>> a bit of a stunner in the oval office. certainly something i've never seen and i've covered four different white house administrations. usually when the president and another head of state welcome a journal endafed the oval, both sides allow a couple of questions from their countrymen. today, british prime minister boris johnson gave his side a couple of questions but when it was time for u.s. journalists to ask questions of our president, this is what his handlers did. >> mr. president, what's your reaction to the images from the southern border? >> they have got it under control. >> we'll get it under control. >> so he says they will get it under control. a lot of people wondering what does that mean? by the way, getting back to that oval office exchange cbs actually filed a formal complaint -- complaining about a lack of access. when they don't give you a lot of information it's perceived as a wanton disregard for the press which not only flies in the face of how they said they would operate when they got to the white house, it's also a reflection, some argue, about how they feel about being held accountable and questioned by the american people. very interesting day. we'll see what, if anything, they can do to "get it under control." shannon? >> shannon: everyone who lives along that border, democrats and republicans alike are calling for that so we'll see. i'm going to talk to my journalist from the uk. all right. kevin, we'll see you in just a bit. dhs secretary testified in front of the senate homeland committee tuesday about threats to the united states. he also got grilled by republican senators over dangers posed by the situation building on our southern border. >> do you bear responsibility for the crisis in del rio, yes or no? >> senator, the smuggling organizations -- >> yes, or no, mr. secretary, do you bear responsibility for the humanitarian crisis in del rio? how many people have been returned, how many people have been detained, how many people have been dispersed the all points around america? >> senator, i would be pleased to provide with you that data. >> i want it now. why don't you have the information now? >> i do not have that. >> why don't you have that basic information. >> shannon: here's the latest on the border crisis. >> it's a manmade disaster. >> governor abbott from del rio on tuesday visiting the current epicenter of the ongoing crisis. flanked by state and local officials abbott slammed the biden administration for its immigration policies saying they led directly to the chaotic surge of haitians living in under the bridge. >> biden campaigns on having open borders in the united states. i'm sure most people when they heard, they had no idea it would lead to the top of chaos that we've witnessed just behind me for day after day after day. >> if we don't ask the question, why are we here? what caused this? we won't fix this problem. the simple answer is catching and release. >> as of tuesday afternoon, there were approximately 8,600 people still under the bridge. as overwhelmed border patrol agents continue to process them as fast as possible. >> at del rio airport today we watched as border patrol loaded dozens of migrants into a u.s. coast guard aircraft. their destination unknown. the migrants included family units, kids, and single adults. some of whom appeared handcuffed. at the rio grande governor abbott asked us to point out where ourxclusive fox news footage was shot showing thousands of migrants crossing unopposed into del rio on saturday. until hundreds of texans troopers searched the area and blocked it off. he says it was an example of texas having to do the federal government's job. >> texas don't need anybody's permission to protect texas. >> governor abbott said he never heard back from president biden when he reached out to him to ask for a federal emergency to be declared here in del rio because of the situation under the bridge here. we confirmed that yesterday there was a private contractor transport bus that was taking haitian migrants. the migrants on the bus had sort of a revolt. they overtook the bus, forced their way off of it and ran off into the brush. they were all eventually apprehended but texas governor abbott not happy about it. he said today he wants all of those migrants jailed and prosecuted. reporting from del rio, texas. >> shannon: the exploding border crisis, rising inflation, fallout of the withdrawal from afghanistan and the ongoing pandemic biden's address to the united nations called for unity on climate change. let's talk about what he didn't talk about today with former boris johnson adviser and former house oversight chair. welcome to you both. >> thank you. >> hi. >> shannon: let me read you a little readout. ben on the left side of the equation says this, after four years of bridge rantism biden not only said a new tonight but they brought a new agenda to the united nations. covid climate and democratic values. jason? >> yes. it was an interesting speech to say the least. however, you know, some of america's closest allies, specifically the british and the australians, were quite happy with that they were hearing but as you mentioned i'm not too sure how happy the french are but then again you can never please the french. it was an interesting day to see him pushing hard on climate. that was quite an interesting angle to go no and matching boris's push for them to double their input into the climate fund. so he announced some quite interesting things but it wasn't what we were necessarily dreaming of but it wasn't the worst thing. >> shannon: one of the things that he got criticized for was not calling out china and russia by name for their potential security threats that they present to the u.s. and to other countries around the world. what about it, if we're going to talk about climate change it seems like they would be one of the major nations that needs to be a part of that conversation? >> well, china is the world's greatest polluter, so when joe biden wanted to get back into the paris climate accord he was basically saying he doesn't care about china and he's not willing to hold them accountable. for years and years down the road. if you're not going to call them out for pollution, if you're not going to call them out for what they are doing, for a whole host of other problems with taiwan and hong kong and those types of things, i mean, joe biden didn't even mention them in his speech so he's obviously not very serious, given an opportunity on the world stage, to make a point. he didn't do it. >> shannon: because you're a member of congress and there has always been this fight in the past 20, 30, 40 years about immigration i want to ask you about some stuff crossing the wires. 20,000 haitians are gathering in colombia to potentially migrate to the u.s. now the a.p. is reporting this. it says haitian migrants camped at texas border town were released into the u.s. undercutting expulsion vows. a lot of folks will say congress has not got an handle on this. the president said today we're working to get it under control. what do you make of this news tonight? >> he's working to get it under control. where is kamala harris? she's supposed to be in charge and when you hear brandon judd is the head of the union, the border patrol council catch and release is not working, that's what's happening. they are dispersing these people into the united states of america, i'm sure they are deporting some of them, but the biden policy with kamala harris in charge is not working. it's a third world -- and we need the c.i.a., by the way, to brief the american people, brief congress, about who is funding, who is bringing the tens of thousands of haitians in mexico to the border. somebody is funding a big bill. who is knit >> how does the outside world look at this border crisis that the u.s. is having. do they take much of it? >> yes. one of the great examples, for example, they just announced my friends and family are allowed to come to america but if you cross the river -- it's strange why they are allowing them to get ahead of them and coming out about the head of the groups, oh, they weren't using whips and he said today, it was outrageous, using whips. the whole thing is a mess and i don't think anyone knows what's going on. >> we did have judd on last night. he said it was about training. you're trained to swing the reins to get people away from the horse for their own protection because they don't want people to be stampeded on. that debate will continue i'm quite sure. thank you both. . >> thanks. >> thanks. >> break tonight, not far from me, a female police officer is dead. local media is reporting that she was apparently guarding an apartment building. there are few confirmed details at this hour but washington police have now put out an alert for a white toyota camry with dark tinted windows. they are asking for the public's help in the investigation. we'll track that story. a d.c. police officer shot and killed. we'll give you updates as soon as we get them. a coroner in wyoming delivering the tragic confirmation of what many feared that a body discovered near grand teton national park is that of the young woman who disappeared on a cross country trip with her boyfriend. authorities say gabby petito's death is considered a homicide by her boyfriend. >> so far, coroner and the officials have not said how she died. the final autopsy results will likely reveal hermaner of death and tonight right now an intense search is under way for petito's 23-year-old brian laundrie who is named as patterson of interest. police are using helicopters, drones, and dogs searching. his parents face growing scrutiny for allegedly trying to buy him more time. his parents claimed he went for a hike last tuesday and reported him missing on friday. they embarked on a cross country van trip back in july. they got into a fight along the way prompting this 911 call on august 12. >> what were they doing? (announcer) go to golo.com to lose weight and get healthier. . >> shannon: a coroner in wyoming has identified the body found in the grand teton national park as that of gabby petito. her death has been ruled a homicide. let's talk to a pathologist. doctor, good to have you with us. >> good to be with you. >> the initial report from the f.b.i. denver bureau, they know it's gabby, but they say the cause remains pending final autopsy results so what happens now, doctor? >> well, what happens is clearly they have now ruled out that there was any kind of accidental fall. they have ruled out any kind of heart disease or brain disease that's natural. they have ruled out a suicidal kind of death. we're left just with homicide. so they declared it a homicide. thelu object like a rock. possibly even stabbing. but they don't want to make a final judgment, it appears, until they get more tests back, especially the toxicologist test to see how the death certificate should be worded. if there is any drugs present. but they already know that this is a homicide. they know what the cause is. most probably, in this type of situation, from my experience, would be some kind of compression, pressure on the neck, strangulation, but flailing around and causing a blunt object to the head could be something also. so they will let us know eventually, but they know now for their own internal investigation. it's a matter of how to word the death certificate g. so we have a bit of a time lean i want to put on the screen, different times we know the family tweaksing to gabby. what happened with the boyfriend, where he went, where the van showed up but the last time the family says they talked to her was on a phone august 25. there was a text that was suspicious. they aren't sure if it was her. her body found on september 19, there is a lapse of time that's occurred. can you tell us anything about how that impacts to the ability to collect dna, the composition of the body, whether it was outdoors apparently, how does all of that factor in? >> number one, the dna is going to stay despite any decomposition. normally, if the body has deteriorated a great deal, the soft tissues, skin and muscle, the dna can be extracted from the leg bones. that's not a problem. that stays good for decades, in the bone and teeth. she had other ways of being identified also. dental records that she had from dental identification. from x-rays that she might have had and also, she had very characteristic tattoos that show up on the video when the police interviewed her and her boyfriend. >> shannon: doctor, what about the dna from someone else, whether it's the boyfriend or someone else, also being present on her body after that lapse of time? >> if there was a thinker person involved? >> shannon: right. whether it was a boyfriend, whether it was someone else, would there be after all this time still dna on the body, clothing, that would help to lead police to the right suspect? >> since they lived together, so much time together, having hairs or dna from the boyfriend on her clothing, which could be found, wouldn't tell you who has done it. the only thing that would come up with the dna, if there were a thinker person, his dna on her body, her clothing, or in a rape kit, for example, is -- tells you that they have been together previously. if a thinker person came along and got involved, that dna would say, yes, as a homicide, but the person who did it is not the boyfriend. it's somebody else. so the dna is going to be tested just to rule that out also. >> any idea on a timeline, having done so many of these cases yourself about when we may learn more details. >> i think yesterday, when the f.b.i. and the coroner and the doctor looked at the body, they would get a sense of how long the composition has been. and that depends largely on the weather. how hot it was there. how much rainwater there is. so more decomposition the longer she was dead but more important will be an examination of the insects that are on the body. there should be a lot of different insects in that kind of an area and by looking at the insects one can tell how long the body had been there after death. and that would be helpful. the stomach contents would be very helpful because what she ate, her last meal, might still be in her stomach because digestion stops when we die. >> shannon: we know this is devastating for everyone who loves her, but we're happy they can bring her body home to them so they can have their goodbye and certainly a treasure trove of information that will lead them to the person responsible. thank you for lending some of your expertise tonight. as we wait for the more detailed autopsy results new questions about previous interactions gabby petitte and her boyfriend had recently with authorities. we've got new details. >> an inside scoop next. ♪ ♪ life is full of surprises when you least expect it. >> i have not, no. >> shannon: what do you know about how she fell about their interaction. she was one of the last people to see the couple together. certainly in a law enforcement format. what were her concerns and unfortunately it appears they may be true. >> yes, so the ranger responded to the call stemming from an argument between brian landri and gabby petito. as we see on the body cam footage she grabs water for the couple and proceeds to spend about an hour and 17 minutes talking with gabby. over that time, you know, she asked gabby, is she happy in her relationship. she, again, like you said, warns her of her relationship with brian seems toxic, and again, you know, imploring her to use this as an opportunity to make a change in her life and try to take her life down another path. the explicit details of that conversation, she did not go into that with me and we'll soon see that when the body camera footage is released. the ranger said although, you know, the officers there, including herself, thought brian laundrie was manipulative, you know, being manipulative is not a crime. the facts in that setting placed gabby petito as the aggressor. the ranger told me that, you know, gabby petito was having a mental health crisis and that it did not appear that she struck brian laundrie. she wasn't malicious when she hit him, and, yes, so, you know, she conferred with her colleagues, and as we see in the body cam footage, gabby took the van and brian was taken to the hotel. >> shannon: randy, my late father was a law enforcement he said the domestic stuff was the worse because you're walk interesting a situation where there are inflamed emotions. it's hard sometimes for the victim to discern which person, which party, or if both are victims in some way or to wins the victim that they need to get out. randy what do you say about cases like this because everyone will want to monday morning quarterback, oh, they should have done more but there is only so much law enforcement can do in that moment? >> our absolutely right. i'm glad that we're having this discussion because this is actually very critical type of discussion to have. law enforcement officers often get involved in these situations where people's relationships are disintegrating or falling apart. they are trying to give the best advice that they possibly can. but of course, they are law enforcement officers but i want to talk about what the possible ramifications are to the officers who were involved in this situation. now that this situation has devolved into the worth possible set of circumstances, the death of gabby, they are going to be soul searching. they are going to be looking at, could i have done something different? could i have made a different decision in this which may have changed the course? and this is really critical stuff here, shannon, because we're talking about how law enforcement officers deal with these situations and how it affects their emotional and mental health. you know, my organization, the wounded blue, this is what we deal with every single day, is the emotional trauma toward law enforcement officers, and so now these officers who were involved in this have seen this situation turn into the worst of all possible circumstances. now, they are going to blocking at themselves and their decisions saying, describe done something different? and this is something that faces law enforcement officers all over this nation. so sue make such a good point because these folks are doing the very best that they can. you can't -- as you were saying, being manipulative or being, you know, someone who is not a good boyfriend, isn't a crime. there is only so much you can do with that but, i want to ask you about the idea of surveilling him because we had this conversation last night. he's missing now. we don't foe for how long because the parents didn't report it right away. they had no idea when they were going to report him missing, they only said something when the police showed up at their house. what do you make of where he may be? >> now this has now turned into a manhunt and this is an entirely different set of circumstances because law enforcement officers, when you clear away the clutter, law enforcement officers are manhunters when it comes down to fugitives. he's now a fugitive. if you look at the way that the criminal justice system works. they are actively searching for him as a suspect. they may not say that word suspect because of the new political correctness, but they are focusing on him. so now all stops have been taken out. they have looking at his social media. they are looking at his credit cards. they are looking at his phone. it's very, very difficult for an individual to go off the grid for any period of time, unless they have gone off the grid permanently. quite honestly, shannon, i would not, you know, i've seen these situations before where the dragnet is closing in, and this individual could very, very possibly decide, you know what?
