if you take climate change into consideration, that's the kind of money we need. we've already made a significant compromise. >> we'll also get a look inside at where things stand with wisconsin democratic congressman mark pocan who met with the president yesterday. also the fda could finally authorize a booster shot for those under 65. but we don't know yet. there's a special u.s. envoy for haiti who has resigned over sending haitians back to their homeland, and we'll talk with "dateline's" keith morrison about what the intense interest of gabby petito's disappearance tells us about america's obsession with crime. let's start this hour with the fight against the pandemic. right now it's up to a cdc panel to decide who falls with the risk category to be eligible for a booster shot. that decision could come as early as today. jeff last night the fda authorized the booster shot of pfizer's covid shot to those 65 and older and those other adults with compromised immune systems. there's one more category and it's open to a lot of interpretation. those who are at occupational exposure are put at a high risk. joining me -- also with us nbc news correspondent antonia hill who's in nashville today. what's your take on what the fda did and what you're looking for from the cdc. >> chris, i'm looking for specific additions, details on who is considered high risk by the cdc. right now that's a very, very broad potential category of people, and i think with respect to high risk, you're looking at underlying medical conditions, but also when they say high risk with respect to profession, yes, you have people like me who work in hospitals where we're more highly exposed, but it's also a question of keeping people at work if doctors or nurses call out sick, if teachers call out sick, you're dealing with fewer patients you can admit to the hospital and care for, schools with respect to teachers may have to close if you don't have enough teachers in the classroom. so it's not just about benefiting those people but also the workplace. >> in other words, a teacher who teaches kids who are not eligible to be vaccinated, that's one whole area of consideration. would you like to see them get that specific, or should it be left to doctors or proviers of the shot or does that get into a crazy area if there aren't very good specifics, someone who gets told no one place may be told at another place yes. >> yeah, you need specifics. otherwise you could paint the population for one reason or another, quote, high risk. you get into muddy waters at some point. you need to help doctors and providers make some decisions that are truly informed here. >> all right. so when you're sort of looking at the big picture of what happens here and in terms of it actually providing a safeguard, there seems to be confusion. here we are again people saying, well, do i really need the booster shot, what happens to me if i'm not pfizer. what's your take right now on how this is being handled, and are they confusing things in an effort obviously to give all these different layers of protection and review, are they confusion more than they need to? >> yeah, big picture, you need to realize a booster may not help you. what we have seen is that in people over the age of 65, in people who are highly immunocompromised and people living in nursing homes, those are really the three groups where there is truly convincing data to support extra doses of vaccine, and that's partly because older people, people with immuno compromise, they don't count with a good immune response up front. then if you wait, you're less well protected. for the general population, that remains to be seen. if you get a booster and it givens you a transient three or four months of a boost in your antibody levels and you're back to where you were before, i'm not sure that justifies begins hundreds of others. >> i'm sure you're hearing it from doctors, i'm hearing it from friends. >> starting with moderna, there was data released in the past week that shows moe derma nay be holding up better over pfizer over time with respect to older people, compromised people, but older people in hospitalization. so it remains to be seen whether adults will need an additional shot. johnson & johnson, there are about 15 million people in this country who have godden johnson & johnson. j&j released data this week as well, looking at one dose versus two doses. >> one dose continues to protect at 85% f percentage effect everyoneness than hospitalization. those are actually quite close. and the data on johnson & johnson shows the second dose dust boost your levels, and i think we'll see some recommendations about whether people with one dose got g a dose of j&j and if so, when. >> in the meantime, antonia, providers face difficult decision on who's going to get the treatments. my understanding is there's a supply that's very short. tell us what's happening where you are. >> it's happening where i am, chris. the demand is far outstring them. they're getting about 50 people calling each evening asking for i. when they're in conversation with people who are actively sick, they're struggling to breathe on the phone, it's hard to know who to bring on the line. they've been told that they should consider prioritizing unvaccinated individuals over vaccinated individuals because they are the most at risk for hospitalization and the most in need of antibody infusions. doctors like the ones who work here haven't been asking people about their vaccination status. they've been asifgt with breakthrough cases. there are some who are angered. they're saying, i got the vooerng if i get sick, i may end up at the back of the line. take a listen to a conversation i had with dr. karen block. she's not far from where i am right now, and they're grappling with all this too. >> it is a tough issue and there's a tension where they take the politics out of it and based on the scientists. >> reporter: i asked dr. block when patients were unvaccinated, have you been able to convert any of them to get the vaccine. she said it's been really challenge. they hear from others they're nervous because it's new. for some reason here in tennessee, half the people are vaccinated, chris? >> fascinating founding. dr. gounder. it's a tough and highly powe politicized situation. where do you come at from it? >> it's people who are at high risk. older people. er people with underlying medical conditions, but -- and this is key -- you have to have that level of difficulties. for some, monoclonal antibody would be too late. they just need to be in the hospital. monoclonal antibodies still have a small part to play. if you have not bin p. >> thanks to both of you. le we're going to go to the capitol to see if the parties h p get a key pchl when she hosts her weekly news hour which is where we stand. where do we stand with the $3.5 trillion bill, things hike education, health care, climate chairj. democrats have days to put together the bill and vote on infrastructure. joining us, ali vitali and monica. ali, any change in movement. they worked behind closed doors, trying to find consensus, tryings to look for business. there are a lot of deadlines floating around. one is of lawmakers' own making. they would come to a vote on the bipartisan infrastructure bill on or before monday. the question now though is if progressives will go along with that plan, which they see as essential i. right now what mangs this move cts is the price tag. the thing that makes this difficult, people like joy chain tin says they're not giving any number. that's what progressives are saying including pramila jayapal this morning. take a listen. >> they need to come up with what they want, and then that negotiation starts. so far we've gone through the entire house, with committees, working with the white house, parts of the build back better agenda. >> here's the reality, chris. every everyone on the democrat image sight. . it would be a shame to loose this opportunity to a many significant change. nefrms, the boeing f should bchlt he managed to bridge the divide. but yesterday he was trying to bridge his own party. you have tight margins. >> monica. that was one of the key point hi's made. i've built these relationships, reached across the aisle. you've got police reform talk falling through. how devastating would it be if the president lost key parts of his agenda because of intrapartner taking part? >> just a scathing resignation letter now public for anyone to read, chris, and it's shining a light on the intense internal divisions within the biden administration ore haiti and the thousands of migrants who are showing up on the border. it's extremely rare for the u.s. diplomat to deliver a letter like this and for it to become public. daniel foote was named. he says in his letter he's out effective immediately and that the u.s. approach to haiti remains, quote, deeply flawed, foote writing that letter obtained by nbc new this morning that his own recommendations to the biden administration have been ignore and dismissed when not edited to project a narrative different than his own, and he's refusing to be associated with what he calls the inhumane decision to deport people to a country where he says armed gangs remain in control. he's actually pointing out in this letter, right now for u.s. diplomats serving in haiti, they're confined secure compounds because the situation is so dangerous there it's not safe for u.s. diplomats to be out and about. the state department is responding to the resignation by saying, the u.s. remains. the resignation is creating a real vacuum for u.s. diplomacy in haiti when the u.s. is facing criticism not only from republicans but from a lot of democrats as well, chris. >> yeah, so the optics are terrible and the real world impact not so good either. josh lederman, thanks so much. meantime, after months of negotiations, bipartisan talks on police reform on capitol hill have collapsed. senator cory booker who was the democratic lead in those negotiations explaining it this way. we weren't making any more meaningful progress on meaningful substantive reform. >> we haven't swept the table, but i understand that politics is often a game of incremental changes. >> in a statement, republican senator tim scott accused democrats of taking a partisan approach, writing, quote, despite having plenty of agreement, democrats said no because they cot not let go of their push to defund our law enforcement. the final option of the bill left out more contentious clauses such as qualified immunity. joining me to discuss where we go from here, carmen best and law enforcement analyst brittany pat nick cunningham is with us, host of the podcast undistracted and msnbc contributor. let me start with this. he was not asking to defund the police. having said that, you were part of barack obama's task force on 21stst century policing. you have a deep understanding of how these go. were you disappointed? were you surprised? do you think it can go somewhere from here? give me a take on where you stand? >> i'm certainly not surprised. in this moment, two things -- at least two things are true all at the same time. one is that chances to get even what president biden called modest reforms to policing, those chances are waning. those midterms are going to be an uphill battle because the list of promises is getting shorter and shorter. especially look at the crisis at the border and the treatment of haitian migrants, the democrats are going to have to convince the americans who fought and voted for them, this is the fundamental shift they asked for because a lot of people truly are not seeing it. at the same time, what is also true, bind was right in calling these modest reforms. things like qualified immunity were taken off the table. as far as police accountability that's a non-starter. frankly, in my opinion, these modest reforms are years too late. a lot of the things that are in this current bill are things that we proposed back on that task force in 2015. the culture has moved on. the zeitgeist has changed. the demands are greater. yes, not just defunding the police is a demand, but on the other side of that is refunding the people, something i would think republicans would be in support of to make sure folks have what they need from the ground up, places like los angeles, st. louis, minneapolis, they're demanding that public safety truly be transformed, but this bill couldn't even get to our desk. >> you heard from cory booker. the people who say, you need to be a real list, something is better than nothing, do something as a starting point but do something because so much more needs to be done, do you say, that's not the way to approach this? >> i say that there are obviously multiple ways to come at this thing. here's what i know to be true. since the ferguson uprising in 2014, police are not killing any fewer people than they were before. they're still killing 1,000 people every year and they're black, brown, or indigenous. it's create a clear sense across the country. this is if time when the democrats have the majority. they should be using every tool they have at their disposal. >> one of the things that cory booker pointed out was that they were making progress. he said, for example, we got to sign off in some critical ways of the very powerful fraternal order of police, but apparently one of the pressure points that was that republican lawmakers were reluctant to go against the national sheriff's association with the a more conservative union. how much of this was bowing to outside pressure. >> let me start off by saying i'm highly disappointed as so many ores are that they couldn't find a way to go fooshd. we actually need national standards across the board. geoff does not determine the level of conservancy. it's highly disappointing. i do believe outside influence, particularly, you know, this would not go through, it's just troubling for the families that worked so hard to push the george floyd policing act forward as well as many law enforcement professionals who also believe this should go forward. this should have gone through. it's long, long, overdue. >> i draw parallels in this sense. after george floyd, after newtown, people thought, this is the opportunity. in newtown it was gun reform. here, police reform. have -- are you concerned, carmen, that the moment might be missed, that all the emotion and all the focus that happened during the black lives protest matters in the aftermath regarding george floyd are going to be lost even though america showdown support and after new poun, that they supported gun control, that, frankly, congress double care? >> yeah, i'm very concerned about it, chris. i said this almost a year ago. the real part of this is going to be after all the protests t demonstrations, the people coming forward, alt the end of the day we end up with no progress and nothing to look to to say this is what came out of it. here we are over a year later, and we don't have anything to point to. even though we have a lot of support from a lot of different stakeholders, it reminds me of after rodney king and all of the demonstrations then. i thought surely we would have that type of reform. >> we only have 30 seconds left. are you worried the point has been missed? >> reporter: chris t big question is how many days has brian laundrie truly been missing or you could say on the run ever since he supposedly left this home where his parents are still residing. the big development in just the last about 90 minutes was the fact that the parents of brian laundrie left this house here with police escorting them. they went and were gone for about a half hour before they returned with the mustang. that mustang is the vehicle that the family said that brian laundrie left with nine days ago. that is where they say he took the vehicle to this preserve, a 25,000-square-acre reserve where they say he went missing. initially they said he was supposed to be going on a hike but never came home. foul days later, which was this last friday, he was reported missing. that was nine days ago. they brought the mustang home. initially after dropping off the mustang, they got in their family red pickup and they with about four or five police escort vehicles, they took off from the home. the question is where are they now? the big underlying question, do they know where brian laundrie is. ? when might we get word from the coroner's office about what method of homicide we're talking about. >> it could be any hour, any day, what the manner of death was or cause of death we know it was homicide. what was the cause of her death, we still do not know. >> vaughn hillyard, thank you, as you continue to follow the story. with the gabby petito case with a huge following union line, "true crime" and others are on the hunt. joining me, keith morrison, it's so good to see you, my friend. >> it's been a long time. >> it's been a long time. you've been doing this a long time. >> truly. >> you've done a lot of stories like this. but every once in a while one catches fire online and in the public imagination. >> it's amazing. i continue to be, you know, kind of uncertain as to why. why that one as opposed to some other one. there's usually some very ancient story, i think, that gets our guts going with a story like this. and it immediately -- it's like a weather system that suddenly existed everywhere in the country. everybody knows about it. >> you know, obviously, there's a whole question, which we don't -- it's not for us to get into. but we've talked a lot about it here on nbc, but it's about a lot of pretty white women. >> pretty white women missing, for sure. >> and there was a video because she was doing a vlog. this is more than your typical run-of-the-mill story. >> everything we do is intense and always complicated and it always has scenes like the one you're seeing there. they just aren't normally followed by the press from around the world. >> do they help or do they hurt when you have all these folks online? on one hand they've been aa personally providing some information. on the other hand, i read in one of the articles that the vast majority of these clues turn out to be absolutely nothing and it's a wild goose chase. >> it's true. and quite often it adds expo anyone dhally to what the police have do. there are some times when groups of sleuths are organized enough to work with the police department to solve a particular crime, perhaps a cold case going back 40, 50 years using familial dna. the real skill is to get on their computers and look for connections between, you know, a missing person and somebody, you know, several generations removed from that missing person, and if they can manage to put those things together, they can come up with a solution. it's a complicated business, but the detectives these days are like, you go. try to get that. we'll let you know what is helping. it's helped, just a few so far. >> obviously if police are hoping somebody saw them, to put a timeline together is one thing. >> yeah. >> 30 years for "dateline." >> i know. >> how did that happen? >> it was last week we just started. it goes by fast. >> do you think this is the kind of case that will end up on "dateline"? >> we may do it but i kind of doubt it because the whole world is watching it happen moment by moment by moment. really there's not much less of a story to tell. >> there's no reveal. well, there's a big reveal, but we get it. >> you're seeing it as it happens. >> so good to see you. congratulations on your family. i was asking you before. how often are you on the road? >> thanks for having me on. we strongly are behind the president's build back better agent day it's going help those across the country. >> how are you going to get it done? >> we're going to get it done -- the when doesn't matter. the what matters. i think what we want to do is make sure universal child care, community college, expansion of health care and all the benefits are going to be there for working families as well as the other things. as nancy pelosi said this morning in a meeting, hundreds of democrats are in support of this. there's two in the senate, maybe a hand ulf or two in the house that are a little bit reluctant at this point, but i know that their values are the same as ours, and at the end of the day, everybody's going come together to get the two bills done, whether it's the following monday or the following monday, i don't care. i guarantee democrats are going to do it. >> you don't care if there's a delay on the infrastructure vote if they move it back. >> we are to the point as nancy pelosi said, there are hundreds of democrats ready to do this. we will do that. the real problem we have in washington is it's big pharma and the special interests that don't want to have to pay for this. as you know, this is a bill completely paid for unlike the trump tax break for the wealthiest. president biden has a strong agenda for the working families. we will deliver on this. you know, at the end of the day, we have to make sure any of those reluctant. we'll get that done and pass both of the bills. >> when he came back to the capitol after yesterday's meeting, west virginia senator joe manchin told this to reporters, speaking of the president, he basically just said find a number you're comfortable with based on the needs and still have -- you still have and how we deliver it to the american people. so nobody was going to give the president a number apparently yesterday. he reportedly got frustrated with that. we haven't heard from manchin or other moderates. is that what you're looking for and at what level do you say, sorry, not enough. how much wiggle room do you think there is within your party? >> again, i don't know if it's so much an arbitrary dollar pope. >> he's the one who said give me a number. >> no. what he told us very clearly was he needs to know what values they're for, and that will dictate a number, but we need to know what they like and what they may not like and what we've marked up in the house bills. the good news is several hundred democrats are strongly in support of what we've marked up in the house and we're ready to go, get both of these bills doesn't we have to get people across the finish line. >> she sounds confident. you sound confident. but republican leaders right now are refusing to back down on the legislation. mitch mcconnell wants the debt ceiling raised. he vowed not to give democrats a single republican vote. where do you see that going, congressman? (vo) singing, or speaking. reason, or fun. daring, or thoughtful. sensitive, or strong. progress isn't either or progress is everything. nanty pelosi holding her briefing. let's listen. to have the benefit of her wisdom and judgment in the discussions that we had, and chuck -- leader schumer and i were a part of a discussion that he will report on. mr. shumer? >> thank you. first, i would note before just telling you exactly what happened, that brooklyn is two-thirds of this podium. >> but, the secretary has a connection to california. california. berkeley. >> uh-huh. fort hamilton high school, james madison high school. i have a brief sentence, and that is that the white house, the house, and the senate have reached agreement on a framework that will pay for any final negotiated agreement. so the revenue side of this we have an agreement on. okay? thank you. framework. an agreement of a framework. okay? thanks. >> thank you. >> reporter: what does that mean? >> that means we're proceeding. we made great progress and we're proceeding. we went further. there are some specifics. we're in a situation of lamb eat lamb. what is affordable, and what is effective and what gets the best results as soon as possible? we've made great progress this morning. it's in the writing. you hear everybody coming and talking about one thing or another, but we're writing legislation, and when you're writing legislation, you have to be specific. and this is what took us a long way to a framework. now, again, we always socialize what we're doing and see among some things what works better. and what our needs will be. we'll get more estimates as to how much money comes in on certain things. but we know that we can cover the proposal that the president has put forth to build that better. his vision for our country. well beyond the best budget, bipartisan infrastructure framework. it's -- i'm very excited about this. and again, it's all good. we had an appropriations, a saying, it's lamb eat lamb. but let me just tell you that as you know, this week we passed legislation to keep government open. and lift the debt ceiling. to move all doubt that the full faith and credit of the united states of america is not in question. as the constitution of the united states says. the congress has taken up a tradition of having to vote on that. there's some doubt as to whether that should be the case, but in the here and now, we put forth a proposal. the senate -- the house republicans voted against keeping government open. we need to do that by september 30th, and voted against honoring the full faith and credit of the united states of america. it's quite appalling, because one, the republican presidents where we always had bipartisan support for that. we sent that bill over to the senate depending on what happens there, we will keep government open by september 30th which is our date, and continue the conversation about the debt ceiling. even -- not for long, because any discussion even casts doubt, and when that happened before when the republicans threatened not to support the full faith and credit, when president obama was president, even the doubt that they cast lowered our credit rating. it's not good for our country, for our families, and it has an impact on the global economy. so whatever it is, we will have one that passes both houses by september 30th. that is we're pleased in that same legislation which the republicans rejected, we had our assistance for the natural disasters affecting some of their own regions which they voted against. but, again, necessary to immediately meet the needs of the american people in time of disaster. as well as the legislation, the appropriations for afghan evacuees to further welcome them to our country, meet their needs, and to do so in a timely fashion. we've gotten such a tremendous response from areas affected by hurricane ida, the focus of this legislation, to say ida struck. and you already have -- are putting forth funding to make our communities come as close to whole as possible. very grateful. again, when we talk about the debt ceiling, we're not talking about future spending. it's important to note this is to pay incurred cost. last year democrats and republicans together encured costs for covid that need to be paid for. this is a credit card bill that we owe. under president trump. only 3% of the debt -- of the cost what -- only 3% have occurred under the biden administration. this is largely under the trump administration. and again, democratic and republican presidents, we have to lift the debt ceiling. so when trump was president he increased the debt by $7.8 trillion. now, we take participation in the covid expenses, but not the tax scam that added at least $2 trillion to the national debt. so, again, we've done it -- we've worked in a bipartisan way. it's always been bipartisan. that's how we want to keep it. again, it could -- it would cost
