nothing. i'm not bothered by the fact that people come after me. being a public figure, um, anybody is free to do anything. what i have to do is make sure i hold myself and my team and my staff accountable to comply with all the laws to make sure that we're conducting the city's business in the right way. >> reporter: now, a couple of follow-up points that we have been investigating. one, neither the feds nor anybody else has come up with proof that mayor lee did any favors for anyone in return for campaign cash. there's even a question about whether the money got into his campaign. which leads to a third question: were those ed lee supporters who were supposedly promising access to the mayor actually scamming the fbi and keeping the money? at san francisco city hall, phil matier, kpix 5. >> as for raymond "shrimp boy" chow, his federal trial on racketeering charges is supposed to begin in october. a bay area tragedy raising new questions about so-called ghost guns. mail order gun parts that people can assemble at home. kpix 5's cate caugiran on the weapons that are impossible to trace. >> reporter: ken, they are also relatively easy to make as you said. you can't track them. there's no serial number or registration and no problem in the eyes of the law. well, at least in this case. 21-year-old scott shot and killed 19-year-old clare orton before killing himself. he built both guns used in the incident after ordering parts from the internet. anyone can order an unfinished part of a gun with the right pattern and the right tools, you can make a firearm untraceable. and if you don't have a record it's legal. >> if someone chooses to manufacture a firearm we have to remember it's lawful. the ones that we're concerned are the individuals trying to circumvent that background check. >> it's scary in the sense that if we find a gun like this we can't track it back. >> this is an ak type rifle recovered at that location. >> reporter: atf couldn't trace this firearm. it was homemade. >> this is the loafer receiver area. no mark -- lower receiver area with no markings. >> reporter: a bill was defeated that would require these people who make these guns to register them. but with so many websites selling gun parts and how to videos would it be enough to save lives? walnut creek police are not releasing the photos of the guns used in in this case but this is the first they have heard of it here. in walnut creek cate caugiran, kpix 5. a suspected serial arsonist believed responsible for more than 30 fires is under arrest tonight. investigators say fires were set in eight east bay cities most of them along highway 4, 24 and marsh creek road. kpix 5's da lin with how the drought added to the urgency to catch this firebug. da. >> reporter: yeah, veronica. investigators don't say they -- say they don't know what motivated the suspect to set those fires. they say the biggest fire was about 40 acres. they arrested 29-year-old james wilson at his bay point home this morning. they have been watching him since april. in the last four months they believe he started at least 30 fires in contra costa county, the most recent earlier this week. investigators say here's one that wilson started on july 20th. a grass fire burning next to highway 4 in bay point. they also connected him to another fire in lafayette on july 28. it was burning on a hillside next to highway 24. fire investigators say wilson first started fires in his hometown of bay point then moved to brentwood, pittsburg, concord, walnut creek and other nearby cities. > we are in a drought and there are other fires around and any fire that's started by an arsonist takes resources away from other fires that might have other threats. >> reporter: investigators say no one was hurt and no homes were damaged in the 30 or so fires. but they worry it was only a matter of time before things would escalate. they believe wilson could be connected to even more fires. for now he is only facing eight counts but more arson charges are likely according to fire investigators. his bail right now is set at $1 million. live in concord, i'm da lin, kpix 5. more warm dry weather is causing a whole lot of headaches for crews monitoring the "rocky fire" in lake county. low humidity could mean increased fire activity and so far it's destroyed over 39 homes covered more than 68,000 acres, steep rugged terrain in the area is not helping firefighters. andria borba is in lake county with the latest for us. >> reporter: this fire is dangerous. it's moved in all directions at once which is basically the opposite of what the fire textbook teaches you will happen out here and they say -- firefighters say that this fire could in fact get worse with the help of the weather today. >> and then a couple of water tenders. >> reporter: this is what hoping for the best preparing for the worst looks and sounds like. >> and probably strike with hand crews and dozer. >> reporter: outside the spring valley pantry firefighters from long beach and orange county are figuring out how to protect hundreds of homes if the "rocky fire" explodes again in the afternoon heat. >> today's kind of a pivotal day for us. we definitely had lower humidity last night but all that humidity has since gone and so it's just as dry as it was three days ago. >> reporter: spring valley is north of highway 20. brenda has been packed and ready to go for days. >> i even had food to go. so i figured i would have a way to make sandwiches and stuff for myself. >> reporter: across highway 20 and on the fireline the goal is singular, put the fire out and get life back to normal through any means necessary. as firefighters move out, pg&e is moving in to get utilities running again. helicopters are continuing nonstop batter drops from the sky. left behind, firefighters working 24-hour shifts are stopping small still smoldering embers from getting picked up in the afternoon wind and taking a ride and burning more. as the hours go by, homeowners are weary. >> i'm ready, i'm ready for no more fire. >> reporter: now, firefighters hope that yesterday's weather with a bit of rain and that very high humidity from the marine layer that came in was enough to make this fire lay down promptly. they are hoping that this fire does not torch this afternoon. thus far it has not. they are hoping that help yesterday was enough to make this thing stick. live in lake county, andria borba, kpix 5. a palo alto grocery store closed but they are not letting developers off the hook. kpix 5's john ramos gives us the story of a community that wants its produce within reach. >> reporter: the edgewood shopping center off 101 in palo alto used to be anchored by a small supermarket. but suddenly in march the place closed. it hasn't been good for business at the nail salon next door. have they said what they are doing to try to get a store in there? >> no. we have not heard anything about that. >> reporter: that's anger some business owners and homeowners in the nearby neighborhood. they say the owner of the center a property development greenp group called sand hill has a special obligation to keep a grocery store operating at this site. it seems the company was only allowed to build these multi- million dollar condos on the back side of the property by signing a planned community or pc agreement with the city. >> can they keep selling because one of the things in the pc is that there would be a supermarket so they could build their homes and sell them and three no, sir supermarket. >> reporter: lenore joined some other neighbors in an angry letter to the city urging it to stop sand hill from sellingmy more condos until a grocery store is reopened. as a result, the city has reminded sand hill of its power to impose a $500 a day fine if the pc agreement is not met. in fact, sand hill says they have approached 40 different grocery operators to see if they will come in all with no luck. they say it's not easy to find a replacement vendor within four months time and that the threats and age gri letters are not helping. but the neighbors feel it's necessary to keep sand hill and the city from ignoring the problem. >> i don't want sand hill to just make the money with us being inconvenienced and they get what they want and don't have to bother and go on to all the other projects. >> reporter: and they apparently feel $500 a day would be a good incentive to stay interested in finding a new grocer. in palo alto, john ramos, kpix 5. >> the city says so far there is no deadline set for sand how to get the store reopened. they say they usually give property owners six months before doing that. they cleaned it up only to find it filthy again. what has crews struggling to keep up with the trash on san francisco streets. >> wave good bay to her life as a beauty queen -- waving good- bye to her life as a beauty queen. she is going into the military. >> plus an injection that could potentially save the planet. what silicon valley scientists want to do to the clouds to chill out global warming. >> speaking of clouds, beautiful day today but they were on the increase working their way up from the south. great time lapse from the exploratorium 4 hours weather history there. those clouds are going to get thicker. some of them are going to yield rainfall before the end of the female announcer: right now at sleep train get up to 48 months interest-free financing on tempur-pedic. save hundreds on beautyrest. or choose $300 in free gifts with stearns & foster. the triple choice sale ends soon at sleep train. a veteran pittsburg police officer survived an ambush by a murder suspect. that confrontation happened at 12th and harbor just before noon today. the officer was chasing the suspect on foot. investigators say that man hid around a corner waiting for the officer and when he came into view the suspect opened fire. the officer fired back striking the suspect. both were injured. but both will be okay. the suspect is tonight under arrest. litter is lining more and more streets in san francisco and in a city known for sensational views it's hard not to point fingers about why the garbling is piling up. new at 6:00, mike sugerman reports on who is throwing the garbage on the street. >> reporter: if there was ever job security, welcome back to working to clean the streets of san francisco. >> never ending job. >> reporter: city crews work 24/7 but it doesn't always work. >> kind of like playing whack a mole. they clean it up and then two days later the same place is filthy again. >> reporter: a recent survey said clean livable streets were san franciscans top priority. it's not working out that way. you have been here for 40 years. >> just about. >> reporter: you ever seen the streets dirtier in san francisco? >> no, i have not. >> reporter: it's stunky, ugly. >> they have to get rid of this junk. it's dangerous. then there's the logo of life in the city. broken glass from somebody's car window. >> the amount of trash that's generated every day is amazing. >> reporter: but more now? >> more now. >> reporter: rick owns manages apartment buildings and sees this all time needles left behind. >> the homeless people make garbage. they just do. i mean, that's just one of the things they do. >> when i get up in the morning, the streets are clean. by the afternoon they are in the evenings, i don't know. >> reporter: mindy is with the city's public works department. she says her people are out on a constant basis cleaning and responding to complaints but it's hard to keep up. >> we have special projects, we are doing the alleys, we are doing residential neighborhoods. we do commercial neighborhoods. we are very responsive. >> reporter: they collect over 7 tons of trash a day and another $3 million is expected to be budgeted for 18 new workers. like we said there's great job security in trying to keep san francisco streets clean. in san francisco, mike sugerman, kpix 5. chopper 5 what is over athey are ton about an hour ago where hillary clinton is in town for fundraisers. her first stop the home of a former facebook executive. the backyard is ready to go. tables are set for what looks like an informal reception. tomorrow clinton will attend an event hosted by san francisco mayor ed lee. afterwards, the democratic presidential candidate will raise campaign cash in los angeles. she will not be making any public appearances. the first debate for republican presidential candidates is tomorrow. and california governor brown has a question for the candidates. in a letter he asks, what is your plan to deal with the threat of climate change? tomorrow's prime time debate will feature so candidates, trump trump, 10 candidates all taking the stage. the remaining candidates will debate earlier in the evening. silicon valley scientists are working on a potential tool in the battle against climate change. only on "5" kiet do shows us how something called cloud brightening could combat global warming. >> you want to put the light on it?! >> reporter: silicon valley research lab scientists are working on what might be considered the option of last resort. >> it's an insurance policy. >> reporter: it's called the marine cloud brightening project. the goal, fight global warming by making clouds over the ocean thicken and brighter so they reflect more sunlight and cool the planet. the team has reached a milestone with this high pressure nozzle. this is basically saltwater. the salinity that comes out of the ocean. it may look like some normal water spray but it took the scientists a year to come up with the exact rate and flow and the pressure so that the water droplets come out to just the perfect size. would you go as far as to call it a success? >> a partial success. so what you see is very small crystals of salt. >> reporter: the particles are so small to see them you have to use a laser. once the nozzle is fine-tuned the plan is to use a barge to shoot the salt particles into the sky and see what happens. the researchers say you can already see the concept at work. these satellite images show ship tracks from vessels crisscrossing the ocean, spewing exhaust that turns into clouds that last up to a week. the project needs several more years and millions of dollars in funding. but in 2012, the national academy of science wrote, the seriousness of the consequences of global warming merits research into the possibility of using cloud brightening for climate engineering. robert wood one of the top atmospheric scientists in the world said we owe it to future generations to study it now. >> i don't think this should be a solution. but i think it's appropriate at least to do the research to find out more about it. >> reporter: these scientists say the real solution to climate change is a reduction in greenhouse gases not cloud brightening. that being said, they hope to do some land based proof of concept testing by next year and if funding comes in they hope to do some testing on ships at sea by 2018 or 2019. in sunnyvale, kiet do, kpix 5. >> i can only imagine what conspiracy theorists are saying about this project. >> right. >> don't send me your email. a suspected serial arsonist is under aross in the east bay. james williams wilson is accused of setting more than 30 fires in contra costa county alone since april. he is under arrest in the east bay. most of them occurred on 4, 24 and marsh creek road. a murder suspect chased a cop and the armed suspect hid around a blind corner and shot at an officer when he came into view. the veteran officer was hit in the leg returned fire striking the suspects. that man has been arrested. ed lee doesn't have any information he says about an fbi agent trying to donate money to his campaign. the claim comes from lawyers for raymond "shrimp boy" chow. chow is facing racketeering charges in a corruption scandal that took down leland yee. the mayor says he and his team work hard to follow all election laws. we are getting an up-close look at the coast guard's biggest cocaine bust in history. >> the cameras were rolling as they boarded a narco sub loaded with drugs. allen martin reports. >> we are getting a rare look inside one of these drug smuggling subs and what happened when it was boarded. when the coast guard approached them the four men on the sub were quick to give up. officer is opened it up and inside bales of cocaine. 16,000 pounds of it. worth about $180 million. the coast guard says it is a high risk operation but it's taking place hundreds of miles off the coast of central america. >> you board a vessel you're not sure of the integrity of the vessel. you're not sure what's going to come out of the hatch. so they have to be ready and prepared for anything. >> the drug subs are more common most of them designed tow sit at the water line although we're told a few actually do go completely under water. the coast guard says it's captured at least 25 of these vessels over the last 10 years. it's estimated 80% of the drugs smuggled into the united states every year come by sea. the so-called narco subs account for about 30% of that. >> wow. >> yeah. these things are rickety at best. >> they look it. >> thank you. the rainbow crew has struck again. this time, stealing thousands of dollars of beauty products. it happened yesterday morning at a store in san francisco. nine people took perfume and other goods. in 75 seconds, $11,000 of beauty goods were gone. a similar robbery took place at another store in january where a crew took thousands in designer brands before rushing for the front door. a man who pepper sprayed the audience at a movie theater near nashville today was armed with a hatchet and pellet gun. he exchanged fire with police as he tried escape out the back door. theater. he was shot to death by the s.w.a.t. team. eight people were inside the theater. three were treated at a hospital and released. it comes about two weeks after another man opened fire inside a louisiana movie theater killing two people before taking his own life. today aviation experts confirm plane wreckage found last week came from missing malaysia airlines flight 370. since the wing fragment was discovered, volunteers have combed the area looking for other pieces of debris. more tests could reveal where the plane crashed and how fast it was southwest.com ♪ smoke filled the air above this antioch apartment complex after a three-alarm fire broke out around 8:15 this morning. it spread fast across two buildings thanks to a shared attic space. residents from 32 apartments were evacuated and brought to save zones. kpix 5's da lin spoke to some residents who lost everything but escaped with their lives. >> reporter: by the time contra costa county firefighters got to the delta pines apartments around 8:15, the fire was already raging. flames gutted the roof, melted windows and spread quickly to a second building. >> the reason why the quick spread of the fire is a shared attic space that quickly extended to the second building and had both apartment buildings on fire. >> reporter: firefighters say the flames damaged 12 apartments leaving 29 people homeless. >> i never in a million years thought that something like this would like, you know, like happen so. >> reporter: she saw flames burning at a nearby units and woke up her siblings and nieces. >> if i wasn't there, like, would my sisters and nieces were there, would they hear? >> reporter: she is happy they are alive but upset they lost everything in the fire. this is what's left of her apartment. >> all the money, purses, everything is in there. everything gone, shoes, everything. pictures. memories. >> i'm angry. i'm very angry. look at the apartment. who wouldn't be upset? >> reporter: firefighters say no one was hurt in this three- alarm fire. they don't know how it started but believe there was an accident. they say the first 911 call came in as a balcony fire. >> looking for a place where to stay for the night. >> reporter: the red cross will house some at a hotel for the next couple of days but they still need a long-term plan. in antioch, i'm da lin, kpix 5. tesla's stock taking a beating after the closing bell because of a disappointing 2nd quarter report. the stock has fallen more tha 5%. it spent money for the launch of the new suv. tesla said it is probably going to miss its yearly production target. microsoft is adding more time off for men and women employees after the birth of a baby or an adoption. the company special advocate or casa. as a casa, shelly is a mentor and advocate to foster children hoe are often abused or neglected. >> it's really about them and them understanding that i will do what i can for them. >> reporter: before carla jordan-swan adopted her son, shelly was his casa. he was an angry 13-year-old who spent 10 years in foster care. but carla said shelly got to know him and fought to get him into schools that would help him thrive. >> she is an amazing dynamic outgoing person and the love that she shows for my son is palpable. >> isn't this amazing? >> reporter: casa's program director marvels at shelley's compassion for children. >> she is one of those volunteers you wish you would just coin. >> reporter: so for caring for her community from spca volunteer to children's advocate, this week's jefferson award in the bay area goes to shelley gottlieb. shelly has also headed the board of directors of the arc serving those who are developmentally challenged and she goes at san francisco city hall, phil matier, kpix 5. >> as for raymond "shrimp boy" chow, his federal trial on racketeering charges is supposed to begin in october. a bay area tragedy raising new questions about so-called ghost guns. mail order gun parts that people can assemble at home. kpix 5's cate caugiran on the weapons that are impossible to trace. >> reporter: ken, they are also relatively easy to make as you said. you can't track them. there's no serial number or registration and no problem in the eyes of the law. well, at least in this case. 21-year-old scott shot and killed 19-year-old clare orton before killing himself. he built both guns used in the incident after ordering parts from the internet. anyone can order an unfinished part of a gun with the right pattern and the right tools, you can make a firearm untraceable. and if you don't have a record it's legal. >> if someone chooses to manufacture a firearm we have to remember it's lawful. the ones that we're concerned are the individuals trying to circumvent that background check. >> it's scary in the sense that if we find a gun like this we can't track it back. >> this is an ak type rifle recovered at that location. >> reporter: atf couldn't trace this firearm. it was homemade. >> this is the loafer receiver area. no mark -- lower receiver area with no markings. >> reporter: a bill was defeated that would require these people who make these guns to register them. but with so many websites selling gun parts and how to videos would it be enough to save lives? walnut creek police are not releasing the photos of the guns used in in this case but this is the first they have heard of it here. in walnut creek cate caugiran, kpix 5. a suspected serial arsonist believed responsible for more than 30 fires is under arrest tonight. investigators say fires were set in eight east bay cities most of them along highway 4, 24 and marsh creek road. kpix 5's da lin with how the drought added to the urgency to catch this firebug. da. >> reporter: yeah, veronica. investigators don't say they -- say they don't know what motivated the suspect to set those fires. they say the biggest fire was about 40 acres. they arrested 29-year-old james wilson at his bay point home this morning. they have been watching him since april. in the last four months they believe he started at least 30 fires in contra costa county, the most recent earlier this week. investigators say here's one that wilson started on july 20th. a grass fire burning next to highway 4 in bay point. they also connected him to another fire in lafayette on july 28. it was burning on a hillside next to highway 24. fire investigators say wilson first started fires in his hometown of bay point then moved to brentwood, pittsburg, concord, walnut creek and other nearby cities. > we are in a drought and there are other fires around and any fire that's started by an arsonist takes resources away from other fires that might have other threats. >> reporter: investigators say no one was hurt and no homes were damaged in the 30 or so fires. but they worry it was only a matter of time before things would escalate. they believe wilson could be connected to even more fires. for now he is only facing eight counts but more arson charges are likely according to fire investigators. his bail right now is set at $1 million. live in concord, i'm da lin, kpix 5. more warm dry weather is causing a whole lot of headaches for crews monitoring the "rocky fire" in lake county. low humidity could mean increased fire activity and so far it's destroyed over 39 homes covered more than 68,000 acres, steep rugged terrain in the area is not helping firefighters. andria borba is in lake county with the latest for us. >> reporter: this fire is dangerous. it's moved in all directions at once which is basically the opposite of what the fire textbook teaches you will happen out here and they say -- firefighters say that this fire could in fact get worse with the help of the weather today. >> and then a couple of water tenders. >> reporter: this is what hoping for the best preparing for the worst looks and sounds like. >> and probably strike with hand crews and dozer. >> reporter: outside the spring valley pantry firefighters from long beach and orange county are figuring out how to protect hundreds of homes if the "rocky fire" explodes again in the afternoon heat. >> today's kind of a pivotal day for us. we definitely had lower humidity last night but all that humidity has since gone and so it's just as dry as it was three days ago. >> reporter: spring valley is north of highway 20. brenda has been packed and ready to go for days. >> i even had food to go. so i figured i would have a way to make sandwiches and stuff for myself. >> reporter: across highway 20 and on the fireline the goal is singular, put the fire out and get life back to normal through any means necessary. as firefighters move out, pg&e is moving in to get utilities running again. helicopters are continuing nonstop batter drops from the sky. left behind, firefighters working 24-hour shifts are stopping small still smoldering embers from getting picked up in the afternoon wind and taking a ride and burning more. as the hours go by, homeowners are weary. >> i'm ready, i'm ready for no more fire. >> reporter: now, firefighters hope that yesterday's weather with a bit of rain and that very high humidity from the marine layer that came in was enough to make this fire lay down promptly. they are hoping that this fire does not torch this afternoon. thus far it has not. they are hoping that help yesterday was enough to make this thing stick. live in lake county, andria borba, kpix 5. a palo alto grocery store closed but they are not letting developers off the hook. kpix 5's john ramos gives us the story of a community that wants its produce within reach. >> reporter: the edgewood shopping center off 101 in palo alto used to be anchored by a small supermarket. but suddenly in march the place closed. it hasn't been good for business at the nail salon next door. have they said what they are doing to try to get a store in there? >> no. we have not heard anything about that. >> reporter: that's anger some business owners and homeowners in the nearby neighborhood. they say the owner of the center a property development greenp group called sand hill has a special obligation to keep a grocery store operating at this site. it seems the company was only allowed to build these multi- million dollar condos on the back side of the property by signing a planned community or pc agreement with the city. >> can they keep selling because one of the things in the pc is that there would be a supermarket so they could build their homes and sell them and three no, sir supermarket. >> reporter: lenore joined some other neighbors in an angry letter to the city urging it to stop sand hill from sellingmy more condos until a grocery store is reopened. as a result, the city has reminded sand hill of its power to impose a $500 a day fine if the pc agreement is not met. in fact, sand hill says they have approached 40 different grocery operators to see if they will come in all with no luck. they say it's not easy to find a replacement vendor within four months time and that the threats and age gri letters are not helping. but the neighbors feel it's necessary to keep sand hill and the city from ignoring the problem. >> i don't want sand hill to just make the money with us being inconvenienced and they get what they want and don't have to bother and go on to all the other projects. >> reporter: and they apparently feel $500 a day would be a good incentive to stay interested in finding a new grocer. in palo alto, john ramos, kpix 5. >> the city says so far there is no deadline set for sand how to get the store reopened. they say they usually give property owners six months before doing that. they cleaned it up only to find it filthy again. what has crews struggling to keep up with the trash on san francisco streets. >> wave good bay to her life as a beauty queen -- waving good- bye to her life as a beauty queen. she is going into the military. >> plus an injection that could potentially save the planet. what silicon valley scientists want to do to the clouds to chill out global warming. >> speaking of clouds, beautiful day today but they were on the increase working their way up from the south. great time lapse from the exploratorium 4 hours weather history there. those clouds are going to get thicker. some of them are going to yield rainfall before the end of the female announcer: right now at sleep train get up to 48 months interest-free financing on tempur-pedic. save hundreds on beautyrest. or choose $300 in free gifts with stearns & foster. the triple choice sale ends soon at sleep train. a veteran pittsburg police officer survived an ambush by a murder suspect. that confrontation happened at 12th and harbor just before noon today. the officer was chasing the suspect on foot. investigators say that man hid around a corner waiting for the officer and when he came into view the suspect opened fire. the officer fired back striking the suspect. both were injured. but both will be okay. the suspect is tonight under arrest. litter is lining more and more streets in san francisco and in a city known for sensational views it's hard not to point fingers about why the garbling is piling up. new at 6:00, mike sugerman reports on who is throwing the garbage on the street. >> reporter: if there was ever job security, welcome back to working to clean the streets of san francisco. >> never ending job. >> reporter: city crews work 24/7 but it doesn't always work. >> kind of like playing whack a mole. they clean it up and then two days later the same place is filthy again. >> reporter: a recent survey said clean livable streets were san franciscans top priority. it's not working out that way. you have been here for 40 years. >> just about. >> reporter: you ever seen the streets dirtier in san francisco? >> no, i have not. >> reporter: it's stunky, ugly. >> they have to get rid of this junk. it's dangerous. then there's the logo of life in the city. broken glass from somebody's car window. >> the amount of trash that's generated every day is amazing. >> reporter: but more now? >> more now. >> reporter: rick owns manages apartment buildings and sees this all time needles left behind. >> the homeless people make garbage. they just do. i mean, that's just one of the things they do. >> when i get up in the morning, the streets are clean. by the afternoon they are in the evenings, i don't know. >> reporter: mindy is with the city's public works department. she says her people are out on a constant basis cleaning and responding to complaints but it's hard to keep up. >> we have special projects, we are doing the alleys, we are doing residential neighborhoods. we do commercial neighborhoods. we are very responsive. >> reporter: they collect over 7 tons of trash a day and another $3 million is expected to be budgeted for 18 new workers. like we said there's great job security in trying to keep san francisco streets clean. in san francisco, mike sugerman, kpix 5. chopper 5 what is over athey are ton about an hour ago where hillary clinton is in town for fundraisers. her first stop the home of a former facebook executive. the backyard is ready to go. tables are set for what looks like an informal reception. tomorrow clinton will attend an event hosted by san francisco mayor ed lee. afterwards, the democratic presidential candidate will raise campaign cash in los angeles. she will not be making any public appearances. the first debate for republican presidential candidates is tomorrow. and california governor brown has a question for the candidates. in a letter he asks, what is your plan to deal with the threat of climate change? tomorrow's prime time debate will feature so candidates, trump trump, 10 candidates all taking the stage. the remaining candidates will debate earlier in the evening. silicon valley scientists are working on a potential tool in the battle against climate change. only on "5" kiet do shows us how something called cloud brightening could combat global warming. >> you want to put the light on it?! >> reporter: silicon valley research lab scientists are working on what might be considered the option of last resort. >> it's an insurance policy. >> reporter: it's called the marine cloud brightening project. the goal, fight global warming by making clouds over the ocean thicken and brighter so they reflect more sunlight and cool the planet. the team has reached a milestone with this high pressure nozzle. this is basically saltwater. the salinity that comes out of the ocean. it may look like some normal water spray but it took the scientists a year to come up with the exact rate and flow and the pressure so that the water droplets come out to just the perfect size. would you go as far as to call it a success? >> a partial success. so what you see is very small crystals of salt. >> reporter: the particles are so small to see them you have to use a laser. once the nozzle is fine-tuned the plan is to use a barge to shoot the salt particles into the sky and see what happens. the researchers say you can already see the concept at work. these satellite images show ship tracks from vessels crisscrossing the ocean, spewing exhaust that turns into clouds that last up to a week. the project needs several more years and millions of dollars in funding. but in 2012, the national academy of science wrote, the seriousness of the consequences of global warming merits research into the possibility of using cloud brightening for climate engineering. robert wood one of the top atmospheric scientists in the world said we owe it to future generations to study it now. >> i don't think this should be a solution. but i think it's appropriate at least to do the research to find out more about it. >> reporter: these scientists say the real solution to climate change is a reduction in greenhouse gases not cloud brightening. that being said, they hope to do some land based proof of concept testing by next year and if funding comes in they hope to do some testing on ships at sea by 2018 or 2019. in sunnyvale, kiet do, kpix 5. >> i can only imagine what conspiracy theorists are saying about this project. >> right. >> don't send me your email. a suspected serial arsonist is under aross in the east bay. james williams wilson is accused of setting more than 30 fires in contra costa county alone since april. he is under arrest in the east bay. most of them occurred on 4, 24 and marsh creek road. a murder suspect chased a cop and the armed suspect hid around a blind corner and shot at an officer when he came into view. the veteran officer was hit in the leg returned fire striking the suspects. that man has been arrested. ed lee doesn't have any information he says about an fbi agent trying to donate money to his campaign. the claim laws. we are getting an up-close look at the coast guard's biggest cocaine bust in history. >> the cameras were rolling as they boarded a narco sub loaded with drugs. allen martin reports. >> we are getting a rare look inside one of these drug smuggling subs and what happened when it was boarded. when the coast guard approached them the four men on the sub were quick to give up. officer is opened it up and inside bales of cocaine. 16,000 pounds of it. worth about $180 million. the coast guard says it is a high risk operation but it's taking place hundreds of miles off the coast of central america. >> you board a vessel you're not sure of the integrity of the vessel. you're not sure what's going to come out of the hatch. so they have to be ready and prepared for anything. >> the drug subs are more common most of them designed tow sit at the water line although we're told a few actually do go completely under water. the coast guard says it's captured at least 25 of these vessels over the last 10 years. it's estimated 80% of the drugs smuggled into the united states every year come by sea. the so-called narco subs account for about 30% of that. >> wow. >> yeah. these things are rickety at best. >> they look it. >> thank you. the rainbow crew has struck again. this time, stealing thousands of dollars of beauty products. it happened yesterday morning at a store in san francisco. nine people took perfume and other goods. in 75 seconds, $11,000 of beauty goods were gone. a similar robbery took place at another store in january where a crew took thousands in designer brands before rushing for the front door. a man who pepper sprayed the audience at a movie theater near nashville today was armed with a hatchet and pellet gun. he exchanged fire with police as he tried escape out the back door. theater. he was shot to death by the s.w.a.t. team. eight people were inside the theater. three were treated at a hospital and released. it comes about two weeks after another man opened fire inside a louisiana movie theater killing two people before taking his own life. today aviation experts confirm plane wreckage found last week came from missing malaysia airlines flight 370. since the wing fragment was discovered, volunteers have combed the area looking for other pieces of debris. more tests could reveal where the plane crashed and how fast it was southwest.com ♪ smoke filled the air above this antioch apartment complex after a three-alarm fire broke out around 8:15 this morning. it spread fast across two buildings thanks to a shared attic space. residents from 32 apartments were evacuated and brought to save zones. kpix 5's da lin spoke to some residents who lost everything but escaped with their lives. >> reporter: by the time contra costa county firefighters got to the delta pines apartments around 8:15, the fire was already raging. flames gutted the roof, melted windows and spread quickly to a second building. >> the reason why the quick spread of the fire is a shared attic space that quickly extended to the second building and had both apartment buildings on fire. >> reporter: firefighters say the flames damaged 12 apartments leaving 29 people homeless. >> i never in a million years thought that something like this would like, you know, like happen so. >> reporter: she saw flames burning at a nearby units and woke up her siblings and nieces. >> if i wasn't there, like, would my sisters and nieces were there, would they hear? >> reporter: she is happy they are alive but upset they lost everything in the fire. this is what's left of her apartment. >> all the money, purses, everything is in there. everything gone, shoes, everything. pictures. memories. >> i'm angry. i'm very angry. look at the apartment. who wouldn't be upset? >> reporter: firefighters say no one was hurt in this three- alarm fire. they don't know how it started but believe there was an accident. they say the first 911 call came in as a balcony fire. >> looking for a place where to stay for the night. >> reporter: the red cross will house some at a hotel for the next couple of days but they still need a long-term plan. in antioch, i'm da lin, kpix 5. tesla's stock taking a beating after the closing bell because of a disappointing 2nd quarter report. the stock has fallen more tha 5%. it spent money for the launch of the new suv. tesla said it is probably going to miss its yearly production target. microsoft is adding more time off for men and women employees after the birth of a baby or an adoption. the company for them. >> reporter: before carla jordan-swan adopted her son, shelly was his casa. he was an angry 13-year-old who spent 10 years in foster care. but carla said shelly got to know him and fought to get him into schools that would help him thrive. >> she is an amazing dynamic outgoing person and the love that she shows for my son is palpable. >> isn't this amazing? >> reporter: casa's program
