then in san francisco before being elected in san francisco in 2003, then in 2010 became california's attorney general. in 2017 she was elected a u.s. senator and now she becomes the first californian on a major party ticket since ronald reagan. some bay area african- american voters say while they're happy to say woman of color as a vp candidate, they say joe biden and kamala harris should not take the black vote for granted. at oakland's lake merritt, some were happy about joe biden selecting kamala harris. but others say harris has not done enough to help communities of color fight for clara county's largest school district. san jose unified schools will have a full day of school through distance learning only. that includes teachers being allowed to work from home. the district had originally required teachers to be in their classrooms. in east bay, the san leandro school district is delaying the start of the school year for a few more days but today was supposed to be the first of school but that has been put off until monday so teachers and staff can have three full days of training for distance learning is also gives school more time to get computers and internet hotspots to students that need them. in the north bay, marin county officials said the plan to apply for a waiver from the state so schools could potentially reopen. the county health officer said the early the issue tracking today for traffic? >> today it is better. the bay bridge does have a backup but not as severe as it was yesterday. and it is already beginning to clear out a little bit. we do have some slowing but it is already starting to get better. i expect by a 8:00 for it to be gone and there will be much less traffic. if you want to use the san mateo or the dumbarton bridge, those commutes have been pretty good. no major problems in the south bay. we have had some crashes but they have not caused huge delays in the commute. it's a cloudy for most forecasts. some high tropical clouds might be making a move over the next couple of days. but not today. once the fog burns off, you can say low cloud deck. the wind is not nearly as strong as it is today. still breezy. bonus today the bay bridge is beginning to get much better much faster. we have a backup but it is better than it was before. looking at the san mateo bridge, it looks okay with no major issues. 7:31 am. a homicide on the campus of ucsf parnassus is being investigated this morning and the third is way up. they want to identify this man. he is seen in surveillance videos. investigators said the suspect and the victim were arguing yesterday morning in the lobby of the ambulatory care center on irving street. that victim later left the building and then collapsed on the sidewalk. a nurse arriving for work tried to revive them but he later died in the emergency room. the suspect was seen leaving the building. they don't know where he is but they're asking for help to track him down. today, most teachers in san jose public schools will be in classrooms for the first day of the school year. those classrooms though, will be empty. tell us about it. >> reporter: it is part of the plan for the start of the school year in san jose unified school just. most teachers there will be teaching for their classrooms but there won't be any students there pick the students will be logging into their laptops at home. san jose unified, like just about every other bay area public school district, is starting the school year with all remote learning. the majority of san jose teachers will be teaching distance learning curriculum from one of the districts 41 schools instead of their homes. many teachers expressed concerns about that policy. they said even the students were not in their classrooms, they would still have to be around other adults on school campuses and that poses a health and safety risk. is today the school district reach an agreement with the teachers union to allow educators to teach from home if they want to. still a majority of them with teach from empty classrooms today. san jose unified is one of the largest school districts in the bay area with 28,000 students. in the past week, the district had to disturb tens of thousands of chromebook's and hotspots for students to use to login into their schoolwork at home. that first day of online instruction starts to date. a new kind of childcare programs are happening in the bay area. a place where children can take part in distance learning in a structured environment. the programs are a substitute for schools to help working parents while campuses are close . they allowed under california daycare guidance as long as they obey the required maximum of 12 students per group. in contra costa canty discussed youth sports program is creating a full day learning can't pick after emailing parents asking how they can help. >> i got more responses to that email than i have ever received. parents borderline in april, the company made $4 million from increases in prices of eggs. executives denied the accusation think the price of eggs can be volatile. don't be surprised if the price you pay for a restaurant, meal or a personal service is more than it was a few months ago. dentist, hair salons and restaurant owners are adding what is frequently listed as a covid-19 surcharge on two bills . business owners say that it helps cover the costs of extra cleaning measures, personal protective equipment and other increased costs of doing business during a pandemic. two thirds of people surveyed by finance buzz say that is fair and some cases but many say it's not fair if customers don't know ahead of time. >> 38% of respondents were not told about a surcharge until after they made a purchase or made a reservation. so, there is definitely, maybe a lack of communication or being transparent from the business owner perspective. the finance buzz survey found that discharge an average of $30 extra, restaurants average about 9 1/2%. a new survey also shows most hourly workers will try to get some job if congress does not extend that $600 federal unemployment benefit. the poll was conducted by a san francisco-based online employment company. 61% of those surveyed say they will try to go back to work. one third of them apply for unemployment in the last month. but only 17% of them received benefits. many of them say that if they do try to go back to work, their biggest concern is child care. what to do with their children especially since most are at home with distance-learning. let's traffic but there goes the train. like clockwork. here is steve now. mostly cloudy over san jose. usually it is sunshine or clouds. today they have clouds. it will burn back but a fog bank has pushed not something we usually set. but this happens in august. we can get moisture coming up from the remains of tropical systems and everything is pointing in that direction. it might be a double whammy. it is cool this morning but that fog won't last as long as yesterday. plus, the breeze has been cut in half. so 50s and low 60s although san jose is at 64 degrees. 85 in santa rosa. yesterday was a cool day. and now temperatures will be jumping appear today. the fog is there but is going to get chewed up and then we will have more sunshine with temperatures on the way up over the next few days. warned that, coming up. we have not had anything severe even though we had crashes that cleared out-of-the- way today. they have not caused a big backup. let's talk about the richmond bridge. traffic here is moving along okay if you're driving into san rafael. also, the morning commute looks okay if you're driving over the bay bridge. it has cleared up rather nicely with no major problems. let's go back to the headlines. we will start with new video just in that shows california senator kamala harris leaving her dc condominium building on this her first full day as joe biden's running mate. later today, the two will appear at a campaign event for the first time as the democratic ticket. we have more on what is an historic announcement. >> reporter: that's right. there are a lot of first their fight for working respect tonight, they will go to a grassroots fundraiser. biden's choice made history. harris is the first black woman in first person of indian descent to be nominated for a national office by a major party. the two last in the primaries but harris became a strong supporter of the former vp after she dropped out of the race in december. some analysts say she will bring energy to the campaign and she appeals to suburban women and black voters. president trump to do this morning the quote suburban house wife will be voting for him. one analyst we spoke to talk about the impacts of the vice presidential pick for future politics. >> this pick is usually consequently not only for joe biden and democrats but for the future of the democratic party pit has impacts for nancy pelosi and her future and impacts down the ballot and into the future of the democratic hardy. vice president mike pence says he looks forward to meeting her for the vice presidential debate in salt lake city. senator harris does have deep bay area rates. the sender was born in the city of oakland. her mother came from india and her father from jamaica. harris study political science as was economics at howard university in washington dc. then earned a law degree at uc hastings law school in berkeley. she started as a prosecutor in the space in alameda county and then in san francisco before being elected the da of seven cisco in 2003. and then california attorney general in 2010. she became a u.s. senator if use ago in 2017 and is the first californian to appear on a major party ticket since ronald reagan. some bay area african-american voters do say that while they are happy to see a woman of color as a vice president candidate, they say joe biden and kamala harris should not be taking the black vote for granted. at oakland lake merritt, some were happy yesterday about biden choosing harris while others say harris has not done enough to help communities of color fight for criminal justice reform and racial equality. >> i found it laughable. it looks like pandering. it looks like, let me just grab somebody black. >> i really like kamala harris pick i think she is solid and she's a fighter. she has been a prosecutor. we love her here in california. the voters we spoke to say they want to see policies from the biden harris ticket to address the racial disparity in the country. joe biden currently holds a double-digit lead over president trump in a new national poll. the monmouth university poll released just before biden announce harris as his running mate shows 50 1% of registered voters say they support biden 41% say they support the president. 4% of them support third-party candidates. if joe biden and harris when in november, harasses senate seat will be up for grabs. governor newsom will have to appoint someone to the remainder of her term. her term ends in 2022. we got confirmation when biden and harris will appear together today for the 41-year-old man who they say opened fire at a hospital in shreveport. officers say they are looking for daniel cole. at this point they do not know if he is still in the hospital. the shooting did happen at 5:30 am local time. one person was shot and the victim is being treated for non- life-threatening injuries. hostage negotiators are on scene and we will keep you updated on this sorry threat the morning. in another developing story overseas, three people have now died in a train derailment in northeast scotland. one of the dead is believed to be the train engineer took there were 12 people on board. six passengers and six crew members. the region has been hit by thunderstorms and flooding and according to one local news report, a landslide was probably to blame for this derailment. u.k. prime minister is calling it a very serious incident. the man behind the cbs media empire has died at the age of 97. sumner redstone led a group of investors to purchase viacom back in 1987 which expanded into the acquisition of cbs, mtv and other media brands. earlier in his life he was a clerk at the california court of appeals in san francisco and taught law at the university violence during the covid-19 pandemic. the newark time reports across 20 major cities the murder rate at the end of june was on average 37% higher than it was at the end of may. police said in austin, centering, nashville and denver those are cities that have seen dramatic spikes in homicides. gun violence is also on the rise in oakland. police say five people were fatally shot in oakland over the out and i like to see it with traffic moving along nicely through this area. there have been no major issues. we are also looking at the richmond bridge, that has cleared up. and the san mateo bridge traffic looks good here and so does 280. most commutes have cleared up. a nice ending for this morning's commute. i think this our would be easy barring anything that happens. let's talk to steve as we talk about today's weather. today's weather starts off cloudy for most if not for all but for many. another pretty good push on the fog bank but it won't last as long as yesterday with temperatures coming up yesterday. they are not listening. they are reversing course and starting to warm up. thunderstorms over the sierra got pushed out of the tahoe area but still close enough. they will pick up again in intensity over the next couple of days as we get tropical clouds in a good, then you state. 70s and 80s but today is 70s 80s and 90s. livermore will jump up to 92. 50s and 60s on temps now. san jose at 64.58 in the city. there is plenty of fog but is going to get chewed up with a northwest breeze later this morning and into the salmon. today will be warmer and nice but we will start a warm-up and then it kicks in on thursday, friday and saturday. the one caveat is how much tropical cloud cover will move in from the remains of a tropical storm. there will be some timing on that but comes to weather? >> i landed in topeka, kansas in august 2000 and i told myself that my next job would be west of topeka and sure enough i mentally made it to the southwest there was dryer heat. but my goodness, i was not a fan of humidity. but now we may get some humidity later this week. a little hint for us. yes. humidity with houston. but we won't get that bad. but for us to get an increase admittedly with the fog but it is cool. it's when it is 95 or 100 degrees when you get higher clouds coming in that that makes a huge difference. that looks like what will happen over the next couple days. not today though. it will start thursday and then take us into the weekend. low clouds that will burn off soon. winds will be a factor but it will pick up later today. 50s and 60s with fog burning off. 60s for many already. we are running a little warmer than we were 24 hours ago. we will look for fog to burn off sooner with lots of sunshine and that higher cloud deck coming in tomorrow night and maybe into the weekend that could play into our weather with humidity along with some warm inland temperatures high today's will be 60s, 70s and 80s and back into the nights for some. so far pretty quiet. we are looking at oakland now and right now we have traffic moving well in and out of downtown oakland. it does look very good if you're driving there north and southbound on 880. no major issues driving through the area. traffic continues to look very good work also at the bay bridge, we have recovered with the traffic coming to san francisco. let's go back to the headlines. a historic moment in u.s. history pick a woman of color on a major political ticket work joe biden has picked senator kamala harris as his running mate and that is fueling a surge of emotion across the nation. joining me now to talk about this is vanessa williams, washington post reporter. i am sitting at home last night watching the coverage and icy members of congress describing having tears in there i when i heard about the announcement. senator harris announced the presidency here in the eight area there was a motion there but this emotion, can you describe how different it is? >> based on the people we have been talking to over the past day since this was announced, there is just people being ecstatic. i talked to dr. cole who was the first black female president of spelman college. she said she was literally jumping for joy. she talked about how this resonated all the way back for generations of all the struggle that black women have gone through in the country biting both racism, sexism and that this was just a wonderful moment and they were basking in it. >> reporter: as we start the new academic year, i think about all the children in grade school and high school and college and especially for those black women who are now out of cult and maybe trying to launch their own business. what does this moment mean, even though there has not been a full victory yet, for this biden harris ticket. what does this mean seeing kamala harris on this democratic ticket for those women outside of politics, you think? >> i think for women outside of politics, it is again, another milestone. another as one woman who i interviewed a few weeks ago for a story about this described it, another dent in that cemented ceiling. she talked about how for black women, again, women of color who have to contend with both racism and sexism, it can be so much harder to break through. i think women will look at this and say, i too can be whatever you want to be and do whatever i want to do and pursue my dreams. and that it works out. like you said, we have to see how it turns out in the end. but certainly it is an incredible moment because she is one of only two black women who have ever been elected to the u.s. senate. there has yet been a black woman elected governor. this is a big moment and will resonate for women outside of politics who have dreams and aspirations and who are looking for role models. >> reporter: you know, if there is a victory on this ticket, there is that debate about biden picking a safe bet. that this was a safe choice. some can argue yes but some could argue no. you are putting a woman of color on a national ticket. a woman from california let alone, who grew up in the bay area and was born in oakland. is this a safe bet or not? >> no. no safe bets in politics at all. i do think that it is a moment of affirmation. it does recognize that black women are really the backbone of the democratic party. they consistently, particularly in national elections, have consistently supported democratic and progressive candidates. in the 2016 campaign, at least 94 present of black women supported hillary clinton. a slight majority of black women supported donald trump., so it is not safe in that sense. i do think in the sense that it does give impetus and a reason for a lot of black women who felt like their contributions to the party have not been recognized. it does give them a reason to get out and vote. so, i think in that sense, you know, maybe one could argue that it is a choice that will motivate that very important part of the base in a way that might not have happened had he gone in a different direction. >> reporter: three moment have been on the national ticket prior to this one. and they went zero-three and that those elections. we will have to see what happens with another woman on a major party ticket. i appreciate your time. >> thank you. one person who is benefiting from joe biden's pick is maya rudolph. the saturday night live alum frequently returns to the show to play senator harris. she found out about the news when she was in a panel discussion with other comedians. >> biden chose,. >> he did? did that just come through? this could literally be not more perfect timing. i was literally segueing into this next with a question. they teased that maya rudolph would be very busy soon. she said she loves any chance to return to her old something grounds is what she likes. a homicide on the ucsf nss campus. an attacker is shown on surveillance videos. investigators say the attacker and victim were arguing yesterday morning in the lobby of the ambulatory care center on a retreat. after the competition, the victim left the building and collapse on the rock. a nurse arriving for work tried to revive him. he died in the er. the attacker was last seen leaving the building. today, in the subway, the start of a new school year for the san jose unified school district while students will not be in the classroom to start their work, most of the teachers will be pick. a new kind of first day of school. the plan for san jose unified school just, like all bay area school district right now, is to start everything from home. all distance-learning. most of the districts 1200 teachers was to be going to campuses and their classrooms to lead that online instruction. take a listen. >> welcome to idea for most teachers to do remote instruction from their respective classrooms. she described the frustration many working parents are feeling right now having to manage the bulk of their children's education and school work for them at home. >> it's hard i have a special needs student who needs probably more help than other students. and it's been hard because i have to go to work and it is just tough. >> up until yesterday most of san jose unified educators were being required to teach from their empty classrooms instead of their homes with just a few exceptions and many teachers raised health and safety concerns on having to share campuses with other adults. yesterday the school district reach an agreement with the san jose teacher union to allow teachers to teach from home if they want to. and they are also allowed to bring underage children with them to classrooms while they are working. at least one teacher told us this morning that she actually preferred doing online distance learning instruction from her classroom because she said her wi-fi connection at home just is not reliable. a new kind of childcare program is popping up around the bear providing a place where children can participate in distance-learning in a structured environment that the programs are a substitute for school to help working parents while school campuses are) they are loved under the state's daycare guidance as long as they adhere to the required maximum of 12 students per group. in contra costa county, the skyhawks youth sports program is creating a new full date learning camp after emailing parents to ask how they can help. let's talk about the weather. not often we can use this phrase but soon steve, it's not the heat, it's the humidity. here in the bay area. took
