protest this bill that limits retailers' ability to confront thieves and requires businesses to hire private security to stop criminal. some call it a license to steal. >> rather than sending my kids to school, to university, i should teach them how to steal. go to the store, grab 950 or less, come home. >> so the bill requires retailers to file a workplace violence prevention plan and stipulates only private security can confront stop lifters. otherwise cal osha can fine them per incident. they must provide trauma counselors to those if it happens. >> this is a terrible bill. a terrible bill that seeks to put all the burden on the business owners for the lawlessness that we are experiencing in california. it's wrong. >> john you'll recall that prop 47 many say was the source of this problem, basically allowed people to come and steal under $1,000, but rather than fix that, this is the solution, back to you. >> john: william in los angeles, thank you. sandra. >> sandra: alerting to chester county, the d.a. is giving an update on the manhunt that is underway for a convicted killer who escaped yesterday from the chester county prison. 34 years old, the man is considered armed and dangerous. the update, they have not located that person. they are deploying every resource to do so, let's dip in here and listen. >> we will find him no matter how long it takes. we are still seeking the public's help in our investigation. if you see anything suspicious please contact 911 regardless of how small or what you may perceive to be insignificant. we still have a tip line available. you should call 911 or call the u.s. marshall's tip line at 877-wanted2. there is a $10,000 reward for any information that can be used in the capture of this fugitive. again, we have every reason to believe he is considered dangerous at this time. do not approach him. we ask the public to call 911 immediately. we will continue to update the public as soon as we have information to share and we thank you for all the tips that we have received. we have investigated each and every tip that you have submitted to us. at this time i would like to turn it over to troop commander captain wagner. >> thank you. so my name is captain bob wagner, commanding officer of troop j lancaster, includes chester county. committed to working with the law enforcement partners and the u.s. marshal service to capture this convicted murderer and put him back in prison. we have had boots on the ground and state police resources deployed since the onset and i can assure you we plan on going nowhere until he is captured. we have no reason to believe he's left the area. please be vigilant and report any suspicious activity. we need your help. please check your cars and your outbuildings for any signs of criminal activity. if you see anything suspicious, report it. we ask that you also check your home video cameras. if you see any footage on there that's suspicious, please report it to us. i want to reiterate this man is very dangerous. if you see him, don't approach him and call 911. thank you. >> thank you, captain. next i ask to call to the podium rob clark who is the supervisor of the fugitive task force for the u.s. marshals. >> good afternoon, everyone. robert clark, i supervise the fugitive task force out of philadelphia. and late afternoon we were asked to assist in the apprehension of mr. cavalcante. an escape warrant was issued for him. we are here supporting the chester county cid and the state police. we are in this for the long haul. we have no reason to believe mr. cavalcante has left the area. however, if he does, the u.s. marshal service will stop at nothing until we bring him back into custody and support our state and local partners. and reiterate about being fugitive, checking your property. check your neighbor's property. it's labor day weekend coming up, people are going out of town. if you have neighbors out of town, make sure their property is secure, make sure they are not missing anything, vehicles, modes of transportation, bicycles, anything that could assist our fugitive of getting out of the area. we have nothing to believe, nothing that says he's gone so we assume he's in the area. we are going to keep the marshal service assets here, the state police assets and our local assets as well. in addition, the d.a. said we have a $10,000 reward, 5,000 offered from the county and 5,000 from the u.s. marshals. we would encourage people to call 911 for immediate response to tips and 877-wanted2 hotline to register a tip. >> we are happy to take some questions at this time. yes. >> can you talk about why you have, or what law enforcement believes he has not left the area? >> we don't have any evidence that he has left. we believe he is somewhere nearby. >> what should neighbors be doing, what should residents be doing? people are concerned they are not sure, should i have the labor day party. west chester university, their classes a few hours ago. so, how should people -- [indiscernible] >> i think people need to be on high alert. this person is dangerous, he has killed someone, alleged to have killed another person so people need to take every pr he caution possible. lock your doors, keep your eyes on your kids and neighbors and friends. i don't know what to suggest regarding neighborhood activities and barbecues, but be on high alert. when he murdered deborah brandau in 2021, he headed to brazil. we have evidence to suggest he was captured in virginia but the ultimate goal was to go to mexico and then brazil, his native country. >> can you offer any insight how he may have gotten out of the prison, considering he got out -- information about that? >> at this time i don't. we are still investigating that. chester county detectives are looking into that. [indiscernible] >> transport situation or incarceration -- say where he was. >> it occurred at the prison. >> he was not being transported. >> not at the time, no. >> can you confirm the prison realized he was missing at 9:00 a.m. and reported he was out walking at 9:30 -- was there a search in progress before that report was made? >> i don't know the specific time frame when they first notified anyone that he was missing or when they found out he was gone. so i know we have a confirmed identification of him walking on a road at 9:40. >> we understand that he gained access to a ladder at the prison. had there been steps to alter security or make sure things are secure? >> jim, there's no evidence there was a ladder used in his escape. >> given that he was sentenced to life in prison, number one, why was he still in custody at chester county over a week, and any additional security measures taken given that he was a flight risk previously? >> it's normal protocol to keep someone convicted for 30 days in case they file a post sentence motion of some kind and after that occurred he would be transported to a correctional institute. and there was no evidence that he was considered a flight risk. >> can you confirm there was another inmate that escaped from that prison a couple months ago? we have a neighbor who said it happened, hid in a shed and he was caught. can you confirm that happened? >> i cannot. >> details are limited, i respect that, any indication he acted alone or had assistance? >> we have no evidence to suggest he had help from anyone? >> [indiscernible] several neighbors said that happened, another prisoner escaped from the jail a couple months ago. >> i'm aware there was a previous escape, i would suggest contacting the acting warden. >> you can confirm it did happen. >> it did, yes. >> when someone is given a life sentence and a flight risk, is there a part of the prison to hold someone a higher level flight risk? >> as far as i understand it, he was in the maximum security area of the prison. >> you talk about a little more detail about how the manhunt works, like what the process is for, looking for him and what challenges will the landscape create in finding him? >> i'm going to defer to the u.s. marshals to address that. >> so, we don't want to talk about how we go about our investigative techniques and tip our hand to mr. cavalcante but i can tell you this, that the state police and the marshal service are dedicated to staying here until we bring him into custody. it would not be appropriate to tell you the investigative measures. i think the d.a. said numerous helicopters were flying throughout the night, different surveillance techniques to locate him, and using every possible asset to search the area until we can prove he's either here or not here. and also noted the d.a. said as well, not to approach mr. cavalcante. there is also a murder warrant for him out of brazil. so the brazil authorities have a homicide warrant for him as well relating to a 2017 murder which he fled brazil to puerto rico and then entered the country illegally. this is a very, very dangerous man, and i think that's the reason why you see such dedication from the state police, the marshal service and our state and local partners. it's not just one homicide warrant that he was sentenced here for life sentence, but he also has an active warrant out of brazil for 2017. we reached out to the brazilian attache, they are aware that mr. cavalcante has escaped custody. it's up to them whether they are going to pursue the provisional arrest warrant or not. i think they are contemplating that, but they have been made aware. >> any words about perhaps anybody in this community who may be thinking of assisting him? >> don't do it, you'll get charged. you know, anyone who impedes the investigation, without a doubt the dedication that we have through the d.a.'s office and the pennsylvania state police you will get charged with obstructing justice. you are going to be charged with whatever we can. i would suggest to associates, family members, whoever may be in touch with mr. cavalcante, do the right thing. contact law enforcement because if we find out that you impede this investigation you'll be part of it and you'll be on the criminal side. >> rob, any indication that he has contacted any family members or friends in the area? >> we don't want to comment on that, even if we did have that information, we would not share it. >> talk about the time of the search today? >> i can tell you this, we are searching the immediate area. everywhere in the immediate area here in chester county, we are going through every nook and cranny, responding to every tip we get in, and following up on places we may believe -- he may believed to be hiding. it's a thorough search of the chester county area and i believe that's why the d.a. is asking the community to be vigilant. don't be scared, be vigilant. check your stuff, your neighbor's stuff. if he's hunkered down, sooner or later he will have to rear his head and we will arrest him. >> this started yesterday? >> how many tips? >> it's quite a few, i don't have the exact number on hand, but over 30 at this point, maybe 40. >> we were told over 100. >> yeah, i thought it was about 100 myself. some are look-alike, some are not credible, somebody in maine said i thought i saw him at the gas station driving, you know, in maine, said i thought i saw an individual looking like him driving a red ford focus, and some of those we have to dismiss because we have to look at the credibility of some of these tips. >> how many law enforcement, hundreds, thousands -- >> hundreds up here. >> a question on law enforcement. chester county of officials and we are getting emails and calls saying how do we get our people to help. do we refer them to someone in particular or do we advise them they should stay in their jurisdiction and work that territory? >> in my opinion, the state police has very adequately staffed this operation. they have everyone from the emergency response team people up here, bci investigators, they have deployed every possible resource in the state that they can afford up here. the marshal service through the task force in philadelphia and through allentown have expended our investigators, i would ask them to stay in their own jurisdictions. god forbid we get a tip there, we would need them there. >> neighbors are concerned about a timeline and how quickly they were notified someone had been missing, they were concerned it was hours before they got an update from text messages and they weren't able to hear that air raid warning that goes off, the siren that goes off. is there any information about the timeline and why it took so long? and also any thoughts about technology -- >> good question, i don't know the answer to that, frankly. we are looking into that to see why there was a delayed response. but as far as i understand it, as soon as the prison was aware that he had escaped, they filed their direct protocol and notified the appropriate authorities and corresponding agencies. we will look into that further. there was a reverse 911 call placed. i was told not every resident received that call so we will see why that happened. i don't have an answer at this time. >> i know you cannot give a lot of information for safety reasons, but for deborah's family -- >> they were safe, they were told immediately. the first call i made when i found out. we have no reason to believe they are in jeopardy in any way. our impression he wants to flee south. i have no indication he wants to go after the family at this time. >> you mentioned that there's no evidence that he's left the area so i guess we should ask is there any evidence that he's still in the area? >> i can't comment on that, jim. >> where was the initial report made when he was first spotted? >> from yesterday? it happened on wawaset road by someone going into the prison who works at the chester county justice center. >> the last sighting -- >> as far as i know, yes. right down the road. right down the road. >> between here and -- >> correct. >> and a question i have to ask, has his prison attire been located? >> not to my knowledge, no. >> is the prison still on lockdown? >> no, it's not. i think we had inmates transferred to the justice center today for hearings. >> maggie, you asked about notifying the public. the marshal service is in the midst of trying to do a social media blast through the chester county area. so you may see on social media mr. cavalcante picture, wanted poster and information on that. we have very good relationships with our social media outlets and asking to start blasting that out as soon as today. in addition, you may see mr. cavalcante's face appear on your local bulletin boards or digital bulletin boards along the major highways here as well. that's what we are doing as far as social media and digital networking. in addition, we are preparing notification cards, so to say, i don't want to call them baseball cards but wanted cards we can hand out to the public and through the immediate area, probably over the weekend with his identifiers, similar to the wanted poster. >> anyone revisit the policy of holding someone sentenced to life in the jail 30 days. would you consider maybe holding a life sentence or significant sentence in a maximum security -- >> it's certainly an interesting thing to broach with the prison. i was not aware that other facilities didn't handle it the same way. i'll look into that. anyone else have any questions? >> where in brazil is he from? where did the initial murder take place? >> i don't recall the province or area. >> you have a message from him. i doubt he's watching tv, but -- >> i would say to him we are going to finds you, prosecute you, and keep you behind bars for the rest of your life. >> once he is i assume captured, is he brought back to the facility or is he transported out of there at that point? >> he will be transported back here. his attorneys just filed a post sentence motion today, so if and when he is captured we will have to litigate that in front of the sentencing judge in this matter. >> [indiscernible] >> they are asking for relief for either a new sentence or a new trial. >> u.s. marshals and other state police, is the fbi also assisting? >> we have been in contact with the fbi, yes. >> chief county detective. we have been in touch with the fbi. they have offered their assistance with some assets and we are in contact communication with them, yes. >> if there are no other questions, i'll just say, we will update you as soon as we have new information to share. everybody has been inundating us with inquiries, we will do our best to get out information as soon as we receive it. thank you for your patience on that. thanks, everyone. >> sandra: there is the update out of west chester p.a., the manhunt is ongoing, they are looking for danelo cavalcante, 34 years old, they consider him armed and very, very dangerous. he was just described by the u.s. marshal there, the d.a. adding some color to the actual escape, no ladder was involved, this happened yesterday morning, as you can imagine, the neighbors, that area, they are petrified over what is going on. they are being asked to call in any tip. this was a maximum security area of the prison. you just heard the d.a. say that he escaped from. so, this is a terrifying thing that is ongoing right now, over 100 officers involved and that hunt is ongoing. >> john: a number of miles west of philadelphia, an area of small farms and low density housing so he's got plenty of room to run. though hiding in an area like that might not be so easy because while there is a number of trees, these are houses and yards and open fields, he'll probably have to try to run to find cover. in terms of the description as well, it should be noted for anybody who might come across this individual, he's five feet tall and 120 pounds, but despite his small stature he is taken to by the district attorney and the marshal service to be as you pointed out an extreme threat, very, very dangerous. so, if you were to spot somebody matching that description, get on the phone to 911 right away. do not risk confronting this individual. >> sandra: the u.s. marshal tip line, 877-wanted2 immediately if you have any tips. paul mauro jumped on the phone with us, retired nypd detective and they are looking nearby, very clear about that, using dogs, they are using helicopters, they are pursuing every lead they receive, a $10,000 reward is posted by the chester county commissioners. to john's point, you are talking about 35 miles west of philadelphia. if you were to drive there from new york city, two and a half hour drive. the d.a. said they have reason to believe he would be heading south. >> sounds like they are doing everything right. unfortunately, we just had a similar exercise involving, that went to the state level in pennsylvania regarding another, and he was ultimately apprehended in a way we predicted, was on foot, not a big support network. what happens with the escapes, the prisoners, the planning that goes into it involves getting out of the prison, obviously. what they don't either have or consider is what they are going to do when they get out, and i suspect in this instance, if they are being very adamant he doesn't have any help, he's on his own in the middle of nowhere. what does that mean? he's on foot, he did not get in a car and get out of there, he shouldn't be armed, shouldn't have any food, water, all of those things. so this one feels like a matter of time but what it also means he's going to get more and more desperate. i don't know what the going south part comes from. they must have some indicia that's the way he headed. but the dogs and the helicopters here are key because it sounds like a big open area and doesn't sound like he will get that far. >> john: you know, paul, michael berham was captured but he was on the run for more than a week. we are just a little more than 24 hours, maybe 36 hours into this escape. so, still a possibility for there to be a number of hours, if not days that go on between the time that he's on the run and they finally get him back in custody. by and large, you know, if you are not talking about an eric rudolph type, on the lam for years, usually the marshal service is efficient getting the prisoners back in custody. >> yeah, they are. this is what the guys do all day, every day. they know they are thinking. bernham had the advantage to get to the areas where there were houses. he was able to get food and change his clothing. doesn't sound like this guy will have those options. he may, and it's important as you guys articulated for the public to be hyper vigilant because obviously he's going to be very desperate, he's looking at going to brazil and he was convicted in america, and nothing to lose, nothing more dangerous than that. >> sandra: convicted of first-degree murder august 16th for stabbing his girlfriend to death in 2021 in front of her children, he was waiting to be transferred after he received life without parole. >> john: thanks, paul. >> will you give your bank records to congress, president biden? >> sandra: it wasn't for sake of not trying, president biden ignored shouted questions from reporters about his son hunter's business dealings. a new lawsuit is demanding the national archives hand over thousands of emails and documents containing pseudonyms that biden reportedly used when he was vice president. ok. >> john: southeastern legal foundation says it filed a freedom of information act request more than a year ago but still has not seen a single document, so the group decided to sue. house republicans investigating the biden family say the aliases were used so biden could communicate with his son. miranda devine agrees. >> they are emails where joe biden has used various aliases. i think up to five aliases to communicate with his son hunter, including about a sensitive issue such as ukraine that hunter was making of course millions of dollars from. l so, x that's something that the national archives needs to release and they are stone walling. >> sandra: david spunt, is it likely we will see the emails? >> i wish i could give you a better answer but it's hard to tell. it appears they may get these documents because there has been cooperation as far as writing letters back and forth, but it's over a year and the group still has yet to get those exact documents. now, to be clear, it's not unusual for public figures or politicians on both sides of the aisle, republican or democrat, to use pseudonyms when it comes to emails to have their own private emails without a public name, however, this group claims then vice president biden did so and talked business with his son hunter via email. fox news has not independently confirmed hunter was copied on emails but according to the lawsuit filed by the southeastern legal foundation, the national archives is sitting on thousands of email messages from then v.p., robin ware, and robert l. peters, and one more. the archives wrote to the group, we have performed a search, and have identified approximately 5,138 email messages, 25 electronic files and 200 pages of potentially responsive records that must be processed are in order to respond to your request. >> we have not moved up in the queue in 14 months. it's not where we just filed it without any back and forth. anyone can see by reading the complaint. and so we are hopeful that as soon as they file the answer they'll start producing them. >> where things get a little tricky, some records may fall under the presidential records act under the obama administration, meaning former v.p. biden, current president biden's representatives and barack obama's representatives would have a say. there could be some barriers. it could delay things. but kim herman with the southeastern legal foundation told me in the interview she's hopeful the lawsuit will maybe get things going a little bit. back to you. >> sandra: david, thank you. >> john: ukraine reportedly making small but important gains in the counteroffensive against russia, forces closing in on a second town they need to break through a land bridge between crimea and the russian mainland. and more help to arrive in a couple weeks. robert o'brien's reaction in moments, but first greg palkot in london with the latest. >> hey, john. this is significant because frankly, there has not been a whole lot of good news from the war zone lately. in this case, it's the battle axis south and kyiv's efforts to strand russian forces inside ukraine. they have made it past one town, one line of defense, the hitch is surrounding the next town they are approaching are more lines of battlements, and yes, as the u.s. heavy armor help is on the way, tanks have been much awaited to help ukraine fends off shelling from russia, the first ten in ukraine by mid-september. deployment triggered other country's tank contributions as well. amid new details of the ukrainian drone attack on a russian air base, left transport planes destroyed and damaged. and now saying the drones were launched inside russia indicating some behind the lines help for kyiv. finally as the casualties mount, tempers are fraying, replying, ukraine said i would recommend all critics shut up. longer war, shorter fuses, john. >> john: interesting information about the drones launched from within russia's borders. great, thank you. sandra. >> sandra: robert o'brien, former national security adviser to president trump and great to see you. what should we make of these recent gains for ukraine against russia? where does this leave things? >> the fighting is tough and the russians are a much bigger country, more soldiers than ukraine has, they have dug in, they are in trenches, like world war i-type warfare, so slow going. if they cut the russians off from logistics, create a caldron or what hannibal did to the romans at kanai, encircle them and destroy them. if that happened, it would be a terrible defeat for russia and putin and good for of the partners in the region. we wish the ukrainians luck, a hard slog and tough going. >> sandra: john kirby, audio only, here he is on the progress. >> we have seen some notable progress. that is not to say that they aren't mindful they still have some tough fighting ahead of them as they try to push further south. they know that better than anybody and what we are focused on is making sure that they are prepared to keep that progress going. >> sandra: you've obviously been observing the administration's efforts here. what do you believe we as a country should do next? >> one of the things that happened is the -- the supplies came in very slowly, so we kind of kept putting artificial red lines that they could not get the polish migs, could not get f-16s, the himars and the abrams and the red lines would fade away and get the ukrainians what they needed but a slow go of it. we need to get the ukrainians the weapons they need to try and finish the jobs or put themselves in position to negotiate and bring the russians to the table and we have to bring this war to a conclusion. >> sandra: i ask you that as more and more polling reveals a majority of americans oppose more u.s. aid in the war with russia. i want to finish off with the pentagon announcing the launch of a new website, robert, with the, aaro, it's going to provide the public with declassified information about ufos. whatever that information is you'll be able to access that. what is happening in here? is there really demand for this? why would the pentagon go this route to declassify information obtained about these unidentified objects? >> well, sandra, i think there is a lot of demand. i speak and the country to different groups from very sophisticated groups to political organizations and i always get a question about area 51 or the aliens or the ufos, and i think the more transparency we have the less conspiracy theories we'll have. i think a lot of this is adversary activity from the chinese. it's interesting that most of the ufos are seen off norfolk or the naval base in san diego, so they seem to be pretty interested in those areas and some of the things we see could come from spoofing, electronic warfare or advanced chinese weapons. we saw it with the balloon over the u.s., we finally got it shot down but had we not shot it down we would not have gotten some of the pictures, people would have believed it was a ufo. we have to be careful. transparency from the dod is good but our adversaries are constantly probing us. >> sandra: and perhaps we have to get used to uaps, unidentified anomaly phenomena, we'll see where that goes. great to see you. >> thanks, sandra. >> america is now one of the strongest job creating periods in our history, history of our country. it wasn't that long ago that america was losing jobs. just this morning we learned the economy created 190,000 jobs last month. all told, we have added 13.5 million jobs since i took office. >> john: president touting bidenomics fresh off a new jobs report. labor market is back to before where it was before the pandemic. but interest rates and prices are high. so let's put it up on the screen. 187,000 jobs created in august, 170,000 were expected, that beat expectations. unemployment went up to 3.8%, mostly because people came back into the labor market. how did you read this, doug? >> i think this is consistent with a fed that can stay on hold in the september meeting, it's consistent with a lot of other data we have seen that the labor market is slowly cooling and we are getting back to something that's more sustainable. but in terms of the larger fight against inflation, the fear of recession, there is a layer down where there is still some concern in my view. if you look at payroll, combination of how many people you hire, how many hours they work and the wages you pay them, grown at an annual rate of 7%. that's well above what they can grow and have low inflation. so, work left to do to cool us down. >> john: wage growth rose .2%, down from .4% in july. is that consistent with the ability to bring down inflation? >> i think it is. workers are earning more, real wages are going up, inflation is slowly steadily coming down. the last six months we have seen inflation even slower than the 3.3% mark that you mentioned. so, i think we can bring inflation down and keep unemployment at a manageable level. as you said, that bump-up was not an indication we are getting into trouble, it's an indication that more and more people want to get to work and that is a consequence of those wages going up. people are seeking jobs because they are more attractive, better quality jobs. >> john: inflation is coming down from peak at 9%, prices are still high, shelter up 7.7%, food up almost 5%. new vehicles up 3.5%, the price index up 4.2%. people are still really feeling this in their wallets. how long is that going to last? >> no question about that. a sharp rise in gasoline prices, that's taking a toll -- >> two sets away from a record. >> and the now cast, what the next cpi is going to look like, the core would be at .4, well above where it's been, so in two weeks we can come back and ask what happened, it's going t look like inflation jumped back up. >> there is this disconnect, seth, that unemployment is pretty low, below 4%. job growth has been very robust. the president likes to say 13.5 million jobs have been created, i think 10 were recaptured jobs lost during the pandemic, so the real number is 3.5. fox news poll, condition of the economy, excellent, good, 20% of people say yes. only fair, poor, 80%. so the president is touting bidenomics but people at home don't seem to be getting the effect. >> i think folks are feeling the effects from the pandemic, effects from the high inflation that you mentioned. it's going to take a little while -- >> what's a little while? >> we have to see. one of the things i think we will see happen is the summer bump in gas prices we see almost every year, we are going to see that trail off, gas prices come down after labor day. that i think is going to help people to feel a little better. food prices are coming down. i think we are healing our supply chain so we are getting goods out to folks. prices on the supply side, the service side, i'm a little worried that may stick around for a little while but i'm encouraged where the price index is for the last six months. i think it's getting toward the target the fed has set. i don't want the fed to increase interest rates, i think they are done and they should be planning for bringing the rates down. >> john: gas prices, they say maybe not until late 2024. >> assessment of the outlook was quite depressed and we have seen the saving rate plummet in the past couple months. the way we have kept the household going, spending more than they are earning. that cannot last forever. so good reasons to be concerned about the staying power of the american family. >> john: and the number of people living paycheck to paycheck, 61%, july of 2023 compared to 59%, july of 2022. so people are still experiencing hardship. thanks for being with us. >> thank you. >> john: now this. >> i did a year in the war zone in iraq, did two years in ukraine, and would not have expected this to happen in my neighborhood. next thing i remember i'm in the emergency room. >> sandra: oh, man, a retired navy vet recounting the moments he was attacked while simply out walking his dog. requiring him to have at least 100 stichtes, the story the latest example of crime running rampant across this country. james freeman with reaction, next. my a1c was up here; now, it's down with rybelsus®. his a1c? >> we don't have any evidence that he has left. we believe he is somewhere nearby. >> what should neighbors be doing, what should residents be doing? people are concerned they are not sure, should i have the labor day party. west chester university, their classes a few hours ago. so, how should people -- [indiscernible] >> i think people need to be on high alert. this person is dangerous, he has killed someone, alleged to have killed another person so people need to take every pr he caution possible. lock your doors, keep your eyes on your kids and neighbors and friends. i don't know what to suggest regarding neighborhood activities and barbecues, but be on high alert. when he murdered deborah brandau in 2021, he headed to brazil. we have evidence to suggest he was captured in virginia but the ultimate goal was to go to mexico and then brazil, his native country. >> can you offer any insight how he may have gotten out of the prison, considering he got out -- information about that? >> at this time i don't. we are still investigating that. chester county detectives are looking into that. [indiscernible] >> transport situation or incarceration -- say where he was. >> it occurred at the prison. >> he was not being transported. >> not at the time, no. >> can you confirm the prison realized he was missing at 9:00 a.m. and reported he was out walking at 9:30 -- was there a search in progress before that report was made? >> i don't know the specific time frame when they first notified anyone that he was missing or when they found out he was gone. so i know we have a confirmed identification of him walking on a road at 9:40. >> we understand that he gained access to a ladder at the prison. had there been steps to alter security or make sure things are secure? >> jim, there's no evidence there was a ladder used in his escape. >> given that he was sentenced to life in prison, number one, why was he still in custody at chester county over a week, and any additional security measures taken given that he was a flight risk previously? >> it's normal protocol to keep someone convicted for 30 days in case they file a post sentence motion of some kind and after that occurred he would be transported to a correctional institute. and there was no evidence that he was considered a flight risk. >> can you confirm there was another inmate that escaped from that prison a couple months ago? we have a neighbor who said it happened, hid in a shed and he was caught. can you confirm that happened? >> i cannot. >> details are limited, i respect that, any indication he acted alone or had assistance? >> we have no evidence to suggest he had help from anyone? >> [indiscernible] several neighbors said that happened, another prisoner escaped from the jail a couple months ago. >> i'm aware there was a previous escape, i would suggest contacting the acting warden. >> you can confirm it did happen. >> it did, yes. >> when someone is given a life sentence and a flight risk, is there a part of the prison to hold someone a higher level flight risk? >> as far as i understand it, he was in the maximum security area of the prison. >> you talk about a little more detail about how the manhunt works, like what the process is for, looking for him and what challenges will the landscape create in finding him? >> i'm going to defer to the u.s. marshals to address that. >> so, we don't want to talk about how we go about our investigative techniques and tip our hand to mr. cavalcante but i can tell you this, that the state police and the marshal service are dedicated to staying here until we bring him into custody. it would not be appropriate to tell you the investigative measures. i think the d.a. said numerous helicopters were flying throughout the night, different surveillance techniques to locate him, and using every possible asset to search the area until we can prove he's either here or not here. and also noted the d.a. said as well, not to approach mr. cavalcante. there is also a murder warrant for him out of brazil. so the brazil authorities have a homicide warrant for him as well relating to a 2017 murder which he fled brazil to puerto rico and then entered the country illegally. this is a very, very dangerous man, and i think that's the reason why you see such dedication from the state police, the marshal service and our state and local partners. it's not just one homicide warrant that he was sentenced here for life sentence, but he also has an active warrant out of brazil for 2017. we reached out to the brazilian attache, they are aware that mr. cavalcante has escaped custody. it's up to them whether they are going to pursue the provisional arrest warrant or not. i think they are contemplating that, but they have been made aware. >> any words about perhaps anybody in this community who may be thinking of assisting him? >> don't do it, you'll get charged. you know, anyone who impedes the investigation, without a doubt the dedication that we have through the d.a.'s office and the pennsylvania state police you will get charged with obstructing justice. you are going to be charged with whatever we can. i would suggest to associates, family members, whoever may be in touch with mr. cavalcante, do the right thing. contact law enforcement because if we find out that you impede this investigation you'll be part of it and you'll be on the criminal side. >> rob, any indication that he has contacted any family members or friends in the area? >> we don't want to comment on that, even if we did have that information, we would not share it. >> talk about the time of the search today? >> i can tell you this, we are searching the immediate area. everywhere in the immediate area here in chester county, we are going through every nook and cranny, responding to every tip we get in, and following up on places we may believe -- he may believed to be hiding. it's a thorough search of the chester county area and i believe that's why the d.a. is asking the community to be vigilant. don't be scared, be vigilant. check your stuff, your neighbor's stuff. if he's hunkered down, sooner or later he will have to rear his head and we will arrest him. >> this started yesterday? >> how many tips? >> it's quite a few, i don't have the exact number on hand, but over 30 at this point, maybe 40. >> we were told over 100. >> yeah, i thought it was about 100 myself. some are look-alike, some are not credible, somebody in maine said i thought i saw him at the gas station driving, you know, in maine, said i thought i saw an individual looking like him driving a red ford focus, and some of those we have to dismiss because we have to look at the credibility of some of these tips. >> how many law enforcement, hundreds, thousands -- >> hundreds up here. >> a question on law enforcement. chester county of officials and we are getting emails and calls saying how do we get our people to help. do we refer them to someone in particular or do we advise them they should stay in their jurisdiction and work that territory? >> in my opinion, the state police has very adequately staffed this operation. they have everyone from the emergency response team people up here, bci investigators, they have deployed every possible resource in the state that they can afford up here. the marshal service through the task force in philadelphia and through allentown have expended our investigators, i would ask them to stay in their own jurisdictions. god forbid we get a tip there, we would need them there. >> neighbors are concerned about a timeline and how quickly they were notified someone had been missing, they were concerned it was hours before they got an update from text messages and they weren't able to hear that air raid warning that goes off, the siren that goes off. is there any information about the timeline and why it took so long? and also any thoughts about technology -- >> good question, i don't know the answer to that, frankly. we are looking into that to see why there was a delayed response. but as far as i understand it, as soon as the prison was aware that he had escaped, they filed their direct protocol and notified the appropriate authorities and corresponding agencies. we will look into that further. there was a reverse 911 call placed. i was told not every resident received that call so we will see why that happened. i don't have an answer at this time. >> i know you cannot give a lot of information for safety reasons, but for deborah's family -- >> they were safe, they were told immediately. the first call i made when i found out. we have no reason to believe they are in jeopardy in any way. our impression he wants to flee south. i have no indication he wants to go after the family at this time. >> you mentioned that there's no evidence that he's left the area so i guess we should ask is there any evidence that he's still in the area? >> i can't comment on that, jim. >> where was the initial report made when he was first spotted? >> from yesterday? it happened on wawaset road by someone going into the prison who works at the chester county justice center. >> the last sighting -- >> as far as i know, yes. right down the road. right down the road. >> between here and -- >> correct. >> and a question i have to ask, has his prison attire been located? >> not to my knowledge, no. >> is the prison still on lockdown? >> no, it's not. i think we had inmates transferred to the justice center today for hearings. >> maggie, you asked about notifying the public. the marshal service is in the midst of trying to do a social media blast through the chester county area. so you may see on social media mr. cavalcante picture, wanted poster and information on that. we have very good relationships with our social media outlets and asking to start blasting that out as soon as today. in addition, you may see mr. cavalcante's face appear on your local bulletin boards or digital bulletin boards along the major highways here as well. that's what we are doing as far as social media and digital networking. in addition, we are preparing notification cards, so to say, i don't want to call them baseball cards but wanted cards we can hand out to the public and through the immediate area, probably over the weekend with his identifiers, similar to the wanted poster. >> anyone revisit the policy of holding someone sentenced to life in the jail 30 days. would you consider maybe holding a life sentence or significant sentence in a maximum security -- >> it's certainly an interesting thing to broach with the prison. i was not aware that other facilities didn't handle it the same way. i'll look into that. anyone else have any questions? >> where in brazil is he from? where did the initial murder take place? >> i don't recall the province or area. >> you have a message from him. i doubt he's watching tv, but -- >> i would say to him we are going to finds you, prosecute you, and keep you behind bars for the rest of your life. >> once he is i assume captured, is he brought back to the facility or is he transported out of there at that point? >> he will be transported back here. his attorneys just filed a post sentence motion today, so if and when he is captured we will have to litigate that in front of the sentencing judge in this matter. >> [indiscernible] >> they are asking for relief for either a new sentence or a new trial. >> u.s. marshals and other state police, is the fbi also assisting? >> we have been in contact with the fbi, yes. >> chief county detective. we have been in touch with the fbi. they have offered their assistance with some assets and we are in contact communication with them, yes. >> if there are no other questions, i'll just say, we will update you as soon as we have new information to share. everybody has been inundating us with inquiries, we will do our best to get out information as soon as we receive it. thank you for your patience on that. thanks, everyone. >> sandra: there is the update out of west chester p.a., the manhunt is ongoing, they are looking for danelo cavalcante, 34 years old, they consider him armed and very, very dangerous. he was just described by the u.s. marshal there, the d.a. adding some color to the actual escape, no ladder was involved, this happened yesterday morning, as you can imagine, the neighbors, that area, they are petrified over what is going on. they are being asked to call in any tip. this was a maximum security area of the prison. you just heard the d.a. say that he escaped from. so, this is a terrifying thing that is ongoing right now, over 100 officers involved and that hunt is ongoing. >> john: a number of miles west of philadelphia, an area of small farms and low density housing so he's got plenty of room to run. though hiding in an area like that might not be so easy because while there is a number of trees, these are houses and yards and open fields, he'll probably have to try to run to find cover. in terms of the description as well, it should be noted for anybody who might come across this individual, he's five feet tall and 120 pounds, but despite his small stature he is taken to by the district attorney and the marshal service to be as you pointed out an extreme threat, very, very dangerous. so, if you were to spot somebody matching that description, get on the phone to 911 right away. do not risk confronting this individual. >> sandra: the u.s. marshal tip line, 877-wanted2 immediately if you have any tips. paul mauro jumped on the phone with us, retired nypd detective and they are looking nearby, very clear about that, using dogs, they are using helicopters, they are pursuing every lead they receive, a $10,000 reward is posted by the chester county commissioners. to john's point, you are talking about 35 miles west of philadelphia. if you were to drive there from new york city, two and a half hour drive. the d.a. said they have reason to believe he would be heading south. >> sounds like they are doing everything right. unfortunately, we just had a similar exercise involving, that went to the state level in pennsylvania regarding another, and he was ultimately apprehended in a way we predicted, was on foot, not a big support network. what happens with the escapes, the prisoners, the planning that goes into it involves getting out of the prison, obviously. what they don't either have or consider is what they are going to do when they get out, and i suspect in this instance, if they are being very adamant he doesn't have any help, he's on his own in the middle of nowhere. what does that mean? he's on foot, he did not get in a car and get out of there, he shouldn't be armed, shouldn't have any food, water, all of those things. so this one feels like a matter of time but what it also means he's going to get more and more desperate. i don't know what the going south part comes from. they must have some indicia that's the way he headed. but the dogs and the helicopters here are key because it sounds like a big open area and doesn't sound like he will get that far. >> john: you know, paul, michael berham was captured but he was on the run for more than a week. we are just a little more than 24 hours, maybe 36 hours into this escape. so, still a possibility for there to be a number of hours, if not days that go on between the time that he's on the run and they finally get him back in custody. by and large, you know, if you are not talking about an eric rudolph type, on the lam for years, usually the marshal service is efficient getting the prisoners back in custody. >> yeah, they are. this is what the guys do all day, every day. they know they are thinking. bernham had the advantage to get to the areas where there were houses. he was able to get food and change his clothing. doesn't sound like this guy will have those options. he may, and it's important as you guys articulated for the public to be hyper vigilant because obviously he's going to be very desperate, he's looking at going to brazil and he was convicted in america, and nothing to lose, nothing more dangerous than that. >> sandra: convicted of first-degree murder august 16th for stabbing his girlfriend to death in 2021 in front of her children, he was waiting to be transferred after he received life without parole. >> john: thanks, paul. >> will you give your bank records to congress, president biden? >> sandra: it wasn't for sake of not trying, president biden ignored shouted questions from reporters about his son hunter's business dealings. a new lawsuit is demanding the national archives hand over thousands of emails and documents containing pseudonyms that biden reportedly used when he was vice president. ok. >> john: southeastern legal foundation says it filed a freedom of information act request more than a year ago but still has not seen a single document, so the group decided to sue. house republicans investigating the biden family say the aliases were used so biden could communicate with his son. miranda devine agrees. >> they are emails where joe biden has used various aliases. i think up to five aliases to communicate with his son hunter, including about a sensitive issue such as ukraine that hunter was making of course millions of dollars from. l so, x that's something that the national archives needs to release and they are stone walling. >> sandra: david spunt, is it likely we will see the emails? >> i wish i could give you a better answer but it's hard to tell. it appears they may get these documents because there has been cooperation as far as writing letters back and forth, but it's over a year and the group still has yet to get those exact documents. now, to be clear, it's not unusual for public figures or politicians on both sides of the aisle, republican or democrat, to use pseudonyms when it comes to emails to have their own private emails without a public name, however, this group claims then vice president biden did so and talked business with his son hunter via email. fox news has not independently confirmed hunter was copied on emails but according to the lawsuit filed by the southeastern legal foundation, the national archives is sitting on thousands of email messages from then v.p., robin ware, and robert l. peters, and one more. the archives wrote to the group, we have performed a search, and have identified approximately 5,138 email messages, 25 electronic files and 200 pages of potentially responsive records that must be processed are in order to respond to your request. >> we have not moved up in the queue in 14 months. it's not where we just filed it without any back and forth. anyone can see by reading the complaint. and so we are hopeful that as soon as they file the answer they'll start producing them. >> where things get a little tricky, some records may fall under the presidential records act under the obama administration, meaning former v.p. biden, current president biden's representatives and barack obama's representatives would have a say. there could be some barriers. it could delay things. but kim herman with the southeastern legal foundation told me in the interview she's hopeful the lawsuit will maybe get things going a little bit. back to you. >> sandra: david, thank you. >> john: ukraine reportedly making small but important gains in the counteroffensive against russia, forces closing in on a second town they need to break through a land bridge between crimea and the russian mainland. and more help to arrive in a couple weeks. robert o'brien's reaction in moments, but first greg palkot in london with the latest. >> hey, john. this is significant because frankly, there has not been a whole lot of good news from the war zone lately. in this case, it's the battle axis south and kyiv's efforts to strand russian forces inside ukraine. they have made it past one town, one line of defense, the hitch is surrounding the next town they are approaching are more lines of battlements, and yes, as the u.s. heavy armor help is on the way, tanks have been much awaited to help ukraine fends off shelling from russia, the first ten in ukraine by mid-september. deployment triggered other country's tank contributions as well. amid new details of the ukrainian drone attack on a russian air base, left transport planes destroyed and damaged. and now saying the drones were launched inside russia indicating some behind the lines help for kyiv. finally as the casualties mount, tempers are fraying, replying, ukraine said i would recommend all critics shut up. longer war, shorter fuses, john. >> john: interesting information about the drones launched from within russia's borders. great, thank you. sandra. >> sandra: robert o'brien, former national security adviser to president trump and great to see you. what should we make of these recent gains for ukraine against russia? where does this leave things? >> the fighting is tough and the russians are a much bigger country, more soldiers than ukraine has, they have dug in, they are in trenches, like world war i-type warfare, so slow going. if they cut the russians off from logistics, create a caldron or what hannibal did to the romans at kanai, encircle them and destroy them. if that happened, it would be a terrible defeat for russia and putin and good for of the partners in the region. we wish the ukrainians luck, a hard slog and tough going. >> sandra: john kirby, audio only, here he is on the progress. >> we have seen some notable progress. that is not to say that they aren't mindful they still have some tough fighting ahead of them as they try to push further south. they know that better than anybody and what we are focused on is making sure that they are prepared to keep that progress going. >> sandra: you've obviously been observing the administration's efforts here. what do you believe we as a country should do next? >> one of the things that happened is the -- the supplies came in very slowly, so we kind of kept putting artificial red lines that they could not get the polish migs, could not get f-16s, the himars and the abrams and the red lines would fade away and get the ukrainians what they needed but a slow go of it. we need to get the ukrainians the weapons they need to try and finish the jobs or put themselves in position to negotiate and bring the russians to the table and we have to bring this war to a conclusion. >> sandra: i ask you that as more and more polling reveals a majority of americans oppose more u.s. aid in the war with russia. i want to finish off with the pentagon announcing the launch of a new website, robert, with the, aaro, it's going to provide the public with declassified information about ufos. whatever that information is you'll be able to access that. what is happening in here? is there really demand for this? why would the pentagon go this route to declassify information obtained about these unidentified objects? >> well, sandra, i think there is a lot of demand. i speak and the country to different groups from very sophisticated groups to political organizations and i always get a question about area 51 or the aliens or the ufos, and i think the more transparency we have the less conspiracy theories we'll have. i think a lot of this is adversary activity from the chinese. it's interesting that most of the ufos are seen off norfolk or the naval base in san diego, so they seem to be pretty interested in those areas and some of the things we see could come from spoofing, electronic warfare or advanced chinese weapons. we saw it with the balloon over the u.s., we finally got it shot down but had we not shot it down we would not have gotten some of the pictures, people would have believed it was a ufo. we have to be careful. transparency from the dod is good but our adversaries are constantly probing us. >> sandra: and perhaps we have to get used to uaps, unidentified anomaly phenomena, we'll see where that goes. great to see you. >> thanks, sandra. >> america is now one of the strongest job creating periods in our history, history of our country. it wasn't that long ago that america was losing jobs. just this morning we learned the economy created 190,000 jobs last month. all told, we have added 13.5 million jobs since i took office. >> john: president touting bidenomics fresh off a new jobs report. labor market is back to before where it was before the pandemic. but interest rates and prices are high. so let's put it up on the screen. 187,000 jobs created in august, 170,000 were expected, that beat expectations. unemployment went up to 3.8%, mostly because people came back into the labor market. how did you read this, doug? >> i think this is consistent with a fed that can stay on hold in the september meeting, it's consistent with a lot of other data we have seen that the labor market is slowly cooling and we are getting back to something that's more sustainable. but in terms of the larger fight against inflation, the fear of recession, there is a layer down where there is still some concern in my view. if you look at payroll, combination of how many people you hire, how many hours they work and the wages you pay them, grown at an annual rate of 7%. that's well above what they can grow and have low inflation. so, work left to do to cool us down. >> john: wage growth rose .2%, down from .4% in july. is that consistent with the ability to bring down inflation? >> i think it is. workers are earning more, real wages are going up, inflation is slowly steadily coming down. the last six months we have seen inflation even slower than the 3.3% mark that you mentioned. so, i think we can bring inflation down and keep unemployment at a manageable level. as you said, that bump-up was not an indication we are getting into trouble, it's an indication that more and more people want to get to work and that is a consequence of those wages going up. people are seeking jobs because they are more attractive, better quality jobs. >> john: inflation is coming down from peak at 9%, prices are still high, shelter up 7.7%, food up almost 5%. new vehicles up 3.5%, the price index up 4.2%. people are still really feeling this in their wallets. how long is that going to last? >> no question about that. a sharp rise in gasoline prices, that's taking a toll -- >> two sets away from a record. >> and the now cast, what the next cpi is going to look like, the core would be at .4, well above where it's been, so in two weeks we can come back and ask what happened, it's going t look like inflation jumped back up. >> there is this disconnect, seth, that unemployment is pretty low, below 4%. job growth has been very robust. the president likes to say 13.5 million jobs have been created, i think 10 were recaptured jobs lost during the pandemic, so the real number is 3.5. fox news poll, condition of the economy, excellent, good, 20% of people say yes. only fair, poor, 80%. so the president is touting bidenomics but people at home don't seem to be getting the effect. >> i think folks are feeling the effects from the pandemic, effects from the high inflation that you mentioned. it's going to take a little while -- >> what's a little while? >> we have to see. one of the things i think we will see happen is the summer bump in gas prices we see almost every year, we are going to see that trail off, gas prices come down after labor day. that i think is going to help people to feel a little better. food prices are coming down. i think we are healing our supply chain so we are getting goods out to folks. prices on the supply side, the service side, i'm a little worried that may stick around for a little while but i'm encouraged where the price index is for the last six months. i think it's getting toward the target the fed has set. i don't want the fed to increase interest rates, i think they are done and they should be planning for bringing the rates down. >> john: gas prices, they say maybe not until late 2024. >> assessment of the outlook was quite depressed and we have seen the saving rate plummet in the past couple months. the way we have kept the household going, spending more than they are earning. that cannot last forever. so good reasons to be concerned about the staying power of the american family. >> john: and the number of people living paycheck to paycheck, 61%, july of 2023 compared to 59%, july of 2022. so people are still experiencing hardship. thanks for being with us. >> thank you. >> john: now this. >> i did a year in the war zone in iraq, did two years in ukraine, and would not have expected this to happen in my neighborhood. next thing i remember i'm in the emergency room. >> sandra: oh, man, a retired navy vet recounting the moments he was attacked while simply out walking his dog. requiring him to have at least 100 stichtes, the story the latest example of crime running rampant across this country. james freeman with reaction, next. my a1c was up here; now, it's down with rybelsus®. his a1c?
