major component of his economic agenda on a bipartisan vote the house approved a $1.5 trillion infrastructure bill, 228 to 206. 13 republicans voted yes yes, six democrats voted no. this came after the president worked the phones all day, he also called in to a meeting of progressive members. there was a truce between liberal and moderate democrats who held up the bill throughout the day. >> we need to get both bills done, we've always said we need to get both bills done, and tonight we have an agreement that will get both bills done. we're gonna trust each other, because the democratic party is together on this. we are united, but it is important for us to get both bills done. >> we've also reached an agreement to tonight move forward on a common sense build back better reconciliation bill, fiscal analysis is consistent with the white house financial numbers we received last night. >> here's the agreement. moderate pledge to support the spending plan so long as the house considered - - liberals rage ad-ed at how democratic leaders tried to force the issue. >> well, the whole deal was a cluster [bleep] right? beyond that, i was just up there when we they going through all this a little while ago, an hour or so, i thought everyone was working in a very congenial way. >> other liberals took out their frustrations on moderates. >> look, we began today with what we thought was an understanding, ready to cast our votes, and a very small cohort of our colleagues moved the goal posts so we're trying to put the tooth paste back in the tube at this point. >> the social spending bill is far from finished, house majority leader says it won't be up until later this month. moderate still want a price tag regardless o the senate will change the house plan and eventually perhaps in december the house must eat whatever changes the senate makes. kevin? >> let me ask you about that, because chad, according to some reporting out there, this could be much more expensive. i'm just curious about the cbo analysis, how long might that take before we get something like that to chew over? >> we're thinking about a week, week and a half. that's why the moderates wanted to hold off on this vote because they wanted a final evaluation. they had some scores from the committee on taxation, joint committee on taxation here on capitol capitol hill and treasury. keep in mind in the senate they have strict budget rules that has to be what they consider to be budget neutral and you have jill manchen and there might be some expensive things in this bill from the house that they take out to meet those budget rules in the senate and then kick it back to the house. when you lose some votes in the house, remember nancy pelosi only has three votes to play with. if you have much attrition there, that might not pass in the house. you could have something that could get through the senate, but not through the more liberal house, kevin. >> rapid fire really quick, a couple more i want to throw your way. did the progressives blink tonight? >> both sides blinked a little bit here, frankly. the fact that the progressives have always wanted the infrastructure bill and the social spending bill packaged together, that did not happen tonight. >> let me ask you why did 13 republicans sign on on this? >> well, remember these are moderate republicans, a lot of them are from somewhat swing-ish districts. those are some of the republicans there. others you know who sway a little bit toward the democratic party, anthony gonzalez a republican from ohio, those they some of the republicans who voted and don't go -t there was a big vote by republicans in the senate who signed on to this including the senate minority lead leader mitch mcconnell. >> yes, he did. chad, long day for you. thank you. >> thank you. >> long day as i mentioned all day and frankly all night. over on capitol hill where democrats finally sort out their differences, at least for now. a path lead - - we want to talk about how the was made tonight and the city of the u.s. economy as a whole we welcome david mcintosh and jack. i'm sorry about that jack. i want to begin with you. i sort of look at this and i think six in one half a dozen in the other, nobody's going to like everything and that's usually the way things work in washington although i suspect there will be lots of monday morning quarterbacking over why 13 republicans did decide to side with democrats. what's your take on what happened tonight? >> i agree. it finally happened, i guess. like chad said both sides in the democratic caucus blinked. they've been trying to do this since september. washington has a history of passing pretty good infrastructure bills. of course not this big, but it's all because of trying to pair it with the monstrosity social spending bill that it became so controversial. big infrastructure bills are not that controversial. i think conservatives have a lot to say about half of the spending in this that really has nothing to do with roads and bridges. >> you maled it when you said monstrosity. david, i look at the numbers and i've seen some analysis and obviously some numbers we have touched on from over at wharton. let me share something i think people at home will find instructive. this is a heart pron correction. they're talking about the cost being about $1.7 trillions over 10 years, revenues falling short of that, and that's a massive deficit to say nothing of the fact that there's always a little fudging of the numbers and the timeline lines on what we see past here. tell me, am i right about that? >> you are absolutely right, kevin. this is another big debt spending bill, and americans don't like it. it's very unpopular. you know, the big loser tonight is actually kevin mccarthy, who couldn't control his republicans. so he gave joe bide bide - - in passing this bill, the other losers they the progressives who had been holding out for an even bigger spending bill. but on the whole, what's gonna happen politically with this is you're gonna see more and more democrats become vulnerable, we're seeing, for example, in nevada, that adam who we just endorsed has entered the race there in the senate and what everybody used to think was a safe seat, i think he's gonna win that. we're gonna see 60 something house seats come under attack because they voted fries the spending, they voted for more essentially more debt and therefore more inflation, and americans the poll show, a majority of americans do not like these bills. and so pelosi jammed it down their throats. >> jack, if i can ping pong over to you for just a second, i agree. i think voters are obviously split on whether or not these bills will actually end up helping or hurting, broadly speaking. i do think, however, if you sort of unpack some of the i items, people do tend to like it. 42 billion for ports and airports, 110 billion-dollars for roads and bridges, another 73 to expand and update the power grid and yet, when we look inside the numbers sometimes the headlines sound great but it's the devil in the details that really tends a of some of the people on the right side of the aisle. you agree? >> you're so right. i mean, roughly half of it is what you just talked about, but the other half is really as i think green new deal type of proposals. it's really a misnomer to call it an infrastructure. it's infrastructure and green new deal and a lot of other things in there. they've sort of packaged this and then build back better has this sort of neutral sound to it, when it's the single most left wing spending bill in our history. >> david, before we wrap it up, i want to share a very quick sound by the from former v-p candidate and former democratic senator joe bieberman, the moderate help hold the democrats back from the cliff. listen to this. >> for manchen to save the democratic party from a political disaster if that bill is adopted because as we saw in virginia, to some extent in new jersey, people got the message that those programs sounded good. somebody was going to have to pay for them and it was gonna be the taxpeaers. >> 15 seconds left for you there, david. is joe lieberman right? >> joe lieberman is exactly right. manchen and the moderate are trying to save the democratic party. what nancy pelosi did tonight was open the floodgates to pass the bill that most americans don't want passed. so in the end, the progressives, they might not get everything they want, but they're gonna get a huge tax increase in spending if they continue down this path. and manchen will have tried but unless you can stop it in the senate, will not be able to save them. >> yeah, that's what it looks like. david mcintosh and jack - - imagine lawmakers are demanding answers over news that the biden administration is pursuing a controversial plan to pay millions of dollars to illegal immigrants who they separated from their families as they attempted to cross into the u.s. unlawfully. peter doocy was the very first to ask president biden about that, and he has an update for us tonight. >> president biden was against cash payments for illegal immigrants. >> that's not gonna happen. >> defend money for illegals separated from family members. >> we're in this place that we are today is because we had an administration that had an inhumane immoral policy that was taking babies away from families. >> republicans see a flip flop or worse. >> many times president biden tells us one thing that doesn't seem to be truthful with his own administration taking action for another. >> the right to the attorney general, any settlements to illegal aliens because they violated the law are wrong. these kinds of settlements are offensive to the american people. >> you've got the woke lawyers in the justice department and the woke lawyers in the aclu negotiating a settlement. they're on the same side of the table. >> the head of the border patrol thinks most migrants won't read the fine print and will flood the border. >> i'm worry about the pull factor. it will just be that illegal aliens got paid $450,000 a piece. >> for now this policy is only expected to apply to people who broke the law to enter. >> there is a long line to get into this country legally. is there any kind of discussion about giving people who are coming money. >> like i said, like i said, that's department of justice. >> so major changes are underway to immigration policy, but pretty much all that we hear from democrats at the white house or biden administration may be widening its vaccine mandan ate net soon with word tonight that osha, the occupational safety and health administration is, quote, assessing administration straightive capacity of smaller businesses with less than a hundred employees to implement the requirements in a quote, timely manner. senior correspondent laura ingle has that story for us tonight. hey, laura. >> hi, kevin. osha announcing a new standard this week for langer private employers to protect their workers from the risk of getting covid-19 and is now reportedly eyeing small businesses, too, and as you can guess there is mountain pushback. the occupational safety and health administration known as osha announced a new vaccine rule thursday that will require some u.s. employers to guarantee all their workers are either fully vaccinated by january 4, or require them to undergo weekly testing and wear masks. the attorneys general in 11 states filed a lawsuit friday to try and block the biden administration's new covid-19 vaccine mandate for private businesses with more than 100 employees, and now osha reports it's checking to see if businesses with fewer than 100 workers should be subject to the rule, too. a summary released by osha states it is confident that larger employers have the administrative capacity to implement the standards promptly, but is less confident that smaller employers can do so without undo disruption. employers that fail to comply could face fines reaching as much as 14,000-dollars per violation with a potential for multiple citations. 84 million private sector workers across the country will be affected by osha's rule, including a reported 31 million who are believed to have unvaccinated. mean while, here in new york, the city and four unions representing city workers have reached a deal on covid-19 vaccine mandates. municipal workers can now apply for a religion or medical exemption to the mandatory vaccine but frustrated firefighters unions say there is still no deal on that front for the fdny. >> there should be a reasonable approach to dealing with this, and we haven't had a good reasonable approach from the other side. >> and union reps say they have offered the city a counter proposal on the mandate, including the permanent option of doing covid testing weekly instead of had is the shot, but they haven't received a today's lead story the allegations cast new uncertainty on some past reporting on the news organizations including the washington post. despite the enormous media attention to the russia investigation, including the document, the nbc, abc, and cb cb cbs evening news cast ignored the indictment. dan was charged with lying to the fbi about false information he fed to former british spy christopher steel including unsubstantiated and salacious accusations against trump. he allegedly fed some of his falsehoods to charles darwin. it launched the russia probe before seeing this, but in a wire tap application for former trump adviser carter page, the bureau used the claims. fox news covered the story extensively. >> there they obvious red flags from the very beginning. for one thing, christopher steel was working for an opposition research firm which was funded by the hillary clinton campaign. >> cn and msnbc did not cover the story after 5:00 p.m., except for rachel maddow, who >> yeah, it really does, kevin, and good evening, thanks for having me. it really does and we've been talking our small business owners across the country and it's very easy for a united or wells fargo to lose a few hundred people let's say that just refuse to do this, but when you're a small business owner and you're in that range between 100 and 500, when you lose 20 to 30 percent of your workforce, which is what we're estimating pretty much consistently you can't run a business that way. so we're very concerned about this. the other thing that we have great exception to is the way the biden administration is portraying this as only applying to our largest employers in this country. i'm sorry when i hear about that i hear delta, i hear wells fargo, i don't think about ed and bill's an manufacturing in sioux city, iowa. that the biggest issue here, is these are the folks that are gonna be hit the most. >> dr. jay, let me welcome you into the conversation. two things stand out to me, number one, we're still looking at at least in terms of one shot, upwards of 60, 65 percent of americans have already gotten at least one. we still don't know the fact numbers of how many americans who are - vnot been vaccinated but have already experienced the coronavirus and may have immunity to it at this particular point. i'm just curious from your vantage, is this something we have to do? does this really speak to the statistics that people need to get out there, especially these smaller businesses because trust me in these smaller communities if you lib in a big town like d.c., i can get anything i want. if i live in a small town, it's a lot more complicated to get the food, the news, the goods and services even if you're going to end up with even 20, 1m not gonna take the shot. >> yeah, you know, it comes down to a point where we have have to have personal responsibility and accountant. understand and know your risks and protect yourself. although we're still, kevin, in the midst of a public health crisis, managing this covid pandemic, it's very important that we have alternatives and exemptions to the vaccine. for example, if you do have natural immunity from previous infections, you don't need to be vaccinated right away, or you might have an allergic reaction to the first dose. so we have to have alternatives in this situation, fortunately testing, weekly testing is an alternative, and that's important because it's not a one size fits all. when i take care of my patients, i count on their needs individually, not a blanket method of care. i think it's um port tonight look at the big picture, know your risk, understand what the prevalence is in the community of the current covid level. fortunately as you mentioned the high level of adults about 80 percent have gotten at least one shot, and that is fantastic. the number of cases have dropped, but we still have about a thousand deaths a day. so we still do want to take precautions. >> let me share a statement for both of you, a white house statement by president bide on the vaccine mandate or testing rule, it reads thusly as we've seen with businesses large and small across all sectors the overwhelming majority of americans choose to get vaccinated. there have been no mass firings and worker shortages because of vaccination requirements despite what some predicted and falsely assert vaccination requirements have broad public support. alfredo, i'm not so sure that's actually accurate. i think a lot of people do it because they have to do it to keep their jobs, to keep food on the table and feed their families. your thoughts on that statement by the biden administration. >> yeah, kevin, all i can say is completely all out of touch. this is not reality at all. maybe with his cohorts from the u.s. chamber of commerce, maybe they're the ones agreeing to this. all the small business owners we're talking to are deathly afraid of this. if you're 120 people manufacturing firm and you lose twee ent, 20, 25, 30 percent of your work force you can't keep operating. the reality is when you look at the what the answer was from these big companies or from the chamber of commerce, go ahead and charge the employees. i mean, this is ridiculous. on top of everything else that they have, they're suffering high inflation, doubling of gas prices, natural gas prices, now they're gonna what, spend another 30, 40, 50-dollars a week, and what happens to all those folks in rural areas?
