fed are prepared to raise rates if appropriate and they're still where policies makers feel comfortable. but he also said they're in restrictive territory and will proceed cautiously going forward. this week is a huge week in terms of f data. we get pce price index, personal income and spending data, manufacturing and job reports happening on friday. there's a lot happening this week, jon. >> we're glad cnbc will be with us for all of it. a real estate developer has lost a stunning amount of its market value. tell us what that is and what happened. >> last week we were talking about country garden, which is one of the large property developers in china, but today evergrande was huge. today trading opened down 80%. it's trading at around 30 cents on the dollar. jon, this is just another data point showing you how severe the property downturn is in china right now. it's not just a function of health prices or residential property prices but a function of liquidity needs for them and many of them are in trouble. one more overseas story. the world's second largest brewer is selling its business in russia for a stunningly low price. fill us in, joumanna. >> that's right. so heineken has announced they're selling their russian division for a very token price of 1 euro. the country had been criticized for not existing the war quickly enough. they've now said they're going to be selling their russian business to a manufacturing group in russia for a token amount of 1 euro. that i will be taking a 300 million eurohit on their balance sheet. over 1,000 companies have now publicly announced they're voluntarily curbing operations in russia since the war started. >> all right. 1 euro. cnbc's joumanna bercetche live from london. thank you as always. still ahead on "way too early," will there be a government shutdown when congress returns next month? what's going to happen to us? i don't think people realize it is not a way to run the government. it's not effective, it's not efficient, it's not correct. there is a small stake of lives at risk. i a el do everything i can to keep the government open. >> what's your analysis right now in terms of speaker mccarthy and how he has to at times bend to the whims of sort of pretty far right members of his congress, many of whom seem eager to embrace a shutdown? >> well, it's very clear he does have some people in his caucus, and i am not saying our caucus doesn't have people at times like that too. i want to be even-handed, but there are clearly people in his caucus who want to shut the government down. i don't know what direction governor mccarthy is going to go in yet. i'm a democrat. if it's not ludicrous, not irresponsible, we'll vote to keep the government open. i know it's critical to keeping this country safe and would support it. but i don't think this is really in the hands of democrats right now. i think it's in speaker mccarthy's hand, and a small group -- i've talked to republicans who are scared to death the government is going to be shut down. he has members of his caucus that don't want it to happen. >> there seems to be some momentum building. we'll see what happens when everybody gets back to town. congresswoman, i want to turn to a matter that's certainly important as someone who representatives the state of michigan. the united autoworkers are voeetting unanimously to strike, looking for a significant wanl increase and other measures. give us your reaction to what's happening there, something near and dear to your home state. >> look. i spend a lot of time with the uaw, i spent a lot of time with the auto companies. i'm somebody who talks to somebody every day. i think that people need to take this very seriously. i think we could see a strike, and if we do see a strike, the impact on our economy, nobody even understands. it will put us in a recession for the fourth quarter. i believe -- i've talked to everybody. i know there are a lot of tough discussions going on. i'm trying to make sure everybody is hearing what each is saying. i think people don't realize that you have auto workers that are making less -- at the battery plant in ohio, it's reached an agreement, but they were making $16 an hour. people could go to the mcdonald's and make $23 an hour. people are worried and scared about their jobs. i have a plant in my district that may close. these are real issues. my workers are scared. i warned people that my workers were scared in '16 and donald trump could win, and i don't think donald trump is going to help these workers. i want to make that clear, too, but michigan is a state people need to be paying attention to right now. our workers are worried about their future and deserve to be paid a decent wage. >> yeah. extraordinarily important words, both in the short term, the summer of labor discontent, but also, as you say, consequences potentially for next year's election. always a pleasure to be joined by congresswoman debbie dingell of michigan. thank you for being with us this morning. up next on "way too early," house speaker mccarthy says an impeachment inquiry into president biden is becoming more likely. what we're now learning about the, quote, next steps. and then coming up on "morning joe," two big court hearing in washington, d.c., and georgia. hours from now, judge tanya chutkan is set to consider a trial date in the federal case over donald trump's efforts to overturn the 2020 election. that as mark meadows will learn whether his fulton county case will be moved to federal court. plus, brand-new polling on what republican voters thought about that first gop primary debate held a few days ago. also ahead, two democratic members of the house, congressman ro khanna and congresswoman elissa slotkin will join the conversation. (vo) learn more. it's your vision, it's your verizon. house speaker kevin mccarthy is pushing forward on his threat of a possible impeachment inquiry into president joe biden. >> so if you look at all the information we have been able to gather so far, it is a natural step forward that you would have to go to an impeachment inquiry. >> mccarthy's comments come as he claims the president hasn't provided documents concerning republicans' multiple investigations into his white house and family. house republicans have alleged the biden family has received controversial payments from foreign companies as well as preferential treatment when it comes to the president's son, hunter biden. in his social media post last night, former president trump criticized republican lawmakers for not moving forward with the impeachment inquiry threat, writing in part, "impeach the bum or fade into oblivion." okay. joining us now, communications strategist for speakers boehner and buck. no one has accused him of being a bum. looks like house speaker mccarthy has gone back and forth as to whether an impeachment inquiry was needed. he was into it for a while, then slam on the brakes. during the recess, seems to be warming to it again. what's your sense of what will happen when the gop and everyone else gets back to the building behind you in a couple weeks? >> yeah, it feels inevitable at this point. i don't think kevin mccarthy would be saying stuff like that if he wasn't prepared to move forward. the reality is this has always been an impeachment inquiry. you asked the right question. what has changed over the last few weeks? i think the answer has nothing to do with this inquiry or joe biden. it has to do with house republican politics. kevin mccarthy is taking a lot of heat from the freedom caucus over the potential spending agreements they're going to have to do later on this year, the fight you were just talking about with the congresswoman. there's a lot of pressure on him to deliver steep spending cuts. defunding things like doj or building the wall, stuff he's probably not going to be able to deliver on. it is going to find himself in a lot of hot water again. what he's trying to do is have a release valve for the frustration and show these people he is willing to fight. it just so happens to be that impeaching be president of the united states is the price he has to pay for that right now, it seems. >> deeply disturbing for the republicans, if impeachment becomes a thing that happens to presidents. feels like we're heading in that direction now. i know you talk to republicans and their staffers who are still there on the hill. is there a degree of concern among them that this house gop seems, at least the public perception seems to be, all it cares about is investigating the bidens and not doing the work of the people? >> yeah, i think kevin mccarthy himself probably appreciates, and i haven't asked him this, but i think he appreciates that this is bad politics for a lot of his members. we started off this congress talking about hunter biden, and i think they realized that probably doesn't sale lot. intentionally sloppy with their language, broadening that to the bidens and biden family. ultimately, a lot of the members who decide whether or not republicans are in the majority, those swing seat members, this is a really tough vote they would end up having to take. i think kevin mccarthy knows it is bad politics, but i think he is doing what he has to do to make the rest of the conference happy. we only have a four-seat majority here, and i feel like a lot of the freedom caucus members tend to be cavalier about the kind of stuff you want to do, even if it costs you the majority. so that's the natural tension, but it seems like the more conservative side of the conference, once again, has won out here. >> certainly, the 2024 election looms on the horizon. let's get your take, brendan, on the gop presidential field right now and what you see coming out of the debate. there's some polls that suggest, whether it's nikki haley, ron desantis, vivek ramaswamy, all bumped up a little bit in the polls. donald trump down a smidge, at least in the state level surveys. what's your read as to where the race stands right now? is it still trump's to lose? >> we need a little more data coming out of the debate. the big question is whether donald trump feels the need to debate next time. if donald trump was able to go through the first debate, skip it and pay no price for it, we might as well just wrap up this primary. i don't think you can point to a whole lot that has changed, other than on the margins. that was the real failure, i think, of the people on the stage that night, not drawing donald trump in, not making him feel like he needs to be a part of future debates. because when he is, you know, running far, far ahead of them and they can't draw him close, they're never going to be able to do anything. i think we'll need to see what donald trump says about future debates. that is probably the biggest thing that will determine whether or not this is a short primary or it might last well into iowa. >> yeah. the latest from the trump camp had been that he was leaning toward skipping the next one, then might start doing some. they haven't committed one way or another. great point how that could change the directory of the race. former aide to house speakers boehner and ryan, brendan buck, thank you. and thank you to you for getting up "way too early" on this monday morning. "morning joe" starts right now. the manifesto was, quite frankly, the diary of a madman. he was just completely irrational. but was it irrational thoughts? he knew what he was doing. he was 100% lucid. he knew what he was doing. again, it's disappointing that anyone would go to these lengths to hurt someone else. his sickening ideology is not representative of the values of this jacksonville community that we all love so much. we are not a community of hate. we stand united with a good and decent people of this city. we reject this
