viewpoints, on big important packages. this is going to be deeply engaged with getting bills and legislation across the finish line. >> biden doesn't have a whole lot of time to try and broker a truce with members of that home team. both pieces of his agenda, his trillion dollar bipartisan infrastructure bill, and that three and a half trillion dollar social safety net package, while they appear to be on a collision course. democrats are arguing among themselves, over which one to vote on. first speaker pelosi has promised to vote on the bipartisan bill monday. progressives say they won't know unless the larger bill is passed. when she returned from her meeting today with the president, pelosi who was mobbed by cameras, seemed to suggest that everything was on track. >> are you still planning on holding the bipartisan bill on monday? >> we are on schedule that's all i will say, and everybody is good and our work is almost done. >> nothing to see here, the white house and democrats in congress are also facing another critical deadline they have to figure out how to avoid a government shutdown october one. and keep the u.s. from defaulting on its dead shortly after that. senate republican said the democrats are on their own here. and they have vowed to vote against the house bill that addresses both issues. senate republican leader mitch mcconnell is now pushing a competing short-term funding that keeps the funding open. but does nothing about raising the debt line. >> so my advice to this democratic government, the president, the house, and the senate. don't play russian roulette with our economy. step up and raise the debt ceiling to cover all that you've been engaged in. all year long. >> rather remarkable considering he's not offering one vote in support earlier today, senator elizabeth warren slammed the republicans over their stance on the debt ceiling. >> it's time to call the republicans out over this. are you kidding me? on the debt ceiling? when donald trump was president, and needed to raise the debt ceiling over and over, democrat said yet we get. it and what are we trying to raise the debt ceiling for now? to cover the deaths that were incurred during the trump administration. and the republicans want to turn around and play political games with that? >> washington post has an asset meant from the folks and movies, it says a failure to come to an agreement on this debt ceiling could push the u.s. into an immediate recession. it could also wipe out as much as 15 trillion dollars in american household wealth, and costs our economy up to 6 million jobs. it will be interesting to watch schumer get this done and in a moment we have a guest on who can talk about just that. all this we learned another item on biden's agenda, will not become law. congressional talks on a bipartisan police reform bill have collapsed. the effort to reform policing had gained widespread support of course, after the killing of george floyd. but today the lead negotiator and the senate that would be cory booker, democrat of new jersey, tim scott republican of south carolina, well they announced they would be no deal. white house said they would look for other world to hold our nations police department more accountable. but as the wall street journal points out tonight, and i quote without legislation the administration is relying largely on the justice department in its efforts to change american policing. >> meanwhile the pandemic continues you know the stats we've been losing just north of 2000 souls a day. most of the estimates are 95% or so of the patients in icu beds are unvaccinated in the hardest hit states. today, during a virtual global summit on the virus, the president announced the u.s. will donate half a billion doses of the pfizer vaccine to other countries around the world. with that, let's bring in our stellar starting line on this wednesday night peter baker veteran and our chief white house correspondent for the new york times, claire mccaskill former democratic senator from the great state of emergency, eugene robinson-winning column is for the washington post, indeed good evening and welcome to you all. peter will start with your beat. what do we know about these meetings today? how they went? and the fix joe biden science himself in presently? >> well he is an infected, because the fact that he has gambled so much of his presidency on this very narrow window that got in front of us in the next few weeks, the 3.5 trillion dollar bill is not just about spending, it's about a lot of different legislative priority that he's wrapping into a single measure. it's as if that is entire no deal would just fit into one, bill it's not just spending, it's on community college for students, it's childcare for parents, it's climate legislation. he wanted to include immigration legislation. but will refining there of course, is the re--- among his own democrats but look he will tell you what the white house would tell you is, this is a stage every time it looks like the train is about the crash, into another change the tracks change and things get back on course. and this will impact also head towards a resolution that the thing will be acceptable. they just can't tell us how they're going to get there yet. >> claire mccaskill, we can't's fault on the debt ceiling. it is remarkable. if you can fog up an mirror to watch mcconnell say with a straight face, that the democrats have to do the right thing here. he's telling his entire caucus to sit down during the vote. now the pressure goes to one charles schumer of new york. if you're schumer clear, how do you get this done? >> well i think he may have to separate the reconciliation and all of the stuff going on with that, and continuing the government. he's only got three things he's got to worry about now. he's got to figure out how to get the reconciliation bill through the bidens package. he's got to figure out the debt ceiling. he's got to figure out how to continue to fund the government. mitch mcconnell has amazing nerve. the republicans did this three times during trump. they raise the debt ceiling. and i think it's time to go away with. this it seems to me that when you love to spend money, you're voting to raise the debt ceiling. because that's what they're depending that americans would understand with this is. it sounds like to americans that the raising the limit to their credit card. no, they're not doing that. all they're doing is paying their bills. that's all they're doing. so the notion that they want to play political games with america, paying its bills, is astounding to me. that they are trying to withhold every single vote. democrats always give them votes on the debt ceiling. always. >> so eugene among other things, we're thinking of george floyd. so much for the most impactful summer of public protests in the history of this republic being the impetus for police reform, if you ask the senate negotiators not so much. and so it ends with a whimper. >> right, as one of our major political parties didn't notice, or didn't care. and i'm talking about republican party because they're the ones who don't want to really do anything substantial in the way of police reform. even though they move this few inches towards something that might be acceptable, but in the end, cory booker and congresswoman karen bass from the house on the democratic side were extremely flexible. an extremely hard just to bring the republicans -- just a minimal acceptable place where some actual reform and happen. and they couldn't even get them. they're so it's up to the justice department now like you said and as you continue their pattern in practice investigations of police were parchment and their interventions there. that's basically what we're left with at this point. >> peter baker, over to the white house, compared to our fetal eggs of the strategy from afghanistan, compared to the diplomacy speak of this-ing off the french, where does the debt ceiling rank in terms of the problems joe biden this looking at? >> well the debt ceiling is more immediate crisis at this point. if they were to somehow failed to pass it, as you pointed out with that study, right about by the washington post, it would be economic consequences of an enormous damage to the country. so that's a higher priority i think at the moment. afghanistan is something that biden would just assume put in a rearview mirror. obviously he's trying to smooth things over with the french. but the death ceiling looms in front of him. in the end, washington constantly plays this game of chicken. and so far has not gone over the last year. but there's always a first, and the first time is what biden doesn't want to have on his watch. so he needs to find a way, he needs chuck schumer to figure out how to navigate this so that they are not jeopardizing the countries credit standing and putting the economy into a tailspin the very moment that he is trying to boost it forward. >> claire mccaskill remember what was it a cast on -- back in the day when all the constituents, and all the elected republicans in the senate calling to washington to remind him that their finances and 401(k) s were on the line, staying on brand here from mcconnell, could really, i know it's not you're leaning concern extract a huge cost when you're trying to take over the senate. they can't really go back to their home state and campaign on. we actually voted to take your 401k. >> and keep in mind here if mitch mcconnell actually pulls this off it will actually be their fault. that the country default. everyone in this country knows it's an even lead to finding setting. everyone we've had enough focus on the filibuster to understand it takes 60 votes. this notion that all of a sudden will always taken a bike artisan vote, that all of a sudden mitch mcconnell gets to sit down and say, we don't have to worry about the country's economy tanking or our world standing diminishing it will be his fault. and you're right brian. you know mitch mcconnell cares about, all that dark money deference those. elections and gets where that money comes from? it doesn't come from mom and pop, down the corner got drugstore. it comes from major corporations in this country. and i can assure you he is going to have a moment where his stomach will clinch over whether or not he is going to be able to get the money he needs dark money to take the senate if he does this to the economy. eugene, give me an on the fly column of 60 seconds or so. reminding everyone that joe biden was elected having been there on his experience and competence. and while folks like us have learned never to draw conclusions about a moment in time, because tomorrow everything can change, if time stopped tonight, what's your column say? with his agenda frozen? what happened? is there a leading reason, to you? >> well, i guess i am not quite sure about the premise. it's unclear to me that the agenda is frozen. if time stopped tonight, we wouldn't know how it ended, right? we wouldn't know what eventually happened. and my position has always been, and i have been right so far, that nancy pelosi and joe biden and chuck schumer are pretty good at what they do. they are pretty good at this passing legislation thing. they are good at this counting votes thing. all of them. they have a lot of experience at it. so we have been to the brink several times already, leading up to this huge brink. but so far, they have managed to pull it out. the past results do not guarantee future performance. so you never know. but i certainly would not be writing any sort of obituaries for the biden agenda. or for the democratic party. let's see how the next few days and indeed, few weeks, play out. >> and peter baker, indeed, you've written more. a one political analysis stories. you've learned that same lesson about obituaries on the fly. >> that's right. look, at this point in history, you would have said that ronald reagan's presidency was not going well, that bill clinton's was not going well. we should be careful about judging the presidency at this stage of its term. we are only a few months in. the terrible over the summer was the afghanistan withdrawal, and a good before that was the covid relief bill and infrastructure package. we will see how it looks a year from now, when the midterms will be his report card. there is a lot of time left to be judging here. so it looks terrible right before it looks great, and vice versa. so i think that eugene and senator claire mccaskill are right. we are still weeks away. nancy pelosi and chuck schumer have shown before 400 plus pages, it's all on full view, the new reporting they offer on just how close the vice president came to overturning the election, and how concerning the chair of the joint chief was that our country would end up somehow at one. but the books final two words may paint the most ominous picture of all. quote pair remains. we are so pleased to have us with us tonight the coauthors of peril. bob woodward celebrated author journalist and associate editor at the washington post, and robert costa national political reporter with the washington post. gentlemen thank you so much i know your own book tour and i know you would probably give for either a cup of coffee, or cup of hours of uninterrupted sleep. and we appreciate you being here with us. mr. woodward i seem to remember you having a coauthor a few years back, then you wrote a couple of dozen solo books. tell us how you came to take on a call author again, and did you bump into him in the newsroom? >> no it goes back to 2016 when bob costa who's less than half my age said we should go interview presidential candidate named donald trump, and we went and interviewed him at his hotel in washington. and costa realized trump had to be taken seriously in the political environment that existed at that moment. i went on to do a couple of books on trump, turns out costas the expert on trump in so many ways and congress, the republican party, the democratic party, so i was looking for somebody younger and more skilled than i that i could lean on. and i was able to. he is a engine of perspective and balance and i would maybe do one or two interviews a day, and he do six or seven. -- >> let me tell you -- you're not gonna jump in here, i was gonna say to bob that mr. cost that is the rising tide that lifts all boats, and that's why he was such a frequent guest on this broadcast for so many years. because he all made us look better by dent of being on. and i'm still gonna cut you off from saying from being modest, and i ask you this i remember leading trade the size and depth of your rolodex. including your many conversations and so much reporting on in pertaining to mr. bannon, and reading this book it strikes me that mr. bannon has had an under celebrated, and certainly under reported role in everything that came to be won six. am i correct in that? >> you are spot on, and thanks bob and brian for your generous words, it's a pleasure to be here and to work with both of you. and when you look at the bannon story for example, bob woodward and i said to ourselves, we're gonna go back to january six. to what happened in this dangerous transition period. and ask further questions, dig deeper. and we all knew about rudy giuliani knee. president trump, their roles they were outside figures during the transition period. but as we started to report and sit down with sources for five six, ten hours, longer interviewed obvious at length. we started to realize that there were longer interviews -- people who had significant influences we put in our book, we put in our member draft in the memo about how he can throw a member to the house of representatives, not -- essentially give to the house of republicans to give to president trump. and steve bannon, he's now known as a podcast host a conservative figure popular on the far-right. but he's also someone we realize he was also talking to president trump, in the final days of the trump presidency. talking to president trump even on january 5th, the eve of the insurrection. and saying to president trump based on our reporting, kill the biden presidency in the. january six has to be a reckoning. these were moments that had not been reported, and it shows how so often we ask the question brian, we did it so often on your show, where the top republicans around president trump. where's leader mcconnell, leader mccarthy. that's not always the sochi in this modern gop. it's about some of the fringe figures. the outside figures. who actually wield significant power in these times. >> so bob woodward that may call for an analysis on your part, but the last point robert ray, what was it about the republican party that left it so open, so vulnerable to a complete and total hostile takeover that of course remains to this day? >> well in the republican party, the old order was dying. and i remember talking with president trump about this. and said you seize literally histories clock. and trump kind of jumped in his chair in the oval office and said, yes. that's exactly what it was. the power of trump exist. the polling clearly shows he had to the republican party and you see all of these figures, bob costas right this infinity that the in heap of the infinity for trump. he's got support in the republican party. and he can, costs and i have talked about this, looked almost certain that trump is going to run. he is the powerhouse in the party. and he struck a chord for 20, 30 years from now people are going to be writing books and analysis about what happened in 2016. but he didn't he lost in 2020, by maybe, if you look at the states in arizona, if you flip 45,000 votes he would've been elected president. so he is there and we are continuing the reporting in this book. what he did, would he cared about, i don't want to dwell on it too much, but there's a scene in the book when general milley, chairman of the joint chiefs, senior military man for the united states discovers that trump has signed a memo calling and ordering withdrawal of all forces from afghanistan in somalia. this is while trump is still president. milley did not know about this, he marched over to the white house barged in the nation's security adviser, robert o'brien said what the death is this. do you know about this? the national security adviser did not know about. it others did not know about this. bryan the national security adviser to get to trump, and said you can't just proceed the law requires that you have a meeting of the principles in the national security council agrees to nullify his memo. trump signed the memo because of couple underlines that he went along with it from a dangerous man as we know a dangerous president i would call it third world. politics. i don't want to offend the third world. both of these gentlemen have agreed to stay on. coming up, when our conversation continues, the book winner there. still with us are the authors bob woodward and bob costa. bob this isn't the question that lends itself well to a 62nd reply. but i will try. a lot of the people in my life who are smart and thoughtful, some recognizable names from our broadcast, have been in touch with me to say, in their view, right now is the time to worry. your book makes it clear, down to the last page, that we came close. how close are we right now? >> well, you can't predict the future. but what bob costa i and i found in eight or nine months of reporting, going off line, not writing for the washington post or going on television, is that there was a national security crisis in this country. that war with china was dangerously possible. there is a call that we have the transcript of, between anc pelosi, the speaker of the house, and chairman milley, in which on january 8th, two days after the insurrection at the capitol, in which she -- i don't know if you have had the chance to look at it. but it's an extraordinary transcript of the leader of the house, the speaker of the house, saying, i am worried about president trump's control of nuclear weapons. what guarantees can you provide? milley says, oh, there are procedures. at the end of the call, he realizes that nancy pelosi was right. this is dangerous. and he takes action, calling in the key people and doing essentially what happened in 1974 with nixon, when the secretary of defense, james will put the word out, don't take orders from nixon without involving slash injure. they took parallel action on his own and i have never seen it like this, we are he calls the people who run the war room in the pentagon, and says, you will not act without making sure that you talk to me and consult me. so there was a very serious worry about two of the catastrophes that could befall this country. some sort of use of nuclear weapons and a war with china. >> so robert costa, when you and bob woodward reported that it was senators lee and graham who were vetting trump's false claims, coming up empty. to name two guys who put the sick in sycophant, there it is there, they are trumpy members of the senate. tonight trump went after both of them. your republican presidential candidate won in a landslide -- that's a lie, but has so little backing from republican leadership. they should be ashamed of themselves. if he is talking like that to the loyalists, robert costa, and is mulling over an attempt to be the presidential candidate in 2024, doesn't that come close to burning the house down before attempting to redecorate? >> it's an expression of his power within the republican party. this is someone, senator graham, who we documented in our book, who is trying to rehabilitate president trump and get him to a position to run in 2024. he is playing golf with him frequently. yet tonight, in a public statement, trump is saying senator lee and senator graham should be ashamed of themselves. and that comes from reporting from'peril', where you have them realizing in the january 4th and january 6th period, that all of these claims made by trump are not accurate. there is no meat to these claims of election fraud. but even though he is in political winter, he is signaling with a statement that he is in control. and that, if you come at him, even if you are an ally, he will make you pay a the fda approved that emergency use of pfizer's booster shot for american 65 and over. and those who are at high risk. new york times telling the story this way, quote, roughly 22 million americans are at least six months passed their second dose of the pfizer vaccine, according to the cdc, about half of them 65 and older. millions of americans who received the moderna and johnson & johnson vaccines are still waiting to learn whether they too can get boosters. it's an important night to have our next guests back on, doctor peter hotez, a vaccine scientist working with the team to develop a low-cost vaccine for global distribution. he is co-director of the center for a development at texas children's and he's the dean of the national school of tropical medicine at baylor college of medicine. so my words, not yours, but this is where our beloved federal government becomes clunky. you and i have both know and that people of means and access our scheming to find a way to get that third shot. it's happening all across the country every day. second of all, the use of government nomenclature, which is for public safety, this emergency use authorization, that has been seized upon, as no one needs to remind you, by the anti vaccine community. so that they can label the vaccine experimental. and scare people. should the u.s. ever be in the business of saying, no two deserving, worried and responsible people who may be 55 and maybe seven or eight months past that second shot but want this third booster. >> you know, brian, back in the early part of this year, or even late december, i said on multiple occasions that i thought this was going to be a three dose vaccine. because we gave those first two doses so close together, three weeks apart for the pfizer and three weeks for the moderna. and we have to do that because we have to fully immunize the american people, especially health care workers and nursing home residents. and it saved a lot of lives. it was the right thing to do. the problem was, we forgot the public communication on this, both from the companies and the federal government. they failed to articulate and say, by the way, like any vaccine, given that close together, we will see waning am unity. and get ready for that third immunization. this was going to be a three dose vaccine. and so it caught people by surprise, then israel started showing data over the summer, or earlier, that we were seeing waning i'm unity and decline of efficacy. decline of efficacy from 40% to 50%, and that got people worried and scared, even though we knew it would happen. so now we are slowly coming up to where israel's assets. they presented data last week showing that 60 -- people over the age of 60, clearly benefit from a third of immunization, and it restored a lot of the protective capacity. and even at the cdc that was done as well. so that's a long way of saying, we are getting there, but we could have gotten ahead of this to explain it. but we are still not there. because none of these discussions at the fda seem to adequately consider the long covid effect, and the neurological deterioration that the uk has shown in cognitive declines that are even in 40 to 50-year-olds. so we are getting this half baked approach, 65 and older, with an asterisk, if you are in a high-risk group to determine whether it is conditions or occupational exposure, whether you can get it as well. but i think we would have done better to have these messages from the beginning, like some recommended. and go down to a lower age group. as you rightly point out, people to their forties and fifties. >> well, brag on your work for a moment. while the rest of us who talk for a living talk about the work you have done to vaccinate the wider world, importantly beginning in india and indonesia. >> yes, thank you for that opportunity. our texas center for vaccine development at baylor has been working on vaccines for a couple of decades. we started working on coronavirus vaccines ten years ago. and we took this pivot. and all of our vaccines are low cost, protein vaccines that could be made at very low cost. and no limits to the scale that you can produce it at, because it's a technology that is similar to the hepatitis b vaccine. so when i say pivot, our center, which is co-headed by myself and my science partner, mary lynn, we turned around and made a covid vaccine. but then did not get a lot of help, really, from either the federal government. and a lot of international agencies. but countries are so desperate for vaccines, because they knew mrna vaccines weren't coming, as they cannot be scaled. we successfully worked with a company in india, they are producing 100 million doses a month, with the hope that it will be used for emergency authorization next month. as well as a company in indonesia. and this checks all the boxes. this, you could produce, around at $1 or $2 a dose. the simple refrigeration, the safety record. that is equivalent, maybe, to the hepatitis b vaccine. we will see. so it means you could potentially use it in kids. it checks a lot of boxes and we are hoping we could scale this up for the world. but we need more help from the federal government and international agencies. >> as always, thank you for your work and your words you have shared with our audience on the status of all
