what it is that joe manchin needed to hear to support both the infrastructure plan and that multi-trillion dollar progressive wish list and manchin thought about it before deciding he is a no explaining himself in a statement that said what i made clear to the president and democratic leaders is that spending trillions more on new and expanded government programs when we can't even pay for the essential social programs like social security and medicare is the definition of fiscal insanity. manchin's vote doesn't matter today, though. even though there is bipartisan support for infrastructure, progressives are threatening to kill that bill in the house unless they get something else, 3 1/2 trillion dollars worth of a long progressive wish list. it is an all or nothing strategy that has some moderate democrats now looking for more leadership from the president. >> i think this is his agenda. he said that very clearly that he wants both these bills done. come and tell us what, do you want us to wait for the whole thing or should we vote on this part of your agenda today? i want to hear that clearly. i hoefp he says let's vote on this bipartisan infrastructure deal now and fight another deal another day. i need to hear that clearly from him. >> officials claim that 3 1/2 trillion budget they like really costs zero dollars and claim the plan has broad public support. both of which republicans doubt. >> the american people aren't morons. they don't have time to read aristotle every day. they know this is not free. >> president biden pitched himself before he got here as a man who could draw upon decades of experience making washington work and after trusting nancy pelosi and chuck schumer to deliver this for him, his problem right now is with other on the pickle the democrats find themselves in. what will happen today on the floor? with nancy pelosi bring up the infrastructure bill for a vote? >> you know, i wish i had some popcorn and were sitting in the democrat conference right now to watch this go down. who knows, dana? i don't think we know. it is scheduled to go for a vote but we'll see what she does. sthe is famous for saying she doesn't bring the bill unless she has the votes. doesn't look like she has the votes. a number of my republican colleagues thinking about voting for it, this is a gateway to a 4 1/2 trillion dollar monstrosity broken in two and what's really a shame here, we need infrastructure. the chinese are running laps around us in terms of their smart cities and what they are building around the world. we need this. but we can't have it hooked to this massive irresponsible social spending bill. >> bill: so you say we need it but publicly only seven republicans in the house have said they would vote for it. so if that's the case, this is all on democrats to get it done or not. >> that's right. to be clear i don't support the bill as it stands. what we need is infrastructure in this country, roads, bridges, ports, 5g. the chinese have built 18,000 high-speed, high-velocity electric lines for smart cities and we built zero. we need to get to an infrastructure package. unfortunately the progressives are the tail wagging the dog here trying to hang everything they can like a christmas tree on here and it is a shame. it will go down. >> dana: they might be the ones to tank it. let's ask you about afghanistan. a lot that was covered in the last two days of hearings. one of the most concerning things is what could happen in the near future in terms of tris. . -terrorism. watch. >> it's a real possibility in the not too distant future, 6, 12, 18, 24, 36 months for the reconstitution or isis and our job now under different conditions but our job to continue to protect the american citizens against attacks from afghanistan. >> dana: and will we be able to do that, congressman? >> that's the rub here. that's the fiction that biden is selling the country. you have the pentagon saying that al qaeda is going to come back. you have the intelligence agencies saying al qaeda fully intends to come back and attack the west again and you have the leader of al qaeda that has pledged allegiance to the leader of the taliban and you have a taliban caliphate with an army, fair force and international airport and maybe a central bank if they get their way to further their jihadi aim. the fiction that biden is selling we're just as safe, that we can conduct counter terrorism without boots on the ground. if you look at the map, we struggled actually and failed to keep the isis caliphate from rising when we pulled out of iraq despite having bases, locals on the ground, access from the ocean and in afghanistan we have none of that. i appreciate the candor from the generals briefing us on how hard that is going to be and how dangerous a situation this is. >> bill: 12 to 36 months will go by in the snap of a finger. listen, sir, i agree they did their befs to address the questions that were before them but the person you needed to hear from is not in that room. the commander-in-chief. he doesn't talk or take questions on this at all. >> that's right. it is clear that he didn't listen and say what you want about president trump, clearly he wanted to get out. we all wanted to get out. at the end of the day he listened to the advice he was given and left soldiers, a base and a functioning afghan army to keep a lid on terrorism. president biden didn't listen. i don't know who he is listening to. a lot of this smells like susan rice and john kerry who drove the policy in iraq that led to the isis caliphate attacks across europe and the united states. america's far left base. what is so upsetting to me it is not a matter of if but when we're going >> absolutely. look, actually her celebrity worked against her in this case. the reason is they used her celebrity as a way of justifying keeping everything secret. oh, it was all for her protection and her -- it was the free britney movement who got the media's attention to investigate. once that happened the doors were blown off of this and that's what has led to this situation now. so she has her fans to thank for this. >> dana: what do you think is next for her in terms of career move? this. the only way we'll save ourselves in the mid-terms is pass all the free stuff and people will reward it for us. no they won't. the small businesses with higher taxes, workers see their benefits actually read the darn bill. i tried to read parts of it and it is so obscure. we had one guy read part of the bill and stumbled in in bill if you violate an osha ruling, your fine is now ten times what it used to be. if it was a $7,000 fine, which was the average, you are now going to pay $70,000. >> dana: joe manchin senator from west virginia saying i'm a no on this. we know that progressives and maybe some moderates are mad at joe manchin. what i noticed today and not being subtle. they aren't hiding the fact they are oef mad at president biden because he hasn't been working the phones and giving speeches and it seems like the white house they basically said he is not going to beg. so what's going to happen? >> it is not just manchin, it is sinema. at best they've got 48 democrats in the senate and they need 51 to get it passed. they won't pass it under the current circumstances. i love it. they're now saying it is up to sinema and manchin to tell us how much money they are willing to spend and manchin says we need to step back for a minute and figure out let's take our time to figure out what we actually can afford to do and need to do. >> bill: he is pushing to get all the trump tax cuts reinstated. that's his substitute plan. call for number 4, very important now. 2008. obamacare, president's approval 52%. 2020 biden is at 43%. i looked at some of the state polling this past week. this is amazing stuff here now. state of colorado came out with a poll a state that biden won by 14 points. his approval rating in colorado is at 42%. north carolina that was razor thin he is 38%. in texas, a state trump won by nine points he is at 32%. iowa a state trump won by 10 points he is at 31%. i don't know what else is underneath there but none of that sounds good for a president who has been in office for 8 1/2 months. >> no. in fact if you look at it it is not just those states. you have to look if you are dropping in states all across the country you are dropping in all the states across the country and so he is underwater nationwide and underwater in critical battleground states that will decide the outcome of the 2022 senate races and he is going to be underwater in critical battleground congressional districts. the democrats will lose the house of representatives no ifs, ands, or buts about it. how many seats do they lose? a 63-seat wipe-out like 2010? i don't think so because the democrats lost 14 seats last time around. nobody predicted 63. >> dana: did you see kamala harris team hired a new image person and there as an article that shoipd that said that she is going to be the secret weapon for democrats to be able to keep the house and win back senate seats. >> that's probably somebody shifting the blame to her prematurely. let's make here the person whose responsibility to keep the house. if we don't win it we can blame her. democrats last week were talking about the 2024 presidential election and if joe biden runs. he won't be the nominee of the democratic party and neither is she. she has done nothing to get the american people's goodwill and he is a transitional figure. what is happening now with his inability to get things done and his mistaken belief that he was absolutely right on afghanistan, with the ignorance of what is happening on our southern border, with the back and forth on covid that has caused people to lose confidence in the thing he came into office that they wanted him to absolutely do, and then the growing sense on the economy things are getting away from us. bacon at a 28 year high. the whole good idea to secure kabul with the taliban surrounding you and what did you make of that exchange with mike gallagher, the republican from wisconsin? >> sorry, bill. thanks for having me. look, that just shows to me strategic incompetence at the highest levels. what happened with mckenzie and the taliban leader was clear. we know we've won this know, it is over to you to get your people out. willing to give us time and willing to give us the space to do so but we panicked. we panicked by closing in on karzai international airport without expanding the perimeter that was there and he basically said you can take the time you want to get out. that's the instinct i would have had. i don't think the president is commander-in-chief and he made that decision and wanted them to do that. here is the second part of this and it's very, very important and the concern i've got. this shows strategic incompetence at the senior level that sets a pattern. it goes back to eight years when he was the vice president and current nsa is the current one when he vice president. the comments made by bob gates about him and comments made by former president obama about him as well. what this means is the next time there is going to be a crisis -- i guarantee there will be a crisis, dana can confirm that and karl rove can confirm that. you have a crisis in the white house and it will come from somewhere you don't expect it to arrive and you better be ready to handle that in a moment's notice and it's setting a pattern that these guys are not ready to play ball at the strategic level. to me they don't seem to have it in them. look, when i was the chief of staff of the national security council and bring people into the interview room i said you don't get any training wheels in this job. you have to be ready at a moment's notice, get ready for a crisis and handle that. when i see -- they should have expanded the perimeter and told the taliban we would do it. it will take us until october 1 or december 1. they would have let us do it. i guarantee you. >> bill: "washington post" said the head of the taliban at the time said we have two options to deal with it. you the u.s. military take responsibility for securing kabul or you have to allow us to do it. maybe that all went down the way it has been reported and the military had its hands tied because every time they went back to the white house with a request, they were denied. maybe in the end there is the truth to all of this. >> that's the reason i'm talking about strategic incompetence and imbecile decisions made here. i guarantee you i know mckenzie and miller and austin. milley and austin worked for me in the past. they made their recommendations known. those were decisions made by the national security advisor on the recommendation given to the president of the united states and he was ob sti nanotechnology he was getting out at a certain date. he had the leeway and time to do it the right way. we created that panic, not them. we said we had to get out at a certain time. if we pushed out the perimeter and told the taliban who we negotiated with over the last year that we were going to do this "wall street journal" is talking about a moment of truth. it is. this early in a presidency. the cares act that was passed at the end of march really flew clue congress. through congress. we're waiting to find out how the money is being spent and a lot got folded in the infrastructure bill and a ton of money coming out of washington, d.c. the concern is interest being. -- interesting. with failure you don't get what you want, a, and b you put an imprint on your agenda for america to see for the mid-terms of next year. very interesting point. all right. you get a star. gold star. new lead coming in on the search for brian laundrie. f.b.i. confirming to fox it is looking at surveillance video from fort de soto park 60 miles away where brian and his parents stayed in early september. ted williams has more in a moment. first to phil keating live outside the home in north port, florida. good morning. >> good morning, bill. we have now confirmed with the laundrie family attorney that brian laundrie did obtain an at&t cell phone after his long road trip out west when he returned to the house. but that cell phone is not with him right now wherever he is. it is in the possession of the f.b.i. that long road trip brian laundrie took with his girlfriend and fiance gabby petito a long road trip where she ended up dead. 90 minutes ago the parents left their house saying nothing to reporters and driving away. they've been in hiding inside their house as cameras and reporters are camped outside day in and day out. when moab police responded to that 911 call in august from a man in arches national park saying he saw a man slapping the woman in the face they cops pulled them over. laundrie explains that only she had a cell phone and he did not. family's attorney said he got one once he got home. the day he went on the alleged hike he left his wallet and phone at his parents' house. 75 miles north at fort de soto park in tampa bay is where they went camping three weeks ago. the family attorney says all three went there together and all three left together. the f.b.i. is in charge of this investigation and not really making any comments on specifics, there are vounl tiers out in various locations all on the hunt for laundrie. wednesday afternoon a private canine team went on a boat to get to one of the small islands at fort de soto looking for any evidence to tell anything about brian laundrie and dog the bounty hunter and once again brian laundrie was not found. laundrie is a person of interest in the disappearance and death of gabby petito and before he disappeared he never spoke to investigators about what happened. the 22-year-old's body was found at the teton national forest in wyoming 11 days ago. the coroner or the f.b.i. has specified exactly how she was killed. bill. >> bill: thanks, phil keating. >> dana: ted williams, is fox news contributor and former attorney and detective. he got the new cell phone but left it behind and now in the possession of the f.b.i. what might that tell the f.b.i., ted? >> hi, dana. i guess what you can say is that with the f.b.i. having this phone, that they are definitely scrubbing it to find out if it will give them some information. but this phone that he was alleged to have purchase from the at&t store there could just be another one of the smoke screens. what i find very difficult to perceive and believe is that you have a woman who has lived in your home for one year, over a year. she goes missing and the family goes camping while she is missing? that just does not make any sense. it doesn't add up. >> bill: so you believe more than likely he is alive and on the run, is that right, ted? >> i believe, bill, that more likely than not that he is alive. they have searched this swamp in the carleton resort there and they have not found anything in that and that may be another one of the smoke screens. i also believe, bill and dana, that the family knows more than they are actually telling the authorities and from what we've been told, they are not even cooperating. i find that also very difficult for someone to not cooperate when in fact this woman lived in their home for over a year. >> dana: on the search, they are using dogs as part of the canine unit. take a look at this, ted. all right. >> out here at the island. this would be and could be a perfect spot for him to hide. not too many people out here but there are a lot of environmental things that we'll fight. >> dana: they're using the canine unit. he said it took an hour for a human to get through this one area and a dog five minutes. that helps in terms of narrowing down what they might be able to find there. >> yeah, it may if the dogs can pick up a scent. i see these so-called bounty hunter involved in this search and look, this is a real life situation. this is not a made for television movie. this is not a circus. i hope that if dog the bounty hunter comes up with anything that he will turn it over to the authorities. by the way, dana and bill, speaking of the authorities why in the hell didn't they keep an eye on brian laundrie early on? >> i think it's bad energy policy. for the last couple years europe has sold their soul to the gods of climate change. they've closed down production. they have discouraged investment in fossil fuels and that has led to a tightness of supply around the globe. people were way too optimistic how easy this so-called green energy transition is going to go. what they've been doing is they've been destroying production of things like oil and natural gas faster than they are building replacements and on that path you are seeing a black lash to the global economy. it's a big threat and getting very acute in europe. if we're not careful it will happen here next. >> dana: a lot of environmentalists will push that. that's not true. you saw this in this report that came out of texas from that big freeze last year. can business people or others prove that this move to renewables might be happening too fast to keep up with demand is actually exacerbating the problem? >> absolutely. in fact, in europe they are basically admitting that was the problem. if you look at the shortages that we're seeing in the u.k., for example, that was directly caused by the fact that the windmills and wind turbines were not turning because there was no wind. the lack of sun hurt the amount of fuels from solar panels. so they already know it is a problem. they are admitting it. they're saying it can all be fixed but that does not bode well for a lot of people. what's happening in this green energy transition is the biggest transfer of wealth of poor people to rich green energy people because that's where the money is going. they are getting billions of taxes while the poor people are getting stuck with sharply higher energy prices. >> bill: goldman sachs is saying we could be paying $90 a barrel by the end of the year and higher gas prices and probably right about that. that's the trend. this is what you write. with some weather forecasters predicting -- we could see heating prices double and triple and shortages in parts of the country unless the biden administration treats it as the emergency it is. what are their options? >> their options right now is get off the energy industry's back. what's happening in china and europe right now we're seeing rolling black-outs and people in gas lines in the u.k. we're seeing russia basically hold europe hostage over natural gas supplies saying you want more supplies? lock in a long-term contract at record highs. we have to say to the u.s. energy industry this could be a national emergency instead of imposing new taxes on royalties for oil production and carbon taxes we should work with the cleanest-producing energy country in the world, the united states and have them alleviate this shortage and don't demonize oil and gas. it is one of our greatest assets and can help with the transition to climate change if you do it smart. >> if you still had the keystone pipeline going the direction it was going. administration that still supported fracking would we be facing this near-term future we're looking at? >> absolutely not. in fact, we have seen more discouragement investment in the last couple of years and i can give you a list of hedge funds and sovereign wealth funds that were going to invest in oil and they are not anymore because of the climate change concerns. that is leaving a shortage of investment. when you don't invest enough to keep up with growing demand you get shortages. when you get shortages this is what you see, price spikes and big issues with the economy. china it's already impacting their economy. we saw for the first time in many months manufacturing sector actually sbeent contraction. why? they can't keep the lights on. this should be a warning sign for us here in the united states. >> bill: important stuff. >> dana: absolutely. thank you so much. >> bill: very good job explain that. the keystone first executive order signed on january 20th. and as a result what is the administration doing? 3.5 trillion reconciliation bill. that's the agreement that was made and the agreement must be kept. physical infrastructure is important but combating climate change and helping families is more important. joe manchin said spending trillions more on new and expanded government programs when we can't pay for the essential social programs like social security and medicare is fiscal insanity. the democrats find themselves in a little bit of a pickle. matt, how do you think it plays out today? >> well, it is probably going to end one of two ways. either speaker pelosi will hold off on scheduling the vote on the infrastructure bill in order to give more time to try to get all this sorted out, or she will hold the vote. unless some republicans show some spine there is a group of 29 problem solver republicans who should support a bipartisan infrastructure bill that mitch mcconnell voted for. unless that happens it is likely the bill will fail. it doesn't mean it's dead. the speaker could bring it back up again. she doesn't like to do that. unless she gets some sort of deal you will probably look at a delay. >> dana: looking at the coverage this morning even senator schumer is questioning nancy pelosi's tactics on this, josh. tell me about the problems and why the republicans and problem solvers congress and what does it mean for the president's approval rating that has gone down quite a bit? if he doesn't get this passed, what happens then? >> this is what happens when you have a party that consists of a self-described socialist like bernie saernsd and a senator from west virginia the state trump won by 40 or 50 points. you have to square that together. i don't think democrats read their political mandate effectively. you have a bipartisan infrastructure bill on the table that 19 senate republicans already supported. it has bipartisan support. this is where presidential leadership matters. if biden earlier on said look, i want this infrastructure bill passed and spent political capital on getting the progressives in line and promising they'll deal with the larger social spending bill down the road, that may have been a viable political outcome. instead he raised the expectations so high among progressives that there would be the opportunity to pass trillions and trillions of dollars in spending that now i agree with matt. i don't think there is any way you get any kind of infrastructure bill passed today. it will be punted down the road at best and a lot of opportunity for political backlash if nothing gets done. >> dana: what about president biden's involvement, matt? something more could have been done? some democrats are frustrated feeling like it left them hanging out there, especially the moderates. >> one thing the president doesn't like to do is negotiate these kinds of deals through the press. so he doesn't speak to reporters every time he has a meeting with senator sinema or with the progressive caucus leader. he is trying to make it happen in the way that he was accustomed to as vice president and the senator. you get in the room and try to cut a deal and negotiate in good faith. josh is right about one thing. the democrat coalition is very, very broad. we have a very big tent and there are people who call themselves loyal democrats in that tent who disagree passionately on stuff. i think it's very hard to get to agreement when we can't lose a single democratic vote in the senate and only lose three in the house. >> dana: josh, this is not the progressive wing of years past. they are mightier, they are more popular, they have put themselves out there saying they will not vote for this. do you think ultimately they would or will they hold strong this time? >> i think there is a number of terrorist organizations that want to get safe haven inside the territory of afghanistan to plan these kinds of threats. so when the president wanted to say this summer going back to april he wanted some sort of weird headline that we would have no troops there and no intel on the ground by the 20th anniversary of 9/11 so that the taliban could come back and reestablish the kind of territorial uncertainties and ungoverned spaces that would allow groups like al qaeda and isis-k to plan attacks? this is moronic foreign policy and the president needs to explain what the plan he has i'm worried about that across kitchen tables across america. only 3% of the debt that we're talking about here is incurred under the biden administration. and this is about not as we go forward. this is about paying the bill the way you have to pay your credit card bill, so does america. as i've said to you before, the 14th amendment says full faith and credit of the united states of america shall not be in doubt. for some reason we've put ours efs in a situation to vote on this each year. we'll have to examine that process but for now yesterday i was very proud of the members once again lifting the debt ceiling. as you recall we did so the week before with the continueing resolution to keep government open and 100% of the house democrats and then 100% of the house democrats voted -- the democrats voted for it. the republicans voted against it. 100% of the republicans in the senate voted against lifting the debt ceiling and keeping government open even though many of them in the house and senate had families in their district suffering from hurricane ida, many of them wanting to help the afghan evacuees in our country. nonetheless, it was a good idea to vote no. hopefully today on the cr they will vote yes. i hope it will be a positive bill. you have come here what else comes next. we have two items that -- well, the bipartisan infrastructure bill and the reconciliation. i just told members of my leadership the reconciliation bill was a culmination of my service in congress. it was about the children. the children, the children, the children. their health, it's about health, education, the economic security of their families, a clean, safe environment which they could thrive and a world of peace they could succeed. this is more about the domestic parts of that. so we will not have a reconciliation. we will have a reconciliation bill. that is for sure. today the question estion is ab are proceeding in a very positive way to bring up the bill of the b*is to do so in a way that can win. so far so good for today. going in a positive direction. it's impossible, though, to persuade people to vote for the bif without the reassurances that the reconciliation bill will occur and it will. we cannot because of rules of the senate in terms of parliamentarian having to pass on any bill and lack we cannot guarantee what i would hope in terms of having a more legislative forum. nonetheless the framework if it pleases and okay with the president of the united states, who has this vision for our country as i've told you before. he said i want to work on the bipartisan bill for infrastructure but i will not confine my vision for america to what is in there. we have to build back better. and to do so in a way that honors our climate goals, honoring our responsibility to our children to convey this planet in a responsible way. it does show that it affects the needs -- not the needs but the opportunities for working families with issues. so all jobs, green technology. jobs for women in the workplace, dads who may need home help so all the things, child tax credit, child tax care, childcare issues that relate to universal pre-k, home health services. if you have a senior person with a disability in your home. some of you know this, every time you come here but i want to make sure that it is reinforced as to why this is important because it's jobs for women. it is jobs for people who have been previously underrepresented build back better. when you build the infrastructure of america you do so with a workforce that has workforce development and can be involved in those decisions and it has a justice to it that the president has insisted upon that we aren't building wales in the past and separating communities and perpetuate environmental and justice but instead build back better. with justice. and then, of course, the healthcare issues which are so important, an expansion of medicaid, strengthening of the affordable care act. expanding benefits for medicare and all of that as part of the health piece. those are jobs as well. so again i think we're in a good place right now and making progress. i can't stay here too long because i have to deal with step-by-step with this but i am only envisioning taking it up and winning it. >> madam speaker. you have a senate problem on your hands. joe manchin said
