out of 10 americans, take this number in, folks. 71% of the country -- look at the independent number believes things are headed in the wrong direction. and that includes about half of democrats. that's not what everybody -- when you weren't running around collecting candy this weekend you were taking a look at people don't seem -- >> we'll see what the numbers matter. his agenda is hanging by a thread and comes on the eve of the governor's race in virginia which democrats say they can't afford to lose. >> team fox coverage. aishah hosni on capitol hill. we go to jackie heinrich traveling with the president in edinburgh, scotland. >> president biden is in scotland to pressure 200 countries to cut carbon emissions and curb global warming. he hasn't been able to make good on the commitments at home. senator joe manchin derailed the piece of his original spending plan to mitigate emissions over concerns on the impact of the fossil fuel industry in west virginia. the white house is trying to frame this agreement from progressives to push forward as solid enough for the president to stand on in foreign leader meetings. the energy secretary said the president yu animus agreement in the house. we've heard that line before. house democrats are making changes as of today trying to add more climate and drug pricing measures. the president denied this lack of movement is having an impact on his approval rating ahead of the critical meetings with world leaders. >> president biden: the polls are going to go up and down and up and down. i didn't run to determine how well i will do in the polls. i ran to make sure that i followed through on what i said i would do as president of the united states. and i said that i would make sure that we were in a position where we dealt with climate change. >> the u.n. says not a single major economy is living up to his paris climate accord. president xi is not attending in person citing covid concerns. but president biden is and part of what he will be doing here is pressuring less wealthy economies to make changes in investments the u.s. has so far not succeeded in. they're trying to refocus the world's attention on china. >> i think it is ultimately going to be up to china now currently the world's largest emitter to decide whether it is going to do the right and important thing for its own people but also for everyone around the world. >> the white house says its spending bill isn't the only tool to address climate change but they also acknowledge there is a narrow gap to meet their goals and the 555 billion in proposed climate spending is still in limbo. >> thank you very much. >> bill: back at home now the white house and democrats still noticeably silent on this "wall street journal" report that the administration is considering payments up of to $450,000 each to be paid to illegal immigrants separated from their families during the trump administration. here is the president's reaction to a question about this from peter doocy. >> mr. president is it true we'll give $450,000 to border crossers who were separated? >> and there you have it. aishah hosni live on the hill tracking down things from there. what have you learned? >> that's right. democrats might be silent about this. republicans are outraged. so lawyers representing nearly 1,000 families who were separated while illegally crossing the southern border under the trump era say the families suffered emotional and mental trauma over this. the "wall street journal" said the biden administration is working on settlements of $450,000 a person. the republicans are furious. democrats want to send the -- >> lindsey graham said i just about fell out of my chair when i read this. for the sake of my country i hope that is in error. >> crenshaw said breaking our laws for perspective in a service member is killed in action their next of kin gets an insurance payment of $400,000. let that sink in. >> what are we thinking? why would we be doing this? they broke our laws. they didn't just break the laws of the united states of america and then the biden administration wants to write them a check? >> the payments may not be enough for these families. democrats are still trying to work out this pathway to citizenship for dreamers and for workers in the president's build back better plan. the plan has already failed to pass congressional rules twice already. senate majority leader dick durbin is trying to come up with a third idea to get it into the reconciliation bill. it could delay the bill even more or cause more problems for moderates on both senate and house side, bill. >> bill: thanks. watching that from the hill. white house press secretary jen psaki has tested positive for covid. she is vaccinated experiencing mild symptoms. she last saw president biden on tuesday when they were outside sitting more than six feet apart and wearing masks. the white house said this morning the president tested negative for the virus just yesterday. six past now. >> election day in the governor's race in virginia less than 24 hours away. candidates are making the final push today all over the place. alexandria is following it from richmond today. hi. >> yeah, both candidates are now back in battleground territory. they spent yesterday on opposite sides of the state. youngkin was in the far southwest pocket of virginia where farmers for youngkin signs. speaking to sporters each one told us education was a number one concern. youngkin in gate city. >> you get to stand up for every child in america. what is happening in school boards and what's happening in school districts in virginia is happening everywhere. >> youngkin's campaign gained steam on this very issue as he became vocal what he sees at government overreach in schools and holds an 8% lead over mccauliffe according to the fox news poll. he leads 8% when likely voters were asked who they thought would do better on education. education is the number one issue in this race. mccauliffe campaigned in rich edmonton area yesterday and promised teacher pay raises. his experience gives him an edge he says. >> trust me on education. we have a great school system in virginia. dorothy and i have raised our five children. of course parents are involved in it. >> that last statement there he has had to reiterate over and over again after saying in september during a debate that parents should not be telling schools what to teach. youngkin will close out this election eve traveling from the richmond area to loudon county for a parents matter rally. >> that's the heartbeat of this election narrative for sure. thank you very much. >> bill: we have the board back. i want to show you a couple of things that will be critical tuesday night. this was the presidential result from 11 months ago. joe biden won the state by 10 points. 10 points. less than a year ago. why is this race so close? trying to figure that out now. glenn youngkin in virginia beach today. alex talking about the richmond area. swing district the polling suggests too close to call in places like richmond city and chesapeake county to the south. in roanoke both men will be there as well. but if education is the issue i would look at the suburbs in the northern virginia counties across the river from washington, d.c. loudon county, joe biden beat donald trump by 25 points last november. suburban flight away from the republican party. what does terry mccauliffe do with this advantage that would appear to be set up for the democrats in the race tomorrow? something we'll watch. i'll go back four years ago in the governor's race. ralph northam was an easy win by 20 points in loudon. what does the issue do here? does it bring out voters. i'll show you what we found in our polling last week. pop out of here and show you the issue of education. who do you trust to do a better job? glenn youngkin is up by 8 points in the fox polling on that issue alone. voter turnout is a big deal if you ask likely voters if they're interested in the race. youngkin has a lead by 10 points. these are some of the keys you look to during evaluation with bret and the others down there in d.c. we'll see whether or not those are early indicators as to what will happen from this race. we'll watch that. loudon county, richmond, virginia beach. all that very critical tomorrow. >> one of the other things to keep in mind how much voting has changed since covid. the first cycle through on this governor's race where you have everyone having access to early voting and you've had about -- we looked at the numbers this morning. a million who have already voted in virginia. so the question is were they voting prior to all of this education fire-up discussion that has happened? 8 1/2 million voters in the state of virginia in 2020. and they voted at 50%. 4 1/2 million turned out to vote. it will be interesting to see what the impact of the early vote is. that's the thing that's baked in the cake over the past month. >> bill: from mccauliffe we've heard donald trump and there is real concern the african-american vote may not be there enough to vote. here is a spot from youngkin talking about trump, trump, trump, trump and in the end you will see the kicker, watch. >> i ran against donald trump. terry is running against an acolyte of donald trump. >> glenn youngkin said donald trump represents so much of why he is running for governor. he is running for donald trump. i'm running for you. >> it seems like donald trump has just confirmed he will be coming to virginia. >> so much of the reason why i'm running is because of you, not donald trump. >> bill: the last point is important. that happened on sunday which was yesterday. you mentioned the nbc polling. if you're glenn youngkin you love these numbers. who has the better chance of solving the following issues. border security, republicans 27 percent. inflation, republicans by 24 points, crime, republicans by 22 points. factor that into the vote tomorrow and see how it comes out. >> it shows race falls low on people's biggest concerns heading into this election. terry mccauliffe hit that issue hard. we'll see what happens. we love election day, right? >> martha: if you're going somewhere you may have noticed american airlines is facing travel troubles. they've canceled more than 2,000 flights over the weekend. they blamed bad weather and staffing shortages. the massive disruptions raising questions whether airlines will be ready for the huge holiday season. you might want to get -- and gas is expensive, too. if you go that route it will be expensive. mike is at owe hair in chicago. >> not great for airline travelers american airlines announcing 262 flights are canceled today. as you mentioned following a brutal halloween weekend. more than 2,000 flights were canceled for american airlines alone since friday. the airlines blame a combination of bad weather by dfw airport, the hub for american airlines and complicated with staffing that drew down over the pandemic. people were stuck in lines. ticket agents overwhelmed. travelers complaining when they called to customer service no one was on the other line to pick up. pilot's union blamed airline management. >> last time i saw 10, 20 minutes before and just got canceled out of nowhere. >> they put me in another long line and they aren't answering the questions. you can't get anybody on the phone. >> sure, weather happens. but after it happens the sign of a strong airline is how well you recover. today management is showing that they just don't have the fundamentals down. >> we're live at terminal 3 where american airlines has its footprint at o'hare. right now looking around the terminal it looks like a normal travel day. airlines is promising a lot of furloughed staff will return through december and hoping to get past the holiday glut without a lot of trouble. three weeks ago southwest airlines had all the problems. it was air traffic controls problems that left pilots separated from their aircraft. one of the things southwest airlines denied was it was a sick-out due to the covid vaccine mandate. we have the holidays coming and hope you can get to grandma's house. >> martha: important to do that. mike, good to see you this morning. >> bill: the world supply chain in crisis and no end in sight. ports in california start fining shipping companies beginning the month of november if they allow the containers the stack up. the president under pressure said this. on sunday in rome. >> president biden: move from five days a week, eight hours a day, to 24 hours a day and seven days a week. i'm going to help get -- it will help get goods on the shelves faster. >> bill: maria bartiromo is running down this issue. how are you doing and good morning to you? a couple of things here on the economy. abc finds 53% disapprove, nbc finds 57% disapprove on the economic recovery. do they have a solution with this whole fining issue? will that do it? >> well, so far that 24/7 workload that president biden is talking about is not alleviating things. his approval ratings are plummeting as it relates to the economy and he is talking now about fining shippers if your ship is there for a long time he will fine you. unfortunately when you are talking about surge pricing, surge pricing will always be passed on to the consumer. it is not just the ships. remember, this is a whole cycle of issues. once you get it off the ship you also have the roadways, the rails and truckers to deal with. there is a trucking shortage as well. part of this has to do with inflation. part of this has to do with a demand story that is rising. but it is also bad policy. this is what is being talked about right now in florida and in texas. i just got off the air on fox business mornings with maria an interview with the governor of texas, greg abbott. he is releasing a new ad saying escape california. he is trying to entice these port operators and these shippers to come to texas and use texas ports. same thing with florida. i spoke with the director of the everglades port this morning in florida and yes, it would be more expensive to go that route. it is not a straight shot from asia to california but they are trying to alleviate the process by opening situations and ports in texas and florida. so far president biden not taking them up on that but we're looking at an issue going into the holidays and are expecting inflation and this problem of supply shortages to go well into 2022 likely the end of 2022. >> bill: and if you saw pete buttigieg with chris wallace on sunday. there wasn't a lot of optimism. here is what he said about how long it will last. >> there are definitely going to continue to be issues especially as long as the pandemic continues, right? if you have for example the third largest container port in the world in china shutting down because of the covid outbreak in late summer you will feel that in the fall here on the west coast. now, we're taking the actions that we know we can as an honest broker in the administration. >> bill: where are the solutions? buttigieg is in a studio in washington, d.c. he is not in california. the commerce secretary is in a studio on cbs on sunday. she is not in california. who has gone there to look at this firsthand that you know of? >> well, one of the solutions here, bill, is to become less reliant on products made in china. we got a near scare at the beginning of covid when pretty much the propaganda out of the chinese communist party sent out threats to say well, if the u.s. keeps poking us on tariffs maybe we won't send the prescription drugs and export those chemicals needed for prescription drugs. 90% of the active ingredients in things like ibuprofen and other prescription drugs come china. they're made in china. that is one of the issues that was talked about during the early days of the pandemic. i have not seen any efforts to get those production lines back to the united states. it is all about money. it is a lot cheaper to produce products in china away from the united states than it would be in the u.s. once there is an agreement across the board in the u.s. that we can't be reliant on this because of issues like this, perhaps we'll start seeing real solutions to make things here in america that iran is moving forward aggressively with its nuclear program according to the secretary of state antony blinken. should the biden administration be pushing to rejoin the nuclear deal? general jack tehran violates the terms. here we are again. anthony blinken says all options including a military response are on the table if the islamic republic won't comply. things aren't looking too promising right now. >> unfortunately iran is moving forward aggressively with its program. the time it would take for it to produce enough raw material for one nuclear weapon is getting shorter and shorter. the other thing that's getting shorter is the runway we have where if we do get back into compliance with the agreement and iran gets back into compliance we capture all the benefits of the agreement. >> martha: jack keane fox news strategic analyst and chairman for the institute for the study of war. we used to hear there was a one-year runway to nuclear capability for iran and you hear the secretary of state saying now that the runway is shorter. what is your assessment of where we are and should there be any effort to reenter this deal at this point? >> i do agree i think the runway certainly is shorter. israelis are saying that as well publicly. what's happening here is remember, the biden administration when they took over said yes, they wanted to go back to the jcpoa of 2015 that the obama administration signed with the iranians. but they wanted to improve that deal. the same thing that president trump wanted to do when he talked to our european allies who were signatories to the deal but not willing to step up and improve the deal and therefore he got out of it. so it seems like improving the deal is off the table. we're just going back into the original flawed deal which the administration admits has problems with it or he wouldn't be trying and thinking about improving it. what are the problems with it? number one it gives you a pathway to a nuclear weapon. capability by 2025 and all restrictions removed by 2030. so it is a flawed deal. that's my fear, the administration is in the same negotiating position it strikes me as they were back in 2013 and 2014 prior to signing the deal in 2015. what is that? desperation to make a deal regardless of outcomes. and that is where i think we are again today. the iranians want removal of all sanctions. they will likely get it. what will happen as a result of that? we already know because we saw that happen in 2015, martha. they will take that money to fuel the proxy wars and proxy influences in the middle east. and look what they've done since the debacle in afghanistan. attacked the united states in iraq. they just conducted an attack using five drones against a u.s. base in syria and fortunately we knew it was coming and got troops out of there. there is yet to be no response. this is the behavior that we'll fund with this deal. >> martha: stunning that attack in syria still has no response. when you think back to the afghanistan exit, the attack by isis-k also has had no retaliation although the president said it will be at a time and place of his choosing. i want to get your thoughts on china. it's the most pressing issue the administration faces right now with regard to foreign policy. here is anthony blinken speaking with china and taiwan. >> longstanding commitment that senator biden supported in the united states senate along standing commitment pursuant to the act to make sure taiwan has the means to defend itself and we stand by that. the president stood by that strongly and we want to make sure that no one takes any unilateral action that would disrupt the status quo with regard to taiwan. that hasn't changed. >> martha: strong war of words going on between china and anthony blinken. it started in alaska and continued to rome this week. do you think the united states it is time for us to shift our policy towards china and taiwan? >> yeah. there is more certainly that can be done. so our audience understands we've been talking about this for some time. my concern here because the military balance of power has moved in the direction favorable to china in the region, and eventually they fully intend to be the number one military power globally. in the region, the odds are in their favor. all of our war games show that. our audience understands taiwan is 100 miles off the coast of mainland china. the united states is an ocean away to be able to bring to bear the resources that we need in the region. so what should we be doing? move into the region, forward deploy edforss on a basis of you urgency to shore up the deterrents that are eroded because of the 9/11 wars and obama budget declines for eight years. we have yet to catch up to that even though trump increased the defense budget. it takes a number of years for that to happen. we need more forward deployed forces as a deterrent in the region. that is something that must be done sooner rather than later. >> martha: we have overarching agreement with china that we accept the fact that taiwan is part of china and yet also are committed to helping them defend themselves against china. we have troops on the ground, marines on the ground there as well at this point. it is a fraught situation. general, thank you very much. always good to have you today because enforcement is kicking in for the covid vaccine mandate for nearly all city employees. more than 24,000 of them missed friday's deadline and could face unpaid leave. david lee miller in our new york bureau with the latest today. hi, david lee. >> good morning, martha from sixth avenue. the city says contingency plans are in place to deal with any staff shortages that result from enforcement of the city's vaccination mandate. although the city has 91% of municipal workers are in compliance with the mandate police and fire departments lag behind 84% of the nypd force including civilians and officers are vaccinated. for the fires department the number is 80% but lower for emts. they said 2,000 firefighters called out sick protesting the mandate last week. some fire companies had to suspend service. the fire commissioner issued a statement saying the department has not closed any firehouses, irresponsible bogus sick leave by some members is creating a danger for new yorkers and fellow firefighters. they need to return to work or risk the consequences of their actions. this morning a short time ago union leaders said those who took medical leave may have been having a bad reaction to the vaccination. they say they are not anti-vax, just anti-mandate. >> nine days to comply with the mandate. teachers got 30 days. corrections has december 1st as their date to comply. all we were asking for is some extra time. we wanted to get some time so they could file their religious and medical exemptions as well as make their retirement decisions and get vaccination if they so choose. >> according to the city more than half of municipal workers who haven't received vaccination have submitted exemption requests now being processed. during the pandemic 16 members of the fdny and a total of at least 63 members of the nypd died from the virus. martha. >> martha: david lee miller in new york. thank you. >> bill: 9:46 in new york. a live look in glascow telling world leaders the u.s. can meet pollution goals. back home democrats can't advance a climate spending agenda thus far. daniel turner with me now from power of the future. good morning to you today, sir. there are, count them, 13 members of the administration who have traveled to scotland. -- 30. that's a lot of black suvs. what is your expectation? >> there are several governors, too. you could conservatively estimate that with advance teams there were probably 1,000 people in scotland all to reduce our carbon footprint. i think the expectations should be very low. just like general keane made in your previous segment. this administration wants an agreement regardless of the purpose or success of the agreement. they want to sign something. and i don't think the american people want that. the more they dig into green new deal and dig into a lot of these energy punishing regulations and they see it at the pump, they see it with their utility bills and food prices, they don't want this. >> bill: china and russia didn't even bother. you knew that before this thing started. if there is something to sign, what would it look like? would it have any teeth? >> no, because china and russia and india will not be part of it. as a reminder, china emits more co2 than the united states and european union combined and they have absolutely no expectation of changing that. china will give lip service but they will at the same time have thousands of children in africa in mines working for slave wages because we're pushing electric vehicles. electric vehicles need cobalt. that's a reality. people need to be aware. china is benefiting massively under the green agenda the biden administration is putting forward. all the rare earths come from china. 70% of solar and wind is manufactured in china. china is thrilled we're going green. they will profit. >> bill: they'll build new coal plants too is what they've been talking about lately, too. a long winter for different people in different parts of the world. what does it mean with a global catastrophe. >> in order to sell this agreement the u.n., biden administration has to do two things. they have to scare american people, scare the world and make fossil fuels unpalatable. they've made them the enemy by limiting supply and driving up the price. people are angry and rightfully so. it's not the fossil fuel's fault. the biden's administration deliberate effort. climate change is not a hoax. climate change panic is so overblown it is hyperbolic and silly. congresswoman aoc said the world had 12 years left to live. last week at a congressional hearing she said in 16 years parts of america will be uninhabitable. those two things are contradictory don't jive but made up statistics. in 1989 -- the u.n. in 1989 said the maldives would be under water. in 1989 they said the maldives would be under water. no one ever has to retract their statement. no one ever has to say gee, we got the math a little wrong. you put out these nonsense reports and expect people to give you power because they are afraid. kind of like covid. >> bill: we'll see what comes of this. nice to have you on today. daniel could read about 17 different things this morning that tell you it is getting closer or it might never happen. what is your take where this is going this week? >> i've always felt they will eventually have to do it because to not do it would be an epic failure of epic proportions. they control the white house and the house and the senate. if they don't do this the level of incompetence required, i don't know biden has demonstrated that level of incompetence yet. but we can wait to see. if you think about it even if they succeed this is way below what they wanted. if you think about this bernie sanders wanted $6 trillion. biden wanted 3.5. they get 1.5, 1.75 something like that and it was just the tip of the iceberg of what they wanted. they wanted to pack the house and pack the senate. wanted to get rid of the filibuster to pass through all this radical agenda which they can't do because of sinema and manchin. they wanted to pack the security and add d.c. as a state. all of these things will not happen. so really this is -- if this happens, the scaled back bill will be the high point for liberals of the biden presidency. no next step to give them a victory. >> martha: some indications progressives are getting closer to agreeing to some version of this. it looks like as you say they have to pass something. they really can't come away with nothing with the house, senate piece of legislation in the mott earn history of this country to transform the role of government in protecting the needs of working families. >> martha: salvaging what they can here. as you point out, sinema and manchin have been the bull work against the larger part of this. get your thoughts on this. 54% say they disapprove of the job that president biden is doing. that has moved 6 points since august and then this one just 37% give the president high marks for being competent and effective. i think that's a big issue in terms of confidence in this presidency as far as these numbers tell us, marc. >> you are 100% right, martha. it looks like the republicans might pull out a big upset in virginia tomorrow. all of this started with afghanistan. if you look at biden's approval. that fell august 15th. that day his approval was 50% approval. pretty solid. 55/40 before kabul fell. majority approval on the economy and fighting terrorism. afghanistan after the floor fell out from under him. not only has his approval gone down but a poll two weeks ago under water on every issue. as you point out the most devastating number is only 37% of the american people think he is competent. when the american people decide you are incompetent it is very hard to recover from that. they have made the decision that he can't run the government. the other number there is only 37% think he can handle a crisis. that's the president's job. to handle crises. so all of this started with afghanistan. i know voters in virginia aren't voting on afghanistan. they will probably not vote in the mid-terms of afghanistan but afghanistan was the tipping point that made the american people realize this president is incompetent and we can't have an incompetent leader without any checks and balances. >> martha: an interesting assessment and in terms of virginia that's about when you start to see the polls shift in virginia as well. when you get the afghanistan debacle in terms of our exit from there we've seen movement across the board in the other races as well. it is about education to a big extent in virginia but also about the things you are talking about here this morning when you look at the trend lines. >> bill: polls open tomorrow in virginia at 6:00 a.m. and close at 7:00 p.m. 13 hours on the clock. ready to go on the air at 7:00 tomorrow night. with regard to the build back better plan. some of the way they try to pay for this has never been done before. and you wonder whether or not this is really the plan that's going to be able to be passed by that slim of a majority in congress. i think it is still a 50/50 proposition. >> martha: when you look at the things that got peeled back. individual increases in taxes, corporate income taxes that were all peeled back by senator sinema who said she wasn't having any of that. little by little they picked off all the ways to pay for it. those are off the table and we'll still do it. they find these new creative ways to figure out how to tax wealth or assets that aren't realized yet which is -- >> bill: we've never had a system if you make over x amount of dollars you will be charged a surtax of 3%. we've never had a system where companies that make a billion dollars a year have to pay a certain percentage to the government. we've never done it that way before. we'll see whether it sticks or not. >> martha: one last thing with regard to that. interesting the president said i'm a capitalist. i want people to succeed. if you want to be a billionaire, more power to you. you want to be a millionaire, more power to you but we'll make sure you pay your fair share and a lot of these companies and people look at that and say that they are already paying the lion's share of the tax burden in the passing a voter suppression law and taking the state back on coronavirus. set trump aside. set him aside if you want. glenn youngkin opposes a woman's right to choose. downplays the coronavirus. doesn't believe in mandates and a voter suppression law. number one priority for the state of virginia. that's what is at stake. >> bill: biden won the state by 10 points 11 months ago and he won loudon county where education is a big deal by 25 points. early on in the night, matt, we'll get an idea how well this thing is going. speaking of education, "meet the press." terry mccauliffe talking about his own kids in virginia. >> campaign on a racist dog whistle like he started the campaign when talking about election integrity. we have a great school system in virginia. dorothy and i raised our five children. of course parents are involved. the question should be could an extreme republican bill that would allow parents to take books off of shelves, should that be left to the hands of parents or school boards or who do it ever day. >> bill: a cleanup in aisle four from the debate a month ago. now mccauliffe has five kids. four of five kids have gone to private schools in the d.c. area. matt. >> exactly. how would he know about what virginia schools are actually like? i think to your point loudon county, this is not a republican area. at best it's democrat. the last time a package being debated in washington, the build back better agenda is extremely popular and a lot of those policies are what terry mccauliffe wants to do in virginia. so i think people can set aside the sausage making in washington and what's going on in this race and it is critical they turn out. matt knows this. this is the most fun, nervous part of a campaign the last 36 hours. young people with a department of public safety. it is seen as the first test of reform efforts sparked by the police killing of george floyd last year. garrett tenney on the ground with the pulse of what's going on there over this really big issue. hi, garrett. >> hey, martha. this vote has gained a lot of national activity. activists believe if they're successful at dismantling the police department in minneapolis it could pave the way for similar action in other cities across the country. tomorrow voters will decide if the city's charter should be changed to remove a requirement for minneapolis to have a police department with a minimum number of officers. in its place would be a department of public safety. but what exactly that looks like is not clear because there aren't any details or specific plan outlining what this new department would look like or how it would operate. those who are pushing for it to pass argue it would be a more comprehensive public health approach to public safety. >> so what we want in minneapolis is to be able to have a department of public safety that meets the safety needs of the city. that means we can add qualified professionals like mental health providers, like homeless outreach coordinators and substance abuse specialists to work alongside police officers and to be able to be deployed where it makes more sense for them to be there and not a police officer. >> the lack of a concrete plan is causing a lot of concern for voters here, though, particularly black residents who have been impacted the most by the city's surge of violent crime. a september poll of likely voters found while overall voters support replacing the minneapolis police department among black voters nearly half said they're against it. reverend tim christopher said reforms are absolutely needed but there is no question that his community needs the police. >> let's call it what it is also. they can pull back on talking about no, it's not abolish. no, it is. we're talking getting rid of the police. so the next thing is this here. if we get rid of the police, the next day after the election, if that goes through and the police walk away, what do we have? the latest. good morning, david. >> hi, good morning to you. since 1973, there has been a big question about roe versus wade. when will it come before the high supreme court? today is not the day but we'll hear about the texas abortion case. two lawsuits mainly procedural in nature. i want to show you a live picture right now kind of a high and wide shot of about 200 people pro-life and pro-choice outside of the supreme court. mostly tame at this point. right now, though, this texas law known as the fetal part beat law bans abortions after the six-week mark. today's arguments are procedural and are not to either allow the texas law to continue or stop it. many of the roughly two dozen abortion clinics in texas say they have turned away patients forcing some women to go out of state or unwillingly continue their pregnancy. it allows abortions for medical emergencies no exceptions for rape or incest. there is no record of justice brett cavanaugh when it comes to abortion cases. we'll of a lot of people. what can you add on this possibility? will the administration go forward with it? >> well first of all it should outrage every american. i think about the hard working families in my district, bill. the average median income in new york's north country is $45,000 per household. this administration, president biden is considering giving 10 times that, $450,000 for people who broke the law. illegal immigrants who came to this country and did not abide by the rule of law at the same time as we're facing a historic border crisis with the highest number of illegal crossings ever in the month of september. so this would just exacerbate the already crisis that we're seeing on the southern border. and frankly, we're a country based upon the rule of law. this is telling every american you will be rewarded for breaking the law. those that abide by the law are at a disadvantage. it should outrage every american and house republicans will oppose this. we've spoken out i'm in my fourth term in the house. the devil is in the details. there are a lot of details they have to work out. what's important for the american people to know is that the legislation democrats are considering is the largest tax increase in our nation's history and the largest spending package in our nation's history and also riddled with far left socialist policies like mass amnesty, elimination of the bipartisan hyde protections insuring taxpayer dollars don't go to fund abortions and policy after policy that as the american people learn more about it they don't support. what's interesting is the democrats are being controlled by the far left socialist members. not your grandfather's democratic party. they're having to appease the left. i always think it's important that american people know that we're talking about thousands and thousands of legislative pages. if democrats force this to the floor in quick action, their members will not have had the opportunity to read it. so we will have the same experience we had when they passed obamacare when they didn't read the legislation. this is bad for america. democrats don't have the votes but the american people about the number of fire departments not able to respond in the same timely fashion than they would be. certain fire department companies are closing in new york city. the vaccine mandates are unconstitutional and again it is exacerbating an already tenuous situation as we face a labor shortage with first responders and law enforcement officers across the country. it makes new york less >> well, martha, that's exactly what the advisory committee of the fda was asking and answered it 17-0 thumbs up. i know a number of the people on that committee and admire them. their thumbs up is good enough to me. there is a variance within the committee what it means. the cdc will take this up this week. dr. cody meissner, the head of pediatric disease he voted thumbs up because he wants high-risk kids to get this. kids who are obese or kids with diabetes and chronic conditions. we've had 8600 hospitalizations among the 5 to 11 group in the united states. the vast majority of kids get a very mild case. but we can figure out who is more at risk for a higher risk for a severe case and he wants all of those kids to get vaccinated. i think he is right. i think that if you roll it out in that direction first you build up more and more safety data that's going to show that this is a very safe vaccine for the 5 to 11 group in millions of kids and then everybody should get it. one more thing. it should take place in the pediatrician's office where it will be refrigerated. small needle, parent, child and pediatricians. i want pediatricians in on it. >> martha: the big deals are with the big pharmacies to have the vaccines. it will be interesting if the pediatrician can give it to them. the absolute right place for that to happen. one more question. what if your child already had covid and gets tested for antibodies and has them? should that child also have a vaccine? >> martha, that's exactly what i was going to say and the question i want the answer. the answer is they should and they're not. one of the problems in the united states is my way or the highway. 2 million kids have already had covid. i want that factored in and i want the cdc to say maybe wait a while or maybe get one mrna shot that cements immunity. we have gotten that wrong from the beginning. we aren't doing enough testing and aren't factoring in natural immunity at all and it should be part of interesting to note the california versus florida record and you see all of these glowing media reports for gavin newsom. in california the numbers are dropping dramatically in terms of covid cases. same thing happened in florida. the reports coming out in different media outlets that applaud newsom and don't mention the recovery that has been very quick only two months in florida. what do you make of that? >> i think governor desantis is looking quite good now and his surge in general. pro-mask and pro-test and pro-testing. he rolled out the antibodies for people who got covid and kept them having milder cases. milder cases overall. the wave is down. lowest in the country in outbreaks and brings up an important point. no mandates. you can suggest and recommended but no mandates.
