of the covid-19 shutdown. >> the same message he did on the campaign trail which was he has a plan, he is executing that plan and as a country we will come together and be this pandemic, rise from this economic crisis and build back better which means we are not going to leave anybody behind, we will bring everybody along. >> not everyone is limiting the plan is beyond those $1,400 checks, some progressives in the house are angry the minimum wage hike was strikes out and republicans say this is a liberal wish list of unrelated deficit spending. >> one% goes to vaccines. less than 10% goes to jenkins is at the border with brand-new numbers on migrants crossing into the us who tested positive for covid-19. >> reporter: the only thing left in this migrant camp, under the remain in mexico, is the cleanup job you see happening here. on migrants who were inside his left. this camp is being closed by mexican officials. at the time of the closing there were 800 migrants in this camp. most of them heading to brownsville, texas. one migrant we talked to said he spent 14 months in these dire and difficult conditions with the lion's share were able to cross legally under biden's new policies and got dropped off at that bus station in brownsville where dhs officials did not test them before releasing them to the city of brownsville, last week we told you 108 migrants tested positive since they began testing in january. new numbers, 185 have tested positive. as they tear this down they say they will not reopen it but more migrants are coming so in the coming week sentiments officials are worried what will happen if the numbers urge again. the migrants get legally across, they are stuck living in the streets trying to find shelters. jillian: illegal immigrants involved in a democrat from the border paid 10,$000 to be smuggled into the us. the daily mail reports guatemalan migrants, 25 were jammed into an suv that crashed into a semitruck in california killing 13 people. >> i'm going to vote against it because it is all trump progressive, has little to do with covid-19. it will push our deficit up tremendously. there's $1 trillion of free authorized money that hasn't been spent but we will add another $2 trillion on top of it. i think it is outrageous. i will support portions of it especially giving americans relief and helping small businesses open, those that were actually affected by covid-19 but this goes beyond the pale and i don't believe many republicans will be supporting this and i won't be because i think it is outrageous and our kids and grandchildren will end up paying this off in the future. carley: you can wonder about the long-term effects as well but if i could get your views on the crisis we are calling a crisis on the border. secretary kim jong un 3 asking for volunteers to go to the border, clearly it is a fine that there is a problem and jen psaki spoke yesterday saying the messaging is wrong. let's get your reaction. >> it is clear we need to work more on getting the message out, now is not the time to come. the majority of families, adults are turned away at the border. benjamin: is it the policy or the messaging? >> the messaging, policy, proposed legislation, all of the above. they are all saying come to america, we will let you win and so the folks in central and south america understand they got the message and that's why you have a crisis at the border and why leader mccarthy is leading a delegation to el paso on monday so we can see what is happening. in my own district, they are looking at reopening a child detention center in homestead, florida so why would they be doing that if there isn't a surge? talking about children a lot of these children, unaccompanied children are young girls. we don't know what happens to them when they get here? we suspect many of them are being trafficked and are part of the human trafficking ring. we are not doing them any favors with the rhetoric, policy and the proposed legislation. jillian: it is march and the mayor of miami beach says officials are concerned about spring break. you are the former mayor of miami-dade county, what precautions should be taken right now and what is the message to people who are planning to come to florida? >> a very important acknowledgment of the bold, innovative foreign policy approach, donald trump's legacy. we know the tensions of the united states and iran will strengthen those alliances, the abraham accords in washington last november. what iran has launched, just as president biden has been inaugurated. attacks on saudi arabia loyal invitations in the red sea, the red strikes on american contracts, outside of mobile. iran is extremely emboldened. they are using armed drones for any iranian backed militia targeting oil installations in iran. this is heating up and biden has to acknowledge iran is a paramilitary force proxy in syria in iraq and lebanon and this is not cooling down. benjamin: president biden did strike iranian proxies in syria. is he sending a strong message? >> that strike on iranian militia on the border is very important but is not coherent with president biden's overture to regain iran which is now saying we are not even coming back to remove those sanctions, they violated their rules of enrichment. one policy president biden could do is maintain the pressure in iran. remove the enticement to come back to the table in iranian terms, those are our partners in defeating isis, they are expanding in population in northern iraq where they posted that this week. if we can empower kurds in iran to recognize their autonomy, arm them, this will be one of the most threatening moves to iran and also wisher saudi arabia, israel and the other nations the us is serious about sharing iran, the single most destabilizing agent in the region. benjamin: it feels like president biden turned his back on saudi arabia and israel and reached out to enemies. does that leave us with no allies in the region? benjamin: fox news medical contributor dr. nicole saphier. 10% of the population, are we on fast track to some sort of normality. >> 90 million doses have been given, single-dose can give up 90% level of immunity. more americans have a level of immunity and given credit for. the cdc finally addressed the fact that so many americans have some level of immunity, the cdc recommendations didn't go far enough. they finally acknowledged if you're vaccinated you can hang out with other fully vaccinated indoors without masks without social distancing. such as children and younger healthier adults. what about going after restaurants? what about traveling? the rest of life? they didn't address that. if you don't go forward and give people an incentive to get vaccinated they are not going to want to get vaccinated a reach herd immunity and we will see these circulating to make it go backwards. thank you cdc, they need to go a step further, and we will see more recommendations, but this -- jillian: frustration from people, for a while we have been hearing wait until you are vaccinated. now people are and they are saying why can't i be responsible enough to make decisions what i want to do now? >> a very fine balance. i implore people it is time to resume normal life if you are vaccinated, he wants to be careful because does that mean people will start checking immunity status if you get on an airplane or go to a restaurant? maybe if restaurants are checking for immunity status maybe they don't need to have capacity restrictions but i worry there will be some discrimination and equity issues if only vaccinated people are allowed to do certain things. people need to be vaccinated, that is the best way to get back to normalcy and rebuild our economy. benjamin: this is a heartwarming video of a young student getting back to school. this is the response. >> really? >> are you enjoying this? >> more than a year. benjamin: my own daughter went back to school jumping with joy and other parents, some students are afraid of going back to school because they have been out for so long, what is the long-term impact of these closures? it really is a fascinating approach and break it down for us, what it exactly is. >> i think everybody in the country believes the minimum wage should go up. the way we handled it historically hasn't worked well. we argue about it and leave it alone for years and so what we thought we would try to do is offer a common sense business approach solution for this, fix it for once and get it on the right track and index over time so that it's fair for the people of the business and the customers that ultimate i will have to pay for goods and services. what we have done is gone back to 1968 inflation adjusted wage when last time they really created so much of the minimum wage laws and indexed over time, that led us to a number that was probably in the 1050 plus range and then we said, let business adjust to that about a dollar an hour until they get to that over time and this plan would do that over the course of time and i think it's something that business can digest as well. >> wallet, we heard from senator graham earlier there. he said he will take this so senator joe manchin. this does seem bipartisan support growing for your suggestion. the white house is open to new ideas after the 15-dollar minimum wage was rejected. have you been getting a lot of support from both sides of the aisle and do you think is really something that can move forward from here?
