17,000 migrants that were under the bridge they are ultimately in del rio, 2,000 of those got sent back to haiti. that should be the surprise. this is the first time that the administration was deporting anyone back to country of origin. so more of that needs to happen. as long as folks are coming in and getting leased and given court days years on end this will continue to spiral. >> there are a million and a half immigration cases back logged. 2 1/2 years for a case to be heard and an unknown percentage get to stay forever. officials are defending something else that is in conflict with policy elsewhere in the government that people arriving in the united states from other countries must test negative for covid first. >> we concurred with those recommendation and made patrol agents on horse back. how can they expect to have any kind of fair outcome to an investigation when the president of the united states has already declared their guilt and that they will be now. with the men and women of the border patrol, the group you help lead, under a consequences warning from the president of the united states. >> you know, that's ridiculous. this job is hard enough as it is. i was talking to a co-worker earlier this morning and she said it best. under president obama, things were difficult but we pushed through. under this administration it's disastrous. agents are unable to do their job because of fear of people persecuting them and attacking them for actually doing their job. what these horse patrol agents did was within policy. they did nothing wrong. they did not abuse anyone. but here you have the president of the united states, the man with the biggest microphone in this country, condemning them without knowing the actual facts. here we have mayorkas that has also spoken bad about them. he tried to back pedal a little bit but it was a little bit too late. and he has access to the actual training manuals. he has access to the agency heads so he can ask direct and specific questions of what is going on. but what can we expect when they are releasing so many individuals pretty much with an nta with hopes and dreams that they show up to their next court date? you mentioned the 12,000 haitians. that's just a small number compared to nearly 1 million that have been released under the administration from january until now. and those 1 million, none have been checked for any kind of viruss. >> harris: i want to unpack that. >> i'm all over the place today. >> harris: that's the lane i want to drive hard in. that number i hadn't heard. it is 1.5 million since the president got into office and allowed to come into the country and have a fantasy that they will show up for court dates. the percentage for people who don't, oh, yeah, it's actually above 60%. on average it takes 891 days to complete an immigration case. even if they do get to court it is almost 2 1/2 years for them to get through that process. but the number that you threw out, art, was one million who have been let into the country. are we not sending anybody back at this point? there have been a few thousand of haitian migrants. they just got here and they are part of what's been flowing that had really difficult optics for this white house. but why weren't the optics as bad when they were dropping babies over the wall, mom trying to get them into this country drops a little one and our border patrol agents are there for that rescue? >> the optics weren't there because they couldn't make the border patrol agents the bad guys. right now they are trying to make the agents out there putting their lives on the line as the bad guys and that number comes from over 600,000 that were -- that came in through the process and were released but you have to remember over 300,000 gotaways. obviously that's a made-up number what they think it is. the gotaway numbers they can't even detect. you have to put those in there and that's why the number is so controversy broke. i'm a little confused about he knows the manual, he knows the standard operating procedure but not a problem until the president didn't like it. he responded to governor abbott who said the administration is failing to secure the border. >> they have created a magnet that led to these massive groups of haitians as well of other groups coming here for one reason, because they have sent a message and a signal to the entire world that they are not going to secure the border. >> this is nothing new. we've seen this type of irregular migration many, many times throughout the years. >> harris: art. >> the migrant protection program that was established under president trump was something that not only deterred these individuals from the false claim but it also helped fast track the people that were coming in. what this has done it has bogged the system, you have hundreds upon hundreds of thousands that have come in and like you said, they will wait two or three years before their court cases are even heard and that's even if they show up for court. that's a serious problem. >> harris: real quickly you mentioned covid. do we have any idea how many people percentage-wise are being tested for covid out of that million that you say are perhaps in our cities and counties around the country? >> the only way they are even remotely tested is if they show any symptoms. i will add. when you are releasing a million into this country without any vaccines but you are enforcing vaccines on the men and women that protect our nation's borders, that is a pretty hard pill to swallow with these individuals. >> harris: put your mind around that for a quick second. if they don't want to be noticed because they don't want to go to a court date they aren't going were passed in the ways and means committee the program ends in 2025. if it's renewed the unfunded costs will be much more. for medicaid and medicare expansion delaying the phase inof gent all to 2028. free community college, the federal government pays 100% of an average state tuition in fees in 2023 but only 80% by 2027 leaving states to shoulder a growing cost. few more shifts to state as the gas prices going from $2 a gallon to $6 in some areas is shocking. whether you can afford to do that. you have to choose between the dinner table or gasoline. i remember that as a kid during the carter years. it is shocking and debilitating. so when we look at this i'm also amused at nancy pelosi the queen of you have to vote for the bill before you know what's in it that there is such a lack of connection between the long-term impact of this and what this money means. the numbers are so large it becomes like water that it is just turn the faucet on because they know -- >> harris: it is to her husband's work. so you are looking at a disconnect between what real life is between us, the normals, and these individuals who are looking at this is an opportunity to move our agenda forward, >> tech: that's service you can trust. >> singers: ♪ safelite repair, safelite replace. ♪ [people shouting] >> harris: they are screaming my body, my choice. new york city's vaccine mandate bringing out protestors at a mall food court over the weekend. it was supposed to be a fully vaccinated environment. hospitals across new york state are bracing for possible staffing shortages and statewide vaccine mandate for healthcare workers and hospitals and nursing home takes effect today. one hospital worker didn't hold back. >> it's a terrible situation and it is supposed to be happening in the name of health and it's just not going to raise health at all in our state. it will be a very big problem for people as, you know, heading into this time of year where everyone tends to get sick. >> harris: alex hogan is live in new york city. alex. >> hi, harris. mandate does not just affect hospitals, it is really all long-term care facilities as well including assisted living centers and veterans homes. governor says she hopes everyone will get the vaccine but if not, the state is ready to step in. medically trained members of the national guard are on stand by as well as other professionals from other states, retired workers and now even new employees entering the workforce. the state's emergency plan would bring them all back to fill gaps in potentially surgeries and procedures that could be shut short. most medical workers are vaccinated. 84% of state hospital workers last week. 89% of staff at long-term care facilities. every single person will need to show proof or face termination. if they are let go they won't qualify for unemployment insurance. now more locally a similar mandate was supposed to go into effect today for teachers and staff in the nation's largest school districts. originally anyone unvaccinated in the new york city's 1800 schools would be suspended without pay. however, a federal judge blocking the rule over the weekend at least temporarily but that's not before thousands of workers got their first dose. >> even on friday and saturday we saw the number of vaccinations in the department of education shoot upward 7,000 more vaccinations just in those days. >> a hearing in front of a three-judge panel is scheduled for wednesday morning. the united federation of teachers union says it hopes the delay will give the department of education more time to prepare for possible worker shortages. now as far as the medical field, this strain could be felt again very widespread across the state. one county as of last week only had 56% of its workers fully vaccinated at the time. harris. >> harris: thank you very much. let's bring in the power panel now into focus, sean duffy former wisconsin republican congressman and fox news contributor. crystal knight former political director of priorities usa and founding executive director of emerge tennessee. great to see you both. sean, i will start with you. 84% state hospitals the employees are fully vaccinated as healthcare workers. 89% at long-term care facilities. those are some big numbers when you consider how botched the messaging was out of the white house because i guess they didn't like it was a trump-backed vaccine. new york is doing very well. what do you make of the mandates >> even going back to the protest in the mall, you have a lot of americans who say listen, i will stand up and inspire others to fight for freedom and liberty and push back on these oppressive mandates. when you have 10 or 15% of healthcare workers that actually leave the hospital, harris, that has real impacts on hospitals' ability to care for the sick. what do these 10 or 15% of healthcare workers know that we don't know about the vaccine that would cause them to give up their jobs as opposed to get the vaccine? what concerns me in new york they will bring in new graduates from college or they will bring in foreign workers. both don't have as much experience or expertise as current workers in the hospital. those who have to use hospital facilities are going to have less quality of care because the training of the doctors and nurses isn't at the same par of those kicked out of the hospital? >> harris: it is a complicated issue. you have a tremendous amount of people in the facilities that are covid positive and no denying if you are alound them their viral load will make you sick. hospitals are already protecting their healthcare workers. is it enough? what are your thoughts on it. >> it is obviously not enough. over 600,000 americans have already died and we're still talking about people who are refusing to get vaccinated. i believe that the mandates are proper and because 89 percenters of people being vaccinated is a high number. i agree. what about the other percentage of people who aren't? the question is if these are the same people who are caring for people who are coming in with the delta variant and coming in with covid-19 having to be on ventilators why won't they get vaccinated themselves to help save even future lives? >> harris: let me step in there. i have talked with nurses and doctors and done 11 pandemic specials for the network here. no one is considering this. i do think it's an important point. nurses and doctors some have told me that there is immunity that happens when you get covid-19 and it may not last as long as we would want, some say between 3 to 6 months. so that's not even as long as potentially the vaccine but they say in that environment they go to places all over the world visiting as medical professionals and get exposed to everything and they for some of them choose to have their immune systems fight this off over and over and over because they are hoping immunity actually grows within that population. it's an argument that i had not heard. it is one they say is based on science. and i think it needs to be in the conversation because immunity is worth knowing about and these are the professionals as you say, sean. what do they know that we don't know?
