police in antioch are investigating a suspicious death at a grocery store. the death of a man inside of a luckys supermarket. ktvu's elissa harrington is more on this story. >> good morning, dave. suspected altercation between a chopper and employee inside the store. i want to show you some video from the store where police were called there just before 10:00 p.m. for disturbances inside. they say a man got into a physical confrontation with the store employee. police say 56-year-old employee, caught the man trying to steal meat from behind the butcher shop area. when the employee confronted him, the suspected shopper attacked. they found the employee injured and found the 34-year-old man unconscious, without a pulse. officers began cpr, per medics pronounced him dead at the scene. they still have not determined why he stopped breathing. at this time it's unclear if something happened during the fight, or if he had a medical emergency. >> i don't know. i know there was a physical disturbance, it may have been between the store employee and someone suspected of shoplifting, but i don't know -- >> police have not identified the person who died. the employee was injured and had to be hospitalized. the lucky supermarket is back open this morning. reporting live, i'm melissa harrington, ktvu fox2 news. new this morning, police in santa rosa are investigating a double shooting overnight. it happened about 12:30 this morning near sebastopol road in denton avenue. police say they think as many as four got into a fight on the sidewalk. two were hit with gunshots. both were hit, hospitalized. a vote last night by the open school board to eliminate the school police force happened at a virtual school board meeting, on the heels all the protests around the country, and that vote was closely watched >> the community is happy right now. this is history in the making, why'all. >> even the chief of the school district police force supports the decision, but says the hard part starts now. a new school safety plan is needed before the end of this year. >> that plan is going to need counselors, restorative justice folks. it's going to need behavioral health people. if we do not hire those people and put them in the schools, we are kind of defeating the purpose of shutting down the police department, because they're going to show up with the same problems we had. >> the chief says the current members of the school police force and more than 50 security guards handle about 1000 calls districtwide every semester. about 300 of the calls are over sexual assault, robberies, and crimes that need immediate responses. the school superintendent wants a new plan by the first of the year. and state education officials also re-examining having police on school campuses. tony thurman, of public instruction, once a new task force to hold a hearing next week on school safety. >> we have already seen data that shows in many cases, that when there are police on campus, this results in more suspensions or unrest of our students, and in particular, african american students and other students of color. this is conditions, it must be changed. >> they still may be needed in cases where students are threatened, such as bomb threats or shootings, but he says the police should not be involved in discipline issues. california is expected to reach new troubling coronavirus milestones, today. our state will likely surpass the total of 200,000 covid-19 cases. the last official count was tuesday, that is when california had more than 7100 cases, topping the previous mark of 5000, set just the day before. some 5700 have died from the virus. governor gavin newsom is expected to hold another news conference on covid-19 today. he has been warning citizens about new surges, hospitalizations, and people in the icu. another troubling statistic he has been highlighting is the rate of positive tests grows more than 5% in the past two weeks. >> a lot of those numbers are reflected in increases in the bay area. and that's part of the state that has moved the last into this new phase. >> governors and was asked if the state needs to pause the reopening it's important to wear a face mask. a new study by the university of washington says by october, 180,000 people in the u.s. will die from the coronavirus. the number could be cut by as much as 33,000, if 95% of americans wore facial coverings. california congressman, adam schiff, wants the u.s. to give free cloth masks to every american who needs one. it's called the masks work act, it would tell the department of health and human services to mail a cloth face covering to anyone who asks for it. the cdc would also create a psa to emphasize why the experts recommend wearing a mask to reduce the spread of covid-19. our time is now 7:09. well, about a week from today, six flags discovery kingdom in vallejo will partially reopen. visitors will be able to see the park's animals, but the main attractions and rides will stay closed. staff says the animals miss interacting with visitors. you will need to make a reservation online. the park will be checking their temperature, guests, and requiring you to wear a face mask and practice social distancing. the park's full reopening will be announced at a later date. and don't forget, you can check the county by county information on mister video here of a dangerous rescue, after a man's truck caught fire. the sheriff's deputy and a good samaritan struggled to pull the driver from the truck and get him to safety. firefighters arrived to put out the fire and gave the driver medical treatment. the driver is expected to make a full recovery. people in death valley are reeling from a earthquake that his hit the area. specifically the south bay felt it some 400 miles away from the epicenter. according to the u.s. geological survey, the earthquake hit at 10:40 yesterday morning, and there have been several saying they were not suitable for families. antioch's mayor wants to install the trailers at the fairgrounds. new this morning, the weekly and unemployment claims numbers are out . one .48 1.48 million americans filed last week, 60,000 fewer than last week's filings. it is more than most economists had forecasted. this is the 12th week in a row the number of first-time claims has dropped, happening this year, due to the covid-19 and amick. the annual festival was set place, if you bought tickets, you can get a refund, or your tickets will be valid for next year's festival. it is expected to be back at golden gate park, august 6th through eighth of 2021. organizers of the bluegrass festival, also taking place in golden gate parks, or holding out for the event. it is set to happen in october. it usually draws large crowds. >> reporter: if you are inside a public venue or outside and cannot maintain social distancing, that is now the 17th state in the country to make facemasks mandatory for just about everyone. nevada has seen a steady increase in the number of cases since the beginning of this month. including, more than 700 new cases just this past week. the movie ticketing company, fandango, is providing a new safety resource meant to help people feel comfortable as they head back to the theater. they are letting know which theaters are open, and the here at the toll plaza, as westbound bay bridge, you can see some slow traffic there at the toll plaza. it's not particularly tall so slow, but it will be a little bit here before you pay the money. at a grocery store that turned deadly. it happened, last night, at a lucky store on carter lama boulevard, just before 10:00 p.m. police say a store employee caught a man who was trying to steal meat from the hind the butcher shop area, confronted the man, and the suspect attacked the employee. during the struggle, police say the suspect suddenly stopped breathing. >> when the officers arrived on scene, they found one subject, who was unconscious, did not have a pulse. officers began doing cpr until they were released by paramedics. paramedics eventually pronounced the person deceased on the scene. >> the cause of death has not been determined, we are waiting for autopsy results. the employee is expected to recover. later today, governor gavin newsom is expected to hold another news conference to provide an update on the covid- 19 pandemic in california. that spring in ktvu's allie rasmus reporting live here, and the governor's message really is don't become complacent. >> that's right. the governor's message, yesterday, was urgent and very clear. he says there has been an increase in covid-19 cases throughout the state of california. and wearing a mask to protect yourself and others is crucial to slow that trend. now, he threatened to withhold 2 1/2 billion dollars in state funds to counties in our state that defy these orders. there are more than 7000 confirmed cases in california, yesterday, of covid-19, and an increase of 4%. it brings the total number of cases, statewide, to more than 195,000. some of the increase can be attributed to increased testing. health officials warn not all of it is because of that. 96,000 tests per day, the positivity rate, the number of people tested, who tested positive for covid-19, rose more than 5% these past two weeks. where cases have been relatively stable over the past month, local public health officials are noticing a troubling spike. >> it is our behaviors that are leading to these numbers. and we are putting people's lives at risk. i don't mean to say that to be hyperbolic, but we lost 52 24 h 65, on tuesday, lost their lives -- >> many of the epics in california are tied to state prisons, and nursing homes, as well as specific counties in southern and central california. other health officials say the increase is a generally just because of community spread. as more people get out to socialize, indicted on charges of felony murder in the he was jogging back in february. a grand jury handed down indictments against travis mcmichael, greg mcmichael, and william brian junior. ahmaud arbery was jogging when the mcmichael's allegedly boxed them in with their pickup truck and shot him, three times, believing he was a burglar. william brian, videotaped the whole incident but claims he was just a witness heard investigators say brann used his truck to repeatedly block the path of armory. the state attorney general says he will not be investigating a police shooting in vallejo, where a 22-year-old man was killed. attorney general xavier becerra's says the solano county da can handle the investigation into the death of sean monterrosa, expected of looting a drugstore on june 2nd, when the vallejo police officer shot him through the windshield of his car. witnesses say he was on his knees, but police say his hands were at his waist, and they thought he had a gun. it turned out he had a hammer. san jose mayor, outlining a nine point plan to begin reforms in his city police departments. one goal is to allow external reviews of a legend misconduct or abuse. the plan would also expand authority to oversee actions of both city managers and police chiefs. the officers union says its members want to serve the community. >> we are always very interested in sitting down and having a conversation in finding ways to help our officers to the very best job they can, when they are out there serving their communities. >> san jose's police deferment has been heavily criticized on reactions to protests. authorities in santa clara county are vista getting the death of a sheriff's cadet who died during training. 39-year-old misha maura was training to be a deputy and was weeks away from graduating. he suddenly collapsed, all exercise involves running around the building and assimilated assault with the instructor wearing a fully padded suit. the cadet has a helmet, padded gear, and a foam baton. >> it's a difficult training, and historically we have had some issues with it. but -- it's, it's of course tragic. >> i have seen, not only an hour academy, but others in the bay area, where we have had concussions, broken noses, even though they are wearing a helmet. >> the county sheriff says inde the exact cause of death as being investigated, he leaves behind a wife november. the question of whether the state government, and public universities can consider race when it comes to hiring and admissions will appear on the ballots. he will remember california banned affirmative action policies in 1996. yesterday the state senate voted to repeal that amendment. voters will have to approve the repeal in november before it can become law. a proposed ballot during san jose would give the mayor a extra two years in office. the measure would push the election back two years to 2024, to take advantage of a higher turnout from a national election. if approved, he could end up serving a total of 10 years in office. the proposal would also give the mayor more power, by carrying out duties currently in reserve for the city manager. the city council is set to vote on the proposal, next tuesday, before it can appear on the november ballot. california voters will decide whether people on parole for felony convictions should be allowed to vote. supporters of the after the discovery of a $2 billion accounting scandal. the company's former ceo was arrested, earlier this week, on suspicion of having artificially inflated the company's balance sheet it it antioch, after a suspected shoplifter died after getting into a fight with a store employee. this happened at the lucky supermarket on control them away. let's bring in ktvu's elissa harrington. >> good morning, gasia. it is unclear at this time if this man died because ened duri the fight, or if he had you tha store where this happened. this is the lucky supermarket in antioch on contra loma way. officers were called just before 10:00 p.m. last night for a report of a physical disturbance. >> when the officers arrived on scene, they found one subject, who was unconscious, did not have a pulse. the officers began during cpr on him until relieved by firefighters and paramedics. the paramedics eventually pronounced that person deceased on-scene. >> police say that a 56-year- old employee of the store confronted a man after seeing him try to steal meat from behind the butcher shop area. the suspected shoplifter and attacked the employee, and the two got into a fight. when police arrived, they found the employee injured. they found the 34-year-old man unconscious, without a pulse. they do not know why he stopped breathing. the employee was injured and had to be transported to a hospital. the identity of both involved has not been released, but what we do know is the man who died was from antioch. the employee, from concord. reporting live, elissa harrington, ktvu fox2 news. elissa, thank you. new this morning, santa rosa police are investigating a double shooting that happened overnight. it started around 12:30 this morning. police say they think as many as four men got into a fight on the sidewalk him and two of them were hit by gunfire. for hospitalized, and police are still looking for the other people involved. one school board voted to eliminate the district's police department, and it was closely watched by the oakland community. >> the community is [ bleep ] happy right now. this is history in the making, why'all. >> even the chief of the school district police force supports the decision, but says the hard part starts now. a new school safety plan is needed be for the end of the year. >> it is going to need behavioral health people. if we do not hire those people and put them in the schools, we are defeating the purpose of shutting the police department down, because they will show up to solve the same problems that we did. >> the chief says 10 members of the current school police force, and more than 50 security guards handle about 1000 calls districtwide. about 300 calls are for sexual assaults, robberies, and other crimes that need immediate responses. the schowants a new plan by the first of the year. state education officials are also re-examining whether or not to have officers on school campuses. tony thurman, the state superintendent of education, says he wants a new task force to hold a hearing next week on school safety. >> we have already seen data that shows in many cases, when there are police on campus, this results in more suspensions, more arrests, of our students. in particular, african-american students, and other students of color. this is a condition that must be changed. >> thurman says school police may still be needed in cases where students are threatened, like bomb threats or shootings, but he says the police should not be involved in discipline issues. for new schools will have to offer some type of in-person live instruction, in order to receive state funding, next year. governor newsom is expecting to sign a bill tied to his recent budget deal with the state legislature, that still allows for remote learning mixed with live interaction. the bill requires students to have access to necessary distance learning technology. according to a nonprofit journalism site with a focus on education, the state needs more than 7000 laptops, and 300,000 wi-fi spots. more troubling coronavirus milestones today. expecting to surpass, more than the previous mark of 5000, set just the day before. in all, 5700 people here in california have died from covid- 19. governor gavin newsom will be holding another news conference today. he has been warning californians about trends in the state and the surges, hospitalizations, and the rate of positive tests, rising to more than 5% in the past two weeks. >> a lot of those numbers are reflected in increases in the bay area. and that's part of the state that has moved the last into this phase. >> governor newsom was asked if the state needs to pause the reopening process. his simple answer was no, but he did say he wants californians to follow safety guidelines, that means wearing face masks, social distancing, and washing hands regularly. the governor also threatened to withhold relief funding to counties that refuse to comply with the state's reopening requirements. san mateo county supervisor, wanting to toughen the facemask order. he calls for fines against violators. those caught would first receive a warning, then a $100 fine for first offense, and a $500 fine for every additional offense. the fines would not be issued by police but rather by community service officers. >> what i am seeing out there is that people are not taking the virus seriously. and this is serious. this is life or death. >> supervisor, saying he thinks it is in the best interest of public health. he says if the governor does not accept the idea, he will propose at the next supervisors meeting. new research shows the importance of wearing a face mask. the university of washington study reports 180,000 people in the united states could die from covid-19 by october. researchers say the number could drop by as many as 33,000 people if 95% of americans wore face coverings. new this morning, a weekly unemployment claims report is out. the u.s. labor dormant is reporting 1.48 million workers filed for unemployment insurance for the first time it is more than most economists have forecasted. this is the 12th week in a row that the number of first-time claims has dropped. today marks 70 years since the start of the korean war. that war began back on june 25th, 1950, when communist north korean troops launched a surprise attack into south korea. u.s. soldiers fought alongside south korean troops during the war. the president and first lady expected to attend a drove his truck off the road and crashed. a sheriff deputy and a good samaritan struggled to pull the driver out of the truck, and they got him to safety. firefighters arrived and put the fire out and give the driver medical treatment. the driver is expected to make a full recovery. firefighters are working to control a fire, called the diablo fire, flames broke out about midnight just west of interstate 5 at highway 130 near patterson. the fire has burned 300 acres and is at this point, 20% contained. probably in alameda are warning people about a series of water, bank robberies. after driving home from a bank, a man took her purse and drove off. a similar incident to another woman happened back in may. >> be cognizant of your surroundings, pay attention pol whether the victims went into bank branches or stop an at an atm. stated city staff picked out three sites, but the planning commission rejected each site, saying they were not suitable for families. antioch's mayor was to install trailers at the fairgrounds. one week from today, six flags discovery kingdom in vallejo will partially reopen. visitors will be able to see the park's animals, but the main attractions and rides will stay closed. you will have to make a reservation online and practice social distancing while inside the park. the full reopening date will be later announced. you can check reopening roads looking this morning? >> we are seeing more people, mike and gasia. i know both of you have been mentioning more people are coming back, and it's happening very gradually. let's take a look at advisory applies to mendocino county and lake county through late friday, late thursday and friday, but out to solano county until saturday. that will drop again on saturday into sunday and will send deadly. it happened at the lucky store last night on contra loma boulevard just before 10:00 p.m. a 56-year-old employee caught a man trying to steal meat from behind the butcher shop area and confronted the man. the employee says men attacked him but then during the fight and struggle, police say the suspect suddenly stopped breathing. >> when officers arrived on- scene, they found one subject who was unconscious, did not have a pulse. the officers proceeded with cpr until paramedics took over. paramedics eventually announced deceased on scene. >> the employee involved in the fight was taken to the hospital for his injuries. he is expected to recover. later today, governor newsom expected to hold another news conference to give californians an update on the state of covid-19 right here in the golden state. ktvu's allie rasmus joins us live this morning with the governor's expected message to everyone here in california. allie, good morning. >> good morning, mike yes the message was clear, everyone should be wearing a mask in order to slow down a spike in trend in increasing cases across the state. more than 7000 confirmed cases are in california on tuesday, that is the most recent folding data from the state. the total number of cases statewide according to johns hopkins was more than 196,000 this morning. that is 5000 more than yesterday. health officials warn not all numbers are due to testing. the positivity rate, the number of people who test positive for covid-19 has gone up more than 5% over the past two weeks in california. even in the bay area, it has been relatively stable in its number of cases, local health officials have noticed a troubling spike. the governor and other health officials say the increase is not entirely unexpected, as morgan out to socialize and return to work. and social distancing rules are relaxed. >> we not only reopen, not only reopen our economy, but we begin to reopen our households. and we begin to go back to our old ways and our old habits. the consequence is we are spreading this virus. >> that is why the governor stressed the need to wear masks, and he actually threatened to hold up to $2.5 billion to, million, two state funding for noncompliance. the governor is instituting a one-size-fits-all mandate, this time with financial consequences if we have not complied. >> as of yesterday, the governor said he had no plans to reintroduce some of the previous shelter in place orders. no return immediately to any sort of renewed lockdown, but we are waiting to see what he says today in his update park. tamir rice was killed by 2014, today would have been his 18th birthday. witnesses told police they saw an african american boy waiting around a gun. he was carrying an air soft pellet gun. police deemed the shooting within guidelines. he was eventually fired, not for his shooting, but for lying on a portion of his hiring application. outlining a nine point plan to begin reforms in the city's over the permit. one of the goals is to allow more independent external reviews of alleged police misconduct or abuse. the plan would also expand the mayor's authority to oversee actions from both the city manager and police chief. the san jose police officers union says its members want to serve the community. >> we are always very interested in sitting down and having a conversation and who died during training. koshi nishimur from graduating, during training he suddenly collapsed. the exercise involved running around a building and simulating assault. . but it's ifficult training, tragic. >> but i have seen, not only at our academy but other academies, in the bay area, where we have had, you know, concussions, broken noses, even though they are wearing a helmet -- >> the county's former sheriff wants an independent review of the academy's training. his exact cause of death is being investigated. he leaves behind a wife and two young children. a massive dust cloud will reach parts of the gulf of mexico, today and tomorrow. this extremely big mass of dusty air came from the sahara. it will create hazy skies and red sunsets. it troubled more than 4000 miles, crossing
