you guys are such good energy in the morning. it's a good time hanging out with you. when pete hope you're having a good morning waking up and we are waking up in livermore at about 56 degrees. winds light at about three miles per hour. looking at sfo, you can see a low cloud deck. the marine layer is in full effect. san francisco at 55 degrees. santa rosa also at 53. san jose at 56. here's a look of some drizzle on the coast. the marine layer is present in places like santa rosa and certainly in most of the bay area. visibility is not bad though. just a couple tiny spots in the north bay. it should be a problem with driving. mostly sunny skies today. once we kick these low clouds out, it will be in full. 60s at the coast. 70s in the bay and gorgeous and mid-eighties. for now we will go over to check on the traffic. >> not a lot happening. this is the way we like it. we wanted to be nice and quiet for you. it is a holiday, 3 july. a lot of places are close. bank said the star market are close. so a lot people are not going but we might have later on today people where they're going to go with the fourth of july. but that might be muted some what. here is interstate 880. you can definitely tell, we are lighter than usual. let's go back to the headlines now. investigators in contra costa county are working to determine the cause of an overnight fire in concorde. it was first reported shortly before midnight on willow pass road. ktvu is reporting live with details on all the damage as well as the investigation. >> reporter: officials with the contra costa county fire prevention district say they are investigating on the scene in a couple of hours to try to determine the cause of this two alarm fire. let's look at that video. this fire started just before midnight at the three-story willow terrace townhomes complex which was under construction at the time the fire started. investigators say the flames started on the first floor which had lots of construction materials and then progressed up to the third floor and ultimately out through the roof. 45 firefighters using 10 units tapped out the blaze early this morning and then the all clear was given. officials say over the past two weeks there have been a dozen grass fires and a half-dozen structure fires including this one. >> because it is near the fourth of july, we do have a number of fireworks going off and linger. we that a number of grass fires throughout the county but we also had a number of structure fires. but we are not seeing any connections between these fires. here is a live look at the scene. police are making sure the evidence is preserved until investigators can get there and try to determine the cause in addition to the town, two vehicles were damaged in the fire. no reported injuries and as i said, the cause is under investigation. they are waiting for investigators to get back there to determine how a town home under construction went up in flames. we will update you again coming up in the next hour. firefighters all across the bay area and beyond our bracing for what will likely be a very busy fourth of july holiday weekend. heat and high winds are expected to create a dangerous situation over the next few days. 4 july holiday weekend follows a dramatic increase in grass fires during the month of june. crews in contra costa county are on high alert. >> the weather from almost the beginning of fire season is certainly at the beginning of june on, has been really has created fairly dangerous conditions every single day across contra costa county. firefighters say the growing number of people who are setting off illegal fireworks is only adding to the fire danger this holiday weekend. the oakland fire department is cracking down on the use of illegal fireworks this weekend. right now collection barrels are set up at fire stations throughout oakland for people to surrender unused fireworks with no penalty. during the high fire danger, crews will be out monitoring the situation at lake mary. in the last 24 hours, there has been a slight drop in the number of covid 19 cases but governor newsom still wants social distancing. yesterday 4000 new cases were reported. that's down for more than 5000 in recent days. statewide, 246,000 cases are reported. more than 6000 people have died. here in the bay area, there are almost 27,000 cases of the coronavirus. 590 people have died. the governor again asked everybody to wear facial coverings to protect others. and he showed up new public service announcement announcements and one of them has a terrifying warning without even saying a word. the governor called the messages and impacts full, nonpharmaceutical effort. and with the fourth of july holiday weekend here and the recent rise in the virus cases, the governor wants everybody to avoid big crowds and gatherings of extended family. this new information is showing marin county has the highest number of covid 19 cases of any bay area county relating to its publishing. marin county had 52 confirmed covid 19 cases yesterday. so the community total is now more than 1500 the bay area news group together public health information revealing marin county had 482 covid 19 cases per 100,000 residents. that is the most in the region. health officials say marin county also has one of the highest rates of testing in the bay area which is a big part in the county's relatively high case rate. and the numbers include the virus outbreak at san quentin prison. to the south bay where a new health order in santa clara county is clearing the way for more businesses to reopen more quickly. in another two weeks, personal care services such as hair and hair salons and massage therapy will be eligible to reopen along with gyms and fitness centers, hotels and motels. however everyone would need to see wear a mask and observe the other requirements. >> this virus has proven time and again in communities around the country and around the world that it will come back with a vengeance if you let your guard down. we will not let our guard down here in santa clara county. the county also plans to allow outdoor gatherings for up to 60 people and indoor gatherings of up to 20 people. that new order in santa clara county would take effect july 13 or whenever the state approves it. several business owners say they have been waiting and hoping for their businesses to be able to reopen. businesses must meet certain criteria to reopen including social distancing. reporting positive cases and limiting capacity. while many workers are excited to welcome their customers back, some say that the restrictions will be to limiting. one worker per two and 50 square feet of gross square footage of the lipid one customer per 150 square feet but that's open to the public. >> that will limit a lot of businesses as far as how many employees sees employees and clients they can service. the county is resuming activities despite an increase in covid-19 cases per santa clara county is also on the california watchlist. the health officer said the counties being monitored because of a change in determined that a young texas soldier who vanished in april was killed by a fellow soldier. that revelation followed growing demands that the army released what it had learned about the disappearance of 20- year-old soldier vanessa guillen. her remains were recently discovered in a shallow grave east of fort hood where the two soldiers were stationed. the army said the soldier responsible for her death has killed himself. the motive is unclear. dramatic it is now something and. san francisco police commission set the stage for another possible legal showdown with the police union. the examiner reports that the commission voted this week to expand the department's use of force policy. it boded to ban police officers from kneeling on a person's neck after the death of george floyd. that boat man was detained after dancing and exercising in the street near his home in alameda. the east bay time say that the city of alameda has hired an outside investigator to look into what happened. it happened on may 23 woman called the police about a man who was dancing in the street. when the police arrived, they put him in handcuffs and forced him to the ground and detained him on suspicion of resisting or obstructing police. the two police officers involved have been reassigned to desk work. officials in lake tahoe already dealing with crowds for this holiday weekend are saying there are a lot of safety concerns. parking lots and campgrounds are packed. businesses that were struggling two months ago are overwhelmed with taurus. adding to the influx of tourists, they have a shortage of employees. state park employees, officials say, the demands are all because of the coronavirus and making things harder. >> we had to hire more people to keep up and keep our staff safe and the public degrees. really nice yesterday and today also. tomorrow we will have sunshine but we will move up temperature wise. low 90s inland. low pressure will retrograde and head invalid and high pressure will build up the desert southwest and that leads to a warmer weekend for us. on saturday, mostly sunny skies. warming up. we should see less fog tomorrow morning as we start to see compression of the distance if you go out for the holiday. here's all the details. >> reporter: happy friday. despite a decreasing of cases over the last 24 hours in the state, the governor is warning everyone to be responsible over the holiday weekend. you can stay home, by all means do so. if you're heading out to a barbecue or gathering, take all the precautions you can. and the numbers do not lie in california. wednesday there were over 4000 new cases in the state and that is actually down from 5000+ just days before. the governor could not stress it enough. wear a mask at all times and practice social distancing. he stopped short of a total state crackdown but if people don't listen, it certainly is an option. >> we don't want to do things to you but with you. but we reserve the right to move forward with this mandate if we don't see action at local levels. we expect all 19 to come into compliance. if not, that hand will be forced in the spirit that requires this moment. and again, we are confident we will see progress. there are some new rules around the bay area. pacifica and half moon bay have shut down its beaches and parking lots over the holiday weekend. beginning yesterday until monday, july 6, they will be closed all in an effort to prevent large gatherings and the potential spread of the virus. >> i think in times like right now, it is really hard to not be able to gather in places like this because it is so beautiful but at the same time it's important for the greater good and especially for the holiday weekend it's important to not have people gather here. and the city of san francisco is following suit shutting down its beach parking lots over the fourth of july. that includes baker beach, ocean beach, crissy field and china beach. pedestrians and bicycles will have access to those beaches. lots of new rules much more portly, stay safe out there. even though there will be less traffic out there for 4 july holiday, chb will be out there still on holiday maximum enforcement. extra officers will be up between xpm tonight and a late sunday night. if you do drive this weekend, so you know the local restrictions of where you go. during the memorial day weekend, chb handed out 458 citations statewide for speeding over 100 miles per hour. that is a 173% increase from the same time period last year. napa county is setting up a covid 19 compliance task force. it's an increased effort to protect the public during the pandemic. the county and the city teaming up to keep an eye out for complaints about facial coverings, social distancing and other violations of health orders. if you violate the rules, you could be hit with a fine. there could be a hefty fine if you're caught using illegal fireworks on the peninsula. the redwood city police department says all fireworks are illegal in redwood city. if you're caught with him, he could face up to a $50,000 fine and even go to jail. for the first time since 1939, the city canceled its annual fourth of july festival, parade and fireworks show. almost all fireworks shows around the bay area have been canceled. most cities and towns around the country also canceling their annual independence day fireworks shows because of the pandemic. the cancellations are having a big impact on the fireworks industry. a lot of companies are already purchasing supplies putting on the now canceled fireworks shows. >> thousands of dollars are sitting in warehouses now. it will be difficult and tough but we are going to see what happens. normally there is about 16,000 firework shows in the cities and towns around the country on 4 july. one man is under arrest after an attempted carjacking that was caught on video and led to a police chief and then the suspect driving off a cliff near santa cruz. myles ragland said he was driving north on highway one tuesday afternoon when his eye man standing in the middle of the road arguing with someone. the dashcam in the car shows the man approaching him and you can see here that he has a gun. >> he looks at me and says help me out. help me out. i said no, i will shoot you if you get out. and he said get out and he hit the side of my car with the butt of his gun. he was out of his mind. he could've just pulled the trigger and that would have been the end of me. rachlin drove up but then his rear facing camera shows the suspect comforting other drivers at gunpoint and carjacking a woman in a honda civic. the suspect led police on a high-speed chase before drying off a cliff and into the ocean. in the end, police arrested 56- year-old john ken. >> police are looking for a driver that hit a child with a van and then drove away. the chp said this happened in martinez yesterday near 4:40 pm. this white man seen on surveillance video hit a seven- year-old boy he was riding his scooter. the boy was error listed error airlifted to the hospital. he's expected to recover. if you have any information, call the police. san francisco police made an arrest for an homicide that happened in april. officers say they rested 53- year-old james davis yesterday as he was identified through the serpent theater. he was booked on several charges including assault and involuntary manslaughter for the victim was a 41-year-old man who was found unconscious after an assault on april 18. the man died at a nearby hospital. the search continues for thieves who stole a moving truck in berkeley. the victims rented u-haul was stolen from right outside his home. he said it was filled with irreplaceable mementos that belonged to his elderly parents. a neighbors so security camera shows the theft happening at about 6:30 am you simmer. here is the surveillance tape now. several men are seen trying to cut the lock on the whole but they fail. when they cannot the van, they steal it. >> all of the family memories -- i was looking at my parents wedding pictures. so many little things for my kids that i wanted to bring van with everything still inside that someone will spot it and called police. what muni is estimating it will only be able to provide 70% of its pre-covid-19 service next year. that means about 40 bus lines that were cut at the beginning of the pandemic probably won't be back unless a new stream of money is found. muni plans to bring back muni metro rail service next month and more bus lines. only 23 of the 60 bus lines are running right now. we had a grass fire pop up in livermore yesterday. i thought to myself, temperatures could be a lot higher at this point in the summer but right now they are pretty comfortable. >> they are. but we will have a warm up this weekend so it's a good reminder that we have to be mindful of that as we head across this holiday when people get a little wacky with the fireworks. definitely want to be careful out there. also if you are for some reason going to be at the coast to nature you are where there is a beach hazards alert out today through sunday evening for south facing beaches for rip currents. speaking of dry conditions and fire hazards, the new drop update came out and a good portion of the bear is in dark brown. severe drought. there are plenty of fuels for fires out there now. these are the temperatures today. they will be lovely but on saturday they will get warmer. 7 degrees or so. that means we will have warmer temperatures. dry conditions. wind is calm now but on saturday evening we are expecting the winds to pump up a little bit more in the hills. not to appoint that we will have any warnings or watches out but just to remind you to be careful. the marine layer is with us now and that's making things a little cooler and a little bit cloudy in the north bay. about 54 degrees right now. 60 in san leandro and heyward but everybody else in the 50s. simpson cisco at 54. palo alto at 59. and southbay temperatures in the mid-50s. today will be nice. highs in the low 60s at the coach. the 70s around the bay. mid-80s and. getting into saturday, less of an influence of the marine layer and then warmer temperatures both saturday and sunday where we can see in temperatures in the low 90s. we'll talk more about the talk about. economists now weighing in on the very strong jobs report that we saw this week. many warned that the u.s. still has a long road back to that free coronavirus level of the economy per the latest jobs reports showing the u.s. did get back 4.8 million jobs last month as many states began allowing businesses to reopen but many economists say it is to early to declare a recovery. >> these people were coming back off the sidelines by and large, but for one thing, we still have a long way to go. we lost 22 million jobs in march and april. >> reporter: now the unemployment rate dropped from 13 percent to 11.1% in june but 19 1 million americans are still collecting unemployment. and company, the weekly unemployment lines were down slightly this week but still 279,000 people. the employment development department announced it will extend unemployment and if it's in california for an additional 20 weeks. new reports show that the chinese economy is recovering as the government eases restrictions there. the ones that were put into place to stop the spread of the coronavirus. one index of china's economic activity surged in june to its highest level in more than 10 years. according to the wall street journal, china's strategy of stopping the spread of the coronavirus before reopening the economy appears to be paying off. boeing is expected to and production of one of back to the headlines. police and firefighters in concord are investigating an overnight fire that started at a townhouse complex that was under construction. it was first reported on willow pass road just before midnight. we are live now to bring the latest on the damage and the investigation. >> reporter: good morning again to you. concord police added an officer to the security detail to preserve evidence until investigators from the contract costa county fire district arrives to investigate the cause of the two alarm fire. let's look at the video for the fire started at the three-story willow terrace townhomes complex. that complex was under construction. officials say there was a lot of construction material on the first floor which served as fuel for the fire. the planes progressed up to the third floor ultimately shooting through the roof. 40 firefighters using 10 units tamped out the blaze early this morning. the all clear has been given. officials say over the past two weeks there have been a dozen grass fires and up to half dozen structure fires including this one. >> every fire we have under fire in the investigation with inspectors going out to every single day across contra costa county. firefighters say the growing number of people who are setting up illegal fireworks is only adding to the fire danger this holiday weekend. in oakland, the fire to a barbecue or a gathering, by all means, take precautions. the case numbers jumped in a big way in the state. wednesday over 4000 californians came down with the high-speed numbers cannot be ignored anymore. the governor cannot stress it enough. wear a mask at all times and practice social distancing. the last thing he wants to do is shutdown the state again but if people don't listen, it really hard to not be able to gather in places like this because it's so beautiful but at the same time it's really important for the greater good and with the holiday weekend it's important to not have people gather here. the city of san francisco is also shutting down its beach parking lot over the weekend. that baker beach chrissy field and china beach. pedestrians and bicycles still have access to those areas. health officials are also worried about the number of young people that have been affected in when you put half of sacramento county cases were people under the age of 40. a it towns around the country on the fourth of july. one man is under arrest after an attempted carjacking that was caught on video. it led to a police chase and then the suspect driving off the cliff near santa cruz. myles rachlin said he was driving north on highway 1 on tuesday afternoon when he saw a man standing in the middle of the road arguing with someone. watch the dashcam a video in rachlin's car shows the man approaching his vehicle and pulling out a gun. he looks at me and he goes, help me out. help me out. and i said no, no. i won't shoot you if you get out and he goes, get out and hit april. officers arrested 52-year-old james davis yesterday after he was reportedly identified in a surveillance video . he was booked on several charges including assault and involuntary manslaughter. the victim was a 41-year-old man who was found unconscious at franklin and mccollister street after an assault on april 18. the man died at a nearby hospital. back in east bay, the search continues run from august through october. hopefully, some bay area locations but the location and movie titles have not been announced yet. and twitter is making a statement about coronavirus safety by promising something users have wanted for a long time. twitter says it will add that edit button when everyone wears a mask. everyone. the option to edit tweets is one of the biggest demands from twitter users. many people are tweeting support and other pessimistically expressing there will never be an edit button because not everyone will wear a mask. that message from twitter has been
