postponed for 2 years because of covid. the festival will have some new policies in place this year. kron on sarah stinson takes us inside the festivities. >>for 20 celebrations back in san francisco right here at hippie hill. thousands upon thousands of people are expected to show up on this wednesday, excited to celebrate after 2 years of this festival being canceled. celebration of of of the medicine is celebration of candidates running for the first time ever regulated intestine. marijuana products can be bought at the festival, be encouraged to. >>to purchase here because it's legal. clean test the product. and that's the main mean point of it is that, you know, we want to make sure that that that's offered to our patrons since there will be on site sales. the state will not skies over san francisco right now. let's get a quick check of your 4.20, forecast a rodriguez. hey, them agrees a high there, stephanie. yeah, we're tracking an atmospheric river that could arrive for those of you in the north bay as early as this afternoon going to stay dry, though, for downtown san francisco. and we are going to see those some increasing cloud cover throughout the afternoon. but overall, the storm for areas, golden gate bridge southward. we're not going to see any of the rain until the overnight hours later tonight. so we are going to stay dry. but here's a look at this atmospheric river. >>tapping into that plume of moisture but was once remnants of a typhoon. this was going to have atmospheric river influences to it where it is going to come in waves, but bringing us some much needed rain. so april showers certainly helping out our bay area forecast bringing those much-needed showers that we've been waiting for for a a throughout most of the last couple months during this wet season by wednesday night. we're going to start to see some light bands of rain arriving for those of you in santa rosa. still dry. but as you can see, those showers looming off the coast of la san francisco peninsula. but then that storm track going to shift to the south and east. so this is going to be the first wave of storms. that one is going to write throughout tonight, bring some pockets of heavy rain, but then we are going to notice a second round of a stronger storm, same atmosphere river. but it is going to come in phases. so this is going to be phase 2 arriving early thursday morning. and this is going to have a very unstable atmosphere and air mass to it. so we are tracking the possibility of pop-up thunderstorms. in addition to that possible hail. if any thunder and lightning does form. but we are going to see, though, most of thursday afternoon, dry. but then by thursday night, once again tracking those pockets of some heavy downpours until we start to dry out and clear out by early friday morning. so we're expecting one to 2 inches of rain totals for local hills and mountains. for those of you in the bay area, anywhere from half an inch to upwards of an inch of rain. but for those of you in the south bay, you can expect anywhere from about a quarter of an inch to half an inch of rain or less. so we are expecting also feet of snow in the sierra more. my full forecast coming up in just a few minutes. stephanie, back to you. >>looking forward to it. thank you so much. mabrisa a big story we're following out of san mateo county, a police investigation continues into an early morning shooting in coma. here's kron on's will tran with what we know about the attack that happened on a major roadway. >>the search continues for the shooter or shooters in the case. we do know that 2 people are in the hospital. they were rushed into surgery for gunshot wounds, but it appears that they will survive their injuries. this is on hillside boulevard between evergreen and ceremony boulevard in coma. we will zoom in and i will show you just how many shots were fired. look at all those evidence markers on the ground, all but 4 of them are shell casings. so we're counting dozens of shots fired. fortunately, no fatalities. nobody died from this when investigators came to the scene at 03:30am, in the morning, there was another person here injured from this incident. 9 gunshot wound injury. so they're talking to that person, hoping to get more information from this. in fact, tacoma police, they held a news conference earlier this morning when i got to ask them multiple questions on their latest investigation. is that one person with non-life-threatening injuries that you found at the scene helping out with the investigation? yes, cooperate provide us with a statement. >>how did you guys even find out about the scene? investigators 9-1-1. 9-1-1, calls this is an active current investigation. how do you know that this is an isolated incident, something news release? how do you know that the rest of the public is not threatened at this time? we believe it's an isolated incident but were not released. any details of the investigation. >>the scene was shut down for at least 6 to 7 hours as they need to look at all the evidence because they are clues along with that person who they're talking to to try to track down the shooter or shooters in this particular case, they're not going into details on the victims, including their genders, their race or their age, not to tip their hand as obviously the manhunt continues. >>in san francisco, the police investigation into a homicide continues. officers responded to calls of a shooting tuesday night around 10:00pm on the 1200 block of buchanan street. a 30 year-old man was found with gunshot wounds. he was taken to a hospital where he later died. anyone with information is asked to please call sfpd to the south bay now where police arrested a man in connection to the home depot. fire in san jose. police say 27 year-old dylan j go. qui started the fire while trying to steal from the store. santa clara county da jeff rosen said a home depot worker tried to stop coqui but he escaped and continued his theft spree at a nearby macy's county and city officials say, but they are thankful that no one was hurt. a fire that could be detected from outer space. >>and within feet of hundreds of homes. steinbeck elementary school and many, many other. sensitive. locations in our city. >>you know, really speaking to how big that fire got there. more than 100 firefighters worked to put out that big blaze. investigators say the flames destroyed about 17 million dollars worth of inventory at home depot go queen now faces felony arson and multiple theft charges. if found guilty, he could face 14 years to life in prison. a community is in mourning after the violent death of a stockton teenager killed on her high school campus. alicia reynaga is family believes she stepped out to use the restroom. well at stagg high price tag high school, i should say on monday and that's when she was stabbed repeatedly by an intruder who drove straight through the gate on to campus grounds. police and her family confirmed the attack was random. alicia is family still in disbelief over her sudden death, a memorial for her continues to grow outside of the high school. since the stabbing. the district has ramped up its security measures, increasing the number of officers at school sites for the week. stockton police have also double down on their patrols around schools. last week the school board voted to approve spending of nearly $230,000 for an audit of all the district's safety plans. those plans are meant to map out what schools should be doing in a crisis. >>we just care for our kids. and that's something just hits close to home. who would ever thought that happened here? as stagg high school as a parent. i like to see more security. we want to do our very best to prevent. >>anything like this happening. not any of our campuses. >>the audit will begin may first and continue through the end of the year. today marks 23 years since the columbine high school mass shooting on april. 20th 1999. 2 students shot and killed 13 people at columbine high school. 21 other students were hurt in the attack. the shooting sent shockwaves around the country every year on the anniversary of columbine high school closes for the day, current students are encouraged to use it as a day of service to honor the victims. a new bill is on the table that would allow people and even the state attorney general to sue gun makers and sellers supporters of a b, 1, 5, 9, 4, say the measure would make sure the gun industry is held accountable. just like every other industry. but opponents are criticizing the bill for being too vague. while others say the bill contradicts fderal law. >>result in distracted law enforcement, the waste of tax dollars. it gun parts. it also requires anyone in possession of guns with no serial numbers to make them untraceable. both bills head to the assembly appropriations committee. the rust film production company has been hit with a for safety failures following october's deadly shooting on set rust movie productions must pay more than $139,000 for the incident, which is new mexico's maximum possible fine for a firearm safety failures on a movie set in a report. the state's occupational health and safety bureau documented gun safety complaints from crew members. the report confirms a revolver was handed to actor alec baldwin without consulting the onset weapons specialists. it also notes the production company did not develop a process to ensure that live rounds of ammunition were not brought to the with the town of timber on the african american couple who owns the business claim that police officers racially profiled and harassed them. it happened in august of 2021. police officers questioned the they were working late at their own shop. now the couple says the police did not believe them when they said they owned that shop. >>and this went on for 11 minutes until a white man came out on the balcony after seeing all the flashing lights and yelled, what are you all doing? that's their store. and then police scattered. >>along with the $150,000, the settlement also includes citywide policy changes a citizen advisory panel has been created to allow residents to provide input in the hiring and firing of officers. >>coming up on kron on, could this be the end of password sharing why netflix is cracking down on one of its biggest threats? plus preventing crime victims in san francisco from having their own dna used against them. how the district attorney is reacting to the new rules. you're watching kron on. we'll have more news >>san francisco board of supervisors has unanimously passed legislation that bans the san francisco police crime lab from storing and or using any victim dna for criminal investigations. the move is in response to the police department doing just that earlier this year when officers use dna from a rape victim to tie her to an unrelated property crime. san francisco district attorney chesa boudin was the first to reveal this practice. and he's joining us now to talk more about how city leaders have responded. thank you so much for joining us today. >>thank you, good to be with you. >>so first off, what was your reaction when you first became aware of what the department was doing? >>i was shocked. i was horrified. i mean, there's nothing more important to me in my office and be able to hold people commit crimes accountable and we can't do that. yeah, they don't just don't report crime and say don't trust. asked her cooperate with our prosecutions n these kinds practices are not only legal, but they also serve. it is very serious deterrents to victims coming forward and cooperate with law enforcement. i want to do everything in my power to reassure survivors of assault in any violent crime as they come forward and cooperate with law enforcement. we will stand with them, will support them and we will not use their own. profiles against them. >>and you were told by someone at the police crime lab that this was apparently a standard procedure. has your office found anything to suggest that there might be other victims whose dna was used in a similar way? >>we know that the san francisco police department crime lab is still in the process doing an exhaustive on cases going back many, many years. this database dates back at least 7 years. and we know that the databases resulted in dna. yes, number of occasions. so we are still waiting for more clarity, whether any of those case involving combs who were later prosecuted. certainly we want to make that right. if it ever did happen and we want to make sure doesn't happen anywhere else in the state of california were super supportive of the working poor to revise or update here at the local level. partnership with state senator scott wiener and assemblymember phil ting who joined together with our office to introduce state legislation that would prohibit crime labs anywhere in the state of california from storing were using victim dna profiles in a way that was done here in san francisco. >>all right. good right now the ordinance does not apply. a dna database is operated by state or federal law enforcement agencies. correct? >>that's right the action led by supervisor hillary ronen unanimously supported by the san francisco board of supervisors is an ordinance that affect san francisco crime lab and we recognize this may be a problem statewide. so we're appreciative the leadership state senator scott wiener and assemblymember so came from the san francisco state legislative delegation has shown in taking this issue to sacramento way again, sending a message to victims that we will respect their privacy. we will encourage them to come forward and cooperate with law enforcement and we will never use their own dna profiles against her >>and distributing my understanding is you're choosing not to charge the woman whose rape kit was used to link her to that unrelated property crime. and she's now planning to sue the police department. do you think that she is justified in doing so? >>what i can tell you is we had initially filed criminal charges against her. it was in the course of that prosecution that we learned police had identified her by using her own dna from prior assault case years evaluating the case and the it was our officers view that the evidence was obtained illegally and we could not use it in court without it. we couldn't prove the case. so we did dismiss that case against her i don't have a legal opinion about the ability of her last june. i will say i was horrified by what happened to her and i'm doing everything in my power to ensure that no other survivor of assault ever goes through what she went through. >>and a san francisco police chief bill scott, he's publicly supported this legislation. >>you know, have you heard from him from have you heard from him at all or the police department since this legislation was passed? >>not on this issue. i talked start regularly were on the phone yesterday. a couple of and when i first learned about this. coming months ago, he was one of the first phone calls i made. i wanted him to be aware of his prime. i was doing i don't think he did. you know what to wear this practice and he's been outspoken support for this legislation and for ensuring that assault survivors can come forward and cooperate with confidence. and with you know, i i know share a commitment to eliminate barriers to reporting to encouraging and incentivizing survivors trying to cooperate. we know that lack cooperation is a regular hurdle that both of our departments have to overcome in order to hold people who commit crimes a chevron, cisco se for work. >>and in light of this new ban, what is your message to any assault victims who might be hesitant about coming forward? >>darren, to you that you'll be protected, that your privacy will be protected. but the tribune, a profile used only for and personal harmed. you. we encourage you to come forward. we believe we have your back and we will do everything we can to support you and to on. we will have more news for you after this. >>a new bill introduced into congress could require americans to vote in elections or face a penalty the bill introduced by representative in connecticut would require eligible citizens to appear to vote in general elections for federal office to be eligible. a person has to be registered to vote for the upcoming election. a $20 fine would be assessed to anyone that did not cast their vote. the bill would still have to pass in the house and the senate before it could be signed into law by the press. now to international news, wikileaks founder julian assange is a step closer to facing trial in the u.s. a british judge has formally approved extradition. but the uk government still needs to approve the court order. assange is wanted on 18 counts. criminal counts for releasing secret us documents since 2012 he's battled against extradition while staying in london. he could face life in prison if convicted here in the u.s. you're court ruling that ended the mask mandate for travelers. but only if the cdc determines the mask mandate is still necessary. if an appeal moves forward, it would be a risky move that could limit the government's ability to make similar mandates in the future. alexandra limon has the latest. the biden administration hasn't decided just yet whether it will appeal the ruling. but officials say that will depend on whether the cdc decides it's necessary. >>tsa is not currently enforcing the federal mask mandate after the mandate was struck down by a judge. just call it what it is. chaos for the skies, chaos and train stations and subways james hodge, a law professor at arizona state university says the sudden change is creating confusion, especially because some airports are in cities where indoor or public transit mask rules are still in place. a question right now is who's in charge of those facilities related mask requirements. it's still unclear if the ruling will be appealed >>we'll continue to wear masks on planes. >>that's up to that. the biden administration says an appeal depends on whether the cdc finds it necessary for now, secretary of health and human services have yet santa urges americans, especially those who are at high risk to continue masking up while traveling and commuting about respect the ruling. but i follow the science. while private businesses can still require masks. most major airlines said they're dropping mask mandates following the court ruling. some people should still wear their mask because they are more risk because >>you know, they're immune compromise or or something else. but for most of us, we appreciate the freedom. i was glad that a lot of people have the mask on and they did not take it all. but once you arrive in a city where mask mandates are still in place, the rules can change, especially once you leave the airport. >>the rules could, of course, be different if you're traveling internationally. so the best advice is to just carry a mask with you because you just don't know when you might need it. reporting in washington. alexandra limon. >>an ohio doctor accused of killing 14 of his patients with overdoses of fentanyl is allowed to go free. a jury found doctor william hustle not guilty of 14 counts of murder today the patients died after doctor hustle gave them fentanyl while they were in the icu. most had serious ailments, including cancer and organ failure. so as lawyers argued he was trying to ease their pain but prosecutors said the amount of fentanyl the doctor ordered was up to 20 times the amount needed. the mount caramel health system reached settlements of more than 16 million dollars over the deaths of those patients and more lawsuits are pending. now to latest on the war in ukraine. the united nations says more than 5 million people have fled the country since the start of the invasion. russia meantime, is taking new gains in the easter, rather is making new games in the eastern part to try to curb password sharing and even consider running ads. this comes after the company's customer base fell by 200,000 subscribers between january and march. this is the first time subscriber sunshine everywhere else in the bay area. so let's take a look at temperatures out there right now. >>50 degrees at half. moon bay, thanks to that cool sea breeze. but we're tracking more than 10 degrees warmer for those of you in fremont 69 degrees. so yes, boarding with 70's right now at your noon lunch. time hour with mid 60's for most of the bay area's shoreline downtown san francisco. little cooler at 62 degrees. check out to lebron already cooling down into the upper 50's. thanks to that increase in storm clouds with our late season winter storm right around the corner. so when tracker for we are going to track winds out of the south today, 35 miles per hour or less along the san francisco peninsula. so it is going to be a bit breezy today. everywhere else, though, 20 miles per hour or less. but we're going to see widespread mid to upper 60's for afternoon highs today. but let's take a look at this storm because this is going to be the main event, atmospheric river or riding in the bay area. still dry for those of you in the north bay. but just to your north over ukiah, they're already starting to notice those light scattered showers that those of you in the north bay, you could expect to see some light rain as early as this afternoon. so let's track this storm hour by hour because we are expecting to see those rain bands arriving for those of you in the north bay by 4 o'clock later today for the san francisco peninsula and east bay shoreline around 8 o'clock this evening. that's we're going to notice some pockets of some light to moderate downpours, even making its way into the east bay, south bay still dry. but that's going to change later into tonight. even during the overnight hours, very early thursday morning, we're going to see the first waves start to exit for the bay area and then a second stronger wave going to arrive by thursday afternoon. so we are going to spend most of the thursday afternoon pockets of light scattered showers overall drying out after are stormy morning commute. but then by thursday night, that's when we're going to see that stronger phase of this atmosphere river arriving by 7 o'clock pop-up thunderstorms and hail certainly going to be in the forecast with this unstable atmosphere. enjoy it while it lasts. because as you can see, we're going to dry out warm up and clear out for this weekend into next weekend. money, millions of people with student loan debt are in for a new round of relief. the education department just announced that it will issue one time waivers and adjustments for borrowers in the public service loan forgiveness program. and for those in for parents, the change will mean that some people will have their debts wiped out and others will see a reduction in the amount owed student loan payments are on hold until the end of august. a report says parents are saying no to career changes because of inadequate childcare. accessibility. the survey suggests that most parents are declining work-related opportunities due to limited infant care options. analysts surveyed more than 750 guardians with children under the age of 18. they found 56% of parents postpone work crime on youtube just to get attention. kron on's rob nesbitt spoke to the chp and the napa county sheriff's office about their thoughts on these videos. a viewer reached out to kron 4 concerned about a youtube page that they came across. >>in it, the user post videos of themselves driving recklessly in different parts of the bay area and getting more than 100,000 views doing it. wind down highway. 29 in napa county. this driver reaches speeds of up to 135 miles per hour. >>and open road is one thing, but it doesn't take long before they're rolling through stop signs and crossing the center line and you want to fill. >>they could easily cross over and hit somebody head-on. >>erin edwards watched the video with her 3 young kids in the backseat, concern for their safety known. she has to share the road with drivers like and disgusted that the videos and then posted on youtube and that somebody would post this kind of video and >>for likes or reactions or comments is like. its gross. i mean, fame just makes people the idea of fame for something so dangerous. >>the napa county sheriff's office became aware of the youtube videos 2 weeks ago, according to sergeant ryan mcwilliams, he says no legal action will be taken by his department since the major violations occurred on the highway. and that chp has jurisdiction. in this video. the youtuber shows themselves driving down highway 6 ad and conquered and just after reaching 100 miles per hour, this happens. a near collision with 2 other vehicles while weaving in and out of traffic coming. the vehicle is halfway on the shoulder all the way on the show. i had chp officer andrew barclay watch the videos. he explained why this kind of reckless driving is so dangerous when people are engaged in reckless driving, they start to experience tunnel vision, which is their vision, just narrows. and all they really see is what's in front and they lose perspective of everything around taking the chance of not seeing a pedestrian another car or a motorcyclist. like this gentleman who shook his head at the youtube videos showing speeds well over 100, unfortunately, don't learned repercussions of their actions until it's too have their license suspended and their car impounded. police in syracuse, new york are investigating after a viral video showed a young boy crying as officers put him in the back of a patrol car. scene. no charges were filed. the video has been viewed over 40,000 times on facebook and more than 2 million times on twitter. catholic diocese in new jersey has agreed to pay a massive settlement for survivors of church abuse. the diocese of camden will pay 87.5 million dollars to about 300 victims. it's one of the largest cash settlements involving the catholic church in u.s. history. the alleged abuse happened over 5 decades, but most cases occurred in the 1960's and 70's. in a statement, bishop dennis sullivan apologized to the victims and promised to make sure it never happens again. actor ezra miller has been arrested again in hawaii this time for second-degree assault. police say they responded to a house party on the big island and reports of a suspect who became upset after he was asked to leave. they say miller threw a chair but struck a woman in the head. this is the latest of several run-ins with the law for the flash star just over the past month alone last month, the actor allegedly started getting agitated at a couple singing karaoke at a bar and then was arrested again that evening for storming into a bedroom, threatening another couple you're
