the public will be invited inside city hall for mayor ed lee body will lie in state in the rotunda. among those in attendance will be the house minority leader nancy pelosi who flew back from washington after paying tribute to mayor lee in the house of representatives. >> many of my colleagues joined me in putting a statement in the congressional record about how proud we are to know him and the joy he was. he always was smiling. a beautiful and loving man. >> reporter: we caught up with pelosi and a former mayor willie brown eddie fundraiser for foster youth. both plan to be respects on friday and speak at the public memorial to be held at city hall on sunday at 3 pm. brown said the last time is san francisco mayor died in office was george moscone he was assassinated. this time the circumstances and tone are different. >> this is the first time the city has ever publicly engaged in grieving for somebody. literally it's almost universal. the town has stop. >> reporter: jon oakland will stand trial on involuntary manslaughter charges. and alameda county judge ruled there is enough evidence to bring a criminal case against derrick almena and max harris. almena rented the warehouse that caught fire last december. the fire killed 36 attending a party in the building. thursday was the last day of the preliminary hearing. victims, and relatives credit card when prosecutors read the name of each person killed in the fire. >> i believe there was sufficient evidence. the guilt and responsibility of these defendants for creating the ghost ship and making it, as the judge stated in his final words, a deathtrap. >> this was not a deathtrap. it was orderly. it was clean and wholesome. and in many respects my client did everything humanly possible , within his financial means, to make it that way. >> the suspects will return to court in january but we are told their trial might be at least a year away. a man who was bit on the arm by ec lyon while swimming in san francisco bay is recovering this morning. this happened yesterday your aquatic park beyond the coast. fortunately he was rescued by a sailboat that was nearby returning to sausalito. they called for help. police put a tourniquet on the arm to stop the bleeding and remarkably the injured man stayed conscious and was calm. >> had that boat not seen him, this could've been a different story. >> he was talking the whole time. everything about him seemed pretty normal. we got the bleeding stopped as best we could. he was more worried about his clothing on the beach than anything else. that's a good sign. >> cey -- the light attacks are rare. swimmers and beachgoers are advised to stay away from seals and sea lions because they have very sharp teeth and a strong bite. two workers were rushed to the hospital in santa rosa after building under construction collapsed. one worker had a gash on his face and the other injured his leg. a third worker hurt his back but did not go to the hospital. workers were replacing roof trusses on the building with the exterior walls buckled and the trusses collapsed. the santa rosa building division and cal/osha will conduct an investigation. three contractors in oakland have been cited and fined almost $150,000 for construction accident in may that injured 13 workers. they fell 20 feet into freshly poured concrete as they worked on an elevated mold. a cal/osha investigation concluded the scaffolding system was not designed, installed or inspected properly. another plea for help this morning from the parents of a 20-year-old college student killed while playing pokimon go. calvin riley of stockton was shot and killed in august of last year at aquatic park in san francisco. he was shot in the back as he was looking at his phone. police released a sketch of a possible suspect but his family pleaded again for witnesses to come forward. >> they took the most precious person in our lives. he was an amazing person. you stolen from us. >> calvin riley played baseball at san joaquin delta college. a $110,000 reward is being offered for information leading to an arrest. the state of california has issued the first licenses that will allow retailers to sell recreational marijuana. california's bureau of cannabis control issue 20 licenses yesterday including some two san jose businesses. the licenses allow the businesses to begin selling marijuana on january 1. businesses can apply for the licenses online. more than 200 applications have been submitted. a state agency will now investigate how yesterday the fcc voted to overturn the obama era regulation. it means providers such as verizon and at&t will be able to slow down apps or websites run by their rivals. the companies could also block sites or charge certain websites more for faster speeds. under net neutrality, service providers had to treat and --  all online content equally. congressional democrats say they plan to propose a revolution to propose that. scott wiener also plans to introduce a bill that would require net neutrality in california. he said states should have the right to protect internet access. he said he would introduce the legislation next month when the state legislature is back in session. santa clara county also plans to sue the fcc over net neutrality. >> the reversal of net neutrality is arbitrary and unjustified and it is therefore unlawful. santa clara county is not going to let the fcc's actions stand. we will file a lawsuit to challenge the repeal of net neutrality to protect fair and open access to the internet and preserve the county's ability to provide crucial health and safety services. >> county leaders say libraries, law enforcement and the health department depend on the internet for communication and to release information to the public. they say the lawsuit will move forward after the fcc officially repeals the regulations. florida senator marco rubio threatens to vote against the republican tax reform bill. senator rubio said he will not vote for the measure unless negotiators increase the child tax credit for low income families. a fellow republican, michael lee of utah, also says he is undecided for the same reason. senator bob corker of tennessee is concerned about the $1.5 trillion the bill will add to the deficit. president trump says he thinks senator rubio will come around. >> he's very supportive. i think that senator rubio will be there. we are doing very well on the tax front. we have tremendous support. >> the republicans can only lose 2 votes in the senate and still pass the tax reform bill with a tie-breaking vote by vice president mike pence. the final text of the bill is expected to be released today. republicans hope to schedule a vote in both houses of congress early next week. the white house plans a major campaign next year to influence public opinion on legal immigration reform. this issue will likely play a role in president trump's state of the union address next month. the white house wants to move the nation largely family-based immigration system to a merit- based system. the trump administration for the last couple days. i think wednesday was the coldest day. now we are seeing more 30s and 40s. a weak system is moving into the north but will not bring us rain. it will bring cloud cover. maybe a dusting of snow in northeast california in the sierra. the end result is it will form a low off of southern california or near the four corners. as that happens, guess what? high pressure will build to the north and we will see a strong north, northeast breezes. there is a possibility that there could be another on the 21st. the 22nd or the 23rd, we may look at record highs again going into
