pettypiece. you have nancy pelosi for now planning to vote tentatively on that $1 trillion infrastructure bill on wednesday. that's the roads and bridges bill that has bipartisan support. but to take that bill will regard a framework on the larger bill, manchin saying we could have that framework by the end of the week. we also have more details on what is in and what is out on that bill, and we still don't know how it will be paid for, although democrats are now talking about a new billionaires' tax. leigh ann, a lot of moving parts, right? we also learned joe manchin is point to go a sticky point when it comes to paid leave. talk about where we are now. >> reporter: these are the final parts of the negotiations and there are difficult negotiations still to be had, hallie. lights start with what senator manchin is wanting and where he is at this point. my sources tell me senator manchin isn't supportive of four weeks of paid leave. that was already in negotiation down from 12 weeks. he's also not yet supportive of $800 of vouchers for medicare recipients to get dental care. that was also in negotiation coming down from what senator sanders wants, which is medical coverage for hearing, medical -- dental and vision. senator schumer told us, told reporters in the last hour that there are three to four final sticking points, and those seem to be three of the four. now, that's just on the revenue side. how you're going to pay for it, or that's how you're going to spend the money. as far as how you're going to pay for it, there is that issue as well. senator sinema doesn't want to support the wealthy, so they suspect it is something long championed into this bill which is to tax the extremely wealthy. senator manchi was asked about this and this is what he said. >> i think we have a better understanding more than we ever had. >> reporter: are you open to a billionaires' tax? >> people who don't report income like you and i do and earned income, there has to be a way for them to pay their fair share. >> reporter: but senator manchin also said he wants this bill topped out at $1.5 trillion. that is less than the 1.75 or 1.9 that president biden and democrats hoped to get him to. there are still a lot of issues left to figure out in these days of negotiation when, really, democratic leadership are hoping to get legislative text done this week, and they think they need that in order to pass this bipartisan infrastructure bill that they want to, as you mentioned, hallie, pass on wednesday. >> so, shannon, you then have president biden looking to get these things passed, wrap up another pitch for his spending bills. tell us about that and what he's doing behind the scenes. >> reporter: he's on the road today. he talked to a preschool to talk about an expansion of child care in this bill. here's what he had to say. >> you hear these numbers, 3.5 trillion or 1.75 trillion, we pay for it all. it doesn't increase the deficit one single cent. so let's get to work! let's put people to work. let's once again reestablish america as the most advanced country in the world. >> reporter: now, you heard that long list of issues that leigh ann laid out that still need to be resolved. the president still expressed some optimism earlier today that there could be a deal before he leaves on a big foreign trip on thursday. the president said he wants that done before that trip. and that trip is significant in getting a deal done before then. it would really matter to the president for a few reasons. not only is it easier to negotiate in washington, but if the president could have a deal to show world leaders, it would, one, have the u.s. setting an example for the rest of the world to follow. for example, on climate. here's what we're doing, now, other countries, you need to join along. two, it would send a message to world leaders that washington is working and functioning. there are a lot of ideas that what led to the trump presidency is still there despite someone new in office. this is biden saying to the countries, we can still get things done. >> pick up on what shannon is talking about. that the president is looking for this to get finished against the backdrop of this, the president's polling. the five different national polls released in the last week showing his approval rating is in the 30s and 40s. that is higher than where president trump was. it is lower than where president obama was in his first year as president. >> biden's polling numbers are really soft. i think the biggest deadline, frankly, not only biden's trip, of course, which is what the white house is using try to force democrats to come to the table and negotiate, is november 2nd. that's when we see the virginia gubernatorial election. i was talking to one democrat last night. if terry mcauliffe loses that, the democrat, what they're scared about is that any wavering moderate democrat who is scared of this reconciliation package, big spending bill, is going to run away. biden's approval rating hurt mcauliffe, and they're not going to want to go down with him. they'll see a replay of 2010. they want to get something done for november 2nd. that's the one they're most scared about. >> go deep on this one piece of this. leigh ann has laid out what's in, what's out, but there's also how to pay for it, right? the idea of this billionaires tax, but an annual tax on unrealized stock gains. that means billionaires will get taxed on their stock even if they haven't sold them yet. as an example, the head of tesla, elon musk. eads seen a gain of about $82 billion so far this year. if this tax were to go into effect, he would pay something like $30 billion even if he sold not a single share of tesla stock. tax the rich? that's sort of a pithy way to put it, but this isn't an easy snap your fingers kind of get it done situation. >> it's really difficult. senator ron widen, the finance committee chairman, he's been talking about this for a couple years but they've not released any kind of legislative proposal where we thought we could actually do something today. they've received a framework for this, but think about what you said there. elon musk made $82 billion this year. that's an insane number. what they're talking about is people like jeff bezos who has an enormously large stock gain, and they can spend huge amounts of money or they don't get taxed on the stock gain. so they'll pay hundreds of billions of dollars, and to cross a number -- we talked about a thousand people -- we're talking about tens of billions of dollars. the problem with this, though, it's very difficult to do -- legally, we're not even sure if it's legal. there's questions about the legality of it, and then there's questions of how we would do it, especially if there's a law. there is a lot going on here, there is a lot that still has to be done. >> john bresnahan, thank you for being here. there are new details on the coronavirus pandemic. on the vaccine requirement for foreign travelers heading into the u.s. starting two weeks from now, anybody coming on a plane has to be fully vaccinated, and you have to show proof of the vaccination. there aren't many exceptions, except one is for kids under the age of 18. that news comes out as the fda advisory committee gets information on a vaccination for kids. what happens from there? you see it on your screen. any recommendation would then head to the full agency for a decision before being taken up by the cdc's advisory committee next week, then it goes to the cdc director. they're out today with early results on vaccines in kids saying the smaller dosage used for anyone 6 to 11 is safe and effective. shannon pettypiece, as promised, doing double duty from the white house. also dr. paul offitt, head of the children's education center. shannon pettypiece, let me ask you about travelers coming overseas. >> reporter: there is a patchwork out there, so this puts everyone in the same place. this starts november 8. bottom line, if you are a u.s. citizen, if you are vavaccinate you still need a covid test 24 hours before coming into the country. if you're an american unvaccinated, you can still come back to the country, it's hard to keep u.s. citizens out, but you have to have a negative covid test 24 hours after you've returned. there is a requirement that all the country need to be vaccinated. you mentioned kids who are under 18 because you can't get the vaccine if you're a child in other countries right now. people who are in other countries with really low vaccination rates, if they have a compelling reason to come to the u.s., they can come in if they provide testing, and a few other cutouts as well. one other thing i'll note, it's the airlines that will be enforcing all this before people get on the plane. >> shannon pettypiece, thank you for that breakdown. dr. offitt, can you share with us what your expectations are? is there any reason to think the meeting tomorrow might not end in a unanimous decision to make that recommendation? >> we'll see. the question is, do we feel we know enough? what we know right now is that in that age group, the 5 to 11-year-old age group, there have been five reported cases. those are children who have been tested. there's been 140 deaths, there's been 5,000 cases of this multisystem inflammatory disease in children that can be quite severe and associated with fatalities. although children, it is true, are infected generally less, and the number of deaths is higher in adults over age 55. children can die with this infection, so we need to look very carefully through all the data to feel comfortable enough to move forward on the vaccine for children. >> one question parents might have, as we talked about the vaccine doses for kids 5 to 11, parent might wondering, if i have an 11-year-old, am i not better waiting until my child turns 12 and can have that larger adult dose. >> we can look at the so-called failure data of 10 mull grams, which is a thurd of the doechlts or they gave 30 micrograms which is the third dose. they can look at president -- the present polls. very and somewhat likely are parents approving of this at 67%. >> there are also potential side effects. some with concerned about long-term risks to child's health or fertility. how important is it for the committee to address those kinds of information tomorrow, and do you anticipate doing that? i'm shocked. >> it's the reason joe biden will be campaigning for terry mcauliffe, why stacey abrams is there on sunday. number two, hallie, is geography. glenn youngkin, the republican nominee, needs to do better outside richmond, more that republicans have done. they have leaned toward anti-trump messaging. they think this is the issue to really wake up their voters, and also kind of be able to let people know glenn youngkin is a republican which you don't really get from all of his tv ads. >> here's glenn youngkin with the focus outside his state. watch. >> this is virginians, not republicans versus democrats. yes, the nation is watching because they recognize that when virginians stand up and take a state that has been blue and elect a republican governor, it's going to make a statement that will be heard not just around the country, but around the world, that we're going to stand up for those values that mean the most to americans. >> yeah, a state race, but people watching to see about national implications, too, mark. >> this has turned into a national contest both on the republican and democratic side where terry mcauliffe is talking about issues like abortion, vaccine mandates. glenn youngkin has leaned into education, more with a nationalized focus than the nuts and bolts of education policy that a governor once had. hallie, the first governor's race in virginia i covered in d.c. in 2005 was tim kaine versus kilgore, which was not much of a race like we have 16 years later. it tells us where politics have come not only in senate and house races, but also a guber na -- gubernatorial process in d.c. they tell me it's not as close as the one poll you were showing. it's well beyond five points. somehow if virginia is going to be super close or if glenn youngkin is going to pull off an upset, you can be sure new jersey will be closer to conventional wisdom. new jersey a much safer race for democrats right now. >> i would also note, we've had terry mcauliffe on this show. we reached out to mr. youngkin for this show. that remains unanswered. mr. youngkin, we would love to have you on our show. there is a big spending bill they're trying to hammer out. >> no one said passing legislation like this would be easy. but we are on track to get things done. >> a senator on paid family leave and vouchers for medicare and medicaid expansion. democrats are also talking about a new tax on billionaires to pay for it all. i'm talking to congresswoman ilhan omar. thank you for being back on the show. >> thank you for having me. >> tell us, is our understanding of the major sticking points the understanding you have as well? does it come down to paid family leave and the vouchers for medicare and medicaid expansion? >> no, i think there is still a lot more that's being discussed. we have to make sure that there is a deal that's being made that will get the blessing of those two senators in the senate, and then also have the blessing of the progressive caucus, because we can't afford to lose any members on this. >> so can you get specific, then? you say there is a lot more on the table. what specifically are becoming or have been sticking points for you in the caucus here? >> we just don't have a deal actually hashed out. everything has to fully come together. there has to be an agreement on everything before anything moves forward. we just really don't have full details that is being put in front of the progressive caucus to deliberate and make sure we have all of our members on board. we know that there are some senators right now that are raising some concern in regards to some of the climate provisions. we know that senator bernie sanders is worried about some of the medicare expansion. we know that there are some representatives on our side that are worried about what's happening to the child tax credit. so there's still a lot of things that are being talked about, but i do agree that we all share the optimism that majority leader schumer was just expressing, that things are moving along more rapidly than expected, and we should have something that we can hopefully agree to and vote on. >> when do you think that would be? what's the timeline? the next two or three days here? >> if we all had a magic ball, i would give you an answer, but we don't. i really don't know how long these things are. >> you're closer to it than i am, right, since you're in the room having these conversations. that's why i asked, because speaker pelosi wants to have that bipartisan infrastructure vote wednesday. president biden says he wants a vote on that before he heads overseas later in the week. to get that vote, as you know, there needs to be this framework in place. do you think that will happen, or is that not a realistic timeline? >> it could be. it just depends how fast we move on some of these pieces that are a sticking point for some folks. you know, we could make the choice to deliberate the next couple of days and hopefully have that crucial vote take place. >> so we've talked about kind of what might be in, what might be out here. there's also how do you pay for some of this, right, or pay for all of it, i guess, and senator krysten sinema says she's not going to raise tax hikes on the rich. there is this billionaires' tax, on the 7500 richest people in america here. can you shed any light on those discussions, what that looks like? senator mitch mcconnell, i'm sure will not surprise you, just called had a hair-brained scheme. >> i think many are surprised that this is something that is on the table, and as you know, many progressives have been pushing for taxing billionaires, and the fact that this is something that is being proposed by a conservative democrat is kind of a pleasant surprise. there are other pay-fors that are being discussed, and i just don't know which ones will ultimately be agreed upon. but i can tell you that conversations are taking place. i was just chatting with our chairwoman, jayapal, trying to see if we can hold as the whip of the progressive caucus, if i can guarantee we will have everybody on board. we just don't want to have there be a moment where we have people jumping ship last minute, so we just start trying to keep everyone together, everyone involved in these discussions and make sure there is something concrete that we can report out to the american public. >> so, then, as the caucus, what is your assessment of that very issue of whether you can keep everybody together and keep people from, as you put it, jumping ship from the progressive caucus? shelter in place right now because of the risk of land slides. we saw the bomb cyclone bring just that to northern california. debris flow rushed down the sides of steep slopes into highways. to give you a grasp of the intensity of the bomb cyclone look at the the rainfall totals. in the past two days we are looking at double digit rainfall totals. these areas seeing more rain in the past two years some of them than in the entire year. sacramento hadn't seen a drop of rain since march. now it is experiencing flooding, not to mention intense winds just across the bay here wind gusts measured more than 90 miles per hour. then i mentioned before the land slides. residents in the santa cruz mountains say they are tired of going from extreme to extreme. last year they had to evacuate because of wildfires, this year, because of precipitation. take a listen. >> we decided to stay. most of the people that i know in the community and on my next door app, they were staying as well. you know, it's scary. >> climate scientists say this rain event won't end california's drought but it should move the needle slightly and reduce the severity. a silver lining. i have been reporting on the dixie fire for months now. it has been burning since july. as of yesterday it has been 100% contained with the help of this rain event. >> thank you emily. time now for a look at what our sources are saying with two of former president kennedy's nephews talking about the recent decision from president biden on documents related to their uncle's assassination. in a new piece in politico former congressman patrick kennedy seems to be all but begging the current president to release those papers on the 1963 killing saying the country needs answers about what happened because the murder quote left such a scar on this nation's soul that last not only a president but the promise of a brighter future. the biden administration says the documents cannot be properly reviewed because of the pandemic ask. politico is reporting that even if the records are released it is not likely they will disclose other potential killers of jfk, which is what some folks are looking at. joining us, ploitdo's mark caputo, to talk about his reporting. a fascinating story, rfk told you ebelieves his uncle was assassinated as part of a larger conspiracy. what makes him say that. >> his dad, rfk sr., the former attorney general, brother of jfk, who was also assassinated felt that his uncle was not killed as has been said, that lee harvey oswald did not act alone. when you look at the fact that both his uncle and dad were assassinated under suspicious circumstances you can understand why he might have conspiratorial beliefs. and then the biden administration decided to hold off on releasing the records n. 1992 the jfk records act was passed which said release the records by 2017. president trump was the president in 2017, said he was going to release the records. he didn't release all of them. then it was supposed to be october 26th, today -- pardon me, tomorrow, yet it didn't happen either. the biden white house partly blamed covid-19. it should be pointed out that covid-19 stuck in 2020, 27 years after the act passed and 58 roughly after president kennedy was assassinated. really hard to see how these records aren't released by now. they say about 75% of the 15,000 records or so are held primarily by the cia and to a lesser extent by the fbi. these are the intel yens services and these are pretty sensitive documents. >> two quick questions. you make the point which is an important one, past president right side on the hook for not releasing the documents either, having them reviewed and released. why is it that these two members of the kennedy family seem to be angry with the biden administration. is it based on your reporting and your sense of it more of a generalized frustration it has taken this long. >> it is a generalized frustration. they are both democrats, they don't blame biden as much as the intelligence agencies, specifically the cia. the cia head played a major role in the warren commission which both of them think was essentially a whitewash that instead of disclosing or finding the truth about jfk's assassinations helped hide it. subsequent to the 1992 jfk records act a lot of the cia statements were proven to be lies of specifically they told the warren commission lee harvey oswald didn't have a lot of records on him. after they were forced to disclose their records it turned out he was closely monitor by the cia. they knew a lot about him. there is a lot of evidence to suggest that lee harvey oswald was certainly involved with the cia. the degree to which i am not an expert in. i am to the going hazard a guess but i am pettypiece. you have nancy pelosi for now planning to vote tentatively on that $1 trillion infrastructure bill on wednesday. that's the roads and bridges bill that has bipartisan support. but to take that bill will regard a framework on the larger bill, manchin saying we could have that framework by the end of the week. we also have more details on what is in and what is out on that bill, and we still don't know how it will be paid for, although democrats are now talking about a new billionaires' tax. leigh ann, a lot of moving parts, right? we also learned joe manchin is point to go a sticky point when it comes to paid leave. talk about where we are now. >> reporter: these are the final parts of the negotiations and there are difficult negotiations still to be had, hallie. lights start with what senator manchin is wanting and where he is at this point. my sources tell me senator manchin isn't supportive of four weeks of paid leave. that was already in negotiation down from 12 weeks. he's also not yet supportive of $800 of vouchers for medicare recipients to get dental care. that was also in negotiation coming down from what senator sanders wants, which is medical coverage for hearing, medical -- dental and vision. senator schumer told us, told reporters in the last hour that there are three to four final sticking points, and those seem to be three of the four. now, that's just on the revenue side. how you're going to pay for it, or that's how you're going to spend the money. as far as how you're going to pay for it, there is that issue as well. senator sinema doesn't want to support the wealthy, so they suspect it is something long championed into this bill which is to tax the extremely wealthy. senator manchi was asked about this and this is what he said. >> i think we have a better understanding more than we ever had. >> reporter: are you open to a billionaires' tax? >> people who don't report income like you and i do and earned income, there has to be a way for them to pay their fair share. >> reporter: but senator manchin also said he wants this bill topped out at $1.5 trillion. that is less than the 1.75 or 1.9 that president biden and democrats hoped to get him to. there are still a lot of issues left to figure out in these days of negotiation when, really, democratic leadership are hoping to get legislative text done this week, and they think they need that in order to pass this bipartisan infrastructure bill that they want to, as you mentioned, hallie, pass on wednesday. >> so, shannon, you then have president biden looking to get these things passed, wrap up another pitch for his spending bills. tell us about that and what he's doing behind the scenes. >> reporter: he's on the road today. he talked to a preschool to talk about an expansion of child care in this bill. here's what he had to say. >> you hear these numbers, 3.5 trillion or 1.75 trillion, we pay for it all. it doesn't increase the deficit one single cent. so let's get to work! let's put people to work. let's once again reestablish america as the most advanced country in the world. >> reporter: now, you heard that long list of issues that leigh ann laid out that still need to be resolved. the president still expressed some optimism earlier today that there could be a deal before he leaves on a big foreign trip on thursday. the president said he wants that done before that trip. and that trip is significant in getting a deal done before then. it would really matter to the president for a few reasons. not only is it easier to negotiate in washington, but if the president could have a deal to show world leaders, it would, one, have the u.s. setting an example for the rest of the world to follow. for example, on climate. here's what we're doing, now, other countries, you need to join along. two, it would send a message to world leaders that washington is working and functioning. there are a lot of ideas that what led to the trump presidency is still there despite someone new in office. this is biden saying to the countries, we can still get things done. >> pick up on what shannon is talking about. that the president is looking for this to get finished against the backdrop of this, the president's polling. the five different national polls released in the last week showing his approval rating is in the 30s and 40s. that is higher than where president trump was. it is lower than where president obama was in his first year as president. >> biden's polling numbers are really soft. i think the biggest deadline, frankly, not only biden's trip, of course, which is what the white house is using try to force democrats to come to the table and negotiate, is november 2nd. that's when we see the virginia gubernatorial election. i was talking to one democrat last night. if terry mcauliffe loses that, the democrat, what they're scared about is that any wavering moderate democrat who is scared of this reconciliation package, big spending bill, is going to run away. biden's approval rating hurt mcauliffe, and they're not going to want to go down with him. they'll see a replay of 2010. they want to get something done for november 2nd. that's the one they're most scared about. >> go deep on this one piece of this. leigh ann has laid out what's in, what's out, but there's also how to pay for it, right? the idea of this billionaires tax, but an annual tax on unrealized stock gains. that means billionaires will get taxed on their stock even if they haven't sold them yet. as an example, the head of tesla, elon musk. eads seen a gain of about $82 billion so far this year. if this tax were to go into effect, he would pay something like $30 billion even if he sold not a single share of tesla stock. tax the rich? that's sort of a pithy way to put it, but this isn't an easy snap your fingers kind of get it done situation. >> it's really difficult. senator ron widen, the finance committee chairman, he's been talking about this for a couple years but they've not released any kind of legislative proposal where we thought we could actually do something today. they've received a framework for this, but think about what you said there. elon musk made $82 billion this year. that's an insane number. what they're talking about is people like jeff bezos who has an enormously large stock gain, and they can spend huge amounts of money or they don't get taxed on the stock gain. so they'll pay hundreds of billions of dollars, and to cross a number -- we talked about a thousand people -- we're talking about tens of billions of dollars. the problem with this, though, it's very difficult to do -- legally, we're not even sure if it's legal. there's questions about the legality of it, and then there's questions of how we would do it, especially if there's a law. there is a lot going on here, there is a lot that still has to be done. >> john bresnahan, thank you for being here. there are new details on the coronavirus pandemic. on the vaccine requirement for foreign travelers heading into the u.s. starting two weeks from now, anybody coming on a plane has to be fully vaccinated, and you have to show proof of the vaccination. there aren't many exceptions, except one is for kids under the age of 18. that news comes out as the fda advisory committee gets information on a vaccination for kids. what happens from there? you see it on your screen. any recommendation would then head to the full agency for a decision before being taken up by the cdc's advisory committee next week, then it goes to the cdc director. they're out today with early results on vaccines in kids saying the smaller dosage used for anyone 6 to 11 is safe and effective. shannon pettypiece, as promised, doing double duty from the white house. also dr. paul offitt, head of the children's education center. shannon pettypiece, let me ask you about travelers coming overseas. >> reporter: there is a patchwork out there, so this puts everyone in the same place. this starts november 8. bottom line, if you are a u.s. citizen, if you are vavaccinate you still need a covid test 24 hours before coming into the country. if you're an american unvaccinated, you can still come back to the country, it's hard to keep u.s. citizens out, but you have to have a negative covid test 24 hours after you've returned. there is a requirement that all the country need to be vaccinated. you mentioned kids who are under 18 because you can't get the vaccine if you're a child in other countries right now. people who are in other countries with really low vaccination rates, if they have a compelling reason to come to the u.s., they can come in if they provide testing, and a few other cutouts as well. one other thing i'll note, it's the airlines that will be enforcing all this before people get on the plane. >> shannon pettypiece, thank you for that breakdown. dr. offitt, can you share with us what your expectations are? is there any reason to think the meeting tomorrow might not end in a unanimous decision to make that recommendation? >> we'll see. the question is, do we feel we know enough? what we know right now is that in that age group, the 5 to 11-year-old age group, there have been five reported cases. those are children who have been tested. there's been 140 deaths, there's been 5,000 cases of this multisystem inflammatory disease in children that can be quite severe and associated with fatalities. although children, it is true, are infected generally less, and the number of deaths is higher in adults over age 55. children can die with this infection, so we need to look very carefully through all the data to feel comfortable enough to move forward on the vaccine for children. >> one question parents might have, as we talked about the vaccine doses for kids 5 to 11, parent might wondering, if i have an 11-year-old, am i not better waiting until my child turns 12 and can have that larger adult dose. >> we can look at the so-called failure data of 10 mull grams, which is a thurd of the doechlts or they gave 30 micrograms which is the third dose. they can look at president -- the present polls. very and somewhat likely are parents approving of this at 67%. >> there are also potential side effects. some with concerned about long-term risks to child's health or fertility. how important is it for the committee to address those kinds of information tomorrow, and do you anticipate doing that? i'm shocked. >> it's the reason joe biden will be campaigning for terry mcauliffe, why stacey abrams is there on sunday. number two, hallie, is geography. glenn youngkin, the republican nominee, needs to do better outside richmond, more that republicans have done. they have leaned toward anti-trump messaging. they think this is the issue to really wake up their voters, and also kind of be able to let people know glenn youngkin is a republican which you don't really get from all of his tv ads. >> here's glenn youngkin with the focus outside his state. watch. >> this is virginians, not republicans versus democrats. yes, the nation is watching because they recognize that when virginians stand up and take a state that has been blue and elect a republican governor, it's going to make a statement that will be heard not just around the country, but around the world, that we're going to stand up for those values that mean the most to americans. >> yeah, a state race, but people watching to see about national implications, too, mark. >> this has turned into a national contest both on the republican and democratic side where terry mcauliffe is talking about issues like abortion, vaccine mandates. glenn youngkin has leaned into education, more with a nationalized focus than the nuts and bolts of education policy that a governor once had. hallie, the first governor's race in virginia i covered in d.c. in 2005 was tim kaine versus kilgore, which was not much of a race like we have 16 years later. it tells us where politics have come not only in senate and house races, but also a guber na -- gubernatorial process in d.c. they tell me it's not as close as the one poll you were showing. it's well beyond five points. somehow if virginia is going to be super close or if glenn youngkin is going to pull off an upset, you can be sure new jersey will be closer to conventional wisdom. new jersey a much safer race for democrats right now. >> i would also note, we've had terry mcauliffe on this show. we reached out to mr. youngkin for this show. that remains unanswered. mr. youngkin, we would love to have you on our show. there is a big spending bill they're trying to hammer out. >> no one said passing legislation like this would be easy. but we are on track to get things done. >> a senator on paid family leave and vouchers for medicare and medicaid expansion. democrats are also talking about a new tax on billionaires to pay for it all. i'm talking to congresswoman ilhan omar. thank you for being back on the show. >> thank you for having me. >> tell us, is our understanding of the major sticking points the understanding you have as well? does it come down to paid family leave and the vouchers for medicare and medicaid expansion? >> no, i think there is still a lot more that's being discussed. we have to make sure that there is a deal that's being made that will get the blessing of those two senators in the senate, and then also have the blessing of the progressive caucus, because we can't afford to lose any members on this. >> so can you get specific, then? you say there is a lot more on the table. what specifically are becoming or have been sticking points for you in the caucus here? >> we just don't have a deal actually hashed out. everything has to fully come together. there has to be an agreement on everything before anything moves forward. we just really don't have full details that is being put in front of the progressive caucus to deliberate and make sure we have all of our members on board. we know that there are some senators right now that are raising some concern in regards to some of the climate provisions. we know that senator bernie sanders is worried about some of the medicare expansion. we know that there are some representatives on our side that are worried about what's happening to the child tax credit. so there's still a lot of things that are being talked about, but i do agree that we all share the optimism that majority leader schumer was just expressing, that things are moving along more rapidly than expected, and we should have something that we can hopefully agree to and vote on. >> when do you think that would be? what's the timeline? the next two or three days here? >> if we all had a magic ball, i would give you an answer, but we don't. i really don't know how long these things are. >> you're closer to it than i am, right, since you're in the room having these conversations. that's why i asked, because speaker pelosi wants to have that bipartisan infrastructure vote wednesday. president biden says he wants a vote on that before he heads overseas later in the week. to get that vote, as you know, there needs to be this framework in place. do you think that will happen, or is that not a realistic timeline? >> it could be. it just depends how fast we move on some of these pieces that are a sticking point for some folks. you know, we could make the choice to deliberate the next couple of days and hopefully have that crucial vote take place. >> so we've talked about kind of what might be in, what might be out here. there's also how do you pay for some of this, right, or pay for all of it, i guess, and senator krysten sinema says she's not going to raise tax hikes on the rich. there is this billionaires' tax, on the 7500 richest people in america here. can you shed any light on those discussions, what that looks like? senator mitch mcconnell, i'm sure will not surprise you, just called had a hair-brained scheme. >> i think many are surprised that this is something that is on the table, and as you know, many progressives have been pushing for taxing billionaires, and the fact that this is something that is being proposed by a conservative democrat is kind of a pleasant surprise. there are other pay-fors that are being discussed, and i just don't know which ones will ultimately be agreed upon. but i can tell you that conversations are taking place. i was just chatting with our chairwoman, jayapal, trying to see if we can hold as the whip of the progressive caucus, if i can guarantee we will have everybody on board. we just don't want to have there be a moment where we have people jumping ship last minute, so we just start trying to keep everyone together, everyone involved in these discussions and make sure there is something concrete that we can report out to the american public. >> so, then, as the caucus, what is your assessment of that very issue of whether you can keep everybody together and keep people from, as you put it, jumping ship from the progressive caucus? shelter in place right now because of the risk of land slides. we saw the bomb cyclone bring just that to northern california. debris flow rushed down the sides of steep slopes into highways. to give you a grasp of the intensity of the bomb cyclone look at the the rainfall totals. in the past two days we are looking at double digit rainfall totals. these areas seeing more rain in the past two years some of them than in the entire year. sacramento hadn't seen a drop of rain since march. now it is experiencing flooding, not to mention intense winds just across the bay here wind gusts measured more than 90 miles per hour. then i mentioned before the land slides. residents in the santa cruz mountains say they are tired of going from extreme to extreme. last year they had to evacuate because of wildfires, this year, because of precipitation. take a listen. >> we decided to stay. most of the people that i know in the community and on my next door app, they were staying as well. you know, it's scary. >> climate scientists say this rain event won't end california's drought but it should move the needle slightly and reduce the severity. a silver lining. i have been reporting on the dixie fire for months now. it has been burning since july. as of yesterday it has been 100% contained with the help of this rain event. >> thank you emily. time now for a look at what our sources are saying with two of former president kennedy's nephews talking about the recent decision from president biden on documents related to their uncle's assassination. in a new piece in politico former congressman patrick kennedy seems to be all but begging the current president to release those papers on the 1963 killing saying the country needs answers about what happened because the murder quote left such a scar on this nation's soul that last not only a president but the promise of a brighter future. the biden administration says the documents cannot be properly reviewed because of the pandemic ask. politico is reporting that even if the records are released it is not likely they will disclose other potential killers of jfk, which is what some folks are looking at. joining us, ploitdo's mark caputo, to talk about his reporting. a fascinating story, rfk told you ebelieves his uncle was assassinated as part of a larger conspiracy. what makes him say that. >> his dad, rfk sr., the former attorney general, brother of jfk, who was also assassinated felt that his uncle was not killed as has been said, that lee harvey oswald did not act alone. when you look at the fact that both his uncle and dad were assassinated under suspicious circumstances you can understand why he might have conspiratorial beliefs. and then the biden administration decided to hold off on releasing the records n. 1992 the jfk records act was passed which said release the records by 2017. president trump was the president in 2017, said he was going to release the records. he didn't release all of them. then it was supposed to be october 26th, today -- pardon me, tomorrow, yet it didn't happen either. the biden white house partly blamed covid-19. it should be pointed out that covid-19 stuck in 2020, 27 years after the act passed and 58 roughly after president kennedy was assassinated. really hard to see how these records aren't released by now. they say about 75% of the 15,000 records or so are held primarily by the cia and to a lesser extent by the fbi. these are the intel yens services and these are pretty sensitive documents. >> two quick questions. you make the point which is an important one, past president right side on the hook for not releasing the documents either, having them reviewed and released. why is it that these two members of the kennedy family seem to be angry with the biden administration. is it based on your reporting and your sense of it more of a generalized frustration it has taken this long. >> it is a generalized frustration. they are both democrats, they don't blame biden as much as the intelligence agencies, specifically the cia. the cia head played a major role in the warren commission which both of them think was essentially a whitewash that instead of disclosing or finding the truth about jfk's assassinations helped hide it. subsequent to the 1992 jfk records act a lot of the cia statements were proven to be lies of specifically they told the warren commission lee harvey oswald didn't have a lot of records on him. after they were forced to disclose their records it turned out he was closely monitor by the cia. they knew a lot about him. there is a lot of evidence to suggest that lee harvey oswald was certainly involved with the cia. the degree to which i am not an expert in. i am to the going hazard a guess but i am
