we had some wild swings with a cooldown on wednesday. a good 10-15 degree ramp up on thursday. but we were still below average. still some fog out there but it's more patchy. noticeable holes in it and it won't last long. 50s on the temperatures across the board. the average is 67 degrees. we are looking for a bit of a breeze with temperatures in the 60s, 70s and 80s. northwind at mount diablo, showing that u.s. employers added a lot less jobs last month and in june. what these numbers mean? >> reporter: it appears that the jobs market losing the momentum and of course you have covid-19 to blood pick the jobs report released this morning showed u.s. employers added 1.8 million jobs in july. but in june, they added 4.8 million. more than 22 million u.s. jobs were lost when the pandemic too cold in march. although some parts of the country have been easing restrictions, many states including california, saw a surge in cases in july. businesses were forced to close their doors again. other reopening plans were halted. today's report could put pressure on the white house to speed up negotiations on another stimulus package so americans can get a new round of checks. some sticking points include whether palin should be offered to state and local governments and what to do about the $600 boost in unemployment benefits. >> the president is not going to do a deal that has a massive amount of money to bail out state and locals. >> the president is right to be frustrated with congress. >> reporter: the report also showed unemployment fell from 11.1% two 10.2% so while the numbers are not great but they are better than a lot of economist predicted. there is a new concern with so many people out of a job and with the end of that extra $600 federal bonus, economists say that extra $600 per week likely kept a lot of families afloat. but with that financial boost now gone, and lots of people may turn to those high costs payday loans just to weekly fee >> if somebody takes out $255 loan out, they would pay if you $45 for every day. they have that loan outstanding. consumer advocates say that people who take out one payday loan often end up taking another one and then they get into a cycle of debt. there is a new study out saying more than half the unemployment claims filed in california for the week ending july 25 were reopened claims by people who had previously filed for unemployment. according to a new analysis by the california policy lab, many people file for unemployment in july had filed for unemployment earlier in the pandemic. they were temporarily rehired but then laid off again. researchers say in july, an average of 160,000 of these additional claims were filed each week. police in oakland are investigating a shooting that killed one person and wounded at least three others. citizen at video shows officers arriving on scene at fairfax avenue near ct. woodcreek at 10:00 last night. officers immediately saw two shooting victims and two shortly after that. one person died at the scene. another was rests to the hospital with life-threatening injuries. so far, police have not released any information about possible suspects or emotive. this morning, a state senate committee in sacramento is scheduled to begin debate on a proposed police accountability law. it is designed to help family members of those killed in officer there is no currently available compensation for who are disproportionately people of color. the bill would give restitution to victims of police violence and their families. it would also consider documentation other than police reports when determining who is eligible. police groups are opposed to the measure saying it would create serious law enforcement problems in california. a new report by the university of washington now predicting the u.s. death toll from covid-19 will hit 300,000 by december 1. according to johns hopkins university, more than 160,000 people have already died from the virus. that same study found that 66,000 of those projected u.s. deaths could be prevented if most americans would wear a mask outside of their homes during the next four months. health experts often stressed that testing is critical in the battle against the coronavirus. but some people in the bay area are still waiting more than to time when virus cases are rising. health experts say some of the biggest delays are and testing sites supported by the state of california. they often use big labs where the results are often delayed. they are drive-up for the most part sites. those are are miles and miles away from where we were this time wednesday morning. >> and even on monday, no doubt about it. we were really cool on wednesday. you know what i mean. wednesday. yesterday we got more sunshine and temperatures bumped up. today we will ease up a bit. still some fog but it's more patchy. already starting to retreat at sfo. 50s on the temperatures with everyone close on these temperatures. wild temperature week where money was hot and wednesday was really cool. we are beginning to bump up as a high in the pacific is easing in and that will allow temperatures to to get to the 80s and low 90s. it has been quiet and you can make your maytag repairman jokes if people remember that at campaign. if we look at the bay bridge plaza, it is quite. not much to do. i actually like it this way. we want people to drive in good traffic, that's for sure. here's a look at five 80. it's improving except for the ultimate pass approach with long. some slowing on highway 4 because details ab >> reporter: the last bargaining session between the teachers union and the district lasted about 16 hours. yesterday, they reached a tentative agreement. san francisco unified school district like most bare school districts, is starting the year with all remote learning. but teachers and the district had to negotiate how that distance learning would work in the schedule for teachers to give their lessons either live online or pre-recorded lessons but they will have a combination of both. the details on these new distance-learning schedules for teachers have not been released but we know that the state is requiring at least one in 20 minutes of daily interaction and instructions among schoolteachers and public- school students. according to the some cisco chronological, under this agreement for san francisco unified, educators will have some say of how that 120 minutes of live instruction is done. the chronicle also reports that the agreement includes things like a $400 typing for teachers to purchase equipment from working at home. and a plan for teachers who much return to empty classrooms to teach, to do that safely. the teachers union said they will have a townhall meeting for members later today to discuss the details of this tentative agreement. the hope is the agreement will be ratified by monday and then the new school year for san francisco unified starts the monday after that on august 17. teachers in san jose want to be given a choice on whether they teach online, in a classroom where they do it from home. last night teachers and parents protested before the san jose unified school district board meeting. the school district is requiring teachers to teach their lessons online from an empty classroom. the teachers can apply for an exemption from in class teaching but they say it is a tedious process and there is no guarantee. we talked to one parent to sympathizes with teachers. >> it is shameful that our district is not supporting our educators. these are the people we entrust our kids too and they are not being shown any professional respect or human consideration for their health and safety. now the classes in san jose are due to begin next wednesday. a school board boat in and check on whether to hinder higher campus police officers was delayed after processor shutdown the meeting. dozens of demonstrators protested outside the entech unified school district headquarters wednesday evening. one board member says that protesters tried to physically block her from getting into the meeting. >> when i go to the door, i can't get in because they have put their bodies blocking me. i'm telling you, it was really a ruckus. board members read letters from the committee with some favoring school rests resource temperatures. livermore and san jose at 61. it's been a wild temperature week with patchy fog and only a little warm inland. the high will give us a slight bump up on the inland temperatures heading into the next couple of days. temperatures are near average. let's check out the bay bridge toll plaza now. there's not a lot going on. traffic is going to be busy if you're driving on highway 4. but at the bay bridge, we don't see anything. i will show you how a 4. i don't want to paint a picture saying there is never traffic anyway. well, you can see traffic here is light. traffic is still endless but slow on the altamonte pass. and traffic on highway 4 is still a little bit slow coming out of bay point toward concord and that is because of earlier issues. if this is your commute, don't be surprised. if you are on 680 it looks pretty good. and onto 80 in the silicon valley looks good. the latest jobs report shows u.s. employers added 1.8 million jobs in july. a sharp decline in growth after 4.8 million jobs were added in june. ktvu is live monitoring these numbers and telling us what they show about the economy. >> reporter: good morning. it shows that recovery has slowed down. more than 22 million u.s. jobs were lost back in march when the pandemic really took hold of the country. millions of americans are still collecting unemployment benefits. the unemployment rate is at 10 point 2% today's report could put pressures on the white house to speed up negotiating on another simas package so americans can get the rent up checks. second point is whether bailout should be offered and what to do about the $600 boost in unemployment benefits. the president tweeted that he notified his staff to continue working on an executive order but there are limits on how much a president can do. >> and executive order will leave millions of people out. it will be litigated. it won't be effective and things will get worse. >> reporter: although some parts of the country are using restrictions around covid-19, many states saw a surge in cases in july including here in california businesses were forced to close their doors again and other retirement plans were halted. there is a new concern with so many people still unemployed and with the end of the extra $600 per week federal bonus. economists say that extra $600 likely kept it many families financially afloat. but that financial boost is gone and so many people may turn to high-cost payday loans just to pay their bills. and company, payday loans have a $45 weekly fee. >> if somebody takes at $255 loan out, then they pay a fee of $45 for every pay. they have that loan outstanding. consumer advocates say people take out one payday loan often end up taking out another and enter a perpetual cycle of debt. a new study finds that more than half of the unemployment claims filed in california for the week ending july 25 were reopened claims by people who had previously filed for unemployment. according to a new analysis by the california posse lab, many people filing for unemployment in july had filed early and the pandemic and were temporally rehired but then laid off again. researcher said that in july an average of 160,000 of the additional claims were filed every week. it is now 804 mp police in oakland are investigating a shooting that killed one person and wounded at least three others. citizens videos show officers arriving at a scene at fairfax avenue at about 10:00 last night. officers mentally saw two shooting victims and two other shortly thereafter. one person died at the scene and disproportionately people of color. the bill would give restitution to victims of police violence and their families. it would also consider documentation other than a police report when determining who is eligible. police groups are opposed to the measure. a new report by the university of washington now predicts that u.s. death toll from covid-19 will hit 300,000 by december 1. according to johns hopkins university, or than 160,000 people have already died from covid-19. the same city found 66,000 of those predicted u.s. deaths could be prevented if people wear masks when outside their homes during the next four months. testing is critical against the national battle against covid-19. many people in the bay area say they are still waiting more than two weeks for a test result at a time when virus cases on the rice. local health experts and some of the biggest delays are at testing sites supported by the state of california. they often use big labs where results are often delayed. the are called often searched sites and they are drive-up for the most part. those are supported by those commercial labs. those turnaround times across the state will be two weeks or more. however that wait time is often much shorter in other parts of the bay area. in san francisco test results often come back if and or three days. santa clara county averages 3-4 days. foster city biotech said it can produce enough potential covid-19 vaccine to meet global demand in october. gilead sciences is currently testing its anti-viral drug, remedy her. they said they began taking steps weekend forecast. that is correct. not too much. nothing we haven't seen or dealt with before. it might even be warmer on monday than what we are seeing today. we will be getting a warm-up as we had an unseasonably cool day on wednesday but yesterday we jumped up 10-15 degrees. there is still some fog but is favoring point reyes south and men on the coast aired over the bay, it has pretty much disappeared. 50s and 60s on the temps now. it's been rather breezy this morning. but just a bit of a breeze left now. the breeze will taper off and temperatures will be near average today which is 60s, 70s and 80s. still a little bit cool for some but we are inching closer to average on the temps. highway 4 traffic has been a little slow coming from willow pass grade over to concord. but then 680 and highway 24 do look okay and highway 24 looks pretty good driving over to the tunnel with no major problems. and you can see that traffic is going to be okay. if you're driving this morning of easter freeway, it is a nice looking drive with only 19 minutes. you have been wondering about the toll plaza. take a look at it. it looks great. today san francisco public school's teachers will start voting on a proposed deal for distance learning coming up this fall. what instruction will look like and when it all kicks off in 10 short days. >> reporter: we know when it will start. august 17 is the first day of all online school for san francisco usd students. we don't know a lot of details about what this agreement includes but we do note that teachers, the teachers union and the district agreed on something yesterday after marathon bargaining session of 16 hours. this gradual of what teachers and how they will give their lessons live online versus pre- record lessons. teachers will have some say over that. we know that the state is requiring 120 minutes of daily interaction and instruction from all public school teachers and kids. according to the san francisco article, educators will have some jurisdiction how that live instruction simply the chronicle is also reporting that this agreement to train the teachers union and the district includes things like a $400 stipend for educators to purchase equipment so that they can work from home and do things like lose their internet speeds and to teach from their homes there's a plan for teachers who must return to empty classrooms to teach, to do so safely. the union said they will have a townhall meeting for members later today to discuss the details of this agreement and the hope is that this agreement will be ratified by monday and then the school year will start one week from then on august 17. >> to the south by now where teachers in san jose say they want to be given the choice about whether they teach online, in a classroom or from their own homes teachers and parents protested before the san jose unified school district board meeting last night but the district is requiring teachers to teach lessons online from their empty classrooms. teachers can apply for an exemption from in class teaching but they say the process is tedious and not a guarantee. one parent we spoke with sympathizes with the teachers. >> it is shameful that our district is not supporting our educators. these are the people we entrust our kids to and they're not being shown any professional respect for human consideration for their health and safety. classes are set to start in san jose next wednesday. a school board vote on whether to hire campus police officers has been delayed in antioch as protesters shut down that meeting. dozens of demonstrators protested outside of the antioch school district headquarters on wednesday evening. one board member said processors tried to physically block her from getting inside to that meeting. >> when i get to the door, i can't get in because they have put their bodies blocking me. i'm telling you, it was really a ruckus. board members read letters from the community with some favoring having the school resource officers, but many oppose that plan. in the income of the protesters became so loud that the school board had to postpone the vote. happening today, activists and the family of a san leandro man who was shot and killed by police inside a walmart storeta killed on april 18 while waving a baseball bat inside crisis. the anti-police terror projects is leading a protest outside of the das office at 4 pm this afternoon calling for the officers involved to be fired and arrested. the family of a 22-year-old killed by vallejo police at a walgreens store in june is suing the officer responsible and the city. civil rights attorney john burris filed a federal civil rights lawsuit for wrongful death on behalf of the family of sean monte rosa. he was killed when police responded to reports of vandalism but the officers shot him through the windshield from the backseat of a moving unmarked police truck. >> he has a and arrested. the police union and police chief said the officer mistook a hammer in montrose switcher for a got. animal control officers are investing the deaths of two kids who appear to be choppy
