trying to al tour here before that press conference gets started beginning in the north bay we've got santa rosa as we zoom in we've been talking about how again it depends on where you are with that some sections of santa rosa in the dark and other sections that are seeing businesses normal literally business as normal, let's lighten just a little bit more to the right side is i want to bring the other direction i want to bring a downtown santa rosa into view here which is there we are so here it is the eastern half of santa rosa again in the dark this morning all these pink polygon is represent the areas where portions of the great have been intentionally turned off by pg however on the eastern side of the western side of santa rosa you're looking at operations that are going on just as normal. so depends on where you are in town right, let's widen out the shot a bit notice to a broad brush stroke across the north bay because everybody here knows where the power outages are they've been dealing with this for this is going into their second day now don't forget their power went off at midnight yesterday morning so all of yesterday people in lets say mill valley down sausalito they've been dealing with power outages now for the better part of 24 hours plus now as we're heading into their second day and again this is where we're seeing it kind of the heaviest up near marine city and out your sausalito some communities along one oh one thke a pocket right there on opposite side of sausalito they're dealing with some power outages but it's sort of been confined to the more room earl of the more rugged areas again except for places like sus lead, although there's lots of hills there and that's what p is worried about some of the power lines. trouble right across those hill lines were a lot of old growth trees are hanging over top so that's something going to be watching very carefully off to the east bay we're looking at neighborhood's like kensington that sort of border up along the tilden regional park area they're going to be dealing with power outages throughout the day today and as we continue to follow highway 24 out towards orinda that we've been talking about that all morning long they've been dealing with power outages. and it's right here in the raga where we have that fire burning right now that did for a time forced the evacuation of hundreds of residents there. but the good news is firefighters are starting to get the upper hand. so that's the good news, let's go down towards the 8.80 and sort of follow the track down as we continue to go highway 13 is going to be big issue for the genie you can see why they got a lot of power outages there because a lot of the communities are in some of those steeper hillsides along the oakland hills and that's going to be a big i'm a big watch for not only residents there but also pg technicians, we know what happened in the oakland hills. when the big fires broke out there all those years ago and that's what they want to prevent as we head into this fire season as well here is a castro valley, this is 5.80 is it heads in towards dublin. unpleasant and we're looking at widespread power outages there as well we did hearrom the superintendent of the castro valley unified school district. he says schools are open today. so make sure parents that you send your kids to class despite the fact that we're seeing power outages in that area, let's continue to slide the map towards the south bay because we want to end up in of the bedroom communities and neighborhoods, it's sort of surround the periphery of downtown san jose san jose itself looks to be ok in terms of and you to power outages, but once you head off towards the east just a bit places like evergreen alum rock. all those communities aboard are up against the diablo range you're going to be seeing your power remain off probably a little longer than most because again because you're in a more rural area it's going to take pg technicians a little bit extra time to verify that all the lines there are safe to re energize. and we're also seeing that same situation play out on the other side of san jose to down towards saratoga and stevens creek park that whole area cupertino we're looking at widespread power outages there as well and that's going to be the theme going forward with the rugged terrain highway 17 actually just here towards the bottom of your screen will move the map uncertain reveal that for you here in a moment, highway 17 heading into santa cruz is going to be a big issue you already know how windy and dangerous that stretch of roadway is and now with the power out we could be looking at stretches where we have no street lights. so it's going to be extra dark if you leave early in the morning as the sun comes up it's going to little easier for you, but again no power for a lot of those communities up in the santa cruz mountains but san jose's what we're watching that's where the press conference is expected to get underway, momentarily again we're keeping an eye on that. a podium shot the lectern there and as soon as city officials began to conduct a the know at fire danger is actually spreading further south today. so while we are going to look at our extreme fire danger becoming less and in the days to come now it's a southern california event so crews down there going to be looking at increasing fire danger come the afternoon and evening tonight while here in the bay area we're actually going to see our fire danger starting to go down you see that in this extreme fire danger contour up in the north bay. greg julie becoming lighter and lighter as we make our way through the day today seeing less and less of that into the evening tonight, a sign of winds that are going to start coming down. last night's peak wind gust very a remarkable in areas like mt only mount diablo while the oakland hills santa rosa sfo and livermore also through the maze. the almost from 24 if yu come in from the shore freeway that's an pocket out of hercules so heavier and heavier by the minute. but no major issues on the bay bridge into san francisco. north to 81 oh one in san francisco. this new crash just popped up. it's in your left lane we have traffic stacking up the on alamein e so be prepared for that it's going to be slow on one oh one north at 2.80 as well, but no other issues approaching san francisco, just that one little hiccup in your commute really quick peak at 2.38 as you emerge out of castro valley to san leandro it's a crash north to 38 right around east 14th with several vehicles so now now you're backed up through castro valley, it's spilling over to 5.80 west. so a very slow merge back to you. thanks a turned off late last night the looks like still often we have that fire earlier sarah lots going on there. >>lot going on in the east me not only has the power rather where that fire is, but it's also out here in lafayette i'm here to gas station you see the pump behind me, there's yellow thing on the nozzle says out of service. there's no gas stations open here that i found so far. a lotfof people driving around at those traffic lights having to do the four-way stop. it seems like people are a little bit frustrated, waking up this morning with no power our now take a look at this map you can get an updated numbers of all the areas are recovering. this morning in a east vacancy. areas affected by the power how we do know that of 4200 pg customers in lafayette are without power this morning, 2600 in walnut creek and get this 11,000 customers in or end up man that's a lot of people we also see we're you know a couple 1000 in morale august so it's it's a huge part a huge impact for people i was live here in lafayette on tuesday talking with people about the fact that they could decide to turn off the power and many people explaining to me that they're very fresh. was a they don't understand why and you know of course they hear that the winds and the fire danger clearly we saw there really was a fire that erupted around but i a number of people are very upset. going into the power outage. this is the second phase of pg shut down and the dea energizing started around 1015. will continue to monitor this in lafayette has the power. >>sorry sir, sorry to interrupt what we do have that press conference and getting underway right now tonight, there's mayor sam liccardo let's listen in. >>our shut downs and primarily 3 areas. in the neighborhood surrounding alum rock and the san jose. in the evergreen neighborhoods in the southeast part of our city as well as in south san jose, the allen and valley area. up to 20,000 accounts that perhaps affecting about 60,000. residents. thes continue until pg need gives the order to restore power. our city staff has responded and implemented. ability plan. this is something we have worked on for several months anticipating these shut offs. emergency operations center has been working via residents with additional information as it becomes available. i was there last night just before midnight in fact the first power shut down. was it. relayed to us by the wife of one of our city employees who live in the all rock area. so we're certainly getting real time information. police and fire operating as normal. please only down 911 emergency not for information we encourage folks to go to the other. websites and portals for information 911 is for emergencies only we've got a hardworking police and fire department out there doing all that they can to address emergencies. if you live in affected area please do not drive at night. we encourage you to stay home as much as possible during the power shut off. core street lights will be out as well traffic signals. and traffic signals that are out at intersections should be four-way stops. that is all parties must stop at the line. pg employees pg employees are going to be in our communities. inspecting and repairing power lights. we encourage all residents to be respectful and compassion toward them. they are working hard to get. the power. and we are working class really with them to do all we can to get power restored. we know that certainly there is a great temptation for monday morning quarterbacking and the situation we are laser-focused however on doing all we can to support our residents who are impacted by the shutdown and doing all we can to support pg any and their efforts to get the power back up. and out in a i will push all the way to the top of pg need to ensure that we can get pow are restored as quickly as possible. is now my great pleasure to introduce. city manager dave sykes. good morning, everyone. just want to emphasize a few as the mayor mentioned we are and full implementation of the city's power. we're going ability plan. we actually have staff out in the field right now identifying and confirming which areas are affected. it is important we that all of our community, no that's residents and businesses to be aware that the shut off could last a while even once pga gives the all clear process to turn power back on could take a while and we are here. the city of san jose to support pg e in that work. i think in terms of the plan that we've executed. we it has been effective. we are looking for communication, better communication, i would say and better execution. from some of our i will also mention and emphasize that the city's web page is a great source of information for the public. as we've mentioned there's been some issues with a pg e's website. i'm i'm now going to introduce a lee wilcox we will cox is has been our director the e e o c for the 7 pm to 07:00am shift and lee will be giving you an operational update. as david mentioned we have cruz has city personnel out in the field right now assessing a fluid situation. i encourage all media outlets and residents to continue to look at the city's web page and twitter and facebook and other social media feeds. >>for more up to date information at 10 40 last night, the pg shops did start in san jose first without rock. a dad and evergreen. as of now. i do want to talk about the falling intersections and thorough fares that have lost power. about to embark on the morning commute. these involve capital avenue capitol expressway. alum rock avenue talley road. born road san road. so we're creek valley road story road. mckee road. how would an expressway and camden avenue. and the ahmed an area. if you are driving to or from these affected areas please be aware of the traffic conditions, especially this morning. on your commute and tonight during the commute as the mayor mentioned please treat intersections with lights as stop signs coming to a full stop. in addition, the city will continue to run our city resource centers, starting at 08:00am and ending at 08:00pm tonight. these community centers will do it be providing. charging stations for electronics water light snacks and will be open for the duration of this event until all power is restored. again these are not centers for medical care for emergencies. please continue to down 911 for emergencies. spanish and vietnamese translation will also be available for residents at these locations. these locations are camden community center, a fair community center and southside community center. in addition pg e will continue to operate their own community. resource center at avaya stadium which is open from 08:00am to 06:00pm tonight with that the city team is available for any questions you may have. we actually did we did proclaim an emergency so we go through the proper. avenues with the county and the state. yeah and i would refer i believe that is posted on social media and on the city's website. i said that's close to the number we've really been able to narrow and overnight just in a sense. the outages of happen on the accounts and it's about 20,000 account throughout the city that have been affected. it'd the different agencies use an algorithm. at this point we're going to that analysis we feel comfortable with the 20,000 account number though. health of state were shared. yeah, i it could in i think what we're talking about yesterday was projections. we can say verifiably now. we are close to 20,000 accounts what that means whether apartments or houses for for the amount of people we don't know yet will have that information later today, hopefully. so we have heard from pg any that the outages that have happened thus far will be the only outages they're expecting the weather event to dissipate this morning. so we we have been told that there be no further outages. it's important to emphasize want pg need us as a partner. i know they've had a lot going on. i think times the communication. >>has been helpful. and at times the communication. need some improvement i would say. well i think i'm certainly as the mayor emphasized right now we're all focused on on. you know working through the event in getting the power turned back on what is common in in all types of emergency events is to do an after action report really the time to kind of examined where improvements can be i'll tell you that in every event ticket there's always room for improvement. and i would say in and one area that we've seen early improvement would be in communication. >>so though we're in the middle of the plan now that the plan started well before into the pre planning work over the summer and when we were notified by pg any all the prep work. the hour east the city has done. governor community and the general community that are in the affected areas. so that didn't work that is uh taken place what will be happening now now given what's happened overnight. his is moving into restoration recovery with the community. so the resource centers will stay open until you restored, and we'll be working with pg any on the restorations in a specifically in those areas around a transportation corridors in the communities that are out now. right now they're surveying. the area as we said it is a fluid situation so we've got a good idea of the 20,000 accounts. but even the maps that you have maps that we've been using. they're they're pretty close to accurate but we're trying to get a very accurate count. i think know the the message is the power will come back on working with our partners to do so take advantage of the city resource centers your neighbors, your family, your friends. this this is something we should build a to get through together as a community. yeah, i just also convey. regardless a pg e's decisions. the city staff is here to support the community. >>continue everything we can respond those who are impacted by the shutdowns and we will press pg need to restore power quickly as possible to the affected areas. certainly there is a lot of conversation to be had one this power is restored. certainly my position hasn't changed since i wrote not bad in july and testified in front of the state legislature. a month later urging a change in the process and procedures that proceed to power shut down. i expect that conversation become much more a bus now that we've had real experience experience it frankly is confirmed the concernthat wat the city of san jose have long had. >>and that was the strongest wording that he had and with that we ended that press conference with about everything did not go quite as they would have liked it and then he brought up these issues earlier in the year all right and that's they will be talking about them when the power comes back on it's right first things first get power restored will be following wildfire that broke out in moraga and right now it is 70% contained and a lot of evacuation orders have since been lifted which is good news, the blackouts continue and that's what this map shows you here all of pg e's intentional blackouts all around the bay and we were saying what upwards of at least in the south where we just found out there thinking about 60,000 people in the dark right now because of these hundreds of thousands of account at all and it's the entire bay area except for san francisco county and san francisco. so some money that you know it's not yourself is affected by this and it could be a while pg e said they made the call because of high winds and those are not over yet are they john no definitely not over yet guys some spots have seen wind speeds lighten up a lot but others still definitely hanging on to those winds mount diablo last night was one of our areas that saw wind speeds especially high topping out at 75 miles per hour for your peak, wind gusts atop mount diablo it has definitely tempered sense that wind speeds around the mountainous still in the 20 mile per hour range for antioch brentwood, a black hawk at 60 miles per hour right rio vista one of our breezy a spots at 31 miles per hour winds out around the fire that's burning rago that is 70% contained now winds are lighter they were breezy overnight when that sparked up though. >>ancrews have that fast response thank goodness, got in there really quick and it looks like they made that progress really quickly to as far as mill valley and stinson beach goes a little breezier than it was earlier. it's been calm all morning for santa rosa rohnert park in petaluma well not so much towards the napa valley say alina youngsville napa each 25 to 27 miles per hour range lake berryessa in sonoma to have our breezy response and a 20 to 30 mile per hour range of winds this morning now wind speeds will gradually light and on into the late afternoon, especially red and yellow on this map indicating extreme fire danger going to e less and less of that on into the evening tonight and that is definitely good news. so wind advisories expiring at 03:00pm. that's still a ways away from now though, so we still do have high winds and we still do have very low humidity too, and all those contributing to high fire danger at least until 5 one red flag warnings are anticipated to expire all across e bay area as well you see those remaining in effect for the santa cruz mountains all of the east bay with the exception of areas just right on the bay and then the north bay as well. robin. >>thank you john checking in on 70 oh bridge heavy traffic leaving hayward spilling back on to the nimitz so we have around here heading over to the peninsula. it is not going improve any time soon in fact it's going to stay like this for the remainder of your morning commute but at least i'm not tracking any problems are major issues just a lot of heavy traffic put it at just under 30 minutes, here's the bay bridge also not improving your backup, spilling through. lanes look great but that's about it. >>and we're checking in on 2.80 because i just got word of an accident north to 80 at race street. it is slow and stretches from one oh one through 17 split and often on into cupertino so it's really picking up their 25 minutes because of that newcrest san jose to cupertino james. >>all right robin, thank you 7.31. want to again highlight that pg e power outage map and show you what we're dealing with around the bay area because some folks are having trouble accessing this map. connections been spotty at best in terms of congestion in the site going down so here we have santa rosa quick little tour of the north bay and then we'll drop down into the east bay half of santa rose in the dark the other half not depends on where you are and the part that is it looks fairly widespread right we're talking about all of the fountain grove area all of the areas that kind of head up into the wine country hills in fact if we slide the map further that way and drop into the sonoma valley you'll see that they're seeing the very same stories we can continue to follow. the very latest with these peachey outages so here you start to see the sonoma valley coming into view. there's kenwood and let's pull the map up and reveal sonoma just to the south that current location, glen allen further south, they're sonoma. now it depends on where you are right now all of sonoma as you can see downtown in the thick of this a blackout and they're seeing it fairly widespread. but if he had just one ridge over into the napa valley you see it's a slightly different story in fact as we move the map and show use apple you're going to see that actually downtown napa is not in this power blackout by pg e in fact as we zoom in you'll see it's more of the surrounding communities, a sort of build up into the hills on either side and that's where we're seeing some of the blackouts off to the east and off to the west in fact, let's pull the map down just a little bit i want to show you north of napa you can see there's downtown you're looking fine. but if you follow highway 29 to the north you'll see once you get to oak knoll blackouts there but further up the aunt phil. blackouts at least not in the downtown proper area but on either side as you head into the hills. that's where you're starting see it so it's a of a hit and miss situation, let's widen out the view and i want to drop now down into the east bay and kind of focus in the areas out blow and as we head down along highway, 24 wannacry for the most part you're fine but as you head along 20 form out towards the called a cop tunnel that's when you start running into a lot of these blackouts and again it effects the longer in the ea which includes lafayette. rago and a rental. those 3 cities right now in almost a complete blackout it's impacting a large stretch of highway 24 as well thats where we saw the fire earlier this morning in morocco and again as you can see lafayette or end a long 24 itself also dealing with a power blackout that's impacting residents is impacting businesses alike, and it's going to be while before they get that power restored that's exactly how it is impacting folks in lafayette right now that's where sarah stinson is this morning. >>in the dark sarah. >>unfortunately the sun is up so that always helps makes you feel a little bit better because between you know when you're waking up from 4 to 6. it is just pitch black and it's hard to find things in your home you haven't used a flashlight but. at a gas station you can see. it is close to the power so gas stations here in lafayette, a lot of people are driving up trying to get gas only to realize that no there is there's no gas. no way you can get it. you can drive to walnut creek super close about 2 miles away and you can find a some gas stations that are still up and running especially near the bart station is what i've seen. let's take a look at man. so you can get a better obviously james just went over the map. everything but let's talk about numbers how many customers are impacted. there's about 4200 pg e customers in lafayette. and walnut creek into a 2600 as i said most walnut creek is a select area that is election without power. and they're really cnn 11,000 customers without power and then in moraga about 4,000 customers, those people just one throw 5. and have no power talk about a rough morning over there. this again is part of phase 2, 4, p g's public safety plan shut off. that's not all happened last night. they d started started around 10 15 last night and a lot of people say they >>actually started to realize than a power and 11 1130 here in the east bay. but this goes all the way over the alameda county where other people are seeing. ous well so i think a lot of people lafayette on tuesday. most people tell told me that they didn't understand why this was happy. hearing pge says there's fire danger we have to turn off the power. people referring to this feeling like they're in a 3rd world country. a lot of people worried about their loved ones with disabilities, those who need equipment this life saving equipment so lot of people rushing out trying to get janitors jan generators before all this happened. it's all about when is the power going to be back on and now they were waiting for pg need to tell us all about that they're still monitoring conditions. but they said even when they. takes about 40 to 72 hours to get power because news which is a fire that broke out overnight emerge again it was right after they lost power and it was scary for a time evacuation orders went out we saw video of of these giant flames, the hillsides were close like one in the morning it broke out. >>but 40 acres in size which doesn't sound all that big, but when it's 40 acres in steep hills all around the town of mirage this particular running right up against people's backs senses. >>i don't know they do lose house because they let everybody back or almost everybody back in you know has been following this is kron four's will tran in morocco wikl was there any damage actual property or houses. >>it does not appear to be any damage store despite destruction altogether of the house, but now that the sun is up they will have a better look at locations but fortunately, no injuries and no fatalities as far as we know many people rushed to this location here this church just right down the hill. there are no longer here at least most of them because of this this is what we shot around 5 40 in the morning. they did so much work. so quickly that at that time they felt that it was safe and after allow those people to return home and you can see them all lined up on the side of the room road. trying to get the sanders ranch road that's where the area that most of the evacuations took place that they wanted to make sure it was in an orderly fashion for people to return home which is why you see those long lines. the fire started. >>right be new right before 1 o'clock in the morning and change are absolutely right pga cut off power about an hour before that so there was no electricity running through the lines. >>not to say that pg e according to cal fire has been ruled out as far as the cause of the fire but they will go through there. the fear as salute lee was is such a dry area, the ridge line they raced to the left or the ridge line and the right meaning racing downhill, which is why they evacuated people sander ranch road as well as merrill circle north. those 2 locations him of talking approximately a 150 holmes with obviously several people inside each home. then they were able to mostly get that containment to right now we're talking about 70% containment. those numbers expected to go up there was fear for a while that the flames march towards saint mary's college which is right down the road. but it appears at this point now saint mary's is not in jeopardy at all the fear. we can breathe now that a lot of people can lease now with the sun is up they still don't have power but they have sunlight more importantly they have their lives and. back to that is good news for them, thanks a lot we'll that as will said still no lights on. >>the blackouts continue around the bay area that's another big story will continue to cover. >>welcome back 7.45 you look outside it looks like a really nice morning right so many of us without power this morning and that includes a lot of them are in the headlines due to still some very present last night gusting to a very impressive gusts in some of the mountain tops across the bay and hey this morning we're still looking at some very breezy conditions, especially on over into napa and eastern sonoma counties as you watch this map into the afternoon going to see less and less red than less and less yellow that's a sign of wind speeds are gradually coming, especially late afternoon on into evening hours tonight eventually setting us up for what will be a calm evening ahead of us. this is really good news. we still are going to see very low humidity levels into the afternoon and with those breezy conditions do anticipate power outages for some time longer. we still do have very high fire danger for much of the day but that extreme fire danger is lessening into the evening and into tomorrow, a good chance. hopefully the start getting back to normal 70's and 80's for today's daytime highs this very similar to yesterday, 77 for hayward fremont in oakland will conquer to 80 novato also 80 degrees for the high today. tomoqrow and saturday a little warmer but you aren't going to see wind speeds as high as today, so that is the big positive change sunday and monday as well as much of next week a little on the cooler side as highs fall into the 70's. rob and your morning commute on the slow side, it's a bit already about lafayette or enda and marotta so we're going to slide the map a bit and focus on walnut creek and a lot of our 6.80 communities and see what the situation is right now with phase 2. that's that second wave of outages that pg e instituted during the late night hours yesterday so portions of walnut creek are fine but then as we can get human a little closer to want a creek you'll see that some sections are without power. most of those are occurring on the west side of 6.80 in the direction of pleasant hill you can see here on this map. we have that area again this is a complete blackout for those communities but is it it is still going to be a little bit spotty not every single home in these area outlined by the polygon is going to be without power. there's a much more detailed a grid of you that pg has that's not being displayed here these are just sort of general polygon give us an idea of the areas where we have power outages. all right, let's slide further south on 6.80 and see where else we're seeing these blackouts places like out on danville actually not experiencing too much in the way of blackouts but as you head just south of one city in the san ramon. we are dealing with blackouts and its impact impact different parts of town you can see on the eastside out out towards places like crow canyon, we're looking quicken is actually on the side we're looking at power outages as we head into the hills but also on the east side of 6.80 as well some portions of bishop ranch are also seeing blackouts but as we continue to travel down 6 abc down by 5.80 we're not doing we're not seeing too much in power outages, pleasant and you're looking fine. but let's travel further down what you get down towards an all start making that hook out towards the south bay. that's where you start running into more these blackouts and that's going to be an issue, not so much for people on the freeway but more of the surface streets as we're going to continue to see lights out and traffic signals out and we saw the warning from a city officials at night especially stay home, they don't want people out on the roads with these traffic signals out it just increases the risk of having a traffic accident following 6.80 as we head down towards places like milpitas and down into alum rock and and um alum rock and a evergreen we're looking at again more blackouts and again the majority of them as we've seen in other parts of the bay or had happening in the mall. area so just keep that in mind your power outage could last beyond today, even
