Yes, this is a developing story i zoomed in right now at a car that crashed. Police investigating that car involved in this incident. I did speak with a shop owner. It is it canada shot to the left of me. There are several agencies out here with the martinez, a Police Department along with the Contra Costa Sheriffs Office as well. Speaking with the shop owners. They tell me that they actually received a call from Law Enforcement this morning letting them know that their shop was being burglarized. They tell me the individuals are not able to break in or get away with anything. But at that point, the alarm didnt go off and that is Police Arrived and did come across the suspect or suspects involved in this incident, there was some sort of interaction with the police and the suspect. Martinez police not able to confirm if shots were fired. We did ask if shots were fired and they were not able to confirm that here on scene. But were still out here trying to gather more information. We do believe that the suspect or suspects to try to get away crashing their car. You did see that just a moment ago about half a mile away. Several agencies are here and more Law Enforcement vehicles are starting to right here on scene. Were going to see out here to gather more information as well. Happening today, the suspected gunman who shot of San Jose Police officer on wednesday is expected to make his first appearance in court. Has followed this story the whole way long. Whats the latest right good morning, everyone. Well, we do know that that gentleman is set to go into court some point today and hope to get more details regarding charges will take a look. This is a photo that we his is a broker and hes been in custody for a few days. Hes responsible for shooting a San Jose Police woman. That was back wednesday around 8 oclock. You know, he eventually. Had a standoff with officials for multiple hours. According to police. They say that, you know, they arrived on the scene around 8 oclock in the morning. They were responding to calls about a domestic disturbance when they arrived, the man allegedly ambushed and shot the female officer who is still in the hospital this morning and are critical but stable condition after shooting the officer. The suspect barricaded himself and his wife in the home causing a 4 hour you know, at what point the wife was able to be released to Police Safely and then shortly after that, they did take that man into custody. As of right now, he has no bail. And again, the woman who was shot the police officer, she is still in the hospital this morning. Were hoping to get more details when cent Court Appearance happens like this morning in jose, Michael Thomas to send it back to michael, thank you. And then at 704. Theres another big story that were following as well. An fbi raid has led to the arrest of multiple Police Officers from antioch and pittsburgh to police agencies. These arrests, the result of an investigation that started as a narrow probe but ended up uncovering they say, alleged unethical and criminal behavior. Kron 4 Sarah Stinson takes a look. And one of 4 of the indictments are disturbing and racist. Text messages. These arrests brought fbi agents to multiple states, an effort to wrest 10 officers after 2 years of investigating officers in the antioch and pittsburgh Police Departments, the u. S. Attorney for the Northern District of california announced indictments thursday afternoon. 10 officers have been charged. 9 of them are sworn officers and one is a Community Officer 6 with Antioch Police and 4 with pittsburgh police. It took 100 fbi agents to successfully arrest officers in different states, including california, texas and hawaii. These are the 4 indictments announced one being a College Fraud indictment alleging 6 officers claimed they earn College Credits increasing their pay. But officials allege they hired people to attend those classes for them. Second is a steroid distribution charge for 2 officers and an obstruction indictment accusing one officer of interfering with a wiretap investigation. Lastly, a 29 page. Civil rights indictment which has to do with Text Messages between 3 officers. It includes tax change, bragging about Excessive Force using a canine on suspects and allegedly targeting suspects based on race. The fbi and u. S. District attorney is mel ramsey says they are now focus on being able to prove their case against the officers and to make sure justice is served and precedent is set. Collectively, these 4 indictments described group of officers who acted as though they were above the law. The operations today made clear that no one is above the law, the fbi and our partners absolutely committed to protecting the civil rights of members of our communities. 8 officers have made their initial Court Appearance is already. 2 others arrested elsewhere still need to be brought back to oakland for future court proceedings. 2 officers are facing multiple charges and if convicted, that could put them behind bars for over 3 decades. The fbi confirmed with us that this investigation is very much ongoing. Im sara stinson reporting back to ok, sarah, thank you very much. Meanwhile, we did speak with bay area, civil rights Attorney John Burris about these arrests. He, in fact, represents 15 plaintiffs who have suits against the antioch Police Department. And theres 150 others to under consideration. He said its about time. The charges were brought. He believes they validate the concerns of people that complain about the department for years. Burris says this is the first step now in regaining control. They can begin the changing of the culture culture that exists within the Police Department here with one of total disrespect racism practicing physical brutality really out of control no real constraints on these officers. So there wasnt accountability. So we hope is the first step to what we can cannes bill to control the department. Burris also added that the indictments indicate to him that the antioch Police Department needs federal oversight much like what we see with the independent monitor that overseas, the oakland Police Department, 2 of his current lawsuits against antioch pd involved 5 of the officers indicted as of now burress doesnt have any cases against the pittsburgh Police Department. Time now 708, and a developing story that were following. San jose police are still looking for whoever stabbed 2 students James Lick High School. Yeah. Last night the School Board Addressed the violence this morning kron fours will tran there in san jose. With more on the story will. The san jose Police Department, theyre not releasing details on whether or these attackers were fellow students, but they are still searching for them this morning. Despite locking down the campus to try to find whoever was behind let me show you video. We do expect james like to reopen this morning in about an hour from now. At 11, 25 yesterday morning it was placed under lockdown after a group of students got on got into a brawl on campus to the point fellow administrators, teachers, they rushed to the scene to try to break up the fight, but not before those 2 students were stabbed. Were hearing that one student stabbed in the arm, the other in the back. Non life threatening injuries. The students on campus were told to stay in place for their safety and not to disturbed the scene. The Police Officers, they rushed out there. But by the time they got there, the suspects are long james darya after about 30 minutes or so administrators decided to lift the lockdown because they notify the parents to go ahead and pick up their kids because school was over for the day. But the topic was not over. It went well into the night with the superintendent at a board meeting, talking about what happened. Events of today do not speak represent what James Lick High School more with site is it was a senseless act are still waiting to get all the facts and learn exactly what happened. What they dont know what happened at this point. What sparked the brawl . This is just one of several Small Businesses in the city that recently fallen victim to burglars. Kron fours dan thorn with the story. Another burglary in downtown walnut creek. 2 people, including someone who appears to be pregnant, are caught on camera breaking into and then stealing cash from. Tell us coffee. You know, feels pretty violating. Tell us it is kind of like my second home. And so to be broken into just a good feeling. It kind of puts me and my entire staff on edge shop owner Janay Mccullough says the burglar stole 450 in cash on the night of august 7. Tell us is one of more than 7 downtown businesses that have been burglarized over the last month. Mccullough says she has noticed an uptick in crime. Same day that tell us robs. I saw with my own eyes norstrom getting robbed my next door neighbor about broken into justin 7 or 8 other businesses that have been broken its its really kind of getting out of control at this point. To show results, Walnut Creek Police did announce a recent arrest in connection with several breakins in july. City workers and Community Leaders in san jose are holding a press conference in response in response to the mayors remarks about the citys budget workers and officials will gather at city hall at noon and theyre expected to call out may or may hands claims that job cuts are going to be necessary now because of the new contract that city workers just negotiated for earlier this week, the mayor said that he does not support the tentative deal. He said he felt that it caused too much and thinks the city council buckled and caved into pressure and politics. Well, speaking of mayor mahan, hes going to be joining us, congressman Jimmy Panetta and councilmember be on in a press conference to discuss a new program connecting lowincome residents with reliable wifi. The initiative is supported by the fccs affordable connectivity program, which is aimed at ensuring stable broadband connection for work for school, for health care. Theyre expected to walk in the citys neighborhoods and speak directly to residents on how they can sign up for the program and also share information on how others have benefited from the program, too. The countys board of supervisors is now considering placing a temporary moratorium on rent increases for mobile homes in unincorporated areas. The board will discuss the idea at their upcoming meeting next tuesday. The board says this temporary rent freeze is designed to preserve housing for vulnerable residents that are located outside of the countys 9 cities. The shop owners tell me the individuals were not able to break in and did not get away with anything. But we do believe at that time the individuals tried to get away. One person was injured and they apparently were in one of those. Thomas vehicles, the cruise cars in San Francisco when it got into an accident. In fact, the Company Crews posted on social media that this crash happened at about 10 oclock last night. It was at the intersection of polk and turk street. Cruz says that one of its cars and tradition intersection it had the green light, but it was struck by an Emergency Vehicle. Witnesses on scene told kron 4 that that Emergency Vehicle did have its lights flashing siren was on. The passenger in the cruise car was injured. That person had to be taken to the hospital. Cruz says, quote, that their primary concern is the writer and their welfare and that theyve reached out to support and offering a deeply might that theyre deeply mindful of you know, the First Responders that were involved as well anybody else. And they say theyre investigating this accident. Well, this recent crash happens as the San FranciscoAttorneys Office wants to put a pause on the expansion of these driverless Taxi Services like cruise and waymo throughout the city. The motion was filed just days after the California PublicUtilities Commission approved these companies to start charging for rides. 24 7 at all hours. Since that approval, though, the city has seen a series of problems involving Driverless Cars last wednesday. A cruise car drove past a closed for construction sign and then frozen the middle of the site through its hazard lights on and wouldnt move. Last friday, we talked about how one day after the expansion, at least 5 cruise cars blocked traffic in the north beach neighborhood that night. And now this latest accident with the Emergency Vehicle, the citys Attorneys Office is accusing the cpu see of abusing its discretion when it approved the expansion. They say the agency failed to consider the environmental impacts of deploying several 1000 these Autonomous Vehicles on the city streets. The cpsc has yet to publicly respond to that. Its 7. 33, and oakland mayor sheng thao was responding to criticism of the citys leadership after groups blame city leaders for a surge in crime. The naacp and oakland Police Officers association are calling on the city to urgently a point. A new police chief kron fours Philippe Djegal has more. Mayor sheng thao says she acted in the city of oaklands best interests when she fired former police chief Leronne Armstrong for mishandling Police Misconduct investigations. In february out the step that was necessary to keep us on the path of needed reforms. While we work to make our community safer. But since armstrongs termination, oakland naacp president Cynthia Adams says crime has spiraled out of control an evaluation based on the Police Departments crime statistics. The oakland Police Officers association publicly agrees with the naacp that it is not a coincidence that surging crime has coincided with a 7 month delay in appointing a new permanent chief. It would go to been there a long time as well. But wouldnt it wouldnt it maybe would Community Knows change. Knows what the case was about. Know the name of state they it to, you know, not to do cry. Mayor thao says although violent and property crimes are spiking, homicides are down and believes an interim chief Darren Allison experience in managing the department. She says she has worked with governor gavin newsom to increase the california Highway Patrols presence in town to curb crime. And that armstrongs ouster is not relevant to the rise in crime to say that one person gets the credit for the work. Of everyone in department. That is bogus house as she is bound by the city charter, which requires the Oakland Police commission to carry out a process of consultation and Community Outreach before presenting her with a list of recommended candidates for the job which the commission started in july continuing through this month. I wish that the process can move faster. But of course, oakland deserves the best. And that process is under way. We have seen that the focus process of that process has been completed. And so im hopeful that we can get a new police chief by the end of the do. But lee, that we could have worked things out. Which stroll. I do believe that. I do believe we could have that net and that way open would not be in the situation that were in today. Last month, armstrong filed a legal claim against the city of oakland for wrongful termination, Philippe Djegal, all kron 4 g. Its 7. 36, in san pablo. Police have arrested a man for this driveby shooting that happened on 23rd street in Richmond High School on monday. You see a group of people walking down the street and a car comes up. Theres a suspect. Vehicle starts firing at them. They ducked behind that other car. Nobody was hurt. Police say the man admitted to being in a gang and he said that he thought he was shooting at rival gang members. Well, Milpitas Police now are searching for a possible possible additional victims after a former teachers arrested on suspicion of assault. Daniel mcquigg was employed by the milpitas unified School District until 2018 last month. A woman came forward to report that she had been sexually assaulted while she was a minor. She says that mcquigg initiated a relationship with her back in 2016 while he was still employed with the district. Quake was arrested at his home this week. Anyone with information on this or if you feel you might have been a victim asked, youre asked to call Milpitas Police. Its 7. 37 and a statewide task force is getting millions of dollars in additional funding to help stop retail set but one expert tells kron 4 says magoon that shoplifters wont stop until the laws are changed. It is a video of a mob of shoplifters inside a Los Angeles Nordstrom that has been seen around the world. A flash mob of individuals ransacked a department store. Took more than 300,000 of merchandise. Now the california Highway Patrol is ramping up its effort to disrupt retail statewide with the help of additional funding for their organized Retail Task Force. Also, please announce that the governor has expanded to the local Law Enforcement agencies werent astounding. 85 million dollars. To help the local agencies investigate deter and disrupt retail theft crimes from occurring scenes like these may call into question whether or not the Retail Task Force is making a difference. Officials at the california Highway Patrol provided the stats showing the recovery of over 300,000 assets and over 1200 arrest. I was actually thrilled to see whats going on with the you know, cri california retailers. We introduced the original bell. To establish the organized Retail Crime Task force is back in 2018. The president of the california retailers association, Rachel Michelin applause, governor gavin newsom and state legislators for getting behind the Retail Task Force. She says the next step for lawmakers is to adjust the felony threshold for serial shoplifters. And the fact that in california we still dont have the ability to go after repeat offenders and we were not allowed to aggregate up to that 950 mark. And so part of i think what were seeing as well is people who took advantage of that and they just continue to push the envelope, you know, to retailers is important that our employees are safe. On monday, the Santa Clara CountySheriffs Office is launching a firearms relinquishment program. Its a way for them to collect unwanted guns and prevent them from ending up in the wrong hands. Each individual can get up to 5 gift cards will be issued on a first come first serve basis and you can turn in your guns at the sheriffs headquarters. And communities in Southern California are setting up sandbags right now. Bracing for possible heavy rain, potential mudslides and flooding as hurricane hilary makes its way up the pacific coast. Potential flooding. Coastal flooding. Storm surge strong to damaging told state wave may be over 10 feet. All, you know, battering waves, dangerous boating conditions are pretty start to materialize earlier in the weekend. Well, experts say the hurricane like this is really rare. In fact, the last time a Tropical Storm hit california. Tv looked like this and they just invented cars. Yeah. 80 years ago 1938 basically was the last time we saw stormy weather. Hurricane weather like expecting come monday and this is that storm. Little baby. Look at point. Yeah. Look at that. Well, we could be looking at a repeat performance come as early as monday. Yeah, and like that. But up to the cars, really . You know, you look at rate. We can all hope that thats not what it looks like. Yeah, there is a strong possibility. That we could see some flash flooding out of this one. So very familiar, maybe not so familiar. I mean, that was over 80 years ago. But it is a very similar system to what resulted in that flooding all those years back. This is hurricane hilary as it is right now. Category 4 storm very well formed. You can clearly see that eye wall. That is this strong storm right there right now churning off the west coast of mexico. Its going to be making its way northward gradually weakened as it does so but will make landfall on the Baja California peninsula. Eventually making its way across the mexican u. S. Border and pushing into the state. If it does maintain Tropical Storm status, it will be the first storm to do so since the 1939. So that is not something that happens every day. Well start to see some impacts for Southern California likely on sunday. And you can see that this storm right here is going to pack a wallop. As far as rain goes. If it trends a little bit further off shore, well see that heaviest dose of rain and storm surge from la down to san diego trending further inland. Thats when youll likely see that flash flooding, especially across the desert areas like palm springs on up into death valley, looking at potentially doubling their annual rainfall totals in just a matter of days. And that would result a lot of water out there. Palm springs could see up to 4 to 5 inches of rainfall by the time we reach the middle of next week, death valley around 3 to 4 inches average annual rainfall. Death valley maxes out under 2 inches of rain. So thats a lot. Look at how much different we are for the bay area, though. Were just barely skirting to west of the system so we could see an isolated shower here or there maybe a thunderstorm but not going to have near as much of an impact as our neighbors further south. So something well be talking about a lot in the days to come. 60s and 70s for your highs at the coast today. 70s and 80s for the bayshore, although not a huge difference along the bay from yesterday. Our inland areas are catching a pretty noticeable break. Nobodys getting to the 90s, livermore, antioch, in vacaville, only in the upper 80s while oakland, berkeley and san leandro in the 70s allay 76. Well, looking at Sonoma Santa Rosa down through saint are felt in the low 80s. Looking ahead today is the coolest of this weekends forecast will be similar. Well, as it stands today, many proposed local tax measures and bonds need at least twothirds approval from voters to pass. But some democrats here at the capitol say. That threshold is just too high. Thats exactly what these lawmakers and public safety, housing and labor advocates say they want to do with a ca one, a proposed state constitutional amendment to lower the voter threshold needed to approve general obligation, bonds and local special taxes for infrastructure and Affordable Housing projects. As it stands today, such bonds and special tax proposals need approval from at least twothirds or 66 of voters to go into effect. Ca one would reduce that approval threshold to 55 move. The supporters say wiel make it easier for local governments to fund much needed Affordable Housing and infrastructure in their communities. Aca, one is so important. Assembly speaker pro tem cecilia dr currie authored the proposal. This will empower local communities to take action at the local level. To improve their economies, their neighborhoods and their residents quality of life. Those here say the twothirds threshold first established voters passed prop 13 in 1978. Its just too high. Lets stop with his anti democratic nonsense. Where 65 of residents could be in favor of something and that somehow not good enough. This is a modest proposal to bring it down to a 55 threshold. This makes common sense. It allows our local voters who want to be a part of the solution to activate their own democratic participation to do that. But on the republican side.
