delaware. it was vladimir putin that wanted this call. >> it is, jackie. that call has been underway about 25 minutes according to a senior white house official. it's unclear why russian president vladimir putin wanted this call today. white house officials say this is a moment of crisis between russia and the west. tens of thousands of russian troops are massed on the border with ukraine, which is something that the u.s. tried to pull russia back from. russia han annexed part of ukraine and did the same with georgia in 2008. a call request from the kremlin likes this is a rarity. >> no, it's a good sign. president putin rarely asks for calls. i worked in the obama administration. i remember one time that he asked for a call. usually the other way around. that means there's a message that he wants to send to the president. >> the republicans have criticized the president's strategy for waving sanctions on the nord stream 2 pipeline. they said the white house should more aggressively arm ukraine. senior white house officials says the u.s. is prepared to provide more defensive weapons or more further assistance to defend its territory. but the specifics on that are unclear. the white house is also threatening unprecedented sanctions. >> we are having direct conversations with russia. we're very clear that russia should not invade the sovereignty of ukraine, that we must stand up and we are standing up for its territorial integrity. >> this is also ahead of reason and american officials meeting january 10th to discuss these issues. officials say that presidents biden and putin are not expected to be directly involved in the talks. jackie? >> jackie: thanks, rich. big question right now, can this standoff with russia be resolved diplomatically? part of with me now, christian whiten. christian, great to see you to get insight on this topic. as rich reported there, the call is underway as we speak. putin did request the call. we don't know what he wants to talk about. what do you think that message is that he wants to send the president? >> my guess is that he's trying to soften up biden a little bit, trying to lay out an agenda and make it seem reasonable. what russia wants is an agreement not to let ukraine into nato and georgia in to nato. there's talks of expanding nato closer to russia's borders. that is probably at the top of the discussion. president biden would like to see this crisis go the same way that one winterly they are year where russia increased the number of forces on ukraine's border, caused a stir and then decreased those forces as the time went by. >> jackie: talking about sanctions if putin does move forward. a couple of option there's. people are saying what he needs to do, the president, president biden is cut russia out of the international banking system. add a military presence there. also reverse the nord stream 2 pipeline. your thoughts on if he would exercise any of these options. >> he's backed himself in to so much of a corner that if but didn't did invade ukraine, which is unlikely at the end of the day, russia does not want -- the united states doesn't want a war. biden would be obliged to do something. you mentioned the financial sanctions. the idea of kicking him out of the swift. the flip side of that is if we make too many people angry, too many countries by doing that, you could have russia and china together and iran start to create something separate from the u.s. dominated international financial system. there's also the question here of whether the american people are really willing to see the united states go on to a war footing over ukraine, this is the ukraine. it's not franks or britain or holland. >> trace: understand. as kamala harris said in that interview, we are respecting ukraine's sovereignty. so i would just have to follow up and ask you, if he's not prepared to invade ukraine, why amass the troops, why create the situation that we're looking at right now? >> well, putin loves what is going on as far as having a moment in the sun, if you will. russia is a very significant old powerful country but still -- it does have the world's fourth or fifthth largest army. an economy 1/12 the size of europe. putin continues to put himself in the spotlight. he continues to put himself on an equal level of the united states and china, which are two countries with last economies and militaries. he might get what he wants here, which is to make ukraine neutral or make it just de facto a member of russia's sphere of influence of georgia, belarus and these other countries. >> jackie: some have suggested that this is a situation where he's flexing his muscles for his ego with respect to geo politics and his standing, russia's standings in the world. christian, great to see you. happy new year to you. >> thank you, jackie. >> jackie: a senior administration official saying that the white house is gravely concerned with russia's military build-up. so how should we respond if sanctions don't work? enact. where do you think this goes? how quickly could it escalate, if it does? >> i'll be very interested to hear what the read-out or the phone call turns out to be. could be one where putin is trying to soft pedal things and have a reasonable conversation and couple to an agreement or the opposite where he's trying to play a harder hand saying i'm deadly serious about now allowing ukraine to go to the western orbit. we're not kidding with these things with the military build-up we have there. that is part of the key here. they can say whatever they want like any nation. but what you former president trump in a different way. now joe biden again back in charge. you think to yourself, leaders look at joe biden and think there's a weak presence in the white house. if there's time to make a move like this, the time would be right now. >> well, i'm not sure that putin really worried about which president is in force. he knows if the u.s. military is the same no matter which president is in there. you do hit a good point, which is important. that putin has demonstrated that when he says that he has these red lines about military formations on his border, he has acted in the past to make good on those threats that he will not allow that with georgia in 2008 and crimea that 2014. so we can't dismiss his claims here. we have to enter into substantive diplomacy and that means gives and take. we have to prevent any kind of conflict because that is not in our interests. >> jackie: you bring up a good point with respect to what you're saying. it's interesting to think about the notion that, you know, our enemies tested this president the moment he walked in to the white house. watching to see his reactions and how his foreign policy would make it. he's made blunders, his withdrawal from afghanistan. leaders are looking at him and questioning his ability to lead america forward and to be somebody to reckon with. >> well, here's what biden has to be very careful about. he can't be too concerned about "looking tough" which many mean are advocating. because that could spawn an attack that russia says if you want to be tough, we'll take action. it escalates. now we're in a new world of problems here. that's not going to help us. so i know biden will come under accusations of being weak if he negotiates with putin. i'm telling you, it's worse for america if he -- if being tough spawns an action with russia and then we have to deal with a conflict. >> jackie: i'm curious to get the read-out from that phone call and see what the messaging was. thanks for your insights. great to see you. >> thank you. >> jackie: all right. now let's get to the latest on the covid situation. because covid cases are climbing back up. more of those new year's eve celebrations are being scaled back. fox news correspondent steve harrigan in atlanta with the very latest. high, steve. >> jackie, with new cases, records being set in the u.s. and at least 15 states as well notching their highest numbers since this epidemic began, the cdc head saying hospital rates are still comparatively low. that's not the case here in atlanta, the home of the cdc where six atlanta hospitals issued a statement saying that they were undergo ago staggering surge in new covid patients with adults and children. the surgeon general had a stark warning. >> the most important thing for vaccination is to save your life and keep you out of the hospital. >> it's likely the real numbers of the covid cases could be considerably higher. that's because people taking the matter what your vaccination status. in new york city, preparations continue for the ball drop. however, because of covid, it will be a scaled down event from 57,000 to 15,000 all masked and vaccinated. >> jackie: thanks, steve harrigan. we're watching this so closely. catching omicron could help find off the delta variant. a read on that from associate professor, dr. devy. great to have you here. the cases are rising what is being reported right now does and adequately measure what is happening across the country. so many people are testing with the at-home kits what we're seeing here is a continuation of some of the fear that has been out there throughout this pandemic. there's those that say if you have been vaccinated, you've been boosted, you suffer reduced symptoms, that's a good thing. we're going to head to herd immunity and this will be behind us in 2022. >> right. so that will be the evolution of this. eventually we will hit herd immunity, whether it's through natural immunity or the vaccine. in this case, omicron is taking over as the predominant variant. even with the mild symptoms, we're making progress and the hospitalization rates and the death rates weren't were they were in the past. here in new york city, i do hear sirens throughout the night. i see people reporting that they're positive and that surge is creating panic. when i walk outside, what i see is lines going around the block. i think what has happened, people are focused on the masks, the vaccine debates and the control measures from the past. if i look at these lines, for example, in new york city, the lines -- you have food carts in the middle of these lines just because of where they're placed. you have subway entrances where people are coming in and out of this wall of people that have covid symptoms that are trying to get tested. then you have people waiting for boosters that are packed together for six hours at a time trying to get $100, which was the incentive that was given. so some of those folks may have symptoms as well. too i think we're moving in the right direction, i wonder if the approach we're taking is forgetting, you know, just the basic infection control measures. >> jackie: you're right. i see the line and i cross the street. no reason to put yourself under those circumstances. also, we talked to other doctors that say don't forget keep watching your hands, boost your immune system. you look at omicron and these numbers. you think to yourself, you know, this was anticipated by everybody. we knew we would see variants. we knew we would see other strains. at a certain point you look at the cruise industry. you shouldn't take a cruise if you're vaccinated. are those kinds of me sures necessary at this point? the hospitals are not causing an alarm bell right now. >> i think that the fear can be more paralyzing. when people get afraid, they forget not just quality of life but basic things. people are so afraid of covid that they forget about their regular health checkups and other things that they need to do. if people are very high risk of having severe illness, complications, three or more risk factors, that is a different story. for regular people, i think just being locked in and living like this, it has its effects, too. it can take its toll in depression, anxiety, all types of things. just the dreariness and the bleak outlook, i think they -- that takes its toll on people, too. the liver transplant rate from alcoholic hepatitis tripled last year. you're seeing the effects in other forms and we need to take that into account. our focus has been on covid but it's not helped other people's health and well being in so many ways. >> jackie: i have spoken with acquaintances traveling and said impact, a lot to be said for that as well. >> yeah, i think also, you know, for people, they need to see an end in sight. if we look at history, not just covid, viruses move forward towards an evolution where they do become more contagious. they become more contagious because they're trying to adapt and infect more people. they'reless deadly over time. so that's a natural evolution. here the focus needs to be on treatment. like what are we going to do for the hospital that do get hospitalized and at risk to protect them. there's mono clonal antiboies that work. what is happen something where is the supply chain being disrupted? >> jackie: we've been talking about that nor weeks. where are the therapies. where are the pills and masks so that people are able to have access
