dr. jha right here in studio tonight answering your questions. the breaking news. late word coming in tonight, democrats and republicans have reached a temporary deal now on the debt ceiling, preventing the u.s. economy from taking a major hit, at least for now. rachel scott with late reporting. tonight, authorities in the gabby petito case on the possible sightings of brian laundrie. one state with nearly a dozen sightings reported. tonight, the major crane collapse in chicago. the images coming in. tracking severe storms as we come on the air tonight. tornado watches across several states. and the major headline tonight involving tina turner. good evening as we come on the west here tonight and it's great to have you with us here on a wednesday night. and we begin tonight with the school shooting. authorities racing to the scene in arlington, texas, outside dallas. this time, at timberview high school. the gun fire ringing out early this morning. one of the victims shot, a young english teacher, he is 25 years old. tonight, he is a hospital. a 15-year-old in the hospital, too, who had been in critical condition, now recovering in the icu. word of an active shooter reaching police just after 9:00 this morning. armed officers running inside. the suspect quickly identified as an 18-year-old student in the school, fleeing in a car, triggering a massive hunt. and a warning that he was armed an dangerous. students and teachers barricading themselves with doors, the chairs and desks. and behind those doors, huddling there in the dark. outside, a massive law enforcement response. securing the school, getting the injured medical help. law enforcement rushing to his home nearby. they did not find him there. tonight, after searching for hours, the gunman turning himself in and what we've now learned. abc's marcus moore leading us off here from texas tonight. >> reporter: tonight, a shooting at this arlington, texas, high school, leaving four people hurt. >> this is not a random act of violence, this is not somebody attacking our schools. >> reporter: officials saying it all started around 9:15 this morning. authorities now reviewing videos posted to social media appearing to show a fight. >> we believe right now preliminarily that it with us a student that got into a fight and drew a weapon. >> all you hear is pop, pop, pop, like six shots, six, seven shots back-to-back. >> reporter: this is something you all have done drills on. >> yeah, yeah, yeah, of course. we do drills on it all the time. so we knew what to do. once we heard lockdown, because usually they let us know it's a drill. but they said lockdown, lockdown. so, we knew it wasn't no drill. >> reporter: police identifying the suspect as 18-year-old timothy george simpkins, a timberview high school student, who turned himself in after an hours-long manhunt. students sheltering in place. teacher dell toppam was just down the hall with his students and together they barricaded the door. >> there was no hesitation, no confusion, no chaos, they just immediately sprang into action. >> reporter: one 25-year-old teacher and three teenage students were wounded during the shooting. three of them taken to the hospital and expected to be okay. as an all-out manhunt for simpkins began, law enforcement swarming his house with guns drawn. but he wasn't there. officials out with a warning. >> this person is considered to be armed and dangerous. >> reporter: as the lockdown was lifted at the high school, a steady stream of students walking out in a single file. and a now familiar scene tonight. worried parents waiting to be reunited with their children. this is the fifth school shooting in the past week. this mom saying that she and her son had discussed school shootings and prepared for this day. >> to know that the shooting was right next to his class, bullets fly everywhere. >> and marcus moore with us tonight from outside that arlington high school. and marcus, no word on a motive yet? >> reporter: david, no word from authorities on a motive, but they say a possible weapon, a .45-caliber handgun, was found in the street about two miles from here and simpkins is charged with three counts of aggravated assault with a deadly weapon. and he's expected to go before a judge tonight. david? >> marcus moore leading us off tonight from arlington. marcus, thank you. we're going to turn next here tonight to new questions this evening amid this emergency still unfolding off the coast of california. that major oil spill and tonight, those reports oil was spotted the night before, that the coast guard was then called. now comes questions about how long it took the company to fully shut down that leaking pipeline. authorities before the cameras just a short time ago and abc's chief national correspondent matt gutman with what they're saying now. >> reporter: tonight, the company that operates that cracked oil pipeline facing tough questions as we learn more about those critical first hours of the spill. official reports showing a ship offshore first spotted a sheen in the water around 6:00 p.m. friday and called in a report about two hours later. but according to a letter obtained by abc news from federal regulators to amplify energy, the company first recorded a low pressure alarm at 2:30 a.m. saturday and did not shut down the pipeline for another 3 1/2 hours. and then the company only notified the coast guard six hours after that initial alarm. leading to questions about why it took so long for amplify's alarms to go off. isn't that something that's most elemental in any sort of pipeline facility, noticing when there's a significant loss of pressure, such that -- >> i'm not sure if there was a significant loss of pressure, but we will fully investigate this. >> reporter: it was something the size of central park that was spotted by satellite at just before 7:00 p.m. on friday evening. >> if we were aware of something on friday night, i promise you, we would have immediately stopped all operations. >> reporter: it's believed at least 30,000 gallons but possibly more than 144,000 gallons spilled into what is designated an ecologically unusually sensitive area. a lot of this work is painstaking. it has to be done by hand. that's why the governor of california said he's assembling what is basically going to become an army of cleanup workers. 1,500 of them by the end of day. still, wildlife oiled and livelihoods jeopardized. with harbors locked down by the coast guard, scott brennaman, who owns a fish market in newport beach -- >> freshest you can buy. >> reporter: telling me business is down 90%. >> people are scared to come to the beach, they're scared to buy local seafood, they assume it's contaminated. >> the ripple effect on the environment and the economy there in the region and matt gutman with us live again tonight from huntington beach. i know authorities there just talked, matt. the company now disputing the timeline that federal authorities have given so far? >> reporter: david, they're disputing the timeline and the narrative of those federal regulators who said that an alarm sounded at the oil company at that rig at 2:30 a.m. the company says no alarm sounded at all and the first that they heard of that spill is when people on that rig spotted the oil at 8:00 a.m. many hours after it's believed that oil was first spotted. david? >> matt gutman staying on this story for us. matt, thank you. now to the pandemic and los angeles tonight imposing strict new mandates, requiring proof of full vaccination to go out to eat, to go to the movies and other activities. and we also took note today of what we heard from the cdc director, dr. rochelle walensky. what she said about this year's flu season, what they're most concerned about and what about the flu shot after you've had the vaccine? dr. jha is standing by to answer questions on that. but first, abc's kaylee hartung in l.a. >> reporter: tonight, the city of los angeles passing a sweeping new vaccine mandate. customers will now need to show proof of vaccination or a negative covid test not only at bars, clubs and big events but also at indoor restaurants, gyms, shopping malls, nail salons, movie theaters and venues like the staples center starting november 4th. l.a. joining new york to become one of the strictest cities in the nation. hair stylist fred herdst knows he may lose customers, but he sees the new rules as a way out of the pandemic. now the city of l.a. is saying you must require proof of vaccination. and you'll ask without hesitancy? >> yes i will. i've been hoping kind of for this to happen, because this needs to stop. this needs to stop. it's getting out of control. >> reporter: but for weeks, thousands of workers protesting vaccine mandates from employers have been willing to lose their jobs. and tonight, some americans could face even more dire consequences for not getting the shot. in colorado, leilani lutali has stage five kidney disease, but she can't get a transplant as long as she and her donor are unvaccinated. >> it feels a little bit like my transplant is being held hostage and there's only one decision that i'm being left with. >> reporter: in a letter, uc health giving leilani and her donor 30 days to get the shot or be removed from the list. the hospital pointing out that transplant patients are already required to get vaccines and if infected with covid, they "are at particularly high risk of severe illness, hospitalization and death." the mortality risk as high as 32%. but leilani and her donor don't want the vaccine for religious reasons. >> i'm not going to change my mind. i want a choice to be able to make as being a partner in my own health care. >> reporter: tonight, the number of new covid cases are falling, but already this year, a staggering toll. 353,000 lives lost to covid in 2021. more than in all of 2020. >> we're intubating and losing people. >> reporter: federal health officials out with a new psa campaign featuring covid survivors making the case for the vaccine. >> been in the hospital for 76 days now. they gave me a 5% chance of living. so i highly recommend everybody to get the vaccine and really protect themselves, because this is no joke. >> another plea from a hospital room tonight. kaylee back with us this evening and kaylee, president biden has been promising to ramp up production of rapid test kits for months now. today, the white house announcing a major new push moving forward? >> reporter: yeah, david, the white house announcing a $1 billion investment, saying it's now finally in position to quadruple the availability of rapid tests, ramping up production to 200 million per month by december. and officials say a new test that could be on the market just authorized on monday will help ease the supply crunch and could be available for less than $10 per test. david? >> all right, kaylee hartung with us from l.a. tonight. kaylee, thank you. as i mentioned here, we're also following what the cdc said today about this year's flu season, what concerns them most and many of you have asked, will there be any side effects from the flu shot that are different this year if you've had the covid vaccine? dr. ashish jha joining us here in person, which is always -- i would like to think, a sign we're moving forward in this pandemic. great to have you. let's get right to this flu, because people have been asking about this for quite some time. you heard dr. walensky say today that last year, we all had masks, social distancing. flu season was not that bad. she said it could be difficult moving forward. >> yeah, so, good evening, david. thank you for having me here. i'm worried about the flu season this year. for all of those reasons. and many people did not get the flu shot last year, i'm worried about lack of immunity. it's absolutely critical that people get the flu vaccine this year. >> what about this question, dr. jha, about the covid vaccine, so many people have gotten vaccinated and now getting a flu shot, will there be any different side effects? >> there shouldn't be. there's actually very good data that you can get them together, you can get them on the same day, you can space them out. there really is not a problem between getting both of those vaccines. >> and again, her concern is that so few of us were exposed to flu last year, that that's why we have to be extra careful going into this flu season? >> absolutely. i think this is going to be really an important year for us to get vaccinated and of course continue to be careful. >> all right, dr. ashish jha, great to see you in person. come back often. we continue with the news this wednesday night and the breaking headline from washington at this hour. democrats and republicans have reached a temporary deal now on the debt ceiling, preventing the u.s. economy from taking that major hit. at least for now. rachel scott on the hill tonight. >> reporter: tonight, senate republicans and democrats striking a temporary deal to prevent the american economy from going over a cliff. >> hopefully republicans will be more reasonable in the next couple months. >> reporter: the nation will default on its loans two weeks from today if congress fails to raise the debt ceiling. it's never happened before. and the potential consequences would be devastating. >> my republican friends need to stop playing russian roulette with the u.s. economy. >> reporter: earlier today, president biden, business laders and top officials sounding the alarm. >> we would likely experience a recession. millions of jobs would be lost. millions of seniors who depend on social security for their support would have to make awful choices, such as deciding whether to pay rent or buy groceries. >> reporter: interest rates would soar. the stock market would crater. jpmorgan ceo jamie dimon predicting a "complete catastrophe for the global economy." raising the debt ceiling used to be a standard bipartisan vote. but now, republicans want democrats to own it heading into the midterm elections. this although 98% of the current debt was created before president biden took office. $7.8 trillion of it during the trump years, when the parties voted to raise the debt ceiling three times. senate minority leader mitch mcconnell didn't mention any of that today. >> but the democrats who run washington have done nothing. they've squandered week after week after week. >> all right, so, rachel scott, who has been following this every night for us from the hill, rachel, republicans, democrats agreeing today to temporarily raising the debt limit until december, but a lot of people watching from home tonight are going to say, is this just kicking the can down the road here?
