Were going to have him a little later in this hour as well. Im laura garcia. Before we get to weather right now i want to tell you about a small earthquake that hit the north bay this morning. A 3. 3 magnitude quake hit about 5 00 a. M. It was about 13 miles north of healdsburg. No reports of injuries or damage so far. But what a way to wake up at least for those folks. And yesterday we were waking up to pounding rain across the bay area. Kari has a look at our forecast right now. That rain is getting lighter. This storm system is moving out but it was impressive. Now as we take a look at storm ranger, we are catching a break for much of the bay area. Still some lingering showers down around gilroy as well as around the napa area over toward Solano County. Weve seen some of the showers that are now starting to move off toward the south and east. But as it does so, were still left with the cloudy skies today and a chance for all of that rain to soak in. But there will still be some showers in the forecast for tomorrow as well as sunday for the north bay while the rest of the bay area catches a break. By monday, there is more rain in the forecast so just get ready. Well talk more about that in the forecast coming up. Whats going on right now for the commute . Kari, i just spotted this stretch of highway 87 right behind me. Lets show you the map full screen and it is the red strip traveling north. Things are bogged down heading into downtown san jose. Now, there is a crash and maybe with crews in the middle lane right now, no major injuries but that is a major problem getting into downtown on 87 from slowing and we have the rest of the bay with just damp roadways. That is better news right now but you have big stuff overnight. Thats right. Breaking news overnight. A pg e truck caught in a landslide south of the bay area. We have new video to show you this morning from the scene. The truck slid about 150 feet down a hill. It happened overnight in aptos when a road was washed away. The road between Valencia School road and Valencia Road is completely washed out. Pg e says a worker was inside the truck when it happened but luckily was not hurt. In the meantime, weather related evacuations have been lifted in the Santa Cruz Mountains. Some home owners in Boulder Creek say theyve been dealing with minor flooding from the runoff. But theyre breathing a lot easier amid so much concern about mud slides in that wildfire burn scar area. Lets take a peek outside this morning to San Francisco. Restaurants across the city and across the bay finally resuming Outdoor Dining after the storm. Today in the bays Cierra Johnson live in San Francisco. A lot of challenges for Business Owners especially with this weather weve been having. Reporter yes, good morning. A lot of challenges and also a lot of Business Owners waking up a little relieved this morning after having served their first guests after not having any Outdoor Dining guests for a number of weeks. As you mentioned they did have to contend with that element of mother nature. We captured some of the diners bundled up with the heat lamps turned up as they enjoyed eating outside in San Francisco. Many Restaurant Owners we spoke with say they needed the Outdoor Dining options to make up for a lot of the lost revenue. Some decided to even take a little extra time to get things just right before reopening. I was taking advantage to do a little painting and clean up so tomorrow friday i will open with the sunshine. Were hoping the sunshine does appear. Reporter that Business Owner wasnt the only one waiting for a break in the weather to reopen. That mass vaccination site at city college in San Francisco also resuming services today. The site was closed for two days until the storms rolled through the area. More than 250 of those vaccination shots were rescheduled for a later date. And there is some good news in the fight against covid19. It appears cases in some cities are appearing to be falling. The mercury news is reporting that wednesday the states daily average of new cases dropped to about 23,000 per day over the last week. That is a whopping 47 from two weeks ago. So it is still crucial to remain vigilant as were out here. I know there is the Outdoor Dining but still do what you can, wear your mask, and be sure to practice social distancing as some of the restrictions are lifted, guys. Before you go, mayor london breed held her state of the city address yesterday. What was her message . Reporter she actually did it virtually and that is where that second mask vaccination site is going to be. She has been speaking for weeks now wanting to vaccinate all of the san francisans by june 30th and that deadline was going to be hard to achieve if they didnt get more shots in the arms. Now well have a second vaccination site in the city. Details about when it is opening and the specifics of how you go about navigating that have not been released yet. The gop assigned representative Marjorie Taylor greene to the house Education Committee. Greene is considered a Conspiracy Theory pro he motor and in the past has reportedly liked social media posts calling for violence against democrats. House Speaker Nancy Pelosi is among those questioning this assignment. Assigning her to the Education Committee and she has mocked the killing of little children attending elementary school. She has mocked the killing of teenagers in high school at the marjorie Stoneham Douglass high school. What could they be thinking . Pelosi referred to greene as the enemy within along with lawmakers seeking to arm themselves on the floor of congress. Some lawmakers are asking for their option to tap their own allowances to boost personal security in the wake of the capitol siege. President biden rounds out his first full week in office today and it comes as the fight to approve new economic stimulus and get money in the pockets of most americans is hitting some bumps in the road. New overnight the White House Press secretary confirms that President Bidens immigration orders are coming out next week in part because the incoming Homeland Security secretary will be leading the effort to reunite families separated at the border. Johnson johnson says its covid19 vaccine is 66 effective in a global trial but 85 effective against severe disease. It is only one shot and it doesnt require extreme cold conditions during the transportation. Meantime maryland based Biotech Company novavax says its vaccine is nearly 90 effective. Trials are now being conducted in the united states. Novavax says the vaccine is about 80 effective against the uk variant of covid and 60 effective against the south african variant. There is more fallout from the whole gamestop issue. Robin hood the stock tracking app actually barred its users from buying gamestop shares yesterday. That engaged users who quite understandably wondered how can they do that . And because they couldnt buy gamestop shares that price fell hard. That left some momandpop users in the red. It pleased the hedge funds, which were betting against the stock. And it seemed to many that the menlo park based robin hood was stealing from the poor to pay the rich. Heres the companys ceo on cnbc. Were really in unprecedented times and in order to protect the firm and protect our customers we had to limit buying in these stocks. Two Alameda County residents are behind the lawsuit and allege the meat in the sandwich is neither tuna or fish. They claim an independent testing of ingredients confirmed the products are made from anything but tuna. In response, subway insists it delivers 100 cooked tuna to its restaurants adding its wild, caught from the ocean. The Company Calls the lawsuit baseless. As we check out storm ranger were seeing some of those showers still with us this morning but lets take a look at how much we measured over 10 inches of rain in the Santa Cruz Mountains. This was huge but with the Atmospheric River a lot of times it hits the coastal mountains and gets the brunt of the storm. But we did also have some significant rainfall in morgan hill measuring over 6 inches. Now, from fremont to San Francisco to redwood city there is over 2 inches of rain. We saw mostly 2 to 3 inches of rain elsewhere across the bay area with clearlake measuring 2. 6. Sonoma 2. 24 and san anselmo measuring over 3 inches of rain. We need more to catch up. There will still be showers in parts of the north bay into the weekend but the rest of the bay area will have a chance to dry out before more rain comes in on monday. So we are not done with the wet weather just yet. In fact, with the next storm system coming in some models are showing we could see anywhere from about 0. 75 inch of rain in san jose to over an inch for some other spots especially in parts of the north bay where there may be some higher rainfall totals. Well be watching out for that. Of course, the sierra snow pack has been a huge story and its nice that theyre also getting a boost right now. Still at 62 of normal but that is up from 40 just a couple weeks ago. As we head over to you, mike, its been all about the commute as well. Yes, things are calming down now, knock on wood over here. Down about 200 the highest so far. This morning we are really watching it because all eyes are on gamestop shares. Which you might say game a game changer. Scott mcgrew is tracking the wild swings of the stock and the recent announcement by the sec. Reporter yes, the sec says it is going to look into volatility. This is very serious. That statement just coming across. Up until a short time ago this gamestop stock was a stock trading around 2 a share. It has since gone up Something Like 1700 . Yesterday we were talking about whats happening. Internet users banding together to bid gamestop stock up in order to financially stress those who had bet against it. They didnt break any rules by doing that but Big Questions whether the stock buying app robin hood may be breaking rules. It prohibited users from buying gamestop yesterday and the Stock Plunged that day. Many investors surprised robin hood could even do that. Robin hood said it needed to to protect itself from users even though the users never asked for that. Theyre called robin hood, right . So its kind of ironic that theyre helping the big guys. Reporter that investor pointing out the pause in buying yesterday helped the short sellers, fat cats on wall street who had been shorted or bet against gamestop. One analyst i spoke with laura said if you are going to use an app that doesnt charge you money to make a stock trade youll probably get what you pay for. Now that we can buy or they can buy gamestop stock, that is up again today. Almost doubling. Wow. Its been fascinating to see. You have good tire treads. Over here just south of the camera the map shows you the crash with your two left lanes blocked. This just happened as you approach 237. There is sudden slowing there. An overnight landslide in Santa Cruz County caused pretty scary moments for a pg e crew. We have more new video just coming in. Sharon katsuda . Reporter thats right. It is dry right now but was pouring on my way to work. This storm has caused a lot of damage already. Take a look at this video shot this morning of a pg e truck wiped out by the mud slide on Valencia School road in aptos. Pg e just released a statement this morning saying the employee is okay. The roadway gave way when the unit was out there trying to keep the Community Safe with power during the storms. Take a look. Theres new video from highway 1. You can see there is a road closure there. The road washed away. Crews will be out there today to assess when to reopen that part of highway 1. For now, if you are planning on heading south, do not take highway 1 because it will be closed at big sur. Santa cruz county residents who had to evacuate earlier this week due to concern over mud slides, are happy to be back in their homes seeing minor damage so far. One thing i took with me to the hotel was a pound of ground beef and i brought that back with me last night. Which is perfect for this. So the meal im having is shepherds pie. We are learning painful new details about the state being scammed for billions of dollars. Its just part of the big news coming out of the state capitol. Help may be on the way. Not for renters exclusively struggling across Southern California but also for the landlords they now owe money to. Today in the bays bob redell here tracking all of this for you. That news out of the edd not what we wanted to hear, bob. Reporter no. It is frightening. Well get to that in a moment with regards to landlords and renters. There could be 2. 6 billion on the way in terms of relief. Yesterday the state assembly and Senate Passed legislation that would use 2. 6 billion in federal stimulus money. Governor newsom expected to quickly sign that bill. The way it works is that the 2. 6 billion would pay up to 80 of some tenants unpaid rent. That only applies if the landlords agree to forgive the rest of the tenants debt. It is not clear if the 2. 6 billion is enough to cover all unpaid rent nor how many landlords would accept this deal. Also out of sacramento the state auditor calculates unemployment fraud to total at least 10. 4 billion. The auditor identified 26,000 street addresses where fraud was suspected and yet the department, the unemployment department, edd, only stopped sending money to 10,000 of those addresses. The auditor wrote the edd has relied on uninformed and disjointed techniques to prevent imposter fraud. More than 1 million accounts still have not been verified. We cant estimate exactly how much it will end up being. But were pretty confident it is going to be in the billions. Probably 10 billions of dollars. Reporter that money could be impossible to get back because as nbc bay area responds reports our contacts in Law Enforcement and banking believe most of that stolen money went overseas. The auditor has laid out seven recommendations to stop the fraud. The new edd director has already agreed to implement all seven of those recommendations. Reporting live, bob redell, today in the bay. Thank you, bob. Governor newsom also not quite seeing eye to eye with teachers in the backtoschool debate. The state Teachers Association this week sent this letter to the governor demanding an aggressive vaccine plan before schools reopen. The letter also calls for higher priority for educators in terms of vaccination. Politico reports newsom met online with state School Administrators yesterday and told them that they need to be up front with parents if there is really no intention to reopen schools this year. The governor also argued that no return is possible if the only solution is a perfect solution. Video of the meeting was originally posted on youtube but then quickly pulled. Along the same lines the governors 2 billion safe schools proposal also apparently on thin ice in sacramento. The chronicle reports there is no real timeline on when the money might become available. Mayor garcetti is responding to critics some of whom accuse him of jumping in front of the line to be vaccinated. He received his first shot last week during several days assisting vaccine workers at dodger stadium. Garcettis daughter has already had the virus. Answering reporters questions yesterday he said medical experts on site strongly recommended he not wait especially because he interacts with so many people. I think it is really important when people do get that medical advice to say yes and be an example not because you are an elected official but when that comes we need people to know you should say yes and you should feel good about this vaccine being safe and i wanted to make sure we did that as well. Garcetti is 15 years under the state 65 and older threshold. Critics also point out last month he went on the record saying he would wait his turn. All right. Democrats are ready to pass sweeping Coronavirus Relief but President Biden is still hoping for something more bipartisan. Scott mcgrew joins us now. Democrats in congress telling republicans with or without you. Reporter thats exactly right. Good morning to you. Democrats have the votes to pass a big relief bill. That would include a much bigger check for American Families and more funding for small businesses. And they could do it without the other party. Leaders in congress saying they may need to move forward without the gop. The white house is a lot less eager. Youll hear from the Senate Majority leader, then the biden white house. But if our republican colleagues decide to oppose this urgent and necessary legislation, we will have to move forward without them. If we got to that place where only democrats had voted for it, is he okay with that . Well have a conversation at that point. Were not there yet. Reporter biden will meet with treasury secretary yellen today. She is coordinating with congress. Both democrats and republicans have legitimate points in this argument. Republicans say we have a 27 trillion debt. Much of that run up in the two years before the pandemic. And we cant afford more debt. Democrats say, yes. We have almost maxed out our credit cards but we need to buy a fire extinguisher because there is a fire. Republicans themselves split on a number of issues. This is matt gaetz of florida campaigning in wyoming trying to convince folks in wyoming to vote out their representative fellow republican liz cheney. Cheney says trump had responsibility for the attacks on the capitol and thats angered many in her party. Kevin mccarthy the republican leader in the house went to florida to patch up things with President Trump. Earlier mccarthy had also said the president bore some responsibility for the attack on the capitol where Police Officers were beaten with hockey sticks and in one case an american flag. One officer was killed on site and another died later. This was just earlier this month. So here is what mccarthy is apologizing for. That doesnt mean the president is free from fault. The president bears responsibility for wednesdays attack on congress by mob rioters. He should have immediately denounced the mob when he saw what was unfolding. Reporter it appears georgia congresswoman Marjorie Taylor greene has scrubbed some of her social media. She has in the past made wild claims many originating with qanon. One claims that californias governor started our wildfires using space lasers. Setting fires in butte county to pave the way she says for high speed rail from San Francisco to los angeles. And you could ask yourself, hold on, butte county is not between San Francisco and los angeles. It is north of San Francisco. That is certainly one of the questions you could ask. Space lasers . Is another. Greene has also claimed the murder of 20 first graders and six teachers at sandy hook elementary was fake. She has just been assigned to the house Education Committee. Were watching that. Well, covid19 really hitting home for us here at today in the bay. You may have noticed. My coanchor Marcus Washington has been away from the desk for a few weeks now. Thats because he was diagnosed with covid. He joins us now live from home with more on how he is doing and what the experience was like. Ive missed you, marcus. Ive missed you all so much. But i can tell you that i am doing great. You know, it was i guess many would consider a mild case of covid but i had chills, i had a fever for maybe two weeks. My fever got up to 102. I had body aches. That lasted for maybe about five days. And i was just tired. You know . It was, for me, tough because the last time i was sick, believe it or not the last time i was truly sick like that was in 1997. I was still in high school. And i had the flu. Yeah. So for me, its been a long time. I realize i am a big baby when im sick and i get irritated easily. But i was alone the whole time. Good thing. But i managed through it all. I was telling you last hour the thing that helped me get through of course i was taking a lot of vitamins to make sure my system was able to fight this virus. My multi vitamins i would take anyway. But really the thing that helped me were the phone calls, the Text Messages, and, you know, the messages that i got from a lot of the viewers so thank you to all of them who just were concerned like hey, are you okay . I havent seen you in a while. That meant a lot to me. Laura, you and i talk all the time anyway. Laura kicked into mama bear mode. She called and texted and she was like what do you need . Do you need to go to the hospital . Lay on your stomach. They say that is the best. I think i even told you and you were like i dont want to call you or text you too much but you know that i want to tell people if you know someone who is battling coronavirus, the best thing to do is really check on them. Just a text message will do. It means a lot because you are alone. I mean, i grew up as an only child so i was cool being by myself but when you cant get out and cant go for the amount of time i had to quarantine here at home by myself, i ordered groceries online. That was the first time id ever done that. And, you know, i had friends who one friend i called and said hey i just need gatorade. I looked outside my door and i had four bags of groceries. You know . I mean, and so many people offered our news director offered to make me chicken soup. It was great just to have that kind of love during that tough time. Exactly. Well, now is the toughest thing about it because obviously youve got to quarantine and, you know, we all want to help you. You know, help you go through this. But youre really on your own. Then it is heart breaking to think of the people that, you know, are even worse. Theyre hospitalized. Their families cant see them at all. So it is a really tough thing to go through. Exactly. That was one of the things i did fear, that what if i have to go to the hospital . I mean, im in great shape. I had no reason to think i wouldnt. But you hear of situations where people, you know, my temperature got to 102 and then i was looking online and it says if it gets to 104 you might need to go to the doctor or hospital. That scared me a little bit. But i made it through and everything is im feeling good. You know, i take small walks like around the block or Something Like that. But, you know, its really been great and thank you for all the emails, the calls, the texts for those out there, some of the nbc bay area family, thank you, thank you, thank you. Well, on behalf of the crew i know they made sure to tell me they miss you as well. We really all do. Thanks for putting up with all my texts. I did go into little mama bear mode. I was bombarding him. But i was worried. I loved it. We are a family here. Lauras texted me every night also and says make sure you have a glass of water by your bed. Im like, laura. My wife is [ laughter ] whatever. Look, ill start texting you too, mike. Hey, you know that i dont drink coffee or anything like that. Well, i still dont drink coffee but you know what . This is a great way to start out our friday morning. And you have the view of this sunrise. It is a gorgeous start to our morning now that were getting a chance to dry out. And we are going to also see that storm rolling out of here still leaving behind a few clouds here and there. And some of us are still seeing some light spotty sprinkles. Storm ranger gives us exactly where that rain is falling and were seeing it mostly over the hills and also farther to the north. But lets do a wrap and talk about how much rain we had with this Atmospheric River. This is so typical where once it hits up against our coastal mountains it really brings out a lot of that moisture. Thats what we saw in the Santa Cruz Mountains. Nearly 11 inches of rain. But usually as it moves into the valleys, it just kind of gets rain shadowed and a lot of the moisture is gone but that was not the case for morgan hill where we had over 6 inches of rain there. Most of us anywhere from fremont to san jose to San Francisco as well as sonoma. We had 2 to 3 inches of rain. So this feels the decent one helping to get us caught up with our rainfall deficit. Were going to see more rain in the forecast going into the weekend only for the north bay. The rest of us will be missing out on that rain up until monday when our next storm system comes in. So of course keep checking back in for updates. Mike, what is the update now on the morning commute . I feel great because we got to see and talk to marcus. But we dont feel great because we see this. This is a bay bridge toll plaza and the backup has formed as metering lights were turned on just as i heard about that disabled vehicle mid span so did the folks at the controls there. They turned them on. Backup here. But look. The map shows you no backup on the span. Its only that section between the berkeley curve and the toll plaza itself. Breaking and happening now Johnson Johnson says the covid19 vaccine is 66 effective in global trials but 85 effective against severe disease. Which is a big difference between vaccines already being administered, which are 95 effective. But the Johnson Johnson vaccine is only one shot, one dose, and does not require that extreme cold during transportation. So an option. Overnight in aptos. The road got washed away there. It is between Valencia School road and Valencia Road. Pg e says one worker was inside the truck when it happened and was not hurt. Meanwhile weatherrelated evacuations are lifted in the Santa Cruz Mountains but some homeowners in Boulder Creek say theyve been dealing with minor flooding. They are breathing easier amid so much concern about mud slides in the wildfire burn scar areas.
