day today. scattered showers at noon to heavier showers increasing in coverage at 4:00 with breezes that are going to blow through and get even faster during the evening commute so we'll have to watch out on our east/west bridges. that's double trouble there. here is alexis. you can see a little light rain falling under the street lights and a few vehicles with wipers turning on and off. so far no metering lights and that commute is looking okay. hopefully we make it to 5:15, 5:20 until they turn the metering lights on. drive times looking good, too. highway 4 to the maze, 19 minutes. and southbound 101 san francisco to sfo. you're in the green at ten minutes. this video is hard to watch. this man targeting this woman, dragging her violently and her daughter down that flight of stairs. this is the surveillance video from last week and now this morning police say the man they think is responsible will be in court. reporter jobina fortson live for us in san jose this morning. good morning, jobina. >> reporter: natasha, after his arrest police were able to link pablo cabrera to other purse snatching cases. all of his victims were asian females carrying expensive handbags and were all targeted from behind as well. the video is just stunning. you can see cabrera on the left side of your screen slowly walk over as the mother and daughter head up the stairs of a building in san jose, who snatches the purse and her daughter with it. thankfully the two weren't seriously hurt. another camera showed cabrera take off from the scene and a black four-door according to jail records cabrera will be in court today. investigators say if you have any information that can help them in this case to please reach out to the san jose police department, and you can do so. jobina fortson, abc 7 news. >> that video is awful. also today in san jose the woman accused of a dui crash that killed a 17-year-old boy is due in court. the highway patrol says ashley marie oliver was driving the wrong way on highway 17 over the weekend. that is when she crashed into a car with five teens from fremont. 17-year-old armando was killed. he was a junior at washington high school where he played football. the highway patl says he and two of the other teens in the car were not wearing seat belts. in the east bay uc berkeley police are trying to find a man who took pictures of people in a campus bathroom. investigators say they believe he placed a camera on the fourth floor of moffitt library. it was discovered march 15th. photographs of five people have been taken that day. 13 people photographed at that same location in october. investigators do not know if the man is a uc berkeley student or is affiliated with the university. some breaking news coming in to our live desk. the u.s. state department has ordered all nonemergency government employees to leave iraq. the alert was published on the u.s. embassy's website overnight and this comes amid rising tensions. last week officials in washington detected new and urgent threats targeting americans and american interests in the region. we're going to keep tracking this for you, bring you the newest information as soon as it comes in. a 737 max topping the agenda during a hearing on capitol hill today. you'll remember the planes were grounded in the wake of two deadly crashes. so two top aviation officials will be facing questions from a house committee about how the boeing plane was approved to fly in the u.s. ntsb chair due to testify. audio recordings have surfaced from the union representing pilots at american airlines and recorded pilots confronting boeing about new features in the max that may have caused both of those deadly crashes overseas. so all that happening in washington as, also, confirmation hearings begin for president trump's nominee to lead the faa. thank you so much. donald trump jr. will appear before the intelligence committee some time last month after a subpoena was issued. the interview will be a closed door session and limited in scope and time. senators were expected to ask about a proposed trump tower project in moscow. also trump junior's involvement at a meeting with a russian delegation. governor gavin newsom wants to lower health insurance costs for the middle class. to do that he needs to persuade lawmakers to approve hefty fines on people who don't have health insurance. the governor will tour the state over the next five days to promote his health care agenda n. addition to raising penalties, the governor's plan includes expanding coverage to undocumented immigrants and lowering prescription drug prices. people who live in rvs now have a safe place to park overnight. the mayor was on hand to mark the start of the rv safe lot. it has portable showers, restrooms and laundry facilities. they haven't been able to afford rent for two years but they aren't bad people. >> we met people. people living in peace. >> both the city and a nonprofit pay for the lot. san francisco school district is moving ahead with plans to build more affordable housing for teachers on land that it already owns. officials are considering three sites, one in the sunset district, another on cook street in laurel hill, and a third in bayview. "the examiner" reports the school district loses 10% of its teachers every year and the district believes providing affordable housing will help it retain experienced educatoreduc. the sharks are back in action as the stanley cup playoff series shifts to st. louis for game three. the blues beat the sharks at s.a.p. center monday night to even the final at a game apiece. the sharks are holding a free watch party for fans at avaya stadium. the gates open at 4:00 p.m. and the puck drops in st. louis at 5:00 p.m. we have a link to watch -- for watch party tickets on our website. and speaking of the sharks, they're helping their fans get inked up. >> some fans can get a free tattoo on their arms or legs. six designs are being offered at a local tattoo shop every road game for the remainder of the playoffs. today the first four can get a free tattoo in san jose from 10:00 a.m. to 10:00 p.m. and on friday the free tats offered to 40 fans at black lagoon in san jose. >> did you see the slogan, sharks for life? literally. >> if i was to get a tattoo i would get one that is cool, rough, tough. let's talk about what's going on in cordelia, american canyon and vallejo, you can see moderate showers on lake herman road 680, 780, 29, 37. that's the heaviest shower right now. you can see more is coming up from the south. it has begun. in fact, here is a look at light rain falling on the golden gate bridge. all going to be wet and a small craft advisory out on the bay. let me go back to that real quick. it starts at different times up in the north of the bay bridge. the small craft advisory starts at 9:00 through 3:00 tomorrow afternoon. it starts at 3:00 this afternoon through 3:00 tomorrow afternoon. south of the bay bridge for the gusts up to 35 knots nearing 40 miles an hour. coming across the bridges when they're wet will make things pretty dangerous. so the peninsula, we have some steady, light rain possible this morning. a chance of a shower at 11:00. the storm system takes a bit of a breather midafternoon and then from 5:00 on we have a better chance of wet weather. the same thing in the east bay valleys, some scattered showers and light rain all the way up until 11:00. a breather around 1:00 and then around 5:00 everything starts to get heavy. chances of wet weather on either side. alexis? we are taking a look at traffic this morning. it is going to be the first wet commute we've had in a long time, so be prepared for that. i think we're going to have a lot of heavy slowdowns later in the morning and hopefully not but likely several collisions as well. we have one in the santa cruz mountains, northbound 17 just past the summit. two vehicles involved, two tires are blown out on one of those vehicles so they're waiting for the tow truck to arrive. no injuries, so that is the good news there. a quick check of the richmond side of the bridge. there you go. you can see a few puddles starting to form. you can see the sheen on the pavement. slow down and drive for conditions. all right, thank you. up next the seven things you need to know as you start your day. >> new rules when it comes to going live on facebook. pthe one strike policy. >> and special good morning. it's 5:13. here are the seven things to know before you go. the first one storm impact scale still a two for today. the rain is developing right now and moderate. it will get heavier especially during the midafternoon through the evening hours. up to an inch of rain and fastest winds during the commute. >> the man accused of violently dragging a woman and child down a flight of stairs during a purse snatching in san jose is due in court today. police say pablo cabrera targeted asian females carrying expensive handbags. number three is a story just coming in to our live desk. kamala harris announcing today if she becomes president she will take executive action to ban imports of all ar-15 style weapons. number four, alabama's governor may sign into law a near total abortion ban. state lawmakers passed a measure making it a felony for doctors to perform the procedure. the fight to follow could reverse roe v. wade. we are starting to see a little bit of sheen on the pavement including right here. we have golden gate bridge, southbound 101. no delays. zipper trucks have been through. make sure you're slowing down and driving for the wet pavement. number six, no problem for the warriors. a 116-94 victory over the trail blazers in game one of the western conference finals. game two is tomorrow night at 6:00 p.m. at oracle arena. number seven, an anonymous buyer has paid more than $110 million for this painting by monet. double what was expected. the most ever paid for an impressionist painting. the exhibit remains in san francisco until may 27th. >> but those aren't for sale. new streaming rules on facebook and meant to stop the spread of hate. looking into the changes at the live desk. here is what you need to know, there is now a one strike policy. users who violate the most serious rules will be restricted from using facebook live after their first offense. the restriction will be for a set period of time so, for example, 30 days. previously facebook only restricted users who repeatedly posted inappropriate content. this change comes two months after the new zealand mosque shootings which were live streamed on facebook by the accused gunman. back to you. 5:16 now. we will soon learn how the fire at the blue diamond factory in sacramento will affect almond prices. a four-alarm fire broke out monday night. fire officials say there is significant damage on the second floor as well as smoke damage on the third floor. it's too early to estimate the fire's toll on california's $21.5 billion almond industry. according to "the sacramento bee" the process is 80% of the world's supply. a north bay golf course going high tech. >> at eagles vine, they can get their snacks and beverages delivered by self-driving robotic carts. the napa valley register reports it is the world's first use of the self-navigating automated vehicles at a golf course. eagle vines is a test site. golfers can use a smartphone app to order more golf balls or food and beverages from the clubhouse, and they can receive the item in as little as 15 minutes. >> 15 minutes? >> do you think that's long? >> i do think that's long. >> think about how big a golf course is. >> have you ever played golf? >> mini golf? >> a really short time. >> not the same. >> nope. we are tracking rain. not a good day to be on the greens today, mike. >> i thought i would sit here next to you. i thought we had a three shot. nice seeing you guys. so far dry down in the south bay. a look at san jose at 87. that is definitely one of our drier spots. as we expected it to be. rain is going to get to you, too, and heavier showers this evening. a chance of rain just about every day today, the next seven days, friday and monday are looking like our lesser amounts of rain. you see the yellows and oranges more widespread and 60s dominating the forecast. tonight notice how much less coverage we have and intensity of the showers. this is after the cold front passes. temperatures cooler compared to this morning where we're still in the 60s in some areas. upper 40s to mid-50s tomorrow morning. a look at american canyon as you head up to airport boulevard, the napa county airport right there. you can see a moderate shower and that will head into napa. moderate shower around lucas valley road that will be heading to novato, 101 and 37. so get ready for some slickness there and more stuff is developing to our south and pushing north. here we are at 7:00. you can see more yellows and oranges out there. here is that little break from mid morning to midafternoon, that's where we're going to get the giants game in because by 3:00 more yellows and oranges during the evening commute when it will be heaviest. let's see how much rain we're going to get. first we'll start with what's going on -- well, i guess we won't. i'll show that you coming up soon, i promise. a look at my seven-day forecast and today is a two. it's our strongest storm. ones for thursday, friday, saturday, sunday, monday and tuesday. what month is this? some precipitation today? >> right. it's not there in some places like the south bay and inland right now. it's mainly up in the north bay. we had a moderate shower role through napa, 29, 121, that area, dry creek road is no longer dry. it is wet. a moderate shower moved through novato a second ago. now it's down to lighter as you could see on 101 and 37 and heading up to petaluma. and here is a look at our roof camera here in san francisco where we had some light rain move through, also. areas of rain this morning, and then some scattered showers from mid morning to midafternoon and then from the latter parts of the afternoon into the evening hours is when the heavier showers are going to roll in. the evening commute will be much worse than the morning commute. notice how mild it is, mid-50s to 60 this morning but only low to mid-60s this afternoon. let's talk more about the commute. alexis? overall we're still looking okay. the bay bridge metering lights on at 5:17, that was the official time. car-pool lanes, as you can see, moving through, cash and fastrak users. you have your typical wait and you're probably noticing the sheen as well. we do have wet pavement if you're just about to head out the door. drive times still looking good, 580 tracy into dublin. you're in the yellow at 49 minutes. southbound 680 dublin to mission boulevard and northbound 85, you're in the green at just 15 minutes. alexis, thank you. our storm watch continues this morning where the rain will fall first and that is usually the north bay. >> abc 7 news reporter amy hollyfield live for us in larkspur. you have your hood up. it looks like it's start to go rain there, amy. >> reporter: the hood is up, the rain is coming down. it's a light rain. we are keeping a close eye on the situation. we know everyone is curious about the may storm. you can see behind me these ribbons. that gives you an idea of the wind in larkspur and, of course, more rain is expected to come. this is just the beginning and will impact baseball playoffs, outdoor markets and festivals but also spring business. spring is a busy time of year for kayak rentals, for example. in sausalito they are expecting hundreds of cancellations this ekend. and they'll probably be losing $20,000 to $30,000 in revenue. restaurants that enjoy sunny weekends in may and decks full of customers are bracing for a quiet weekend. fish in sausalito was already quiet yesterday as the clouds rolled in. >> when it's raining and gloomy outside, people don't think to come and eat fish. we cut our staff. we don't buy as much fish. we're ready for it. >> reporter: outdoor weddings are now moving on to plan "b." the wedding schedule that was going to take place under an oak tree outside is now being moved inside to a cottage. not what brides expected to be dealing with in may. we'll all have to make some adjustments this weekend. all right, amy, thank you. several cities are offering free sandbags. they include download. breaking news from the east bay just in to our newsroom. oakland police are investigating a deadly shooting right now. opd on the scene at 18th avenue and east 17th street right next to san antonio park. officers arrived to the scene to find a man suffering from multiple gunshot wounds, he was pronounced dead at the scene. police say there are no suspects. a bill for a near total ban on abortion passed overnight in alabama. the governor has six days to sign the legislation considered the most restrictive in the country. we learned the aclu is looking to sue. the bill makes it a felony for doctors to perform abortions with up to 99 years in prison and the measure only exempts women at serious health risk. in cases of rape or incest women would have to carry pregnancies to term. the bill's author says they hope to appeal to the conservative majority supreme court and challenge roe v. wade. >> trying to keep it just as it was, was to address the issue roe v. wade was decided on. >> i apologize to the women of alabama for this arcane law we passed. women upset with the bill dressed as hand maids from "the handmaids tale." they protested yesterday. if this bill becomes law in alabama it would take about six months to go into effect. jessica, thank you. san francisco one step closer to banning police from using facial recognition technology. the board of supervisors voted 8-1 to approve the stop secret surveillance ordinance yesterday. it would apply to all city departments except sfo and the port. police use technology for license plate readers. mayor london breed has not decided if she supports the ban. richmond police are investigating another fatal shooting. the shot spotter system detected gunfire at chancellor avenue and 16th street about 5:00 yesterday. officers found a man suffering from at least one bullet wound. a police spokesperson said they had no suspects or any idea of what happened before the shooting. it has been a violent week in richmond. sunday gunfire wounded four people in a span of just 90 minutes. some new hope this morning if you want to buy a home. the california association of realtors says almost a third of families can afford to buy a median priced house in the state. the association puts the price at $545,000. it is the first time housing affordability has been above 30% in more than a year. affording a home here depends on where you want to buy. the latest is in san francisco, 17%. the most affordable place here to buy a home. this morning dub nation feeling pretty confident after the warriors trounced the trail blazeers in game one. >> steph curry dominated last night's game scoring 36 points and draining nine three-pointers. the dubs beat portland 116-94. they take a 1-0 lead in the best-of-seven series. it was the first time two brothers faced off. that would be steph facing his brother seth. >> i told my mom, who you with? i saw her stand up and cheer but i saw all portland first shot on future radar? this is what we're seeing move south to north. the models show it's right where it's supposed to be. it's going to remain steady in the north bay especially all morning from highway 101 over to the coast where a little less steady and the rest of us you can see kind of clearing out. we'll have a chance of scattered showers. this is the way your commute looks, richmond, on the richmond side of the bridge. pretty wet. further to the south, the san mateo bridge looks dry. gusty bridges. i still think the afternoon and evening commute will be much harder and much more challenging than what we're dealing with this morning. light rain and moderate rain through about 7:00 this evening. the east bay, scattered showers mainly from 7:00 all the way to 3:00. we'll top out in the mid-60s. san francisco, we've got drizzle to light rain through 7:00, maybe about a moderate rain. some scattered showers around the lunch hour and then look at how breezy and wet it gets from 3:00 to 7:00. this morning just a touch of the storm moving through right now. it's causing some issues. it's starting to. we're seeing a few more crashes roll in. let's take to you one of those. if you're coming in through the fairfield area westbound 80 just past travis boulevard. reports of a multicar collision. one caller said maybe even as many as nine vehicles and all lanes except the far right blocked. heavy between vacaville and fairfield. as soon as i have more information i'll give you an update on that. we had an earlier crash northbound 17 past the summit in the santa cruz mountains, that one cleared. now a second crash right in that same location. traffic is heavy. the backup about a mile and a half right now. that could get longer if that is blocking for long. we do have sheen on the pavement, soggy for the golden gate bridge commute. very light volumes. not even one vehicle coming our way southbound 101. protecting your privacy. >> abc 7, building a in a while. along the coast today, down in socal partly sunny and near 70 until you get to 94 degrees in palm springs. we have up to a foot, maybe two feet of snow down to 6,000 feet midnight through 6:00 a.m. friday. i would avoid traveling through the sierra. how often do you see that in the middle of may because of snow? new developments coming in this morning in that school shooting near denver, colorado. the two students accused of killing their classmate and hurting eight others, they're expected in court today. 18-year-old devin erickson and 16-year-old alex mckinney will hear the charges they're facing. this is video of erickson last week. authorities say he took two handguns used in the shooting from his parents. today we've learned there is going to be a celebration of life held for 18-year-old kendrick castillo in his memory. he died after lunging at one of those suspects. in the south bay a local community organizer is petitions for a barack obama boulevard in san jose. l.a. recently unveiled their version of this. it was a two-year process to get -- >> anywhere you live in the country especially here in a diverse city like san jose, we want to send a symbol to our children that anyone can become president. >> that was rude. i wasn't done speaking yet, sir. where was i? >> i don't know. >> too much to explain. it takes a lot of signatures now to get a street
