support. >> i brought the 1.5 as i think you've seen by now, always done from my heart basically what we could do and not jeopardize our economy. here's the thing. my goodness. you have the infrastructure bill. you have this bill right now. we have a reconciliation bill. i'm willing to sit down and work through that 1.5 to get our priorities and they can come back and do later and run on the rest of it later. there are many ways to get to where they want to. just not in everything at one time. >> that $1.5 trillion is obviously far short of the current $3.5 trillion package that democrats on both sides of chambers would like to see but it is something. interestingly by the way apparently manchin gave this number to chuck schumer months ago. democrats have been asking for a number to jump-start negotiations for quite a while but apparently they had the number so color us a little confused about what the public call for manchin to say a number when he had apparently given them this number a few months ago. the progressive caucus chair is speaking to reporters right now. she just said that so far nothing has changed which means progressives are still whipping against the bipartisan bill that is supposed to hit the floor of the house today. speaker pelosi affirmed this morning yes the house is still going to hole that vote today. even though progressives made it clear they will vote it down unless she secures an agreement with the senate on the size of the reconciliation bill. what is the plan? here is pelosi earlier in the day. >> are you planning on delaying this vote if you do not have enough votes to pass this on the floor? >> i do not plan on not doing anything. i plan on moving forward in a positive way. we're on a path to have something that i can say to my colleagues with integrity and certainty is the path we're on. i can't say anything to them until i have, we have an agreement. when i say i, i mean the president, the senate. we have to have an agreement together. i think that the path we are on is leading to that agreement. >> will that happen before the end of the day? >> that is the plan. >> are you committed to having a vote on infrastructure today? >> yes. >> regardless of whether you have the votes or not? >> i intend to -- i don't -- we're on a path to win the vote. i don't even want to consider any options other than that. >> but she didn't definitively say she'd put the bill on the floor if she doesn't have the votes. so can democrats figure this out? bottom line they have no choice. they have to. there is no sugar coating it right now. it was a bad august for the president. here we are capping off an even more brutal september. the president cannot afford for october to get any worse for him or his party. joining me with the latest on capitol hill and the white house, i want to go to this joe manchin news, because to me it's not the number. to me it's the fact that chuck schumer knew this number for two months. what have we been doing? what is going on? all these people publicly said they didn't know what manchin's number was. chuck schumer knew it. what's been happening? it feels like this is, they're making it seem like breaking news when this has been sitting out there for two months. >> chuck, this is the harsh reality that democrats are facing trying to govern and do big things with a wafer thin majority in the house and senate with this 50/50 majority hinging on senator joe manchin, a democrat who won in a state president biden lost by 39 points. now, for the first time manchin has publicly stated a number that he wants for reconciliation, 1.5 trillion in spending. he said it should be fully offset and any additional tax increases should go to that deficit number. now, very notably here manchin was asked if that was his final offer, asked repeatedly moments ago. he did not say that is his absolute upper limit maximum. to your point, chuck schumer the democratic leader knew this for months. it is not clear if he thought he could move manchin or if he had something else in mind. he has not tempered expectations. schumer has kept them very high for what he repeatedly calls a big and bold and transformative package. it's not clear where things go from here but for the first time these progressive democrats who have insisted, telling manchin come up with a number, what you can support, he has finally done that. now they have to figure it out from here. >> i can't let go of this idea that this isn't new today. it's new that he went ahead and publicly said it. i'm trying to figure out why we've pretended for two months we didn't know what his number was. you and i didn't know because we didn't get it on the record. but all of these senators knew. these house members knew. clearly the white house has known. and there is this public, i mean, i'd like to understand -- i guess, perhaps, they thought they could bring him up on their own. why weren't they negotiating with this number in mind for the last two months? why does it make it seem as if we're beginning the negotiation today? >> an excellent question. it certainly seems like schumer thought he could move senator manchin on that number. that that was simply an opening bid. it may well be. manchin has not definitively ruled out going above the number but so far as we know there have not been negotiations happening trying to get him up from that number or to abannon it. what is also notable, chuck, is he did specify a number of policies he supports including a lot of the tax increases president biden has called for, top tax rate individually of 39.6%. 28% capital gains tax is a lot more than other democrats to the left of him are willing to support. so there's quite a lot in there to work from but just on the way here in the last few moments i spoke to several house democrats and asked them about the number and they said it's not going to fly or it is premature. one thing to keep in mind if they try to move it down there is a lot of space between 1.5 and 3.5 trillion. they can slide dates around and make programs expire sooner to create the impression of lower cost. >> cory booker used the number 2.5 with me on sunday so we know there is a reality even among some progressive senators the number is likely to get a little bit lower. what's half way between 1.5 and 3.5, right in maybe that 2.5 that cory booker said is a sweet spot. let me move over to peter alexander. don't go anywhere because i have a krysten sinema question next. let me finish up this manchin conversation. peter, what is the biden white house wanting today? how badly do they want this infrastructure bill? because it doesn't seem as if everybody is on the same page of -- nobody is quite sure when the white house wants this bipartisan infrastructure bill passed. do they want it passed today or not? >> it is a good question. we've been keeping our eyes on what they call west exec the driveway alongside the white house to see if the secret service and others are gathering in case there could be a trip to capitol hill where he could kind of either close here but there doesn't appear to be anything closing on right now given all the differences we've seen within the democratic party and as it relates to the conversation about joe manchin's number the white house has not yet commented on that. they say they're not getting involved in conversations between lawmakers. if you just do, and just looking this up, the number seemed to come out of the blue for a lot of us but joe manchin even mentioned #trillion to 1.5 trillion as in the neighborhood of numbers he was okay with about two and a half weeks ago when he was speaking on a sunday show. it does reiterate the idea why was president biden behind closed doors simply asking what the top line would be when it appears clear they knew the number. the white house insists the president continues to be engaging with democratic allies, speaking to lawmakers over the course of the day. we learned a short time ago he did speak to joe manchin himself just yes following a day he and manchin met at the white house in addition to his meetings with krysten sinema. for the president there are growing calls among democrats to be more forceful and get better involved here. as we learn more about manchin's position it appears clear there's only so much the president can do. you are not going to bridge a $2 trillion gap in a matter of hours. >> peter, do you get the sense that members of the west wing staff, cedric richmond, susan rice, ron klain, are they trying to twist some arms in the house to get this bipartisan bill passed today or not? >> we know obviously a lot of the names you mentioned were up on capitol hill 24 hours ago so a lot of meetings have been taking place. whether they're trying to twist arms or not the way it has been described to me, that this is all part of a process. you're not feeling the urgency for anything to happen today which is a bad sign for the vote happening today and really raises questions about what the time frame is in which they are willing to do this. manchin mentioned maybe we'll come back with the bipartisan infrastructure deal today and next year with the reconciliation portion of this. the idea of next year seems like a long way down the road for a lot of democrats and even for this white house. >> let's see if we can get to next week. before i let you both go, today the manchin centered drama. yesterday was sinema centered drama. what do we know from krysten sinema today? >> not much. she has been even more opaque. there have been concerns about whether she is willing to raise tax rates by any amount, concerns about whether she is flat out opposed as a red line to raising individual tax rates, corporate tax rates. she has not given answers to these questions and also not said what her top line is. so she is a part of the log jam here that is preventing in the eyes of progressive house members at least the infrastructure pill from moving forward. now they've heard a number from manchin and know what they're working with. they want to hear something from her before they can feel comfortable reconciliation will happen. nbc news meanwhile is reporting there are arizona democrats and progressive activists launching what appears to be a serious fundraising drive, an attempt to get a primary challenger to run against krysten sinema when her seat is up in 2024. they accuse her of obstructing the biden agenda. arizona is a state that biden won, elected two democratic senators, and there is a real progressive movement there. she could be vulnerable. i stress could be. she has strong support among independents but also needs strong support from the democratic party to hang on to that seat. >> it is interesting. i'm very curious to see if senator sinema shares some of the ideas on taxes that senator manchin has. my understanding is they may not be on the same page on that just like the climate proposals. anyway, a lot of old fashioned reporting today. i know you guys have a lot of work to do. we'll let you go. joined now by democratic congresswoman from michigan debbie dingell who has been calling pretty audibly for president biden to get more involved in this process. good to see you. let me just start with this. did you just learn today what joe manchin's number is? if you did, does it bother you that people knew about this number since july? >> well, i just learned about it today. and i don't think anybody in the house, leadership on down, probably knew about this number until this very recently. i don't know when. >> wow. >> no. i don't think anybody in the house did. i think, look. chuck, i want to -- i think democrats are unified in one message. failure is not an option. we have to get this figured out. you know, really what i've been saying is we need to be talking to more than these two senators. we have a house that's got 200 some democrats, 435 members, that care deeply about this issue and really don't know what's going on. i think the president laid out a vision when he ran for both what we see in the bipartisan bill, always said what's in that bill is important and we need that bill but the vision he ran on is in the build back better bill. i think what you've got a lot of house members wanting is just to know we're going to get both and how are we going to get both bills and the two senators that keep raising objections make a lot of people worry. we're unified in that vision and we will i think every democrat i know is figuring how we're going to get those two bills over the finish line because the american people are depending on us. >> when you say you want president biden more involved what does that look like to you? >> well, i think that my understanding is he talked to a lot of members at the baseball game last night. his senior staff is talking to people. i think we are seeing more engagement. i think there was a lot of focus on a very small number of people in both the house and senate. and i as i tend to do, you know i'm a candid soul, expressed frustration of a lot of people. i know we all want to support the president. there isn't one democrat i know that doesn't want to support the president and his agenda and that need to be communicated to us what that is and how we're going to get both the bipartisan bill and the build back better bill. we cannot do one and not the other. i know democrats are unified in knowing they have to deliver. >> do you know what the president wants with today's vote? >> i think that nancy pelosi's on a path working with the white house, president, and chuck schumer on getting us there. i will say and every one of us knows this, there is no more brilliant legislator than nancy pelosi. and i think she is on the path to get us where we got to go. >> do you think you're voting for this bill today and do you plan on voting for it unany circumstances? >> i don't know what i'm being asked to vote on or what is going to happen and i want us to get both bills. it is very simple. we must have both bills and we must know how that is going to happen. >> i've heard this a lot. we need to have both bills. it seems as if a handshake is not enough. right? and, because one could argue the fact that sinema and manchin did vote to start the reconciliation process is at least committing to the reconciliation process. maybe not committing to the final number but committing to that process. why isn't that enough to use that as enough to say okay let's pass what already has been done, this bipartisan infrastructure bill, and let's get that going? >> so you know what i'm going to say to you? i'm going to give you a very clear example. i do believe nancy pelosi is going to get there so we know we get both bills. to me i have to have that assurance. i stood at the white house a month ago, six weeks ago with the president, ucht aw, and the three ceos. and i have workers in my district just like joe manchin does. he has coal miners. i got auto workers. and they know that their leadership committing to moving to evs, 50% by 2030. to get there and not -- there are a lot of things we have to do to get there to not build jobs. there is not enough money in the bipartisan bill. whenever you can bring us together that's good. we need the bipartisan bill. but we need build back better, too. that's where we'll get to. nancy pelosi understanding the need that we have to know we need to get there. so does the president. his vision is both of these bills. >> you do fear if the bipartisan bill passes today, without a reconciliation agreement, without an agreement on what the top line number is, that sinema and manchin will never be there? >> i'm going to quote steny hoyer who i just learn on your show said the votes aren't there now. they have to -- we have to make sure. i am telling you chuck. people keep saying democrats are divided. we are unified we have to get the vision the president spelled out when he ran for president and the question is how are we going to get there and assure all the democrats. >> congresswoman debbie dingell democrat from michigan. even when she was before a member of congress she worked the halls in other positions, working for gm. you know this place and how it works. the fact you don't know how this end today tells me none of us know. >> we're going to get there. nancy pelosi, there is no better. i was married to a master politician. nancy pelosi knows how to get there and in nancy we trust. >> let's see where there is at the end of this evening, debbie dingell as always good to talk with you. thank you. in just a few minutes we expect to talk to another member of congress the leader of moderates in this debate congressman got heimer who just came out of a meeting with speaker pelosi. first with the bison agenda and future of the democratic party hanging in the balance i'll talk to someone who knows a little bit about how this all works former senator mccaskill. kareem abdul-jabar is speaking out about vaccinations as several nba players are refusing to get vaccinated or confirm they are vaccinated. you're watching "meet the press daily." a once-monthly add-on injection for severe eosinophilic asthma. nucala reduces eosinophils, a key cause of severe asthma. nucala is not for sudden breathing problems. allergic reactions can occur. get help right away for swelling of face, mouth, tongue or trouble breathing. infections that can cause shingles have occurred. don't stop steroids unless told by your doctor. tell your doctor if you have a parasitic infection. may cause headache, injection site reactions, back pain, and fatigue. ask your doctor about nucala. find your nunormal with nucala. what happens when we welcome change? we could have been talking about what the numbers look like a lot sooner. what is your sense of why we're just pretending to fine out now? >> i think just making sausage, chuck. this is how you get deals. you don't get deals by running out publicly and talking about negotiations between a member who is essential to getting this across the finish line. so if you're joe biden and you're chuck schumer and you've been around the senate as long as those two men have, you know the way to get joe manchin where you want him is not to immediately run out and tell everybody what his starting number was. clearly that was kept close to the vest because they wanted to get him up, get into the weeds with him, try to figure out what is there in there that you think has to go? what is it about the tax package? what is it about means testing? means testing is a big deal to joe manchin. so i think they've been trying to do what they know how to do best and that is work joe manchin, try to get him in a place where he could do more, and i'm convinced that he probably will agree to more. i think that you'llen up seeing a number. the other thing going on behind the scenes that hasn't been talked about much today is they're now floating another kinney reconciliation package for the spring. in order to play kate the progressives both nancy and chuck are talking about we could do another one next spring which wouldn't be as big but maybe could address some of the things that we could get everybody, you know, in the tent and agreeing on so this isn't our last shot before the midterms to give joe biden more of his agenda that he so desperately wants to get across the finish line. >> if i'm a progressive and i hear that idea i might say, wait a minute. you think it's been politically hard now? now you're telling me in an election year i'm going to do this? do you think that would be enough for a bernie sanders? >> yeah. i think they'll take what they can get now and always try to get more. but really remember here, this could actually be an infrastructure week. i mean, the republicans tried to do something. does really the democratic party want to be in such disarray that they stop this important bipartisan effort to actually address some of the desperate needs in the country? i'm not saying the reconciliation package isn't also desperately needed. i'm saying are you willing to trash something with bipartisan support and take the political consequences of that? and there will be political consequences. people forget you don't make majorities with people on the far ends. you get to a majority with moderates from swing districts and from purple states, swing states, and sometimes those are democrats and sometimes they're republicans. and hopefully in wisconsin and pennsylvania and ohio and other places we can turn some of those republicans into democrats if we don't blow this. >> do you think the biden administration's eyes were bigger than their political stomach? my point being they had this huge ambition but as you pointed out you can only go as far as in this case the 50th senator will take you. they didn't win iowa. they didn't win north carolina. they didn't win maine. there is no buffer. the end of the day joe manchin is the book end whether you like it or not. krysten sinema is right there with it. is this a case they're trying to do too much with too little political power in >> i would argue it is a case of starting with everything you'd like and realizing the process will work its way toward something slightly smaller. you know, i think that joe biden knew with a 50 vote majority, the slimmest majority his party could possibly have, capped off with a senator from a state that trump won by 40? i mean really? do the progressives think they'll elect a progressive from west virginia? do they really believe that? and so the point is that joe biden knew when he put the number out there it was a big number. and he knew that, you know, joe manchin wasn't going to go, yeah. i'm all for 3.5 trillion. no means testing. let's go. so i think this was a smart way to start big and get to the middle and remember a lot of these progressives that are saying we won't do this, have never been in the majority before. this is their first time in the majority. they don't have an idea how hard it is with a slim majority. but i'm with debbie dingell. i put my faith in nancy pelosi and chuck schumer and joe biden to get this across the finish line. >> what are you hearing about krysten sinema's relationship with fellow democrats? is this becoming a toxic relationship? >> i don't think it is. first of all krysten sinema is running around with spread sheets. this is someone doing a lot of home work on the nitty gritty. she may not talk to the press but i can assure you she is sharing with other members where she is and why she is where she is. they're not talking about it publicly because once again they don't want to tie her to anything until they get a deal. but there's a lot of things in this bill she is really for. she is all about the clean energy pieces of this. she really wants that. you hit on something earlier. i'm not sure she and joe manchin are moving lock step on this thing. >> correct. >> i think there's negotiations going on with krysten sinema. i believe she will get there, too. i believe they'll get a bill eventually. and i'm making a prediction right now there will be another reconciliation bill come april or may. >> that is why i said you are our best unofficial senate reporter and that's the big news out of this talk you and i have is the exit ramp here may very well be a second reconciliation bill in the spring. skinny reconciliation. i love when we skinny omnibus and all this stuff. love our senate speak. claire mccaskill former democratic senator from missouri. thank you as always. >> you bet. >> with me now congressman josh gottheimer democrat from new jersey cochair of the problem solvers caucus. hopefully he heard this back and forth. he is also among the moderate democrats who not only insisted on a vote on infrastructure before moving into reconciliation. he just got out of a meeting with nancy pelosi. yesterday he claimed he'd be drinking champagne sometime today celebrating the passage of this bill. is your champagne still on ice? >> you know, i'm always an optimist and after this meeting with nancy pelosi and i agree with senator mccaskill, never second guess speaker pelosi and chuck schumer and president biden when they're going to work helping to get these votes. i believe we're going to get there and it's going to be a long day and night. we'll get there. but this is critically important, chuck. i think everyone recognizes what's on the line here so important to the president and the country. you are talking about a bill as we've talked about that had 69 votes in the senate. and that the country wants. this is an historic once in a century bill. we can get it done and we can get it done tonight and send it to the president's desk. >> you got out of the meeting so it sound like the plan is still to have the vote today. you heard this, what claire mccaskill is hearing about a skinny reconciliation in the spring as a way to sort of maybe cut this reconciliation pie in half or by some. are you hearing this? is that a compromise you think could stick? >> i haven't heard that but i can tell you i'm for reconciliation and getting something done. you know, for my district whether the tax deduction or investing in the fight against climate change or child care and pre-k there are so many things in that bill that are so important and by the way senator man chin made this point this morning as well. there is so much and it is why we need to get that across the finish line also. it starts today. and this is a huge day for the president and the country. we'll get this done and get reconciliation done. i've told all my colleagues just remember that's what the plan is. we have to get both done. it's critically important to our agenda. >> look, congresswoman says the votes aren't going to be there for this bill. progressives are holding out. they don't feel as if they've got the reconciliation agreement. can you get her more assurances? is it more assurances that the number is no lower than 2 or 2.5? what do you think she is looking for? >> we've talked a lot and i'm talking a lot to my colleagues. they want to hear, which is what i just said, we are for and i know talking to my senate colleagues for getting reconciliation done as well. but you also have to get infrastructure done. you can't take the historic piece of legislation on roads and bridges and rails and also climate resiliency and building a fwaetway tunnel between new york and new jersey so important to me you can't take that and vote no and kill the president's agenda. in essence i don't believe at the end of the day some of my colleagues will go to the floor and vote against the president's agenda and infrastructure and 2 million jobs a year including hard working men and women of labor. you are going to go home and say to i'm sorry i voted against your jobs? including all of this fight against climate change? you know, that is why everyone will unify and come together and we'll get this done tonight. >> your optimism, i get it but it does feel like a game of chicken here. >> you'll have to have some champagne with me when we get this across the finish line. >> bring it on over. this feels like a game of chicken here. if this bill goes down what are the consequences? what happens next? >> i'm not even going to consider that scenario because it can't go down. we have to get this done for the president and the country. >> would you rather have it pulled than go down today? >> no because we're going to vote on it. all 220 of us, chuck, last month voted to bring it to the floor this week. that's what we're doing. the speaker came out publicly behind it in august and said she would bring a vote this week. that's why we're going to do this and we have to get it across the finish line. nothing else is an option. as claire said when the speaker is pushing hard there is no one better at getting votes. that will happen. my colleagues know how important this bill is. you're right. we just have to keep saying to them which i have that we want to also get reconciliation done. we will get there. that's why we are working around the clock on that as well >> i know you spen a lot of time and ernl talk with senator manchin. what do you think of the number he floated? is that enough for you? where is your pain threshold on spending? >> what was so important was less the numbers and more in what he was talking about. he talked about child care, pre-k, home health, his priorities about helping people at the beginning and end of life and being there to me spoke volumes about his priorities and the fact that he said he wants to get reconciliation done. that's, and i hope all of my colleagues heard that. i know a lot of people were skeptical about that. he said clearly i want to get this done. to me we'll go back and forth about the final number and i get that. but what is in there really matters, those priorities really matter. good values we all share and that is why i hope all of my colleagues listen to what he had to say today. >> all right. congressman gottheimer we'll hold you to the champagne promise. >> fingers crossed. >> you got it. thanks for coming on and sharing your perspective. as we've said the one thing we do know about what's happening on capitol hill today is that barring some kind of major surprise the government is not going to shut down tonight. the senate is currently voting on a stop-gap government funding bill. it is expected to pass. the house will take it up shortly after that. that is expected to pass. the president will sign it before midnight. but that deal to keep the government open does not include any resolution about raising the debt ceiling and during a house financial services committee hearing today the treasury secretary and former chair of the fed janet yellen made it clear congress has to address the debt limit period. >> it is imperative that congress address the debt limit. if not, our current estimate is the treasury will likely exhaust its extraordinary measures by october 18th. america would default for the first time in history. the full faith and credit of the united states would be impaired. our country would likely face financial crisis and economic recession as a result. it is necessary to avert a catastrophic event for our economy. >> sadly i think she is now the fifth straight treasury secretary that has essentially had to deliver that statement about the importance of the debt ceiling. fwot to ask yourself why do we keep this artificial thing around just to scare the economy? anyway senate republicans have made it clear they are going to force the democrats to have to raise the debt ceiling on their own. this arbitrary ceiling. chuck schumer says he will not use reconciliation to avoid a default but at this point it seems to be the only way to avoid the default. we'll see what democrats do and whether they'll say fine we're eliminating the debt ceiling for good. up next heading out west where the population is growing but the natural resources are shrinking in some cases evaporating taking a deep dive into the megadrought in the west and lengths some areas are going to to make sure there is enough water for everyone. an exclusive preview of a brand new season of "meet the press reports" is next. still fresh unstopables in-wash scent booster downy unstopables bipolar depression. it made me feel like i was trapped in a fog. this is art inspired by real stories of people living with bipolar depression. i just couldn't find my way out of it. the lows of bipolar depression can take you to a dark place... ...and be hard to manage. latuda could make a real difference in your symptoms. latuda was proven to significantly reduce bipolar depression symptoms and in clinical studies, had no substantial impact on weight. this is where i want to be. latuda is not for everyone. call your doctor about unusual mood changes, behaviors, or suicidal thoughts. antidepressants can increase these in children, teens, and young adults. elderly dementia patients on latuda have an increased risk of death or stroke. call your doctor about fever, stiff muscles, and confusion, as these may be life threatening... ...or uncontrollable muscle movements, as these may be permanent. these are not all the serious side effects. now i'm back where i belong. ask your doctor about latuda and pay as little as $0 for your first prescription. one, two! one, two, three! only pay for what you need! with customized car insurance from liberty mutual! and pay as little as $0 nothing rhymes with liberty mutual. only pay for what you need. ♪ liberty. liberty. liberty. liberty. ♪ welcome back. i'm pretty excited. we now have a new if it's thursday, going to be doing this quite a bit the rest of the fall, premiering season 3 of our new show and just like the last two seasons every thursday we'll take a deep dive into one issue, one important topic, and do it hopefully with some depth and breadth. our first episode examines something impacting all of us every day, climate change. my colleague takes a look at how the west is already in a climate crisis with megadrought, fires threatening local produce and populations and the issue of the colorado river. >> reporter: meet cameron, a water waste investigator with the las vegas valley water district. he and his colleagues are here seven days a week in their not so subtle patrol vehicles to make sure local water regulations are followed >> i drive through areas in the las vegas valley. we look for any waterways violations we can find anywhere from watering on a not assigned day, anything malfunctioning such as broken sprinkler, stuck irrigation valve, leaks. you can see this water running was excessive. it came from these sprinklers here. >> reporter: so you'll mark it and check it again. >> yeah. whenever i have time. >> cal perry who did the lead piece joins me now. that was just a brief glimpse. the purpose of this episode is not to warn people about climate change. it's like it's here now. there are no more warnings, no time for warnings. we are in the middle of it. what struck me about the water patrol part of your piece, i thought, boy. that looks weird to people out east. but guess what? i have the feeling water patrols will be the norm the next 30 years everywhere around the world. >> absolutely. this situation here is much different than it is back east because people here are facing this climate changed every day. when you look at the levels of lake mead, lake powell, talking about lakes that eventually power hydro electric plants and give power to millions of americans it is likely they'll be not functioning in the coming years. it is not a matter of our kids living differently than we are. we are going to be living differently certainly in the west and it will have an effect. you look at cattle ranchers losing cattle in the field because they just can't water them or farmers giving up farmland in central arizona. there will be a large portion of central arizona starting next year that will be unable to be farmed. they're worried it is going to cause another dust bowl. the other senator from arizona, senator kelly spends a lot of time working on this and gave us more details about what is in the infrastructure bill. >> washington has to address it. >> yeah. >> how is washington going to address it? >> that's what we're doing in this bipartisan infrastructure bill i was one of the 22 senators, 11 democrats, 11 republicans that have been working on coming up with a bipartisan solution which we passed through the senate. we still have a ways to go in the house. >> reporter: talk to me about the money in arizona what it is going toward. >> it was a big piece of legislation. it is fixing roads and bridges and will provide broadband in places that don't have it especially rural areas talking across the country right now. there is water infrastructure in there. that is one thing i worked a lot on was western water infrastructure. there's money in there to do things like repair old aqua ducts and linings of canals so we don't lose water through leakage into the soil as we transport water across the state. there's projects where you remove sediment from areas where we restore water so you can store more there. one of the solutions, helpful things we can do is learn how to store more of the water we get. it just doesn't run off, it wind up naturally into an aquifer or a place where we can store it for use later. there are billions of dollars in this infrastructure bill to address water storage and resiliency in arizona. >> reporter: it is $8.3 billion of western water infrastructure. here is how the administration describes it, quote, the largest investment in the resilience of physical and natural systems in american history. chuck? >> the challenge we gave you to is show your piece and you did very well, show that climate has changed. life is already changing. you talked about that. i am curious. what shocked you while doing this piece? the thing that shocked me was learning we'd be surrendering land in arizona starting next year. what really shocked me are the u.s. government projections that are much starker. we talked to the bureau of reclamation on a regular basis and they are giving us we have a plan and there is money for this and a week ago they said the bottom line take lake powell a 1 in 3 chance of shutting down year after next. that is power to over 5 million americans. it is here. it is happening now. the cattle dying also in ranches in the west that is going to affect dinner tables across the east starting next year. >> it's a spiral. that is what people have to understand. thanks very much. terrific work. you can see a lot more of cal's wonderful reporting. when we debut season 3 of meet the press reports tonight at 9:00 p.m. eastern. nbc news now and on demand starting tomorrow on peacock. up next one of the greatest to ever play the game of basketball. and he has a message for today's nba players. get vaccinated or get out of the league. kareem abdul-jabar will be here to explain his stance. you're watching "meet the press daily." higher. i say this because you're somebody that took care of your body before athletes realized this was what you needed to do to play long. there's a reason you were able to play so successfully for so long. you worried about what you put in your body. you worried about exercising at times when that wasn't known to be it. how would you convince bradley beal today? >> well, i would just tell bradley to look back at his own life. in order for him to go to grade school and junior high school, he had to get vaccinated for measles, mumps, rubella, polio, and probably a few more. and he wouldn't have made it through there without possibly catching one of those very scary diseases. but vaccination is something that made it possible for him to go to school. i know in my own life, when i was a kid, seeing the kids that were in iron lungs and the fact that they had to deal with that. the polio vaccine was going to save a lot of kids from having to deal with that. i thought that that was wonderful. so, you know, i don't understand the ignorance involved in taking a stance like that. and i feel it's necessary to call somebody out on. you can read all about how i feel about this. >> it's obviously someplace we went to read about what you had to say. do you think adam silver should have made vaccines mandatory? >> adam's hands are tied by the fact that in order for him to do that, he would have to make an agreement with the players association. so the players association, they have a couple of days, they can really deal with this and give adam the latitude he needs to enforce something like that. but they have to have the okay of the players association, our union, before they can unilaterally do something that requires everybody to be vaccinated. >> you know, it really is going to get weirdly complicated for the handful of teams that don't have a full team vaccinated, particularly if you live and play in san francisco or live and play in new york city. you know, given there's mandatory vaccines to be in that public space, if you were the golden state warriors, how would you handle wiggins, for instance? because right now they've got an issue there. >> well, i definitely would get on the phone with the commissioner and just find out what most of the players think, the general managers have their meetings every year. but this is something that is going to take some concessions on the part of somebody. and these concessions will actually help save lives. i believe that this is going to help black lives matter, because covid-19 is having its strongest effect in black communities, the economy, the fact that people can't go to work, the fact that people are scared for their children getting ill now. there are so many questions. >> i'm glad you brought this up. shouldn't that be the number one reason why famous african-american athletes need to be on the front lines of this, because when you look at this death toll, it has had a huge impact on the african-american community. >> chuck, the african-american community has had the most serious impact of all of this. the covid-19 epidemic has really wreaked havoc in the black community. and they really need to get behind efforts for vaccination, there's no excuse. >> kareem abdul-jabar, the best thing about you is not just what a great player you are but you always speak your mind and you're very direct, that's why we enjoy having you on. thanks for coming on, and as he said, go check out what he had to say. >> stay healthy. >> you too, sir. msnbc's coverage of this crazy day on capitol hill will continue with my friend geoff bennett right after this break. . we can explore uncharted waters, and not only make new discoveries, but get there faster, with better outcomes. with app, cloud and anywhere workspace solutions, vmware helps companies navigate change-- meeting them where they are, and getting them where they want to be. faster. vmware. welcome change. i've lost count of how many asthma attacks i've had. but my nunormal with nucala?
