drum up support on both a local and county level. the teachers union says that this is about getting the tools they need to keep everyone safe in the classroom. an ultimatum has been issued and the clock is ticking down. oakland teachers say if they're covid safety demands aren't met by midnight tonight. they may vote to strike. we need to have written agreements. just, uh to ensure that those safety protocols those measures are properly communicated among the demands that there be weekly covid testing it all schools, high quality masks for students and staff and an adult covering each classroom when there's a vacancy. the oakland education association, which represents the teachers, says about 10% of teachers are currently out sick among them, tammy coleman that have been identified positive in my class i've been tested. but what about the kids who we're in , um, prolonged contact with my kids. students say they're concerned to. i don't want kids like students like me to have that worry that if we do one wrong thing, it could lead to our entire family getting covid. the oakland school district says safety is a priority and that there have been eight agreements with the union over the course of the pandemic, the most recent in july. their statement goes on to say, quote. despite the challenges we are all facing. we are very hopeful that the district and oiga will again find a way to reach an agreement. some parents think a strike is unnecessary. i think the district is doing their best . you know, i really appreciate everything they're doing. union members say avoiding a strike would be their preference to right now we are pushing the district to make a commitment to our families. we want to be able to keep schools open, but our community needs more. and we need it now. a final negotiating session is happening this evening. if things don't go well , it's strike vote could happen in the next few days. janna alex . all right. hopefully an agreement has worked out before then. and reuben live force in oakland. thank you and santa clara county is now offering a limited number of free at home covid-19 test kits to county residents. 60,000 test kits are being made available to order online people who live work or attend school in santa clara county can sign up for an appointment to pick up four of those free test. the county plans to have four drive through distribution sites starting tomorrow, with some 15,000 appointment slots available. health officials say the test kits will be helpful for a number of reasons, including providing results for people who recently tested positive for covid 19. another reason why someone might seek and at home antigen test kit is if they've had symptoms or an exposure, and there's a delay in obtaining a pcr test or a result. and at home antigen test might help them get a faster answer and is particularly helpful if the result is positive, in which case they know it's now time to stay home and isolate. county's outreach teams to communities which aren't able to sign up online. the state legislature is considering a bill to allow children access to covid vaccines without a parent's consent. state senator scott wiener was that effort middle school in san francisco this morning to announce this measure. it would allow children between the ages of 12 and 17 to get vaccinations and booster shots without having a parent present. senator weiner says one million american children in this age range are not vaccinated because their parents either disapprove or just haven't taken them to get their shots. coming up. we will talk live with senator weiner about his proposed legislation that's coming up in this newscast at 4 30 today. of except back for the biden administration's efforts to require that all federal workers are vaccinated. a judge in texas issued a nationwide injunction today barring the federal government from enforcing the mandate, which was announced in september. the judge ruled that opponents of the vaccination mandate for federal employees were likely to succeed at trial. the justice department has already filed an appeal to the fifth circuit. earlier this month, the u. s supreme court blocked the vaccine mandate for large companies. vice president kamala harris is in southern california this afternoon, announcing more federal help to prevent devastating wildfires. she received a briefing alongside governor newsom and other state officials in san bernardino. the new federal aid includes $600 million to help the state recover from the most destructive fire seasons on record, state officials say recent efforts to create defensible space and fuel breaks have helped limit damage limit damage and recent fires, including the called or fire in the tahoe area. fuel breaks that were put in around south lake tahoe and pollock pines. about allowed those firefighters to take that heroic stand and to help save those communities. so this is working. the federal wildfire prevention plan includes funding to more than double the use of controlled burns and logging to reduce vegetation that feeds fires, state officials said wildfires fueled by record march on washington ahead of a pivotal supreme court decision on abortion expected later this year. i'm mother of era at the supreme court, with more coming up. and new information about a carjacking suspect shot and killed by san jose police earlier this week. what police revealed today about the drivers past criminal history and the sequence of events that led up to the shooting. around the bay area this afternoon. a lot of sunshine and windy conditions wind advisory to talk about and unseasonably mild weekend more on this coming up after the on tg up to the deadly shooting by four officers wednesday night. the suspect who was killed is 32 year old robert seth carter ktvu . south bay reporter jesse gary joins us now from police headquarters with more about carter's past, and why officers are saying that they had to fire those fatal shots. jesse robert carter had five felony warrants for his arrest at the time of wednesday's shooting. chief modest says there were two separate gun battles between his officers and the suspect before carter was ultimately killed. this is an unfortunate conclusion to a series of crimes and violence. that without question. could have ended with additional loss of life to friday, san jose police chief anthony mata provided evidence and the narrative behind wednesday's fatal police shooting says around six p.m. a police helicopter spotted suspect robert carter in a stolen toyota camera in east san jose. he drove a radically and into opposing traffic to escape responding officers. police did not pursue and carter eventually made his way into santa clara, where police say he the woman at gunpoint. the driver exited the car. and ran away. as carter entered the new vehicle, carter was unable to drive off in the vehicle. and abandoned it. and re enter the original stolen. camera the 32 year old, then sped south into san jose's rose garden neighborhood and crashed into a car with two passengers inside. he got out and began shooting at officers and other motorists. a total of four police officers returned fire, ultimately killing carter. any loss of life is tragic, and we're glad that there wasn't more injury or harm that happened. investigators say they found a nine millimeter ghost guns still in carter's hand, which they say he used in the attack, chief mata says, despite his department seizing over 900 illegal firearms last year, ghost guns remain a pervasive problem. that's something that not only an issue here in san jose, this county this state but throughout the nation. mara says his department is working with the to isolate ghost gun production and distribution before officers who used their weapons are on paid administrative leave pending the outcome of multiple independent investigations who was shot and killed by police at san francisco international airport was armed with replica guns. witnesses reported seeing that man yesterday, waving to guns inside of the international terminal. police say they tried to use non lethal techniques to subdue him . but officers eventually opened fire when that man started approaching them. investigators tell us the guns the man had turned out to be realistic looking air soft guns. they did not have the orange colored tips to indicate they were replicas. the california attorney general's office will be leading an independent review of this shooting. an elk grove police officer struck by a suspected drunk driver early this morning on highway 99 has died. authorities say that officer six year veteran of the force was riding a motorcycle on the way to work when he was hit by a car that was traveling in the wrong direction on the highway. 31 year old jermaine walton of sacramento has been arrested on suspicion of dui in connection with the crash. he's been booked into the sacramento county main jail and is facing several felony dui related charges. america's largest pro life rally was held in the nation's capital today. the annual event marks the 49th anniversary of roe versus wade. but many people feel that this year's march could be the last one before the supreme court. potentially overturned the landmark decision . foxes madeline rivera has more from washington. frigid temperatures didn't stop thousands of pro life activists from gathering in washington friday. they've been holding the march for life rally every year since the supreme court decided roe v. wade in 1973. life is sacred. it's a gift from god, but now they're even more energized, worn by the hope that the court could finally answer their call. to append or roll back the landmark ruling more so hopeful and positive. that role will be overturned. the march comes as the high court considers the constitutionality of a mississippi law that bans abortions after 15 weeks. row guaranteed a person's right to an abortion up to viability, considered at 24. weeks after hearing arguments in december, the court with a 63 conservative majority signaled an openness to weaken the nearly 50 year old precedent. i think that we're at a tipping point on thursday, the supreme court dealt an additional below to abortion providers. rejecting another attempt to blog taxes. six week abortion ban some of those providers warning of more dangerous if roe is overturned. our fear is that people will do things that are more harmful to themselves, and that we will go back to seeing more women end up dying because they don't want to be pregnant. the supreme court is expected to make a decision in the mississippi case this summer. but march for life, organizers say if roe v. wade is overturned the movements work isn't done as the decision would return the issue to the states at the supreme court. mala rivera fox news. pretty day around the bay this new verification process is designed to make irs online applications as secure as possible. but taxpayer trust in the irs is extremely low, due in part to scandals like the targeting of tea party groups by the irs in 2013. leading some to question whether the information gathered by i'd me will be shared with the nation's largest tax collector or other federal agencies. i'd me says the irs result . three doses of either fighter or moderna's covid-19 vaccine offers strong protection against the r macron variant. it's the first real world data about how boosters are interacting with the strain. in one study, a third shot was shown to be at least 90% effective. in preventing hospitalizations during the are micron surge and adults who got their boosters and still got sick were able to avoid intensive care 82% of the time. these reports add more evidence to the importance of being up to date with covid vaccinations. that means getting your primary series and getting boosted. another study found a macron reduced the vaccine's protection against covid related deaths, but it's still remains significantly higher compared to unvaccinated people. health officials say those results demonstrate the need to push for more shots in armed with just 24% of americans receiving a booster so far get you vaccinations up to date. it is essential for your protection. the new data follow a before the end of the month. in atlanta . jonathan serrie fox news. we deserve to feel safe in our everyday life. we deserved an in person school. we deserve to keep our jobs. a young student in san francisco, talking today about her support for a proposal that would allow teens as young as 12 years old to get vaccinated without parental consent. it's a state bill introduced by california state senator scott wiener. he joins us now live to talk more about this proposal. senator weiner always appreciate your time. so let's start off with with why you believe that a teens and preteens should be able to make their own decision about whether to be vaccinated against covid-19 and not let their parents have the final say. sure and thank you for having me. um i mean, clearly we want parents of teenagers to communicate about a lot of things, and particularly about health care, and that is ideal. want an overwhelmingly that happens. but unfortunately there are situations where teens and parents aren't communicating or parents are simply refusing to let their kids get vaccinated. if you're a teenager, while you may be a lower risk of hospitalization and death done an adult. it's not zero and there are teams were getting hospitalized, ventilated and dying from covid, and they should have the ability. to be vaccinated against this deadly virus. and you know this is consistent with existing california law. we already allow teenagers to get vaccinated on their own without their parents for each p v. and hepatitis b, they can get reproductive healthcare, birth control, abortion, mental health care, and there are other states that allow teams to go in and get vaccinated on their own. so this makes a lot of sense, and i'm really proud of the teenagers. who have been pushing this idea and organizing around this really important need. during the pandemic. i'm curious how widespread this issue is of parents denying their children access to the covid-19 vaccines. do you have data on how often this is happening, and is this more parents who don't believe in the vaccines who won't let their kids get vaccinated? or just parents who haven't really gotten around to making the appointments? it's a mix almost just shy of one million california teenagers aged 12 to 17 are unvaccinated, almost a million unvaccinated in that age range. um a lot of those kids we under. there's no way of having precise data, but a lot of those kids do want to go back to needed where they're open to being vaccinated. and sometimes their parents prohibit them from getting vaccinated. they might be anti-vaxxers or it might be that their vaccination, but they're just not ready to vaccinate their kids. sometimes the parents are not prioritizing it. they're too busy working multiple jobs. maybe the parents were traveling a lot. maybe you have parents who disagree. we're one once the kid vaccinated another dozen where they're divorced and having a dispute or a kitchen boster terror. there are so many different situations , but the one commonality is that you have a young person who is not vaccinated against a potentially deadly virus. and when a teenager is not vaccinated their at risk the people around them are at greater risk. it makes classrooms less safe. um and it's just not a good state of affairs. in addition, that kid may not be able to play sports anymore. they may not be able to work if their employer requires vaccination. they may not be able to go to their best friend's house, and these teenagers should be able to make that decision for themselves. most of them are going to talk to their parents, but when they can't, but their parents are being hostile about it. they should be able to go and get the vaccine. finally senator before i let you go. i know that you and your colleagues in the legislature are also working on some other bills dealing with covid-19 and the vaccines. what other proposals are we likely to see come down the pipe. well i'm i can't. we have not yet announced. um other proposals. we have announced that people working group of senators and assembly members who are committed to expanding vaccination in california. so stay tuned. i think we're gonna have a really good conversation this year and debate around vaccination and soon enough, are we likely to see any of the personal belief exemptions eliminated here in anderson was 68 years old. for want. mr lived the dream of many athletes. he was a college football star who went on to play pro overseas. but while he excelled on the field, he says the stats were away to hide his trauma. trauma from experiencing gun violence on the streets of washington, d. c with his experience in mind, filante, a psychologist and a community member, created in the streets, a nonprofit designed to connect underserved black communities to mental health services. and the people trained to provide those services people like volonte, who are part of the community and who understand the trauma are greg lee spoke to the founders of the organization in this voices for change segment. doctor prasad, i want to start with you. you've spent so much time in your career, trying to address racism and clinical practice for people who don't know. can you explain some of the inherent issues in this space in mental health? we often compare people to stand thirds that are established by dominant culture norms, unknowingly. and so without the cultural context that is necessary. we end up treating a portion of mental health issues that does not include systematic oppression. and what i've seen is that oftentimes mental health practitioners are not trusted, and it is very rare to have representative providers in minority communities. our hope that in the streets is that we can offer people the opportunity to receive that training and get paid to serve from within their own community. latoya this is your community. you were a mom. you have your own children. yes speak to some of the trauma that your children and other children in this community may experience day to day. um pretty much. it's a lot of trauma such as god balance. um it's not just that it's trauma going on into the homes like parents are having trauma. so that's basically my goal is to reach out to the parents. um because the primes need help. also you described about turning your passion for football into your passion for this, and that that stems from the fact that you couldn't find a therapist that understood what you were going through. growing up here like the only way you think you could be successful is whether you are entertainer or sports player, you know, so i took that that rolled on through my whole life, basically. um um . but the thing that really changed me, it's like my passion for football career overseas, and i was able to see her. you know, a different reality. you know that that we're not usually exposed to hear i got into this work and you know, i passed that message to like, you know, let them know, like there is more possibilities to, uh to life, then. what d c shows you what would be your message to people ? you know, to men who look like you about the importance of taking care of the whole self, including the mind, but a lot of times we, you know, as black men we take on a lot of a lot of traumatizing. situations and, you know, tough situations and you know they tell us, you know, don't cry about it and you know, don't be, you know, don't be scared, but you know the and internally that's building up negative things that can manifest into you know. worst things that can happen in reality. um and, um, we if we take the time to process to relieve those things will be better equipped to take on the day to day of you say to others like you about creating safe spaces for these conversations? i would say to people in my position to really confront some of them normal practices in this world and to see beyond what already exists sharing financial capital social capital and inconveniencing ourselves to serve well. is fundamentally important. i was looking for places that i can confined in someone and i was always getting back is turned on me. so basically trying to find someone who really you know, care if we have more comfortable , comforting environments, then folks can come out as themselves and really flourish. as you know, as humans, you know, and we have more of these spaces. more folks will have the capacity to do that. such a great way to try and reach out and lift people up. we have entering a just on the east side there of southern california. it's a very fall like pattern, and it's that north or northeast wind that dry wind that really picks up with that type of pattern and drives us out. a relative humidity has dropped into the teens and some areas so really, really dry for this time of year and the winds are howling out there. napa reporting a wind gust of 38 mph right now in nevada 25. fairfield 31. it's that north northeast wind that again not only drives us out, but warms us up. temperatures were in the upper sixties to low seventies outdoors in some areas. i'll prevent that from happening. i feel like there are better ways to regulate fraternities. freshman president dole says start with teaching the meaning of consent. no means no. we didn't get a lot of uh to ensure that those safety protocols those measures are properly communicated among the demands that there be weekly covid testing it all schools, high quality masks for students and staff and an adult covering each classroom when there's a vacancy. the oakland education association, which represents the teachers, says about 10% of teachers are currently out sick among them, tammy coleman.
